Eye watering bills from NPower. NPower have done nothing about it,

and it is beyond a joke really. It is a big business right now. The

First Minister's trying to cash in on the Government's green deal. It

has been raised at Parliament by the local MP here: He named and shamed

:01:29.:01:35.

one company in particular, Cardiff based Becoming Green. We mentioned

:01:36.:01:39.

them back in the summer, but it seems we only scratched the surface

:01:40.:01:43.

back then. This is the story of a businessman

:01:44.:01:48.

whose previous companies sent convicted prisoners into your homes

:01:49.:01:54.

unsupervised. And employed his drug dealing brother as a manager. And

:01:55.:02:02.

whose latest firm misled scores of X-ray viewers. This is the man in

:02:03.:02:07.

the spotlight. In a minute, I will be trying to get some answers. We

:02:08.:02:13.

first told you about his current business back in May. Becoming Green

:02:14.:02:21.

UK is the firm that charges ?299 to help customers join the Government's

:02:22.:02:25.

green deal even though you can get the ball rolling yourself for free.

:02:26.:02:31.

Lesley was one of the first batch of customers who got in touch with us

:02:32.:02:35.

to say she lost money. The money was safe. The cheque wouldn't be cashed

:02:36.:02:40.

for 14 days. An assessor would be out during that time or within a

:02:41.:02:45.

couple of days he said. He made it sound as though you couldn't lose

inundated with scores of complaints from other Becoming Green customers.

People like David and his family from Cardiff. It sounded a great

and loft insulation and boiler, whatever is necessary to be done.

David was so convinced by the salesman's claims that he signed his

pay for energy-saving improvements. The loan is paid back using the

savings made on energy bill. Before that, you sign up with an assessor

:03:57.:04:01.

or provider, who you can find yourself for free. But you have been

:04:02.:04:06.

telling us Becoming Green UK limited don't make that clear. Their

:04:07.:04:12.

salespeople don't tell you about that loan. It is not just customers

:04:13.:04:15.

who have been getting in touch because as part of a response to our

:04:16.:04:22.

story, we have heard from people on the inside. I worked as a salesman

:04:23.:04:26.

for Becoming Green UK limited when they started doing the Green Deal.

We had little training. We were never told that the Green Deal

involved taking a out a loan. The telesales people told people it was

list of failed firms. Knowing that people are getting sort

not fair. It is not fair. Sue worked for a short time in the HR

department of the owner's previous company. Similar names and it seems

the old company had the same way of doing business. The focus really was

just making money. It was about getting people, calling people,

:05:29.:05:33.

cold-calling and just target and the company making money. I don't think

it had anything to do with customer satisfaction, it was about money.

Same old story then, but we have heard shocking revelations we

:05:44.:05:48.

weren't expecting. Because it turns out the owner was hiring staff from

:05:49.:05:58.

a surprising source - the prison. Work experience schemes like this

:05:59.:06:02.

are designed to rehabilitate prisoners. The Ministry of Justice

:06:03.:06:06.

told us the prisoners were always supposed to be supervised with spot

:06:07.:06:11.

checks to make sure. But the owner said the scheme allowed Becoming

:06:12.:06:16.

Green Limited to send a small number of inmates out unsupervised to

:06:17.:06:21.

people's homes. The company didn't really know who was where and what

:06:22.:06:24.

people we did have in the business. Nobody knew what was going on. I was

:06:25.:06:28.

aware that prisoners were going out. They were being called surveyors, so

:06:29.:06:32.

they were going out and surveying people's properties. If it was me, I

:06:33.:06:36.

don't think I would like the thought of somebody who I know has been a

:06:37.:06:41.

serving prisoner or is a serving prisoner coming into my home when

:06:42.:06:44.

you don't know what they have done. It is just wrong.

It turns out prisoners weren't just sent alone to people's homes to work

:06:48.:06:53.

as surveyors, at least one was given a management job. I was interviewed

:06:54.:07:01.

by the job who I later found out was the owner of Becoming Green and he

:07:02.:07:08.

was a HMP prisonerment He was actually serving an eight

:07:09.:07:14.

year prison sentence for his part in leading a heroin dealing gang, but

:07:15.:07:18.

that the didn't stop the owner employing his brother as Becoming

:07:19.:07:23.

green's Limited commercial and trade manager. Something he says was to

:07:24.:07:28.

rehabilitate him. His current firm, doesn't use prisoners, but that

:07:29.:07:32.

leaves questions for the owner and the businesses. It does make you

:07:33.:07:36.

feel well who is benefiting out of this? It is obviously the person

that owns it. Well, the owner has agreed to talk

to us. Why did you allow your staff to mislead customers? We never

allowed our staff to mislead customers at any point. We had

always been, you know, if anybody has known us, we have been

compliant, we always had 99.9% customer satisfaction.

Your customers didn't realise they were entering into a loan and under

money from customers when you know that you are going to be unable to

deliver? Well, no. We did not know. When the Green Deal was set out,

nobody knew the installation was going to take eight months and nine

:09:07.:09:10.

months. Nobody knew these things and as soon as we found out which was at

:09:11.:09:16.

the May and beginning of June, we stopped taking a customers on. We

:09:17.:09:22.

Why was your company accepting unsupervised prisoners to people's

homes? All prisoners have been given the relevant training. And have, you

house. As soon as they have passed those conditions, they are allowed

money back? Well, we are delivering on our promises. Even though it has

they have got it, they waste it. I would say more of the middle one.

What sort of things do you waste? Bread and fruit. You tend to buy it,

but I find when we are buying it, it is not as fresh as you think it is.

Have you tried to make it work and buy less? Yes, we are doing that,

food there for people. Everyone is short of time. So instead of having

But that determination has been put to the test by one of Britain's

biggest energy companies. Sian has been a customer of NPower for four

years and buys her gas and electricity through the firm. Her

monthly direct debit come to over ?170. But in July, Sian noticed a

:14:46.:14:50.

huge difference in the payments NPower were taking a from her bank.

They shot up to over ?670. I realised this is an awful, awfully

huge amount to be paying every month especially when I have been paying

:15:06.:15:09.

it during the summer months as well. When Sian checked, she found NPower

had been taking a that amount since April. Stacking up over ?2,000 of

her money and she wanted answers. The explanation was that the company

Refusing to take their excuses at face value, Sian complained to

"We are looking into it. We are dealing with it." They would come

back to me within 28 days. But ten weeks later, Sian was still waiting

and by this time the firm had taken more than ?3500. Every time I ring

:16:08.:16:16.

them, they say yes, we are sorting this out, but it seems to me how

long is this going to take to sort out because I have been talking to

:16:20.:16:22.

them now for over three months and nothing is done about it. It doesn't

:16:23.:16:28.

add up because it is a ridiculous amount of credit? It is tedious and

:16:29.:16:33.

NPower have done nothing about it and it is beyond a joke really.

It seems that Sian isn't alone. NPower may have millions of

:16:40.:16:43.

customers, but when it comes to customer satisfaction they have the

:16:44.:16:48.

lowest ratings. Been voted Britain's worst energy supplier for the second

:16:49.:16:57.

year in a row. Richard Murphy from Cardiff and Vale Citizens Advice

Bureau spends his day helping people fight their corner against the

:17:04.:17:07.

energy giants. They come to us if they feel they aren't getting

:17:08.:17:11.

anywhere. A miscalculation in the number of kilowatts used. It maybe
