This is the lovely seaside resort of Broadstairs in Kent and it was here | 0:02:27 | 0:02:31 | |
that council investigators embarked on a three-month surveillance | 0:02:31 | 0:02:35 | |
operation that helped uncover a £150,000 fraud | 0:02:35 | 0:02:40 | |
and an audacious attempt to obtain a highly sought-after social housing property. | 0:02:40 | 0:02:47 | |
This lady, struggling into the Royal Borough of Greenwich Council offices, | 0:02:49 | 0:02:53 | |
is 56-year-old Lisa White. | 0:02:53 | 0:02:56 | |
Mrs White was completely disabled, unable to walk unaided, | 0:02:56 | 0:03:01 | |
needed an oxygen tank and on one occasion she had told the medical team here | 0:03:01 | 0:03:06 | |
in the social services that she only had three years to live. | 0:03:06 | 0:03:09 | |
Lisa White is in the process of applying to Greenwich | 0:03:09 | 0:03:12 | |
for a specially adapted council property. | 0:03:12 | 0:03:15 | |
What she doesn't realise is that she's already under investigation by | 0:03:16 | 0:03:19 | |
Greenwich Council's fraud team. | 0:03:19 | 0:03:21 | |
The story began three months earlier. Greenwich | 0:03:26 | 0:03:31 | |
is handsome borough on the banks of the River Thames which boasts a | 0:03:31 | 0:03:34 | |
wealth of history and heritage. | 0:03:34 | 0:03:36 | |
But at any time there can be up to 16,000 people on the social housing waiting list here. | 0:03:36 | 0:03:42 | |
Counter-fraud manager Nigel Brown works for the Royal Borough of Greenwich. | 0:03:42 | 0:03:47 | |
When the team carried out a routine check of all their benefit claimants, | 0:03:47 | 0:03:51 | |
Lisa White was on the list. | 0:03:51 | 0:03:54 | |
In total, she was receiving about £600, £700 a week in various benefits. | 0:03:54 | 0:03:59 | |
They did a financial review on her account to make sure that she was still | 0:03:59 | 0:04:03 | |
entitled to the money that was being paid to her. | 0:04:03 | 0:04:05 | |
A large proportion of the benefits Lisa White received was to pay | 0:04:05 | 0:04:09 | |
for full-time disability care. | 0:04:09 | 0:04:11 | |
But when authorities examined invoices from her carer, | 0:04:11 | 0:04:14 | |
they discovered that he was living 70 miles away from her in Broadstairs, Kent. | 0:04:14 | 0:04:19 | |
I'm no expert on travel, but I know that if I was to be travelling from | 0:04:20 | 0:04:23 | |
Broadstairs every day to come and care for Mrs White every day, | 0:04:23 | 0:04:27 | |
as she was reporting to be done, that would be a journey and a half. | 0:04:27 | 0:04:30 | |
It would take you longer to get up here every day than it would to do the work, | 0:04:30 | 0:04:33 | |
so that just really wasn't feasible. | 0:04:33 | 0:04:36 | |
Mrs White's file was passed on to Nigel's fraud team and amongst all | 0:04:36 | 0:04:39 | |
the paperwork, one name stood out. | 0:04:39 | 0:04:42 | |
On here, it shows that her carer is Andrew White and what we found was, | 0:04:42 | 0:04:48 | |
when we did a credit check on Mr White... | 0:04:48 | 0:04:50 | |
..it became apparent that he had various links to Lisa White, so they | 0:04:52 | 0:04:56 | |
appeared to be maybe together in some way. | 0:04:56 | 0:04:59 | |
And we found that, | 0:04:59 | 0:05:00 | |
yes, he was related, he was her husband and they had married in 1984. | 0:05:00 | 0:05:04 | |
When investigators analysed Andrew White's property records, | 0:05:04 | 0:05:07 | |
they made a shocking discovery. | 0:05:07 | 0:05:10 | |
We then looked at the address that we had held for him in Broadstairs | 0:05:10 | 0:05:13 | |
and we found that in July 2007 | 0:05:13 | 0:05:16 | |
both he and Mrs White had purchased a property on a mortgage and they | 0:05:16 | 0:05:21 | |
were, by all effects, by all we could see, | 0:05:21 | 0:05:24 | |
living in Broadstairs as a couple. | 0:05:24 | 0:05:25 | |
Lisa White had told authorities that she was disabled and struggling with | 0:05:25 | 0:05:29 | |
an elderly mother in a one-bedroomed council flat in Greenwich. | 0:05:29 | 0:05:33 | |
However, it was becoming clear that Lisa White wasn't living | 0:05:33 | 0:05:37 | |
in London but residing in Broadstairs. | 0:05:37 | 0:05:41 | |
When investigators dug deeper, | 0:05:41 | 0:05:43 | |
the evidence suggested that it wasn't just her living arrangements | 0:05:43 | 0:05:46 | |
that she'd been lying about. | 0:05:46 | 0:05:49 | |
We did some more checks and it soon came up that Lisa White was connected, | 0:05:49 | 0:05:54 | |
not only to the address that she was living at with her husband, | 0:05:54 | 0:05:57 | |
but also linked to the Bandstand in Broadstairs, | 0:05:57 | 0:06:01 | |
and also the White House Cafe. | 0:06:01 | 0:06:03 | |
During the spring and summer, | 0:06:04 | 0:06:06 | |
the Bandstand Kiosk and the White House Cafe in the centre of Broadstairs | 0:06:06 | 0:06:10 | |
are thriving businesses, serving locals and tourists alike. | 0:06:10 | 0:06:14 | |
A quick check online suggested that these flourishing | 0:06:14 | 0:06:17 | |
businesses were run by none other than Lisa and Andrew White. | 0:06:17 | 0:06:21 | |
We found several online reviews in relation to how Lisa White | 0:06:22 | 0:06:26 | |
and Andrew White, husband and wife, were together and running this | 0:06:26 | 0:06:29 | |
business and had done for many years, | 0:06:29 | 0:06:32 | |
so of course we were thinking, if this lady is as bad as she seems, | 0:06:32 | 0:06:35 | |
ie, she couldn't lift a cup of tea or walk unaided or would need a | 0:06:35 | 0:06:39 | |
wheelchair to be outside to manoeuvre herself around, | 0:06:39 | 0:06:42 | |
how could she be running a cafe and a bandstand? | 0:06:42 | 0:06:45 | |
Since 2009, Mrs White had been claiming disability benefits | 0:06:48 | 0:06:52 | |
and high rate income support | 0:06:52 | 0:06:54 | |
along with financial support for medical prescriptions and a host | 0:06:54 | 0:06:57 | |
of disability care payments. | 0:06:57 | 0:06:59 | |
In total, authorities calculated that Lisa White may have fraudulently claimed | 0:07:01 | 0:07:05 | |
more than £150,000 in unentitled benefits. | 0:07:05 | 0:07:09 | |
We needed to look closer to see if we were being defrauded completely, | 0:07:12 | 0:07:16 | |
and that's what we did. | 0:07:16 | 0:07:17 | |
We applied to the Magistrates' Court for surveillance and we were agreed | 0:07:17 | 0:07:23 | |
on a period of three months to undertake surveillance down in Broadstairs. | 0:07:23 | 0:07:26 | |
Later... | 0:07:28 | 0:07:29 | |
It all happened, started happening very quickly. | 0:07:29 | 0:07:31 | |
..a surveillance team begins to gather shocking evidence against Lisa White. | 0:07:31 | 0:07:36 | |
I could have fell off the chair, really, | 0:07:36 | 0:07:38 | |
because you just don't expect someone to be this brazen. | 0:07:38 | 0:07:41 | |
It was like we had hit a gold mine. | 0:07:41 | 0:07:43 | |
In some cases, | 0:07:48 | 0:07:49 | |
tenancy cheats are identified and brought to justice in a matter of months. | 0:07:49 | 0:07:54 | |
In others it could take years. But however long it takes, | 0:07:54 | 0:07:57 | |
the message from housing investigators is clear. | 0:07:57 | 0:08:00 | |
There is no hiding place. | 0:08:00 | 0:08:02 | |
They will track you down and they will get those properties back. | 0:08:02 | 0:08:06 | |

The cat-and-mouse game this tenancy cheat played with authorities lasted | 0:08:18 | 0:08:22 | |
more than a decade and cost the taxpayer nearly £200,000. | 0:08:22 | 0:08:27 | |
Counter-fraud manager Oliver Knight was in charge of the investigation. | 0:08:29 | 0:08:32 | |
So, Oliver, let's go back to the very beginning. | 0:08:32 | 0:08:35 | |
When did Duhane Hall first apply for a council flat? | 0:08:35 | 0:08:38 | |
He initially applied for a council property in 2005, | 0:08:38 | 0:08:43 | |
approached the council and basically needed accommodation. | 0:08:43 | 0:08:45 | |
When authorities checked the application everything seemed in order. | 0:08:45 | 0:08:50 | |
He provided his circumstances, explaining that he needed accommodation, | 0:08:50 | 0:08:53 | |
he'd come from Jamaica and he was living on his own. | 0:08:53 | 0:08:56 | |
-Perfectly legitimate as far as we were concerned at that time. -Yeah. | 0:08:56 | 0:09:00 | |
-So, no alarm bells, it just seemed perfectly genuine. -No. | 0:09:00 | 0:09:02 | |
Provided sufficient identification, it all seemed above board. | 0:09:02 | 0:09:07 | |
As a non-UK citizen Mr Hall was required to provide proof that not only | 0:09:07 | 0:09:12 | |
was he eligible for social housing, | 0:09:12 | 0:09:14 | |
but that he was also a permanent resident in the UK. | 0:09:14 | 0:09:17 | |
This required Home Office approval, | 0:09:17 | 0:09:19 | |
with an official stamp as well as a fully stamped and approved passport. | 0:09:19 | 0:09:23 | |
Duhane Hall was able to provide everything required by Sandwell Council. | 0:09:23 | 0:09:27 | |
As well as the application | 0:09:27 | 0:09:29 | |
he provided documentation from the Home Office | 0:09:29 | 0:09:32 | |
explaining he had indefinite leave to remain in the United Kingdom | 0:09:32 | 0:09:35 | |
and a Jamaican passport which was also stamped with indefinite leave | 0:09:35 | 0:09:40 | |
to remain in the United Kingdom. | 0:09:40 | 0:09:41 | |
And looking through this documentation, again that seemed completely above board? | 0:09:41 | 0:09:45 | |
Above board and no alarm bells suggested anything untoward. | 0:09:45 | 0:09:50 | |
The council concluded that having left Jamaica and secured indefinite leave to remain | 0:09:52 | 0:09:56 | |
the UK, Duhane Hall was in genuine need of support. | 0:09:56 | 0:10:00 | |
In 2005 they approved his application to join the housing waiting list. | 0:10:00 | 0:10:05 | |
In Sandwell we have got almost 29,000 council properties, but we | 0:10:05 | 0:10:09 | |
still have 7,000 people, approximately, on the waiting list, | 0:10:09 | 0:10:12 | |
so it's all about trying to get the properties to the right people. | 0:10:12 | 0:10:16 | |
Over four years later Duhane Hall struck gold and was handed | 0:10:19 | 0:10:22 | |
the keys to his very own one-bedroom | 0:10:22 | 0:10:23 | |
flat just six miles west of Birmingham in Oldbury. | 0:10:23 | 0:10:27 | |
A one-bedroom flat, it's sought-after, isn't it? | 0:10:31 | 0:10:33 | |
It is, yeah, and obviously the location that it's in, | 0:10:33 | 0:10:35 | |
it's not too far away from the bigger city, so it was a good location for him. | 0:10:35 | 0:10:42 | |
Satisfied that Duhane Hall's needs had been met, the council moved on | 0:10:42 | 0:10:46 | |
to focus their efforts on the next applicant needing support. | 0:10:46 | 0:10:50 | |
As far as Duhane Hall was concerned, the case was closed. | 0:10:50 | 0:10:53 | |
But a full decade later, in September 2015, everything changed. | 0:10:54 | 0:10:59 | |
Every two years we take part in the national data match that matches | 0:10:59 | 0:11:02 | |
records from all over the country, | 0:11:02 | 0:11:05 | |
including tenancy records, benefit records. | 0:11:05 | 0:11:09 | |
And it was this routine search that threw up something unusual. | 0:11:10 | 0:11:14 | |
According to the national data match, | 0:11:14 | 0:11:16 | |
Duhane Hall should never have been placed on the social housing waiting | 0:11:16 | 0:11:20 | |
list in the first place. | 0:11:20 | 0:11:22 | |
In fact, he should never even have been in the country. | 0:11:22 | 0:11:26 | |
According to the Home Office he had made repeated applications to remain | 0:11:26 | 0:11:30 | |
in the UK, all of which had been rejected. | 0:11:30 | 0:11:33 | |
It appeared that Duhane Hall had been an illegal UK resident since 2003. | 0:11:34 | 0:11:40 | |
So, how long was he actually living at that council property for? | 0:11:40 | 0:11:44 | |
He'd probably been living there almost ten years by this point. | 0:11:44 | 0:11:46 | |
So, ten years he was living under the radar, | 0:11:46 | 0:11:49 | |
-basically invisible to the authorities? -He was, yeah. | 0:11:49 | 0:11:52 | |
How had Duhane Hall managed to not only remain in the UK, | 0:11:52 | 0:11:56 | |
but fool Sandwell Council into granting him a one-bedroom property in one of | 0:11:56 | 0:12:00 | |
the most sought-after areas in the borough? | 0:12:00 | 0:12:03 | |

How does someone know how to do this? In my mind I'm just thinking, | 0:12:06 | 0:12:08 | |
"It's crazy." | 0:12:08 | 0:12:10 | |

But it wasn't a case of him just doing it on his own, | 0:12:14 | 0:12:16 | |
he must have had some kind of help. | 0:12:16 | 0:12:19 | |
Earlier, we learned how tenancy fraud officers from the Royal Borough of Greenwich | 0:12:28 | 0:12:32 | |
launched an investigation into 56-year-old Lisa White. | 0:12:32 | 0:12:36 | |
She claimed to be disabled and living in a one-bedroom property with an elderly mother. | 0:12:36 | 0:12:41 | |
So, in total she was receiving about £600, £700 per week. | 0:12:41 | 0:12:45 | |
In various benefits. | 0:12:45 | 0:12:46 | |
But investigators suspected that Mrs White was actually running a thriving | 0:12:46 | 0:12:51 | |
business at the Bandstand Kiosk in Broadstairs, Kent. | 0:12:51 | 0:12:54 | |
To confirm their suspicions, | 0:12:59 | 0:13:01 | |
a specialist fraud team began undercover surveillance. | 0:13:01 | 0:13:05 | |
The challenge for counter-fraud investigator Clive Parrish was to capture her on camera. | 0:13:05 | 0:13:11 | |
So, what had you been told about Mrs White? | 0:13:11 | 0:13:13 | |
Well, all the information and intelligence we had was that this was a woman who | 0:13:13 | 0:13:16 | |
was quite severely disabled. | 0:13:16 | 0:13:18 | |
She didn't go out unless she had a wheelchair and an oxygen tank. | 0:13:18 | 0:13:23 | |
She could only walk indoors with the aid of a stick. | 0:13:23 | 0:13:27 | |
That she was very breathless with her asthma | 0:13:27 | 0:13:30 | |
and some days could barely talk because of it. | 0:13:30 | 0:13:33 | |
So, you rocked up to this point, this was your, kind of, first surveillance point. | 0:13:33 | 0:13:38 | |
You've got the kiosk there. What were you expecting to see? | 0:13:38 | 0:13:40 | |
As soon as we arrived, and from the vantage point at the top we could | 0:13:40 | 0:13:45 | |
see that there was movement already. | 0:13:45 | 0:13:47 | |
It all happened, started happening very quickly. | 0:13:47 | 0:13:50 | |
Clive and his surveillance team began covert filming of the Bandstand Kiosk. | 0:13:50 | 0:13:55 | |
We got close enough to hear | 0:13:55 | 0:13:57 | |
the man that was there, who was her husband, call her Lisa and her call him | 0:13:57 | 0:14:04 | |
by his name, and so we very quickly worked out what we had. | 0:14:04 | 0:14:08 | |
-And that lady was Mrs White? -That lady turned out to be Mrs White. | 0:14:08 | 0:14:12 | |
The footage Clive's team captured was astonishing and proved once and | 0:14:15 | 0:14:19 | |

you can see that she is an able-bodied woman. | 0:14:26 | 0:14:29 | |

Lisa White, supposedly wheelchair-bound and severely disabled, | 0:14:31 | 0:14:35 | |
was in good health and able to run a thriving seaside cafe. | 0:14:35 | 0:14:41 | |
Obviously you reported back to the office, | 0:14:41 | 0:14:43 | |
they were waiting really with bated breath, weren't they, to see what you had managed to find? | 0:14:43 | 0:14:47 | |
-What was their reaction to it? -When we played back the footage, um... | 0:14:47 | 0:14:53 | |
people where amazed. | 0:14:53 | 0:14:55 | |
We were in the office here waiting, I certainly was, | 0:14:55 | 0:14:57 | |
eagerly waiting on the phone to see what they were going to find. | 0:14:57 | 0:15:01 | |
I wouldn't say there was bets on whether or not she was going to be | 0:15:01 | 0:15:04 | |
disabled or not, but it was certainly the feeling that it's going to be an interesting day. | 0:15:04 | 0:15:08 | |
The first day we're down there, if we see her, as to whether she is able to walk or not. | 0:15:08 | 0:15:12 | |
And it was amazing. | 0:15:12 | 0:15:14 | |
When they finally called me that day and gave me an update, well, | 0:15:14 | 0:15:17 | |
I could have fell off the chair, really, because you just don't expect. | 0:15:17 | 0:15:21 | |
Even though we had a | 0:15:21 | 0:15:23 | |
really huge inkling that this would be happening, | 0:15:23 | 0:15:25 | |

People just were open-mouthed in disbelief. | 0:15:28 | 0:15:32 | |
In order to build a case against Mrs White the investigators had to | 0:15:32 | 0:15:35 | |
demonstrate that her seemingly good health wasn't just a one-off. | 0:15:35 | 0:15:40 | |
They continued filming and in the days and weeks that followed, | 0:15:40 | 0:15:43 | |
Clive and the team captured footage of Mrs White walking to and from work, | 0:15:43 | 0:15:49 | |
serving customers, | 0:15:49 | 0:15:51 | |
and even visiting a cash-and-carry | 0:15:51 | 0:15:53 | |
to load up with supplies for the kiosk. | 0:15:53 | 0:15:56 | |
And all the time claiming thousands in disability benefits | 0:15:56 | 0:16:00 | |
whilst beginning the process of applying for a council flat. | 0:16:00 | 0:16:04 | |
It was like we had hit a gold mine | 0:16:04 | 0:16:06 | |
in terms of what we had hoped to find. | 0:16:06 | 0:16:09 | |
It was exactly what we had hoped. | 0:16:09 | 0:16:10 | |
I was outraged, the whole team were outraged, | 0:16:10 | 0:16:12 | |
this lady has been claiming this money for years and years. | 0:16:12 | 0:16:15 | |
She is not only getting our money as well, | 0:16:15 | 0:16:17 | |
she is also getting other money from the state, | 0:16:17 | 0:16:19 | |
no doubt she was getting all of her prescriptions free. | 0:16:19 | 0:16:22 | |
Everything else that you get as a disabled person, she was taking those away | 0:16:22 | 0:16:26 | |
from the genuine people that would get these benefits that are now being cut. | 0:16:26 | 0:16:30 | |
It was outrageous, really, it really was. | 0:16:30 | 0:16:33 | |

It was just blatant. It's an affront to disabled people. | 0:16:36 | 0:16:40 | |

She came in here as a full-blown actress, she deserved an Oscar | 0:16:49 | 0:16:53 | |

Earlier, investigators at Sandwell Council found out | 0:17:04 | 0:17:07 | |
Jamaican Duhane Hall had fraudulently obtained a social housing property | 0:17:07 | 0:17:11 | |

Duhane Hall then successfully applied for housing benefit, | 0:20:06 | 0:20:10 | |
council tax benefit and Jobseeker's Allowance. | 0:20:10 | 0:20:14 | |
Over a ten-year period, | 0:20:14 | 0:20:16 | |
Duhane Hall received an incredible £180,000 from the public purse. | 0:20:16 | 0:20:22 | |
And all the while living in a council property also obtained by deception. | 0:20:22 | 0:20:27 | |
It's absolute deliberate fraud, | 0:20:27 | 0:20:29 | |
this isn't the sort of stuff that comes about because there was a mistake, | 0:20:29 | 0:20:32 | |
somebody put the wrong date on the form or something, | 0:20:32 | 0:20:35 | |

In court he pleaded guilty to five counts of fraud by false representation, | 0:21:34 | 0:21:38 | |

The team immediately checked the CCTV footage of Mrs White's visit to the council offices. | 0:23:19 | 0:23:26 | |
What they witnessed was a consummate performance. | 0:23:26 | 0:23:31 | |
We then had footage of her coming in, supported by her husband, | 0:23:31 | 0:23:35 | |

She went, "All I want for Christmas," but she had pretty much got everything. | 0:25:59 | 0:26:03 | |
She'd got her nice little flat in Broadstairs, | 0:26:03 | 0:26:05 | |
another council flat she thought she was going to get up here, | 0:26:05 | 0:26:07 | |
her two businesses and a nice £37,000 mobility vehicle, | 0:26:07 | 0:26:11 | |
so I don't think she needed much more for Christmas that year. | 0:26:11 | 0:26:14 | |
In the end, it was Lisa White's own greed | 0:26:14 | 0:26:17 | |
that was to be her undoing. | 0:26:17 | 0:26:20 | |
So, really, her coming in here, | 0:26:20 | 0:26:22 | |
technically during the middle of our surveillance, | 0:26:22 | 0:26:24 | |
was a blessing in disguise, because it just showed the true level of how she | 0:26:24 | 0:26:28 | |
was pretending to be. It actually couldn't have gone any better. | 0:26:28 | 0:26:33 | |
By now investigators had been able to fully examine the extent of Mrs White's fraud. | 0:26:33 | 0:26:39 | |
What they uncovered amounted to a systematic abuse of the | 0:26:39 | 0:26:42 | |
benefits system stretching back more than six years. | 0:26:42 | 0:26:46 | |
Mrs White stole, that we could prove, just over £150,000. | 0:26:46 | 0:26:50 | |
Over a course of a few years she had been on cruises, | 0:26:50 | 0:26:53 | |
we found evidence she had been on cruises around the world. | 0:26:53 | 0:26:56 | |
In fact, even after she was arrested by the police and then bailed for | 0:26:56 | 0:26:59 | |
this, she then went on a £9,000 cruise, | 0:26:59 | 0:27:02 | |
so she clearly didn't have any remorse at all for the taxpayer that she'd stolen | 0:27:02 | 0:27:06 | |
from or the people that she may have deprived of the use of a nice | 0:27:06 | 0:27:09 | |

Mark Grant seemed to be the model tenant. | 0:31:15 | 0:31:18 | |
He met all the criteria to be awarded this social housing. | 0:31:18 | 0:31:22 | |
He was here from 1993 to around 2015 without anyone being aware | 0:31:22 | 0:31:27 | |
of any wrongdoing whatsoever. | 0:31:27 | 0:31:29 | |
The first sign that something was wrong came when a woman contacted | 0:31:29 | 0:31:33 | |
Genesis Housing, complaining that her boiler wasn't working. | 0:31:33 | 0:31:37 | |
The address she gave was Mark Grant's flat. | 0:31:37 | 0:31:39 | |
It quickly became clear that Grant was unlawfully subletting his flat | 0:31:40 | 0:31:45 | |
and that she was the unwitting subtenant. | 0:31:45 | 0:31:48 | |
His illegal subtenant was suffering from cold and no hot water. | 0:31:49 | 0:31:53 | |
The boiler had broken down and she was very much trying to get in touch | 0:31:53 | 0:31:56 | |
with him. Now, for whatever reason, | 0:31:56 | 0:31:58 | |
he wasn't forthcoming in fixing the boiler, so out of sheer desperation, | 0:31:58 | 0:32:02 | |
she opened it up and saw a number for Genesis. | 0:32:02 | 0:32:06 | |
Genesis handed the case over to Dave Verma and his dedicated fraud | 0:32:06 | 0:32:10 | |
investigation team at Brent council. | 0:32:10 | 0:32:13 | |
To Dave, it was immediately clear what had happened. | 0:32:13 | 0:32:17 | |
In her mind, she was phoning up Genesis, | 0:32:17 | 0:32:19 | |
who had something to do with the boiler. | 0:32:19 | 0:32:21 | |
She didn't realise it was a housing association, | 0:32:21 | 0:32:23 | |
so she inadvertently tipped off that there was something up. | 0:32:23 | 0:32:28 | |
Dave ran some credit checks and found two other names | 0:32:28 | 0:32:31 | |
linked to the address. | 0:32:31 | 0:32:33 | |
He decided to make an unannounced visit and was greeted not by | 0:32:33 | 0:32:38 | |
Mark Grant but by a young woman and her partner who turned out to | 0:32:38 | 0:32:40 | |
be the unsuspecting subtenants. | 0:32:40 | 0:32:43 | |
They said they'd seen the flat advertised on Gumtree and had | 0:32:43 | 0:32:46 | |
been living there for more than a year. | 0:32:46 | 0:32:48 | |
They're completely genuine. | 0:32:48 | 0:32:50 | |
They'd seen the advert and got in touch with the landlord | 0:32:50 | 0:32:53 | |
and he came along, purporting to be with a letting agent. | 0:32:53 | 0:32:58 | |
So the whole thing looks completely pukka and they presented her with | 0:32:58 | 0:33:02 | |
documents that looked completely real. | 0:33:02 | 0:33:04 | |
She would've had no idea that this was actually social housing. | 0:33:04 | 0:33:08 | |
Nor had they realised that the man purporting to be the landlord | 0:33:08 | 0:33:12 | |
was in fact Mark Grant, the official tenant. | 0:33:12 | 0:33:15 | |
It was at that visit that their world started to fall apart somewhat | 0:33:15 | 0:33:19 | |
and they realised that the documents, | 0:33:19 | 0:33:20 | |
which looked very legitimate, | 0:33:20 | 0:33:23 | |
weren't worth the paper they'd been written on. | 0:33:23 | 0:33:25 | |
The tenancy agreement Grant had given them showed | 0:33:25 | 0:33:28 | |
they were paying more than £1,500 a month. | 0:33:28 | 0:33:32 | |

to anyone providing a tip-off leading to a property being recovered. | 0:39:25 | 0:39:29 | |
In the last 18 months, 35 properties have been reclaimed. | 0:39:29 | 0:39:33 | |
Some have been fraud cases, but others have involved breaches of tenancy. | 0:39:33 | 0:39:38 | |
Like this two-bedroom council house that was abandoned and | 0:39:39 | 0:39:42 | |
may have been lying empty for years. | 0:39:42 | 0:39:44 | |
Lorraine Van Dam is a housing officer at Havering Council. | 0:39:46 | 0:39:49 | |
The house is on her patch. | 0:39:49 | 0:39:51 | |
And according to neighbours, | 0:39:51 | 0:39:52 | |
the tenant hasn't been seen living at the house for years. | 0:39:52 | 0:39:55 | |
We got a tip-off from an anonymous letter, | 0:39:56 | 0:39:59 | |
stating one, that the garden was overgrown and two, | 0:39:59 | 0:40:04 | |
that this particular person was living with a sibling | 0:40:04 | 0:40:07 | |
in another local address. | 0:40:07 | 0:40:09 | |
It states that the gentleman who lives in the address we're going | 0:40:09 | 0:40:13 | |
to go to has been living with his sibling at one of our other properties, | 0:40:13 | 0:40:17 | |
for at least three years. | 0:40:17 | 0:40:21 | |
He only visits this property a couple of times a week | 0:40:21 | 0:40:24 | |
to pick up mail. | 0:40:24 | 0:40:25 | |
The anonymous person said, "I don't think it is right that he has | 0:40:25 | 0:40:28 | |
"got away with this for three years. | 0:40:28 | 0:40:32 | |
"It would be the right thing to do to investigate this matter." | 0:40:32 | 0:40:35 | |
This letter is obviously somebody | 0:40:35 | 0:40:37 | |
who really cares about this community | 0:40:37 | 0:40:39 | |
and really sees the unjust of this gentleman | 0:40:39 | 0:40:42 | |
and the way he's abusing his tenancy. | 0:40:42 | 0:40:46 | |
You can see the dirt and everything and that's been like that for ages. | 0:40:46 | 0:40:50 | |
And the boarding there. | 0:40:50 | 0:40:51 | |
It's annoying because, at the end of the day, if someone was living there, | 0:40:51 | 0:40:55 | |
there's no reason this property should be in this state. | 0:40:55 | 0:40:57 | |
Lorraine tried to contact the tenant by calling round, | 0:40:57 | 0:41:00 | |
but she couldn't get a response, | 0:41:00 | 0:41:02 | |
which only reinforced her belief that he was no longer residing at the house. | 0:41:02 | 0:41:06 | |
This, together with the neglect of the property, | 0:41:06 | 0:41:08 | |
was a serious breach of his tenancy agreement. | 0:41:08 | 0:41:11 | |
So she referred the case to Havering Council's fraud team. | 0:41:12 | 0:41:15 | |
Former police officer Dave Gill took on the case. | 0:41:15 | 0:41:18 | |
Whilst my main duty is to investigate fraud, | 0:41:18 | 0:41:22 | |
it's always done with that social aspect in mind | 0:41:22 | 0:41:26 | |
that this is a property that could and should be being used | 0:41:26 | 0:41:31 | |
for a family in genuine, real need. | 0:41:31 | 0:41:34 | |
Dave delved into the two-bedroom property's tenancy history | 0:41:34 | 0:41:36 | |
and found the man had moved there in the '70s with his mother. | 0:41:36 | 0:41:40 | |
In 2010, his elderly mother had assigned the tenancy to him. | 0:41:43 | 0:41:46 | |
A legal process known as succession. | 0:41:46 | 0:41:50 | |
As part of his investigation, | 0:41:50 | 0:41:52 | |
Dave examined the repair history and utility bills of the house. | 0:41:52 | 0:41:56 | |
He soon discovered that there had been little activity at the property since 2013. | 0:41:56 | 0:42:01 | |
So we asked this tenant to come in and we put all the evidence that we'd gathered to him. | 0:42:03 | 0:42:08 | |
It was to give that tenant their opportunity to give us | 0:42:08 | 0:42:11 | |
an account of what had happened, really, | 0:42:11 | 0:42:13 | |
to explain their circumstances and why we'd ended up in this situation. | 0:42:13 | 0:42:16 | |
The tenant came in for questioning. | 0:42:16 | 0:42:18 | |
When he was talking, it was obvious that he wasn't living there. | 0:42:18 | 0:42:23 | |
He explained that him and his sibling wanted to live | 0:42:23 | 0:42:27 | |
somewhere else, outside the borough. | 0:42:27 | 0:42:30 | |
So I just served him with a Notice to Quit, there and then. | 0:42:30 | 0:42:33 | |
But he refused to give the property back and today, | 0:42:35 | 0:42:38 | |
Havering Council plan to evict him. | 0:42:38 | 0:42:41 | |
There's no more delays or any other part of the process that we need to | 0:42:41 | 0:42:45 | |
go through or complete. We will be getting the property back today. | 0:42:45 | 0:42:48 | |
But at the last minute, the eviction is called off. | 0:42:56 | 0:42:59 | |
The tenant relents and hands in the keys. | 0:42:59 | 0:43:03 | |
It was initially an eviction but then the tenant has now given the keys | 0:43:03 | 0:43:09 | |
back to us, so the property is back in our possession. | 0:43:09 | 0:43:12 | |
Later, Lorraine finally gets inside the house and is shocked by what she finds. | 0:43:14 | 0:43:19 | |
Wow. One very unloved house, I think. | 0:43:19 | 0:43:23 | |
Back in the London Borough of Brent, | 0:43:30 | 0:43:32 | |
a young couple thought they'd been renting their two-bedroomed flat | 0:43:32 | 0:43:35 | |
lawfully for more than 18 months, | 0:43:35 | 0:43:38 | |
but they'd been conned. | 0:43:38 | 0:43:40 | |
They were very stressed, very anxious, because they realised | 0:43:40 | 0:43:44 | |
that what they thought was a secure tenancy, obtained lawfully | 0:43:44 | 0:43:48 | |
with proper deposits and proper rent, wasn't at all. | 0:43:48 | 0:43:51 | |
The man posing as their landlord was this man, Mark Grant, | 0:43:51 | 0:43:55 | |
and the flat they were living in was a social housing property. | 0:43:55 | 0:43:59 | |
Grant was supposed to be living there himself, | 0:43:59 | 0:44:02 | |
but he was unlawfully subletting it. | 0:44:02 | 0:44:04 | |
Brent Council's head of fraud, Dave Verma | 0:44:06 | 0:44:09 | |
broke the news to the unsuspecting sub-tenants that | 0:44:09 | 0:44:12 | |
the man they thought was their landlord was in fact a fraudster. | 0:44:12 | 0:44:15 | |
It wasn't long before Mark Grant knew the authorities were onto him. | 0:44:17 | 0:44:22 | |
Mark Grant definitely got wind that something was up. | 0:44:22 | 0:44:25 | |
One of the key pieces of evidence that came in was from the sub-tenant | 0:44:25 | 0:44:29 | |
and that's these text messages here. | 0:44:29 | 0:44:31 | |
These show that there was communication between her | 0:44:31 | 0:44:35 | |
and Mark Grant, and that the tone had very much changed | 0:44:35 | 0:44:38 | |
from someone purporting to be a landlord to someone who very much | 0:44:38 | 0:44:42 | |
wanted her and her family out. | 0:44:42 | 0:44:44 | |
For example, "You need to just go and find another place, that's all. | 0:44:44 | 0:44:48 | |
"In life you must learn to walk away when things are not worth | 0:44:48 | 0:44:51 | |
"fighting for." We could tell that he was nervous by this point. | 0:44:51 | 0:44:56 | |
So I think all this was very much a shock for the sub-tenant, | 0:44:56 | 0:44:59 | |
who thought that she was involved with a very proper landlord. | 0:44:59 | 0:45:04 | |
This clearly is not professional. | 0:45:04 | 0:45:07 | |
Grant then turned up at the property and evicted the sub-tenants | 0:45:07 | 0:45:10 | |
there and then. | 0:45:10 | 0:45:12 | |
I understand that her possessions had to be left with a neighbour, | 0:45:12 | 0:45:15 | |
and she was without anywhere to stay, and clearly it was | 0:45:15 | 0:45:17 | |
-a very difficult time for her. -But the matter was far from over. | 0:45:17 | 0:45:20 | |
Brent Council were building a strong criminal case against Grant. | 0:45:20 | 0:45:24 | |
The final piece of evidence, | 0:45:24 | 0:45:26 | |
which is the clincher for the case and very damning, is the statement, | 0:45:26 | 0:45:30 | |
the bank statement we obtained for Mark Grant. | 0:45:30 | 0:45:33 | |
This was obtained using our powers under the Prevention of Social | 0:45:33 | 0:45:37 | |
Housing Fraud Act. Now this bank statement contains transactions | 0:45:37 | 0:45:42 | |
showing that illegal rent of £1,517 is coming in on a regular basis. | 0:45:42 | 0:45:48 | |
For example, on the 26th of September 2015, £1,517. | 0:45:48 | 0:45:54 | |
This clearly shows the rent coming in from the illegal sub-tenant | 0:45:54 | 0:45:58 | |
and making significant profit, as well. | 0:45:58 | 0:46:01 | |
It was clear to us as investigators that the property had indeed been | 0:46:01 | 0:46:06 | |
sublet, and that the sub-tenant and her family had very much been duped. | 0:46:06 | 0:46:10 | |
Mark Grant was invited to attend an interview under caution. | 0:46:10 | 0:46:14 | |
Now, at that interview, he decided to give a no comment. | 0:46:14 | 0:46:18 | |
His demeanour was quite calm. | 0:46:20 | 0:46:24 | |
He clearly wanted to see what we had without commenting on it, | 0:46:24 | 0:46:29 | |
which is a strategy often used by people who are involved | 0:46:29 | 0:46:33 | |
in this kind of behaviour. He didn't seem particularly | 0:46:33 | 0:46:36 | |
flustered by the evidence at that time, but I would suggest | 0:46:36 | 0:46:40 | |
that he was probably surprised at the amount of evidence that we had, | 0:46:40 | 0:46:45 | |
and also the bank statements showing the rent coming in. | 0:46:45 | 0:46:50 | |
On the 13th of October, 2016, Mark Grant appeared before | 0:46:50 | 0:46:53 | |
Brent magistrates charged with offences under the | 0:46:53 | 0:46:56 | |
Prevention of Social Housing Fraud Act. | 0:46:56 | 0:46:59 | |
Mark Grant was found guilty of illegally subletting the entire | 0:46:59 | 0:47:03 | |
two-bedroomed property between July '14 and October '16. | 0:47:03 | 0:47:08 | |
He was sentenced to 200 hours of unpaid community service, | 0:47:08 | 0:47:12 | |
and was ordered to pay back £14,760 in unlawful profits... | 0:47:12 | 0:47:17 | |
..as well as just over £1,000 | 0:47:19 | 0:47:20 | |
in legal costs. | 0:47:20 | 0:47:21 | |
Now, later on, Brent Council's legal team took Mark Grant to civil court | 0:47:23 | 0:47:28 | |
and this was to effect the possession order | 0:47:28 | 0:47:31 | |
to recover the property. This also resulted in additional costs of £481 | 0:47:31 | 0:47:37 | |
being awarded to us and rent arrears of around £5,500 | 0:47:37 | 0:47:43 | |
being awarded to us as well. | 0:47:43 | 0:47:45 | |
In total, Mark Grant had to pay almost £22,000, | 0:47:45 | 0:47:49 | |
and give the property back. | 0:47:49 | 0:47:51 | |
My personal view on this is that justice has been served and that | 0:47:51 | 0:47:57 | |
this person clearly thought they could get away with this kind of | 0:47:57 | 0:48:01 | |
behaviour. They thought they could use our property to generate profit, | 0:48:01 | 0:48:05 | |
and he's been shown that he can't behave like this. | 0:48:05 | 0:48:08 | |
I think that the amount of evidence obtained in this case has resulted | 0:48:08 | 0:48:13 | |
in a very, very good result for the public generally. | 0:48:13 | 0:48:16 | |
The unsuspecting sub-tenants are now renting a privately owned property, | 0:48:17 | 0:48:22 | |
and as for this Genesis Housing Association flat, it has | 0:48:22 | 0:48:25 | |
now been reallocated to a family with two children in genuine need. | 0:48:25 | 0:48:29 | |
It means a lot to us that we are able to allocate this flat | 0:48:30 | 0:48:33 | |
to a family who really deserve it. The people who successfully applied | 0:48:33 | 0:48:38 | |
currently live in very bad conditions, so for them | 0:48:38 | 0:48:41 | |
to actually be able to move to somewhere which is safe and | 0:48:41 | 0:48:44 | |
in a lovely condition, where they can bring up their family, | 0:48:44 | 0:48:47 | |
is a really good result. | 0:48:47 | 0:48:48 | |
Back in Havering the team are investigating an anonymous tip-off that one | 0:48:55 | 0:48:59 | |
of their two-bedroom social housing properties had been abandoned and | 0:48:59 | 0:49:02 | |
fallen into disrepair. | 0:49:02 | 0:49:04 | |
It was initially an eviction but then the tenant has now given the keys back to us. | 0:49:06 | 0:49:12 | |

Now, Lorraine is finally hoping to gain access to the property. | 0:49:15 | 0:49:18 | |

We're expecting to see what condition the property's in. | 0:49:23 | 0:49:27 | |
