surprising stuff about buying and sending presents tonight. First | :01:28. | :01:31. | |
though, wouldn't it be great if there was a way of stopping those | :01:32. | :01:35. | |
nuisance calls that make our lives a misery? Rachel's been investigating | :01:36. | :01:38. | |
one company who've been saying they can do just that. Hello? Hello! | :01:39. | :02:01. | |
Oooh! Hello, who is this? Hello? No, I've never had PPI, will you please | :02:02. | :02:08. | |
stop wasting my time?! Nuisance callers, people you've never heard | :02:09. | :02:11. | |
of, ringing you up from goodness knows where to try to sell you | :02:12. | :02:16. | |
something. We'd all like to just pull the plug on them. | :02:17. | :02:19. | |
Unfortunately, it's just not that easy. Bob Andrews from Llanddarog | :02:20. | :02:26. | |
near Carmarthen gets as many as four calls a day. And he's fed up. It | :02:27. | :02:32. | |
just disturbs my day, it's annoying, it's been going on for ages and | :02:33. | :02:35. | |
ages, and you just lose your temper after a while. Bob's already | :02:36. | :02:41. | |
registered with the official body set up to stop nuisance calls, the | :02:42. | :02:46. | |
free Telephone Preference Service. It provides UK call centres with | :02:47. | :02:50. | |
lists of people who don't want to be rung. Ignoring the list can lead to | :02:51. | :02:55. | |
big fines but that doesn't seem to stop Bob getting calls. I mention | :02:56. | :03:01. | |
the Telephone Preference Service and then they invariably apologise, say | :03:02. | :03:04. | |
they'll take my name off their database, which clearly they don't, | :03:05. | :03:11. | |
and the conversation ends. But there's a business that's been | :03:12. | :03:14. | |
operating out of this building in Llanelli which has been telling | :03:15. | :03:17. | |
people it has all the answers already. The Nuisance Call Registry | :03:18. | :03:23. | |
claimed to be able to stop you getting cold-calls. But we were | :03:24. | :03:28. | |
contacted by a former employee concerned about the company's sales | :03:29. | :03:33. | |
pitch. He said they would tell customers that they knew exactly how | :03:34. | :03:36. | |
many other call centres already had their home number. It was pretty | :03:37. | :03:45. | |
much made up as you went along. Pretty much a random number that had | :03:46. | :03:48. | |
just been plucked from thin air. That sounded vaguely believable. I | :03:49. | :03:52. | |
was always a little suspicious because most of it sounded too good | :03:53. | :03:56. | |
to be true. I didn't see how it could possibly stop 100% of the | :03:57. | :04:01. | |
calls. Now that doesn't sound like a company that can stop you being | :04:02. | :04:04. | |
cold-called or one you'd want ringing you at all. Let's see what | :04:05. | :04:10. | |
sort of claims the Nuisance Call Registry makes when they're speaking | :04:11. | :04:14. | |
to us. Posing as a potential customer, X-Ray registered on their | :04:15. | :04:17. | |
website under the name of Glyn Jones. Hello. Oh hello, it's Jamie | :04:18. | :04:25. | |
calling back from Nuisance Calls for Glyn Jones. Do you know what, I | :04:26. | :04:31. | |
heard him doing something in the background, it's his wife it is. He | :04:32. | :04:35. | |
says for a one-off payment of ?42, they can stop us ever being | :04:36. | :04:38. | |
cold-called again. That's some claim. Basically, any nuisance calls | :04:39. | :04:42. | |
that you receive from overseas, UK based and the rogue and scam | :04:43. | :04:47. | |
companies, we do stop 100% of them. Oh, right. 100%? Yes. Every single | :04:48. | :04:54. | |
sales call. So every 28 days, we always send out calling lists of who | :04:55. | :04:57. | |
you can call, not who you can't call. Right, OK. So you send those | :04:58. | :05:05. | |
out to these companies? That's right and say now you register with us | :05:06. | :05:13. | |
today... Yes. In 28 days time, the new calling list will be updated | :05:14. | :05:17. | |
without your number on it. Time to put him on the spot. Just how | :05:18. | :05:21. | |
exactly can they stop us being rung by any call centre anywhere in the | :05:22. | :05:25. | |
world? But what you just said is that you published the list that the | :05:26. | :05:28. | |
foreign call centres get. It sounds like you're trying to hold me to | :05:29. | :05:32. | |
ransom really. If I give you money, you won't give them my number? No, | :05:33. | :05:35. | |
no, I do completely understand what you're thinking there. No, it's not | :05:36. | :05:39. | |
like that. Basically, we get passed on information as well. It doesn't | :05:40. | :05:42. | |
come just directly from us. We have to get it from Ofcom. Another big | :05:43. | :05:46. | |
claim. He's saying they buy our telephone numbers from Ofcom, the | :05:47. | :05:48. | |
UK's official communications regulator. We play the call to them. | :05:49. | :05:54. | |
Ridiculous and untrue. We don't provide anyone's telephone numbers | :05:55. | :06:00. | |
to anybody. It is a bizarre and totally untruthful claim. And then | :06:01. | :06:08. | |
there are the company's allegations about the government-backed | :06:09. | :06:11. | |
Telephone Preference Service. He claims it sells on people's details | :06:12. | :06:15. | |
to foreign call centres and takes a cut of any money they get. If the | :06:16. | :06:21. | |
TPS didn't exist ,then you wouldn't have any nuisance calls. Thousands | :06:22. | :06:24. | |
of people are under the impression that the government should be | :06:25. | :06:26. | |
trusted with the TPS. Unfortunately that is not the case because they | :06:27. | :06:30. | |
claim that they can't stop the overseas calls. The reason they | :06:31. | :06:33. | |
can't is because they sell their calling lists overseas. You're | :06:34. | :06:38. | |
joking? They supply the foreign call centres, yes. So are they actually | :06:39. | :06:43. | |
getting commission and things from these companies or anything like | :06:44. | :06:47. | |
that, or is it just a case of selling off the number? It is just a | :06:48. | :06:51. | |
case of selling on the number. They do make a small percentage. Say now | :06:52. | :06:55. | |
I was a PPI company, phoning to claim back. Yes? It was ?300. They | :06:56. | :06:58. | |
would make a small percentage of that ?300 as well. This is not what | :06:59. | :07:02. | |
the TPS does. It provides a service that is accredited by Ofcom and | :07:03. | :07:06. | |
works with the industry to try and keep nuisance calls to a minimum. | :07:07. | :07:15. | |
The idea that they are then selling those numbers to other people, I | :07:16. | :07:22. | |
find totally incredible. There is a catalogue of lies that I have | :07:23. | :07:25. | |
listened to there and that is something that concerns us very much | :07:26. | :07:28. | |
because if people are taken in by that kind of thing, I think what | :07:29. | :07:32. | |
they are going to find is that they are paying money and still receiving | :07:33. | :07:43. | |
nuisance calls. So who exactly is behind the Nuisance Call Registry | :07:44. | :07:46. | |
and its parent company, Nuisance Call Services Ltd? Well, not | :07:47. | :07:51. | |
surprisingly, they're keen to stay out of the spotlight. The company | :07:52. | :07:57. | |
was initially registered to a Michael Bourne from Surrey, except | :07:58. | :08:02. | |
those details are forged. We've been told the man running the call centre | :08:03. | :08:05. | |
in Llanelli used the very similar name of Matthew Bourne. This is a | :08:06. | :08:10. | |
picture of Matthew Bourne, identified by our whistle-blower as | :08:11. | :08:16. | |
the man who employed him. Except his real name is Matthew Hayes and guess | :08:17. | :08:21. | |
what? He has the same date of birth as Michael Bourne gave to Companies | :08:22. | :08:28. | |
House. What a coincidence! And Mr Hayes is no stranger to this type of | :08:29. | :08:32. | |
business. Nearly a decade ago, Pembrokeshire Trading Standards had | :08:33. | :08:35. | |
80 complaints about a firm he was running in Haverfordwest called the | :08:36. | :08:41. | |
Phone Protection Agency. It had been calling people up claiming to be the | :08:42. | :08:46. | |
Telephone Preference Service. In May 2004, Matthew Hayes ended up here - | :08:47. | :08:51. | |
Cardiff County Court. An enforcement order was made against him to stop | :08:52. | :08:54. | |
him breaching consumer protection regulations again. It's still in | :08:55. | :09:01. | |
force apparently which means if he was found to be in breach of it, say | :09:02. | :09:05. | |
with a business like the Nuisance Call Registry, well that could be | :09:06. | :09:09. | |
contempt of court. Very serious stuff. The good news, though, is | :09:10. | :09:15. | |
that the Nuisance Call Registry shut down its website a few weeks ago. | :09:16. | :09:20. | |
The not so good news is that another business has already sprung up in | :09:21. | :09:23. | |
its place - the Call Blocking Registry. This new company operates | :09:24. | :09:30. | |
out of the same office in Llanelli. The director is a woman called | :09:31. | :09:37. | |
Deborah Evans. This is her with Matthew Hayes. And just so we're | :09:38. | :09:44. | |
absolutely clear, she says they are not a couple. We might have said | :09:45. | :09:49. | |
goodbye to the Nuisance Call Registry but there are other | :09:50. | :09:52. | |
companies selling similar services, so beware of anyone making big | :09:53. | :09:53. | |
promises about ending cold-calling. Strong words there. Well, Deborah | :09:54. | :10:02. | |
Evans who runs the new firm in Llanelli has been in touch. She says | :10:03. | :10:08. | |
her business has nothing to do with the old one and offers a completely | :10:09. | :10:11. | |
different service. The 20 staff from the Nuisance Call Registry do now | :10:12. | :10:15. | |
work for her, but they have been retrained. She says that any claims | :10:16. | :10:18. | |
made about the Telephone Preference Service are not the views of her new | :10:19. | :10:23. | |
company. And as for Mr Hayes, well, we have had absolutely no response | :10:24. | :10:29. | |
to our letters and e-mails. It's not clear either where exactly he is, | :10:30. | :10:32. | |
but we have uncovered a recent phone number for him. So let's give that a | :10:33. | :10:53. | |
try. No answers on that either. So if you know where Matthew Hayes is, | :10:54. | :11:00. | |

featured 28-year-old Mario Quiniones from Chile, who paid ?800 for a | :11:04. | :11:07. | |

booked and paid for his accommodation on-line before | :11:11. | :11:14. | |
travelling to Wales to study. When he arrived, he found the flat he'd | :11:15. | :11:22. | |
paid for didn't exist. However there is now some great news. Mario, | :11:23. | :11:26. | |
what's happened? A viewer of the show saw what happened to me and the | :11:27. | :11:31. | |
scam and a kind person has come forward to offer me the money. Do we | :11:32. | :11:46. | |

we pay for them? This ?20,000 hamper from Harrods may be out of most | :13:31. | :13:33. | |
people's price range but there are many more to choose from on the high | :13:34. | :13:40. | |
street. So we chose two high end supermarkets, Marks Spencer and | :13:41. | :13:43. | |
Waitrose, to see exactly what was in their hampers. The Christmas | :13:44. | :13:47. | |
selection hamper from Marks Spencer looks very tempting. At | :13:48. | :13:56. | |
?100, they say it's the ideal hamper to delight any family at Christmas. | :13:57. | :14:02. | |
The Waitrose festive sparkle hamper is also ?100. They say it's bursting | :14:03. | :14:09. | |
with delicious treats. They're certainly popular with some people. | :14:10. | :14:13. | |
It just sums up Christmas doesn't it? It's a good little treat. You | :14:14. | :14:21. | |
can have sweets, whatever. A little gift, it's nice. Did you like it? I | :14:22. | :14:36. | |
wouldn't ask for one again. Why not? I didn't use it. I gave my dad one | :14:37. | :14:41. | |
once. A cheese one. Cheese and biscuits and relish and stuff. Did | :14:42. | :14:44. | |
your dad like it? Yes. All very Christmassy. But how much are the | :14:45. | :14:47. | |
contents of those hampers actually worth? We decided to do some | :14:48. | :14:51. | |
shopping of our own. We bought the hamper items from Marks Spencer | :14:52. | :14:54. | |
and Waitrose. If products weren't available, we asked customer | :14:55. | :14:57. | |
services what a suitable substitute would be. Then we added up exactly | :14:58. | :15:04. | |
what they cost. We bought the entire contents of the Marks Spencer ?100 | :15:05. | :15:10. | |
hamper for just ?53. That's almost half the price. There were 13 items | :15:11. | :15:17. | |
inside. The cheapest was the Christmas tea at just ?1.59 and the | :15:18. | :15:21. | |
most expensive was the wine at ?8.00. And Waitrose fare even worse. | :15:22. | :15:30. | |
The mark up on their hamper is more than half the true cost of the items | :15:31. | :15:40. | |
in their ?100 hamper at ?43.10. The Waitrose hamper had 11 items inside, | :15:41. | :15:43. | |
ranging from ?1.85 for the camembert to almost ?10.50 for the wine. So | :15:44. | :15:54. | |
are the stores charging us ?50 for a pretty basket and wrapping? We | :15:55. | :15:57. | |
bought these two empty hampers on line for around ?8.000 each. So why | :15:58. | :16:00. | |
are people willing to pay these prices? I think one of the first | :16:01. | :16:04. | |
things is quality, so they think it's of higher quality as opposed to | :16:05. | :16:10. | |
other products. I also think that they are trying to get across that | :16:11. | :16:13. | |
they have the ability to purchase something quite expensive and | :16:14. | :16:16. | |
therefore also that they are showing a caring side, that they are | :16:17. | :16:20. | |
prepared to spend quite a lot of money on someone they care for. But | :16:21. | :16:27. | |
you don't need to spend a fortune to impress your loved ones. If you're | :16:28. | :16:30. | |
looking for Christmas ideas, here's one cut price solution. We made this | :16:31. | :16:35. | |
Christmas hamper complete with wine, chocolates, biscuits, Christmas cake | :16:36. | :16:41. | |
and the basket itself for under ?25. Bargain! So what have the companies | :16:42. | :16:50. | |
got to say? Waitrose have told us thier hampers offer good value for | :16:51. | :16:53. | |
money and are popular with customers. The price reflects the | :16:54. | :16:56. | |
effort they put into selecting, packing and presenting products, as | :16:57. | :16:59. | |
well as the cost of the hamper or box. And Marks and Spencer, well, | :17:00. | :17:04. | |
they say their hampers and gifts are ideal for customers who don't have | :17:05. | :17:07. | |
time to shop. They're put together by hand and delivered to the door. | :17:08. | :17:12. | |
Now if you do decide to put your own chrsitmas hamper together you might | :17:13. | :17:15. | |

was a good idea, give me a bit of peace, you're afriad to switch the | :20:02. | :20:06. | |
phone off in case it's family. But it didn't work, she's still | :20:07. | :20:09. | |
getting calls from those overseas call centres. | :20:10. | :20:16. | |
I thought I was paying for a lot more than I was getting, I wasn't | :20:17. | :20:19. | |
getting satisfaction from it so I wasn't very happy with the thing. | :20:20. | :20:36. | |

The first thing to do is to not allow yourself to get more concerned | :21:23. | :21:26. | |
by them than you need to. Keep calm, remember its your home, nobody has | :21:27. | :21:30. | |
invaded it. Dont get too upset about it. Keep control of your telephone | :21:31. | :21:34. | |
and put it down if you don want to speak to someone. What needs to be | :21:35. | :21:37. | |
done to stop cold-calling? What we have to do is focus most heavily on | :21:38. | :21:41. | |
the areas where most of them are coming from. It is the PPI claims | :21:42. | :21:44. | |
the "ambulance chasing" companies. It is these sorts of people. If we | :21:45. | :21:49. | |
stop them being able to use the info generated by tele-marketing, that | :21:50. | :21:52. | |
would cut off the whole over-seas operation where people are just | :21:53. | :21:54. | |
gathering leads and sending them on. If we got strong in that area, that | :21:55. | :21:59. | |
would be far more effective than the present methods that are being used | :22:00. | :22:02. | |
