Our first case involves a suspected unlawful subletting | 0:02:35 | 0:02:38 | |
which will take a simultaneous swoop by two sets of investigators | 0:02:38 | 0:02:42 | |

A married couple are the official tenants | 0:02:48 | 0:02:50 | |
at this two-bedroom flat in Poplar, East London. | 0:02:50 | 0:02:53 | |
But following a tip-off, investigations suggest that | 0:02:53 | 0:02:56 | |
they are actually living in this house, | 0:02:56 | 0:02:58 | |

Our next case uncovers the story of a woman who illegally | 0:18:01 | 0:18:04 | |
obtained a council property by assuming another person's identity. | 0:18:04 | 0:18:09 | |
And in addition to the property, over a 17-year period, | 0:18:10 | 0:18:13 | |
she fraudulently claimed over £150,000 worth of benefits. | 0:18:13 | 0:18:19 | |
This is Mosunmola Akintomide. | 0:18:19 | 0:18:22 | |
In 1994, she and her child moved into this three-bedroom | 0:18:22 | 0:18:25 | |
council house in Brixton, South London. | 0:18:25 | 0:18:28 | |
By 1999, she had three children and was claiming housing | 0:18:28 | 0:18:32 | |
and council tax benefits. | 0:18:32 | 0:18:34 | |
But all was not as it seemed. | 0:18:34 | 0:18:36 | |
Luke went to see Ben Marshall, Senior Housing Fraud Investigator | 0:18:38 | 0:18:42 | |
at Lambeth Council, to find out about this shocking case. | 0:18:42 | 0:18:45 | |
Ben was first alerted to a possible problem with this tenant, | 0:18:48 | 0:18:51 | |
Miss Akintomide, three years ago. | 0:18:51 | 0:18:54 | |
So, Ben, tell me how this case first came to you. | 0:18:54 | 0:18:56 | |
A colleague in the Department for Work and Pensions phoned me | 0:18:56 | 0:18:59 | |
to say that he was investigating a name, Mosunmola Akintomide. | 0:18:59 | 0:19:04 | |
He was investigating it because this person was claiming tax | 0:19:04 | 0:19:08 | |
credits and other Department for Work and Pension benefits. | 0:19:08 | 0:19:12 | |
When the Department for Work and Pensions | 0:19:14 | 0:19:16 | |
looked into Miss Akintomide's identity details, | 0:19:16 | 0:19:18 | |
the only person they could find on file with that name was a baby, | 0:19:18 | 0:19:22 | |
born in London in 1965. | 0:19:22 | 0:19:25 | |
But that baby had died when it was only a few months old. | 0:19:26 | 0:19:28 | |
Ben wanted to find out more about his tenant | 0:19:30 | 0:19:32 | |
and why she seemed to be using the identity of a person | 0:19:32 | 0:19:35 | |
who was born 50 years ago and had died in infancy. | 0:19:35 | 0:19:39 | |
Well, what I really needed to do was to look in good | 0:19:39 | 0:19:42 | |
detail at the records that we held in the building, first of all. | 0:19:42 | 0:19:46 | |
So, going into our computer records, pulling up the files, | 0:19:46 | 0:19:49 | |
pulling up her tenancy agreement. | 0:19:49 | 0:19:51 | |
Miss Akintomide, using her fake ID, claimed for housing and benefits, | 0:19:51 | 0:19:56 | |
stating that she had three children. | 0:19:56 | 0:19:59 | |
But when Ben did a search on her home address, he found a fourth | 0:19:59 | 0:20:02 | |
child to be living there, but that child's mother had a different name. | 0:20:02 | 0:20:07 | |
I made enquiries around that child and I contacted the school, | 0:20:07 | 0:20:09 | |
for example. And they were unaware of siblings for the child. | 0:20:09 | 0:20:14 | |
And this child's mother was someone called Catherine Edward. | 0:20:14 | 0:20:20 | |
Further checks showed that Miss Akintomide | 0:20:20 | 0:20:22 | |
and Catherine Edward had the same mobile number | 0:20:22 | 0:20:24 | |
and were living at the same address. | 0:20:24 | 0:20:27 | |
Could they be one and the same person? | 0:20:27 | 0:20:30 | |
It was time to go and visit Mosunmola Akintomide. | 0:20:30 | 0:20:33 | |
So, in November 2013 I think it was, | 0:20:34 | 0:20:36 | |
we decided we'd gathered sufficient evidence, | 0:20:36 | 0:20:40 | |
and we went in with the police and found that there was a lady there. | 0:20:40 | 0:20:45 | |
She told us at the time, I think, that her name was Catherine Edward. | 0:20:46 | 0:20:51 | |
She sat very quietly, very sombre, | 0:20:51 | 0:20:53 | |
whilst we were looking through the property, and it was really | 0:20:53 | 0:20:56 | |
when we started to find all the documents, for example, | 0:20:56 | 0:20:59 | |
-the NHS letters in both names... -Sure. | 0:20:59 | 0:21:02 | |
..all kinds of bank accounts in both | 0:21:02 | 0:21:05 | |
names, which really led me to think, "Well, we are right. Absolutely. | 0:21:05 | 0:21:09 | |
"She's one person using two identities." | 0:21:09 | 0:21:12 | |
Ben also found the birth certificates for her children. | 0:21:12 | 0:21:15 | |
Three of them were registered with | 0:21:15 | 0:21:17 | |
their mother's name of Mosunmola Akintomide, | 0:21:17 | 0:21:19 | |
the fourth, with the mother's name, Catherine Edward. | 0:21:19 | 0:21:22 | |
Is this person Catherine Edward then? | 0:21:23 | 0:21:25 | |
And she's been using the dead baby's... | 0:21:25 | 0:21:28 | |
-As it turns out, she claims to be Catherine Edward. -Right. -So... | 0:21:28 | 0:21:34 | |
-You can't guarantee she is or...? -I cannot guarantee that she is. | 0:21:34 | 0:21:38 | |
But she claims to be Catherine Edward, | 0:21:38 | 0:21:40 | |
-a Nigerian national. -Right. | 0:21:40 | 0:21:43 | |
Ben started to piece together the jigsaw. | 0:21:43 | 0:21:45 | |
It seemed that Catherine Edward was born in Nigeria | 0:21:45 | 0:21:48 | |
but assumed the identity of Mosunmola Akintomide, | 0:21:48 | 0:21:51 | |
who was born in the UK, in order to get a council house | 0:21:51 | 0:21:54 | |
and claim benefits. | 0:21:54 | 0:21:56 | |
I'm sitting here really shocked that anyone would use | 0:21:58 | 0:22:01 | |
the identity of a dead person, let alone a dead baby, | 0:22:01 | 0:22:04 | |
to come and fraudulently get a council flat from you guys. | 0:22:04 | 0:22:08 | |
And you've just mentioned she was claiming | 0:22:08 | 0:22:09 | |
-benefits for the whole period of time? -Yeah, yeah. | 0:22:09 | 0:22:12 | |
And we added it up to £156,000. | 0:22:12 | 0:22:16 | |
-Gee, this is clearly not your average case, is it? -No, no. | 0:22:16 | 0:22:20 | |
This is one of the most serious | 0:22:20 | 0:22:23 | |
and fairly complex cases that I've dealt with. | 0:22:23 | 0:22:27 | |
The woman was arrested and interviewed under caution. | 0:22:27 | 0:22:30 | |
Now, she didn't answer any of our questions. | 0:22:30 | 0:22:33 | |
She decided not to comment about them. | 0:22:33 | 0:22:35 | |
And that was frustrating because I had many questions. | 0:22:35 | 0:22:38 | |
I really wanted to know, what did the children call her? | 0:22:38 | 0:22:42 | |
Which birthday did she celebrate, for example? | 0:22:42 | 0:22:45 | |
Because she had two different dates of birth, by a couple of years. | 0:22:45 | 0:22:48 | |
In September 2014, Lambeth Council took Catherine Edward to court | 0:22:48 | 0:22:53 | |
on criminal charges. | 0:22:53 | 0:22:55 | |
It's difficult to necessarily accept anything that she says, | 0:22:55 | 0:22:58 | |
given the nature of what she's done. | 0:22:58 | 0:23:00 | |
She was prosecuted in the Crown Court. | 0:23:00 | 0:23:05 | |
To her credit, she went along | 0:23:05 | 0:23:07 | |
and she pleaded guilty to | 0:23:07 | 0:23:12 | |
several offences in relation to the matter. | 0:23:12 | 0:23:15 | |
She was given a suspended prison sentence of two years | 0:23:15 | 0:23:18 | |
and ordered to serve 200 hours' community service. | 0:23:18 | 0:23:22 | |
In fairness, this is one of the biggest, | 0:23:22 | 0:23:25 | |
if not THE biggest overpayment amount. £156,000 is so much money. | 0:23:25 | 0:23:31 | |
I mean, that's in part due to the fact that it's 17 years' | 0:23:31 | 0:23:34 | |
worth of fraud. | 0:23:34 | 0:23:35 | |
And the fact that it does involve not only using a false ID, | 0:23:35 | 0:23:39 | |
this was a dead baby. | 0:23:39 | 0:23:41 | |
When interviewing Edward at the police station, | 0:23:41 | 0:23:44 | |
they left the question about the baby's identity | 0:23:44 | 0:23:46 | |
until towards the end. | 0:23:46 | 0:23:48 | |
We said, "Did you know it was a dead baby's ID...identity?" | 0:23:48 | 0:23:52 | |
And she didn't flinch, and that did leave me | 0:23:52 | 0:23:55 | |
feeling fairly cold about the whole matter. | 0:23:55 | 0:23:58 | |
Following successful criminal prosecution against | 0:23:58 | 0:24:01 | |
Catherine Edward, Lambeth Council are today pursuing | 0:24:01 | 0:24:04 | |
a civil case against her. | 0:24:04 | 0:24:06 | |
Luke is heading over to Lambeth County Court with Ben. | 0:24:06 | 0:24:09 | |
So, Ben, in terms of the case, we're just about to go to court today. | 0:24:09 | 0:24:14 | |

Well, the criminal court case finished over a year ago now. | 0:24:17 | 0:24:21 | |
And she was found guilty of several counts of fraud | 0:24:21 | 0:24:25 | |
for more than £156,000. That was to do with the benefit | 0:24:25 | 0:24:30 | |

Today is about the fact that she'd obtained | 0:24:32 | 0:24:34 | |
the tenancy by deception, effectively. | 0:24:34 | 0:24:38 | |
So, today, in simple terms, is all about getting the property back to | 0:24:38 | 0:24:43 | |
you guys, so you can then give it to someone who really needs it. | 0:24:43 | 0:24:46 | |
That's absolutely it, yeah. | 0:24:46 | 0:24:48 | |
It's a possession order hearing to establish exactly that. | 0:24:48 | 0:24:51 | |

Obviously, I think that kind of appropriating someone else's | 0:25:01 | 0:25:05 | |

You know, it's another way of somebody making | 0:25:11 | 0:25:14 | |
a gain out of somebody else's misfortune, actually. | 0:25:14 | 0:25:19 | |
It's the kind of thing that undermines | 0:25:19 | 0:25:20 | |
the whole social housing system, | 0:25:20 | 0:25:23 | |
so with it being in crisis already, I think | 0:25:23 | 0:25:26 | |
there should be moves made to make that very difficult. | 0:25:26 | 0:25:29 | |
Illegal subletting is a particular problem in London due to the | 0:25:30 | 0:25:34 | |
bigger gap between social housing rent and market rent. | 0:25:34 | 0:25:39 | |
The average rent for a two-bedroom social housing property | 0:25:39 | 0:25:41 | |
in London is £114 per week. | 0:25:41 | 0:25:44 | |
The average cost of renting a London flat or house from a private | 0:25:46 | 0:25:49 | |
landlord would be around £350 per week. | 0:25:49 | 0:25:53 | |
A raid in a development on Edgeware Road, Central London, | 0:25:54 | 0:25:57 | |
found that 61% of housing benefit claimants were | 0:25:57 | 0:26:00 | |
subletting their properties instead of living in them. | 0:26:00 | 0:26:03 | |
Another raid on a housing block in Westminster revealed | 0:26:05 | 0:26:08 | |
that 75% were illegally subletting their properties. | 0:26:08 | 0:26:11 | |

fraud manager Mike Frost, they admitted that people were staying | 0:26:32 | 0:26:35 | |
in their flat but denied that they'd been unlawfully subletting. | 0:26:35 | 0:26:39 | |

The woman was found to be subletting her flat in Edmonton, North London. | 0:37:21 | 0:37:26 | |
She had told the sub tenants that she was the owner of the property. | 0:37:26 | 0:37:30 | |
After pleading guilty to the subletting | 0:37:31 | 0:37:33 | |
and admitting charges in relation to benefit fraud... | 0:37:33 | 0:37:36 | |
..and was ordered to undertake 250 hours of unpaid work. | 0:37:39 | 0:37:43 | |
Since that first successful prosecution, | 0:37:45 | 0:37:47 | |
many more cases of subletting have been taken through the court. | 0:37:47 | 0:37:50 | |
But there's more than one way the law can be used to stop | 0:37:50 | 0:37:54 | |

Nigel Brown is a fraud manager at the Royal Borough of Greenwich. | 0:37:57 | 0:38:01 | |
He was part of the team investigating the case of Arri Omar. | 0:38:04 | 0:38:07 | |
Mr Omar should have been living at this one-bedroom flat | 0:38:09 | 0:38:12 | |
in Abbey Wood, a suburban area of South East London. | 0:38:12 | 0:38:15 | |
But he was actually building a life for himself here, in Norway. | 0:38:18 | 0:38:21 | |
Mr Omar obtained the tenancy from us in 2009. | 0:38:23 | 0:38:26 | |
In late 2014, we received an anonymous tip-off to say that | 0:38:26 | 0:38:30 | |
Mr Omar was now living in Norway. | 0:38:30 | 0:38:33 | |
It was instantly thought at that point that the property, | 0:38:33 | 0:38:35 | |
maybe he'd abandoned it and left it completely empty. | 0:38:35 | 0:38:39 | |
The team contacted the Norwegian government for help. | 0:38:39 | 0:38:42 | |
They were very helpful at the embassy. | 0:38:43 | 0:38:45 | |
And they led us to identify that Mr Omar was living in Norway | 0:38:45 | 0:38:50 | |
with his wife and his children. | 0:38:50 | 0:38:51 | |
The Norwegian government confirmed that Mr Arri Omar | 0:38:53 | 0:38:57 | |
had emigrated to Norway in February 2014. | 0:38:57 | 0:39:00 | |
It was discovered that he was also working for a car care company | 0:39:00 | 0:39:03 | |
in Norway. But despite living and working over there, | 0:39:03 | 0:39:07 | |
Mr Omar still had links to the property in Greenwich. | 0:39:07 | 0:39:10 | |
Financial checks on the address appeared to show that Mr Omar | 0:39:10 | 0:39:13 | |
was still living at the property in our borough. | 0:39:13 | 0:39:16 | |
He had several bank accounts. | 0:39:16 | 0:39:18 | |
He had various other loans and what have you going on. | 0:39:18 | 0:39:22 | |
Under the Prevention Of Social Housing Fraud Act 2013, | 0:39:22 | 0:39:26 | |
the tenant's bank accounts could be requested. | 0:39:26 | 0:39:29 | |
We obtained his bank accounts, | 0:39:29 | 0:39:31 | |
and from there, we were able to see regular payments | 0:39:31 | 0:39:34 | |
coming in from another account of about £500 a month. | 0:39:34 | 0:39:39 | |
Now, that appeared to be rent. | 0:39:39 | 0:39:41 | |
In fact, when you analyse the accounts more, | 0:39:41 | 0:39:43 | |
one payment was actually called rent. | 0:39:43 | 0:39:45 | |
Therefore, it gave a good indication that maybe this was sublet. | 0:39:45 | 0:39:49 | |
We visited the property on a few occasions, but obtained no response. | 0:39:49 | 0:39:54 | |
The fraud team at the Royal Borough of Greenwich | 0:39:54 | 0:39:56 | |
wanted to speak to Arri Omar, but without alerting him to the | 0:39:56 | 0:39:59 | |
fact that they knew he was living abroad. | 0:39:59 | 0:40:01 | |
Their only option was to try to entice him back to the UK. | 0:40:01 | 0:40:05 | |
We thought the only way to deal with this matter would be to write | 0:40:05 | 0:40:08 | |
to Mr Omar at his home address | 0:40:08 | 0:40:10 | |
and ask him to meet us at the property | 0:40:10 | 0:40:12 | |
for a routine kind of residential visit. | 0:40:12 | 0:40:15 | |
A few days after, he rang us from a Norwegian number and arranged | 0:40:15 | 0:40:19 | |
another date more convenient to him for us to come and visit. | 0:40:19 | 0:40:24 | |
Arri Omar had agreed on a date for the council to go and visit him. | 0:40:24 | 0:40:27 | |
He was unaware, however, that they | 0:40:27 | 0:40:29 | |
knew that he was no longer living there. | 0:40:29 | 0:40:31 | |
He was also unaware that they would be arriving at the property | 0:40:31 | 0:40:34 | |
with the police. | 0:40:34 | 0:40:36 | |
This is where Mr Omar had his one-bedroom flat. | 0:40:36 | 0:40:39 | |
And on the 5th June, we turned up here with the police to meet him. | 0:40:39 | 0:40:42 | |
Mr Omar was surprised we'd attended with the police. | 0:40:42 | 0:40:45 | |
But nevertheless, a search of his premises took place. | 0:40:45 | 0:40:48 | |
The police arrested and charged Arri Omar | 0:40:48 | 0:40:51 | |
with fraud by false representation. | 0:40:51 | 0:40:53 | |
Powers under the Police And Criminal Evidence Act allowed them | 0:40:54 | 0:40:57 | |
to search the premises for evidence of the subletting | 0:40:57 | 0:41:00 | |
and for further proof that Mr Omar was indeed living in Norway. | 0:41:00 | 0:41:04 | |
Basically, they listed various things that they found | 0:41:04 | 0:41:07 | |
in the property, which were a holdall in the wardrobe that | 0:41:07 | 0:41:09 | |
Mr Omar placed in there, containing Norwegian travel documents, | 0:41:09 | 0:41:13 | |
his Norwegian currency. | 0:41:13 | 0:41:15 | |
There was a wallet containing credit cards from Norway | 0:41:15 | 0:41:18 | |
and his ones from the UK. | 0:41:18 | 0:41:20 | |
It was obvious that Mr Omar was not living at the property. | 0:41:20 | 0:41:23 | |
In the flat, we found possessions belonging to other people, | 0:41:23 | 0:41:27 | |
which included the people that were subletting from Mr Omar. | 0:41:27 | 0:41:29 | |
Also in his possession, we found some flight arrangements, | 0:41:29 | 0:41:32 | |
his boarding pass which showed that he had flown in the day | 0:41:32 | 0:41:34 | |
before just to meet us on the day. | 0:41:34 | 0:41:37 | |
The evidence against Arri Omar was stacking up. | 0:41:37 | 0:41:40 | |
Nigel's team made contact with the suspected subtenant, | 0:41:40 | 0:41:43 | |
who confirmed that he had been paying rent to Mr Omar. | 0:41:43 | 0:41:46 | |
Two weeks after the arrest, | 0:41:46 | 0:41:47 | |
Mr Omar turned up at the council offices and signed | 0:41:47 | 0:41:50 | |
a termination notice, giving the flat back to the | 0:41:50 | 0:41:53 | |
Royal Borough of Greenwich. | 0:41:53 | 0:41:55 | |
Arri Omar appeared at Bexley Magistrates Court | 0:41:55 | 0:41:58 | |
in October 2015, on one charge of benefit fraud under the | 0:41:58 | 0:42:02 | |
Social Security Administration Act. | 0:42:02 | 0:42:05 | |
He pleaded guilty and was sentenced to 16 weeks' imprisonment, | 0:42:05 | 0:42:09 | |
suspended for 12 months. | 0:42:09 | 0:42:10 | |
He was also ordered to pay back housing benefits that he'd received. | 0:42:10 | 0:42:15 | |
Mr Omar's now got himself a criminal record, | 0:42:15 | 0:42:17 | |
he's got to pay us our money back for the housing benefit fraud, | 0:42:17 | 0:42:20 | |
but more important than that, | 0:42:20 | 0:42:21 | |
we've got a lovely property back | 0:42:21 | 0:42:23 | |
for someone who actually deserves to have it. | 0:42:23 | 0:42:26 | |
For every tenancy cheat that's uncovered and every property | 0:42:27 | 0:42:30 | |
that's reclaimed, that's one less family on the waiting list. | 0:42:30 | 0:42:33 | |
