Neighbourhood policing's come a long way since Dixon Of Dock Green.

0:00:020:00:05

Good evening, all.

0:00:050:00:07

From inner-city estates to suburbia, this new

0:00:070:00:09

generation of community police officers are on the front line.

0:00:090:00:13

Their aim is to develop a stronger bond with the community,

0:00:150:00:18

crack down on the crimes taking place on your doorstep

0:00:180:00:22

and formulate fast action plans to take down the criminals.

0:00:220:00:26

-I said no.

-I said yes.

0:00:260:00:27

In this new series of Neighbourhood Blues,

0:00:290:00:31

we go to the Humberside Police region

0:00:310:00:33

and get exclusive access to 12 teams of neighbourhood

0:00:330:00:36

police officers as they tackle the problems blighting local people.

0:00:360:00:40

-No, I don't care.

-Hey, hey, hey.

0:00:400:00:42

And rise to the challenge of making the streets a safer place.

0:00:450:00:49

Coming up...

0:01:120:01:14

The team take the drug dealers to task.

0:01:140:01:18

Police.

0:01:180:01:19

Stay where you are. Put that down, mate.

0:01:190:01:21

A man wanted for assault is not going down without a fight.

0:01:210:01:25

-I said no.

-I said yes.

0:01:260:01:28

And there's a clamp-down on drivers looking to illegally top-up

0:01:280:01:32

their tanks with industrial-use red diesel.

0:01:320:01:34

Looks a bit red, so I'm going to have to do some tests on it.

0:01:340:01:37

Neighbourhood police teams play an integral part in the wider

0:01:410:01:45

role played by the police force

0:01:450:01:46

and they're always there to support larger nationwide operations,

0:01:460:01:51

looking to curtail lawbreakers in whatever guise they might strike.

0:01:510:01:56

All across Humberside, neighbourhood police teams host public

0:01:580:02:02

drop-in surgeries so local people can meet the neighbourhood bobby.

0:02:020:02:06

Inspector Steve Lamb has no doubt that these surgeries

0:02:060:02:09

play a crucial role.

0:02:090:02:11

Police surgeries I see as being vitally important in us

0:02:110:02:16

providing current and up-to-date information to our communities.

0:02:160:02:22

Whilst we have a number of methods of communicating with people - we can

0:02:220:02:26

communicate directly on the street, we communicate via social media,

0:02:260:02:30

we can send important crime prevention measures

0:02:300:02:32

out on social media -

0:02:320:02:34

there's nothing more personal than meeting people on a one-to-one

0:02:340:02:39

basis and allowing them to vent their frustrations.

0:02:390:02:43

There's nothing better for me

0:02:430:02:45

than allowing members of the public a specific time

0:02:450:02:47

they can turn up at a specified location, and they will be able

0:02:470:02:51

to speak to their local bobby or PCSO,

0:02:510:02:54

about anything that's bothering them.

0:02:540:02:57

One of the major things on the public's mind is the ongoing

0:02:570:03:00

concern about drug use and abuse in the community and it's a problem

0:03:000:03:04

the neighbourhood team are always fast to react to

0:03:040:03:07

and with good reason.

0:03:070:03:08

I think drug abuse amongst young people is on the increase

0:03:080:03:12

and I think that's for several reasons,

0:03:120:03:15

one of which is the way in which drugs are portrayed in the media

0:03:150:03:19

and in film, as something that is non-threatening

0:03:190:03:22

and possibly glamorous.

0:03:220:03:25

I think it probably it needs to be addressed through education

0:03:250:03:29

and through possibly acting more on what is in certain areas

0:03:290:03:35

being ignored at the moment.

0:03:350:03:37

Up to half of all crime that occurs in the UK is linked

0:03:370:03:40

in one way or another to drugs.

0:03:400:03:42

At the top end of the scale are the organised criminal gangs that

0:03:420:03:45

both produce and supply drugs to the street for profits

0:03:450:03:49

that run to millions.

0:03:490:03:51

At the bottom of the scale are the low-level users and addicts who use

0:03:510:03:55

crimes such as theft and burglary to find a way to fund their fix.

0:03:550:03:59

The neighbourhood teams in Humberside are determined to

0:03:590:04:02

tackle the drugs trade wherever it might take up home and are

0:04:020:04:05

spearheading an initiative to get their message to users

0:04:050:04:09

and suppliers that drugs will not be tolerated.

0:04:090:04:12

Tonight, the Riverside team are gearing up to execute

0:04:140:04:17

a warrant against a property used by a suspected drug abuser,

0:04:170:04:21

following complaints from residents about the house in question.

0:04:210:04:25

And they are taking no chances against man or dog,

0:04:250:04:28

who may be at the address.

0:04:280:04:30

This is a dog shield.

0:04:300:04:32

It's basically one of our normal riot shields

0:04:320:04:35

but it's kitted out to try and prevent dogs from getting at us.

0:04:350:04:40

It just has a bit of an electrical charge on it.

0:04:400:04:42

Gareth Walker details the minefield of risks

0:04:480:04:51

the police are potentially facing at the target location.

0:04:510:04:54

Initially as we pull up, there is an entry that needs to be

0:04:540:04:56

forced to the address.

0:04:560:04:58

Because of the type of drugs that it is,

0:04:580:05:00

the magistrates have given us

0:05:000:05:02

a warrant with a power of entry to the address.

0:05:020:05:05

There's some intelligence in relation to this address.

0:05:050:05:09

There's quite a lot of weapons on it,

0:05:090:05:11

swords and things like that inside the address, which,

0:05:110:05:13

if you've got people smashing your front door down,

0:05:130:05:16

who you don't know who they are, they may well arm themselves with

0:05:160:05:19

any equipment that they've got in there to protect themselves.

0:05:190:05:23

Trained to identify and deal with dangerous dogs, Gareth needs no

0:05:230:05:27

extra lessons on the injuries such animals are capable of inflicting.

0:05:270:05:31

The way that I'll deal with a dog today is,

0:05:310:05:33

I've obviously got some PSU, which is

0:05:330:05:35

basically some riot pads that get put on for protection for limbs

0:05:350:05:39

and then I've got one of the graspers to control dangerous dogs.

0:05:390:05:43

It's a way that we can control it, really,

0:05:430:05:45

and get the dog where we need it to be.

0:05:450:05:47

Silently getting into position to force entry,

0:05:580:06:00

the police check the door's locked

0:06:000:06:02

then find the optimum position for the battering ram.

0:06:020:06:06

Police!

0:06:080:06:10

Stay where you are. Put that down, mate.

0:06:150:06:17

The two of you, stay there. Put your hands where we can see them, love.

0:06:170:06:21

Police immediately detain two occupants safely.

0:06:210:06:24

Fortunately, the task goes off without difficulty -

0:06:240:06:26

perhaps because one person is just wearing a towel

0:06:260:06:30

and the other is naked.

0:06:300:06:31

The quivering dog in the cage isn't exactly the threatening guard dog

0:06:330:06:37

police intelligence had told them to expect.

0:06:370:06:41

-He's not very happy, I don't think, but he's in a cage, so...

-Hello!

0:06:410:06:46

You're brave in there, aren't you?

0:06:460:06:48

Hello! Aren't you gorgeous?

0:06:480:06:50

D'you want to get yourselves dressed?

0:06:500:06:53

-There's my clothes on the stairs.

-Get Jenny to come in.

0:06:530:06:55

We'll get her dressed in front of Jenny.

0:06:550:06:57

-Oh, my God!

-BLEEP!

-Oh, bloody hell.

0:06:570:06:59

Jenny, just make sure she doesn't touch anything.

0:06:590:07:01

The police have caught a couple who were truly

0:07:010:07:04

-unawares as they were sharing a bathtub.

-Where's your towels?

0:07:040:07:08

Er, I don't know. That one were just in here.

0:07:080:07:10

Find out later if the search for drugs turns up anything suspicious.

0:07:160:07:21

The role of the neighbourhood police teams is largely to listen

0:07:320:07:35

and respond to residents' concerns about crime, but sometimes

0:07:350:07:39

they also take on the important role of rounding up criminals

0:07:390:07:43

wanted for causing crimes in the community.

0:07:430:07:46

People who are wanted for questioning by police,

0:07:490:07:51

who are obliged to attend a police station

0:07:510:07:53

if they have broken the conditions of their bail,

0:07:530:07:56

often play a game of hide-and-seek.

0:07:560:07:58

Neighbourhood teams regularly put aside whole days to work

0:08:010:08:04

through their wanted list.

0:08:040:08:07

Today's plan is we've got a number of people who are wanted,

0:08:070:08:11

proving a bit hard to get, so we're going to visit several addresses.

0:08:110:08:14

Most of them have got various addresses,

0:08:140:08:16

things like parents, sisters, girlfriends, that sort of thing.

0:08:160:08:19

And we'll just try the addresses one by one.

0:08:190:08:22

They're wanted for numerous offences from theft,

0:08:220:08:25

breach of court bail or fail to appear at Crown Court.

0:08:250:08:28

Arrest warrants with the last known addresses to hand

0:08:300:08:33

see the police undertake house-to-house searches.

0:08:330:08:36

An early start often produces results,

0:08:360:08:39

as the surprise factor can catch people unawares.

0:08:390:08:42

Be advised somebody's in here but we're not getting any answer as yet.

0:08:440:08:48

But sometimes, nobody's home.

0:08:500:08:53

Initially we thought there was possibly somebody in

0:08:550:08:57

and as I put my fingers through the letter box,

0:08:570:08:59

I felt what I thought was a person's hand and then I looked again

0:08:590:09:02

and it was a dog, so it was probably a dog's nose.

0:09:020:09:04

In this case, they fled out of the back door.

0:09:080:09:11

Often the subjects of an arrest warrant will have moved on

0:09:140:09:17

but neighbours and even family may well have crucial clues

0:09:170:09:21

when the trail appears to have gone cold.

0:09:210:09:23

As you go to your right here, there's four shops.

0:09:230:09:27

-All right.

-I haven't breached it.

0:09:270:09:30

The neighbourhood team carry out dozens of these

0:09:300:09:32

kinds of arrests each week and even if some slip through the net,

0:09:320:09:36

most are usually rounded up without too much aggravation.

0:09:360:09:40

I've just got to say, you do not have to say anything

0:09:400:09:42

but it may harm your defence if you do not mention

0:09:420:09:44

when questioned something later you rely on in court.

0:09:440:09:47

But as the team are about to find out today,

0:09:470:09:49

the opportunity to say goodbye to loved ones

0:09:490:09:52

and coming quietly isn't always the preferred way.

0:09:520:09:56

Over on the south side of Hull, David Mackinder

0:09:590:10:02

and Terry Mitchell are looking for a man wanted for causing affray.

0:10:020:10:06

They are scouting the streets around the man's home for any sign of him.

0:10:060:10:10

A tip-off tells the police the suspect has been seen out

0:10:100:10:13

walking with a large German Shepherd type dog

0:10:130:10:15

and it's not long before Dave spots the man.

0:10:150:10:18

Was it a hi-vis jacket?

0:10:180:10:20

He's got the large dog with him

0:10:220:10:24

and he looks like he could also be brandishing a weapon.

0:10:240:10:26

Stopping the van to make the arrest,

0:10:260:10:29

they not only have the dog

0:10:290:10:30

but also a large wooden stick to contend with.

0:10:300:10:33

Put it down now, otherwise I'll lock you up for affray.

0:10:330:10:36

-I said no.

-Put it down now. Put it down...

0:10:360:10:38

-But the man continues to resist arrest.

-..now!

0:10:380:10:41

-INDISTINCT

-Ali, let go!

0:10:410:10:43

When the leaping dog has a go at Dave's arm,

0:10:430:10:45

it's time to get the cuffs on.

0:10:450:10:47

Get your dog off, and put the stick down.

0:10:470:10:50

-You're under arrest, on suspicion of affray.

-No!

-Yes. Yes, yes.

-No.

0:10:500:10:53

But that is easier said than done.

0:10:530:10:55

I said no!

0:10:550:10:57

No!

0:11:040:11:05

-I said no!

-I said yes, Ali.

0:11:100:11:13

-No.

-I will spray you, Ali!

0:11:130:11:15

Relax yourself now.

0:11:150:11:16

Sandwiched between two officers,

0:11:160:11:19

the man remains determined to resist arrest.

0:11:190:11:21

Dave warns he is prepared to use the debilitating PAVA spray

0:11:210:11:25

to get the cuffs fastened.

0:11:250:11:27

Extra hands are needed and a quick request for backup is radioed in.

0:11:270:11:31

We need another patrol.

0:11:310:11:33

He's got a large stick and a dog.

0:11:330:11:36

If you don't let go of your dog, if you don't comply, I will spray you.

0:11:360:11:38

Let go of your dog.

0:11:380:11:40

Warnings over, the restraining spray is finally used.

0:11:410:11:44

Let's try again, Ali. Let go.

0:11:440:11:47

The PAVA's unexpected punch takes effect immediately.

0:11:470:11:50

Let go.

0:11:500:11:51

-Right, your dog's gone.

-Oh!

0:11:510:11:53

Has my eyes gone?

0:11:530:11:55

Yeah, your eyes will go, as well, Ali. You wouldn't do as I said.

0:11:550:11:58

PAVA is an incapacitant spray now used by police forces

0:11:580:12:02

instead of pepper spray or CS gas.

0:12:020:12:04

Yes, I sprayed you, right. I gave you numerous...attempts.

0:12:040:12:08

Wrestling with the pain, the man finds new impetus to fight the cuffs

0:12:080:12:12

but it's a losing battle.

0:12:120:12:14

Relax your arm.

0:12:160:12:18

OWNER CALLS HIS DOG OFFICER WHISTLES DOG

0:12:220:12:24

Right, what you need to do, is open your eyes, if you can.

0:12:240:12:29

-I can't open it.

-You've got to try.

0:12:290:12:32

The agony from the PAVA dissipates on contact with air.

0:12:320:12:35

For this to happen, the eyes have to be opened,

0:12:350:12:38

but the man insists on keeping his firmly shut.

0:12:380:12:41

Can you see where you're going? You need to put your foot up.

0:12:410:12:44

I can see nothing! I didn't see nothing.

0:12:440:12:47

OK, you need to put your foot up, Ali.

0:12:470:12:49

Finally, locked up in the van,

0:12:500:12:53

the man's still refusing to see the light, and open his eyes.

0:12:530:12:56

Scratches and bites off that dog.

0:12:580:12:59

As the errant canine is recaptured

0:13:010:13:03

and about to find his way to the pound,

0:13:030:13:06

the man makes his way to jail.

0:13:060:13:09

He's been totally uncooperative from the start, really.

0:13:100:13:15

And, ultimately,

0:13:150:13:17

after numerous requests for him to comply,

0:13:170:13:19

I've sprayed him with my PAVA spray.

0:13:190:13:22

We'll try and get him booked in,

0:13:220:13:23

but if his demeanour is anything like it has been on the street,

0:13:230:13:26

we might struggle, to be honest.

0:13:260:13:28

But we'll take it as it comes.

0:13:280:13:30

Find out later the serious nature of the man's crime.

0:13:300:13:33

He started hitting her with whatever was in his hand.

0:13:380:13:42

Live music is welcome on the streets of Humberside,

0:13:490:13:51

but finding a suitable volume level

0:13:510:13:54

is an art form in its own right.

0:13:540:13:56

PCSO John Hammerton steps in to a dispute over decibels.

0:13:570:14:01

..and keep it quite low, that is very loud.

0:14:010:14:04

We're trying to work on those offices.

0:14:040:14:06

We can't hear ourselves think, or the telephone, for your voice.

0:14:060:14:09

Everybody has to live, sir.

0:14:090:14:12

Don't be so selfish.

0:14:120:14:13

It's not easy to be so selfish.

0:14:130:14:15

Everybody has to live.

0:14:150:14:18

There is no need for you to make that noise here.

0:14:180:14:21

No need... I have need.

0:14:210:14:22

The council's approach to busking

0:14:220:14:25

is they actively encourage busking in Hull city centre.

0:14:250:14:28

However, that is too loud.

0:14:280:14:31

Some people they are so selfish, they think only after themselves.

0:14:310:14:34

John encourages the man to use his voice and not his backup tracks.

0:14:340:14:37

I couldn't even hear your singing when I approached!

0:14:370:14:40

That's why you're busking, aren't you? It's your voice...

0:14:400:14:43

you want people to listen to.

0:14:430:14:45

Is he really dealing with a potential Pavarotti?

0:14:450:14:48

I think it's very good.

0:14:480:14:50

Better than some other buskers we have.

0:14:500:14:52

The only issue is some of the businesses don't like how loud it is.

0:14:520:14:56

But I've told him to turn it down.

0:14:560:14:58

And I think that's appropriate.

0:14:580:15:00

Can we have your votes please, citizens of Humberside?

0:15:000:15:04

SINGS FROM ITALIAN OPERA

0:15:040:15:06

It's never dull in Hull.

0:15:080:15:10

While serenading passers-by is encouraged...

0:15:120:15:14

begging isn't.

0:15:140:15:16

You know the score, don't come back.

0:15:160:15:18

Homelessness, and seeing people begging on the streets is...

0:15:180:15:21

I feel really sorry for them.

0:15:210:15:23

And I feel it's a real shame

0:15:230:15:25

that we have that situation in England these days,

0:15:250:15:27

but also there are some people that even if things are put in place,

0:15:270:15:32

they don't take advantage of them.

0:15:320:15:34

For whatever reason. Erm...

0:15:340:15:37

I think a lot of people are very, very bigoted

0:15:370:15:40

towards people who are homeless, and we should do more to help,

0:15:400:15:43

and there should be more things available for them.

0:15:430:15:45

When the Vagrancy Act made begging illegal in 1824,

0:15:450:15:50

it branded culprits as rogues and vagabonds.

0:15:500:15:53

PCSO Karen Smith spots a familiar face blatantly begging,

0:15:530:15:57

and decides to put her foot down.

0:15:570:15:59

-Right...

-I'm just waiting for...

-No, listen to me.

0:16:010:16:04

He usually buys a mag off me, that's why he give me it.

0:16:040:16:07

Listen, I know all about it.

0:16:070:16:08

I've been called to you specifically for begging.

0:16:080:16:11

-When?

-Just now, that's why I am here.

0:16:110:16:13

-You're winding me up.

-No, listen to me.

0:16:130:16:15

I'm telling you how it is.

0:16:150:16:16

-Well, I'm telling you I haven't took their money.

-You have.

0:16:160:16:19

I'm not having the argument, I'm telling you.

0:16:190:16:21

That camera's caught you taking money off people.

0:16:210:16:23

I am asking you to leave.

0:16:230:16:25

I haven't got... All I've got on me is a quid I came out with.

0:16:250:16:27

Which is in change.

0:16:270:16:29

Though not all beggars are homeless, many are.

0:16:290:16:32

And it's often the police who are first to put them in touch

0:16:320:16:35

with local support services.

0:16:350:16:37

-Are you all right, fella.

-Yeah.

0:16:370:16:39

So, you're working with Keith, are you?

0:16:390:16:42

Have you signed up to it? Reducing the strength?

0:16:420:16:45

-I speak to him all the time.

-Good.

-See him all the time.

0:16:450:16:47

That's really good, if you can engage with him.

0:16:470:16:49

I have to ask you to get off the floor, though, that's all.

0:16:490:16:52

-You'll have to sit on a bench. All right?

-All right.

0:16:520:16:54

It's just...

0:16:560:16:57

Obviously, you look like a vagrant sat there.

0:16:570:16:59

Karen's moved on a dozen beggars today already.

0:16:590:17:03

And it is not long before another familiar face catches her eye.

0:17:050:17:09

-James.

-Best seat in the house.

0:17:090:17:12

I know you have, hon.

0:17:120:17:13

-But you're classed as begging when you're sat there.

-I'm listening.

0:17:130:17:16

I know, but people are giving you money.

0:17:160:17:18

You might not have asked her for it, but the fact is,

0:17:180:17:21

you have to get up off the floor and go sit on a bench.

0:17:210:17:24

When you're sat there, you're classed as vagrant.

0:17:240:17:27

Although the man's not actively soliciting money,

0:17:270:17:30

some people find it impossible to ignore him,

0:17:300:17:32

and they're determined to hand over all their loose change.

0:17:320:17:35

-You're better off buying the dog some treats.

-I know, but...

0:17:350:17:39

You are. If you ever want to buy anything, buy the dog some food.

0:17:410:17:44

That's what I always say.

0:17:440:17:45

Buy it some biscuits...

0:17:450:17:47

It's all right, darl. I'll get it.

0:17:470:17:50

I haven't time to, at the moment.

0:17:500:17:52

It's all right, sweetheart. Thank you.

0:17:520:17:54

-You get it.

-Cheers, darling.

-OK.

-Really.

0:17:540:17:56

-Buy the dog some food next time.

-I will next time.

-All right.

0:17:560:17:59

Over on the other side of the city square,

0:17:590:18:01

Tina Burn picks up the begging patrol and explains why,

0:18:010:18:04

although Hull has a number of hostels for the homeless,

0:18:040:18:07

demand often outstrips supply.

0:18:070:18:09

We've got quite a few hostels,

0:18:090:18:10

but we're getting other councils

0:18:100:18:12

from the other end of the country

0:18:120:18:14

recommending that people come to Hull

0:18:140:18:17

because we've all these hostels.

0:18:170:18:18

But they're full.

0:18:180:18:19

We still have people on the streets because the hostels are full.

0:18:190:18:22

So we've got to find somewhere and help them in some form

0:18:220:18:26

to stop them being out in the cold.

0:18:260:18:28

As night falls and the temperature drops,

0:18:300:18:32

many of those who spent the day on the street

0:18:320:18:35

look to find a bed for the night.

0:18:350:18:37

Living on the street is challenging enough,

0:18:370:18:40

without also having to go hungry.

0:18:400:18:42

-Right, who wants to have some hotpot.

-Yes, please.

0:18:420:18:45

At the Roper Street centre

0:18:450:18:47

classic winter warmers are menu favourites.

0:18:470:18:49

We've got potatoes and mince, sort of, hotpot.

0:18:490:18:54

So it's full of goodness.

0:18:540:18:56

Swinging by for a chat with regulars and new visitors alike,

0:18:570:19:00

Tina Burn helps out with a spot of waitressing.

0:19:000:19:03

-Is there any bread?

-Not tonight, no, I'm afraid.

0:19:030:19:06

We need the bread for the morning.

0:19:060:19:09

We just make up a menu for it.

0:19:090:19:11

We try and stick to the menu, if we can.

0:19:110:19:13

Obviously, we're a little bit adaptable.

0:19:130:19:15

Don't waste anything.

0:19:150:19:17

Try and be very creative with what we're cooking.

0:19:170:19:20

It's not exactly the MasterChef invention test,

0:19:200:19:24

but the results are enjoyed with equal gusto.

0:19:240:19:27

Always hungry, yeah.

0:19:270:19:29

And they're always... They empty their plates,

0:19:290:19:33

and are always very grateful for the food, as well.

0:19:330:19:35

Which is nice.

0:19:350:19:36

They show appreciation.

0:19:360:19:38

Thank you very much. Cheers.

0:19:380:19:41

Washing up in hand, Tina catches up with hostel worker Tim,

0:19:430:19:46

who confirms it's a full house tonight.

0:19:460:19:49

Are we full tonight?

0:19:490:19:51

Yeah, we're chocka.

0:19:510:19:52

All beds full.

0:19:520:19:54

We're a winter shelter, with the most vulnerable people

0:19:540:19:57

comin' through our doors.

0:19:570:19:59

What we have to provide is

0:19:590:20:01

an atmosphere that promotes,

0:20:010:20:04

you know, working together, being pleasant,

0:20:040:20:07

being reasonable...

0:20:070:20:08

This hostel life, isn't a lifestyle choice.

0:20:080:20:13

Nor should it be.

0:20:130:20:15

They've got to know there's more to life than this.

0:20:150:20:18

There has to be a point - and that is to get them into their own house,

0:20:180:20:22

in their own street,

0:20:220:20:24

where they can start to really make a difference.

0:20:240:20:27

And it starts here, and sort of branches out.

0:20:270:20:31

A good meal, a roof over one's head,

0:20:310:20:35

helpful staff,

0:20:350:20:36

and a positive relationship with the police

0:20:360:20:38

combine to provide a strong base on which to build real change.

0:20:380:20:42

Any problems just give us a ring. You know where we are.

0:20:420:20:46

-Be careful out there.

-Will do. Take care.

0:20:460:20:48

-Bye.

-Bye.

0:20:480:20:50

Been really positive since it opened.

0:20:500:20:52

It's all going well.

0:20:520:20:54

Later, we discover how, for some homeless men and women,

0:20:560:21:00

the grassroots work done on the streets of Humberside

0:21:000:21:03

is really paying off,

0:21:030:21:05

as people find a springboard to a more hopeful future.

0:21:050:21:08

Executing a search warrant for drugs...

0:21:150:21:19

Police officers surprise two people in the bath...

0:21:190:21:22

Two of you, stay there.

0:21:220:21:23

Put your hands where we can see them, love.

0:21:230:21:25

..and found a captive dog, who seems more frightened than frightening.

0:21:250:21:29

You're not happy, are you?

0:21:290:21:31

-LOW GROWL

-Bless ya.

0:21:310:21:33

Come here, love. Have to put you in cuffs

0:21:330:21:35

whilst we're wandering about, all right?

0:21:350:21:36

These people the police have found,

0:21:360:21:38

are not the registered tenants of the house.

0:21:380:21:41

They have just enough time to cover up their modesty

0:21:420:21:45

before they get questioned about why they are in the house,

0:21:450:21:48

and the whole place gets searched.

0:21:480:21:50

Waiting for the sniffer dog,

0:21:500:21:51

officers take a preliminary look around

0:21:510:21:54

immediately discovering suspicious items.

0:21:540:21:56

That's enough to get them in for me. We can get them both in, can't we?

0:21:560:22:00

Just searching the higher parts, until the dog comes in.

0:22:010:22:04

Found a bag of white powder which potentially looks like M-Cat

0:22:040:22:08

or some sort of amphetamine.

0:22:080:22:10

Erm, coupled with that,

0:22:100:22:12

we've got...

0:22:120:22:14

..scales in a box with cash in, as well.

0:22:150:22:17

And empty sachets, so, for me,

0:22:170:22:19

it's enough probably to get them for

0:22:190:22:22

possession with intent to supply, at this time.

0:22:220:22:24

But I'll discuss it with the rest of the team.

0:22:240:22:26

It's time to read the bath-time buddies their rights.

0:22:260:22:30

We just found some drugs in there, all right?

0:22:300:22:32

INDISTINCT RESPONSE

0:22:320:22:34

Well, at this time, you are both under arrest

0:22:340:22:36

-for possession with intent to supply

-BLEEP...

0:22:360:22:39

which is Class B, we believe.

0:22:390:22:40

So you don't have to say anything but it may harm your defence

0:22:400:22:43

if you do not mention when questioned

0:22:430:22:44

something which you later rely on in court.

0:22:440:22:47

Anything you do say may be given in evidence.

0:22:470:22:49

We'll do it as prompt and effectively as we can...

0:22:490:22:52

POLICE RADIO NOISE DOG CLATTERS ON HARD FLOOR

0:22:530:22:56

The sniffer dog arrives.

0:22:570:22:59

Before he can even get going, his handler's spotted more evidence.

0:23:010:23:05

INDISTINCT EXCHANGE

0:23:050:23:08

Anything else in here you can think of, mate?

0:23:080:23:11

No, I've been everywhere but nothing.

0:23:110:23:13

The police fear they may be

0:23:130:23:15

confronted by someone wielding a weapon.

0:23:150:23:17

Doesn't look very nice.

0:23:200:23:22

But whilst there are a number of Oriental blades on display,

0:23:220:23:25

they do appear to be purely ornamental..

0:23:250:23:28

if very menacing.

0:23:280:23:29

We found quite a large quantity of white powder.

0:23:290:23:32

Looks like amphet or M-Cat at this time.

0:23:320:23:34

The two occupants in there at this time are both in custody

0:23:340:23:36

for possession with intent to supply.

0:23:360:23:39

What we'll do now is get them to Clough Road,

0:23:390:23:41

sort out the package, finish with the search in there

0:23:410:23:43

and see what else we'll find.

0:23:430:23:44

Just glad the dog was caged - it's massive.

0:23:440:23:46

LOW GROWL

0:23:460:23:48

As the suspects are taken to the police station

0:23:490:23:52

it turns out the house has more secrets to reveal.

0:23:520:23:56

And evidence to be bagged up.

0:23:570:23:59

Got some little bags... Some little funky motif on.

0:24:010:24:04

Probably used for some sort of deals.

0:24:050:24:07

They like little characters.

0:24:070:24:09

Some sort of white residue.

0:24:110:24:13

White residue with a set of scales.

0:24:130:24:16

More white powder.

0:24:160:24:18

-That's the same bags, isn't it?

-Yep.

0:24:250:24:28

It could be M-Cat

0:24:320:24:34

by the looks of it.

0:24:340:24:35

The hunt for drugs continues in the kitchen,

0:24:370:24:40

where Gareth finds something other than frozen peas in the freezer.

0:24:400:24:45

Generally people keep amphetamine as a paste substance in the freezer.

0:24:450:24:49

So were guessing that's what that is at this stage.

0:24:490:24:52

But, obviously, it will require testing for fingerprints,

0:24:520:24:54

and testing of what the actual substance is.

0:24:540:24:57

And it's now time to help the nervous-looking dog,

0:24:570:25:00

who had been quivering in the cage.

0:25:000:25:02

Hello...!

0:25:030:25:05

We moved him in here, just so that the drugs dog

0:25:050:25:07

can go and carry on its search in the living room.

0:25:070:25:10

So it can progress the search, really.

0:25:100:25:12

It's one dog out, and another in,

0:25:120:25:14

as the search extends throughout the house.

0:25:140:25:17

Returning to the bathroom,

0:25:170:25:19

the dog's attention is caught by the woman's abandoned handbag.

0:25:190:25:23

The handbag doesn't turn up trumps for the team.

0:25:240:25:28

But the dog switches his attention to a nearby rucksack.

0:25:300:25:33

And this time his nose is on the money.

0:25:360:25:39

Figuratively, at least.

0:25:390:25:41

Adding more scales to the haul of evidence,

0:25:490:25:52

the dog's done good.

0:25:520:25:54

However, no charges have been brought

0:26:000:26:03

against those involved in the incident.

0:26:030:26:05

You are under arrest on suspicion of assault and affray.

0:26:090:26:12

Arresting a man for affray,

0:26:130:26:15

police find themselves embroiled in a major tussle.

0:26:150:26:18

PAVA spray's been needed to get the handcuffs finally on.

0:26:200:26:23

Immediately debilitating,

0:26:230:26:24

PAVA is not actually harmful,

0:26:240:26:27

but you do have to open your eyes to stop the pain.

0:26:270:26:31

Are you able to open your eyes, at all?

0:26:310:26:33

I can't open them, at all.

0:26:330:26:35

You've got to try, because the air going into your eyes

0:26:350:26:38

will help to ease the burning you're feeling.

0:26:380:26:40

Do you have an address?

0:26:420:26:43

The man doesn't respond.

0:26:430:26:45

Ali, where are you living?

0:26:450:26:48

Ali, I'm not prepared to take these handcuffs off

0:26:490:26:51

until you comply with us.

0:26:510:26:53

I can't finish the search until I take the handcuffs off

0:26:530:26:56

and we can't book you in until you answer these questions.

0:26:560:26:59

Are you going to answer them?

0:26:590:27:00

When pressed further, there is still no answer.

0:27:000:27:03

The danger is, if you don't talk to us, cooperate with us...

0:27:030:27:06

I am falling.

0:27:060:27:07

You're not falling.

0:27:070:27:09

If you don't cooperate with us,

0:27:100:27:12

we'll be forced to take your fingerprints.

0:27:120:27:14

Returning to examine the original arrest warrant,

0:27:140:27:17

police identify the silent suspect.

0:27:170:27:20

Yeah, his nose is bust.

0:27:200:27:22

He's been PAVA'd, been struggling...

0:27:220:27:24

He's been fine until he got here.

0:27:240:27:26

A medical once-over confirms there's no cause for alarm from the PAVA,

0:27:260:27:30

but questions about his general health hit the same brick wall.

0:27:300:27:34

Ali, do you have any medical issues that we need to be aware of?

0:27:340:27:37

Because I don't know who you are,

0:27:370:27:39

I don't know what risk is going to be involved.

0:27:390:27:41

A strip search was authorised to make sure you have nothing on you

0:27:410:27:44

that is going to harm us or yourself.

0:27:440:27:46

Come this way, Ali.

0:27:460:27:47

Matters now need to be resolved,

0:27:470:27:49

and potential hazards identified.

0:27:490:27:51

Will you answer the questions?

0:27:520:27:54

If you don't, you'll just have to sit here

0:27:540:27:57

until the time when you're prepared to.

0:27:570:27:59

Do you want to try again?

0:27:590:28:01

Yep. Put your socks on, then.

0:28:010:28:03

In the wake of the strip search,

0:28:030:28:04

cooperation is promised and the man's powers of speech return.

0:28:040:28:08

-Have you remembered your birthday yet?

-Something August.

0:28:080:28:12

Go and wash your face and come back and you can get fingerprinted.

0:28:130:28:16

Rinse your eyes with some of that.

0:28:170:28:19

Can you see, or do you need me to guide you?

0:28:210:28:23

Come this way.

0:28:240:28:26

Keep walking. Stop there.

0:28:270:28:29

Turn around,

0:28:290:28:30

and if you sit down quite low there's a bench there.

0:28:300:28:33

OK? We'll come and see you, shortly.

0:28:330:28:36

With the wanted man locked up,

0:28:360:28:37

Dave decides to take a closer look

0:28:370:28:39

at his arrest file,

0:28:390:28:40

and is startled at what he discovers.

0:28:400:28:43

This is the original arrest package for this male

0:28:440:28:47

that we've arrested a while ago.

0:28:470:28:49

It appears as though there's been some kind of an assault.

0:28:510:28:54

While he was wanted for a violent assault,

0:29:010:29:03

the police reread the evidence to ascertain who owned the dog.

0:29:030:29:08

He started hitting her with whatever was in his hand.

0:29:120:29:15

He's then taken the dog.

0:29:150:29:18

The man pleaded not guilty to assault and theft.

0:29:180:29:21

But at court he was given a 12-week suspended sentence,

0:29:210:29:24

and a victim surcharge of £80.

0:29:240:29:27

The man was not charged with taking the dog.

0:29:280:29:31

It's good news when the team score a result,

0:29:350:29:38

but they know there's always another problem just around the corner.

0:29:380:29:42

Today, Bridlington police are carrying out impromptu inspections

0:29:480:29:53

on cars and vans, ensuring there are no surprises

0:29:530:29:56

lurking under the bonnet.

0:29:560:29:57

We've got Customs and Excise here to just have a look at your fuel,

0:29:570:30:01

-and, hopefully, we'll have you on your way before too long, OK?

-Yeah.

0:30:010:30:05

Thank you.

0:30:100:30:11

For most busy drivers, the brief sidetrack

0:30:110:30:13

is an acceptable price to pay for a quick once-over

0:30:130:30:16

by an observant eye and confirmation

0:30:160:30:18

that their vehicles are roadworthy.

0:30:180:30:21

Enjoy your breakfast.

0:30:210:30:22

LAUGHTER

0:30:220:30:24

Take care. Ta-ra, folks.

0:30:240:30:25

What are the insurance doing with you?

0:30:270:30:29

But there's unexpected chassis problems,

0:30:290:30:32

for a van that has just passed its MOT.

0:30:320:30:35

He's got a big hole in his rear chassis.

0:30:350:30:37

Five centimetres by five centimetres.

0:30:370:30:39

The problem is it's very near that load-bearing member down there.

0:30:390:30:43

I appreciate what you're saying.

0:30:430:30:45

You've just had the van MOT'd 24 January.

0:30:450:30:48

And we've just had to bang - it's been a nightmare.

0:30:480:30:50

Two, three weeks, is that?

0:30:500:30:52

The van should not have passed an MOT in that condition.

0:30:520:30:55

Low or no tread tyres are more easily spotted and dealt with.

0:30:550:30:59

What we are going to do, is fill out a traffic offence report

0:30:590:31:02

for using that tyre with the cords exposed. All right?

0:31:020:31:04

But I'm not going to get three points?

0:31:040:31:06

That's not my decision to make.

0:31:060:31:08

Car maintenance isn't the only thing coming under scrutiny today,

0:31:080:31:12

as neighbourhood officer Richard Bastiman explains.

0:31:120:31:15

Today we've stopped may be around about 30 vehicles.

0:31:150:31:19

Some of the vehicles have been taken off the road

0:31:190:31:22

because of mechanical defects.

0:31:220:31:24

But a lot of it is about proving to people

0:31:240:31:27

that we're here to assist, as well.

0:31:270:31:30

With fuel prices rising,

0:31:300:31:32

vehicle owners are finding increasingly ingenious ways

0:31:320:31:35

to keep their vehicles on the road

0:31:350:31:37

and costs down.

0:31:370:31:39

Using cheap diesel, known as red diesel,

0:31:390:31:41

which is reserved for tractors, cranes and other off-road vehicles,

0:31:410:31:45

is one scam.

0:31:450:31:46

Its lower-price leads to lower tax levies,

0:31:460:31:49

which can make a real saving in drivers' pockets at the pump.

0:31:490:31:52

But thanks to an ingenious coloured dye,

0:31:520:31:54

red diesel can be spotted easily.

0:31:540:31:57

Samples only take a minute,

0:31:570:31:59

and with Customs and Excise on site,

0:31:590:32:01

the results are equally swift.

0:32:010:32:04

Will you let Keith know,

0:32:040:32:06

-that that transit van is OK.

-Yeah.

0:32:060:32:08

But not everyone's happy for their vehicle to be checked out.

0:32:080:32:11

-Can I have your names and numbers?

-Same again?

0:32:110:32:14

Yeah. Write it down for me.

0:32:140:32:16

They've just followed me from outside my house

0:32:160:32:18

and brought me down here.

0:32:180:32:20

What's all that about?

0:32:210:32:23

The police have been stopping all diesel-engined vehicles,

0:32:230:32:26

but this man wrongly believes

0:32:260:32:28

he has been picked out for scrutiny.

0:32:280:32:30

He decides to make his displeasure known.

0:32:300:32:32

Protests don't stop the tank dip,

0:32:340:32:36

and the preliminary results

0:32:360:32:38

immediately raise suspicions.

0:32:380:32:40

Looks a bit red, so I'll have to do some tests on it. OK?

0:32:420:32:45

INDISTINCT SPEECH FROM CAR

0:32:470:32:50

I'm going to. Don't worry, you'll be hearing from my solicitor, love!

0:32:500:32:53

The red diesel test takes just a matter of seconds

0:32:540:32:57

to be carried out, and deliver a result.

0:32:570:33:00

It's not good news. As the results come back red,

0:33:020:33:05

with a fine to be paid before the van can be released,

0:33:050:33:10

the driver's none too pleased.

0:33:100:33:11

Get that camera away from me!

0:33:110:33:14

-Do you think I'm

-BLEEP

-with you?!

0:33:140:33:15

'Ey!

0:33:150:33:17

Get it away from me!

0:33:170:33:18

Details of the likely fine appear to have lit the touch paper,

0:33:180:33:21

but can the man rein it in

0:33:210:33:23

when he phones someone for financial help?

0:33:230:33:26

A woman arrives and wants to know why the man's in trouble.

0:33:260:33:30

We did follow him all the way up from the roundabout.

0:33:300:33:33

The man remains convinced that he has been targeted,

0:33:330:33:36

but the police confirm that all diesel vans have been tested.

0:33:360:33:40

-OFFICER:

-He's not the only one.

0:33:400:33:42

They haven't even been dipping 'em as they've been fetching them in now.

0:33:420:33:45

They are if they're diesel.

0:33:450:33:46

That last one just came in...

0:33:460:33:48

It was a fake plate, didn't even get dipped.

0:33:480:33:50

-It drove straight back out.

-If it's diesel, it will have been.

0:33:500:33:53

The woman pays the fine and gets the man back behind the wheel.

0:33:580:34:02

But, he'll have to keep driving

0:34:040:34:06

in order to drain the tank of the diesel within 24 hours,

0:34:060:34:10

or he'll be fined again.

0:34:100:34:12

He stated that the reason the red fuel was in there was because

0:34:130:34:17

he believed he lent it to a friend

0:34:170:34:19

and the friend has obviously put it in without him knowing.

0:34:190:34:23

-So, how...

-BLEEP?

-She...

-She paid.

0:34:230:34:26

-She's paid all the money to you?

-BLEEP.

0:34:260:34:28

For some, cheap diesel comes at a very high price.

0:34:300:34:33

Round about £550 today

0:34:340:34:37

and...

0:34:370:34:39

-BLEEP

-she's come down and paid it all for him, as well.

0:34:390:34:43

So he's been allowed, then, to drive the vehicle away.

0:34:430:34:46

Not very happy. But that's down to him,

0:34:460:34:50

he shouldn't drive a vehicle with red diesel in it.

0:34:500:34:52

Neighbourhood officers regularly perform vehicle patrols

0:34:580:35:01

around their patch,

0:35:010:35:03

paying particular attention to known trouble hotspots,

0:35:030:35:05

that can be a magnet for people looking to break or bend the law.

0:35:050:35:09

Tonight, John Hamilton and Rich Whelan,

0:35:090:35:12

are cruising through a shopping mall car park

0:35:120:35:14

that has been known to attract hot-rodding boy racers

0:35:140:35:17

looking to show off.

0:35:170:35:19

We're going down to the back of St Stephen's shopping centre

0:35:190:35:22

to the car park of the Tesco superstore.

0:35:220:35:24

That's where we tend to get, on a night-time,

0:35:240:35:26

all the car enthusiasts, the boy racers,

0:35:260:35:29

meeting up with their vehicles -

0:35:290:35:30

wheel-spinning, tearing around car park, generally causing annoyance.

0:35:300:35:33

So, that's what we're going to go and try and deter tonight.

0:35:330:35:36

Not all the lads who come to the car park

0:35:360:35:38

are looking to demonstrate their lack of driving skills.

0:35:380:35:41

You can see they're starting to form up there now.

0:35:410:35:44

Many just want to display their pimped-up motors.

0:35:450:35:48

These guys here, these are the proper sort of enthusiasts.

0:35:480:35:51

Literally, they just talk about their cars,

0:35:510:35:53

look at all the modifications to the cars,

0:35:530:35:56

all the latest sound equipment they've got - things like that.

0:35:560:35:58

They're not generally the problem, it's the hangers on,

0:35:580:36:01

the little tatty Vauxhall Corsas and things like that,

0:36:010:36:03

that hang on around them.

0:36:030:36:05

They're the ones that tend to cause the problems.

0:36:050:36:07

All the cars seem firmly stationary tonight,

0:36:070:36:10

with no fast moves being pulled.

0:36:100:36:13

But, as John and Rich continue their drive-by,

0:36:130:36:15

a call comes through over the radio.

0:36:150:36:17

Not about a boy racer,

0:36:170:36:19

but an unruly cinemagoer.

0:36:190:36:21

Got a call from the security at the St Stephen's shopping centre.

0:36:210:36:25

The cinema on the top floor have got a male inside

0:36:250:36:27

who has been drinking and being abusive to staff.

0:36:270:36:30

He's been asked to leave by security, but he's refusing.

0:36:300:36:32

So we'll go down there now and see if we can assist security.

0:36:320:36:35

Get him out of the building.

0:36:350:36:37

They can either be happy drunks, or nasty drunks. Erm...

0:36:400:36:44

I think it's very much... You gauge it when you get there.

0:36:440:36:46

Just see what kind of attitude they have.

0:36:460:36:49

The team deal with drunken people on a daily basis,

0:36:490:36:52

but never know how they're to be dealt with

0:36:520:36:54

until they can assess them face-to-face.

0:36:540:36:57

On arriving at the scene, they find the man to be fairly composed,

0:37:000:37:03

but the police need to take his details anyway.

0:37:030:37:06

Obviously, it was the heat of the moment, I didn't...

0:37:060:37:10

I can't remember, saying that.

0:37:100:37:12

Said some choice words.

0:37:120:37:14

Don't remember that, at all.

0:37:150:37:17

OK.

0:37:170:37:18

Erm... I'm willing to leave now.

0:37:180:37:20

-Have you got his details?

-No.

0:37:200:37:22

-Just take your name, then you can leave.

-Yeah, yeah.

0:37:220:37:25

A member of the cinema staff thinks the man should apologise

0:37:250:37:28

for all the disruption he has caused.

0:37:280:37:30

But, any apology is hesitantly forthcoming.

0:37:300:37:33

But at the end of the day...

0:37:460:37:48

-I'm out.

-The man is on his way,

0:37:480:37:49

leaving the police to reflect on the incident.

0:37:490:37:53

He's been in the cinema watching a film with his girlfriend,

0:37:530:37:56

members of the public have come out and complained to the staff there

0:37:560:38:00

saying he's been shouting at the screen, so to speak.

0:38:000:38:04

Basically, the manager has gone in and told him to leave -

0:38:040:38:08

with that he's become a little bit abusive.

0:38:080:38:10

He's gone outside with security and since we've been called,

0:38:100:38:13

been perfectly polite with us.

0:38:130:38:15

But just when they think the matter is done and dusted,

0:38:150:38:19

another call comes in over the radio for Rich.

0:38:190:38:21

It could be in relation to the male that's just been ejected.

0:38:210:38:24

Because he is still outside on the ramp.

0:38:240:38:27

This chap wanders up, starts initially saying,

0:38:270:38:30

"Have you got any fags?"

0:38:300:38:32

-And then starts getting a little aggressive.

-Right.

0:38:320:38:35

I don't know what his problem is,

0:38:350:38:37

but he seems to have unfortunately taken something to heart.

0:38:370:38:41

-He has just been ejected from the cinema.

-Has he?

-It's why we're here.

0:38:410:38:44

-Oh, sorry.

-Oh, no, it's fine. It's not a problem.

0:38:440:38:47

That's some of the reason we're waiting around,

0:38:470:38:49

to see he didn't cause any more issues.

0:38:490:38:51

Well, he just seems to have a little bit of annoyance about something.

0:38:510:38:54

-Anyway, sorry. Thank you.

-No, you're welcome. No problem, at all.

0:38:540:38:58

With the information to hand, Rich sets about

0:38:580:39:01

trying to find the drunken man

0:39:010:39:03

before he can insult anyone else.

0:39:030:39:05

What we've done now, because of his continuing to cause a nuisance,

0:39:050:39:08

we've called a patrol in, and they'll issue him

0:39:080:39:10

what they call a Section 27 dispersal notice,

0:39:100:39:12

which will basically ban him from a specified area

0:39:120:39:15

for a period of up to 48 hours.

0:39:150:39:17

So we'll just go and meet the patrol outside now

0:39:170:39:19

and identify the male to them, so they can issue him with a notice.

0:39:190:39:23

They track the man down.

0:39:230:39:25

He's been refused a taxi home,

0:39:250:39:27

but he's not going anywhere without getting a ticket.

0:39:270:39:30

You just cancelled my taxi?

0:39:300:39:31

We haven't cancelled it, he's just decided not to take you.

0:39:310:39:35

Another driver will take you, however...

0:39:350:39:36

Hang on with your call, mate.

0:39:360:39:38

The patrol here is going to issue you with a ticket,

0:39:380:39:41

then you can be on your way.

0:39:410:39:42

Ticket for what?

0:39:420:39:44

-Just to ban you from the area, that's all.

-For what?

0:39:440:39:47

Because you're drunk.

0:39:470:39:48

The patrol team arrives on the scene

0:39:480:39:50

and when the man has been given a Section 27 dispersal notice,

0:39:500:39:53

they will escort him from the premises to ensure that he leaves.

0:39:530:39:57

We're going to give you a notice to ban you from the area.

0:39:570:40:00

Yeah, yeah, fair enough.

0:40:000:40:03

It gives that last opportunity to get out of the area

0:40:050:40:07

and stay out of the area, sober up,

0:40:070:40:09

without having to arrest him.

0:40:090:40:11

With the man taken away the cinemagoers of St Stephens

0:40:110:40:14

can continue to watch their movie

0:40:140:40:16

without any further unscheduled intervals

0:40:160:40:19

caused by the man's drunken antics.

0:40:190:40:21

In Hull city centre, the neighbourhood team play

0:40:280:40:30

an active role in helping the city's homeless population

0:40:300:40:34

try to turn the tide and get their lives back on track.

0:40:340:40:37

Centres like the Jubilee Drop-In

0:40:370:40:39

play a central role in helping homeless people

0:40:390:40:42

tackle their problems.

0:40:420:40:43

And one way that's central to getting people off the streets

0:40:430:40:47

is by getting them to sell The Big Issue.

0:40:470:40:49

Ian Fawcett coordinates the selling of The Big Issue in the North.

0:40:490:40:52

Cheers, Matt.

0:40:520:40:53

He reveals the scale of the operation

0:40:530:40:56

he runs from the Jubilee Centre.

0:40:560:40:57

The importance of The Big Issue really,

0:40:570:40:59

is so the vendor's feel empowered.

0:40:590:41:01

Because they're earning their

0:41:010:41:03

own money, rather than begging or...

0:41:030:41:05

..just out on the streets.

0:41:060:41:08

Also, it gives some people motivation,

0:41:080:41:10

because they're out and working,

0:41:100:41:13

and it's a change of scenery, really.

0:41:130:41:16

Every individual is three pay cheques away from being homeless.

0:41:160:41:19

I think that's true.

0:41:190:41:21

I think in this economic climate,

0:41:210:41:23

I think it's really difficult for a lot of people to survive.

0:41:230:41:26

So people that have been made redundant

0:41:260:41:29

and end up in debt, can very quickly become homeless.

0:41:290:41:32

Here we have one of our Big Issue sellers.

0:41:340:41:37

A lot of people perceive it to be begging,

0:41:370:41:39

however they have stringent rules and conditions

0:41:390:41:42

they have to adhere to and one is being stood up,

0:41:420:41:46

actively selling - they have to have their ID badge on display

0:41:460:41:49

and have magazines on display, as well.

0:41:490:41:52

The gent over there selling now has been doing it a long time.

0:41:550:41:58

He is here every morning selling. Rain, snow, or sunshine, he's here

0:41:580:42:03

selling.

0:42:030:42:05

Morning, you all right?

0:42:050:42:07

So, you're helping them help themselves.

0:42:120:42:15

Yeah.

0:42:200:42:24

Putting back into the community, aren't you?

0:42:240:42:27

All right, then. We'll leave you to your selling. Good luck.

0:42:270:42:30

-Thank you very much indeed.

-Thank you. Goodbye.

The neighbourhood team know first-hand that selling

0:42:340:42:36

The Big Issue cuts the number of beggars on the streets

0:42:360:42:39

and has the support of the public.

0:42:390:42:41

Some of the sellers are familiar faces who act as an encouragement

0:42:410:42:44

to others to stop begging and sell The Big Issue.

0:42:440:42:48

This is another example of how the neighbourhood police,

0:42:480:42:51

work alongside other partnerships and good causes

0:42:510:42:54

to make communities safer and happier places.
