I'm Rhodri Owen. And I'm Lucy Owen. | :00:04. | :00:08.
You're watching X-Ray. We go undercover to investigate the | :00:08. | :00:15.
insulation schemes which can make your house damp. | :00:15. | :00:20.
We confront this car dealer about the condition of his courtesy car. | :00:20. | :00:24.
And remember the witch who does up churches for a living? We track him | :00:24. | :00:27.
down. Are you the kind of all witches? | :00:27. | :00:37.
:00:37. | :00:43. | ||
No, never heard of that name in my Hello, tonight we're in Porthcawl | :00:43. | :00:48.
where we'd planned to celebrate the Welsh summer. | :00:48. | :00:51.
Yes - no chance of that. But we are going to celebrate some local | :00:51. | :00:54.
heroes who help keep the coast around here clear of litter. | :00:54. | :00:57.
More on that later, but first, you've been telling us about | :00:57. | :00:58.
problems with cavity wall insulation for years. | :00:58. | :01:02.
Yes - more than one hundred of you have been in touch complaining of | :01:02. | :01:12.
:01:12. | :01:16. | ||
damp after getting it put in your At this time of year, you're | :01:16. | :01:19.
probably not thinking about keeping your home warm this winter. But | :01:19. | :01:22.
cavity wall insulation companies are busier than ever, signing | :01:22. | :01:31.
people up before the generous grant Cavity Wall Insulation means | :01:31. | :01:34.
putting a insulating material in the gap between the walls of your | :01:34. | :01:39.
home. It usually works well - but in some homes it is completely | :01:39. | :01:43.
unsuitable. But some companies are still trying | :01:43. | :01:49.
very hard to sell it to you! In the last three years, dozens of | :01:49. | :01:52.
you have complained to us about damp, mould and rot after | :01:52. | :01:57.
insulation was put in. Homes in this Llandeilo street were | :01:57. | :02:04.
damaged. It was fine in the beginning. Every | :02:04. | :02:13.
time I was hoovering, plaster falling off. | :02:13. | :02:18.
In Cwmbran, the fibre insulation in this house in became saturated. | :02:18. | :02:22.
They asked me to put my hand into one of the holes and I could | :02:22. | :02:26.
squeeze water out. Expert surveyor Tim Davies has been | :02:26. | :02:30.
shocked by damage he's seen - which he thinks could have been prevented | :02:30. | :02:35.
if cavity wall insulation companies did thorough surveys. | :02:35. | :02:38.
I honestly think they don't want to find problems, they want to sign | :02:38. | :02:42.
people up and do the work and get the money. | :02:42. | :02:46.
So what makes a house unsuitable? Rubble in the cavities, cracks or | :02:46. | :02:53.
existing damp. And location is crucial too. | :02:53. | :02:56.
The problem is, Wales is very exposed. So if you live near the | :02:56. | :02:59.
coast or on top of a hill, insulating your house could allow | :02:59. | :03:06.
water to cross the cavity and cause damp. This is the kind of place we | :03:06. | :03:10.
mean. Houses behind this cliff here in Rhoose in the Vale of Glamorgan | :03:10. | :03:16.
will get battered by wind and rain. Not ideal candidates for cavity | :03:16. | :03:25.
wall insulation. Tim's been looking at one of the houses here. | :03:25. | :03:28.
Hi Tim, looks like a lovely house, why don't you think its suitable | :03:28. | :03:33.
for cavity wall insulation? Very porous brickwork and in such | :03:33. | :03:42.
an exposed location, affected by weather. | :03:42. | :03:45.
So what do you think would happen if cavity wall insulation was put | :03:45. | :03:47.
in here? Well there's mortar in cavity, | :03:47. | :03:51.
mortar on, I'd say in 6 to 12 months it's going to be very very | :03:51. | :03:58.
damp. But would the insulation companies | :03:58. | :04:03.
still recommend that we sign up. We contacted the companies we'd had | :04:03. | :04:09.
most complaints about - some of the biggest firms operating in Wales. | :04:10. | :04:16.
Hi, I wanted to arrange a survey for cavity wall insulation, please. | :04:16. | :04:20.
Then we set up secret cameras in the house. Will the surveyors spot | :04:20. | :04:24.
the problems? Or would they only see pound signs? | :04:24. | :04:30.
Hi, how's things? Good thanks - how are you? | :04:30. | :04:33.
And we'll find out exactly what they had to say later in the | :04:33. | :04:35.
programme. Now, over the last few weeks lots | :04:35. | :04:38.
of you have been in touch about litter after we featured one | :04:38. | :04:41.
concil's zero-tolerance approach. We've also been hearing about the | :04:41. | :04:45.
unsung heroes who keep our communities tidy. There are at | :04:45. | :04:49.
least 12,000 litter picking groups in Wales. Along this particular bit | :04:49. | :04:53.
of coast there are lots of litter picking events. Today we're with | :04:53. | :04:57.
Porthcawl is the Lions. Good to see you all. David, this is a big | :04:57. | :05:01.
problem around here. Well, it has been a big problem but | :05:01. | :05:04.
not so bad now because we regularly pick up the stuff. | :05:04. | :05:08.
So what sort of things do you find? One of the things you find is the | :05:08. | :05:12.
barbeque stuff. Leave it on the beach and sometimes they smash it | :05:12. | :05:22.
:05:22. | :05:23. | ||
up. That causes us major problems. Well, you're all doing a cracking | :05:23. | :05:27.
job. And you've all a lot of work to do today so we'll catch up with | :05:27. | :05:31.
you to see how it's gone. OK, in the meantime, Rachel's been | :05:31. | :05:34.
meeting one teacher who thought she'd bought her dream car from a | :05:34. | :05:44.
:05:44. | :05:47. | ||
garage in Neath. It didn't work out When I passed my test, when I was | :05:47. | :05:50.
17, my first car was a Mini, a little red Mini, I absolutely loved | :05:50. | :05:56.
So, in January, when the supply teacher from Pontypridd needed a | :05:56. | :06:02.
car to get her to work, she knew what she wanted. | :06:02. | :06:06.
I started looking on the internet to see what was out there. I was | :06:06. | :06:09.
looking for something with low mileage, a Mini One, which would be | :06:09. | :06:16.
more reasonable to run. Natalie's internet search led her | :06:16. | :06:24.
here, to Cars2Go in Neath. They had a second-hand Mini for sale that | :06:24. | :06:27.
looked to be just what she was after. | :06:27. | :06:32.
I loved the colour. It was like an electric blue. That was one of the | :06:32. | :06:35.
colours I'd been looking at. One of the main selling points was that it | :06:35. | :06:38.
had low mileage but also it was advertised with full service | :06:38. | :06:40.
history. It sounded ideal, so Nathalie | :06:40. | :06:46.
wasted no time in heading to Cars2Go for a test drive. | :06:46. | :06:50.
It was a nice car to drive, I did notice there was a banging noise | :06:50. | :06:58.
coming from underneath. I'm not sure if I can hear | :06:58. | :07:01.
something rattling. When my father checked it over for | :07:01. | :07:04.
me he said the exhaust was rusted and rattling basically, | :07:04. | :07:12.
I'm happy to work on that with you. Even though they denied that there | :07:12. | :07:15.
was anything wrong with the exhaust they knocked some money off to | :07:15. | :07:25.
:07:25. | :07:26. | ||
cover the cost of replacement. With the discount I paid 4,750 in total. | :07:26. | :07:32.
Nathalie handed over a deposit of 100. She'd pay the balance and | :07:32. | :07:37.
collect the car a few days later. 07.35 So Nathalie took her dream | :07:37. | :07:41.
car home and everything was great, right? | :07:41. | :07:44.
No, it wasn't! Nathalie was about to experience | :07:44. | :07:51.
months of disappointment...and false promises. | :07:51. | :07:55.
It turned out the exahust was not the causing the rattling noise. | :07:55. | :07:58.
Nathalie says an official Mini garage diagnosed a problem with the | :07:58. | :08:03.
gearbox, which would cost 1,500 to fix. | :08:04. | :08:08.
Nathalie hoped the gearbox would be covered by Cars2Go's warranty. | :08:08. | :08:15.
After all, their website promises... Quality Cars! Friendly Service! | :08:15. | :08:19.
Warranties on all cars! Nathalie says that when she tried | :08:19. | :08:23.
to contact Cars2Go, they hung up on her - not exactly the "friendly | :08:23. | :08:29.
service" she expected. But they eventually they agreed to carry out | :08:29. | :08:33.
the work - and the Mini went in to be fixed. And they gave her a | :08:33. | :08:39.
courtesy car, which Natalie neeeded to get to work. | :08:39. | :08:42.
It looked like the oldest one they had on their forecourt, it was an | :08:42. | :08:45.
old Vauxhall Omega automatic, they pulled it out in front of the | :08:45. | :08:49.
portacabin and when we started it up a big puff of black smoke came | :08:49. | :08:55.
out of the back and we thought, "Oh dear!" | :08:55. | :08:58.
To make matters worse, the car didn't have a tax disc, which meant | :08:58. | :09:03.
it wasn't even legal to drive on the roads. | :09:03. | :09:07.
I did ask him about that and he said I can assure you it's the only | :09:07. | :09:10.
car that we have that is taxed, and we just haven't had the disc back | :09:10. | :09:13.
yet. Reassured by their promises, | :09:14. | :09:16.
Nathalie took the Omega home, but when it continued juddering and | :09:16. | :09:22.
spluttering, she decided she couldn't carry on driving it. She | :09:22. | :09:25.
chased Cars2Go for an update on her Mini, but says they couldn't tell | :09:25. | :09:30.
her when it would be repaired. But, they did offer another replacement | :09:30. | :09:34.
car. She'd paid for a glamorous Mini. | :09:34. | :09:39.
The car that they offered as a replacement was - a Vauxhall Astra. | :09:39. | :09:44.
And not just any Astra. When the car was delivered, Natalie was | :09:44. | :09:48.
concerned by the condition of the tyres, one of which was bulging. | :09:48. | :09:52.
The central locking and heating weren't working. This was no | :09:52. | :09:55.
substitute for the Mini so she demanded a refund. But she wasn't | :09:55. | :10:02.
getting anywhere. Cars2Go weren't returning her calls. | :10:02. | :10:05.
She wanted them to repair her run- around, instead they were giving | :10:05. | :10:10.
her the run-around. They'd supplied her with an untaxed courtesy car | :10:10. | :10:13.
and an unroadworthy replacement and not even her solicitors could get a | :10:13. | :10:20.
response from them. Nathalie was at her wit's end. | :10:20. | :10:23.
I've lost numerous days of supply work where I just haven't had a | :10:23. | :10:28.
vehicle to get to work. When X-Ray rang the company, our | :10:28. | :10:33.
researcher was greeted with some very bad language. But the day | :10:33. | :10:37.
after they got our letter they did give Natalie all her money back. | :10:37. | :10:40.
But they've never explained what happend to her Mini, or why the | :10:40. | :10:45.
other cars they gave her had no tax disc or bulging tyres. I've come to | :10:45. | :10:49.
ask them. We're actually from BBC Wales from | :10:49. | :10:52.
the X-Ray programme. We wrote to your company to ask you about | :10:52. | :10:58.
Natalie Amphlett's Mini. What happened to it, you're happy to | :10:58. | :11:05.
talk? Come by here. | :11:05. | :11:09.
What happened to Nathalie's Mini? Basically when she bought the car | :11:10. | :11:15.
there was a rattle, she said it was the exhaust so she had it done. Two | :11:15. | :11:18.
months later she rung back and said it was the gearbox, so we took it | :11:18. | :11:21.
to our gearbox specialist, they got back to us saying it's nothing | :11:21. | :11:25.
wrong with the gearbox - they even put new bearings in it and | :11:25. | :11:34.
everything. Got the car back, there was nothing wrong with the gearbox, | :11:34. | :11:43.
got the car now it drives fine. Why didn't you give her car back? | :11:43. | :11:47.
She wanted money back, when she asked for it she had it within 3-4 | :11:47. | :11:50.
days. I think you're getting fuzzy about | :11:50. | :11:53.
the facts here. You provided her with a Vauxhall Omega, you remember | :11:53. | :12:03.
that? That car was untaxed. It was taxed when she had it. | :12:03. | :12:10.
You told her that tax disc was in the post, the Omega was untaxed. | :12:10. | :12:15.
She only had it four days. Was there a tax disc on it, when | :12:15. | :12:20.
you provided the first car? No, there was not one showing but | :12:20. | :12:23.
the car was taxed. So what about the state of the | :12:23. | :12:27.
tyres on the Astra? None of them were illegal, it's | :12:27. | :12:31.
been for an MOT after as well and it's passed an MOT. I don't see | :12:31. | :12:34.
what the big problem is either, she had her money back, done everything | :12:34. | :12:37.
she wanted me to do, so there's nothing I can do. | :12:37. | :12:40.
Well, the good news that we got Natalie her 4,750 back. | :12:40. | :12:43.
Yes, and if there's something you need our help with with give us a | :12:43. | :12:47.
call on our usual number, 03703 334 334, and we'll see what we can do. | :12:47. | :12:53.
Or drop us a line - our email address is [email protected]. But we | :12:53. | :12:57.
won't get very far if you don't include your daytime phone number! | :12:57. | :13:01.
Yes, we need those numbers. And you can also follow us on twitter and | :13:01. | :13:11.
:13:11. | :13:14. | ||
Boatbuilders and rugby fans Dave Jones and Dave Herbert had a | :13:14. | :13:19.
flutter on the six nations earlier this year. But it seemed the odds | :13:19. | :13:29.
:13:29. | :13:31. | ||
Hi, Lucy. William Hill took our 20 bet on the rugby and now they're | :13:31. | :13:34.
refusing to pay up, can you please help us? | :13:34. | :13:44.
The two colleagues placed the same 20 bet on Wales scooping the | :13:44. | :13:50.
Triple Crown and the Grand Slam at William Hill. Two other friends | :13:50. | :13:53.
placed the same bet and collected their winnings, but the two Daves | :13:54. | :14:03.
:14:04. | :14:04. | ||
Hello, both. The Daves both used to be in the | :14:04. | :14:08.
Forces. They've been friends since playing youth rugby for Carnarvon. | :14:08. | :14:11.
Now they work together at Holyhead Boat Yard. | :14:11. | :14:14.
So why did you decide to place a bet on this year's six nations? | :14:14. | :14:18.
Our colleague who originally placed the bet he told us about the odds | :14:18. | :14:21.
that he got, and the way that Wales were performing in the world cup, I | :14:21. | :14:25.
thought for sure it's going to be a grand slam again. | :14:26. | :14:29.
The Daves placed 20 double bets on Wales winning both the Grand Slam | :14:29. | :14:34.
and the Tripple Crown. OK, so you placed a bet for Wales | :14:34. | :14:38.
to win the Triple Crown, odds of 11/2. | :14:38. | :14:43.
You placed a 20 bet for a double win. So winning the Triple Crown at | :14:43. | :14:46.
those odds, it would have been 110 plus your original 20 punt which | :14:46. | :14:55.
would have meant 130. Then it was a double bet, wasn't it? For them | :14:55. | :15:01.
to win the Grand Slam. The odds of that were 8 to 1. | :15:01. | :15:04.
Are you keeping up with all of this? That would be 130 times | :15:04. | :15:07.
eight plus your original stake of 130 which meant a grand total of | :15:07. | :15:17.
:15:17. | :15:20. | ||
1,170. That's not a bad little win, is it? | :15:20. | :15:23.
Ecstatic, the grand slam is big enough by itself, when you win that | :15:23. | :15:29.
amount of money as well, it's three week's wages straight in your hand. | :15:29. | :15:32.
The next day, their two workmates picked up their winnings but when | :15:32. | :15:38.
Dave Herbert tried he was told the bet was void. | :15:38. | :15:41.
We just couldn't understand how they could justify it being a void | :15:41. | :15:45.
bet after honouring two bets. My heart just hit rock bottom. | :15:45. | :15:49.
The reason William Hill refused to pay out is because the bet is | :15:49. | :15:52.
what's known as a related bet - in this case Wales could only win the | :15:52. | :15:57.
Grand Slam if they'd already won the Triple Crown. So the bookies | :15:57. | :16:01.
should never have combined the odds. The Daves have had an appeal | :16:01. | :16:05.
against the ruling dismissed but they're still not happy. | :16:05. | :16:10.
So what would you like me to do? We'd like you to square this up, to | :16:10. | :16:13.
be honest. Make the bookkeeper see that if they have honoured the bet | :16:13. | :16:16.
it's only fair that everyone should be paid. If they pay one, they | :16:16. | :16:20.
should pay them all. Dave, Dave, I'm on the case. | :16:20. | :16:24.
Right, I've been having a look into this and it turns out that just | :16:24. | :16:28.
five years ago, a bet was little more than a gentleman's agreement. | :16:28. | :16:31.
In 2007, the Gambling Act came into force and bets became legally | :16:31. | :16:37.
enforceable contracts. But any contract you make with a book maker | :16:37. | :16:40.
will come with terms and conditions attached and you should always read | :16:40. | :16:42.
these before handing over your money. On this occasion, William | :16:42. | :16:46.
Hill admits that it made a mistake and the bet should never have been | :16:46. | :16:50.
accepted in the first place. However as a gesture of goodwill | :16:50. | :17:00.
:17:00. | :17:03. | ||
they've agreed to pay out on the two bets. A grand total of 2,340. | :17:03. | :17:06.
Thank you very much, Lucy, for getting us our money, and thank you | :17:06. | :17:12.
Wales - you did the job! And that's another case closed! | :17:12. | :17:15.
Another great result. That means we've had refunds totalling nearly | :17:15. | :17:20.
7,000 this week. If you want us to look into | :17:20. | :17:24.
something, our contact details are on the screen now. | :17:24. | :17:27.
Now, earlier in the programme we spoke to David Richards from the | :17:27. | :17:31.
local Lions Club here in Porthcawl. And he and his mates have been out | :17:32. | :17:39.
litterpicking along the coast path here. What have you found? | :17:39. | :17:45.
We have lots of paper, classic, tins, bottles, or whatever people | :17:45. | :17:53.
leave on the beach, we pick up. -- Plastics. And what have you got? | :17:53. | :17:59.
The there is a child's toy, plastic bottles, quite a few things. Two | :17:59. | :18:02.
bags. Well, looks like you're donig a | :18:02. | :18:06.
fantastic job. But these guys are just one of the thousands of groups | :18:06. | :18:08.
doing this kind of thing across Wales. | :18:08. | :18:12.
And last year, they collected two thousands tonnes of litter. Let us | :18:12. | :18:15.
know what's happening where you live. | :18:15. | :18:18.
Now, earlier in the programme, we were setting up secret cameras to | :18:18. | :18:21.
investigate some of Wales's biggest insulation companies. Lets see how | :18:21. | :18:26.
they got on! Damp, mould and rot - the nasty | :18:26. | :18:28.
side effects of cavity wall insulation when it's put into | :18:28. | :18:34.
houses which just aren't suitable. Companies should spot the warning | :18:34. | :18:38.
signs during their survey, before installation. But all too often, | :18:38. | :18:44.
they don't and that can lead to big problems later on. | :18:44. | :18:48.
This house in Rhoose is right by the sea. It gets pounded by wind | :18:48. | :18:52.
and rain, the bricks are porous and there's rubble in the cavity. Bad | :18:52. | :18:53.
news, according to surveyor Tim Davies | :18:53. | :18:56.
If you introduce cavity insulation into this property, it's going to | :18:56. | :19:00.
get damp in a very short space of time and there are going to be | :19:00. | :19:05.
problems afterwards. So we set up secret cameras and | :19:05. | :19:08.
asked the companies we'd had most complaints about to survey the | :19:08. | :19:12.
house. Would they tell us it was suitable for cavity wall | :19:12. | :19:17.
insulation? First up - SIG Energy Management - | :19:17. | :19:27.
:19:27. | :19:36. | ||
We played the footage to our expert. You say it's a breathable material. | :19:36. | :19:40.
Does that mean it won't get damp? It won't get damp, it's moisture | :19:40. | :19:44.
resistant. Is that right, what he's saying? | :19:44. | :19:45.
No, it can be susceptible to dampness | :19:45. | :19:50.
Next, SIG's surveyor drills a hole and looks into the cavity. | :19:50. | :19:54.
Hmm, it's quite messy in there, to tell you the truth. Loads of bits. | :19:54. | :19:56.
Now you've seen that, what do you reckon? | :19:56. | :20:01.
To me, I wouldn't bother. Could you get damp as well? | :20:01. | :20:05.
You'll get damp from that. He's got it bang on. This house | :20:05. | :20:08.
isn't suitable, he's said that, good call. I think that's a pretty | :20:08. | :20:12.
good assessment, Lucy, and I'd give him 7 out of 10 for that. | :20:12. | :20:15.
Not a bad score. Quite encouraging, then. Let's take a look at next | :20:15. | :20:17.
company. Next up, Domestic and General | :20:17. | :20:21.
Insulation. What do you actually put in the | :20:21. | :20:25.
cavity? What we tend to use now are the | :20:25. | :20:29.
polystyrene beads instead of the fibre. If the house is exposed the | :20:29. | :20:32.
fibre can become saturated and cause damp. | :20:32. | :20:36.
He's spot on there. As long as you're not in exposed | :20:36. | :20:39.
area, yes, you could have fibre, but to be honest, the beads are | :20:39. | :20:44.
better. Are we exposed here? | :20:44. | :20:48.
To a degree, yes. Not extremely exposed. | :20:48. | :20:51.
That's a complete understatement, isn't it? We're right on the side | :20:51. | :20:56.
of the Bristol Channel. We couldn't get more exposed than this. | :20:56. | :21:03.
So, beads are not suitable at all? Do you think this house is suitable | :21:03. | :21:06.
to have it done? Looking at it, yes. If you did want | :21:07. | :21:10.
to go ahead, I would drill one small hole in the outside wall and | :21:10. | :21:12.
I've got to scope them to look in the cavity. | :21:12. | :21:16.
He needs to look in the cavity, but really, the house is on the coast | :21:16. | :21:19.
with porous brickwork, and should be written off straight away. | :21:19. | :21:22.
Not overly impressed, Lucy. I think about 4.5 out of 10 for effort. Not | :21:22. | :21:25.
great. Next up, the Mark Group are no | :21:25. | :21:28.
strangers to X-Ray - we've had more complaints about them than about | :21:28. | :21:33.
anyone else. What do you actually fill it with? | :21:33. | :21:36.
It's called mineral wool. The usual question is will any moisture | :21:36. | :21:39.
travel across it? No, it won't, because it's completely water | :21:39. | :21:43.
repellent. You could soak it in water and it'll be bone dry. | :21:43. | :21:48.
No, that is just so misleading. Not true. When it gets wet, you wring | :21:48. | :21:52.
it out, like papier mache. It becomes like a pulp. | :21:52. | :21:55.
The Mark Group surveyor then drills a hole to inspect the cavity. | :21:55. | :21:59.
Remember, Tim found lots of rubble in there. | :21:59. | :22:04.
So that's clear, can see the wall tie in there. That's doable. Can do | :22:04. | :22:10.
that one, no problem. He says the cavity is completely | :22:10. | :22:15.
clear. Is that possible? Not from what we've seen in there. | :22:15. | :22:18.
I don't think he's looked hard enough, Lucy. | :22:18. | :22:22.
Back inside, our researcher asks again about potential problems. | :22:22. | :22:26.
There's no chance of this wool stuff making our house damp? | :22:26. | :22:29.
No, absolutely. You won't have a problem with it, guaranteed | :22:29. | :22:37.
There's bound to be damp. Then we're told about a 25 year | :22:37. | :22:42.
warranty from an orgnaisation called CIGA. | :22:42. | :22:45.
We've never had an issue with our insulation where had to call CIGA | :22:45. | :22:52.
out. So you never have problems, really? | :22:52. | :22:57.
Just never have problems with it. That is so not true. I've dealt | :22:57. | :23:00.
with many occasions where the Mark Group and CIGA have been involved | :23:00. | :23:03.
in cases where there's been damp as direct result of insulation they've | :23:03. | :23:07.
put in. So overall, what do you make of | :23:07. | :23:10.
what the Mark Group said on this property? | :23:10. | :23:16.
Very poor - a mark for the Mark Group, 2 out of 10 at best. | :23:16. | :23:20.
So plenty of room for improvement! We've looked at three companies, | :23:20. | :23:23.
but there are others, all part of a thriving industry, paid for by | :23:23. | :23:29.
energy companies and the government. We've been telling you about cavity | :23:29. | :23:32.
wall problems for three years. And we're not the only ones who are | :23:33. | :23:35.
worried. Almost 3,000 people complained to Consumer Direct last | :23:35. | :23:38.
year. The Office of Fair Trading are now investigating and we've | :23:38. | :23:46.
sent them our findings. And we'll let you know what comes | :23:46. | :23:49.
out of that inquiry. But Lucy, what do the companies say about all | :23:49. | :23:51.
this? Well, the companies don't agree | :23:51. | :23:54.
with Tim on this. They all insist that their insulation products meet | :23:54. | :23:58.
strict standards. And the industry body CIGA say that 17 houses in | :23:58. | :24:01.
that postcode area have had cavity wall insulation and they are not | :24:01. | :24:07.
aware of any complaints. So they're denying that anything is | :24:07. | :24:12.
wrong? Not quite. S.I.G. - who did best in | :24:12. | :24:14.
our investigation - say they are reviewing staff training to make | :24:14. | :24:20.
sure all their information is 100% accurate. | :24:20. | :24:23.
The second company - Domestic and General - pointed out that they | :24:23. | :24:26.
didn't finish the survey and would not have gone ahead without doing | :24:26. | :24:30.
But the third company - the Mark Group - their surveyor seemed very | :24:30. | :24:33.
keen to go ahead! He was! The Mark Group said that | :24:33. | :24:36.
problems with insulation are very rare. They said cavities often have | :24:36. | :24:39.
rubble in them and their assessor may have felt it wasn't enough to | :24:39. | :24:43.
be an issue. But that's certainly not what our surveyor Tim Davies | :24:43. | :24:46.
thought. Let's hope the Office of Fair | :24:47. | :24:49.
Trading take a good look at that footage. | :24:49. | :24:52.
Now, last week we brought you the shocking story of the self styled | :24:52. | :24:55.
witch who charged a church tens of thousands of pounds for repairs - | :24:55. | :24:59.
and then left it crumbling. Well, last week, we couldn't get | :25:00. | :25:06.
him to answer our questions. But Rachel's been having another go. | :25:06. | :25:11.
Last week on X-Ray, we left some unfinished business in Abercrave. | :25:11. | :25:14.
We told you about St David's church and a terrible building job done | :25:14. | :25:22.
there by a man called Daniel Hussey. This little piece here which is | :25:22. | :25:25.
loose, you can see that he has used what looks like copper radiator | :25:25. | :25:28.
pipe rather than a phosphor bronze dowell or peg which he has included | :25:28. | :25:36.
in his quotation. The work had cost over 35,000, | :25:36. | :25:38.
which was raised through sponsorship. It should have been the | :25:38. | :25:45.
first phase of work to build a community centre. | :25:45. | :25:48.
I'm disappointed because so many people have put so many hopes in | :25:48. | :25:51.
this project, and there were so many possibilities, and suddenly we | :25:51. | :25:57.
were set back a long way. It turned out that Daniel Hussey | :25:57. | :26:00.
was also a self styled witch who had provoked protests from | :26:00. | :26:06.
Christians in many parts of the country. | :26:06. | :26:08.
He's refused to answer our questions, but we'd now heard that | :26:08. | :26:13.
he was working on another church at Porthkerry, near Barry. | :26:13. | :26:19.
Daniel Hussey? You're not Daniel Hussey? You look like Daniel Hussey. | :26:20. | :26:23.
I think you look very much like Daniel Hussey. Who are you then, if | :26:23. | :26:28.
you're not Daniel Hussey? This is an interesting one because | :26:28. | :26:30.
we've never been in a situation where someone has locked themselves | :26:31. | :26:37.
inside a container before. He did come out a few minutes later. | :26:37. | :26:40.
So, Mr Hussey, are you going to answer any questions about the work | :26:40. | :26:45.
you did at St David's in Abercrave? Are you not going to say anything? | :26:45. | :26:50.
He was then joined by his son, who had a bit more to say. | :26:50. | :26:53.
The work was passed out by the architect. Why aren't you hassling | :26:53. | :26:57.
or naming the architect? The architect - Mike Woods of | :26:57. | :26:59.
Concept Architectural - said Daniel Hussey had come up with an | :26:59. | :27:03.
affordable solution to the church's problems. He added that he attended | :27:03. | :27:08.
site regularly and was happy with the work that was being done. He | :27:08. | :27:13.
said it was up to the church to approve the methods he used. | :27:13. | :27:16.
Radiator pipes? Tell me why that was? | :27:16. | :27:19.
They're not radiator pipes. They were radiator pipes. Our | :27:19. | :27:22.
surveyor has looked at it, an independent chartered surveyor. As | :27:22. | :27:24.
specified, it was copper phosphorous bronze pegs, I think | :27:24. | :27:31.
you'll find. Specified by the architect who signed off the work. | :27:31. | :27:35.
Just to confirm before you go - are you the king of all witches? | :27:35. | :27:37.
No, never heard of that name before in my life. | :27:37. | :27:40.
You've never claimed to be the king of all witches? | :27:40. | :27:45.
He has an identical twin brother. I have an identical twin brother. | :27:45. | :27:48.
Who's also called Daniel Hussey?! Alan Hussey. | :27:48. | :27:51.
That doesn't change the facts that the repairs on St David's are on | :27:51. | :27:54.
the floor. No. Goodbye. | :27:54. | :27:57.
So there we are. That was Daniel Hussey. We came to ask some | :27:57. | :28:01.
questions but he wasn't very keen to answer them. Let's hope he does | :28:01. | :28:04.
a better job here than he did at St David's. | :28:04. | :28:08.
I certainly hope so. And we'll be keeping tabs on that | :28:08. | :28:11.
story. I suspect we've not heard the last of it yet. | :28:11. | :28:14.
Now, that's all we've for time for this week. But if you've got a | :28:14. | :28:19.
