So, take Olasupo Ahmed Ogunsanya - mercifully just known as Ahmed. | 0:02:15 | 0:02:21 | |
When his wife gave birth, | 0:02:21 | 0:02:22 | |
he probably thought his life was complete. | 0:02:22 | 0:02:25 | |
He probably never expected her to up sticks four months later, | 0:02:25 | 0:02:28 | |
disappear to South Africa | 0:02:28 | 0:02:30 | |
and leave him to bring up their newborn baby alone. | 0:02:30 | 0:02:34 | |
As a stay-at-home single dad, this network of benefits | 0:02:34 | 0:02:37 | |
was something that Ahmed desperately needed. | 0:02:37 | 0:02:40 | |
So, in 2006, he applied to the Department of Work and Pensions | 0:02:40 | 0:02:45 | |
for Income Support. | 0:02:45 | 0:02:47 | |
And they paid it, and because of this, | 0:02:49 | 0:02:51 | |
he was also entitled to Housing Benefit | 0:02:51 | 0:02:53 | |
from Thurrock Council to help. | 0:02:53 | 0:02:56 | |
But it's the duty of the council to check that all the details tally. | 0:02:56 | 0:03:00 | |
This Ahmed Ogunsanya's first claim with Thurrock Council | 0:03:02 | 0:03:06 | |
was in July 2006, when he made a claim for himself | 0:03:06 | 0:03:10 | |
and his four-month-old daughter | 0:03:10 | 0:03:11 | |
for a property in Chalk Court, which is in Grays. | 0:03:11 | 0:03:14 | |
The total amount of benefit he was getting per week was about £209. | 0:03:14 | 0:03:19 | |
In August 2007, Ahmed and his daughter | 0:03:19 | 0:03:22 | |
moved house and he transferred his benefits claims | 0:03:22 | 0:03:25 | |
to the new address - Colman Close, Stanford-le-Hope, Essex. | 0:03:25 | 0:03:31 | |
While processing the paperwork for Ahmed's new address, | 0:03:31 | 0:03:35 | |
some discrepancies were noted on the electoral register, | 0:03:35 | 0:03:38 | |
so a representative from Thurrock Council decided to follow it up. | 0:03:38 | 0:03:43 | |
It was when the visiting officer went out to see him | 0:03:43 | 0:03:46 | |
that she became suspicious for a number of reasons. | 0:03:46 | 0:03:49 | |
The first was that the electoral register had come back showing names | 0:03:49 | 0:03:54 | |
on the claim that weren't known to us at the claim address. | 0:03:54 | 0:03:58 | |
It seems that as well as Ahmed, another two people | 0:03:58 | 0:04:01 | |
were registered as living at this single-occupancy address - | 0:04:01 | 0:04:04 | |
Malcolm Jones and Hazel Ogunsanya. | 0:04:04 | 0:04:08 | |
Hold on, Ogunsanya... | 0:04:08 | 0:04:10 | |
Yeah, I've heard that before. | 0:04:10 | 0:04:12 | |
When she went to knock the door, | 0:04:12 | 0:04:14 | |
the door was answered by a woman who claimed to be a baby-sitter | 0:04:14 | 0:04:17 | |
who'd travelled from Milton Keynes to look after his child, | 0:04:17 | 0:04:20 | |
which didn't seem to make a lot of sense economically, | 0:04:20 | 0:04:23 | |
or in any other way. | 0:04:23 | 0:04:24 | |
And by the look of the car in the driveway, | 0:04:24 | 0:04:26 | |
this baby-sitter wasn't in need of pocket money. | 0:04:26 | 0:04:30 | |
When they went to the property on the first occasion, | 0:04:35 | 0:04:39 | |
there was two high-value vehicles parked on the drive. | 0:04:39 | 0:04:43 | |
Now, for somebody that's on a low income, | 0:04:44 | 0:04:46 | |
or on some form of benefits, it's quite difficult to afford them, | 0:04:46 | 0:04:50 | |
and it kind of highlights to them that there may be a problem. | 0:04:50 | 0:04:54 | |
She maintained she was a friend, a baby-sitter, | 0:04:54 | 0:04:56 | |
and she had travelled from Milton Keynes | 0:04:56 | 0:04:58 | |
to look after the child. | 0:04:58 | 0:05:00 | |
I suppose you would need a car... But it does seem a bit odd. | 0:05:00 | 0:05:03 | |
Yes, it was fairly quick with background checks | 0:05:03 | 0:05:06 | |
that are normally done at the start of an investigation. | 0:05:06 | 0:05:09 | |
The initial inquiries are made | 0:05:09 | 0:05:10 | |
with regards to credit reference agencies, land registry checks, | 0:05:10 | 0:05:15 | |
electoral registry checks, | 0:05:15 | 0:05:17 | |
which come out on the credit checks as well. | 0:05:17 | 0:05:20 | |
And land registry checks showed that the Ahmeds' landlady | 0:05:20 | 0:05:24 | |
was a Miss Matanki. | 0:05:24 | 0:05:25 | |
Maybe she might be able to shed some light on the situation. | 0:05:25 | 0:05:28 | |
The finances that were going through the property | 0:05:30 | 0:05:32 | |
related mostly to Hazel Matanki. | 0:05:32 | 0:05:37 | |
So hold your horses - Miss Matanki, the landlady... | 0:05:39 | 0:05:42 | |
was called Hazel? | 0:05:42 | 0:05:45 | |
And the woman on the electoral roll is Hazel Ogunsanya? | 0:05:45 | 0:05:48 | |
Bit of a coincidence, isn't it? | 0:05:48 | 0:05:51 | |

The amount of income that was going through them, | 0:05:53 | 0:05:56 | |
when we did the financial checks, | 0:05:56 | 0:05:58 | |
was clearly not what they'd declared. | 0:05:58 | 0:06:00 | |
Hazel Matanki also had no other links to any other property... | 0:06:00 | 0:06:05 | |
financially. | 0:06:05 | 0:06:07 | |
OK, so...we've got Ahmed - | 0:06:08 | 0:06:10 | |
a single father living alone with his daughter. | 0:06:10 | 0:06:13 | |
We've got a Hazel Matanki, | 0:06:13 | 0:06:15 | |
she's the owner of Colman Close, who doesn't live there | 0:06:15 | 0:06:18 | |
and doesn't appear to own another property. | 0:06:18 | 0:06:21 | |
Don't know where she lives, in fact. | 0:06:21 | 0:06:23 | |
Then we've got Hazel Ogunsanya, | 0:06:23 | 0:06:25 | |
who, according to the electoral roll lives at Colman Close but shouldn't, | 0:06:25 | 0:06:30 | |
and might be either a wife or sister of Ahmed. | 0:06:30 | 0:06:34 | |
And then there's Malcolm Jones. | 0:06:34 | 0:06:37 | |
No idea who he is at all. | 0:06:37 | 0:06:39 | |
But he is the third person listed on the electoral roll. | 0:06:39 | 0:06:43 | |
We knew about Hazel Matanki as the landlady only. | 0:06:43 | 0:06:47 | |
There was no links to her being Hazel Ogunsanya. | 0:06:47 | 0:06:50 | |
Hazel Ogunsanya was linked to the address | 0:06:50 | 0:06:54 | |
but there was actually one year, to the day, | 0:06:54 | 0:06:56 | |
difference in date of birth, which was highly unusual. | 0:06:56 | 0:07:00 | |
You're telling me. Same first name, same birthday. | 0:07:00 | 0:07:03 | |
And what the fraud team discovers next | 0:07:03 | 0:07:06 | |
makes the mystery deepen even further. | 0:07:06 | 0:07:08 | |
Hazel Ogunsanya and Ahmed Ogunsanya had a joint bank account together, | 0:07:08 | 0:07:14 | |
which kind of arouses suspicion as to, | 0:07:14 | 0:07:17 | |
why would you have that with a relative that lives elsewhere? | 0:07:17 | 0:07:21 | |
Since he had made his claim | 0:07:21 | 0:07:23 | |
for Housing Benefit and council tax benefit, | 0:07:23 | 0:07:26 | |
there was stuff that had been applied for | 0:07:26 | 0:07:28 | |
during that period of time | 0:07:28 | 0:07:30 | |
that would indicate she was still at the property. | 0:07:30 | 0:07:32 | |
The information that we'd obtained | 0:07:32 | 0:07:35 | |
from the start of the investigation led me to believe | 0:07:35 | 0:07:38 | |
that they were one of the same. | 0:07:38 | 0:07:40 | |
Hazel Ogunsanya and Hazel Matanki were one of the same. | 0:07:40 | 0:07:44 | |
Well, that explains that little mystery, | 0:07:44 | 0:07:46 | |
but I reckon we need to find out who this Hazel Matanki/Ogunsanya is. | 0:07:46 | 0:07:52 | |
So, let's start with Ogunsanya. | 0:07:52 | 0:07:54 | |
Hazel had started claiming benefit from us in August 2009 | 0:07:55 | 0:07:59 | |
at another property, and the checks that we made on her | 0:07:59 | 0:08:02 | |
threw up the fact that she was linked, | 0:08:02 | 0:08:06 | |
associated through finances, with Ahmed. | 0:08:06 | 0:08:09 | |
She claimed to be a single woman, | 0:08:09 | 0:08:11 | |
with no children, unemployed, claiming benefit. | 0:08:11 | 0:08:14 | |
She was identified during the investigation, | 0:08:14 | 0:08:17 | |
and was also linked to the claim address in Coleman Close. | 0:08:17 | 0:08:19 | |
OK, so, what about the Matanki alias? | 0:08:19 | 0:08:22 | |
Hazel Matanki was registered | 0:08:22 | 0:08:26 | |
as living at Blackshots Lane in Grays, | 0:08:26 | 0:08:28 | |
which is where her claim for Housing Benefit, council tax benefit | 0:08:28 | 0:08:32 | |
and Jobseeker's Allowance was registered. | 0:08:32 | 0:08:34 | |
Oh. So, one Hazel in two addresses, and two lots of benefits. | 0:08:34 | 0:08:39 | |
There are more questions than answers. | 0:08:39 | 0:08:42 | |
Land Registry checks on Blackshots Lane | 0:08:42 | 0:08:45 | |
showed that the property was owned by what appeared to be | 0:08:45 | 0:08:49 | |
a member of Ahmed Ogunsanya's family. | 0:08:49 | 0:08:52 | |
There's no reason why Ahmed Ogunsanya | 0:08:52 | 0:08:57 | |
would have his landlady living at his parents' address. | 0:08:57 | 0:09:00 | |
When you've got that amount of evidence, | 0:09:00 | 0:09:03 | |
you then have to look at what steps you can take | 0:09:03 | 0:09:06 | |
to push the matter forward, | 0:09:06 | 0:09:08 | |
and where you need that final piece of evidence from. | 0:09:08 | 0:09:11 | |
So, Ahmed, the dumped single dad relying on benefits | 0:09:14 | 0:09:18 | |
to feed his baby girl. | 0:09:18 | 0:09:20 | |
I'm not sure that washes any more. | 0:09:21 | 0:09:25 | |
So, what IS the relationship between Ahmed and his landlady, Hazel? | 0:09:25 | 0:09:30 | |
I reckon someone might have to pay Ahmed - and Hazel - | 0:09:30 | 0:09:33 | |

an arrest and search of both properties simultaneously. | 0:09:36 | 0:09:41 | |

made Christian totally demoralised. | 0:11:00 | 0:11:04 | |
I went for an apprenticeship in a big company. | 0:11:04 | 0:11:07 | |
And that's when I saw that, well, | 0:11:08 | 0:11:11 | |
the people there had qualifications left, right and centre. | 0:11:11 | 0:11:16 | |
When it came to my introduction, obviously I felt like a... | 0:11:16 | 0:11:19 | |
like a fool, basically. | 0:11:19 | 0:11:22 | |
A year after leaving college, and still no prospect of work, | 0:11:22 | 0:11:25 | |
he was losing hope. But with help from his family, | 0:11:25 | 0:11:28 | |
he started to put his plan for the future into place. | 0:11:28 | 0:11:31 | |
My auntie took me to Brixton, and she took me into the Connections. | 0:11:31 | 0:11:36 | |
So I spoke to a lady, and she was offering | 0:11:36 | 0:11:39 | |
a business and administration apprenticeship. | 0:11:39 | 0:11:42 | |
She gave me the offer of £75 a week. and I'd be getting a qualification. | 0:11:42 | 0:11:47 | |
So I jumped at the opportunity. | 0:11:48 | 0:11:50 | |
An NVQ, the very qualification Christian needed | 0:11:51 | 0:11:55 | |
to secure his future. | 0:11:55 | 0:11:58 | |
Part of the apprenticeship was a work placement, | 0:11:58 | 0:12:01 | |
but no sooner had it started than the whole thing stopped. | 0:12:01 | 0:12:04 | |

The second week back, they said that | 0:12:07 | 0:12:10 | |
the Government just stopped, like, | 0:12:10 | 0:12:12 | |
"They're not giving us any more funding." | 0:12:12 | 0:12:14 | |
So, with almost no notice at all, | 0:12:14 | 0:12:16 | |
the apprenticeship that you're following, | 0:12:16 | 0:12:18 | |
that you've given your time to and committed to, disappears. | 0:12:18 | 0:12:23 | |
'With such a massive knock-back, | 0:12:23 | 0:12:25 | |
'Christian's confidence was at an all-time low.' | 0:12:25 | 0:12:28 | |
I was really down - lazy, um, not bothered, basically. | 0:12:30 | 0:12:35 | |
And just needed, basically, er, to get a job. | 0:12:35 | 0:12:39 | |
I'd hear my parents having arguments about it, | 0:12:39 | 0:12:42 | |
like in the morning - "This boy, he needs to get out of his bed. | 0:12:42 | 0:12:45 | |
"He needs to go find a job. It's ridiculous." Like, | 0:12:45 | 0:12:48 | |
"He's not staying. He's going to go clean some toilets or something | 0:12:48 | 0:12:52 | |
"if that's the case, because he's not staying unemployed." | 0:12:52 | 0:12:55 | |
At the end of her tether, | 0:12:55 | 0:12:57 | |
Christian's mum took control of the situation. | 0:12:57 | 0:13:00 | |
She said, "Look, I've found a Connections magazine, | 0:13:00 | 0:13:04 | |
"and it says, er... | 0:13:04 | 0:13:05 | |

Another advert, another glimmer of hope, | 0:13:09 | 0:13:12 | |
but with a string of rejections behind him, | 0:13:12 | 0:13:14 | |
would Christian have the confidence and skills | 0:13:14 | 0:13:16 | |

We've been offering apprentices | 0:13:19 | 0:13:21 | |
as part of our employment service for the last seven years. | 0:13:21 | 0:13:23 | |
It's a level two, which is equivalent to five GCSEs. | 0:13:23 | 0:13:26 | |
It's giving them the opportunity to get those qualifications | 0:13:26 | 0:13:29 | |
but in a way that suits them, | 0:13:29 | 0:13:30 | |
and also while they're able to earn a wage, as well. | 0:13:30 | 0:13:33 | |

After all the setbacks you'd had before that, | 0:14:23 | 0:14:26 | |
that must've been a fantastic moment. | 0:14:26 | 0:14:28 | |
Not so much for me. Well, yeah - I was proud for myself, | 0:14:28 | 0:14:32 | |

Ahmed Ogunsanya had been claiming Income Support and Housing Benefit | 0:15:45 | 0:15:49 | |
for a year when he decided to move. | 0:15:49 | 0:15:52 | |
While processing his renewed claim, | 0:15:52 | 0:15:54 | |
the council officers noticed that three people were registered | 0:15:54 | 0:15:57 | |
to vote from that address - one was a woman who shared the same surname. | 0:15:57 | 0:16:01 | |
Further investigations revealed that Ahmed Ogunsanya | 0:16:03 | 0:16:06 | |
shared a bank account with this same woman. | 0:16:06 | 0:16:08 | |
Their suspicions were aroused, | 0:16:10 | 0:16:12 | |
so a verification officer was dispatched to check it out. | 0:16:12 | 0:16:16 | |
He'd been claiming initially since July 2006. | 0:16:16 | 0:16:19 | |
This continued through two addresses. | 0:16:19 | 0:16:22 | |
Initially, it was based on him being in receipt of Income Support. | 0:16:22 | 0:16:26 | |
This was then stopped | 0:16:26 | 0:16:28 | |
