This programme contains some strong language

Fraud is the national problem none of us can afford.

0:00:070:00:09

A staggering ?20bn stolen last year from the state -

0:00:090:00:12

that's more than all of next year's welfare cuts.

0:00:120:00:15

I'm Richard Bilton. In this series, I'm on the front line

0:00:150:00:18

with the investigators fighting fraud.

0:00:180:00:21

This is a 65-inch.

0:00:210:00:23

That's about how tall I am.

0:00:230:00:24

Tonight, the people getting financial support from the state

0:00:240:00:28

before spending thousands doing up their property.

0:00:280:00:31

Why don't you BLEEP off?

0:00:310:00:33

CHEERING

0:00:330:00:34

The woman who won almost ?100,000 on a game show,

0:00:340:00:38

but carried on claiming.

0:00:380:00:40

It's not fair what you're doing.

0:00:400:00:42

And the man doing house clearances

0:00:440:00:46

while claiming disability payments in two names.

0:00:460:00:49

Hold it there. Put it down.

0:00:510:00:53

I've got the heavy one.

0:00:530:00:55

HE MUTTERS INCOHERENTY

0:00:550:00:57

Last year, fraudsters stole vast amounts of cash

0:01:150:01:18

from councils already under pressure.

0:01:180:01:21

But some councils have found a new way to fight back.

0:01:220:01:26

When I start going through people's bank statements,

0:01:280:01:30

it is like sifting for gold. It makes you wonder about everybody's

0:01:300:01:34

secret life and what people are doing behind closed doors.

0:01:340:01:37

Zoe Neale's job is to get the stolen money back.

0:01:380:01:42

She's Croydon Council's first financial investigator.

0:01:420:01:46

When fraudsters are convicted, she starts hunting for the cash.

0:01:470:01:52

I work under the Proceeds of Crime Act, so I'm looking for

0:01:520:01:55

any unidentified cash, a property or a car or some jewellery.

0:01:550:02:00

Through the courts, fraudsters can be forced to hand money back.

0:02:010:02:05

That's important given how much is being stolen -

0:02:050:02:08

?2.5 million from Croydon alone last year.

0:02:080:02:11

52 grand for a watch.

0:02:120:02:15

SHE LAUGHS

0:02:150:02:18

But it's not easy.

0:02:180:02:19

These are the papers for Zoe's first ever case -

0:02:190:02:22

it's a complicated one.

0:02:220:02:24

So that, that's a lot of paperwork. It is.

0:02:250:02:28

It's one of the biggest cases any council has tackled.

0:02:280:02:32

From an investigator's point of view it's everything.

0:02:320:02:35

You name it, it's in this case somewhere.

0:02:350:02:37

It's the case of Ovo Nelson Mayomi.

0:02:390:02:42

He came here from Nigeria using a false passport

0:02:420:02:46

and married a British citizen, Juliet Ubiribo.

0:02:460:02:49

All that I have I give to you. All that I have I give to you.

0:02:510:02:54

But the happy couple kept their wedding a secret from the council.

0:02:540:02:59

For years, Juliet Ubiribo claimed benefits as a single mum,

0:02:590:03:03

and Ovo Mayomi used a fake ID to pose as her landlord.

0:03:030:03:07

How much money then did they falsely claim,

0:03:080:03:10

if you lump everything together?

0:03:100:03:12

Their benefit overpayment was about ?43,000. Wow.

0:03:120:03:15

He was sentenced to 30 months in prison and she was sentenced

0:03:160:03:21

to 12 months in prison, but it's been suspended.

0:03:210:03:24

Having spent so much time on this case,

0:03:240:03:26

what do you think about these two?

0:03:260:03:29

Well, they are liars and they're cheats,

0:03:290:03:31

and they've stolen from the taxpayer.

0:03:310:03:33

Mayomi is out of jail, but Zoe is after him.

0:03:330:03:37

She wants the stolen cash back.

0:03:370:03:40

To get the ?43,000,

0:03:490:03:51

Zoe has spent two years checking out what the couple own.

0:03:510:03:55

And they've got expensive tastes.

0:03:590:04:01

The watch that Juliet Ubiribo had,

0:04:040:04:06

it'll be similar to those sorts of watches.

0:04:060:04:09

Zoe is in London's West End to value a Rolex watch

0:04:090:04:12

found at the couple's house.

0:04:120:04:13

It's steel and gold with ten diamonds around it.

0:04:150:04:21

The watch at the back, it's new, that's worth ?8,400.

0:04:210:04:25

She's already got a legal order to stop the couple selling the watch.

0:04:270:04:31

Now she wants to find out how much it might be worth to the council.

0:04:310:04:35

We've had it valued. It is a genuine Rolex and they have valued it.

0:04:360:04:40

Now the valuation, he said it's between ?12-to-1,400,

0:04:400:04:43

so the average is ?1,300.

0:04:430:04:48

I'm intrigued because this was a person who was claiming benefits

0:04:480:04:50

on the basis that she was a single parent struggling to make ends meet,

0:04:500:04:54

and yet she bought a watch, and not just a watch, but a Rolex watch.

0:04:540:04:58

The Rolex is just the start.

0:05:030:05:06

She needs to find a lot more

0:05:060:05:08

if she's to get back all the cash stolen from the council.

0:05:080:05:12

Further north is another council fed up with its fraud bill.

0:05:200:05:24

This is Stoke on Trent,

0:05:260:05:28

where one in four households are on benefits.

0:05:280:05:31

Most need them to survive, but a few are on the fiddle.

0:05:310:05:35

If I was at home, committing fraud or money laundering,

0:05:360:05:39

you know, it comes at a price.

0:05:390:05:41

Somebody might be watching you one day, or finding you and catching you.

0:05:410:05:44

Steve Prince is a surveillance expert.

0:05:450:05:48

What's it like being the watcher, though?

0:05:500:05:52

It's OK, because you don't know what you're going to see,

0:05:520:05:55

so I enjoy it from that angle.

0:05:550:05:56

When that moment happens that it's crucial to the case,

0:05:560:05:59

it can give you satisfaction when you see what you want to see.

0:05:590:06:02

Do you think you've got a natural feel for it?

0:06:020:06:04

I suppose so, yeah. Yeah. Naturally a nosy person as such,

0:06:040:06:08

or observational wise, you have to be that way.

0:06:080:06:12

But the other side is 10/12 years' experience as well, so...

0:06:120:06:15

It feels a bit like a big game, you know?

0:06:150:06:17

Is that how it feels from your side?

0:06:170:06:19

Yeah. It's a game. They are playing the game of taking money

0:06:190:06:22

that they're not entitled to,

0:06:220:06:23

and somebody has got to play the game of trying to catch them, really.

0:06:230:06:27

On this estate there are single mums who use benefits to make ends meet,

0:06:300:06:34

but there is one here who's attracted

0:06:340:06:36

the attention of the fraud team.

0:06:360:06:38

Caroline!

0:06:380:06:41

Caroline Banana got a place on the game show Deal or No Deal -

0:06:410:06:45

a chance to earn a lot of money.

0:06:450:06:47

She currently gets benefits - income support, housing benefit,

0:06:480:06:51

single person discount on her council tax -

0:06:510:06:54

and free school meals for her kids.

0:06:540:06:56

Now, seeing a mum from Stoke on the telly

0:06:580:07:00

caught Steve's boss's interest.

0:07:000:07:02

He was backing her. If she won, she wouldn't need benefits any more.

0:07:020:07:06

If that was your target, Caroline,

0:07:090:07:11

the offer to you now is ?35,000.

0:07:110:07:14

CHEERING

0:07:140:07:17

..but no deal.

0:07:170:07:19

She was offered ?35,000 by the banker,

0:07:190:07:21

and she's turned that down and elected to carry on.

0:07:210:07:24

She's got rid of the ten pence, so she knows she's in for a good win.

0:07:270:07:31

'If you were prepared to stop now,

0:07:310:07:35

'he would write you a cheque for ?95,000.'

0:07:350:07:40

SHE SCREAMS When Noel said ?95,000,

0:07:400:07:45

I was just ready for the question.

0:07:450:07:48

She won 95,000 - result - but then she cheated.

0:07:480:07:53

She banked the cash and kept on claiming.

0:07:530:07:56

I would love to win ?95,000,

0:07:560:07:58

but given the fact that she's claiming the full benefits...

0:07:580:08:02

The council is paying for her rent, paying her council tax...

0:08:020:08:08

It's quite distressing, really, when you think how many people

0:08:080:08:11

are really in a difficult situations, and here's someone who has

0:08:110:08:14

just walked away with a tax-free lump sum of ?95,000,

0:08:140:08:18

and yet feels it's OK to continue claiming all the benefits she can.

0:08:180:08:22

She should have been in explaining to us

0:08:220:08:24

that she's won this money and that she no longer wishes to claim.

0:08:240:08:28

So Steve has been called in.

0:08:280:08:31

It's a big part of the job, lots of hours doing nothing

0:08:310:08:34

for five minutes of action...usually.

0:08:340:08:38

He'll look into every area of Caroline Banana's life.

0:08:400:08:44

It might feel intrusive,

0:08:440:08:46

but the council say they need to know the score.

0:08:460:08:49

After her win, she's put ten grand in tax-free savings accounts,

0:08:490:08:53

bought a four-by-four and kept on claiming.

0:08:530:08:57

That's Caroline just going to her car...

0:08:570:09:00

at the end of the day.

0:09:000:09:02

And I'm just pulling away to get somewhere in front of her,

0:09:020:09:06

cos it would be better if she overtakes me

0:09:060:09:08

rather than me just follow her straight from work.

0:09:080:09:10

Steve suspects Caroline is involved in a number of fiddles.

0:09:110:09:15

Serious cheats often have different frauds on the go at the same time.

0:09:180:09:22

What's the trick to this not getting spotted?

0:09:240:09:26

It helps being in rush hour.

0:09:260:09:29

Most people can only go one way at this place.

0:09:290:09:31

She's looking in her rear view, so I'm just dropping it.

0:09:330:09:36

Oh, right. She is going that way.

0:09:380:09:41

I'd rather not take her down that way

0:09:410:09:42

cos you have to be careful that somebody might have spotted you.

0:09:420:09:46

With a bit of luck, I can maybe go that way

0:09:460:09:49

and just catch her coming out the other end of the road.

0:09:490:09:52

She could have pulled into a friend's house.

0:09:520:09:54

She could have nipped out of here by now

0:09:540:09:56

and gone down to the main road.

0:09:560:09:59

But with a bit of luck, I can let her in like that.

0:09:590:10:01

Here.

0:10:030:10:04

It's nice when you can let somebody in like that.

0:10:050:10:08

Can you believe your luck?

0:10:080:10:09

Experience, not luck.

0:10:090:10:10

So, if she thought we were following,

0:10:120:10:14

there's a good chance she's probably not now.

0:10:140:10:16

It's been a good day for Steve.

0:10:200:10:22

Now he'll check what she told the council when she first claimed.

0:10:240:10:27

If she lied, she'll be charged.

0:10:300:10:32

I'm in Knightsbridge.

0:10:480:10:50

I'm not used to coming to places like Knightsbridge.

0:10:500:10:52

I spend most of my time either at court,

0:10:520:10:54

in the office, or at police stations.

0:10:540:10:56

Zoe's on an unusual trip to the shops.

0:10:580:11:01

She's trying to get cash and assets back from a convicted fraudster,

0:11:010:11:05

and she needs to get a few prices.

0:11:050:11:07

We're here to visit Bang and Olufsen

0:11:070:11:10

because Mr Mayomi had bought equipment from them,

0:11:100:11:13

so we are here today to have a look at what he purchased.

0:11:130:11:16

Receipts found on Mayomi's computer

0:11:180:11:21

show he came here to buy televisions and music systems.

0:11:210:11:25

I have never seen anything like that.

0:11:270:11:30

I don't know what this is. I think it's a speaker of some sort.

0:11:330:11:36

(I don't know.)

0:11:360:11:38

I do feel really unsophisticated

0:11:380:11:39

because I don't know what half this stuff is.

0:11:390:11:41

Wow. How much is that?

0:11:450:11:47

In round figures, that's about ?10,000, thereabouts,

0:11:470:11:52

there or thereabouts.

0:11:520:11:53

Wow. ?10,000 for a television set. Yes.

0:11:530:11:56

And those speakers?

0:11:570:11:59

They are ?15,000 for a pair.

0:11:590:12:03

?15,000.

0:12:030:12:05

Mr Mayomi spent almost ?90,000 here.

0:12:060:12:10

This is a newer model than was purchased at the time.

0:12:100:12:13

This TV system, without the speakers, is approximately ?16,900.

0:12:150:12:21

So, how large a screen is this?

0:12:210:12:23

This is a 65-inch.

0:12:230:12:25

That's about how tall I am.

0:12:250:12:27

This is important.

0:12:300:12:32

High-value goods might help Zoe get back the money the couple stole,

0:12:320:12:36

but her search throws up an even bigger surprise.

0:12:360:12:39

Wow.

0:12:430:12:44

I've made enquiries in Nigeria and he, we believe,

0:12:500:12:53

owns a large house in Nigeria.

0:12:530:12:55

Wow! That is a large house, isn't it? Yeah.

0:12:550:12:57

I think it's got five bedrooms. Five bedrooms.

0:12:570:12:59

The building at the back, this will be either a "boys' quarters",

0:12:590:13:02

that will be for the servants, or else it may be a rental property.

0:13:020:13:05

It's thought Mayomi spent tens of thousands on this place.

0:13:080:13:11

Here is the photographs that the forensic examination

0:13:110:13:14

found on Mayomi's computer.

0:13:140:13:15

He spent three grand on chandeliers...

0:13:180:13:20

..a must-have for your mansion.

0:13:220:13:23

And how much is that worth?

0:13:260:13:28

I have valued that by comparing it with similar properties

0:13:280:13:31

found in the same estate. I valued that at over a million pounds. Wow.

0:13:310:13:36

She has uncovered other assets.

0:13:360:13:37

He owns land in Nigeria. He's got a fish farm in Nigeria.

0:13:370:13:42

His company paid for a watch that's valued at ?25,000.

0:13:420:13:47

Wow. So, this is a benefits cheat who has assets, you believe,

0:13:470:13:50

of more than a million pounds, 1.12. Yes. That's extraordinary.

0:13:500:13:54

But what does that feel like,

0:13:540:13:55

when it all comes together and you see this big figure?

0:13:550:13:57

I was very pleased and relieved.

0:13:570:14:00

A lot of my cases I find people have spent the money,

0:14:000:14:03

but this is something we can use in a confiscation order.

0:14:030:14:07

Mayomi is a bad lad.

0:14:070:14:09

As well as making tens of thousands in benefit fraud,

0:14:090:14:12

it's thought he's handled hundreds of thousands made through crime,

0:14:120:14:16

and Zoe is after that as well.

0:14:160:14:19

Although I'm a civilian, I have the powers of an accredited

0:14:190:14:22

financial investigator, so I can pursue enquiries under

0:14:220:14:25

the Proceeds of Crime Act and the Criminal Justice Act.

0:14:250:14:28

We're going to go ahead with the confiscation.

0:14:280:14:33

This will take time, so it's not going to happen overnight.

0:14:330:14:36

It's a gamble,

0:14:370:14:39

but Zoe thinks Mr Mayomi's assets have been gained illegally

0:14:390:14:42

and she is going after the lot.

0:14:420:14:44

In Stoke, Steve is examining the Deal or no Deal footage.

0:14:540:14:58

Caroline Banana is meant to be a single mum,

0:14:580:15:01

but here she looks very close to her ex.

0:15:010:15:04

I was ready to deal.

0:15:040:15:06

I knew this was it and I was just over the moon.

0:15:060:15:09

I just couldn't believe it.

0:15:090:15:11

And her Facebook profile isn't that of a single woman.

0:15:120:15:16

I've been checking that for months and months and months.

0:15:160:15:19

And what have you found?

0:15:190:15:20

The important thing we found were in the photo section.

0:15:200:15:24

And there they are together,

0:15:240:15:26

and they're making a joke about their surname Banana.

0:15:260:15:28

To me, it puts both of them on holiday.

0:15:280:15:30

It's not painting a picture of people who aren't getting on.

0:15:300:15:33

Even the jokes that are being made down here are kind of evidence

0:15:330:15:37

because people are presuming

0:15:370:15:38

that this is a normal situation. That's right.

0:15:380:15:40

They're just happy for them.

0:15:400:15:42

There's no surprise that that picture has been taken.

0:15:420:15:44

Nobody's thinking, "What's going on here?"

0:15:440:15:46

This guy, Mr Banana, that wasn't his name on Facebook, was it?

0:15:460:15:48

No, no. He's used the surname Tharbo a few times.

0:15:480:15:53

With knowing that surname,

0:15:530:15:54

I checked that one out and this is what came up.

0:15:540:15:57

Here's Michael Tharbo... Is that the two of them there?

0:15:570:16:00

Yeah. And it's actually still got "married to Caroline Banana" on.

0:16:000:16:03

There's a picture of them together.

0:16:030:16:05

Remember, these split up in 2008. Right.

0:16:050:16:07

He's had four years to remove that. And change his picture. Yeah.

0:16:070:16:10

Cos these two people, they're getting money

0:16:100:16:13

because they're not together as a couple. That's right.

0:16:130:16:15

But they're showing the world pictures of them on holiday.

0:16:150:16:18

He's getting money up in the Stockport area as a single chap

0:16:180:16:20

with children, and she's getting benefits and money

0:16:200:16:23

in Stoke as a single parent.

0:16:230:16:25

But seeing something on Facebook

0:16:250:16:27

and proving it in court are two very different things.

0:16:270:16:31

Steve needs evidence.

0:16:310:16:32

They are just leaving now. The missus is just coming out now.

0:16:340:16:37

That's Caroline just underneath that big window on that flat behind.

0:16:370:16:40

Living together fraud is very common -

0:16:420:16:45

it costs the country ?168m a year.

0:16:450:16:48

Steve is watching to see if Caroline

0:16:520:16:53

and her husband behave like a married couple.

0:16:530:16:56

That's Caroline just leaving now in the Dodge

0:16:590:17:02

to take the children to school.

0:17:020:17:03

But will Mr Banana follow?

0:17:060:17:08

There isn't long to wait.

0:17:100:17:11

So, it looks like it's the husband.

0:17:130:17:15

So, I can actually anticipate which way he's going and just see him.

0:17:200:17:23

You've seen how the house, the gates are shut.

0:17:230:17:26

Somebody's come out, shut the gates, got in the Jeep

0:17:260:17:28

and gone to work, allegedly.

0:17:280:17:30

You need to be have a certain amount of time where you've been doing

0:17:320:17:35

what we've just done, because...

0:17:350:17:39

we have had people in the past say that they stayed a week cos the kids

0:17:390:17:44

are ill, or he's come down cos he's the man that does the decorating.

0:17:440:17:47

What I'm doing now, I'm just going down this side road

0:17:470:17:50

and he'll be going down that main road in that Jeep...behind you.

0:17:500:17:54

He's there, actually.

0:17:540:17:55

If you just turn, you will catch him going past.

0:17:550:17:58

And that's classed as a good day. We've seen what we came for.

0:18:020:18:05

Somebody who shouldn't be living with her.

0:18:050:18:07

It's only quarter, 20 past eight in the morning.

0:18:070:18:10

He's come out in a suit, looking like what he's driving there,

0:18:100:18:13

so you will see that all over the country, won't you?

0:18:130:18:16

That sort of pattern for people who are living together.

0:18:160:18:19

I have been brought up on an estate with a family of nine.

0:18:240:18:28

Me mother and father had nine, and none of us would ever dream of

0:18:280:18:31

claiming benefits fraudulently.

0:18:310:18:33

And when people on the same estate

0:18:330:18:34

or other estates doing the same thing, it does get to you a bit.

0:18:340:18:39

People might see you and think you are a bit hard-hearted,

0:18:390:18:41

but you seem quite strong in your views. I am, yeah.

0:18:410:18:43

She should be paying her own rent, council tax, paying her own bills.

0:18:430:18:48

I'm pretty sure a lot of people on that estate

0:18:480:18:50

would pay their own bills if they came into that sort of luck.

0:18:500:18:52

I think, if you are claiming, it's got to be legit.

0:18:520:18:55

If you come into luck or get a job you should declare it,

0:18:550:18:57

and I don't mind seeing people punished for it.

0:18:570:18:59

The Royal Borough of Kensington and Chelsea is one of the most

0:19:050:19:09

sought-after addresses in the country.

0:19:090:19:11

There are council houses here worth ?1m...

0:19:140:19:17

..but that can attract the wrong kind of attention.

0:19:190:19:22

A fraudster who can get a subsidised place here

0:19:230:19:26

could make a fortune renting or selling.

0:19:260:19:29

There he goes.

0:19:320:19:34

I'm just looking at the vehicle reg...

0:19:340:19:37

so we can look him up on our system.

0:19:370:19:39

Marcin is part of the council's team that's out to stop them.

0:19:420:19:46

His job is to secretly film the fraudsters.

0:19:460:19:49

And now we've got this.

0:19:490:19:51

And in his short time with the fraud team

0:19:510:19:53

he's become a bit of an expert in surveillance.

0:19:530:19:56

We do stick out.

0:19:590:20:01

I used to do surveillance on my bicycle

0:20:020:20:05

and then we got a bright white wheelchair-converted vehicle.

0:20:050:20:09

We had that and that stuck out like a sore thumb,

0:20:100:20:14

so this is a huge step up.

0:20:140:20:16

What we really need to do is get blacked-out windows,

0:20:160:20:18

kind of like that, that would be good,

0:20:180:20:20

so I can just snoop on people and they can't see me.

0:20:200:20:22

This is one of the team's prime targets, William Anthony.

0:20:240:20:28

He said he lived with his mum in her council flat.

0:20:290:20:33

When she died, he wanted to take it over - fair enough.

0:20:330:20:36

Only when they checked him out, his story didn't add up.

0:20:370:20:41

The enquiries that we made into his name, William Anthony,

0:20:410:20:45

to another address in Richmond.

0:20:450:20:48

So, investigator Paul Churchill dug a little deeper.

0:20:480:20:51

There wasn't a William Anthony at that address,

0:20:510:20:54

but there was someone called William Stanley.

0:20:540:20:56

The mobile number for Stanley

0:20:560:20:58

and the mobile number for Anthony was the same telephone number.

0:20:580:21:01

So, it looks like he's got different names,

0:21:010:21:03

but it's the same guy using the same phone. That's what we thought.

0:21:030:21:06

To find out who they were dealing with, Paul made further inquiries.

0:21:110:21:15

The Passport Agency confirmed that there are two passports,

0:21:150:21:18

one in the name of William Anthony, one in the name of William Stanley.

0:21:180:21:22

So, this guy's got two passports. Two British passports,

0:21:220:21:24

and these are the pictures that the passport agency has sent to me.

0:21:240:21:27

That is clearly the same guy,

0:21:270:21:28

looks like on the same day even, doesn't it?

0:21:280:21:30

And they've confirmed that,

0:21:300:21:31

after checking the General Register Office,

0:21:310:21:33

they can find no trace of a William Stanley ever being born.

0:21:330:21:37

This is a very sought-after area, isn't it?

0:21:400:21:42

Yeah, it's quite a nice area. Where are we heading?

0:21:420:21:44

We are going to Clydesdale House, which is the address

0:21:440:21:47

Mr Anthony claimed that he was living at with his mum,

0:21:470:21:51

and the address he wanted to succeed the tenancy on.

0:21:510:21:53

So, this is Portobello Road, isn't it? Yeah.

0:21:530:21:56

And the flat is just around the corner. Yep.

0:21:560:21:58

What's the demand like around here for flats?

0:21:580:22:00

It would be high, yeah.

0:22:000:22:02

You get lots of subletting around here.

0:22:020:22:04

So, there is a big cash interest for him

0:22:040:22:06

to have that flat just around the corner. Oh, definitely, yeah.

0:22:060:22:09

The rent here would be around ?130 a week.

0:22:090:22:12

Privately, around here, it probably ?350 a week, probably more.

0:22:120:22:17

So that's why he was fighting for this flat? Yes.

0:22:170:22:20

We're just coming up to the flat now - it's on the right.

0:22:200:22:23

There's it is on the ground floor. Yeah.

0:22:230:22:26

The council has now turned down Anthony's application

0:22:270:22:30

to take over his mum's tenancy.

0:22:300:22:33

I have a hunch that he was going to buy under the Right-to-buy Scheme

0:22:350:22:38

because then he then gets like a ?75,000 discount,

0:22:380:22:41

and then he'll sell it again.

0:22:410:22:44

And make a load of cash.

0:22:440:22:45

So, all of this fraud that you think you've exposed,

0:22:450:22:48

it all stemmed, did it, from him just trying to get

0:22:480:22:51

his hands on that flat? Just trying to succeed his mum's tenancy.

0:22:510:22:54

But turning him down hasn't solved the council's problems -

0:22:550:22:58

it's just created another one.

0:22:580:23:01

Anthony's declared himself homeless and they have to help.

0:23:010:23:04

Watching and digging,

0:23:090:23:11

investigators spend their time stepping into other people's lives.

0:23:110:23:15

Steve's made an extraordinary discovery

0:23:170:23:20

about Mrs Banana's husband.

0:23:200:23:22

Wow. It's pretty grand, isn't it?

0:23:220:23:25

'Steve has found his family came here as political refugees.'

0:23:250:23:29

His dad was President of Zimbabwe before Mugabe took over.

0:23:300:23:33

Her husband's father was the President of Zimbabwe.

0:23:330:23:36

Yeah, yeah. He came over with the family

0:23:360:23:37

and one or two settled in Stoke.

0:23:370:23:39

So, what kind of life would he have had, do you know?

0:23:390:23:42

The family lived in the state house in Harare in Zimbabwe.

0:23:420:23:46

So unless Michael was living elsewhere

0:23:460:23:48

he was living quite well, wasn't he? A nice shower and bathroom.

0:23:480:23:51

Certainly different connections to Stoke on Trent anyway.

0:23:520:23:55

And you can do all this research this investigation just sat here

0:23:550:23:58

at your desk? You can do quite a lot from your desk, yeah,

0:23:580:24:01

because the internet is a big place.

0:24:010:24:03

'He's been looking at the Bananas' holiday snaps.'

0:24:040:24:07

Where's this picture then? Certainly not Stoke on Trent.

0:24:070:24:10

No, unless it was very warm.

0:24:100:24:13

'But this is serious.

0:24:130:24:15

'Steve has found that Mrs Banana spent seven weeks

0:24:150:24:17

'on holiday in Turkey while claiming benefits in Stoke.

0:24:170:24:22

'When she was there, she bought a villa.

0:24:220:24:24

'The plan was to rent it out as a business.'

0:24:240:24:27

Very, very recently, she gave us a new phone number.

0:24:270:24:30

Did you just whack it in Google?

0:24:300:24:32

Put it in Google and it popped up as Alanya Properties.

0:24:320:24:35

And if you look at the trading name,

0:24:350:24:36

it's registered at the address that she is living.

0:24:360:24:39

Can she run a company from a council house?

0:24:390:24:41

No, a council house is for living in, not working in. Right.

0:24:410:24:44

And it's a breach of tenancy.

0:24:440:24:45

So, from that you got this company. What does it do, this company?

0:24:450:24:48

There's properties in Turkey being to let and sold.

0:24:480:24:51

There's pictures of the properties and how much they are going for,

0:24:510:24:54

and what you can do when you are on holiday.

0:24:540:24:56

And that again is with her ex-partner, as she says.

0:24:560:24:59

With her ex-partner. He is on there as well as the partner

0:24:590:25:02

of the business, the UK team, basically.

0:25:020:25:04

More evidence that they are together? It seems to be, yeah.

0:25:040:25:07

'But Steve needs to back up what he finds on the internet

0:25:090:25:12

'with physical evidence.' One of the prettier places of Stoke on Trent.

0:25:120:25:15

And for him, the only way to do this

0:25:180:25:20

is to stay close to the Banana family.

0:25:200:25:23

Now the school is 100 yards to me left.

0:25:230:25:25

I don't need to be close to the school at all.

0:25:250:25:27

It's probably 100/200 yards up the back there.

0:25:270:25:30

This is full-on surveillance.

0:25:300:25:33

His boss has given permission to stake out the children's school

0:25:330:25:36

because the teachers say it's Michael,

0:25:360:25:38

not Caroline, who picks the kids up.

0:25:380:25:41

It isn't always a case of being on somebody's back

0:25:410:25:43

and filming them every five minutes of every day,

0:25:430:25:46

it's just painting a picture of what it looks like,

0:25:460:25:48

and what it would look like to people in the street.

0:25:480:25:50

Do they seem as a couple,

0:25:500:25:52

or a bloke appearing on the scene once a month for a day?

0:25:520:25:54

You're only trying to get to the bottom of it, the truth.

0:25:540:25:57

If it ain't happening then you will never prove it, will you?

0:25:570:26:01

If it isn't fact, you don't want to prove it.

0:26:010:26:03

You don't want people in trouble when they aren't doing anything.

0:26:030:26:06

Is it a bit bizarre that you are sitting in Stoke on Trent

0:26:060:26:08

doing surveillance on the son of the former president of Zimbabwe?

0:26:080:26:12

HE LAUGHS

0:26:120:26:14

Yeah, I suppose it is, isn't it? That's a bit strange, that one.

0:26:140:26:17

There's not too many sons of presidents that

0:26:190:26:21

live in Stoke, I suppose.

0:26:210:26:22

Unless they're presidents of working men's club's - quite a few of them.

0:26:240:26:27

LAUGHTER

0:26:270:26:29

Mr Banana doesn't show up, but the evidence is building.

0:26:330:26:37

Since she won ?95,000, not only has Caroline

0:26:390:26:42

continued to claim benefits, but Steve thinks she's working as well.

0:26:420:26:47

We've now got evidence of three periods of work she's done

0:26:480:26:51

when she was claiming benefit.

0:26:510:26:53

There is a note there on the second of March, 2011, where they've

0:26:530:26:56

called her regarding a job coming up and she's actually said

0:26:560:26:59

she can't do it cos she is filming Deal or No Deal.

0:26:590:27:03

And a crucial document has arrived.

0:27:030:27:05

It's taken us a few months to get the document from Endemol,

0:27:050:27:08

who make the game show, telling us that Caroline Banana actually won

0:27:080:27:12

the money and she was paid by cheque.

0:27:120:27:14

That's what we have been hoping for from day one.

0:27:140:27:17

That's the golden document, really.

0:27:170:27:19

The case against Caroline Banana is almost there.

0:27:190:27:23

It's early morning in North London

0:27:300:27:32

and Paul Churchill is on his way to a stake-out.

0:27:320:27:35

Oh, where are you?

0:27:370:27:39

He's meeting his boss.

0:27:390:27:41

I think I've missed most of the heavy rain.

0:27:430:27:45

It's like this all day. I reckon the weekend as well.

0:27:450:27:49

It's July. I can't believe it's going to be like this for three days.

0:27:490:27:53

They're here to watch William Anthony.

0:27:530:27:55

After being turned down for his mum's flat,

0:27:550:27:57

he declared himself homeless and he's on a waiting list.

0:27:570:28:01

On paper, his situation looks grim.

0:28:010:28:03

The council's paying for him to live in a hotel,

0:28:030:28:06

but Paul isn't sure he stays here.

0:28:060:28:08

So, we are going to see if he is actually staying there or not

0:28:100:28:14

because I've got reasons to believe that he probably isn't,

0:28:140:28:17

and that that's not his main home.

0:28:170:28:19

Right at the station, up, and then on the left.

0:28:200:28:23

They think William Anthony isn't homeless at all.

0:28:230:28:26

He's living a double life, and what he's trying to do is commit fraud.

0:28:260:28:30

We're not going to approach him today.

0:28:330:28:35

It's just to see if he's here.

0:28:350:28:38

Ideally, we would like to see where he is going.

0:28:410:28:43

This is the hotel...just there.

0:28:470:28:50

He actually lives across the road

0:28:500:28:53

because they've got the building across the road as well.

0:28:530:28:56

Shall we give it a knock? Yeah.

0:28:570:28:59

But as they leave, William Anthony, their target,

0:29:070:29:10

crosses the street and walks towards them.

0:29:100:29:12

He passes by and goes into the hotel.

0:29:150:29:17

We'll have to hide behind the wall or something.

0:29:200:29:23

Minutes later, Anthony comes back out.

0:29:230:29:25

He gets in the van, but doesn't drive off.

0:29:250:29:28

Andy and Paul have to walk past him again - it's not ideal.

0:29:320:29:35

He must be the white van, that white van we just went past.

0:29:390:29:44

We spotted that he's got into the white van at the end of the road.

0:29:520:29:56

My concern is that he is still sat in the car.

0:29:560:29:58

If he is surveillance-aware,

0:29:580:29:59

he may realise that we've got in this car and not moved.

0:29:590:30:02

And as we walked past once and come back,

0:30:020:30:05

I want to try and leave now so we can go past there.

0:30:050:30:08

We are going to move forward now. Drive off.

0:30:090:30:12

They drive around the block. When they return, he's gone.

0:30:180:30:23

He's gone.

0:30:230:30:24

Paul heads back to the office to carry on digging.

0:30:300:30:33

What were hoping to see is where he actually lives.

0:30:330:30:37

We saw him at the hotel this morning in Kilburn.

0:30:370:30:40

He was at the hotel? Saw him leave. We were just going into the hotel,

0:30:400:30:43

and he walked out and got into this white van and drove off.

0:30:430:30:47

Paul's interested in that van.

0:30:480:30:52

If it has a parking permit, who is it registered to?

0:30:520:30:55

We will send a fax over to Brent Council to see if they can

0:30:590:31:03

check out this number plate for us.

0:31:030:31:07

Probably give them details of the names that they've got as well

0:31:080:31:11

and see if they can find anything for him.

0:31:110:31:13

I'd expect a response within a week.

0:31:150:31:19

I mean, sometimes it can be within a day, so we will see.

0:31:190:31:23

But Paul doesn't want to wait, so he heads to Richmond.

0:31:230:31:27

This is the address where William Anthony's fake ID

0:31:270:31:30

William Stanley has claimed benefits in the past.

0:31:300:31:34

I'll let them go past me.

0:31:340:31:36

If you see the silver car over there,

0:31:400:31:42

that's another one of his cars.

0:31:420:31:44

And this is the other address

0:31:440:31:46

that he used to claim housing benefits under...

0:31:460:31:48

..in the name of William Stanley.

0:31:500:31:52

Saying that, yeah.

0:32:040:32:06

There's building work going on, yeah.

0:32:060:32:08

Oh, look at that white van. That's the white van.

0:32:100:32:13

That's the white van we saw this morning.

0:32:130:32:15

So we know that he's come from the hotel this morning

0:32:170:32:21

back to this address.

0:32:210:32:23

I think this is his main home.

0:32:240:32:27

Actually, we could go and have a quick look and see

0:32:270:32:29

if there is any parking permits on that van.

0:32:290:32:32

If he walks out and I bump into him again...

0:32:340:32:37

Walking over to the van...

0:32:450:32:47

..a packet of Swan Vestas in there.

0:32:480:32:51

No parking permits or anything.

0:32:510:32:53

I'm glad that we've seen the van now, I have to say,

0:32:530:32:55

because I didn't want to drive all this way

0:32:550:32:57

and there be nothing there at all.

0:32:570:32:59

I think this is where he lives.

0:33:020:33:04

Paul's case is building slowly, but he hasn't got enough to

0:33:050:33:09

charge William Anthony or stop him getting a free council flat.

0:33:090:33:14

In Stoke, the investigation is nearly complete.

0:33:190:33:22

In the case against Mrs Banana, who won 95 grand on a game show,

0:33:220:33:26

they've had another breakthrough - her bank records.

0:33:260:33:30

Overnight, we've had a reply back from Barclay's

0:33:300:33:33

saying there's three accounts in Caroline's name.

0:33:330:33:36

Now the figures of the opening balances of these

0:33:360:33:38

add up to the ?95,000.

0:33:380:33:40

So we're now... Where we were happy before that she had won money

0:33:400:33:44

on the game show, we can now show that that ?95,000

0:33:440:33:47

has been put into her name, into her bank account at Barclays.

0:33:470:33:51

A bank statement like this is pretty useful to us

0:33:510:33:53

because it can show what somebody's been up to, where they've been,

0:33:530:33:56

what they've been doing and who they've been doing it with, so...

0:33:560:33:59

So this morning, Steve will confront Caroline Banana.

0:33:590:34:04

He thinks he can prove she claimed benefits

0:34:040:34:07

for more than a year after winning on the show.

0:34:070:34:10

See you later.

0:34:120:34:13

This is a big day. Steve's worked on the case for months.

0:34:170:34:20

He's about to interview Mrs Banana,

0:34:200:34:23

but things have already started to change.

0:34:230:34:25

I delivered the letter to come in for interview last Tuesday, and since

0:34:270:34:31

then the vehicle that we have been seeing on the property every day

0:34:310:34:34

has suddenly disappeared.

0:34:340:34:36

It's not there, so you can make of that what you want.

0:34:360:34:40

And his Facebook page has been updated with "location: Stockport",

0:34:400:34:45

so you can see her reaction after

0:34:450:34:49

they are aware that they are being investigated.

0:34:490:34:51

If Caroline Banana can't come up with an explanation today,

0:34:510:34:55

she'll be charged.

0:34:550:34:56

Hi, I'm Steve Prince. I'm an investigator from

0:35:030:35:05

the Benefits Services Section from Stoke on Trent City Council.

0:35:050:35:08

The time by my watch is 3.42.

0:35:080:35:12

In the interview, Steve and a colleague

0:35:120:35:14

get Caroline to talk about her holiday.

0:35:140:35:16

'I went to Turkey last year for seven weeks with my whole family.

0:35:180:35:24

'It's quite a long holiday for somebody who is claiming

0:35:240:35:27

'an income-based benefit. It was...

0:35:270:35:30

'I couldn't afford to go on holiday for seven weeks.

0:35:300:35:33

'It was school holidays.'

0:35:330:35:34

What does she do when that's put to her?

0:35:340:35:36

This idea that you and the other interviewer

0:35:360:35:39

can't afford to go away for seven weeks? It's a difficult one.

0:35:390:35:42

She smiled and laughed a bit, but at the end of the day,

0:35:420:35:44

she could afford to go, couldn't she?

0:35:440:35:46

Is that a reasonable question? It is reasonable

0:35:460:35:49

cos people are on income support cos they've got no money.

0:35:490:35:51

They are trying to feed the kids, not spend seven weeks in Turkey.

0:35:510:35:54

That's the first benefit they get, some income support to live on.

0:35:540:35:58

'I bought a property in Turkey.

0:36:000:36:02

'So, you bought a property in Turkey? Yeah.

0:36:020:36:05

'How did you fund that?

0:36:050:36:07

'I...went on Deal or No Deal and I was fortunate enough...'

0:36:070:36:14

'Yeah.'

0:36:160:36:17

The Deal or No Deal...

0:36:190:36:20

She didn't seem to realise that, actually, that was a big admission.

0:36:200:36:25

It came out not willingly, did it?

0:36:250:36:27

It was like, "Oh, what am I saying here?" But yet she told you...

0:36:270:36:30

At that time, she didn't know we had that.

0:36:300:36:32

But she told you, didn't she? Yeah. Were you surprised by that?

0:36:320:36:35

I think she was being funnelled down a dead-end street, you know.

0:36:350:36:40

You've been away six weeks, you've set up a business,

0:36:400:36:43

what's it all about? How could you afford that?

0:36:430:36:45

Well, let's listen to what she says.

0:36:450:36:47

'What would you say the general public would

0:36:470:36:50

'think of that, the taxpayers?

0:36:500:36:52

'They wouldn't be happy. They wouldn't be happy.'

0:36:520:36:55

So she understands. Yeah. That's what it boils down to, yeah, yeah.

0:36:550:36:58

At the end of the day, she's claiming benefits off people like myself

0:36:580:37:02

and yourself who are contributing towards that system.

0:37:020:37:05

And then to go out and win that money is the time to say,

0:37:050:37:07

"Oh, thank you for your help. I don't need it any more."

0:37:070:37:10

Caroline Banana is charged - she is not happy.

0:37:110:37:15

CAMERA CLICKS

0:37:150:37:16

It's not fair what you're doing.

0:37:180:37:20

But the allegations are serious, and a trial date is fixed.

0:37:250:37:29

Look at this, Marc.

0:37:310:37:32

This is the guy you saw, isn't it?

0:37:320:37:35

That's him!

0:37:350:37:36

Come on!

0:37:380:37:39

I thought their noses looked quite similar.

0:37:390:37:41

He's put on so much weight that his ears have disappeared.

0:37:410:37:45

Er, I don't know.

0:37:450:37:47

The team in Kensington and Chelsea are getting closer to

0:37:470:37:50

understanding William Anthony's tangled double life.

0:37:500:37:54

This is the car that we saw the other day,

0:37:540:37:57

which was outside the hotel in Kilburn.

0:37:570:38:01

They are searching the council's computer system for clues.

0:38:010:38:06

It's now been three months since he was turned down for his mum's flat

0:38:080:38:13

and he declared himself homeless.

0:38:130:38:15

That's the car that got all the parking tickets, the silver BMW.

0:38:190:38:23

There are a number of cars that seem to be linked to them.

0:38:230:38:27

And that's another car. That's another car.

0:38:270:38:29

There's been loads.

0:38:290:38:30

There's been loads in the past.

0:38:300:38:32

For as far back as I can tell he's been claiming benefits,

0:38:320:38:35

so how can he afford the cars?

0:38:350:38:38

They've also been checking William Anthony's identity, William Stanley.

0:38:380:38:43

Not only does he have two passports,

0:38:430:38:45

he's been claiming benefits in both names.

0:38:450:38:48

It's been going on for a long time, from what we can establish.

0:38:500:38:54

He's claiming benefits under the name William Anthony,

0:38:540:38:57

but this bank account is in the name William Stanley

0:38:570:39:00

and the only thing going into this bank account is Disability Living

0:39:000:39:03

Allowance, which is money from the Department for Work and Pensions.

0:39:030:39:07

March - ?275.40. April - ?282.50.

0:39:070:39:14

May - ?289.60.

0:39:140:39:17

The disability money that is going into this account

0:39:170:39:19

is for a William Stanley, not for William Anthony.

0:39:190:39:22

William Anthony is getting money separately in his own right,

0:39:220:39:25

so this sort of shows that he is getting double money

0:39:250:39:28

under the two identities.

0:39:280:39:30

His fraud has netted him almost ?90,000 in benefits.

0:39:300:39:35

Are you ready? Yep.

0:39:370:39:39

It's time to get the police involved.

0:39:390:39:41

Just the fact that there are two passports

0:39:410:39:43

running at the same time should be enough.

0:39:430:39:46

But, again, it's up to them whether or not they've got the manpower

0:39:460:39:49

to do the amount of addresses that we have got.

0:39:490:39:51

Hopefully they will be interested in the case, and then we'll

0:39:520:39:55

arrange a date for them to come and carry out the arrest for us.

0:39:550:39:58

I think I'm beyond stressed because...

0:40:090:40:11

..this is my first Proceeds of Crime case - it's a big one.

0:40:120:40:17

Zoe and her legal team are now in court.

0:40:170:40:20

It's the case of Ovo Mayomi and his wife Juliet Ubiribo -

0:40:200:40:25

they're convicted fraudsters.

0:40:250:40:27

The legal action is to make them pay back the money

0:40:270:40:29

they stole from the council and anything else they made from crime.

0:40:290:40:34

Why don't you fuck off?

0:40:340:40:36

There's a lot at stake for everybody.

0:40:360:40:38

For the defendant, if we win,

0:40:380:40:40

it means they will have to dispose of their assets.

0:40:400:40:43

If we lose, we would have to explain about the money we'd used

0:40:430:40:47

in legal fees and in costs.

0:40:470:40:48

There's negative publicity for the council,

0:40:480:40:51

so there is a lot at stake on both sides.

0:40:510:40:53

Bang and Olufsen have been very helpful. I've done you a table.

0:40:550:40:58

They are still struggling to get hold of some of the original cheques.

0:40:580:41:01

Yeah. From what I remember in the previous hearing,

0:41:010:41:03

he's just disputing everything. Yes. I think...

0:41:030:41:07

Zoe wants the judge to award more than ?1m against Mayomi.

0:41:070:41:12

She has to convince the court his wealth comes from crime.

0:41:120:41:15

I think that's it for the credit cards in the false ID. Yeah, it is.

0:41:150:41:20

There's a lot of bank accounts. I know. Well, there is...

0:41:200:41:22

Just revisiting this yesterday and going through it all,

0:41:220:41:25

and it's just staggering, really, the number of large transactions.

0:41:250:41:28

We have identified a family connection with crime.

0:41:280:41:31

So, Mr Mayomi's in-laws for instance, the Ubiribo family,

0:41:310:41:34

have been convicted of a number of criminal offences that relate

0:41:340:41:38

to drugs and money laundering.

0:41:380:41:40

So there are significant worries as to where the money's come from.

0:41:400:41:45

Good morning. Good morning. All well?

0:41:450:41:48

All well, thank you. How about you? Can I have a word? Yeah, sure.

0:41:480:41:51

Mayomi's lawyer wants a chat.

0:41:520:41:55

Hopefully he hasn't brought in loads of paperwork

0:41:550:41:57

suddenly to ambush us with.

0:41:570:41:59

Well, what would happen if he did turn up with a box full of books

0:42:000:42:05

and accounting documents at this stage?

0:42:050:42:08

We are just going to have to look through it quickly.

0:42:080:42:10

News from defence camp is that Mr Mayomi has attended this morning

0:42:190:42:23

with a suitcase of documents.

0:42:230:42:25

Mayomi says the Nigerian house is owned by his parents.

0:42:310:42:35

He's produced thousands of documents to dispute Zoe's claims.

0:42:350:42:39

It's a last-minute surprise that could derail the council's case.

0:42:420:42:46

What else we can find out? Hmm.

0:42:490:42:52

Why didn't we know about this two and a half years ago?

0:42:530:42:57

I just don't know.

0:42:570:42:58

Mr Mayomi is a hard man to pin down.

0:43:000:43:03

Croydon investigators suspect

0:43:030:43:05

he's even given the court a false address.

0:43:050:43:09

He tells the court that he lives at an address at Catford.

0:43:090:43:12

However, his wife is at that address and she is claiming benefits

0:43:120:43:16

on the basis that she's a single adult in the house.

0:43:160:43:20

He is not supposed to be there. He's not registered at the address.

0:43:200:43:23

Somebody's been out to interview Mrs Ubiribo

0:43:230:43:25

and she says he visits to see the children at the weekends,

0:43:250:43:28

so I don't actually know where Mr Mayomi is.

0:43:280:43:30

We try to find out.

0:43:320:43:34

For three days, we stake out the address he's given to the court.

0:43:340:43:38

We see Juliet Ubiribo, but there is no sign of Mayomi.

0:43:380:43:42

We follow him to find out where he is actually living.

0:43:430:43:47

He hasn't been asked, as far as I'm aware,

0:44:040:44:06

to produce proof of where he lives.

0:44:060:44:08

His defence counsel may have an address that we are unaware of.

0:44:080:44:11

What's to stop him disappearing?

0:44:130:44:15

Ah, it's a good question actually.

0:44:160:44:18

What does that say about the system?

0:44:230:44:26

It's very easy to tell lies.

0:44:260:44:28

Mayomi clocks he's being followed and gives us the slip.

0:44:310:44:34

The worry is that he will do the same thing to the authorities.

0:44:370:44:41

It's summer in London and most people are enjoying the sun...

0:44:470:44:51

..but the investigators in Kensington and Chelsea

0:44:520:44:55

are having a hard time.

0:44:550:44:56

Marcin thinks he's been rumbled on a stakeout.

0:44:580:45:02

This is the son. He starts reversing into the property

0:45:030:45:06

and then he just suddenly stops, and then he just comes straight

0:45:060:45:09

towards me. And I think, "Right. He's figured out I'm recording him."

0:45:090:45:14

He's watching William Anthony, the man who has used

0:45:140:45:18

two identities to fleece the system of nearly ?90,000.

0:45:180:45:22

You thought he clocked you. And then he drove past staring at me.

0:45:230:45:26

He does a three-point turn just behind me, turns around

0:45:260:45:29

and then winds his window down.

0:45:290:45:30

He looks at me and I think, "OK. I had better wind mine down."

0:45:310:45:35

And he goes, "Are you Roger?" or something like that.

0:45:350:45:38

I say, "Roger? No, I'm not Roger."

0:45:380:45:40

And then he just drove off and he didn't go to the house.

0:45:400:45:43

He just drove around the corner and disappeared.

0:45:430:45:46

Another bit of bad news is that they can't get William Anthony

0:45:460:45:49

arrested any time soon.

0:45:490:45:52

We've been waiting at least three months.

0:45:520:45:55

There is just lots of red tape and there's other organisations.

0:45:550:46:00

It's very frustrating, very frustrating.

0:46:000:46:02

It's almost like he could be cleaning up his act

0:46:020:46:05

and there will be no evidence left when we do arrest him.

0:46:050:46:08

And because he hasn't been arrested,

0:46:090:46:11

William Anthony is moving up the council housing list.

0:46:110:46:14

He is at a position now where he is actually entitled

0:46:150:46:18

to more social housing, to another house.

0:46:180:46:21

He's registered with a number of disabilities,

0:46:210:46:23

so he's got the points.

0:46:230:46:25

He's actually bidding on properties, which means that, I think,

0:46:250:46:29

very soon he will be moving back into Kensington and Chelsea,

0:46:290:46:33

and be given a nice new housing association or council flat.

0:46:330:46:38

It's quite an extraordinary situation. Yeah.

0:46:390:46:42

That's him.

0:46:450:46:47

And one of the reasons William Anthony is moving up the list

0:46:470:46:50

is his supposed disabilities.

0:46:500:46:52

Mr Anthony suffers from angina, arthritic heart, hypertension,

0:46:520:46:57

arthritis in his hips and hands, panic attacks,

0:46:570:47:00

high cholesterol, deaf in one ear and has a speech defect.

0:47:000:47:03

You can see from there,

0:47:030:47:05

just from the picture that we have been able to obtain from him,

0:47:050:47:08

he doesn't walk around normally with a walking stick.

0:47:080:47:11

No. That's what the DWP want to interview him about as well.

0:47:110:47:14

As well as the two identities that he's been

0:47:140:47:16

claiming DWP benefits under, the Disability Living Allowance etc.

0:47:160:47:22

Is he actually disabled in the first place?

0:47:220:47:24

From looking at him on the video, he seems pretty OK to me.

0:47:240:47:27

Appearing fit and well while claiming benefits is one thing,

0:47:310:47:35

but we've heard that William Anthony is working.

0:47:350:47:38

William Anthony, who gets benefits for a disability, seems to be

0:47:480:47:53

in business as a house clearer and I think we should see him in action.

0:47:530:47:57

He may have escaped the authorities but our team sets a trap.

0:47:590:48:03

Hi there. I'm wondering if you could help me.

0:48:060:48:08

I've got a house in Croydon that I really need to get cleared.

0:48:080:48:11

What sort of price would you normally be looking at?

0:48:110:48:13

For a full load, 250 quid.

0:48:130:48:16

250. OK. Sorry, who are you?

0:48:160:48:19

Mark. OK.

0:48:190:48:21

'It's suspected he's in the removals trade with his son

0:48:210:48:24

'and we've got a job for him.' Would you bring enough people

0:48:240:48:27

so you can probably get it done in a day or in a morning?

0:48:270:48:31

In a day. In a day, OK.

0:48:310:48:33

'We've got a house for him to clear out

0:48:330:48:36

'and we've made sure it's a big job.'

0:48:360:48:38

This is it. Are you Mark?

0:48:380:48:40

Yeah, I am. Hi, I'm Tony.

0:48:400:48:42

Nice to meet you...finally. Yeah. So much traffic. Come on in.

0:48:420:48:47

Right, are you ready for this? Oh, my God.

0:48:470:48:51

Yeah. It doesn't end there either, mate.

0:48:510:48:53

There's a shelving thing there, this here...

0:48:530:48:58

the TV unit behind me. Hmm-hmm.

0:48:580:49:00

Don't open the fridge. Right.

0:49:000:49:02

THEY LAUGH It's my warning.

0:49:020:49:05

So there, this... I knew this was going to happen.

0:49:050:49:07

We waited and waited and waited for our...

0:49:070:49:10

So, you were waiting for somebody else to come?

0:49:100:49:12

And he never showed up, so that's why we was late.

0:49:120:49:14

That's fair enough.

0:49:140:49:16

You're right, there's definitely more than a load here. Yeah.

0:49:160:49:20

'It seems they're a man down, but Mr Anthony,

0:49:200:49:23

'who's told the council he suffers heart problems

0:49:230:49:26

'and struggles to walk for more than 60m, is up for the challenge.'

0:49:260:49:30

A lot of work.

0:49:300:49:31

I thought I had a lot of work on my house, but this...

0:49:320:49:36

That's that priceless Ming vase gone.

0:49:380:49:40

LAUGHTER

0:49:400:49:41

70 grand's worth. That's it. Yeah.

0:49:410:49:45

'It takes six hours to clear three tonnes of rubbish.

0:49:510:49:55

'He might be a fraudster and a cheat, but Mr Anthony can graft.'

0:49:550:50:02

Hold it there. Put it down. This is heavy.

0:50:040:50:08

I've got the heavy one.

0:50:090:50:10

Go on.

0:50:100:50:12

Our house has been cleared by a man who claims

0:50:120:50:15

Disability Living Allowance in not one, but two identities.

0:50:150:50:19

This is a man playing the system for all it's worth.

0:50:200:50:23

Mrs Banana is up in court.

0:50:290:50:32

She's agrees to plead guilty to six charges

0:50:320:50:35

and the council agrees to drop the living together charge.

0:50:350:50:38

Well, we got the result. It's what we are looking for.

0:50:400:50:42

It started off as an allegation of somebody having some money.

0:50:420:50:45

We proved it. We proved there was some work in there as well.

0:50:450:50:48

We proved that she's done stuff with the money,

0:50:480:50:51

had a lavish lifestyle for a period of time,

0:50:510:50:53

while the public are paying their rent and their council tax.

0:50:530:50:56

Just one last thought as well. Of those four things that were lost,

0:50:560:51:00

a couple of them were to do with co-habitation, weren't they?

0:51:000:51:03

I wondered whether having been with you on some of that

0:51:030:51:05

surveillance that you might be a bit frustrated by that?

0:51:050:51:08

It isn't finished on that because the information

0:51:080:51:11

I obtained on my investigation will be passed to Stockport.

0:51:110:51:14

Stockport can have a property back.

0:51:140:51:18

They can certainly bill him for

0:51:180:51:20

any benefit he's had up there whilst it seems he's been living down here.

0:51:200:51:24

CHEERING

0:51:240:51:27

Mrs Banana gets 200 hours community service

0:51:270:51:30

and has to pay back ?6,000 of benefits.

0:51:300:51:34

Stockport bill her husband for more than ?2,000, which he's appealing.

0:51:340:51:38

Hi, Mrs Banana. I'm from the BBC.

0:51:390:51:41

Was there justice done today, do you think?

0:51:410:51:43

You won all that money on the game show, didn't you?

0:51:440:51:47

And then still kept claiming benefits.

0:51:470:51:50

Is that what happened?

0:51:500:51:51

Tell me what happened.

0:51:510:51:53

What do you say to all the people who say benefits are for those

0:51:530:51:56

who need them and you were just cheating the system?

0:51:560:51:59

She didn't want to answer, but then the court has already

0:52:070:52:10

answered on her behalf, because she was guilty.

0:52:100:52:14

She had tens of thousands of pounds in the bank

0:52:140:52:16

and continued to claim benefits that are there for the desperate.

0:52:160:52:20

That's why she didn't answer.

0:52:210:52:22

Old-school criminal, that's what you told me at the time. Yeah.

0:52:260:52:29

He was a gentleman, he was, the entire time. Old-school, yeah.

0:52:290:52:34

William Anthony has finally been caught.

0:52:360:52:39

Kensington and Chelsea asked him to come in

0:52:390:52:43

to talk about his new flat, then had him nicked.

0:52:430:52:46

He was arrested for benefit fraud, cautioned,

0:52:460:52:48

so he didn't have to say anything, and then they searched him.

0:52:480:52:52

He was very calm, you know. He was very calm.

0:52:530:52:56

He was calm, yeah, like he was expecting it in some ways.

0:52:560:52:59

He made a joke about the handcuffs, saying,

0:52:590:53:02

"When did you change the handcuffs...

0:53:020:53:05

"from the old original ones with the chain in the middle?"

0:53:050:53:08

It was a good result at the end of the day.

0:53:080:53:10

We've stopped this happening.

0:53:100:53:12

We know that there is a passport that he should never have received,

0:53:120:53:16

you know, that is normally a custodial sentence anyway.

0:53:160:53:19

That's what we want to deter.

0:53:190:53:20

We want to deter people from doing this.

0:53:200:53:22

William Anthony is called in and charged.

0:53:260:53:30

He pleads guilty to six counts of fraud.

0:53:300:53:32

But on the day he is due to be sent to prison, he collapses.

0:53:360:53:39

It's the third time running sentencing has been delayed

0:53:430:53:46

because he claims to be ill.

0:53:460:53:48

So Mr Anthony is being put into the ambulance just in front of me.

0:53:500:53:55

He's clearly being taken away

0:53:550:53:56

and I think that means no court case today.

0:53:560:53:58

William Anthony enjoys a few more weeks of freedom

0:54:020:54:05

before being sent down for two years.

0:54:050:54:08

This is out of my hands. I've done my bit.

0:54:250:54:27

I want to believe that I've done a good job and I've covered

0:54:280:54:31

as many bases as I can, and I have got as much evidence as I can.

0:54:310:54:35

You do your best, you make your enquiries, but at the end

0:54:350:54:39

of the day it's up to the judge to decide what he believes.

0:54:390:54:43

It's crunch time in Zoe's case.

0:54:430:54:45

She'll hear today if all the effort

0:54:460:54:48

and money spent on trying get cash back from Mr Mayomi has worked.

0:54:480:54:53

After two years investigation, weeks of legal argument

0:54:540:54:58

and two hours of summing up...

0:54:580:55:00

SHE SIGHS ..it's all over.

0:55:000:55:02

What happened? Tell us how you feel.

0:55:050:55:07

Well, we've won, in short. Erm...

0:55:070:55:11

We won rather well, actually.

0:55:110:55:14

It's a good day.

0:55:140:55:16

Certainly the judge had the measure of Mr Mayomi and ruled accordingly.

0:55:160:55:20

He took the view in his judgment that anything that Mr Mayomi said

0:55:200:55:23

was not worthy of belief.

0:55:230:55:25

What in terms of a confiscation order?

0:55:250:55:28

He's indicated that Mr Mayomi has accrued just shy of

0:55:280:55:32

?3m through criminal conduct.

0:55:320:55:34

The amount that he has achieved is not necessarily

0:55:340:55:36

the amount that is available, but we've still got a really

0:55:360:55:39

considerable sum of just under 1.2 million.

0:55:390:55:41

So, that has been ordered against him.

0:55:410:55:43

He's got to pay that within six months.

0:55:430:55:45

If he doesn't pay it within six months,

0:55:450:55:46

then he's going to prison for six years.

0:55:460:55:48

'It's one of the biggest awards of its kind in the UK.'

0:55:480:55:52

Zoe's first case. Zoe's first case.

0:55:520:55:54

So how do you feel, Zoe?

0:55:540:55:56

Probably still slightly shell-shocked, I think.

0:55:560:55:58

Because I've lived and breathed this case for so long it sort of...

0:55:580:56:03

Doesn't take your life over,

0:56:030:56:04

but I feel like I practically know these people.

0:56:040:56:07

This is my first case really, so is this a normal result?

0:56:070:56:11

It's a phenomenal result.

0:56:110:56:12

You definitely deserve a big glass of wine.

0:56:120:56:15

Do you think he will pay?

0:56:150:56:17

I've no idea. I have no idea.

0:56:170:56:21

It's a question you should ask him.

0:56:210:56:23

Hi, Mr Mayomi.

0:56:270:56:29

Can I grab a word with you?

0:56:290:56:31

How did you think about that? How did that go?

0:56:310:56:35

Happy about that?

0:56:350:56:37

Nearly 1.2 million, that's a lot of money.

0:56:370:56:39

How are you going to pay that back?

0:56:390:56:41

I suppose you got six months.

0:56:420:56:44

How did it feel when you heard the judge say that he didn't see

0:56:440:56:48

any evidence that he could believe?

0:56:480:56:51

"No probity," he said, I think.

0:56:510:56:52

So you've got six months to get the 1.2 million.

0:56:520:56:56

What's your next...? Well, that's not very nice, is it?

0:56:560:56:59

What's your next step after 1.2 million?

0:56:590:57:02

You've got six months.

0:57:020:57:04

Will you pay it, do you think?

0:57:040:57:06

I don't think he really wanted to talk to us,

0:57:100:57:12

but I suppose he's got bigger things to worry about just now.

0:57:120:57:15

1.2 million in six months.

0:57:170:57:19

Next time in On The Fiddle,

0:57:220:57:25

how ordinary people try it on for a spot of free parking.

0:57:250:57:29

Can I...? No, you can't.

0:57:290:57:32

How can I calm down when my car was towed?

0:57:320:57:35

Because you have taken a disabled space

0:57:350:57:37

from somebody who needs the bay.

0:57:370:57:40

The con man on benefits with a string of businesses

0:57:400:57:43

and posh properties.

0:57:430:57:44

This is the latest manifestation of my mid-life crisis,

0:57:470:57:51

which seems to be going on forever.

0:57:510:57:54

And a seemingly respectable businessman

0:57:540:57:56

dodging tens of thousands in VAT.

0:57:560:57:59

Can we cut the film, please?
