the prices charged by BP, Shell and the other big retailers. The | :02:40. | :02:44. | |
companies have a long list of excuses, should we believe them? | :02:44. | :02:50. | |
What do you think. Drivers have long believed they are | :02:50. | :02:53. | |
paying more than they should to fill up. | :02:53. | :02:57. | |
And as pump prices edge back towards record levels, the | :02:57. | :03:02. | |
politicians and regulators are also growing suspicion. | :03:02. | :03:05. | |
The Office of Fair Trading has begun a review into the price of | :03:05. | :03:11. | |
fuel across the UK. Petrol prices have risen by 38% in the last five | :03:11. | :03:15. | |
years. But what's causing these price rises? Petrol companies like | :03:15. | :03:19. | |
to tell us the price at the pump rises when the price they pay for | :03:19. | :03:26. | |
the raw ingredient, oil, goes up. Is that really the case? We have | :03:26. | :03:32. | |
got hold of figures stretching back to the start of 2011. They reveal | :03:32. | :03:35. | |
what the retailers have been paying for their oil, and what they have | :03:35. | :03:40. | |
been charging us at the same time. To help make sense of it all, we | :03:40. | :03:45. | |
have brought in Edmund King from the AA. This graph represents | :03:45. | :03:49. | |
figures for the last 20 months, what does it show us? What it shows, | :03:49. | :03:54. | |
the top two lines here are the pump price, what you pay at the pump. | :03:54. | :03:58. | |
The top line would be diesel, the purple line is unleaded. This line | :03:58. | :04:04. | |
here is the price per barrel of oil. The Green Line shows how certain | :04:04. | :04:08. | |
world events effect what the companies pay for their crude oil. | :04:08. | :04:13. | |
Let's start in April 2011, when the Libyan crisis caused a spike in | :04:13. | :04:17. | |
world prices, this, in turn, led to a sharp rise at the pumps, just as | :04:17. | :04:21. | |
you would expect. But fast forward to July that year, when the | :04:22. | :04:26. | |
recession in Europe caused a big drop in wholesale prices, was that | :04:26. | :04:31. | |
reduction passed on to drivers? Take a look at the blue and purple | :04:31. | :04:35. | |
lines representing diesel and petrol prices, they barely moved. | :04:36. | :04:41. | |
What we see in April, the oil price shot up there, and it shot up | :04:41. | :04:45. | |
equally quickly at the pumps, that is what you see. But then you come | :04:45. | :04:50. | |
along here to July, to August, and there's quite a big drop in the | :04:50. | :04:58. | |
global oil price, in fact, the oil price dropped 9%, to $110 a barrel, | :04:58. | :05:03. | |
yet at the pumps it only dropped about 1%. The problem is, that when | :05:03. | :05:08. | |
prices go up, they go up like a rocket, when they come down, they | :05:08. | :05:12. | |
just fall like a feather. Continually high prices have taken | :05:13. | :05:17. | |
their toll on drivers who rack up high mileage for their jobs. Six | :05:17. | :05:23. | |
months ago blilder, Dennis, found the cost of his weekly commute had | :05:24. | :05:29. | |
risen to �200. He took drastic action. I decided to put a bunk bed | :05:29. | :05:35. | |
in the back of my van. Over my tools, and I come down here Monday | :05:35. | :05:39. | |
morning with a change of clothe, get washed and changed in the | :05:39. | :05:42. | |
evenings, pop out socially here in the evenings, and go back to my | :05:42. | :05:46. | |
cottage on a Friday night. It is the only way I can manage it. I | :05:46. | :05:49. | |
have the inconvenience, I can live with that. I just don't want to | :05:49. | :05:54. | |
lose all my wages on fuel. Drivers like Dennis may have expected some | :05:55. | :06:00. | |
relief during the back half of 2011, because, as you can see from the | :06:00. | :06:03. | |
Green Line, world crude prices dropped steadily from July, right | :06:03. | :06:07. | |
through to December. So, was that reflected in the price we paid at | :06:07. | :06:13. | |
the pumps? No. But, when oil prices started to rise again from January | :06:13. | :06:18. | |
to April 2012, did the retailers pass on that increased cost to you | :06:18. | :06:24. | |
and me? Oh yes. Explain that one. What the retailers will say is that | :06:24. | :06:28. | |
the price they charge at the pumps isn't linked to the barrel price, | :06:28. | :06:33. | |
it is linked to the price they pay suppliers for the refined product. | :06:33. | :06:38. | |
This is commonly known as the wholesale price. Unfortunately the | :06:38. | :06:42. | |
UK petrol retailer don't like to reveal what the wholesale price is | :06:42. | :06:45. | |
s we asked and they refused to tell us. But earlier this year the AA | :06:45. | :06:49. | |
did manage to get hold of some European figures. They showed that | :06:50. | :06:53. | |
in May the wholesale cost of oil ayes cross the continent fell by | :06:53. | :07:00. | |
10p per ly theer, but the price at the pump fell by only 6p. Do | :07:00. | :07:04. | |
retailers have any excuse other than wanting to make a bigger | :07:04. | :07:08. | |
profit? It is clearly companies trying to make a big profit, if you | :07:08. | :07:12. | |
do manage to see the wholesale price, even if it is the European | :07:12. | :07:16. | |
wholesale price, it makes a mockery of the idea that the retailers are | :07:16. | :07:19. | |
just reflecting pump prices on the wholesale price. They are not. | :07:19. | :07:24. | |
Failure to pass on the full benefit of wholesale price falls can have a | :07:24. | :07:29. | |
huge impact. According to the AA, a 3p drop in the price of a litre of | :07:29. | :07:35. | |
unleaded, can mean an extra �137 million to the economy, in just | :07:35. | :07:39. | |
three months. But price rises are damaging to the economy. In just | :07:39. | :07:45. | |
two years this haulier has seen his company's annual bill increase by | :07:45. | :07:51. | |
20%, to more than a million pounds. We can't absorb those sorts of | :07:51. | :07:55. | |
increases, we have to pass them on to the customer. All our customers, | :07:55. | :07:59. | |
who are also suffering from the recession at the moment, are | :07:59. | :08:06. | |
sharing the pain with us. With individuals, companies and the | :08:06. | :08:10. | |
whole economy hurting, the Office of Fair Trading has now decided to | :08:10. | :08:12. | |
investigate. One of the things we will be | :08:12. | :08:16. | |
looking at is how quickly prices change, when the wholesale price | :08:16. | :08:20. | |
changes, and in particular, if the wholesale price goes down, does the | :08:20. | :08:25. | |
price that we all pay at the pump fall as much or as quickly as the | :08:25. | :08:30. | |
wholesale price has fallen. That is an issue we will be considering. | :08:30. | :08:33. | |
For some, this can't come soon enough. In Australia, where | :08:34. | :08:38. | |
retailers have had to publish such information, since an oil code was | :08:38. | :08:43. | |
introduced in 2007, anyone can compare the wholesale and retail | :08:43. | :08:47. | |
costs. The result, prices at the pumps are far more competitive. | :08:47. | :08:52. | |
But in Britain, meanwhile, the misery for motorists goes on. Take | :08:52. | :08:56. | |
one last look at the graph, and you will see that, since the start of | :08:56. | :09:01. | |
September, world crude prices, have been rising again. And, as sure as | :09:01. | :09:05. | |
oil makes petrol, prices on the forecourt are increasing too. | :09:05. | :09:10. | |
What we really need is much more transparent paorncy, there is too | :09:10. | :09:16. | |
much secrecy about the prices. If we publish the wholesale price, | :09:16. | :09:20. | |
then we clearly know the wholesale price is reflected at the pumps, if | :09:20. | :09:23. | |
it wasn't, we would know for definite that drivers were being | :09:23. | :09:28. | |
taken for a ride. We know taxation is one of the main | :09:28. | :09:33. | |
reasons why fuel is so high, the Treasury takes more than 60p in | :09:33. | :09:37. | |
every pound, but it is obvious the retailers aren't helping, yeah? | :09:37. | :09:41. | |
biggest of them are represented by UK Petrol Industry Association, who | :09:41. | :09:45. | |
say that in the light of the OFT looking into this, it is not | :09:45. | :09:47. | |
appropriate for them to come in and answer requests. However, they | :09:47. | :09:52. | |
describe fuel retailing in this country as a competitive business. | :09:52. | :09:55. | |
Consistently delivering pre-tax pump prices that are among the | :09:55. | :09:59. | |
lowest in the EU. They say previous studies don't support the argument | :09:59. | :10:05. | |
that pump prices rise quickly in response to crude or product prices | :10:05. | :10:08. | |
increases. But fall slowly when these prices decrease. They add | :10:08. | :10:15. | |
that information on crude, and wholesale and petrol and diesel | :10:15. | :10:19. | |

the doctors, it was ring worm. And they said that it was most likely I | :21:52. | :21:58. | |
had caught it off them. Chloe already suffers from a condition | :21:58. | :22:03. | |
that affects her immune system, ring worm is serious, it led to her | :22:04. | :22:07. | |
collapsing and she had to spend several days in hospital. That | :22:07. | :22:12. | |
