And some of them are not doing a very good job. | :01:23. | :01:28. | |
Rachel's been investigating one from just up the road in Pontypridd. | :01:29. | :01:38. | |
Massive holes, piles of rubble, a dangerous tangle of wires. | :01:39. | :01:46. | |
It may be Halloween this week, but a house of horrors was certainly | :01:47. | :01:50. | |
not what customers of one south Wales builder were expecting. | :01:51. | :01:56. | |
It was the worst decision of my life. | :01:57. | :02:00. | |
He comes across as a very good businessman in the beginning, | :02:01. | :02:03. | |
but then after a couple of weeks the cracks start to appear. | :02:04. | :02:08. | |
The man responsible for their nightmares is Pontypridd | :02:09. | :02:11. | |
He seemed to offer his customers a great deal but, once he had their | :02:12. | :02:18. | |
The Cilfynydd Inn was a pub which held special memories for | :02:19. | :02:25. | |
So much so that when it was put up for sale, she bought it. | :02:26. | :02:31. | |
She planned to divide it into two homes, | :02:32. | :02:34. | |
In July last year she hired Andrew Kelland to do the job. | :02:35. | :02:43. | |
He just said, well, actually, I'm a builder, I've got loads | :02:44. | :02:46. | |
of people, and we could get this done for you in no time. | :02:47. | :02:50. | |
But, 15 months on, this is what more than ?17,000 worth of | :02:51. | :02:54. | |
Not only is the job unfinished but the builders have caused huge | :02:55. | :03:02. | |
The one thing they were told, don't damage the floor. | :03:03. | :03:17. | |
Basically, this all has to be ripped up, the | :03:18. | :03:20. | |
furniture, damage to the furniture, the ceiling is very bumpy. | :03:21. | :03:25. | |
I've got to rip everything down and have it done again. | :03:26. | :03:28. | |
And the electrics are truly shocking. | :03:29. | :03:33. | |
Not one wire can be reused because you can't trust it, | :03:34. | :03:37. | |
so everything in this has got to be completely and utterly ripped out | :03:38. | :03:41. | |
It is, and it's just money after money that I just haven't got. | :03:42. | :03:50. | |
OK, so watch the hole as you come in. | :03:51. | :03:53. | |
When the property was divided, Emma Jane gave Kelland ?5,000 | :03:54. | :03:58. | |
He was supposed to pass it on to Welsh Water, | :03:59. | :04:03. | |
So I give him the money, expecting that's going to get paid, and this | :04:04. | :04:11. | |
is going to be done within a months' time, and it's gone, yeah. | :04:12. | :04:16. | |
And the dangerous hole has caused other problems too. | :04:17. | :04:19. | |
I hurt my back, I hurt my neck, I hurt my knee. | :04:20. | :04:31. | |
To add to Emma's woes, when the boiler that was installed | :04:32. | :04:33. | |
by Kelland's team was inspected by the government's Gas Safe Register, | :04:34. | :04:37. | |
Not only does it say the boiler and pipework have 'significant | :04:38. | :04:50. | |
'safety defects', the inspector fears the work has | :04:51. | :04:53. | |
been carried out by a fitter who is not Gas Safe registered. | :04:54. | :04:59. | |
The Health and Safety Executive are now investigating what could be | :05:00. | :05:03. | |
Chartered surveyor Noel Iveson says that much of Kelland's work now | :05:04. | :05:15. | |
needs to be ripped down and replaced, starting with the dividing | :05:16. | :05:18. | |
I would expect to see two layers of concrete block, I'm only seeing one. | :05:19. | :05:27. | |
A building inspector wouldn't pass it. | :05:28. | :05:30. | |
Immediately below there's these pipes, which are | :05:31. | :05:36. | |
The floorboard won't fit back down without sitting on top | :05:37. | :05:42. | |
of the pipes, so I think it's really shoddy workmanship. | :05:43. | :05:49. | |
And Emma's not the only one who's been chasing Kelland for their cash. | :05:50. | :05:57. | |
Last December, Kelland began work on a double-storey extension | :05:58. | :06:01. | |
I was 24-weeks pregnant at the time so we wanted | :06:02. | :06:07. | |
Andrew Kelland could do it within six to eight weeks, | :06:08. | :06:12. | |
which was perfect, which meant we had time to do our finishing touches | :06:13. | :06:15. | |
But after paying him ?15,000, the due date for Kelland | :06:16. | :06:21. | |
and his builders became far less predictable. | :06:22. | :06:25. | |
Certain days they would just no show, they wouldn't turn up. | :06:26. | :06:28. | |
No phone calls to say why they weren't here. | :06:29. | :06:31. | |
You just felt frustrated and very upset about the fact that | :06:32. | :06:35. | |
what you wanted for your new arrival wasn't actually going to happen. | :06:36. | :06:39. | |
Baby Livvy arrived safely, but Rachel's extension was still in | :06:40. | :06:43. | |
a shocking state with an unfinished roof and missing windows. | :06:44. | :06:48. | |
We were now five of us living within two bedrooms. | :06:49. | :06:52. | |
We were just living in a building site - it was a mess. | :06:53. | :06:58. | |
Andrew phoned us when she was two and a half weeks old. | :06:59. | :07:02. | |
He said that he would no longer be returning to do any of the work | :07:03. | :07:05. | |
and if we wanted any of our money back that we paid him, | :07:06. | :07:09. | |
Rachel and Stuart were then forced to find new builders to | :07:10. | :07:14. | |
After battling with Kelland's insurers, Emma Jane received ?13,000 | :07:15. | :07:21. | |
But finishing the building work will still cost her many thousands more. | :07:22. | :07:30. | |
I'd like it to be over, to be honest. | :07:31. | :07:34. | |
Really, it's the worst decision of my life to trust Andrew Kelland. | :07:35. | :07:41. | |

Well, he's sent us lots of e-mails blaming | :07:59. | :08:01. | |
delays with planning permission and saying Emma Jane then expected | :08:02. | :08:05. | |
That's why he says he kept the ?5,000 she paid him | :08:06. | :08:10. | |
He's also refusing to accept responsibility for her dodgy boiler | :08:11. | :08:16. | |
because he says another plumber worked on it after it was fitted. | :08:17. | :08:21. | |
As for Rachel's extension, he said he couldn't finish it after her | :08:22. | :08:24. | |
Andrew Kelland has now left south Wales and headed | :08:25. | :08:31. | |
across the sea to Ireland, but I've got plenty more questions for him. | :08:32. | :08:35. | |

was convinced by the same sales team from Liverpool to move | :19:56. | :19:57. | |
his pension to a scheme called the Henley Retirement Benefit Scheme. | :19:58. | :20:04. | |
In total, the two pension schemes got hundreds | :20:05. | :20:11. | |
of people like Graham and Des to invest nearly ?20 million. | :20:12. | :20:16. | |
Well, now, a High Court judge in Manchester has described | :20:17. | :20:20. | |
the schemes as "illegitimate" and the companies which persuaded | :20:21. | :20:22. | |
The Official Receiver is now trying to trace any assets | :20:23. | :20:27. | |
Now, you might think that booking valet parking at the airport would | :20:28. | :20:39. | |
But some customers of a Gatwick based firm have had a bumpy ride! | :20:40. | :20:48. | |
When you leave your car at the airport, you trust the | :20:49. | :20:58. | |
parking company to take good care of it, to park it safely and securely. | :20:59. | :21:02. | |
And for it to be in the same condition when you | :21:03. | :21:05. | |
Or at least, that's how it should be! | :21:06. | :21:15. | |
Whilst most airport parking companies have no problem looking | :21:16. | :21:17. | |

Valet parking company Absolute Meet and Greet is based near | :21:21. | :21:31. | |
The website boasts that they give "commitment" and "confidence" to | :21:32. | :21:37. | |
But we have heard from people who think otherwise. | :21:38. | :21:41. | |
When they've come to pick up their vehicles after their holiday, | :21:42. | :21:44. | |
they weren't quite the same as they were before. | :21:45. | :21:47. | |
Kelly Owen and her family from Bridgend used Absolute Meet | :21:48. | :22:01. | |
and Greet Parking when they booked a holiday to Florida in May. | :22:02. | :22:06. | |
To Kelly, it seemed a perfect stress-free option. | :22:07. | :22:08. | |
So when you arrived at the airport what was | :22:09. | :22:10. | |
They took photos because normally they do a handwritten inspection, | :22:11. | :22:14. | |
which we thought was quite good, because they had the proof then. | :22:15. | :22:17. | |
And we were literally minutes and took the car and we were | :22:18. | :22:23. | |
The family had a great holiday in the States. | :22:24. | :22:27. | |
And when they returned to Gatwick, Absolute Meet | :22:28. | :22:29. | |
and Greet were waiting for them with Kelly's beloved Mercedes E Class. | :22:30. | :22:34. | |
We literally put all the luggage in the car, | :22:35. | :22:36. | |
We just couldn't wait to get home, cos we had another three-hour | :22:37. | :22:46. | |
When did you first realise that there was a problem with the car? | :22:47. | :22:51. | |
When we got to the Severn Bridge, a motor bike pulled alongside us | :22:52. | :22:54. | |
and was beeping and frantically waving and... | :22:55. | :22:55. | |
he pulled us over and said, "Your bonnet's open, your bonnet's open. | :22:56. | :22:58. | |
When she got home, Kelly had a closer look | :22:59. | :23:02. | |
at the car and was horrified to discover a trail of damage. | :23:03. | :23:06. | |
It seemed that someone had tried to repair it...badly. | :23:07. | :23:08. | |
The first time I spotted it, it was here where the badge had been taken | :23:09. | :23:12. | |
off and glued back on and there was all runs down there and there was | :23:13. | :23:16. | |
a dent in the door here and that had actually split along there. | :23:17. | :23:19. | |
And the bonnet looked like it was open by that much of a | :23:20. | :23:26. | |
gap and you could see then that all the wing was a slightly different | :23:27. | :23:31. | |
And the further you looked, you could just see more and more damage. | :23:32. | :23:36. | |
But, because Kelly had signed a form to say she'd checked her car | :23:37. | :23:40. | |
when she collected it, Absolute Meet and Greet weren't keen to help. | :23:41. | :23:43. | |
After a number of phone calls, eventually | :23:44. | :23:50. | |
the manager rung me back two days later and denied it immediately. | :23:51. | :23:57. | |
I asked him for the photos of the vehicle that they took. | :23:58. | :24:00. | |
And since then myself and the insurance company have had | :24:01. | :24:03. | |
But, instead of giving up, Kelly turned detective. | :24:04. | :24:10. | |
I started to do some investigation work to find out who repaired | :24:11. | :24:14. | |
Kelly phoned around garages near Gatwick Airport | :24:15. | :24:20. | |
and found that a replacement grill for a Mercedes with her exact number | :24:21. | :24:23. | |
plate had been purchased whilst she was out of the country. | :24:24. | :24:27. | |
Kelly gave her evidence to her insurer, so they could claim | :24:28. | :24:30. | |
But the company still denied it and refused to pay up. | :24:31. | :24:35. | |
How much was the repair damage for the car? | :24:36. | :24:39. | |
So, a one-off mistake by Absolute Meet and Greet? | :24:40. | :24:46. | |
X-Ray has found more complaints from customers claiming to have had | :24:47. | :24:53. | |
their cars damaged after leaving them with the company. | :24:54. | :24:56. | |
He booked Absolute Meet and Greet for his family holiday | :24:57. | :25:00. | |
Unfortunately, the day before he was due to travel, | :25:01. | :25:05. | |
The car was safe to drive, just now dented and scratched. | :25:06. | :25:10. | |
When we picked the car up, everything was as normal. | :25:11. | :25:15. | |
You know, why would I, really, knowing it was damaged? | :25:16. | :25:18. | |
Signed the form as quickly as possible, as most holiday makers | :25:19. | :25:21. | |
But the next morning, Carwyn was in for a shock when he looked | :25:22. | :25:29. | |
The wing was the wrong colour, the doors didn't shut properly, | :25:30. | :25:33. | |
There was a rattle on the front on the wing mirror and, obviously, then | :25:34. | :25:38. | |
you start worrying about whether there's been more damage to the car | :25:39. | :25:41. | |
than the dents and the knocks that had happened to it previously. | :25:42. | :25:44. | |
And, bizarrely, the dents and scratches caused by the lorry | :25:45. | :25:53. | |
A car that was dropped off already damaged appeared to be | :25:54. | :26:02. | |
Could someone at Absolute Meet and Greet thought they had caused the | :26:03. | :26:09. | |
Well, that's certainly what Carwyn thinks. | :26:10. | :26:13. | |
My insurers, they had to strip back everything that had been done to | :26:14. | :26:16. | |
check that the car was alright to kind of re-repair it, so it did cost | :26:17. | :26:21. | |
Luckily for Carwyn, his insurers covered the cost. | :26:22. | :26:25. | |
But, in Bridgend, Kelly wasn't so lucky. | :26:26. | :26:29. | |
