Welcome to a world where nothing is quite as it seems.

0:00:020:00:06

Welcome to Fake Britain.

0:00:060:00:07

Police!

0:00:090:00:10

Get down! Get down! Get on the floor now!

0:00:200:00:22

Put your hands behind your back now.

0:00:220:00:24

Here at the Fake Britain house,

0:00:240:00:26

we'll reveal the fakes that are flooding the market,

0:00:260:00:29

conning people like you and me and making money for the criminals.

0:00:290:00:33

We'll investigate the fraudsters who are selling us

0:00:330:00:36

something that isn't real and could be dangerous.

0:00:360:00:40

And we'll help you avoid falling for a fake.

0:00:400:00:43

Today on Fake Britain:

0:00:430:00:46

The fake clothing banks

0:00:460:00:47

that are fleecing kind-hearted Brits.

0:00:470:00:50

A fake bank is one that is depriving the poor

0:00:500:00:53

and the needy throughout the globe.

0:00:530:00:54

The fake identity cards that could lead to

0:00:540:00:57

a construction site catastrophe.

0:00:570:00:59

Fake cards are changing hands for between £300-£500.

0:00:590:01:04

And the fake fancy dress costumes endangering lives

0:01:040:01:07

-and harming British business.

-It's a very cheap synthetic.

0:01:070:01:11

Probably burns like the clappers.

0:01:110:01:12

Giving away old clothes to charity can make a real difference.

0:01:190:01:23

£100 million each year goes to worthy causes

0:01:230:01:27

because the clothes we're happy to give away are valuable.

0:01:270:01:30

But the fakers know that, too, and they're desperate

0:01:300:01:33

to get their hands on the stuff we want to go to a charity.

0:01:330:01:37

So, do you know where your gift of clothes could end up?

0:01:370:01:41

We've all seen clothing banks like this.

0:01:440:01:47

You'll find them on the high street or at an out-of-town

0:01:470:01:50

shopping centre.

0:01:500:01:51

In total, there are over 14,000 across the UK

0:01:510:01:54

and more than half of the estimated 540,000 tonnes of clothing

0:01:540:01:59

we recycle annually are collected through these banks.

0:01:590:02:02

The clothing is then sold overseas.

0:02:030:02:05

Ghana and Pakistan are two of the most popular destinations and the

0:02:050:02:08

profits are used to fund charitable projects both here and abroad.

0:02:080:02:13

Ravi Zutshi works at Planet Aid UK, a large not-for-profit

0:02:150:02:19

organisation which owns nearly 1,500 clothing banks across the UK.

0:02:190:02:24

The used textile business is massive.

0:02:240:02:28

There are many, many thousands of tonnes of used clothes,

0:02:280:02:31

used shoes collected every month from thousands of collection banks.

0:02:310:02:36

And it's surprising how valuable our unwanted clothing is.

0:02:360:02:40

We collect 120 tonnes of textiles each month

0:02:400:02:45

and the value of that is approximately

0:02:450:02:48

£600 to £700 per tonne.

0:02:480:02:50

A large clothing bank on a busy site will typically be filled

0:02:520:02:55

within a week, and the clothes donated in that time

0:02:550:02:58

can be sold for £200.

0:02:580:02:59

Over the course of a year, that's £10,000.

0:02:590:03:03

Planet Aid manage the clothing banks sites for a number of local councils

0:03:030:03:08

including seven locations here in Harlow, Essex.

0:03:080:03:12

However, the property team at Harlow Council have received

0:03:120:03:15

a report from a local shopkeeper about some mysterious clothing banks

0:03:150:03:19

which have suddenly appeared overnight.

0:03:190:03:22

Joe McGill from Harlow Council's property team believes

0:03:220:03:26

these clothing banks are fake.

0:03:260:03:28

As you can see, this is one of the fake clothing banks

0:03:280:03:31

that we've identified in Harlow.

0:03:310:03:33

There are six in total at present

0:03:330:03:35

and we're looking to have them removed from the area.

0:03:350:03:39

Joe and his team have been unable to find a registered charity

0:03:390:03:43

using this exact slogan and logo design.

0:03:430:03:46

Unlike other charities, where the council understands

0:03:460:03:49

where all the clothing is going and the public know which charity

0:03:490:03:52

they're contributing to,

0:03:520:03:54

no-one knows where this clothing will end up.

0:03:540:03:56

The fakers have used the Kids Go Green logo,

0:03:590:04:02

not to be confused with any organisation using a similar name,

0:04:020:04:05

on all six of the bins placed around Harlow.

0:04:050:04:07

The council has taken action and issued notices, ordering

0:04:080:04:12

the banks to be removed within three weeks, under the threat of seizure.

0:04:120:04:16

But Joe's had a report that his notice has been

0:04:180:04:21

removed from at least one of the banks.

0:04:210:04:23

The bin's located behind the side wall in an alleyway,

0:04:230:04:26

and just sat around the corner away from a CCTV camera.

0:04:260:04:30

Joe's suspicions have been confirmed.

0:04:310:04:34

The fakers have swiped the notice.

0:04:340:04:36

There's another fake.

0:04:400:04:41

And his next stop brings him

0:04:420:04:44

to a busy thoroughfare, where the fake's been brazenly placed

0:04:440:04:47

next to two genuine banks and is now causing a health hazard.

0:04:470:04:50

This one, as you can see, is uncontrolled.

0:04:520:04:55

They don't clear it up, they don't keep it tidy.

0:04:550:04:58

We don't have any idea who actually owns this particular bin, either.

0:04:580:05:02

It's got the same logo as the one in Sherards Hatch

0:05:020:05:06

and all the other ones that have been placed in Harlow.

0:05:060:05:08

As for the state of the site, Joe's going to have to get someone

0:05:080:05:12

down here, creating further costs for a hard-pressed local council.

0:05:120:05:16

Joe also picks up some useful information

0:05:170:05:20

on when the banks are being emptied.

0:05:200:05:22

Have you seen anybody coming up to the banks or anything?

0:05:220:05:25

The vans turn up at around quarter to six, ten to six,

0:05:250:05:27

when I'm out walking the dog in the morning.

0:05:270:05:30

They'll come up, they'll empty the clothes bank,

0:05:300:05:33

fill up their vans and go.

0:05:330:05:35

But this problem stretches far beyond Harlow.

0:05:360:05:40

Unfortunately, it's not the first time we've heard

0:05:400:05:42

of fake clothing banks.

0:05:420:05:43

We've heard reports of fake clothing banks over the years

0:05:430:05:46

in many, many locations.

0:05:460:05:48

Up in Scotland and then down in Yorkshire, we've had many reports

0:05:480:05:51

in Warwickshire, and even in our home town of Corby.

0:05:510:05:55

Back in Harlow, another fake clothing bank has been identified.

0:05:550:06:00

This time, it's been placed on land owned by Tesco.

0:06:000:06:03

However, the site is managed by one of the biggest

0:06:030:06:06

charities in Britain - Oxfam. The charity have issued

0:06:060:06:10

a notice of intent to seize the bank.

0:06:100:06:12

But members of the public are still mistaking the fake bank

0:06:120:06:15

for the real thing.

0:06:150:06:17

I have to say it's very good because I would have put my stuff in there.

0:06:170:06:21

I wouldn't have noticed any difference.

0:06:210:06:23

Oxfam's Andrew Horton has come down to put a stop to this.

0:06:230:06:27

The fake bank has been placed next to Oxfam's genuine banks.

0:06:270:06:31

So, what are the signs the clothing bank you use is the real deal?

0:06:310:06:37

Just take a second to look at the bank that's in front of you.

0:06:370:06:40

It's got a recognised charity.

0:06:400:06:42

If you've got doubts if it's a charity,

0:06:420:06:44

look on the Charity Commission website when you get home.

0:06:440:06:47

Make sure it's registered with them.

0:06:470:06:49

Has it got the right, sort of, labels on, to warn you

0:06:490:06:51

about what happens if you get into the bank or trap your finger?

0:06:510:06:55

Has it got a number saying what the registered charity is?

0:06:550:06:58

And if you've got any questions, give us a ring.

0:06:580:07:00

Instead of the public giving goods to charity, which is

0:07:000:07:03

what they want to do with their waste material,

0:07:030:07:05

they're actually giving it into the pockets of whoever is operating this bin.

0:07:050:07:08

So, we're going to do something about it today.

0:07:080:07:11

But this fake won't be fooling anyone else.

0:07:120:07:14

Oxfam have arranged for the bank to be seized.

0:07:140:07:17

It's going to be taken to our site, where it will be held for another 14 days.

0:07:190:07:23

So if the operator wants to come and collect their rogue bank,

0:07:230:07:25

they're welcome to do so, but we might ask them a few difficult questions.

0:07:250:07:29

We'll then open the bank, if they don't turn up,

0:07:290:07:31

we'll sell the goods for Oxfam's charitable purpose and then

0:07:310:07:35

we'll destroy the bank so it doesn't appear on a Tesco site again.

0:07:350:07:38

Oxfam may have recovered the fake bank on their site

0:07:380:07:42

but the day before Harlow Council are due to seize the fake banks

0:07:420:07:45

on their sites, four of the six banks disappear.

0:07:450:07:49

Joe McGill is not happy.

0:07:500:07:52

Whoever is behind this deception in placing the fake clothing banks in Harlow,

0:07:520:07:56

has little or no regard for the public of Harlow,

0:07:560:07:59

nor do they have any regard for the money they're taking away

0:07:590:08:02

from the charities and those charities who the council supports.

0:08:020:08:05

For Ravi at Planet Aid, the real victims here are the vulnerable

0:08:060:08:09

people who depend on the money raised by clothes donations.

0:08:090:08:13

Every item of clothing,

0:08:150:08:17

every kilo of clothing that goes into a fake bank, rather than

0:08:170:08:21

in to a legitimate clothing collecting bank, is one

0:08:210:08:24

that is depriving the poor and the needy throughout the globe.

0:08:240:08:28

Fancy dress is fun and if you're a parent,

0:08:330:08:36

no doubt at some stage, you've picked up an off-the-peg outfit

0:08:360:08:40

for your kids. They can be fantastic. Look.

0:08:400:08:43

Lots of little girls would love to be the princess at the party

0:08:430:08:47

in this dress.

0:08:470:08:48

But this dress isn't the one that dreams are made of.

0:08:480:08:52

Quite the opposite, because it's a fake.

0:08:520:08:54

Wearing it could put your child's life at risk.

0:08:540:08:57

We spend over £250,000 every year on fancy dress.

0:09:000:09:04

There's an incredible range of costumes available -

0:09:040:09:07

pirates, nurses, historical characters, sailors,

0:09:070:09:12

Disney princesses - even neon gorillas.

0:09:120:09:15

Dressing up is a much-loved British pastime

0:09:150:09:19

enjoyed across the country by children and the young at heart.

0:09:190:09:22

But fakers know there are profits to be made from make-believe

0:09:240:09:28

and now fake fancy dress costumes are flooding into the country.

0:09:280:09:32

Jodie Frisby has two young daughters who love to dress up.

0:09:340:09:37

Her youngest daughter, Katie-May,

0:09:380:09:40

had her heart set on an Elsa dress from the hit Disney cartoon, Frozen.

0:09:400:09:44

Every little girl wants something for Christmas

0:09:450:09:47

and that was her main thing.

0:09:470:09:49

I just wanted to make her happy, so I searched wherever I could really

0:09:490:09:52

to get one that was, A, top quality and B, not massively expensive.

0:09:520:09:57

Jodie went online and found a dress that she thought would be perfect.

0:09:570:10:00

I was quite impressed with it for the price that I saw it for.

0:10:010:10:05

Two weeks later, the package arrived.

0:10:070:10:09

When it first arrived, I was here to get the post.

0:10:090:10:13

I opened it up, I was squealing.

0:10:130:10:15

I was so excited when I got it,

0:10:150:10:16

because I knew Katie-May would love it.

0:10:160:10:19

It looked top quality when it was all wrapped up, you know,

0:10:190:10:21

I was really dead pleased with the dress.

0:10:210:10:23

And Katie-May was delighted with her gift.

0:10:230:10:27

Katie-May was really, really excited to see the dress.

0:10:270:10:30

She screamed, she wanted it on there and then.

0:10:300:10:32

So, we opened it up and put it on

0:10:320:10:34

and she was quite happy dancing around the living room,

0:10:340:10:36

doing her little Elsa poses, singing Let It Go.

0:10:360:10:39

She was in her element.

0:10:390:10:41

But it wasn't long before Jodie realised that Katie-May's new dress

0:10:410:10:44

wasn't everything it claimed to be.

0:10:440:10:47

Three hours later the dress started to fall apart at the seams.

0:10:470:10:51

It started to come apart in two halves.

0:10:510:10:53

It was the bottom half of the skirt, and the top half was like a T-shirt

0:10:530:10:57

and the cape, it frayed pretty badly.

0:10:570:10:59

It took a lot to get it sewn back together the first time it fell apart.

0:10:590:11:02

It's fell apart twice more since then.

0:11:020:11:05

It's been sewn up a couple of times, but the last time was,

0:11:050:11:07

it was literally in two halves.

0:11:070:11:09

Fake Britain sent the dress to Disney.

0:11:120:11:14

They confirmed it was a fake.

0:11:140:11:15

But the fakers aren't just targeting children's costumes.

0:11:180:11:21

Adult fancy dress is also being faked

0:11:210:11:23

and it's costing some British fancy dress companies millions.

0:11:230:11:27

Morning, Tina.

0:11:270:11:29

Ray Peckett is managing director at Smiffys,

0:11:290:11:32

one of the UK's largest manufacturers of fancy dress.

0:11:320:11:35

These costumes don't just suddenly appear.

0:11:370:11:39

We employ 30-odd people who are just designing

0:11:390:11:43

and getting the product to market.

0:11:430:11:45

The counterfeiters and fakers just nip in, steal our product,

0:11:450:11:50

make out that it's their product and do the job for nothing.

0:11:500:11:54

They are jeopardising the jobs of our designers.

0:11:540:11:58

We are one of the only people in the world that actually

0:11:580:12:01

designs our costumes from scratch, and these people's jobs

0:12:010:12:04

are being jeopardised because their work is being stolen.

0:12:040:12:08

Desperate to safeguard his workers and his company,

0:12:080:12:11

Ray has asked the authorities to act - and they have.

0:12:110:12:14

Right, here is our latest seizure.

0:12:160:12:18

One of the biggest to date.

0:12:180:12:20

The pirate costume.

0:12:200:12:22

These costumes are just part of a haul of 3,000 fakes.

0:12:220:12:26

Copying on this scale is damaging the company's profitability.

0:12:260:12:30

The turnover we figured that they are costing us

0:12:300:12:33

is about 10% of our business.

0:12:330:12:35

You are talking £6 million a year, year in year out.

0:12:350:12:38

The fakers have attempted to reproduce every detail

0:12:400:12:42

of the genuine product.

0:12:420:12:45

So, we've got two pirate costumes here.

0:12:450:12:48

On the right we have got the genuine Smiffy pirate and on the left,

0:12:480:12:51

we have got the counterfeit.

0:12:510:12:54

They've scanned our packaging.

0:12:540:12:56

They've reproduced it identically to ours.

0:12:560:12:59

The quality of printing is a little bit different

0:12:590:13:01

but to the consumer, this one looks like a Smiffy product.

0:13:010:13:06

The reason we know it's not originally was that the insert card,

0:13:060:13:10

the packaging doesn't actually fit.

0:13:100:13:13

But it's not just the packaging that's being faked.

0:13:130:13:16

Not only have they copied the packaging,

0:13:170:13:19

they've actually copied our sewing label and care instructions.

0:13:190:13:23

So, there we go.

0:13:230:13:25

To all intents and purposes, this is a Smiffy product.

0:13:250:13:28

Ray decided to take matters into his own hands.

0:13:300:13:33

To find out more but the criminals behind the fakery of his product

0:13:330:13:36

one of his team travelled to China and posed as a businessman

0:13:360:13:40

looking to buy counterfeit costumes.

0:13:400:13:43

We actually were invited inside and here we are being shown

0:13:430:13:47

the Disney dress.

0:13:470:13:49

The entire showroom is filled with knock-offs,

0:13:490:13:52

the whole thing is selling fakes, that is all they do.

0:13:520:13:55

Those are the guys who run the factory.

0:13:550:13:58

There's all the samples offered to us and, basically,

0:13:580:14:01

we could have anybody's product in any packaging we liked.

0:14:010:14:04

All they do is counterfeit.

0:14:040:14:06

They mentioned they were having a bit of trouble with Smiffys,

0:14:070:14:10

that Smiffys had been putting some pressure on them,

0:14:100:14:12

so we are actually making some effect with these people.

0:14:120:14:15

But the fakers were less than impressed by Ray's undercover work.

0:14:160:14:21

They have an attitude that is appalling.

0:14:210:14:24

They have actually threatened some of my staff.

0:14:240:14:28

They've gone into gory details of what would happen to them

0:14:280:14:31

and their parents if they continue pursuing them.

0:14:310:14:35

The fakers have also targeted the children's costume market.

0:14:360:14:40

This fake product is being sold online using the marketing image

0:14:400:14:43

of a real Smiffys costume.

0:14:430:14:45

The two products that you've got here,

0:14:460:14:49

one is the genuine Smiffy product which has been tested

0:14:490:14:52

for heavy metals, nasty dyes and things which are quite bad

0:14:520:14:57

for the consumer, especially for kids to have.

0:14:570:15:01

Here, having assumed they were getting this, what turns up is this.

0:15:010:15:05

As well as the damage to his business,

0:15:070:15:09

Ray's concerned about the safety of the fake children's costumes.

0:15:090:15:13

OK, we've got the two costumes laid out here.

0:15:130:15:16

What the consumer would have been expecting is this one here

0:15:160:15:20

which is the Smiffy item.

0:15:200:15:22

It comes with a mop cap, long sleeves, the apron attached

0:15:220:15:26

and a nice collar with sleeves with frills on.

0:15:260:15:30

What the knock-off fake item is actually like is a long T-shirt.

0:15:300:15:35

It's got short sleeves and a roll neck collar.

0:15:350:15:39

Well, it's another T-shirt probably made of...

0:15:390:15:42

It's a very cheap synthetic, it probably burns like the clappers.

0:15:420:15:47

Children's fancy dress clothes are not subject to flammability testing,

0:15:480:15:53

although some retailers are insisting on safety standards

0:15:530:15:56

for what they stock.

0:15:560:15:58

The change came after TV presenter Claudia Winkleman

0:15:580:16:02

led a campaign.

0:16:020:16:04

Her daughter was badly burned in a Halloween costume.

0:16:040:16:07

Responsible manufacturers like Smiffys have always ensured

0:16:070:16:10

that their clothing is fire resistant.

0:16:100:16:12

The concern is, the fakers are using cheap materials and dyes to maximise

0:16:120:16:16

their profits, and these fake costumes could continue to be a fire hazard.

0:16:160:16:21

Fake Britain decided to put this theory to the test.

0:16:210:16:24

We asked fire safety officer Matthew Perrin to perform a test on

0:16:260:16:30

a genuine Smiffys costume to see how it would compare with a fake one.

0:16:300:16:34

He begins with a genuine costume.

0:16:350:16:37

But getting the material to catch light is easier said than done.

0:16:370:16:41

On the fourth attempt, the tunic finally catches fire.

0:16:430:16:46

But it quickly and safely self extinguishes.

0:16:460:16:50

This is how costumes made by responsible manufacturers

0:16:500:16:53

should perform when they catch fire.

0:16:530:16:55

Now, it's time to test the fake Smiffys costume.

0:16:570:17:00

It catches fire immediately and burns violently for well over two minutes,

0:17:000:17:04

possibly because the fakers have used cheaper materials and dyes.

0:17:040:17:08

We wanted to know if this was a one-off.

0:17:100:17:12

So, we decided to test a fake Frozen dress,

0:17:120:17:15

seized by Nottingham Trading Standards.

0:17:150:17:17

It's not long before the entire costume is engulfed by flames.

0:17:170:17:24

This material is burning quite rapidly.

0:17:240:17:26

Quite a large spread of fire across the material.

0:17:270:17:29

We are also seeing these droplets coming off, as well.

0:17:290:17:32

Matthew Perrin is concerned about the flammability of the material

0:17:320:17:36

used in this fake dress.

0:17:360:17:37

This has been burning for about three or four minutes now.

0:17:370:17:40

As you can see, the material itself,

0:17:400:17:42

rather than doing what it should do, and actually putting itself out,

0:17:420:17:45

almost self-extinguishing, the material itself, as you see,

0:17:450:17:48

is adding to the fire. It is almost fuelling the fire.

0:17:480:17:50

We'd expect some serious burns to anyone wearing this.

0:17:500:17:53

We showed footage of the test results to Jodie Frisby,

0:17:560:17:59

who unwittingly purchased a fake dress online.

0:17:590:18:02

Jodie is shocked by the dress' flammability.

0:18:030:18:06

The way the back bit goes up, that is the most shocking bit.

0:18:060:18:08

It started off at the front and now the whole back has just gone.

0:18:080:18:11

I don't think she'll be wearing that dress again.

0:18:130:18:15

Yeah, I'm really shocked that my little daughter has been

0:18:170:18:20

exposed to any sort of danger by wearing a fancy dress costume.

0:18:200:18:24

You don't think that a fancy dress costume is going to cause

0:18:240:18:27

your daughter any harm.

0:18:270:18:28

As well as the familiar passport or driving licence,

0:18:340:18:37

we're all getting used to using lots of IDs, perhaps for work,

0:18:370:18:41

the gym, events or, look, the railcard.

0:18:410:18:44

But faking IDs is big criminal business,

0:18:440:18:46

even the enforcement agencies whose task it is to crack down

0:18:460:18:50

on the problem are surprised at what they discover the forgers are up to.

0:18:500:18:56

Detective Carl Eade and his team at the National Crime Agency

0:18:570:19:01

are at the forefront of cracking down on identity fraud.

0:19:010:19:05

More specifically, the faking of identity cards.

0:19:050:19:08

For three years, Carl and his team were on the trail of a prolific

0:19:080:19:11

network of identity card forgers.

0:19:110:19:14

The operation's been ongoing for some time.

0:19:140:19:17

We've identified numerous cells producing

0:19:170:19:20

and distributing these documents.

0:19:200:19:22

Their painstaking detective work culminated in raids

0:19:220:19:26

where they uncovered fake ID factories churning out passports,

0:19:260:19:31

driving licences and other bogus identity documents in their thousands.

0:19:310:19:35

It would normally be a room within someone's house

0:19:370:19:40

or it may have been a flat specifically purchased for that purpose.

0:19:400:19:43

It normally consists of a room with computers, monitors.

0:19:430:19:48

You'll have various different types of printer,

0:19:480:19:51

some quite standard, some quite specialist, like a card printer.

0:19:510:19:55

The computers will be loaded with graphic software

0:19:550:19:58

and photo imaging software.

0:19:580:20:01

There'll be scanners.

0:20:010:20:02

But from that room, they can create thousands of IDs.

0:20:020:20:06

The NCA team recently identified this man,

0:20:090:20:12

Medi Krasniqi, as a seller of fake identity cards.

0:20:120:20:16

They knew he was operating around Turnpike Lane in north London.

0:20:160:20:20

But to stop Krasniqi, they'd need to find the man

0:20:210:20:24

who was forging the fake ID cards he was selling.

0:20:240:20:26

That would lead them to the fake ID factory.

0:20:270:20:30

The criminals were careful to disguise the handovers,

0:20:310:20:34

making it hard to catch them in the act.

0:20:340:20:36

These cards were often concealed.

0:20:370:20:40

They were not handed directly over,

0:20:400:20:43

they may be left on a shelf in a shop.

0:20:430:20:45

But the NCA team were about to get their break.

0:20:460:20:50

They followed Krasniqi, as he made his way across north London,

0:20:500:20:53

eventually arriving at this fast food restaurant.

0:20:530:20:57

Minutes later, the elusive forger of the fake IDs arrives

0:20:570:21:00

and sits down next to him.

0:21:000:21:02

Carl Eade's team were in position outside the building.

0:21:040:21:07

All they needed to do now was patiently wait for the exchange

0:21:070:21:10

of fake cards to happen between Krasniqi and the ID card forger.

0:21:100:21:14

Krasniqi then stands.

0:21:160:21:17

He picks up an empty tray from the same table.

0:21:170:21:21

And in that small moment of the tray being picked up and moved,

0:21:210:21:26

over 70 fake ID cards are handed over in an envelope

0:21:260:21:30

and are placed in Krasniqi's back pocket.

0:21:300:21:32

The moment both men leave, the NCA officers race to arrest them.

0:21:330:21:37

Krasniqi was caught red-handed with the 70 fake ID cards.

0:21:390:21:44

And when the team raided a property linked to his name,

0:21:440:21:46

they found £12,000 in cash hidden behind the oven.

0:21:460:21:50

At the flat belonging to the forger of the fake cards, Arsene Meci,

0:21:520:21:56

the NCA discovered one of the fake ID factories they'd been searching for.

0:21:560:22:01

Amongst the materials needed to create fake passports,

0:22:010:22:04

driving licences and other ID documents,

0:22:040:22:07

the officers found a type of card they'd never seen before.

0:22:070:22:11

Initially, we were, I have to say,

0:22:120:22:14

quite unaware of the requirement for the Construction Services cards.

0:22:140:22:18

However, as we downloaded the databases,

0:22:180:22:21

it was quite clear that this was a prominent area of their work.

0:22:210:22:24

The forgers had realised that ID cards are now mandatory

0:22:240:22:28

on the vast majority of construction sites across the country.

0:22:280:22:32

They'd been selling fake ID cards to construction workers

0:22:320:22:34

in their thousands.

0:22:340:22:36

This is one of the Construction Skill Certification Scheme cards

0:22:370:22:40

that were seized.

0:22:400:22:42

This is a fake card which states that this gentleman

0:22:420:22:44

as a construction site operative,

0:22:440:22:48

and that he's accredited to work on construction sites.

0:22:480:22:51

Basic construction identity cards were sold for as little as £50.

0:22:510:22:55

But other, more specialist fakes, like this one can be sold for 500.

0:22:550:22:59

This, again, another plastic card that's been created.

0:23:010:23:04

Again, it will have been layered on the computer.

0:23:040:23:07

This one is for Engineering Services Skills Card, which states

0:23:070:23:12

the registered holder of this card holds

0:23:120:23:14

the construction qualifications listed on the reverse.

0:23:140:23:17

On there, it states he's specialist in ductwork erector

0:23:170:23:21

and ductwork installer.

0:23:210:23:23

Meci and Krasniqi eventually pleaded guilty to all charges.

0:23:240:23:28

They were sentenced to six and a half years

0:23:280:23:31

and five and a half years in prison respectively.

0:23:310:23:33

Meci will be deported to his native Albania

0:23:330:23:36

on the completion of his sentence.

0:23:360:23:38

Many of the fake construction ID cards for which Meci and Krasniqi

0:23:410:23:44

were responsible carried the logo CSCS.

0:23:440:23:49

And that stands for Construction Skills Certification Scheme.

0:23:490:23:52

It's the largest of the identity card schemes and Graham Wren is the CEO.

0:23:540:23:59

For a supervisor or a site manager,

0:24:010:24:03

the card is a really valuable tool in confirming the individual's

0:24:030:24:06

identity, in confirming the qualifications they hold.

0:24:060:24:10

Fake identity cards can allow workers to operate dangerous equipment

0:24:110:24:15

without having had to pay for any training.

0:24:150:24:17

Fake Britain asked CSCS to investigate the scale of the problem,

0:24:170:24:21

so they ran a survey of construction site managers.

0:24:210:24:25

The results showed fake cards were being used on one in five sites.

0:24:250:24:29

But the authorities are fighting back.

0:24:290:24:32

The Construction Industry Training Board has been tasked with

0:24:320:24:35

tracking down the people using fake cards.

0:24:350:24:38

Investigative officer Ian Sidney is the first port of call

0:24:390:24:43

when a fake card is discovered.

0:24:430:24:45

We have uncovered quite a black market for fake cards

0:24:450:24:48

in the construction industry,

0:24:480:24:50

especially for some of the plant cards we found, which again,

0:24:500:24:54

we know are changing hands for between £300 and £500.

0:24:540:24:57

Ian has just discovered that a construction worker using

0:24:570:25:01

a fake identity card has caused an accident.

0:25:010:25:04

We've received a complaint from a health and safety advisor

0:25:060:25:09

for a construction company, following an incident

0:25:090:25:11

on one of their construction sites involving a forward tipping dumper

0:25:110:25:15

being involved in an accident.

0:25:150:25:17

As a result of the accident, they have checked on the card

0:25:170:25:20

held by the driver and it would appear that the card he'd produced

0:25:200:25:23

to them when he arrived on site was a fake card.

0:25:230:25:26

Luckily, there was nobody injured

0:25:260:25:27

but there was some damage caused to property on the site.

0:25:270:25:30

Ian needs to track down the man who's been using the fake card

0:25:300:25:33

before he can cause any more damage.

0:25:330:25:36

What we'll do this morning is we'll obviously attend his address,

0:25:360:25:39

hopefully he'll be there and we can then try and recover the fake card.

0:25:390:25:44

But we have no powers of arrest,

0:25:440:25:45

so we use the local police to use their powers of arrest.

0:25:450:25:49

If we then need to search the premises for evidence,

0:25:490:25:51

they will use their powers to search his address and also to detain him.

0:25:510:25:55

The team arrives at the address, but the suspect isn't there.

0:25:590:26:03

-Is there anybody by that name who lives here?

-No.

0:26:040:26:07

No. No.

0:26:070:26:09

Clearly, it's quite common that subjects will give false addresses,

0:26:090:26:13

false dates of birth and even false names, especially

0:26:130:26:16

if they're here as migrant workers with no rights to work.

0:26:160:26:19

So it's quite a common thing that we do come across quite regularly.

0:26:190:26:22

So the team calls the number on the fake card.

0:26:220:26:25

I just need for you to confirm your address,

0:26:250:26:28

-because the address we've got on file is

-BLEEP.

0:26:280:26:30

-And you're not living at

-BLEEP.

-You was there?

0:26:300:26:33

The lady says you don't live there, but you're now telling me

0:26:330:26:36

that she's called you and told you that we've been with the police?

0:26:360:26:40

The suspect eventually provides the team with a second address.

0:26:400:26:44

You're at that address now?

0:26:440:26:45

OK. OK. All right. Well, thank you very much for your help.

0:26:450:26:48

I'll see you shortly.

0:26:480:26:50

Ian and the police arrive at the second address

0:26:540:26:57

and finally the suspect comes out to meet them.

0:26:570:27:00

We're from the Construction Industry Training Board.

0:27:000:27:02

We're fraud investigators. OK?

0:27:020:27:04

And we're looking to speak to you about a previous card

0:27:040:27:07

that was issued to you, a CPCS card. OK?

0:27:070:27:10

This one is a card that was issued to you which you

0:27:100:27:12

-used on a building site.

-I keep it.

-OK.

0:27:120:27:15

This card, we believe, is a fraudulent card.

0:27:150:27:18

The suspect is arrested and handcuffed. His wallet is searched.

0:27:180:27:22

And they find the fake card.

0:27:240:27:25

This is the fake card. As you can see, it's got his picture on.

0:27:270:27:30

This is for a forward tipping dumper and a ride-on roller.

0:27:300:27:33

It's a good result. We've got the fake card.

0:27:330:27:36

The suspect's taken to the local police station for interview.

0:27:360:27:40

An hour later, Ian gets an update from the custody sergeant.

0:27:420:27:45

Our subject's now been interviewed, formally admitted his involvement

0:27:450:27:48

in the offence and how he came to have possession of the fake cards.

0:27:480:27:51

As he had no previous convictions, he's been formally cautioned for the

0:27:510:27:54

offence by the police and that's an end to the criminal investigation.

0:27:540:27:58

But cases like this are putting the construction industry

0:27:590:28:02

under greater scrutiny.

0:28:020:28:04

It's fakery that could ultimately lead to a serious accident.

0:28:040:28:07

That's all from Fake Britain. Goodbye.
