Venice, one of the most stunning cities on earth.

0:00:050:00:09

Over 50,000 tourists arrive here each day for the carnival,

0:00:090:00:14

culture and canals.

0:00:140:00:17

But what they don't see is how this city works,

0:00:170:00:19

this is Venice from the inside.

0:00:190:00:22

Around the clock, emergency teams fight to keep a city built on water safe and working.

0:00:240:00:29

BELL RINGING

0:00:290:00:32

With unprecedented access to police, fire, and medical teams,

0:00:320:00:35

we come face-to-face with the unique daily challenges,

0:00:350:00:38

and life-and-death drama.

0:00:380:00:41

Up to yesterday evening she was all right,

0:00:410:00:44

and this morning she was found not responsive.

0:00:440:00:46

This is Venice 24/7, where the ordinary becomes extraordinary.

0:00:460:00:51

It's summer in Venice, and the canals are congested

0:01:040:01:06

with around 35,000 motorboats travelling through the waterways.

0:01:060:01:10

The high volume of traffic takes its toll on the historic city,

0:01:100:01:13

as the choppy waters erode canal banks and the foundations beneath.

0:01:130:01:17

But each year,

0:01:210:01:23

the canals are cleared to make way for thousands of rowing boats.

0:01:230:01:27

For one day, Venice's motor engines fall silent,

0:01:270:01:31

and the city stops as locals and tourists take to the water

0:01:310:01:34

to celebrate their love for this ancient city.

0:01:340:01:37

The Vogalonga, or long row, is a 37-year-old, non-competitive regatta,

0:01:430:01:49

and people from all over the world sign up to take part.

0:01:490:01:51

First time, and I'm very excited

0:01:530:01:54

because everybody tells me it will be crowded, it'll be crazy.

0:01:540:01:59

34, I was hoping it would be like a thousand and something,

0:01:590:02:04

34, that's a good number.

0:02:040:02:06

Up to 6,000 people are expected to participate this year,

0:02:070:02:11

an all-female rowing team called Viva are regular entrants.

0:02:110:02:16

Team member, Nancy McIlroy from Kentucky, now lives in Venice.

0:02:200:02:25

I've been coming and going for nine years,

0:02:250:02:28

and then decided I just didn't want to be on vacation,

0:02:280:02:31

I really liked this life.

0:02:310:02:32

The things that I really love about Venice

0:02:340:02:36

are not the things I expected, really.

0:02:360:02:39

I mean, I think there's this whole mythological...

0:02:390:02:42

especially, I would say especially Americans because I know them better,

0:02:420:02:45

"Ah, Venizia, Venizia, Venice is so beautiful!"

0:02:450:02:48

Well, it is, but there's so much more

0:02:480:02:52

that's substantial about it, that is to love.

0:02:520:02:56

The women who form Viva are from Venice, Germany and the States,

0:02:560:03:00

and have rowed together for five years.

0:03:000:03:03

They practice five times a week,

0:03:030:03:05

the rowing festival is the culmination of all their hard work.

0:03:050:03:09

There's nothing more Venetian than the Voga.

0:03:090:03:12

My passion is rowing in these canals,

0:03:120:03:14

just think it's fantastic,

0:03:140:03:16

and there are people who row across the lagoon that are 60, 70, 80 years old at their own pace.

0:03:160:03:21

It's the best exercise in the world, it's social, it's civic,

0:03:230:03:26

it's just, it's part of this culture.

0:03:260:03:29

And we just refuse to let it go.

0:03:290:03:31

Open to boats moved by man power only,

0:03:330:03:36

the 19-mile journey is dedicated to raising awareness

0:03:360:03:38

of the damaging effect of motorboats on the city's foundations.

0:03:380:03:42

It's bad for the lagoon, it's bad for the ecology of the lagoon,

0:03:420:03:46

and it's certainly bad for all the infrastructure of the canals,

0:03:460:03:50

all the electricity, it's all underneath.

0:03:500:03:52

And when you go through a canal with this really powerful motor,

0:03:520:03:57

it just sucks, everything about it, it just ruins the infrastructure.

0:03:570:04:02

The speed limit is just three miles an hour,

0:04:050:04:09

the only boats allowed to break it are the emergency services,

0:04:090:04:12

who can travel over 30 miles an hour.

0:04:120:04:15

At the Venice fire station, shift boss, Giuliano Meinardi and his team get a callout.

0:04:150:04:21

There are 90,000 logs marking the waterways in Venice,

0:04:300:04:34

but the exposed wood rots quickly, causing them to detach,

0:04:340:04:36

creating a floating hazard for river traffic.

0:04:360:04:40

They try to put it up onto the boat, but it's too heavy.

0:04:500:04:54

So, an alternative solution is found.

0:04:570:04:59

The team drag the log to shore, where they can secure it,

0:05:040:05:07

out of the way of passing traffic.

0:05:070:05:09

Stopping this ancient city from crumbling into the water

0:05:280:05:30

is a problem faced by every Venetian.

0:05:300:05:33

Local police Commissioner, Giordano Zwinn,

0:05:360:05:39

is only too aware of his responsibility.

0:05:390:05:41

Reducing the speed of the boats

0:06:390:06:41

helps reduce the wave motion on the canals,

0:06:410:06:43

and it's up to local police to enforce these limits.

0:06:430:06:46

A high-tech network of 40 cameras in key positions across the city

0:06:480:06:53

is used to catch offenders breaking the speed limit along the Grand Canal.

0:06:530:06:56

A virtual map tracks the traffic in Venice's historic centre,

0:07:260:07:29

with a dot representing each boat,

0:07:290:07:31

green for a boat travelling within the speed limit,

0:07:310:07:35

yellow as soon as it's broken, and red for a speeding offence.

0:07:350:07:39

Controlling the canals and protecting the city is an age-old problem.

0:08:270:08:31

Venice grew over a millennium,

0:08:360:08:38

houses and palaces were built on wooden piles driven into the mud,

0:08:380:08:42

and tightly packed with clay.

0:08:420:08:44

It was from this floating city that the maritime power,

0:08:440:08:47

the Serenissima Republic, was born.

0:08:470:08:50

Today, the city's modern utilities are buried in these ancient foundations.

0:08:510:08:56

From the sewage system, to electric power lines and fibre-optic cables,

0:08:560:09:00

the life of the city depends on maintaining the structures it was built on.

0:09:000:09:04

Erosion repairs are constant,

0:09:130:09:15

whole canals must be blocked off and drained, so the work can be done.

0:09:150:09:18

Engineer, Adriano Ecole, works with the team at Insula,

0:09:210:09:24

a public company formed to carry out vital maintenance.

0:09:240:09:28

For them, the traditional ways are often still the best.

0:09:280:09:33

Two walls of wood or metal, are filled with tonnes of clay,

0:09:460:09:50

these dams are placed at each end of the section of the canal to be drained.

0:09:500:09:55

Vital work needs to be done as cracks and crumbling plaster

0:10:020:10:05

will appear in the building above,

0:10:050:10:07

but in Venice, even a simple repair becomes a massive job.

0:10:070:10:12

Once the canal is drained all the way down

0:10:300:10:32

the damage to the buildings becomes evident.

0:10:320:10:35

Sometimes, whole sections of the wall are in such a bad state

0:10:410:10:45

that they have to be removed.

0:10:450:10:47

But the teams must work quickly,

0:10:470:10:49

as once the wooden foundations are exposed to air, they begin to rot.

0:10:490:10:53

Using a process called scuci-cuci, meaning patch up,

0:11:000:11:03

the broken masonry must be made secure.

0:11:030:11:05

It takes three months to repair 50 metres of canal.

0:11:130:11:16

It's a time-consuming job, and there's no shortage of work.

0:11:170:11:21

As the day of the regatta approaches,

0:11:370:11:39

the weather takes a turn for the worse.

0:11:390:11:41

Despite the adverse conditions,

0:11:410:11:43

the women of Viva take to the water for some last-minute practice.

0:11:430:11:48

They're rowing in a caorlina,

0:11:480:11:50

a traditional, hand made Venetian fishing boat,

0:11:500:11:53

whose flat bottom makes it perfect for the shallow waters.

0:11:530:11:57

Up! Up!

0:11:570:11:59

Up!

0:11:590:12:00

But after less than an hour on the canals,

0:12:090:12:11

the team decides to abandon practice.

0:12:110:12:14

Did you feel the wind that just came, just across?

0:12:140:12:17

We were just, I could never row,

0:12:170:12:19

neither could Adele who was in the same position I was in the other boat.

0:12:190:12:22

We never rowed, if we rowed the boat just..."newwwh!"

0:12:220:12:25

This is like the theatre, you know,

0:12:250:12:26

when the rehearsal goes poorly, the opening night usually goes well.

0:12:260:12:30

We hope that's what it is, ha, we hope.

0:12:300:12:35

As the city prepares for the Vogalonga,

0:12:460:12:49

policeman, Andrea Silveri is on duty,

0:12:490:12:52

making sure that only licensed drivers are using the canals.

0:12:520:12:56

48,000 boats are officially allowed in the historic centre,

0:13:110:13:14

but during the busy summer, unlicensed ones can slip through the net.

0:13:140:13:18

It seems the boat this man is driving doesn't have a Venetian licence.

0:13:370:13:41

This time, the driver gets away with a fine and a warning.

0:13:450:13:47

But the fight to protect Venice

0:13:500:13:52

isn't just about controlling the canals.

0:13:520:13:54

Outside the historic centre,

0:13:540:13:57

there's also an unprecedented engineering project underway.

0:13:570:14:00

Out in the Venice lagoon,

0:14:030:14:05

they're working around the clock on the MOSE,

0:14:050:14:08

the biggest anti-flood project of its kind in the world.

0:14:080:14:11

Flood defences will be built in the three inlets at Lido,

0:14:130:14:17

Malomocco and Chioggia.

0:14:170:14:18

These will form a protective barrier

0:14:180:14:21

between Venice's historic centre and the sea.

0:14:210:14:24

At high tide, steel gates will rise

0:14:250:14:28

by pushing water out with compressed air.

0:14:280:14:31

These barriers will then stop the water from flooding the city.

0:14:310:14:35

These gates will be housed in concrete structures called caissons,

0:14:350:14:39

a kind of watertight box on the seabed.

0:14:390:14:41

Enrico Pellegrini is working in a 250 strong team.

0:14:420:14:47

The shape you can see here is the recess of the gates themselves,

0:14:470:14:54

which will be installed on the caissons,

0:14:540:14:58

once the caisson is on the bottom of the sea.

0:14:580:15:01

These enormous frames are designed by an Italian engineering company,

0:15:010:15:05

are unique to Venice.

0:15:050:15:07

They're now ready to be lowered into the water.

0:15:080:15:10

The fate of the entire project rests on this operation.

0:15:100:15:15

The thing is, that, we have to take these concrete caissons,

0:15:150:15:19

which are very big, 50 metres by 60 metres, by more than 10 metres in height,

0:15:190:15:26

and they weigh around 20 to 23,000 tonnes.

0:15:260:15:30

We have to take them from the prefabrication yard

0:15:300:15:33

and launch them into the water.

0:15:330:15:35

The frames or be transported via a railway system.

0:15:350:15:39

These carriages, which can push the equivalent weight of a Boeing 747,

0:15:390:15:43

will take the frames to a heavy lifting platform for the next stage.

0:15:430:15:47

At that point, we will transfer all the load on the platform,

0:15:480:15:54

and this platform is going to be lowered, very slowly of course,

0:15:540:15:58

until the caissons itself, it will start floating,

0:15:580:16:02

because the caissons, it's a box, it's an empty box actually,

0:16:020:16:07

even if it's a concrete, it's also very, very heavy.

0:16:070:16:10

Anyway, it's a box, and will start floating at a certain point.

0:16:100:16:13

From here, the frame is tugged out to the point in the lagoon

0:16:130:16:17

where the barrier will be constructed.

0:16:170:16:20

Once in place, it will lift to form a dam between Venice and the sea.

0:16:200:16:24

The whole operation takes around a week.

0:16:250:16:28

Due to the precision of what we have to achieve,

0:16:280:16:31

we are also operating at -30, -24, -30 metres underwater,

0:16:310:16:37

into a channel where the tide and the currant are very strong.

0:16:370:16:41

So, this is the thing,

0:16:410:16:44

it's the precision we have to achieve is very, very strict.

0:16:440:16:47

Enrico and the team have a total of 18 frames to construct.

0:16:490:16:54

As it takes a year to make each one,

0:16:540:16:56

they are working on 13 simultaneously.

0:16:560:16:59

The race is on to complete the project, without it,

0:17:010:17:04

Venice will continue to be at the mercy of rising sea levels.

0:17:040:17:09

At the Venice fire station, the team is taking a well earned break,

0:17:170:17:21

while one of their old colleagues returns for a visit.

0:17:210:17:24

Veteran fireman, Lele Tale Pietre, retired four months ago,

0:17:300:17:33

and has come back to see how his former team are doing.

0:17:330:17:37

But for those on duty, there is no glass of fizz

0:17:550:17:59

as it's not long until the next emergency callout.

0:17:590:18:02

Rough weather overnight has sunk a boat moored in a private dock.

0:18:050:18:09

And the owner has been unable to retrieve it himself.

0:18:090:18:12

Using pumps which can move 2,500 litres of water a minute,

0:18:240:18:29

they try to bail the boat out.

0:18:290:18:30

Every time they start pumping the water out,

0:18:410:18:44

more starts pouring into the back-end of the boat.

0:18:440:18:46

With the back-end made watertight,

0:18:560:18:59

they start to pump water out of the sunken boat again.

0:18:590:19:02

Finally, with the boat bailed out, they managed to pull it free from the mud,

0:19:090:19:13

and tow it to a winch close by.

0:19:130:19:14

Job completed, the team head back to the station,

0:19:220:19:25

where it's time to check their equipment.

0:19:250:19:27

It's the day of the Vogalonga.

0:19:590:20:01

Since early morning

0:20:010:20:02

the Grand Canal has been filling with thousands of rowers.

0:20:020:20:06

Organiser Antonio Rosa Salva, the son of the regatta's founder,

0:20:160:20:20

has spent the morning making sure everything is in order.

0:20:200:20:23

He's even managed to fix the weather.

0:20:230:20:25

The boats assemble at the start line,

0:20:380:20:40

including Nancy's rowing team.

0:20:400:20:43

Starting in the St Mark's Basin,

0:20:480:20:51

the route heads out in the direction of Burano,

0:20:510:20:53

then back through the main canal of Murano,

0:20:530:20:56

before re-entering the historic centre at Cannaregio.

0:20:560:20:59

For the duration of the regatta,

0:21:010:21:03

the canal is closed to all motor traffic,

0:21:030:21:05

with one exception.

0:21:050:21:07

In his powerboat, Coast Guard, Alessandro Visentine,

0:21:100:21:13

must take sure the regatta goes without a hitch.

0:21:130:21:16

But within minutes, the first emergency call arrives.

0:21:160:21:20

SIRENS

0:21:260:21:30

On arrival, they discover that it's a man overboard,

0:21:360:21:40

rather than a capsised boat.

0:21:400:21:41

Luckily for the Vogalonga rowers,

0:21:540:21:56

the regatta is heavily monitored by all of Venice's emergency services.

0:21:560:22:01

CHEERING

0:22:110:22:14

Almost everyone is busy with the Vogalonga,

0:22:180:22:21

things at the Venice hospital are a bit quieter than usual.

0:22:210:22:24

But not long into the shift, there's an emergency call.

0:22:260:22:31

SIRENS

0:22:310:22:32

Avoiding the busiest route, and travelling near empty side canals,

0:22:420:22:45

it doesn't take the team long to arrive.

0:22:450:22:48

It seems this lady already has a serious lung condition,

0:23:010:23:05

in order to try and establish the cause of her complaint,

0:23:050:23:08

the paramedics need to run a set of tests.

0:23:080:23:10

Given lady's age and medical history,

0:23:420:23:44

the team wants to take her back to hospital to run more in-depth tests.

0:23:440:23:49

Out in the lagoon, keeping the canals clear for the regatta

0:23:510:23:54

is still keeping Alessandro busy.

0:23:540:23:56

But Alessandro isn't just dealing with wayward motorboats,

0:24:040:24:07

one of the rowers has been taken ill.

0:24:070:24:10

The paramedics have been called,

0:24:140:24:17

but the ambulance is making slow progress through the thousands of boats.

0:24:170:24:21

This man's blood pressure is dangerously high,

0:24:290:24:32

so the paramedics take him straight to the hospital.

0:24:320:24:36

The Vogalonga is progressing into the afternoon,

0:25:010:25:05

for Nancy and her team, it's time to gather some energy

0:25:050:25:08

before pushing towards the finish line.

0:25:080:25:10

The regatta is over halfway through,

0:25:360:25:38

and the canals are increasingly congested.

0:25:380:25:41

Despite the fact this is a peaceful rowing event,

0:25:500:25:52

the motorboats still keep coming.

0:25:520:25:55

In Cannaregio,

0:26:120:26:13

the rowers are starting to arrive from the open lagoon.

0:26:130:26:17

The course becomes much more crowded as rowers jostle for position

0:26:170:26:20

to pass under the Three Arches Bridge,

0:26:200:26:23

towards the finish line.

0:26:230:26:25

Among them, the Viva rowing team.

0:26:250:26:26

And with seconds until the canon marks the regatta's end,

0:26:380:26:42

the man who fell in has made it back, just in time.

0:26:420:26:47

CANON FIRES

0:26:470:26:50

SINGING IN ITALIAN

With the Vogalonga over, Venice's canals return to the 21st century,

0:27:350:27:40

motorboats and all.

0:27:400:27:42

The truth is there's a place for all the boats in this lagoon,

0:27:420:27:45

but they have to slow down, they have to slow down,

0:27:450:27:48

it's better for the lagoon,

0:27:480:27:49

and it's certainly better to maintain this tradition of the Voga.

In the final episode,

0:27:570:27:59

the biggest event in Venice's calendar arrives,

0:27:590:28:02

the Redentore.

0:28:020:28:04

And a bridge is built across the Guidecca Canal in just a day.

0:28:070:28:12

As thousands of boats and revellers throng the water,

0:28:140:28:16

the emergency services struggle to be heard.

0:28:160:28:19

And Venice's final party of the season goes off with a bang.
