She needed to admit me right there and then.

I was at the end of my life, basically.

Britain is in the middle of a housing crisis.

The government reckons, to meet demand,

we need to be building nearly a quarter of a million homes

every year but the reality is, we are only managing about half that.

It is just one of the reasons why the number of people

renting their homes right now is at its highest since the 1950s.

At the front line of this crisis are the country's Housing Enforcers,

and in this programme, I'm training to become one.

Clacton-on-Sea in Essex.

Like many seaside towns around the country,

it has a large number of homes that have been divided up

and converted into flats.

The quality of these alterations by property developers can vary hugely,

and in the worst cases, it can cause big problems for the local council.

Today, I'm shadowing housing officer, Rob Goswell.

What we've got today is, we've got a complaint,

just over... Just in town.

He's due to inspect a top floor flat after receiving a complaint

about serious issues in a privately rented property.

-Wringing wet walls about to fall down.

-Yep.

-Gas isn't connected to the hot water.

The tenant says that's affecting their health.

People do always get a little bit of respiratory thing

when it comes to damp and mould and that.

With no hot water, that can be quite serious

so that's why we're going over to that one today.

Any flat occupied by a tenant must meet basic minimum standards and

it's the landlord's responsibility to make sure they're in place.

Cos obviously, everyone needs to be able to have facilities to wash

and obviously hot water being essential to one of those things.

So, hygiene, sanitation and drains, so you're looking really for...

-..some way of applying it to yourself...

-Yeah.

-..and drains that aren't blocked.

To gain access to the flat,

Rob and I are meeting with the letting agent who's only recently

taken on managing the property for the landlord.

The tenant, who didn't want to be filmed,

has drawn up a list of the problem areas he's worried about.

So what we've got is a bay window here,

and this is on the first floor,

and as you can see, if we just pull back the curtain here...

..got pretty extensive damp.

Now the tenant here says that in the past he's made efforts to clean it

and paint it and do what he can but now he's just fed up with it,

it just comes back and you end up with...

Well, you can't smell it, but I can, it is a very damp smell

and this is his bedroom.

The other thing that he's complained about is the window.

This is the tenant's living room and again,

we've got sort of damp and mould in this bay area,

just underneath the window.

But what he's told us is part of the problem could be

that he hasn't got enough money to heat this property.

The flat clearly has a problem with damp.

You haven't got a substantial amount of mould growth here

but you can see it's soaking wet so we will get that eventually.

And the general condition in places is beginning to look dangerous.

One of the main complaints Rob is keen to investigate

is the reported lack of hot water for washing.

That's just for the central heating and then hot water is coming

from the immersion heater that is plugged into the tank there.

They're not the most efficient

but it isn't actually working anyway at the moment so... We need water.

But need to get that sorted straightaway.

Which should be relatively straightforward

but the saturated wall at the back of the flat could indicate

a more serious underlying problem.

We hope to find the source of the water getting in

I know, you can see, there's something going on there.

It looks like we found the root of the problem

We've been given access to the rear garden

by the lady who owns and lives in the ground-floor flat.

Looking at that, it tells a story, just looking at that,

you've got lovely, sort of clean, double glazing downstairs,

keeping you nice and warm and cosy and then look at that upstairs.

You can see a difference. I mean, it's a world apart, isn't it?

With a damp situation that is clearly getting worse,

it'll be the responsibility of the landlord to get it resolved.

But what does the letting agent think?

Basically, what we do is, obviously we do inspections for the landlord

and we report to the landlord any issues that the tenant raises

and get it addressed as quickly as possible.

It does seem like these problems have been there

for quite some time and according to him, certainly,

he's raised these problems and they have not been sorted out.

That's something that we'll need to double check.

Obviously we'll find out when he has reported them,

what actions obviously the landlord has taken, and

obviously then we can obviously address it from that point onwards.

In a way, this is the story of two storeys.

Downstairs, owner-occupied, look at it, it is absolutely stunning

and you can even feel how warm it is inside there.

And then upstairs, well, you've got...

Really affecting life for the occupant.

No hot water or occasional hot water, and structural problems that

are allowing some of the rooms to be really quite unpleasant and damp.

We've heard from the landlord.

He says that the tenant has been reporting problems to the council

and not to the letting agents, which has caused confusion.

He told us that all the repairs have either been done or about to be.

the tenant had refused contractors access to carry out repairs.

Now that they're talking, hopefully the landlord will be told

The city of Oxford is famous for spires and students...

..and is home to over 150,000 people.

It's a very compact city, well-known for its stunning architecture

and historical buildings.

However, the local housing officers know that not all the residents

are fortunate enough to live in a safe and comfortable home.

It is just there actually, you can see from behind these gates.

Housing officer Adrian Chowns is on his way to meet with a tenant

who is having issues with his landlord.

He rents a room in a three-bedroom flat, positioned above a shop.

His brother has helped him by calling in the council

to deal with his complaints.

This guy is a bit vulnerable as well, apparently,

He's got some learning difficulties, so it is not an ideal situation.

The brother of the tenant has said that there are some

dangerous electrics, there is a problem with the gas certificate.

and then what made you decide to get something sorted

Walking down the street and...

and hitting walls or bumping into people.

I went to see a neurologist and it took her all of about

two minutes to say that she needed to admit me right there and then.

With time running out,

David was rushed into hospital for emergency surgery.

They had to put a shunt in my head to take out the fluid from the brain

which was not a very easy thing for them to do

because of where it was situated.

It sounds like an incredibly scary time for you.

With the tumour removed, David's now on the road to recovery,

but it's become clear that the house he rents is no longer suitable.

He did begin to be a bit abusive until I told him to pack it in.

He was swearing and shouting,

he wasn't happy that the tenant had reported the problems.

He wasn't happy that I had been in and hadn't told him

that I was going there. You know, usual stuff, really.

But when they arrive at the flat, the police have been called

following a confrontation between Gary and his landlord.

By the sounds of it, they have been having

a bit of argy-bargy between the landlord and tenant.

So the police have turned up,

just to make sure there is no breach of the peace.

They said that the tenant has turned up with his brother

and some of his mates and they have threatened the landlord and now

the landlord has reported the tenant,

you know, for threatening behaviour.

Once the police have calmed the situation down,
