travelled over 7,000 miles from chilly to Wales, only to be left out

in the cold. It's money I'll never see again in my life. And what do

you think about those companies that just leave you hanging on? I was on

hold for 20 minutes last week. In the end I put the phone down. First

:01:25.:01:31.

tonight. Reporting on the scams that affect you is our bread and butter

on X-Ray. This week though, Rachel has a more personal tale to tell,

after her home address and many of her neighbours' addresses were used

for insurance fraud. Bills, junk mail, and a letter for a

:01:52.:01:55.

Mr Bayryam. Now, I've been getting a lot of his post recently. All about

:01:56.:01:59.

his car insurance, which is strange because no-one of that name has ever

:02:00.:02:06.

lived here. In fact, over the past few months,

:02:07.:02:10.

I've begun to wonder if it is just me and my family who live here, or

:02:11.:02:13.

weather some shady character's been using my address to run some dodgy

:02:14.:02:19.

business. At first, I assumed I'd just been

:02:20.:02:29.

unlucky. Then I did some research among friends and neighbours here in

:02:30.:02:32.

Saundersfoot - and I realised this was something much more sinister.

:02:33.:02:38.

I've spoken to lots of people in the village who've received letters just

:02:39.:02:41.

like mine - too many to be coincidence. All the indications are

:02:42.:02:44.

that our addresses are being hijacked for an insurance scam.

:02:45.:02:49.

Amanda Cunningham has been getting letters since May for two different

:02:50.:02:54.

people. So this is one of those letters. You know nothing of Mr

:02:55.:03:03.

Cretu? No, not at all. When this letter turned up, the first thing I

:03:04.:03:07.

did was open the letter, purely to get the phone number of the

:03:08.:03:10.

insurance company. I rang them and sort of explained to them that this

:03:11.:03:14.

isn't me, nobody of that name lives at this address. And these weren't

:03:15.:03:17.

just harmless letters confirming details of a policy. The insurers

:03:18.:03:22.

were chasing debts, querying if drivers details were genuine, and

:03:23.:03:27.

threatening to cancel policies. You'd come home from work, look at

:03:28.:03:32.

the post and think, oh, another one. How is this one going to affect me?

:03:33.:03:36.

Is it going to cause any more problems? Are the insurance company

:03:37.:03:40.

going to be understanding when I phone them and say it's not me?

:03:41.:03:45.

Because they may think you are telling lies and you don't want to

:03:46.:03:48.

pay for the insurance, so that was quite worrying. You just think

:03:49.:03:52.

please stop, please stop sending me these letters, it's nothing to do

:03:53.:03:56.

with me. Just around the corner, another worried home owner. Dianne

:03:57.:04:03.

Whiting has been getting letters for a year for three different people -

:04:04.:04:08.

and they're still coming. This morning my husband said to me, we've

:04:09.:04:13.

had another one. So I knew exactly what he meant, and I do think,

:04:14.:04:17.

what's going to be in this one? You'd resisted opening the letters,

:04:18.:04:20.

but then the letter came from Liverpool Victoria and mentioned

:04:21.:04:26.

fraud. Yes, I opened that one because it said to the occupier, and

:04:27.:04:30.

it was naming this lady that I'd been having the mail for. And it

:04:31.:04:41.

said anti-fraud, and that did freak me out a bit, because I don't want

:04:42.:04:44.

to be dragged into something belonging to somebody who could live

:04:45.:04:51.

in a big city and got my address. And it's not just letters from the

:04:52.:04:55.

insurers. People have been hearing from debt collection agencies, and

:04:56.:04:57.

even receiving letters about speeding fines. Their home

:04:58.:05:03.

addresses, but not in their names. And when you're on the receiving

:05:04.:05:08.

end, it's no joke. So who's to blame? I've made some

:05:09.:05:14.

calls, and done some searching - and it seems these letters are the work

:05:15.:05:21.

of so-called ghost brokers. That's what the industry calls

:05:22.:05:23.

individuals or organised gangs who sell these worthless policies. They

:05:24.:05:30.

suck drivers in with the offer of a dramatically cheaper deal.

:05:31.:05:38.

So how does this scam work? Simple! The ghost brokers post adverts on

:05:39.:05:41.

sites like Gumtree or even Facebook - offering car insurance at a

:05:42.:05:47.

bargain price. If you ring them for a quote, they'll use a price

:05:48.:05:50.

comparison site, just like the rest of us. They'll use your name, but

:05:51.:05:57.

then lie about the rest of your details to make sure they get a low

:05:58.:06:01.

price from the insurrance companies. Points on your licence? Forget

:06:02.:06:03.

those. No no-claims bonus? They'll forge one. Live in the car crime

:06:04.:06:08.

capital of Britain? Not any more, they'll put you down as living

:06:09.:06:13.

somewhere quiet, somewhere safe. Somewhere like Saundersfoot.

Is that Kessa? Later in the programme, we'll be trying to track

:06:24.:06:26.

down those ghost brokers using your addresses to sell bogus policies.

much she owes! I am worried because the deadline's passed now. I've got

a perfect credit history and I'm worried this has affected it.

Hundreds of overseas students come to Wales every year to study all

:07:01.:07:04.

kinds of subjects. For most of them it's a positive experience. But for

:07:05.:07:12.

one Chilean student who arrived here with the aim of improving his

:07:13.:07:15.

animation skills, the academic year got off to a very bad start. Rachel

:07:16.:07:21.

went to meet him. Animation has come on a long way

:07:22.:07:24.

since Walt Disney drew Mickey Mouse by hand. Today animation's a high

:07:25.:07:29.

tech big money business. But when animator Mario Quinones from Chile

:07:30.:07:32.

in South America wanted to improve his skills, he didn't head to

:07:33.:07:41.

Holywood. He came here, to the University of South Wales famous

:07:42.:07:50.

film school in Newport. I am trying to learn more 3D digital

:07:51.:07:57.

animation. I can learn from professors that are very

:07:58.:08:02.

experienced. For 28-year-old Mario it was going

:08:03.:08:07.

to be a massive adventure. But he would need somewhere to live. The

:08:08.:08:12.

University gives accommodation for students, but that was too expensive

:08:13.:08:25.

for me. That is why I started to look on the website of the

:08:26.:08:34.

university. Mario posted an appeal for a cheap student room on the

:08:35.:08:39.

website. He says it was the only place he advertised. But who was the

:08:40.:08:45.

person who got in touch? He just sent me an email. There was a shared

:08:46.:08:53.

house with two students. He sent me some pictures of the house. For a

:08:54.:09:00.

student house, it was hot property. It even had an en suite bathroom.

:09:01.:09:05.

But what about the man behind the offer? He was called Fran Spenca,

:09:06.:09:13.

but he was no comedian. He needed a deposit, a whopping ?800, before

:09:14.:09:21.

he'd reserve the room. Mario paid up by cash transfer - and headed off

:09:22.:09:26.

for a new life in Wales. And after two days on planes, and

:09:27.:09:31.

trains, he got in a taxi to take him the short ride from Newport Train

:09:32.:09:34.

Station to THIS street in central Newport. So when I arrived to the

:09:35.:09:46.

street and I was outside a house, knocked the door, a kid came out, he

:09:47.:09:50.

told me he had no idea about it, he was living there with his family and

:09:51.:10:00.

the house wasn't for students. Mario realised he had been scammed -

:10:01.:10:06.

he was devastated. I was very tired, there was a feeling of kind of

:10:07.:10:13.

frustration. I was scammed for my money and it's money I won't see

:10:14.:10:20.

again in my life. The conman seems to have got clean

:10:21.:10:29.

away with Mario's hard earned cash. But how could Mario have been

:10:30.:10:34.

scammed so easily? Remember he says he only used what looked like a

:10:35.:10:43.

university website to find a home. This is it - a website run by a

:10:44.:10:52.

company called Studentpad. Anyone looking at it could be mistaken for

:10:53.:10:55.

thinking it's an official university site. But how secure is the site?

:10:56.:11:01.

I'm going to set myself up as a scammer and try to contact Mario via

:11:02.:11:07.

the message board he used. I've just created an email in a fake name.

:11:08.:11:12.

Let's see what happens when I try to reply to Mario's ad. I am able to

:11:13.:11:18.

post a message. But the website says it will be vetted by a university

:11:19.:11:22.

administrator. So it looks like students are being protected from

:11:23.:11:27.

any conmen who might be out there. But when Mario answers our message,

:11:28.:11:31.

his reply doesn't go through the message board, it goes straight to

:11:32.:11:36.

our fake inbox. So we've now got his email address. Within a few hours,

:11:37.:11:42.

Mario could be talking to a random stranger with a fake email address,

:11:43.:11:46.

away from any kind of university monitoring.

:11:47.:11:53.

Now, Studentpad say they can't find any trace of Fran Spenca using their

:11:54.:11:56.

website, so we'll probably never know exactly how the conman got hold

:11:57.:12:02.

of Mario's details. He's now put it down to experience and is getting on

:12:03.:12:08.

with his studies. It's unlikely that Mario will ever

:12:09.:12:12.

see that money again. But there is some good news. Within hours of us

:12:13.:12:16.

contacting Studentpad, they had radically improved the security on

:12:17.:12:23.

that website. You now have to have a password - issued by the University

:12:24.:12:27.

- to use that message board - and you have to be a student to get one.

:12:28.:12:33.

And Studentpad have put that security measure in place on the

:12:34.:12:36.

accomodation websites they run for Universities across the UK.

:12:37.:12:39.

Hopefully that will go some way to keep scammers at bay. The University

:12:40.:12:43.

and Studentpad both say they give lots of advice to students to

:12:44.:12:47.

prevent fraud - and say you should never hand over money until you see

:12:48.:12:53.

the property. Now, this is a common scam. But there are loads of other

:12:54.:12:58.

pitfalls for students and the rest of us who need to rent smewhere to

:12:59.:13:03.

live. Here in Swansea there's a large student population. Let's find

with damp coming in through the ceiling, it was coming off some

OK, we'll get someone round. Six months would go by and, yeah we'll

get someone round. Yeah, someone is coming, just having a few delays. We

had a fixed bills payment on one. And at the end of our agreement, we

:13:31.:13:34.

had to pay more than we expected, which was a bit frustrating. There

:13:35.:13:38.

was administration fees. How much were they? Three...no, ?70 each.If

:13:39.:13:42.

you forget your rent, then that's a ?30 charge as well. It took me about

:13:43.:13:47.

two months to get my bond back. There was no issues with me room or

:13:48.:13:52.

anything like that. It was just poor communication between him and

:13:53.:13:56.

actually releasing it. As it happens, the Uplands here in Swansea

:13:57.:14:00.

is the base for the housing charity Shelter Cymru. They've agreed to

:14:01.:14:04.

give us some top tips on how to keep your cash safe in today's housing

market. Is there anything you can do to protect yourself? You could check

:14:16.:14:19.

if your landlord is accredited with the voluntary scheme in Wales. If

you're a student and the landlord lets to students, check with the

:14:23.:14:25.

Students Union or the Housing Office - have they had contact with this

:14:26.:14:29.

landlord before? Do they know if they're a bona fide person? Make

:14:30.:14:32.

sure you have their name and address. If it's a gas central

:14:33.:14:36.

heated property, ask for a copy of the gas certificate. Are there any

:14:37.:14:39.

other things people should watch out for before they sign on the dotted

:14:40.:14:43.

line? If in doubt take advice, Lucy. We've got telephone advice services,

download documents from. Check your agreement very carefully and make

sure there's no dodgy clauses in there about having to pay fees for

things to consider. How should you keep your deposit safe? Well, the

landlord must under the law protect the deposit and provide the

:15:03.:15:05.

information on where it's protected within 30 days of you paying in the

:15:06.:15:09.

deposit. If the landlord doesn't do that, it gives you additional

:15:10.:15:12.

protection from eviction and you can sue the landlord for the deposit to

:15:13.:15:16.

you need help. You're patient, you sit for 30 minutes? Well, you have

speak to someone first then if they have to put you on hold to find the

information then that's OK as long as they're telling you what they're

queue. It just says, "please hold for the next available person to

help you." So how long are we being kept on hold? Thousands of us call

:17:08.:17:10.

HM Revenue and Customs every year with enquiries about our child

:17:11.:17:13.

benefit or just questions about our tax. But we've been told they have a

:17:14.:17:17.

habit of keeping people waiting, so lets see...

Please hold until an advisor becomes available. Well, I might as well put

the dinner on whilst I'm on hold. Still on hold. And I'm not the only

one having problems... Cerys has been trying to pay money BACK to the

tax office for months. She first called them on the 20th August.

kept thinking I would be next, but I never was. The next night she tried

again. I started holding at 5:30. I still had to get the sandwiches

ready, the school uniform ready, my clothes for work ready, still trying

to clean the house. I can't just stop for two and a half hours, but I

:18:14.:18:17.

haven't got a loudspeaker on my phone so it was constantly held to

:18:18.:18:20.

my ear, me and my husband were taking it in turns, and at 8pm, 2.5

:18:21.:18:25.

hours later I was just cut off saying "the offices are now closed,

:18:26.:18:28.

please ring back tomorrow". Thanks for calling, Goodbye Cerys was

:18:29.:18:33.

determined to get hold of HMRC somehow to see how much she needed

:18:34.:18:38.

to pay. She sent a letter recorded delivery but just like her calls,

:18:39.:18:46.

she says it hasn't been answered. I don't like owing people money, I

:18:47.:18:50.

want to pay them back. I want to pay them back by instalments, but I just

:18:51.:18:54.

can't get through to this faceless company. I can't email them, can't

:18:55.:18:58.

write to them, I can't ring them. I just can't get through to them. I am

:18:59.:19:02.

worried because the deadline's passed now. I've got a perfect

:19:03.:19:05.

credit history and I am worried that this has affected it, even though

:19:06.:19:09.

I've tried to pay. So that is one thing that is a cause of concern to

:19:10.:19:13.

our calls - and guess what? They kept us waiting and waiting. Oh, at

last I got through, and it's taken just over 15 minutes. At least I've

got my dinner cooked! And that wasn't the longest. We made 30 calls

:19:52.:19:55.

to HMRC at different times over three days. On average it took

:19:56.:19:59.

nearly eight minutes to get through. The longest time was more than 26

:20:00.:20:05.

minutes. And twice we were simply cut off. Now many companies

:20:06.:20:09.

including HMRC charge customers for making these calls, so we're

:20:10.:20:13.

actually paying to be kept on hold. HMRC's 0845 number costs up to 11p a

:20:14.:20:17.

minute from a landline and up to 41p a minute from a mobile. I could get

:20:18.:20:25.

a takeaway for that! It's cost me nearly ?20 trying to get hold of

them and in the letter I wrote to them, I've asked for that to be

prices. They've been using my address. And it's not just me - many

of my neighbours in Saundersfoot have also been receiving letters

:21:32.:21:34.

from insurance companies - about bogus policies bought by drivers

:21:35.:21:36.

keen to save cash. My husband said we had another one

:21:37.:21:52.

and I knew exactly what we meant. Now X-ray is going to try to track

:21:53.:21:56.

down some these shadowy individuals and gangs. I'm told they sometimes

:21:57.:22:00.

advertise on free ad sites - a case of mobile numbers and first names

:22:01.:22:06.

only. Well, it didn't take me long to find around a dozen

:22:07.:22:08.

suspicious-looking adverts, so what will they tell us when we ring them

:22:09.:22:12.

up with the details of an imaginary driver? Meet Barry Thomas - a

:22:13.:22:18.

25-year-old sales rep with a fast car, nine points on his licence and

:22:19.:22:25.

no no-claims bonus. Not surprisingly the best official quote we get is a

:22:26.:22:27.

whopping ?2800! I've been quoted quite a lot for my

:22:28.:22:45.

BMW and I was just giving you a call to see if I could get a quote for

:22:46.:22:55.

your insurance please? Ever had a conversation like that when you've

:22:56.:22:58.

taken out motor insurance? No, me neither. That was apparently Anas

:22:59.:23:01.

from London, and we've also spoken to someone called Kessa from

:23:02.:23:04.

Birmingham. Both asked us to text them our details, before responding

:23:05.:23:07.

with the same price - ?1300. Less than half the best official quote.

Hi Anas? This is Barry Thomas, you texted me over the weekend about

insurance. So how would I get the money to you? And it's all like

above board, yeah? It's all legit and stuff? Now if we'd gone through

with the deal - we'd have been e-mailed a policy. But who knows

what lies the ghost broker would have told to buy that cover from a

legitimate insurer. We know they often pay for it with a stolen

:23:58.:24:01.

credit card, so what will insurance fraud expert Glen Marr make of our

calls? They're talking about meeting, paying cash, using a

personal bank account, communicating via text. This is just not how

:24:09.:24:11.

insurance policies are legitimately purchased and nothing about these

:24:12.:24:14.

calls suggests they are bona fide individuals working for a regulated

:24:15.:24:29.

entity in the insurance sector. Now we have had it confirmed, let's see

what they say when we actually confront them. This time I am making

team actually called you, calling themselves Barry Thomas, and got a

quote for car insurance. Does this sound familiar? HANGS UP.

Obviously did not like the questions, not keen to answer those.

Next we try Kessa. He says he only provides trade insurance policies

for businesses selling cars - something not mentioned in the

advert we'd seen or in our earlier conversations. He says he's working

for someone else, but won't say who. I don't wish to give any names to be

:25:24.:25:29.

honest. So how can we get proof then that what you're doing is legal? Of

:25:30.:25:33.

course it's legal, because I've just told you that it's through his

:25:34.:25:36.

insurance? The fact that you've told me doesn't mean it's legal. He'd

:25:37.:25:42.

have to be registered with the Financial Conduct Authority for it

:25:43.:25:45.

to be legal. Well, that I don't know, to be honest. He's got his own

:25:46.:25:49.

fleet policy and trade policies and he can add people on there, not a

:25:50.:25:54.

problem. The advert speaks about cheap auto insurance quote. It was

advertised as you being based at Balsall Heath in Birmingham. Your

number's on there. It also mentioned bizarrely that you were selling new

:26:03.:26:08.

Apple iPhones as well. Where on that advert does it talk about trade

:26:09.:26:14.

insurance? Nowhere! Of course it does. It does not mention trade

:26:15.:26:20.

insurance. Well, then you are not seeing it properly, simple as. HANGS

UP. There you go - so we did finally

speak to Kessa - not very convincing, Anas hung up on us. Not

really sure you'd want to buy something as critical as car

insurance from either of these people. So why hasn't the industry

managed to close the loopholes used by the criminals? Glen Marr says

they are making it tougher, but some insurers could still do more. There

are simple checks that can be done to establish, is the person on the

insurance application actually living at that address? Well, if
