and it is beyond a joke really. It is a big business right now. The | :01:22. | :01:25. | |

has been raised at Parliament by the local MP here: He named and shamed | :01:29. | :01:35. | |
one company in particular, Cardiff based Becoming Green. We mentioned | :01:36. | :01:39. | |
them back in the summer, but it seems we only scratched the surface | :01:40. | :01:43. | |
back then. This is the story of a businessman | :01:44. | :01:48. | |
whose previous companies sent convicted prisoners into your homes | :01:49. | :01:54. | |
unsupervised. And employed his drug dealing brother as a manager. And | :01:55. | :02:02. | |
whose latest firm misled scores of X-ray viewers. This is the man in | :02:03. | :02:07. | |
the spotlight. In a minute, I will be trying to get some answers. We | :02:08. | :02:13. | |
first told you about his current business back in May. Becoming Green | :02:14. | :02:21. | |
UK is the firm that charges ?299 to help customers join the Government's | :02:22. | :02:25. | |
green deal even though you can get the ball rolling yourself for free. | :02:26. | :02:31. | |
Lesley was one of the first batch of customers who got in touch with us | :02:32. | :02:35. | |
to say she lost money. The money was safe. The cheque wouldn't be cashed | :02:36. | :02:40. | |
for 14 days. An assessor would be out during that time or within a | :02:41. | :02:45. | |
couple of days he said. He made it sound as though you couldn't lose | :02:46. | :02:47. | |
basically. After that broadcast, we were | :02:48. | :02:52. | |
inundated with scores of complaints from other Becoming Green customers. | :02:53. | :02:58. | |
People like David and his family from Cardiff. It sounded a great | :02:59. | :03:05. | |
deal. You pay up ?300 or ?299 and you had double glasz glazing done | :03:06. | :03:11. | |
and loft insulation and boiler, whatever is necessary to be done. | :03:12. | :03:14. | |
Were you told that you were taking a out a loan? No. Not at our time of | :03:15. | :03:21. | |
life. You don't want to give over that sum of money, no. | :03:22. | :03:25. | |
David was so convinced by the salesman's claims that he signed his | :03:26. | :03:29. | |
daughter up. He paid ?598 and waited almost six months for an assessment. | :03:30. | :03:36. | |
X-ray helped them get their money back. Had I known the full facts, I | :03:37. | :03:42. | |
wouldn't have taken the deal out in the first place. The Green Deal is a | :03:43. | :03:47. | |
legitimate scheme. Offering households a loan up to ?10,000 to | :03:48. | :03:51. | |
pay for energy-saving improvements. The loan is paid back using the | :03:52. | :03:56. | |
savings made on energy bill. Before that, you sign up with an assessor | :03:57. | :04:01. | |
or provider, who you can find yourself for free. But you have been | :04:02. | :04:06. | |
telling us Becoming Green UK limited don't make that clear. Their | :04:07. | :04:12. | |
salespeople don't tell you about that loan. It is not just customers | :04:13. | :04:15. | |
who have been getting in touch because as part of a response to our | :04:16. | :04:22. | |
story, we have heard from people on the inside. I worked as a salesman | :04:23. | :04:26. | |
for Becoming Green UK limited when they started doing the Green Deal. | :04:27. | :04:35. | |
We had little training. We were never told that the Green Deal | :04:36. | :04:40. | |
involved taking a out a loan. The telesales people told people it was | :04:41. | :04:44. | |
a grant. The company was set-up in January | :04:45. | :04:51. | |
this year, but look further into the owner's past and you will find a | :04:52. | :04:57. | |
list of failed firms. Knowing that people are getting sort | :04:58. | :05:02. | |
of, you know, ripped off and the like and vulnerable people, it is | :05:03. | :05:07. | |
not fair. It is not fair. Sue worked for a short time in the HR | :05:08. | :05:18. | |
department of the owner's previous company. Similar names and it seems | :05:19. | :05:24. | |
the old company had the same way of doing business. The focus really was | :05:25. | :05:28. | |
just making money. It was about getting people, calling people, | :05:29. | :05:33. | |
cold-calling and just target and the company making money. I don't think | :05:34. | :05:37. | |
it had anything to do with customer satisfaction, it was about money. | :05:38. | :05:43. | |
Same old story then, but we have heard shocking revelations we | :05:44. | :05:48. | |
weren't expecting. Because it turns out the owner was hiring staff from | :05:49. | :05:58. | |
a surprising source - the prison. Work experience schemes like this | :05:59. | :06:02. | |
are designed to rehabilitate prisoners. The Ministry of Justice | :06:03. | :06:06. | |
told us the prisoners were always supposed to be supervised with spot | :06:07. | :06:11. | |
checks to make sure. But the owner said the scheme allowed Becoming | :06:12. | :06:16. | |
Green Limited to send a small number of inmates out unsupervised to | :06:17. | :06:21. | |
people's homes. The company didn't really know who was where and what | :06:22. | :06:24. | |
people we did have in the business. Nobody knew what was going on. I was | :06:25. | :06:28. | |
aware that prisoners were going out. They were being called surveyors, so | :06:29. | :06:32. | |
they were going out and surveying people's properties. If it was me, I | :06:33. | :06:36. | |
don't think I would like the thought of somebody who I know has been a | :06:37. | :06:41. | |
serving prisoner or is a serving prisoner coming into my home when | :06:42. | :06:44. | |
you don't know what they have done. It is just wrong. | :06:45. | :06:47. | |
It turns out prisoners weren't just sent alone to people's homes to work | :06:48. | :06:53. | |
as surveyors, at least one was given a management job. I was interviewed | :06:54. | :07:01. | |
by the job who I later found out was the owner of Becoming Green and he | :07:02. | :07:08. | |
was a HMP prisonerment He was actually serving an eight | :07:09. | :07:14. | |
year prison sentence for his part in leading a heroin dealing gang, but | :07:15. | :07:18. | |
that the didn't stop the owner employing his brother as Becoming | :07:19. | :07:23. | |
green's Limited commercial and trade manager. Something he says was to | :07:24. | :07:28. | |
rehabilitate him. His current firm, doesn't use prisoners, but that | :07:29. | :07:32. | |
leaves questions for the owner and the businesses. It does make you | :07:33. | :07:36. | |
feel well who is benefiting out of this? It is obviously the person | :07:37. | :07:40. | |
that owns it. Well, the owner has agreed to talk | :07:41. | :07:47. | |
to us. Why did you allow your staff to mislead customers? We never | :07:48. | :07:51. | |
allowed our staff to mislead customers at any point. We had | :07:52. | :07:56. | |
always been, you know, if anybody has known us, we have been | :07:57. | :08:02. | |
compliant, we always had 99.9% customer satisfaction. | :08:03. | :08:05. | |
Your customers didn't realise they were entering into a loan and under | :08:06. | :08:10. | |
the Becoming Green Deal, they could be taking a out a loan of up to | :08:11. | :08:16. | |
?10,000 under the Government's Green Deal. All the presentations that we | :08:17. | :08:21. | |
have had given to our sales guys states that and there is interest | :08:22. | :08:24. | |
going to be charged. We have had people getting in touch | :08:25. | :08:27. | |

It has been a frustration for ourselves to not have the | :08:50. | :08:54. | |
installations done. Why have you carried on taking a | :08:55. | :08:58. | |
money from customers when you know that you are going to be unable to | :08:59. | :09:02. | |
deliver? Well, no. We did not know. When the Green Deal was set out, | :09:03. | :09:06. | |
nobody knew the installation was going to take eight months and nine | :09:07. | :09:10. | |
months. Nobody knew these things and as soon as we found out which was at | :09:11. | :09:16. | |
the May and beginning of June, we stopped taking a customers on. We | :09:17. | :09:22. | |
are services r servicing the existing customers. | :09:23. | :09:28. | |
Why was your company accepting unsupervised prisoners to people's | :09:29. | :09:32. | |
homes? All prisoners have been given the relevant training. And have, you | :09:33. | :09:36. | |
know, been supervised and shadowed with a civil to work in a customer's | :09:37. | :09:44. | |
house. As soon as they have passed those conditions, they are allowed | :09:45. | :09:47. | |
to work unsupervised and that was something they we had been given | :09:48. | :09:51. | |
permission to do. Your company is the facilitator and | :09:52. | :09:55. | |
if you have not been able to deliver, why can't people have their | :09:56. | :10:00. | |
money back? Well, we are delivering on our promises. Even though it has | :10:01. | :10:05. | |
been delayed and because the delays of industry, within the next four | :10:06. | :10:09. | |
weeks I would say all customers would have their Green Deal | :10:10. | :10:12. | |

don't have to be a trained chef to use stuff up. To make a simple soup | :12:58. | :13:02. | |

to do it. It involves are boiling water and vegetables and a food | :13:07. | :13:11. | |
processor. It is as simple as that, a bit of seasoning and bread and you | :13:12. | :13:18. | |
have got a descent meal. What about buy one get one free? For me, I | :13:19. | :13:23. | |
would rather buy one now and have the best price made available to me | :13:24. | :13:27. | |
by the person selling it by the supermarket or the shop selling it | :13:28. | :13:31. | |
so I know I'm get a quality product at the best price. | :13:32. | :13:36. | |

But that determination has been put to the test by one of Britain's | :14:28. | :14:33. | |
biggest energy companies. Sian has been a customer of NPower for four | :14:34. | :14:38. | |
years and buys her gas and electricity through the firm. Her | :14:39. | :14:45. | |
monthly direct debit come to over ?170. But in July, Sian noticed a | :14:46. | :14:50. | |
huge difference in the payments NPower were taking a from her bank. | :14:51. | :14:59. | |
They shot up to over ?670. I realised this is an awful, awfully | :15:00. | :15:05. | |
huge amount to be paying every month especially when I have been paying | :15:06. | :15:09. | |
it during the summer months as well. When Sian checked, she found NPower | :15:10. | :15:14. | |
had been taking a that amount since April. Stacking up over ?2,000 of | :15:15. | :15:20. | |
her money and she wanted answers. The explanation was that the company | :15:21. | :15:24. | |
had changed the way that they were reading meters so I said, "Well, you | :15:25. | :15:30. | |
have got over ?2,000 of my money, I would like you to sort of work out | :15:31. | :15:35. | |
how much I actually owe and then reimburse me the remaining amount." | :15:36. | :15:43. | |
Refusing to take their excuses at face value, Sian complained to | :15:44. | :15:47. | |
NPower, but their slow response would soon have her reaching boiling | :15:48. | :15:52. | |
point. I contacted them on several occasions and each time they said, | :15:53. | :15:56. | |
"We are looking into it. We are dealing with it." They would come | :15:57. | :16:02. | |
back to me within 28 days. But ten weeks later, Sian was still waiting | :16:03. | :16:07. | |
and by this time the firm had taken more than ?3500. Every time I ring | :16:08. | :16:16. | |
them, they say yes, we are sorting this out, but it seems to me how | :16:17. | :16:19. | |
long is this going to take to sort out because I have been talking to | :16:20. | :16:22. | |
them now for over three months and nothing is done about it. It doesn't | :16:23. | :16:28. | |
add up because it is a ridiculous amount of credit? It is tedious and | :16:29. | :16:33. | |
NPower have done nothing about it and it is beyond a joke really. | :16:34. | :16:39. | |
It seems that Sian isn't alone. NPower may have millions of | :16:40. | :16:43. | |
customers, but when it comes to customer satisfaction they have the | :16:44. | :16:48. | |
lowest ratings. Been voted Britain's worst energy supplier for the second | :16:49. | :16:57. | |
year in a row. Richard Murphy from Cardiff and Vale Citizens Advice | :16:58. | :17:03. | |
Bureau spends his day helping people fight their corner against the | :17:04. | :17:07. | |
energy giants. They come to us if they feel they aren't getting | :17:08. | :17:11. | |
