Our first stop was Manchester, and both myself and a member of the | :02:31. | :02:35. | |
Watchdog team were rigged with secret cameras. The cover story was | :02:36. | :02:41. | |
simple, organising the Christmas party for people with a range of | :02:42. | :02:46. | |
disabilities. We are on our way, making ten visits today, ten | :02:47. | :02:50. | |
different venues, we will see what they are like for access, not just | :02:51. | :02:53. | |
people in wheelchairs and scooters, like me, but people with vision | :02:54. | :02:58. | |
impairments, hearing impairments. As soon as we started the undercover | :02:59. | :03:02. | |
visit, it became apparent that wheelchair access was poor, I could | :03:03. | :03:05. | |
not get into two restaurants because they did not have a ramp, when they | :03:06. | :03:09. | |
did have one, the staff were not prepared. First time I have used | :03:10. | :03:18. | |
this... The staff at this big chain took several attempts to fit the | :03:19. | :03:22. | |
ramp, installed correctly, the two section should be locked together, | :03:23. | :03:27. | |
just before I go over it, one staff member moves it and they separate. | :03:28. | :03:34. | |
The disappointment kept coming. Despite having a state-of-the-art | :03:35. | :03:37. | |
chairlift, the staff here could not get it working. | :03:38. | :03:42. | |
It went from bad to worse, we assessed the facilities for people | :03:43. | :03:49. | |
with other disabilities, just one restaurant was able to provide a | :03:50. | :03:53. | |
large print menu. There was a glimmer of hope with hearing loops, | :03:54. | :03:57. | |
one restaurant out of ten claims to have one, when they investigated | :03:58. | :03:59. | |
further, they could not find it. I showed my findings to Chris | :04:00. | :04:13. | |
Wright, a lawyer specialising in disability rights, he has won a | :04:14. | :04:16. | |
number of cases against restaurants. Whether it is a lift out of order, | :04:17. | :04:21. | |
whether it is staff who have not been trained how to use it, it is | :04:22. | :04:25. | |
all a part of the picture, it is failure to make reasonable | :04:26. | :04:29. | |
adjustment. -- Chris Fry. There will be breach of the equality act. We | :04:30. | :04:38. | |
are quite flexible about where we throw the Watchdog Christmas party, | :04:39. | :04:42. | |
so we travel further afield to see if options for accessible venues | :04:43. | :04:45. | |
were any better, helping us go undercover, Tom, a wheelchair user, | :04:46. | :04:51. | |
and Muhammad, and his guide dog, Solo. Disabled toilets were unusable | :04:52. | :04:55. | |
in some restaurant, this one in Bristol doubled up as a store room. | :04:56. | :05:00. | |
The clutter covering the floor. It was the disabled toilets at this | :05:01. | :05:03. | |
large chain in Cardiff that really shocked the undercover team carrying | :05:04. | :05:05. | |
out the visit. Yes, you saw that correctly, this | :05:06. | :05:31. | |
disabled toilet also acted as the back office of the restaurant! If | :05:32. | :05:36. | |
you were there and did not use the facilities, you could require them, | :05:37. | :05:40. | |
you could get a positive injunction to make them access of all. The | :05:41. | :05:45. | |
restaurant would have to pay compensation for the embarrassment | :05:46. | :05:46. | |
suffered by the person. Looking at the results of the | :05:47. | :05:53. | |
research, what was the overall picture? Across the 50 undercover | :05:54. | :05:59. | |
visit we carried out, one third did not have access will toilets. Even | :06:00. | :06:02. | |
when they did, some were totally unusable. And a dire 88% of | :06:03. | :06:08. | |
restaurants did not offer large print menus for people with vision | :06:09. | :06:13. | |
impairment, restaurants are not even bothering with the more simple | :06:14. | :06:17. | |
measures. The worst was for the hard of hearing, only two out of 50 had a | :06:18. | :06:23. | |
hearing loop in place. Pretty poor results all round for the restaurant | :06:24. | :06:29. | |
week tested, wood pubs and bars fare any better in catering for the | :06:30. | :06:33. | |
Christmas do? Time to hit the phones. We called 50 bars across the | :06:34. | :06:37. | |
UK in Edinburgh, Southampton, Liverpool, Exeter and Belfast. -- | :06:38. | :06:41. | |
would. We asked them whether they had accessible toilets and hearing | :06:42. | :06:46. | |
loops, how did they get on? Just like the restaurant, one third did | :06:47. | :06:49. | |
not have access will toilets, just one had a hearing loop. What is the | :06:50. | :06:58. | |
everyday reality like? You are a wheelchair user, a couple of people | :06:59. | :07:03. | |
that we spoke to offer to carry someone in a wheelchair up and down | :07:04. | :07:07. | |
stairs, has that happened to you? It is normal form in our, I would not | :07:08. | :07:11. | |
say that I particularly enjoy it, because obviously everybody can see | :07:12. | :07:15. | |
you being carried out, it is not just you, it is the wheelchair. Then | :07:16. | :07:19. | |
you are trapped upstairs, and you have to find somebody to help you | :07:20. | :07:24. | |
come back downstairs. Charlie, you could do with a view hearing loops. | :07:25. | :07:29. | |
They have been around for years, the problem has always been, often, the | :07:30. | :07:34. | |
technology is broken. Often, deaf people are the last thing on the | :07:35. | :07:37. | |
list because deafness is indivisible, very easy for deaf | :07:38. | :07:40. | |
people to feel like they are forgotten. The important thing, at | :07:41. | :07:48. | |
the end of the day, as a blind person, visually impaired, you want | :07:49. | :07:52. | |
freedom of choice. Legislation can do as much as it likes but at the | :07:53. | :07:56. | |
end of the day, you have got to change attitudes or nothing will | :07:57. | :08:01. | |
change. Across the 100 bars and restaurants we tested, it was clear | :08:02. | :08:04. | |
that wheelchair access needed improvement. Provisions for people | :08:05. | :08:08. | |
with hearing and vision impairments were almost nonexistent. Just like | :08:09. | :08:13. | |
everyone else, disabled people want to party! To be able to get through | :08:14. | :08:17. | |
the front door and have a drink with their mates, to hear what everyone | :08:18. | :08:21. | |
else is saying, and be able to pick their own food off the menu. Bar and | :08:22. | :08:27. | |
restaurant owners, do your bit, after all, this is the season of | :08:28. | :08:29. | |
goodwill to all men and women! I'm now joined by Justin Tomlinson | :08:30. | :08:39. | |
the Minister for Disabled People. You have seen the film, it does seem | :08:40. | :08:47. | |
shocking that some people cannot even get into restaurants and bars, | :08:48. | :08:51. | |
no disabled toilets... You find that embarrassing? I'm really | :08:52. | :08:55. | |
disappointed to see that, what surprised me the most about the | :08:56. | :08:59. | |
video, big chains. Why would have thought, as a given, they would be | :09:00. | :09:03. | |
able to deal with training, making sure facilities are accessible, not | :09:04. | :09:07. | |
just because of the equality act but because of the combined spending | :09:08. | :09:12. | |
power people with this ability is, ?212 billion, often the first to | :09:13. | :09:16. | |
complain when businesses get things wrong. They are missing out. Often | :09:17. | :09:21. | |
it was a lack of training. It is something that should be avoided. | :09:22. | :09:26. | |
You go to the restaurant, your office, the council go, and they see | :09:27. | :09:29. | |
a disabled toilet full of toilet rolls, tips, you see an office as | :09:30. | :09:36. | |
well... Obviously not happy, the council say, don't do it, you | :09:37. | :09:40. | |
empower them, you educate them, they still continue, no changes. What | :09:41. | :09:45. | |
power do you have defined them and close them down? Through the | :09:46. | :09:50. | |
equality act, you can find them, you can make them out. -- what power do | :09:51. | :09:58. | |
you have two fine them. I was a former nightclub manager, first-ever | :09:59. | :10:03. | |
graduate job, fully accessible nightclub, we benefited from that | :10:04. | :10:06. | |
commercially. It is so frustrating, to see a disabled toilet used as an | :10:07. | :10:12. | |
office, unbelievable! It looks like complacency, you are in charge, it | :10:13. | :10:16. | |
is almost like they say, yes, thanks for the education, we will do it, | :10:17. | :10:21. | |
and they do not! 21st century, and people are being carried to and from | :10:22. | :10:28. | |
toilets! Completely unacceptable. What can you do something about? | :10:29. | :10:33. | |
This had been flagged up with me, I have met with the British | :10:34. | :10:36. | |
hospitality Association and to their credit they recognise their members | :10:37. | :10:39. | |
on the sing out on this combined spending power, they have agreed to | :10:40. | :10:44. | |
do a joint guideline... Guidelines, we need action... In conjunction, | :10:45. | :10:50. | |
the legal law means they should be getting a lot of what we see in the | :10:51. | :10:54. | |
video right, that must be addressed. I want to know which of those chains | :10:55. | :10:59. | |
are letting people down, so I can contact the Chief Executives | :11:00. | :11:03. | |
directly, I understand you have kept it broadbrush, but I want to know | :11:04. | :11:06. | |
and I want to chase them. And for the independent organisation, where | :11:07. | :11:10. | |
we would have been lesser prize but still disappointed, that is why we | :11:11. | :11:14. | |
are working with the British hospitality Association, spreading | :11:15. | :11:17. | |
best practice, improving guidance. I with you on this, 100%, they will | :11:18. | :11:25. | |
struggle if they are losing a huge amount of business. Talking about an | :11:26. | :11:30. | |
act that has been here 20 years, 20 years and people still cannot go to | :11:31. | :11:35. | |
the toilet, cannot print a big menu. Why can we not have this as law, | :11:36. | :11:38. | |
that every single restaurant, we have thought about massive change, | :11:39. | :11:42. | |
do not have an accessible toilet, they have got to have it otherwise | :11:43. | :11:46. | |
they cannot open. We are enforcing that, we see a lot of legal action | :11:47. | :11:50. | |
taken but it is the frustration, we should not be having to do this, | :11:51. | :11:55. | |
this is in their interest, as a business, marking themselves for | :11:56. | :11:58. | |
huge amount of Christmas parties, parties all year around. If you make | :11:59. | :12:04. | |
your venue not accessible, you are blocking people from coming in, that | :12:05. | :12:07. | |
is unacceptable, that the business, and unfair on the people who will be | :12:08. | :12:11. | |
missing out. I am shocked to see so many of the big chains doing that, I | :12:12. | :12:15. | |
want to personally chase them. It should not be happening. As a given, | :12:16. | :12:20. | |
then use should be accessible. White thank you very much. -- as a given, | :12:21. | :12:28. | |

talking about London Victoria Estates, they boast they are young | :14:09. | :14:11. | |
and vibrant, dealing with luxury properties in some of London's most | :14:12. | :14:15. | |
sought after locations, the Facebook page uses this picture of the London | :14:16. | :14:21. | |
skyline to advertise their business. Impressive! One slight problem... It | :14:22. | :14:27. | |
is not a picture of London at all, that is a picture of San Francisco! | :14:28. | :14:34. | |
That is London! Not a great start! It is not the early Mirage... For an | :14:35. | :14:38. | |
estate agency, they do not seem to be very good at selling or renting | :14:39. | :14:43. | |
houses, no estate agency boards, hardly any properties, and those | :14:44. | :14:45. | |
they do claim to have our not available... -- it is not the only | :14:46. | :14:51. | |
Mirage. The real giveaway is this, they use a picture to advertise a 1 | :14:52. | :14:57. | |
bed flat in London, but it is -- it is the same picture for a ten bed | :14:58. | :15:03. | |
flat ten miles away. Not very honest. We know that they let flats | :15:04. | :15:07. | |
out, but to holiday-makers, through websites, like Expedia and we also | :15:08. | :15:12. | |
know that they do it very badly. These ladies booked a flat for their | :15:13. | :15:24. | |
friend's hen party. When they arrived to collect the keys, there | :15:25. | :15:29. | |
was a problem. Straightaway, sorry, we don't have this apartment, you | :15:30. | :15:33. | |
can't stay there. No apology or explanation, that was it. They | :15:34. | :15:37. | |
offered you something else? They said, we've got a gorgeous apartment | :15:38. | :15:41. | |
near Marble Arch. With six hens needing a bed and a party to crack | :15:42. | :15:46. | |
on with, they visited the new apartment. They drove us to map the | :15:47. | :15:49. | |
minutes down the road to an estate of the Edgware Road, it was a | :15:50. | :15:53. | |
horrible rundown block of flats, we didn't even get out of the car. Back | :15:54. | :15:57. | |
in the office they found out they weren't the only ones complaining. | :15:58. | :16:01. | |
There was a group of women, I think from Leeds, they had the same | :16:02. | :16:05. | |
address on their booking. They were supposed to be staying the same | :16:06. | :16:08. | |
place you were on the same night. Yeah. Tanya and Leanne cancelled | :16:09. | :16:14. | |
their reservation and booked a new apartment instead. We are gutted we | :16:15. | :16:18. | |
gone to so much trouble, planned this down to a T, we were so | :16:19. | :16:24. | |
frustrated and insulted that they would take that away from us. They | :16:25. | :16:28. | |
didn't lose any money but plenty of others have. We're getting | :16:29. | :16:33. | |
