Parking tickets. Always annoying and

future is ruined just because we

companies and end up in court. Joel

Last Christmas, he was ill for

doctor out. He told me to go and get
an x-ray because he thought I had | 0:02:33 | 0:02:37 | |
bronchitis. In early January, Joe
went for his x-ray. And Barry | 0:02:37 | 0:02:45 | |
Hospital, parking for patient is
free. Joe followed the instructions | 0:02:45 | 0:02:53 | |
on the parking signs. When he
registered at reception, things were | 0:02:53 | 0:02:58 | |
not straightforward. A man came past
and said it was playing up, so I did | 0:02:58 | 0:03:05 | |
it twice. Believed he had registered
for the free parking, Joe had his | 0:03:05 | 0:03:12 | |
x-ray and went home. At just over a
week later, he was shocked to | 0:03:12 | 0:03:17 | |
receive a letter demanding £70. Joe
knew he had not stayed too long, so | 0:03:17 | 0:03:24 | |
began to suspect that something went
wrong when he tried to register his | 0:03:24 | 0:03:29 | |
car. Malfunction if you like, a
mishap. Faulty equipment, I don't | 0:03:29 | 0:03:34 | |
know what it was. There was no
receipt, I cannot prove that part, | 0:03:34 | 0:03:41 | |
although I know I did it. Joe
appealed against the charge, but | 0:03:41 | 0:03:47 | |
parking I turned down the appeal.
Confused by the system, he replied | 0:03:47 | 0:03:55 | |
to them. The cast the case on a debt
collection company who began sending | 0:03:55 | 0:04:00 | |
letters. To me, it was threatening.
Pay up or else. And the else being I | 0:04:00 | 0:04:06 | |
could finish up in court, it could
damage my credit rating, I would | 0:04:06 | 0:04:11 | |
have to pay their fees, costs and
still pay the fine. Which has now | 0:04:11 | 0:04:17 | |
gone up and retired, I'm prepared to
go and sit in court all day if | 0:04:17 | 0:04:23 | |
necessary to go and argue my case.
It seems more and more people are | 0:04:23 | 0:04:28 | |
now ending up in court. When they
refused to pay parking charges or | 0:04:28 | 0:04:34 | |
try to argue their case. With the
risk of damaging their credit | 0:04:34 | 0:04:37 | |
rating. That is because two years
ago, Parking Eye won a legal battle | 0:04:37 | 0:04:51 | |
in the court against a chip shop
owner. She argued the charges run in | 0:04:51 | 0:04:57 | |
fear after he overstayed in one of
the car parks. Until that point, | 0:04:57 | 0:05:02 | |
some drivers thought it might have
been safe to ignore warnings from | 0:05:02 | 0:05:08 | |
private parking firms. But since
then, there has been a big increase | 0:05:08 | 0:05:11 | |
in the number of people ending up in
court. Two years ago, there were | 0:05:11 | 0:05:18 | |
just 127 cases across Wales' County
Courts. So far this year, there has | 0:05:18 | 0:05:26 | |
been 593 cases. In Cardiff, 40 cases
in 2015 has gone up to 145 this | 0:05:26 | 0:05:33 | |
year. And in Swansea, numbers have
soared from three to 204 so far this | 0:05:33 | 0:05:40 | |
year. It seems almost certain, with
all parking cases going to court, | 0:05:40 | 0:05:48 | |
more drivers will find themselves on
the wrong end of a court judgment. | 0:05:48 | 0:05:53 | |
Which is expensive to appeal and can
severely damage your credit rating. | 0:05:53 | 0:06:01 | |
Emma fears for her financial future.
Because when she went to a new dance | 0:06:01 | 0:06:07 | |
class last March, she accidentally
parked in the wrong place. I noticed | 0:06:07 | 0:06:13 | |
there was a sign on the front of the
shops saying parking and rear. It | 0:06:13 | 0:06:20 | |
was very dark. So I just pulled my
car, reversed it into a space and as | 0:06:20 | 0:06:33 | |
we walked out, we still didn't see
any signs. I went to the dance | 0:06:33 | 0:06:37 | |
class. I came back, got in my car
and drove off. The first Emma heard | 0:06:37 | 0:06:47 | |
of the parking company was three
months later. She received a letter | 0:06:47 | 0:06:52 | |
from their solicitors, threatening
court action unless she paid £160. I | 0:06:52 | 0:06:59 | |
phoned them. I said, I didn't
receive a ticket and I've had no | 0:06:59 | 0:07:07 | |
correspondence about this ticket. I
was shocked. Earlier this month, | 0:07:07 | 0:07:12 | |
Emma went to court. At the case was
adjourned. She is now planning to | 0:07:12 | 0:07:17 | |
fight her parking charge all the way
at the next hearing. I thought no, | 0:07:17 | 0:07:22 | |
I'm not paying out. It's not fear.
And not paying that amount of money | 0:07:22 | 0:07:27 | |
when I haven't done anything wrong.
As for Joe, he's waiting to hear | 0:07:27 | 0:07:34 | |
what will happen next. But he won't
give in without a fight. | 0:07:34 | 0:07:40 | |
Well, we've spoken to the parking
firms involved. Parking Eye told us | 0:07:40 | 0:07:46 | |
Joe did not enter his registration
number correctly and did not provide | 0:07:46 | 0:07:50 | |
any relevant information within the
time available. But they've just | 0:07:50 | 0:07:54 | |
reviewed his case again and say they
have cancelled Joe's charge as a | 0:07:54 | 0:08:00 | |
gesture of goodwill. As for Emma,

them. It was very doable. Susan

the day the bed was delivered in

problem but now Susan says they have

getting back to her. In the last

have tried to put things right but

have recommended that Susan take the

that is simulated, and people will

following directions from our

distracting, do they mean this road

will be trained to do it, the
examiner will programme the sat-nav | 0:24:14 | 0:24:19 | |
and the person will be expected to

checking the mirrors and keeping a

controversial manoeuvre that people

pull off on the right-hand side of

traffic, reverse and then drive out,

do, so it's getting realistic

realistic assessment into the test.
