I'm Lucy Owen. And I'm Rhodri Owen. You're watching X-Ray, bringing you

:00:03.:00:09.

the stories that matter. The Mazda 6. The advert says it's

:00:09.:00:12.

not for everyone and the diesel version is certainly not for city

:00:12.:00:19.

drivers like Chris. Those carrier bag charges - we ask

:00:19.:00:22.

the Minister in charge to answer your questions.

:00:22.:00:32.
:00:32.:00:44.

And buying the dream - how a scam Hello. Tonight we're in Llanelli.

:00:44.:00:47.

Over the last few weeks you've certainly let us know how you feel

:00:47.:00:55.

about paying 5p for your carrier bags. It's been over a month now

:00:55.:00:58.

since the charge came in and from the phone calls and e-mails we've

:00:58.:01:01.

had, Tesco's decision to stop awarding green Clubcard points to

:01:01.:01:09.

shoppers who use their own bags has made a lot of you very cross. Glyn

:01:09.:01:12.

Williams from Flintshire wants to know if the promise of green points

:01:12.:01:16.

printed on his reusable bag from Tesco forms the basis of a contract.

:01:16.:01:21.

Nina Ward from Penarth says she thinks Tesco deserved a good slap.

:01:21.:01:24.

And Rachel Dickson from Aberdare thinks it's extremely unfair that

:01:24.:01:27.

she's not getting green points any more and she was horrified that her

:01:27.:01:30.

Tesco home delivery driver asked for her carrier bags back, even

:01:30.:01:37.

though she'd paid for them! here in Llanelli there are some

:01:37.:01:47.
:01:47.:01:49.

pretty strong opinions too... Tesco. We shot the same as they do

:01:49.:01:53.

in England. We have to pay for the carrier bags, we should get the

:01:53.:01:58.

points. A everybody should be treated the same. Tesco and will

:01:58.:02:05.

not tell us how many green points they give away. On their website we

:02:05.:02:15.

found this statement. Tesco customers in Wales have saved

:02:15.:02:17.

over 500 million bags in the last five years.

:02:17.:02:21.

We've done some maths based on that claim and if we assume that Welsh

:02:21.:02:24.

customers have sayed 100 million bags per year, in theory that's a

:02:24.:02:27.

100 million Green clubcard points that Tesco won't be giving out any

:02:27.:02:30.

more. And at a penny a point that could save them 1 million.

:02:30.:02:33.

So why does marketing expert Paul Buckley think Tesco's have done

:02:33.:02:43.
:02:43.:02:43.

this? They had just seen it as part of their promotional saving. They

:02:43.:02:52.

probably think the customer will not notice. I suppose you could say

:02:52.:02:58.

every little helps, but Tesco a little bit more than the customers.

:02:58.:03:02.

Interesting. So what have Tesco's got to say? Well once again they

:03:02.:03:05.

have turned down our offer of an interview. But they say:

:03:05.:03:08.

They see Green Clubcard points as an incentive, not a loyalty reward,

:03:08.:03:12.

and with the new regulations the incentive to reuse bags is now to

:03:12.:03:15.

avoid paying for new ones. They don't think this means that Welsh

:03:15.:03:17.

customers are missing out. More on that carrier bag charge

:03:17.:03:20.

later. Now, over the past couple of years changes to diesel cars mean

:03:20.:03:23.

they have become greener. But that's not without it's problems,

:03:23.:03:29.

as Lucy's been finding out. The Mazda 6 - advertised as a very

:03:29.:03:33.

exclusive car and can cost more than 20 grand. It's not for

:03:33.:03:39.

everyone. And it definitely wasn't for the

:03:39.:03:46.

guy who bought this one. Chris Nichols fell in love with the

:03:46.:03:50.

Mazda 6 and travelled all the way to Shires Mazda in Taunton to buy a

:03:50.:03:57.

second hand model. We'd had some inheritance through

:03:57.:03:59.

my grandmother passing away last January. We'd been having slight

:03:59.:04:03.

problems with our previous car, so we decided that it was a good idea

:04:03.:04:06.

to upgrade the car to something a little bit bigger that would give

:04:06.:04:11.

us a little more space. He paid over 14,000 for a 2.2

:04:11.:04:18.

litre diese, but it was back in the garage three months later.

:04:18.:04:22.

I was doing a routine check of the car and discovered that the oil

:04:22.:04:25.

level in the engine was starting to rise. I rang both the Mazda

:04:25.:04:28.

dealership in Cardiff and the Mazda dealership that I purchased the car

:04:28.:04:31.

from. Both dealerships stated that if I did not change the oil then I

:04:31.:04:36.

would invalidate the warranty. But you'd only had the car a few

:04:36.:04:41.

months. How did you feel about having to get the oil changed?

:04:41.:04:46.

Gutted, frankly. I was very very very disappointed. $$NEWLINEChris

:04:46.:04:50.

was told his car was struggling to cope with urban driving conditions.

:04:50.:04:53.

He'd stumbled on a major problem with modern diesel cars.

:04:53.:04:56.

For the last two years almost all diesel cars have had to be fitted

:04:56.:05:03.

with filters like this which cut emissions of soot. But these

:05:03.:05:07.

filters aren't simple things. They have to clean themselves of trapped

:05:07.:05:11.

soot - a process called regeneration. If the cleaning

:05:11.:05:15.

process is interrupted then diesel can end up in the oil. And that is

:05:15.:05:22.

why Chris's oil level keeps rising. That's because the car needs to be

:05:22.:05:27.

driven hard for a continuous period for the filter to regenerate. The

:05:27.:05:30.

engine need to be at over 2,000 revs for between ten and 15 minutes.

:05:30.:05:33.

But Chris is a city commuter, so there's no chance of constant revs

:05:33.:05:36.

on that commute. But his wife drives to Pencoed near Brigend once

:05:36.:05:46.
:05:46.:05:49.

a week - a 15 mile trip. Will that regenerate the filter?

:05:49.:05:52.

So what we're looking for now is between ten and 15 mins at 2,000

:05:52.:05:57.

revs. How are we doing at the moment?

:05:57.:06:03.

Well, we're doing just about 65mph and about 2,200 revs. But whilst

:06:03.:06:06.

driving along the motorway I am actually in fifth gear, not sixth

:06:06.:06:12.

gear. If I was to try and do 2,000 revs in sixth gear I would actually

:06:12.:06:17.

be breaking the national speed limit.

:06:17.:06:20.

So what strikes me is that you are actually having to think about a

:06:20.:06:27.

lot of things, monitoring your rev counter the whole time.

:06:27.:06:31.

So we're coming up to the Pencoed exit now and we've done about seven

:06:31.:06:37.

minutes I would say? Yeah, if that.

:06:37.:06:44.

And have we maintained the revs? Only for five or six minutes.

:06:44.:06:47.

Not nearly enough to make sure the car's diesel filter cleans itself

:06:47.:06:51.

properly. So every weekend Chris has to drive as far as Pyle just to

:06:51.:06:57.

avoid the costly business of replacing the filter. How do you

:06:57.:07:06.

feel about this issue with the vehicle now?

:07:06.:07:09.

There is just no enjoyment left with owning the car and driving it.

:07:09.:07:15.

It's become a chore to use, a chore to regenerate.

:07:15.:07:17.

But X-Ray's discovered that the problem Chris is experiencing could

:07:17.:07:20.

have far more serious consequences. At Romford in Essex Mehdi Raifai

:07:20.:07:25.

has a horror story to tell. It was a nice sunny day, I had the

:07:25.:07:28.

radio on windows down. All of a sudden I noticed a huge increase in

:07:28.:07:32.

the revs. You could hear it and looking behind me I seen big clouds

:07:32.:07:39.

of white smoke. As the revs hit maximum, Mehdi was

:07:39.:07:42.

fast approaching a roundabout. He says his car was out of control and

:07:42.:07:47.

he switched the engine off. I hit 110mph I actually did feel

:07:47.:07:54.

like my life was in danger. I had to swerve over with the engine off

:07:54.:08:01.

and literally stopping just before a ditch in a layby.

:08:01.:08:05.

But what could have caused this terrifying incident?

:08:05.:08:08.

Mechanic came down and the first thing after explaining to me what

:08:08.:08:11.

happened, the first thing he done was open the bonnet. He took the

:08:11.:08:15.

dipstick out and he said he's never seen a car with oil levels this

:08:15.:08:18.

high before. He straight away mentioned the huge amound of diesel.

:08:18.:08:22.

I mean, you could smell it. Mehdi believes the high oil level

:08:22.:08:25.

was caused by the diesel filter failing to regenerate. Mazda say

:08:25.:08:28.

the oil level was too high however inbuilt safety systems are in place

:08:28.:08:31.

prevent this kind of incident. They've not yet established exactly

:08:31.:08:33.

what caused Medhi's frightening experience but say drivers DO need

:08:33.:08:40.

to check their oil levels. Chris is now a worried man, stuck

:08:40.:08:46.

with a car he bought from Shires Mazda for 14,600.

:08:46.:08:49.

He says the company didn't warn him that this diesel engine was not

:08:49.:08:54.

suitable for every driver. The company say that because Chris had

:08:54.:08:57.

researched the car on the internet they assumed he knew about the

:08:57.:09:01.

pitfalls. But that would have been a big ask.

:09:01.:09:04.

There's nothing in the Mazda 6 brochures or the whole Mazda

:09:04.:09:09.

website which mentions these problems.

:09:09.:09:13.

The only place we found any official written information about

:09:13.:09:18.

the diesel filter was in the handbook. And you only get that

:09:18.:09:24.

when you buy the car. Which does seem a little bit late.

:09:24.:09:27.

Mazda say dealers are trained to check customers driving habits when

:09:27.:09:32.

selling a diesel model. The garage denies there is anything wrong with

:09:32.:09:37.

the car. But they will buy it back for 5,000 less than Chris paid for

:09:37.:09:46.

14,000 is a lot of money in anybody's book and I was very lucky

:09:46.:09:49.

I had that money as inheritance. And I'm massively disapointed that

:09:50.:09:58.

the money is effectively going down the drain.

:09:58.:10:03.

So Chris is disappointed with his Mazda. Now I'm joined by Tim

:10:03.:10:06.

Shallcross, from the Institue of Advanced Motorists. Tim, does this

:10:06.:10:13.

problem only relate to Mazdas? No it doesn't. This filter is

:10:13.:10:16.

somethng that's fitted to almost every diesel car made today. It has

:10:16.:10:19.

to be here so cars pass modern emissions regulations, and that's

:10:19.:10:27.

important so they don't damage us. So does this mean all diesel cars

:10:27.:10:29.

bought within the last few years aren't really suitable as a

:10:29.:10:34.

runaround for town? It does. I must emphasise here that

:10:34.:10:38.

the majority of owners will have no problem at all with diesel cars.

:10:38.:10:41.

They can buy them with confidence. But if you only intend to use the

:10:41.:10:45.

car as a runabout in town, and it's going to stick to 30 mph streets

:10:45.:10:48.

and crawling traffic jams, you are liable to end up with problems with

:10:48.:10:53.

this filter. I bet this is going to come as

:10:53.:10:56.

quite a shock to people who have bought a diesel car in recent years.

:10:56.:11:01.

Why aren't people being told about This is where it's quite ridiculous

:11:01.:11:04.

to be honest. The dealers and the manufacturers need to be more

:11:04.:11:06.

honest with people about the potential drawbacks of technology

:11:06.:11:10.

as well as the advantages. They need to ask a few more questions of

:11:10.:11:13.

people so if someone's out shopping for a small car in a dealership,

:11:13.:11:17.

they should be asking what are you going to use the car for? How are

:11:17.:11:20.

you going to use it? It's not a question of losing a sale - there

:11:20.:11:23.

are perfectly good small peterol alternatives. That won't give any

:11:23.:11:27.

problems in town. Tim, thank you.

:11:27.:11:31.

Good to know. Remember, if there's anything you'd like us to look into

:11:31.:11:35.

we'd love to hear from you. Our contact details are on the screen

:11:35.:11:38.

now. Next - VW Campervans. Always very popular. No wonder one couple

:11:38.:11:41.

from Swansea were keen to act quickly when they found one that

:11:41.:11:51.
:11:51.:11:51.

The campervan - an iconic vehicle loved by festival goers, surfers

:11:51.:11:54.

and fans of the open road. Last September, Colin McFadden from

:11:54.:12:01.

Swansea started dreaming about buying his very own classic van.

:12:02.:12:05.

We was in Brighton at one time and we was walking along looking in

:12:05.:12:08.

them. All different colours shapes and sizes and they all looked so

:12:08.:12:13.

pretty, I thought how about buying one of them?

:12:13.:12:18.

I thought yes. Now the children are grown up, it's our time now our

:12:18.:12:23.

adventure. So, as Colin's wife Maria also

:12:23.:12:26.

liked the idea the couple started searching for a campervan online.

:12:26.:12:29.

On eBay they came across what they thought was a genuine advert for a

:12:29.:12:38.

1979 Devon Bay window camper. One of us got excited. Oh, come and

:12:39.:12:42.

look at this. Look at the colour of this because it was like sky blue

:12:42.:12:46.

and Maria always fancied a sky blue one with a white top.

:12:46.:12:49.

They couldn't believe their luck. Straight away they messaged the

:12:49.:12:52.

seller who clarified it was still for sale and forwarded some

:12:52.:12:55.

photographs. That was it, I was hooked. I

:12:56.:12:59.

couldn't resist her. So I said, yeah, where is it. I'll have it. He

:12:59.:13:03.

said I'm up in Scotland, but for a quick sale you can have it for

:13:03.:13:07.

4,500 and I'll deliver it free of charge.

:13:07.:13:10.

It seemed a bargain and compared to the going rate for campervans it

:13:10.:13:14.

certainly was. Colin might have expected to pay

:13:14.:13:17.

ten to 15,000 or a lot extra for something of the quality of this

:13:17.:13:27.

one rather than 4,500. So how could he not be tempted?

:13:27.:13:30.

Anxious to get their hands on the vehicle they made a suggestion to

:13:30.:13:36.

push the process along. We wanted to physically see it

:13:36.:13:40.

really, so I said why don't we come up on the train and pick it up and

:13:40.:13:44.

I could drive it back? Oh, no, no, no. Work commitments, it's not

:13:44.:13:50.

suitable, he replied. Delivery is best option for me.

:13:50.:13:53.

Not wanting to lose out, they agreed and pushed ahead with the

:13:53.:13:56.

sale. The seller emailed Colin back and gave him instructions on how to

:13:56.:13:59.

pay, telling him that he would be using a secure eBay payment

:13:59.:14:06.

protection method. He sent me a page that I thought

:14:06.:14:09.

came from eBay. It said payment protection page. All the rules and

:14:09.:14:12.

regulations about how they keep the money for three days till you're

:14:12.:14:16.

happy with the camper and if you're happy with it then they send the

:14:16.:14:19.

money to him. He'd given me the account number to transfer the

:14:19.:14:25.

money into and I thought right, that's it. I'll transfer the money

:14:25.:14:30.

over to who I thought was eBay and that was it.

:14:30.:14:33.

Happy the van was theirs, they started to dream about the trips

:14:33.:14:37.

they would share together, until the day of delivery arrived.

:14:37.:14:41.

Every time I heard what I thought was a lorry or something, I'd come

:14:41.:14:44.

round the side quick. Oh, here comes the camper! Getting my phone

:14:44.:14:49.

ready to take a photo of it on the back of the trailer or whatever.

:14:49.:14:52.

I started questioning Colin how many hours did it take to get down

:14:52.:14:54.

from Scotland to South Wales, you know

:14:54.:14:59.

At what point then did the penny drop?

:14:59.:15:04.

By seven that evening. It wasn't going to come.

:15:04.:15:08.

By that time my young son was here. He said, what time's it supposed to

:15:08.:15:12.

be here, Dad? I said it's supposed to be between two and four. He said,

:15:12.:15:16.

I reckon you've been scammed. Searching for answers, they looked

:15:16.:15:20.

back through all the e-mails and the realisation hit them.

:15:20.:15:23.

He said, you pay through Paypal anyway Dad. Of course the penny

:15:23.:15:26.

dropped. Of course you do. You don't pay through eBay, you pay

:15:26.:15:31.

through Paypal. So how did you feel at that point?

:15:31.:15:36.

I felt sick. Opened a can a beer to steady me down a bit. I thought

:15:36.:15:45.

this is ridiculous. I've been So how were Colin and Maria duped?

:15:45.:15:48.

Get Safe Online is the initiative that provides computer users with

:15:48.:15:51.

free advice on how to use the internet securely. This scam works

:15:51.:15:54.

because they are advertising on a well known website. They're putting

:15:54.:15:57.

the price of the item they are selling slightly cheaper and then

:15:57.:16:00.

they know how the system works. They talk about we'll make sure how

:16:00.:16:03.

you pay us is a guaranteed method, you won't have to lose your money

:16:03.:16:07.

unless you get the van. These are the type of things that start to

:16:07.:16:10.

ring bells with people that this is genuine and I'm being looked after.

:16:10.:16:17.

What you've got to make sure is you do your own checking. For Colin and

:16:17.:16:19.

Maria, it's been an expensive lesson. But they haven't abandoned

:16:19.:16:23.

their dream completely. They've now found another van but it's going to

:16:23.:16:29.

take them quite some time to do it up. The moral of the story is don't

:16:29.:16:34.

pay for it until it's actually on the drive. Cash on delivery. Good

:16:34.:16:38.

advice. We've been in touch with Colin's bank, Lloyds TSB, but they

:16:38.:16:43.

won't provide a refund as he had authorised the payment. We've also

:16:43.:16:46.

spoken to eBay. They say they warn people to guard against fraudsters

:16:47.:16:51.

impersonating companies. Their advice is that a reputable seller

:16:51.:16:54.

will only ask you to pay via one of eBay's accepted payment methods,

:16:54.:17:00.

Paypal, Credit Card and paying when you accept the goods. Next, time

:17:00.:17:10.
:17:10.:17:19.

for Lucy to tackle one of your Ken Evans from Neath thought his

:17:19.:17:22.

Apple iMac would be built to last, but just four years after buying it,

:17:22.:17:29.

a problem has appeared. I'm on the case. I spent hundreds of pounds on

:17:29.:17:34.

an iMac. Now the screen's gone faulty and Apple won't help me.

:17:34.:17:41.

dear, time for a trip to Neath. In March 2007, Ken decided to splash

:17:41.:17:48.

out on an Apple iMac for the whole family to enjoy. We went with the

:17:48.:17:52.

Mac because it's a premier product. It had all the facilities on it we

:17:52.:17:57.

needed. Apple was a well known make and we thought any problems that

:17:57.:18:00.

might arise from it would have been solved. And what do you use it for?

:18:00.:18:03.

Photography mainly, my wife is interested in photography. We've

:18:03.:18:07.

just been on a holiday and we're doing a DVD from video snaps I took

:18:07.:18:11.

photographs my wife took. My wife also uses it to run the website for

:18:11.:18:17.

the local church. It has the iweb facility and it's easy to use. It's

:18:17.:18:21.

absolutely brilliant. But in August this year, the iMac developed a

:18:21.:18:26.

very visible problem. A little line developed about three inches in

:18:26.:18:32.

from the screen. Thought nothing of it until about a week later. A one

:18:32.:18:35.

and a quarter inch bar appeared again just in from the screen and I

:18:35.:18:38.

thought right this isn't very good and I did little bit of

:18:38.:18:41.

investigation on the internet and discovered that it was a

:18:41.:18:44.

manufacturer's problem with the screens of the batch of late 2006

:18:44.:18:54.
:18:54.:18:55.

iMacs that ours was a part of. contacted Applecare who gave him a

:18:55.:18:59.

reference number for a free repair. But when he went to the Apple store

:18:59.:19:05.

he was told that number was wrong. So back to Applecare. I was then

:19:05.:19:08.

put through to a supervisor after some considerable time. The

:19:08.:19:11.

supervisor explained to me there was nothing they could do for me

:19:11.:19:16.

because Apple had written off the problem on May 26 this year.

:19:16.:19:20.

you think it was odd that they offered you a free repair only to

:19:20.:19:24.

take it back the next day? It did a little bit, yes. I thought

:19:24.:19:29.

something was going on here. It was obvious at some point they had been

:19:29.:19:34.

giving free repairs. And this was a product you bought hoping to use it

:19:34.:19:38.

for many more years than you have? Yes, I realise that things become

:19:38.:19:42.

redundant as our old PC did but I thought a Mac would last a bit more

:19:42.:19:48.

than four years. So, Ken what would you like me to try and do? I would

:19:48.:19:53.

like you to try and get Apple to fix the screen. Ken, I'm on the

:19:53.:20:01.

It seems that Ken did everything right. And looking at the number of

:20:01.:20:04.

complaints on the internet, it seems he's not the only person to

:20:04.:20:10.

experience problems with the 2006 model of the Apple iMac. If you

:20:10.:20:13.

have bought a product and believe that there could be a known fault

:20:13.:20:16.

with that model, it's always worth contacting the retailer to find out

:20:16.:20:20.

what help they will provide you with. Under the Sale of Goods Act,

:20:20.:20:23.

retailers are responsible for faulty goods for up to six years

:20:23.:20:28.

after purchase. So if something goes wrong with your item in that

:20:28.:20:31.

timescale, then they should either provide a repair or a refund for

:20:31.:20:38.

the product, minus the value of the usage you've had. As Ken bought the

:20:38.:20:41.

iMac from an Apple retailer he was right to go straight to the company

:20:41.:20:44.

when the fault appeared on the screen. But it still doesn't

:20:45.:20:48.

explain why he was told he would have a free repair only for the

:20:48.:20:58.
:20:58.:21:01.

offer to be withdrawn the next day. Well, they've got back to us and

:21:01.:21:04.

they're not saying much at all, They've simply said that they don't

:21:04.:21:08.

comment on individual customer cases. However, after we contacted

:21:08.:21:12.

them, they did get hold of Ken and told him they would repair his iMac

:21:12.:21:21.

screen for free. Now we have the iMac back. The screen is repaired.

:21:21.:21:24.

The whole family can start using it again. And that's another case

:21:24.:21:29.

Now, judging from the emails and phone calls we've been getting over

:21:29.:21:32.

the past few weeks, the introduction of carrier bag charges

:21:32.:21:36.

has been pretty confusing. So we sent Rachel on a mission to get

:21:36.:21:44.

some answers for your most In the last month, we've been

:21:44.:21:47.

inundated with emails and phone calls from our viewers asking when

:21:47.:21:53.

you should and shouldn't have to pay for carrier bags. So we've

:21:53.:21:57.

decided to give you the definitive guide on when and where you'll need

:21:57.:22:03.

to pay that 5p charge. We'll be hearing how the new law has

:22:03.:22:07.

affected some of our viewers. And I'll be putting some of your

:22:07.:22:09.

questions and concerns to the Environment Minister, John

:22:09.:22:13.

Griffiths. And trying to find out the answers to some of your

:22:14.:22:19.

questions. Like Caroline Camplin's from Maesycymmer. My issue is that

:22:19.:22:22.

supermarkets are no longer providing a bag on a roll at the

:22:22.:22:27.

checkouts for items such as meat products. I resent the fact that

:22:27.:22:29.

you are expected to put pre- packaged meat into your bags

:22:29.:22:36.

alongside things such as fruit and veg. So I went out to find out what

:22:36.:22:39.

they're supposed to be doing. Now, according to our research, there

:22:39.:22:42.

should be no charge for a small plastic bag placed around packages

:22:42.:22:49.

of meat to avoid contamination. Even if it's already in a pack like

:22:49.:22:52.

this one, but, it must be a small plastic bag not a standard sized

:22:52.:23:01.

And we've checked with the four major supermarkets. Tesco, Asda and

:23:01.:23:04.

Morrisons say their staff should still be giving out these smaller

:23:04.:23:07.

plastic bags for free for items such as meat but Sainsbury's no

:23:07.:23:14.

longer do. So, time to put the first of your questions to the

:23:14.:23:18.

Environment Minister, John Griffiths. Lots of confusion about

:23:18.:23:23.

what bag should be charged for, particularly small bags. I think

:23:23.:23:26.

people are thinking about meat products. They don't want things

:23:26.:23:31.

contaminated. Is it a bit confusing for everybody. Well, I think it

:23:31.:23:35.

takes time for any change to bed in. There was a lot of concern that

:23:35.:23:38.

there might be confusion around the imposition of the charge but the

:23:38.:23:46.

actual experience has been very positive indeed. Perhaps there is

:23:46.:23:49.

just a question mark then about when the smaller bags should be

:23:49.:23:53.

charged for? Well, you know there will always be questions about the

:23:53.:23:57.

detail. We do take account of issues like food hygiene and all of

:23:57.:24:03.

that was considered in working out And many more of you have also been

:24:03.:24:06.

in touch, like Eleanor Webber, who runs a twice weekly car boot sale

:24:06.:24:11.

in Valley on Anglesey. Do we need to charge for carrier bags when

:24:11.:24:14.

we're selling clothes for 5 pence or 50 pence each and selling books

:24:14.:24:20.

for 50 pence each? Well, carrier bags will only ever be charged for

:24:20.:24:25.

once. So if you're handing out old bags then you don't need to worry.

:24:25.:24:30.

That counts for car boot sales as well as charity shops. But if the

:24:30.:24:34.

bags are new ones, then you will need to start charging. A lot of

:24:34.:24:38.

you want to know why paper bags are also being charged for. First up

:24:38.:24:42.

John Willis from Llanelli. Why, when we go to restaurants like

:24:42.:24:45.

Burger King and McDonald's, we're being charged 5p for a paper

:24:45.:24:50.

carrier bag? I thought the new law was bought in for plastic only.

:24:50.:24:54.

my name is Petra and I'm from Caerleon. If the reason the Welsh

:24:54.:24:57.

Assembly has bought in the charge on carrier bags is that of an

:24:57.:25:00.

environmental issues, why did they not bring in paper bags years ago

:25:00.:25:06.

just like Dublin did? So Minister, why is that then? Paper bags are

:25:06.:25:10.

biodegradable. Well, the production process for paper bags is equally

:25:10.:25:12.

if not more environmentally damaging than that involved with

:25:13.:25:18.

plastic bags. But the key message is about behavioural change, and we

:25:18.:25:22.

need a consistent message. That consistent message is take your own

:25:22.:25:28.

bags with you to re-use because of the environmental benefit. That

:25:28.:25:34.

avoids litter from both plastic bags and paper bags. Now, we've

:25:34.:25:36.

heard about some of the environmental issues surrounding

:25:36.:25:40.

the new law, but what about the charge itself, and where the money

:25:40.:25:45.

goes to? At the moment, it's not a legal requirement for shops to give

:25:45.:25:50.

the 5p to charity. We know which charities some of the bigger shops

:25:50.:25:54.

are giving to. For example, Tesco are giving to the RSPB, John Lewis

:25:54.:25:59.

to Keep Wales Tidy and Morrisons to Save the Children. But what about

:25:59.:26:04.

some of the smaller shops? We sent our researchers around the shops on

:26:04.:26:07.

this street in Cardiff to find out what they were doing with their 5p

:26:07.:26:12.

charge. And there was certainly some confusion about what and how

:26:12.:26:16.

they should be charging. Over half of the 15 shops we asked didn't

:26:16.:26:23.

know what they should be doing with We just made it up, put our 5

:26:23.:26:26.

pences in, when they were on about making charges for carrier bags, we

:26:26.:26:30.

just thought we'd do it ourselves. We don't know exactly what to do

:26:30.:26:36.

with the 5ps. Are they going to charity or are they going somewhere

:26:36.:26:39.

else? Nobody turned up to tell us exactly what to do with the money.

:26:39.:26:43.

I don't think it really matters how they charge as long as they do

:26:43.:26:46.

charge. So there is no one single right way. But surely there should

:26:46.:26:49.

be some system so they know that money was carrier bag money.

:26:49.:26:52.

they have more than ten employees, they are required to record the

:26:52.:26:55.

amount of money that they received from the plastic bag charge and

:26:55.:27:01.

indeed account for the use of that money. Almost two thirds of the

:27:01.:27:04.

shops didn't know which charity their money was going to, now if

:27:04.:27:08.

it's not against the law to keep that money, how is that going to be

:27:08.:27:12.

enforced? Through pressure from customers. People do actually ask

:27:12.:27:16.

what's happening to this money and you know they expect answers.

:27:17.:27:21.

will you take the comments on board that you've heard today? Absolutely.

:27:21.:27:24.

We're very keen to understand issues as they arise and work

:27:24.:27:28.

through them. We don't want to see people making these payments. We

:27:28.:27:34.

want to see people helping the environment and re-using their bags.

:27:34.:27:37.

Time will tell. And we'll be keeping an eye on the situation

:27:37.:27:41.

over the months to come. Now, just time to update you on a couple of

:27:41.:27:45.

stories. Remember last week we told you how Barry Rawson from

:27:45.:27:47.

Ystradgynlais and Leanne Griffiths from Wrexham had been refused

:27:47.:27:49.

refunds via the Visa Chargeback scheme for tickets that never

:27:49.:27:54.

arrived? Well, Lloyds TSB say they were eligible and should have been

:27:54.:27:59.

told that when they asked at their branch. So it's full refunds all

:27:59.:28:06.

Excellent and there's some progress at Clos-y-fferm, the housing

:28:06.:28:08.

development in Aberporth where landslip caused this damage to some

:28:08.:28:13.

of the homes. Barclays, who insured Jenny Davies, now say they will be

:28:13.:28:18.

paying out for the repairs to her home. Remember, if you'd like us to

:28:18.:28:23.

investigate anything on your behalf get in touch as soon as you can.

:28:23.:28:27.

You can pick up the phone and dial 03703 334 334. The lines are open

:28:27.:28:33.
