Saving the Cyber Sex Girls Stacey Dooley Investigates

In Britain today, young women like me take our basic freedom

and rights for granted.

But for millions of girls around the world, simply being female can

put their lives at risk.

In this series, I'm going to be investigating

some of the toughest places in the world to be a girl.

Tonight, I'm in the Philippines to reveal how the internet is

exposing a whole generation of girls to sexual exploitation.

This pimp is offering young women

for sexual services to customers.

I investigate the growth of online cybersex dens that let men abuse

girls from anywhere in the world, including the UK.

So this 41-year-old wants to meet with you, even though

-he knows that you are 14.

-Yes.

I get closer than ever to the people trying to crack down on this

billion-dollar industry.

Oh, my gosh. Turn the camera around.

They are coming in. They are going in.

And I confront the people responsible for these crimes.

Did you have sex with any children?

You did horrific things.

-You did horrific things.

-Yes, I know, I know, I know.

This programme contains some strong language and scenes which some viewers may find disturbing.

My name is Sweetie.

I'm ten years old. I live in the Philippines.

Every day I have to sit in front of the webcam

and talk to men.

Just like tens of thousands of other kids.

The men ask me to take off my clothes.

They undress.

They play with themselves.

They want me to play with myself.

As soon as I go online, they come to me.

Ten...

100...every hour.

So many.

Two years ago,

ten-year-old Sweetie's profile appeared online in chatrooms

all over the world...

with shocking results.

In just over two months, Sweetie was contacted by 20,000 people.

But there's something they didn't know about Sweetie.

I'm not real.

I'm a computer model.

Made piece by piece to track down these men who do this.

I've come to the Philippines to find out more.

Leonarda Kling works for the organisation that created Sweetie.

Why was the character Filipino, why was that so necessary?

We tried African nationalities, we tried East European

nationalities, and we tried Filipina nationalities.

And as soon as the Filipina child came online, basically,

we were swamped by predators. All from all over the world.

-Isn't that unbelievable?

-It is, it is.

And what exactly were they asking Sweetie to do?

They wanted her to remove her bra, for example,

play with herself.

Sometimes have sex with one of her siblings.

Things like that.

It went very, very far.

So of the 20,000 that initially contacted Sweetie,

were there any repercussions?

We have 1,000 with names and addresses, and those 1,000

we handed over to the police in the respective countries.

In the UK, for example, 110 perpetrators.

-110?

-110.

-In my country alone?

-In your country, Stacey, I'm sorry.

And of those 1,000, were there any convictions?

At the moment, there were convictions done in Poland,

in the UK as well, in Belgium,

but it's only sad to say that six or eight have been convicted.

-But the police is working on it, we know that.

-Six convictions?

Yes, six convictions.

Last year, the police investigated 139 Brits suspected of paying to

watch Filipino children being abused online.

But that's just the tip of the iceberg.

Both the UN and the FBI suspect that at any given time,

there can be 750,000 people online

interested in having sex with children.

And to hear that the victims typically are young, vulnerable,

poor and easy to manipulate, that's going to affect

so many of the girls here in the Philippines.

It is estimated up to 100,000 children

here are victims of sexual exploitation.

Many are now being used for cybersex.

I want to know why the Philippines has become the new hub

for foreign men looking to abuse young girls online.

But to do so means waiting until school finishes.

One factor contributing to the rising problem is the recent

internet boom in the Philippines.

These cheap, high speed internet cafes are popping up all over

the Philippines now. And one peso will get you five minutes.

This window to the web means that these sexual predators have

a perfect platform for when they want to pounce.

I'm meeting 14-year-old Daisy, who spends her evenings online,

where she is regularly approached by men.

This is you?

You look older in the picture.

You look lovely.

Who tends to contact you?

Foreigners.

Really? The last foreign man that

contacted you. What did he say?

What was he like?

This is now. This is live chat.

Do you know who this man is? No.

"Let's meet in your city," he has put.

Oh, my gosh.

This happens a lot?

Oh, really.

It is more fun for them.

So this 41-year-old...

..wants to meet with you even though he knows that you're 14.

Have you ever had any situation where you have met them?

'Knowing full well that Daisy and her family were poor,

'the American man gave her £30 in exchange for sex.'

Was that the first time you had ever been with a man?

Yeah.

It's not your fault.

It sounds like you did that

because you thought that was the best thing to do to help your family.

You are the child, and he is the adult.

I'm going to leave you to it, OK? It was so, so lovely talking to you.

Yeah?

And you feel OK? Good.

I was definitely surprised at how quickly she was approached.

I couldn't have been in there any longer than five minutes, really.

It's cyber grooming, that's exactly what it is.

And perhaps the shocking thing is that this is all done on Facebook.

Daisy is now under the watchful eye of a local charity.

But many girls are not so lucky.

Easy access to the internet in the Philippines means

more and more girls are being lured into the sex industry.

Up to 400,000 women are trafficked every year.

A third of them are children.

I want to find out who these girls are and where they're coming from.

So I head to the largest passenger port in the Philippines.

I've joined Cecilia Obando, whose charity now

intercepts up to 500 children a month in this one port alone.

-So, that one. You see?

-Ah, yeah, yeah, yeah.

-It is a big ship, actually.

-God, it is huge.

-It is a huge ship.

We have a report of 11 minors on board who are suspected trafficking...

some of them trafficking... Suspected trafficking victims.

So, typically, criminals will send out recruiters to perhaps

some of the smaller islands and try and lure the children in?

-Yeah.

-And the parents say, OK.

Yes, some of the parents will also be saved, you know,

and promised to have schooling for the girls, you know,

or work or job.

Some of them were actually forced into prostitution,

they are brought to brothels. Some of them were actually cybersex.

-Is cybersex something you've seen kick off fairly recently?

-It is, yes.

It is a new phenomenon for us here in the Philippines.

-Because traffickers...

-They are very smart.

-They are very smart.

They are businesspeople, you know.

-Social worker.

-I think now we have to move really quickly.

-OK.

-So when you say minors, what age are they?

-18 years old.

-18 years old.

-Below.

-And what is the youngest you've ever found?

-The youngest that we have is eight years old.

-Eight?

-Eight years old.

-On their own?

-Yes.

'The traffickers won't be far from their victims

'and they'll be looking for any opportunity to snatch them back.'

So here we are. This is where all the kids have been held.

It is important they are kept isolated so they can't run away,

they can't alert their traffickers...

that they're being suspected.

Instead of 11 children, the ship staff have now

identified 22 girls and boys who they suspect are being trafficked.

So I'm completely clear,

some of the kids in here have no guardian with them?

-No.

-They don't have permission in writing?

-No.

-And they are the ones that you are most concerned about?

-Yes.

Cecilia is particularly worried about one very young looking girl.

She's travelling with two older boys who claim they're her relatives.

-The girl's story doesn't add up.

-She's promised to work here.

-But she don't know what kind of work.

-Really?

-Yes.

And she is only 11 years old.

She's really afraid. She is really scared.

Yes, she is very nervous, isn't she? Understandably so.

-She is quite nervous.

-Yeah.

-So, OK,

-we are just signing...

-OK, great.

Thank you, Cecilia.

The very fact that she is here to work and she's 11...

is illegal in itself, so I think she's going to try and stick

quite close with this young girl, take her to the halfway house

and try investigate further what exactly is going on.

Based at the port,

Cecilia's temporary shelter is already dealing with a further 30

unaccompanied children who have just been taken off another boat.

The girls will only be released to genuine family members.

Minors and their relatives are purposefully kept separate,

and that's because often their stories don't match.

So it might be that they are a genuine relative,

but actually, when they do background checks, if they're suspicious,

they might own a spa or a massage parlour. That's happened in the past.

And they are recruiting their own family members to be involved.

Further information has come to light about the 11-year-old girl.

It seems, really, that she is for trafficking.

Because we cannot establish these people who say they're going

to pitch her. And in fact they are not here.

And because she doesn't have any address, she said she is travelling

with a cousin, but we cannot establish also the relationship.

Traffickers receive £150-£500 per girl,

but that is nothing compared to the sums

they can earn long-term from girls they recruit into the sex industry.

As long as the girls were actually under

the claws of the trafficker, they can profit multiple times,

because they are sold and resold so many times.

That makes perfect sense. I didn't think of it like that.

So a girl is more profitable if she is going to be used

as a sex worker, because there are so many men that will pay for her.

-It is a huge problem.

-It is a huge problem.

After further enquiries,

Cecilia was convinced that five of the children were being trafficked.

She eventually tracked down the mother of the 11-year-old girl,

who made the 600-mile trip to collect her.

Cecilia has recommended the girl's family be

monitored by the local authorities,

but there is no guarantee she won't be trafficked again in the future.

I've massively underestimated just how many young, vulnerable

girls are popped on these ships, no guardian, no relative,

and trafficked.

Prostitution is nothing new in this part of the world.

Right now, I'm in a place called Tondo,

and this is the biggest slum in the whole of the Philippines.

And people tell me that child prostitution particularly

is entrenched within this community.

And on top of that, the age of consent here is 12 years old.

So, historically, the younger girls have always been sexually active.

I'm meeting a group of sex workers living close to the port,

whose customers are sailors from all over the world.

I want to know what they make of the rise in cybersex.

Do either of you partake in cybersex here?

Jackie, you have done cybersex? How do you find it?

How many girls were there altogether?

I want to talk to the young girl's pimp, known here as Mamasan.

Hello.

Marie. How do you do, Marie? I'm Stacey.

-Can I come in?

-Yes.

-Thanks ever so much.

Marie is happy to supply prostitutes as young as 13,

but she doesn't like them doing cybersex.

So you think the men behind the laptops are more ruthless,

are more demanding?

Marie might not approve of cybersex, but many other mamasans do.

Last year, cases of girls being trafficked

into the sex industry doubled.

In a bid to clamp down, the government set up a special

task force whose job it is to catch traffickers in the act.

Tonight, I've been granted privileged access to an undercover operation.

Basically the operation involves an entrapment

of a well-known pimp who has been the subject of the surveillance.

Look very closely at the information on the suspect - black hair,

female impersonator.

He is a man pretending to be a woman.

And this pimp, lady...

is offering young women for sale,

for sexual services to customers.

If the suspect will resist arrest, you can employ opposing force, OK?

OK, so they're just going through the briefing now.

My understanding is that they're after one pimp, essentially,

and they describe her as a lady impersonator,

so I don't know whether she's transgender,

or if she's dressed in drag, and she's meant to look after

at least five young girls who are sex workers.

She has promised these five girls to their undercover police officer.

The operation is being led by chief prosecutor Jonathan Lledo.

If tonight is successful, the suspect will face harsh new penalties.

If any of the victims are minors,

meaning they're below 18 years of age,

that automatically increases or aggravates the offence

to qualified trafficking in persons,

for which the penalty will be life imprisonment,

-and he has to pay a fine of about two million pesos.

-Wow.

The penalty is really harsh.

But getting the evidence to charge this trafficker is going to be

extremely difficult, as the police must witness the suspect

receiving money in exchange for the girls,

and if I want to observe this,

I'll have to do something I've never done before.

Hopefully the initial meeting will start in this restaurant.

Now, the police have agreed that I can come along on the understanding

that I do not jeopardise the arrest and rescue, so I'm going to switch...

..and use this secret camera.

The crew and main camera will wait in the van parked outside

the restaurant.

The undercover officer takes his place.

To safeguard future operations, we can't reveal his identity.

The undercover officer receives a text from the suspect.

With the punishment for trafficking so severe, criminals know that

one wrong move could land them in jail for the rest of their life.

The suspect has asked for the exchange to take place

away from the restaurant, in the undercover officer's car.

Desperate to know what's going on, I call the chief prosecutor.

Catching traffickers in the act is always a challenge.

So, Jonathan, what's the story? What happened?

Unfortunately, he got away

because he declined to step into the car, but it was a good day.

Four girls will be safe from being trafficked tonight.

One of the girls is a minor, she admitted that she's a minor,

so we have a case against the target, against the pimp.

When you next see this particular pimp, will you be able to arrest her?

Well, technically, no,

because when we see him and he's not doing anything illegal,

we can't just pick him off the streets, no?

This pimp may have escaped justice,

but the police are carrying out regular raids

and I'm hoping to be there the next time they swing into action.

The girls don't want to talk to the police right now,

they don't want to talk to anyone and, interestingly,

often they'll look at them and think,

"You have ruined my only chance of making any money."

There isn't that sense of relief always,

"Thank, God, you've come to rescue me,"

but when you're so desperate, you will,

you'll do almost anything

and the police are often seen as the bad guys.

It's a point I want to take up with leading Filipino journalist

Ana Santos.

A lot of these families are living in such extreme poverty,

what other ways are there of making reasonably decent money?

For the girls it's very limited in terms of opportunities,

especially if you're young.

You can't work in the department store, for example.

The boys would at least be able to get odd construction jobs, right?

The girls might not be able to do that, so more and more, I think,

they're more economically challenged in terms of opportunity,

especially when they're young.

Talk me through the transition into cybersex now.

I think, well, the way that technology is, it's going to be

the way to go for prostitution as well as any other kind of business.

I think there's that lure that cybersex is easy money.

They get the money from the US, from Europe

and they'll know that those are, what, five minutes, 20?

How long is it going to take them to earn that much on the street?

Are families aware of what's going on?

Not all, but there are some parents, sadly,

who are the ones who are putting their children forward.

You have to remember, some of the mums were prostitutes before

and when they go into, like, cyber, for example, what happens

is the customers will ask them, "Don't you have somebody younger?"

And rather than the money going elsewhere,

they'll have their kids do it.

I've had some, I've had a mamasan tell me, you know, I ask them,

"She's 14, she's 13, don't you feel guilty about, you know,

"she sells herself, or you agree to send her on a boat

"where she'll pick up some sailor?" And she'll say,

"Well, she's going to get fucked anyway,

"she might as well get fucked for money."

-And that's the mentality?

-Yep, that's the mentality.

It's horrifying to learn parents are sexually abusing their own

children online for financial gain.

To find out more, I'm flying to a part of the country

where this is rife.

Cebu has been dubbed as the home of cybersex

and for many of its residents, internet child pornography

is far more lucrative than fishing or factory work,

and this means that often parents will pimp out their own children

in these makeshift secretive sex dens, sometimes in their own homes.

The most notorious example is Eileen Ontong,

who dubbed herself the queen of cybersex.

I'm keen to speak to her,

but first, I want to find out more from the man who arrested her,

Jamal Dimaporo.

How many children do you reckon have been abused because of Eileen?

Based on the pictures, images that we gathered,

around 30 children, from age five to 15, 16.

When we arrested her,

they were about to have a show, yes, with her daughter.

-We gathered very disturbing images of young children.

-How young?

-About from five years old.

-Five?

-Yes, the youngest maybe, or less.

-Just completely horrific, horrifying for these kids.

-Very disturbing.

These shows were so lucrative,

Eileen even recruited neighbouring families to meet the growing demand.

The money transfer earned about, I mean, more than 1 million.

-No.

-Yes. 1 million? Yes.

-US dollars?

-Yes.

And how many suspects?

-About 14 suspects.

-Just 14?

-Yes, in that area alone.

I get totally, 100%, that poverty...

drives people sometimes to do very desperate things.

But there are levels, aren't there?

And the idea that this woman, who was supposed to be the only person

in the whole of Cebu to protect her daughter,

was the very person abusing her...

..is one of the saddest things I've heard in a really long time.

I'm desperate to confront Eileen.

She and her lawyer have agreed to meet me at the prison

where she's being held.

Thank you very much. I just make my own way up? OK.

I think it this way.

They've, literally, just left me to it.

This maximum security prison was built to hold 1,600 men and women,

but currently has over 2,000 inmates.

To be honest with you, I've never been in a prison quite like this.

I've been to so many now, all around the world, but I've always got

a warden, I've always got some kind of authority figure with me.

Here, they've just completely left me to my own devices

and everyone's walking around freely.

The kids are here, it's Sunday, it's visiting hours.

I'm sure I'm amongst mass murderers and rapists,

and other women who have exploited children.

I mean, it is pretty unbelievable the way these ladies are living.

-How many?

-15.

-15?

-Yeah.

15 people in this one cell. Wow.

It's hot, it's cramped...

it's smelly, there's lots of older ladies here.

What a way to live.

I can only meet Eileen in the presence of her lawyer,

but there's no sign of him yet.

-Hello.

-Hi! How are you?

-I like your singing.

-What are you doing? Oh, bingo.

-Do you know how to play bingo?

-Yeah, I can play bingo. How long are you girls inside for?

-Me?

-Yeah.

-I'm here for ten years.

-For ten years?

-Yeah.

-Wow.

-You know why I am here?

-Why?

-I am here to speak to a lady called Eileen.

-Eileen?

-You know her?

-Yeah.

-Eileen Ontong.

-She's there. Eileen.

'It turns out Eileen no longer wants to appear on camera

'and although she told her lawyer, he neglected to tell me.'

OK, we weren't aware of that.

I'm really gutted she wouldn't allow the camera in,

because if you could see her, you'd be gobsmacked.

She's like a dumpy, short, middle-aged...woman.

She looks like your aunt, you know what I mean? It's...

..unbelievable that she led the life she did.

However, whilst Eileen doesn't want to be interviewed,

one of her cellmates does.

Hey. You want to talk? Fantastic.

-Do you speak English?

-A little.

-A little bit?

-Yeah.

-But your friend is going to come?

-Yes.

-Perfect.

-Are you happy with that?

-Yes.

-Thank you.

That's really, really helpful.

Dindin is charged with abusing children in a cybersex den.

She claims she's innocent and wants to tell her side of the story.

-Did you have sex with any children?

-No.

-Really?

-Yeah.

I find it hard to believe that you would be sat here

if they had no evidence of any children being involved,

but you are telling me, categorically,

no children were ever, ever involved, not even once?

No.

-Just you, yourself?

-Yes.

Well, thank you for your time. Thank you.

'Dindin seems sincere, but before I leave,

'a quick background check reveals she hasn't been honest with me.'

I've just found out that that woman I've just been speaking to

is one of the most prolific cases here in Cebu.

I mean, up there with Eileen Ontong.

She was introduced to me by her nickname, as I'm leaving, I ask,

"What's your full name?" Maricel Ayat.

That name rang a bell because I've heard the authorities

speak about her, so I've just jumped online

and it's all here in black-and-white.

They had evidence of her forcing a two-year-old, a nine-year-old

and an 11-year-old to perform lewd sex acts in front of a web camera

for foreign child predators who paid a fee.

I'm shaking.

I need to speak to her.

-Hello.

-Hi.

-So, Evelyn, thank you for agreeing to talk to me again.

You have been really helpful and you introduced me

to your friend as Dindin, so I was addressing you as Dindin.

When I found out your full name, you are actually Maricel Ayat.

I think you have been lying this whole time.

I believe that you did force a two-year-old, a nine-year-old

and an 11-year-old to perform sex acts for foreign customers.

The thing is, you are not going to find the courage to be honest,

because you haven't, you've been lying to me this whole time

and I took pity on you. You said, "I'm innocent," and I believed you.

I thought you had stripped because you were desperate.

You've been lying. Is this your computer?

-Is that in your house?

-Hm.

-Yes? That is your house.

So these are all the pictures, this is all the evidence.

This is where they found the kids.

This is where they found the two-year-old,

the nine-year-old and the 11-year-old.

Is there anything you want to say?

angry, I feel frustrated, I've got the shakes and I feel sorry for her,

like a total mug...

I had to go back, but... I'd better go.

Remarkably, both Eileen and Maricel came from the same tiny village.

Last year, it was claimed that 80 houses were involved

in cybersex in this area alone.

It's definitely not as friendly round here.

Before setting off, the village mayor told our production team that

he did not want us to film here.

I've got to say this is the first time I've been warned

about going in a particular neighbourhood.

Eileen Ontong's house is just close by.

So, you don't know, there still might be people operating here

who don't want to see us with the camera.

'Parents abusing their own children behind closed doors

'makes this one of the hardest crimes to detect.'

You can come.

Right. I'm under strict instructions that I can't stand directly outside

her house, because her family aren't happy about us being here.

Yeah, we are official too.

I think we have to be quick.

I just wanted to bring you here,

because this is where Eileen Ontong lived.

We're very, very, very close to her house

and this is where most of the abuse took place,

all of them kids.

I'm told that her stepdaughter killed herself,

whilst the abuse was taking place.

I'm amazed that such a quiet, mundane village

could be the scene of such awful events.

Events that could be repeated across thousands of homes

all over the Philippines.

So far, I've met some of the perpetrators inflicting

these terrible acts, but now I want to see what is being done to help

the survivors who have suffered at their hands.

I'm travelling 100 miles north-west of Manila, to a shelter that

offers therapy and counselling to children who have been rescued.

Oh, these might be some of the girls.

Oh, she's lovely.

She was super beautiful.

They all are, that's the thing.

Beautiful, polite and poor.

Perfect mix for the recruiters.

The shelter is in a remote area of the Philippines.

There are currently 29 girls in this shelter

and the youngest is seven years old.

And they're vulnerable from the start,

whether it's extreme poverty or hunger, absent parents,

abuse at home, and the traffickers are smart and that's who they target.

The girls who have been sexually abused go through various

stages of treatment.

Inhale, exhale.

THEY SCREAM

This is emotional expression therapy.

It's aim is to allow the girls to release pent-up feelings

towards their abusers.

These shocking sessions are led by psychiatrist Mary.

GIRLS SCREAMING AND SOBBING

Wow.

That was very, very full-on.

Why is it necessary, this therapy?

The therapy sessions that we have focuses on their anger

towards their family, their mother and their abuser.

They release it here in the sessions.

You obviously think it's healthy, it's necessary.

Yes, of course it's very necessary, especially to me.

I'm also a survivor of child abuse, when I was 12 years old,

and I myself experienced the emotional expression therapy during my time.

It helps me disclose the abuse I've been through.

It helps the therapist and the social worker

in preparing the statements of the children.

It helps in expressing their emotions, in disclosing the abuse

they've been through, so this therapy session is really helpful.

When you're interacting with the kids,

they're so smiley and they're so polite and they're playing

in the playground with their pals and then, you see...

how angry...

they are...

and it brings it straight back home. These kids have been...

..abused in such a way that some of them...

..are completely broken.

Many of the girls are still struggling to come to terms

with their abuse.

But 18-year-old Lani has successfully been through the therapy

after being trafficked into a cybersex den at the age of 15.

Give me an idea of what's going on inside your mind

when you realise, "I am here to perform cybersex."

How do you feel?

And if you refused, "No, I'm not doing it,"

what would your boss have done?

-She won't feed you?

-Yeah.

And the foreign customers,

how many of them were British?

You can't count them?

And what are they like?

What do they look like - old, young?

After five months, Lani was eventually rescued by the police.

Did you feel relief or did you feel,

"Oh, how am I going to get money now?"

So things are much better now. What's the plan?

What you want to do?

What do you want to do as a job?

Although no official statistics exist,

it's believed that tens of thousands of kids like Lani

are living in shelters all over the Philippines.

I've had a call and I'm headed back to Manila.

The police have another suspect they believe is recruiting girls

and running a cybersex den.

Today, the plan is to spend some time with

the National Bureau Of Investigation here, and they are collaborating with

two American agents from Homeland Security,

so they've flown over especially for this.

They've had their eye on this one suspect for some time

and today they're hoping to capture them.

The situation here is so serious, police from all over the world

are now collaborating with the Philippine authorities.

Today, American agents have supplied vital intelligence to the NBI's

Anti-Human Trafficking Division, who hope to make the arrest.

After continually abusing the girls online, the suspect is now

offering to supply them to the undercover US investigators.

I'm given access to the agents as they set up the deal.

So right now, the agent from Homeland Security

is talking with the suspect.

The chat is live.

He's promising...that there are going to be a large amount of girls.

Potentially more if necessary at a later date. They are all underage.

The youngest is 11. They will do anything he wants them to do.

And now I believe the agent is asking to see them.

He wants the suspect to turn the camera on, so that

they have visual evidence.

Oh.

So, the suspect has turned his webcam on

and I can see numerous girls.

Waving...

Laughing... And it looks like forced laughter.

And they're sitting on a bed and they look so young.

Eight?

One of the girls is eight years old.

So I think everyone is feeling confident that they have

sufficient evidence to now go.

I can feel the adrenaline.

Agent Janet Francisco allows me

there is at least a chance of controlling this awful trade.
