With the World Cup and Olympics on the way, the planet is looking to one city. Welcome to Rio.

0:00:070:00:11

One in five of us live in parts of the city you tourists will

0:00:150:00:18

never know, Rio's famous favelas.

0:00:180:00:22

These government-free zones are dotted

0:00:240:00:27

throughout our marvellous city.

0:00:270:00:29

What we lack in law and order we make up for with close-knit

0:00:320:00:36

communities and a lot of freedom.

0:00:360:00:38

HE LAUGHS

0:00:460:00:48

But the government has started invading our favelas

0:00:480:00:51

and our world is under threat as never before.

0:00:510:00:54

SHOUTING

0:00:540:00:56

But if they thought we'd go quietly, they were wrong.

0:01:000:01:04

Take a closer look at the favelas behind your hotel...

0:01:110:01:15

and meet the people whose lives are being thrown upside down,

0:01:150:01:19

all in the name of international sport.

0:01:190:01:21

Millions of you are planning to visit Rio in the next

0:01:330:01:36

couple of years and we're looking forward to seeing you,

0:01:360:01:40

but we've a few things to tidy up before you arrive.

0:01:400:01:43

The government wants you to feel safe, so top of the list is chasing

0:01:450:01:50

the armed drug trafficking gangs out of the city's many favelas.

0:01:500:01:54

It's a process they call pacification.

0:01:580:02:03

But for those of us who live in the favela,

0:02:030:02:06

pacification is a mixed blessing.

0:02:060:02:09

Police occupation means fewer gun battles on our streets,

0:02:090:02:13

but much more government involvement in our way of life.

0:02:130:02:16

This is Cantagalo Hill.

0:02:240:02:27

It's home to two favelas smack bang in the tourist centre,

0:02:270:02:30

overlooking Copacabana beach, and it was among the first to be pacified.

0:02:300:02:36

Cantagalo is a miracle of unplanned architecture.

0:02:400:02:44

It climbs the sheer face of the hillside with

0:02:440:02:46

a labyrinth of winding alleyways, secret doors and endless staircases.

0:02:460:02:52

And king of carrying stuff up and down those stairs is Rocky.

0:02:530:02:57

You might also notice Cantagalo's unique aroma...

0:03:040:03:08

a combination of our open sewers and our passion for keeping animals.

0:03:080:03:13

DOGS BARK

0:03:130:03:15

But the pride of our favela is this.

0:03:200:03:23

Surely one of the loveliest views in the city.

0:03:230:03:26

Rocky is a widower, and he lives

0:03:420:03:45

high upon the hill with his three children and two grandchildren.

0:03:450:03:48

Sure it's kind of cosy, but we'd much rather that than be apart.

0:04:340:04:38

But rich or poor,

0:04:400:04:42

there's one disaster certain to strike any parent -

0:04:420:04:46

teenagers.

0:04:460:04:48

Every parent worries about the company their teenagers keep...

0:05:040:05:08

..but for favela parents,

0:05:100:05:12

there's a chance their dodgy mates could be drug traffickers.

0:05:120:05:15

Rocky works every day to support his family,

0:06:090:06:13

and he's not just a strong man - he's our doorman.

0:06:130:06:17

You'll find him at the bottom of the hill, at the entrance to the favela.

0:06:170:06:21

Like all good doormen,

0:06:510:06:53

Rocky receives your delivery then brings it up to your apartment.

0:06:530:06:57

When we buy a fridge, we tell the store, "Take it to Rocky."

0:06:570:07:01

It's easy to see how he earned the title "King Of The Stairs".

0:07:030:07:07

When he's not carrying a domestic appliance up the hill,

0:08:180:08:22

Rocky is tending to his other business.

0:08:220:08:24

This isn't a pile of junk,

0:08:260:08:28

it's Rocky's salvage-yard-thrift-shop.

0:08:280:08:31

It's an Aladdin's cave and Rocky's pride and joy.

0:08:310:08:35

It may seem risky, leaving all your possessions in a

0:08:560:08:58

pile on the street, but no-one would dream of touching Rocky's stuff.

0:08:580:09:03

It's one of the joys of living in a small communidade.

0:09:030:09:07

Everyone takes care of everyone else's business.

0:09:080:09:12

Rush hour at the bottom of the hill coincides with the school run.

0:09:390:09:43

No-one's built a school up this side of the hill. It's much less

0:09:430:09:47

bother just to build one at the bottom.

0:09:470:09:50

But if you're four years old, it's quite a walk home.

0:09:500:09:53

This is Acme and his son Davi.

0:10:010:10:04

They live at the very top of the hill.

0:10:060:10:09

Acme is a graffiti artist.

0:10:460:10:48

His canvases are the walls of his favela

0:10:480:10:51

and his journey home is like a tour of his gallery.

0:10:510:10:55

At the top of the hill, the air is clean.

0:11:020:11:05

There's fruit on the trees and a cool breeze,

0:11:050:11:08

which is a relief for Acme's wife Jane,

0:11:080:11:11

who is six months pregnant with their second child.

0:11:110:11:14

A baby raised at the top of this hill would have had gunfire

0:11:300:11:33

for lullabies until a couple of years ago.

0:11:330:11:36

And when Davi was born, Acme and Jane moved away.

0:11:360:11:39

But now Cantagalo is officially pacified,

0:11:400:11:44

they have moved back into their beautiful house...

0:11:440:11:46

which is a lot handier for Acme's studio.

0:11:460:11:50

Acme grew up here, surrounded by guns and drug traffickers,

0:11:530:11:57

and that life features in a lot of his work.

0:12:190:12:21

Acme only has to walk out behind his studio for a reminder

0:12:230:12:26

of the favela's turbulent past.

0:12:260:12:28

Years ago, we named this place Vietnam...

0:12:320:12:36

and not because of its lush vegetation.

0:12:360:12:39

HE LAUGHS

0:12:460:12:48

The government didn't pacify Vietnam when the drug traffickers

0:13:140:13:17

were executing people on our football pitch.

0:13:170:13:20

It was only when the World Cup was at stake

0:13:200:13:22

they decided to do something.

0:13:220:13:24

HIP HOP MUSIC PLAYS

0:13:260:13:29

Don't be fooled by the name -

0:13:360:13:38

there's nothing peaceful about pacification.

0:13:380:13:41

One by one, our favelas are being

0:13:420:13:44

invaded by troops with enough firepower

0:13:440:13:47

to chase out the traffickers.

0:13:470:13:50

And the government made this elite unit the smiling face of their

0:13:500:13:54

operation - the Battalion Of Special Operations or BOPE for short.

0:13:540:14:00

Under Brazil's former dictatorship

0:14:020:14:04

they were considered an elite death squad,

0:14:040:14:07

and, decades later, they are still not exactly bleeding heart liberals.

0:14:070:14:13

Commander Grip is their operational chief.

0:14:130:14:16

HORN BEEPS

0:14:290:14:30

No expense is spared on BOPE's world-class training.

0:15:010:15:05

Their mountainside base is like a James Bond lair,

0:15:050:15:08

where some of the world's finest warriors are brought in

0:15:080:15:12

to share their expertise.

0:15:120:15:13

I'm...Grandmaster Kevin Lloyd.

0:15:140:15:16

I come from Oldham, which is just outside of Manchester.

0:15:160:15:20

Lift.

0:15:440:15:46

Hold it.

0:15:460:15:47

We're going to...headbutt.

0:15:470:15:49

For all their history, and all their quirks,

0:15:500:15:53

BOPE's courage is never in question.

0:15:530:15:55

Another day, another mission,

0:16:210:16:23

this time to an unpacified favela in the North Zone.

0:16:230:16:26

RADIO CHATTER

0:16:320:16:35

BOPE have been fighting the drug traffickers for decades,

0:17:190:17:22

but pacification has given their operations new purpose.

0:17:220:17:26

But having the police, not the drug traffickers,

0:18:080:18:11

run our streets comes at a price...quite literally.

0:18:110:18:15

Now they're in charge,

0:18:180:18:19

the government wants us to pay for our electricity, our water,

0:18:190:18:23

even our Sky TV. All the things we used to get for free.

0:18:230:18:27

And though they promised pacification would come

0:18:510:18:54

with lots of other benefits,

0:18:540:18:56

so far they haven't even organised the rubbish collection.

0:18:560:19:00

And to cap it all, after four years of police rule in Cantagalo,

0:19:000:19:04

we all know the traffickers are still on the hill...

0:19:040:19:07

..and Rocky's son Felipe has just fallen foul of them.

0:19:080:19:13

They've accused him of talking to the police.

0:19:130:19:15

As punishment, Felipe's been ordered to stay in his house for a month.

0:19:190:19:24

Before pacification, the traffickers would make Felipe run errands -

0:20:530:20:58

often the first step towards joining the gangs.

0:20:580:21:00

Our relationships with the traffickers

0:21:340:21:37

are complicated to say the least.

0:21:370:21:39

As a young man from a gang-controlled favela,

0:21:400:21:43

local traffickers will be people you grew up with or went to school with,

0:21:430:21:47

even members of your own family.

0:21:470:21:49

If you are going to avoid being pulled into the traffic

0:21:520:21:54

yourself, it helps to have a passion.

0:21:540:21:57

Acme's graffiti adorns much more than just his favela,

0:22:020:22:06

he's had commissions across the city.

0:22:060:22:09

But drug trafficker contacts can be an asset if a less scrupulous

0:22:290:22:33

client is refusing to pay for your work, for example.

0:22:330:22:36

Acme's clients aren't the only ones

0:23:270:23:28

that are struggling to pay the bills.

0:23:280:23:31

Our government have been spending like there is no tomorrow,

0:23:310:23:34

all to get ready for you lot.

0:23:340:23:37

A lick of paint on a stadium here, a new Olympic park there,

0:23:370:23:42

who would think it could cost so many billions?

0:23:420:23:46

Some of us are starting to ask if it's worth it.

0:23:460:23:49

Pacification is one of the most expensive parts of the project.

0:23:570:24:02

It goes way beyond just invading and patrolling our narrow streets.

0:24:020:24:06

If the government are in charge

0:24:060:24:08

then they're also responsible for our wellbeing,

0:24:080:24:11

and that gives them the right to wheel out an old favourite

0:24:110:24:14

declaring our favela homes unsafe and bulldozing them.

0:24:140:24:19

Which is exactly what they're proposing in the hilltop

0:24:190:24:22

sanctuary of Vietnam, arguably the best real estate on the hill.

0:24:220:24:26

Very quickly, the government starts knocking things down.

0:24:440:24:48

With a baby due in a couple of months,

0:25:260:25:29

this is the last thing Acme needs.

0:25:290:25:31

The government are promising to rehouse Acme and his neighbours,

0:26:010:26:05

but currently on offer are homes in other favelas,

0:26:050:26:08

miles from jobs, families and friends.

0:26:080:26:12

Land and homes are a hot topic in our pacified favelas.

0:26:200:26:24

With fewer shoot outs, values are shooting up.

0:26:240:26:28

They may be improvised houses on squatted land,

0:26:280:26:31

but they change hands for money, just like yours.

0:26:310:26:35

And now outsiders are buying up our land to build hotels.

0:26:350:26:40

And a new kind of dealer is roaming our streets -

0:26:400:26:43

the estate agent.

0:26:430:26:44

It's not just property investors

0:27:450:27:47

wending their way into pacified favelas.

0:27:470:27:50

Tourists can stay in favela hostels and even take guided favela tours.

0:27:500:27:54

And that's the place to buy water.

0:28:170:28:18

That bar, over there, is open 24/7.

0:28:180:28:22

Yeah, 24/7.

0:28:220:28:24

And the name of it - Moskito.

0:28:240:28:26

And favela tourism means tourist dollars.

0:28:260:28:30

But this influx of tourists and estate agents is driving up

0:28:380:28:42

the cost of living for the rest of us.

0:28:420:28:44

Even Rocky's tiny house now costs him around £100 a month to rent,

0:28:450:28:49

which means less money to spend on his greatest passion - football!

0:28:490:28:53

CHANTING

0:28:530:28:56

The only thing that can lure Rocky away from his work

0:28:560:28:59

is his beloved team Vasco da Gama.

0:28:590:29:02

With his son Felipe stuck in the house,

0:29:170:29:20

Rocky has brought his grandson instead.

0:29:200:29:22

This is only a league game.

0:29:240:29:26

Just imagine what our World Cup will be like.

0:29:260:29:29

HE LAUGHS

0:29:560:29:57

Let's face it, no-one plays the beautiful game quite like Brazil,

0:30:000:30:04

and we know how to express our appreciation.

0:30:040:30:07

Rocky's son Felipe used to train at the Vasco school.

0:31:190:31:23

But Felipe started running errands for the drug traffickers, and gave

0:31:420:31:46

up his Vasco training.

0:31:460:31:47

Rocky's called him the "Black Sheep" ever since.

0:31:480:31:51

HE LAUGHS

0:31:570:32:00

Rocky's a hard act for his son to follow.

0:32:000:32:03

He's always up at dawn.

0:32:030:32:05

He doesn't eat breakfast or lunch,

0:32:050:32:07

just a small cup of coffee to last him the day.

0:32:070:32:10

And if business isn't brisk enough for his liking,

0:32:120:32:16

he heads out of the favela,

0:32:160:32:17

looking for an opportunity to make a quick buck.

0:32:170:32:20

It's only a few hundred yards away,

0:32:290:32:32

but it may as well be a different planet.

0:32:320:32:35

While in the favela, most of us survive on just a few pounds a day,

0:32:370:32:42

Rio's South Zone is one of the richest neighbourhoods in the world.

0:32:420:32:46

To us, even their garbage is a treasure trove.

0:32:480:32:52

We make good use of the things that we find,

0:32:520:32:55

things the everyday millionaires leave behind.

0:32:550:32:58

With children and grandchildren to provide for,

0:34:190:34:21

barely an hour goes by without a withdrawal from the bank of Rocky.

0:34:210:34:25

HE LAUGHS

0:34:430:34:45

If Rocky could only save up,

0:34:480:34:50

he could make his life a whole lot easier.

0:34:500:34:52

He has an old tricycle named the Vascomobile for his football team,

0:34:540:34:59

which could take some of the sweat out of all his fetching and carrying.

0:34:590:35:03

For now, it's just a three-wheeled dream.

0:35:330:35:37

The politicians who have decided pacification is

0:35:490:35:52

the answer for Rio aren't the ones who risk their lives

0:35:520:35:56

marching into drug trafficker territory.

0:35:560:35:58

That honour falls to BOPE and they're taking casualties.

0:36:010:36:05

Two of their men have been killed in as many months

0:36:080:36:11

and commander Grip must perform his least favourite duty.

5am in Cantagalo.

0:38:270:38:29

The last drunks are making their way home.

0:38:310:38:34

Everyone else in the favela is asleep...

0:38:340:38:37

or almost everyone.

0:38:370:38:39

Rocky's most heroic job is ferrying the sick

0:39:100:39:13

and injured down the hill, a kind of human ambulance service.

0:39:130:39:17

It's a service he provides free of charge.

0:39:300:39:33

13 years ago, Rocky carried his wife down the hill.

0:39:350:39:39

Up the hill in Vietnam, they're getting ready for a busy day.

0:40:590:41:04

Acme is refusing to just give up

0:41:040:41:06

and let the authorities knock his house down.

0:41:060:41:09

A team of lawyers and academics have offered to help fight

0:41:090:41:13

the demolitions and have climbed the hill to talk to the residents.

0:41:130:41:16

Everyone needs to hear what they have to say.

0:41:250:41:28

But Acme's not alone.

0:42:170:42:19

In every favela they've pacified, not just Cantagalo,

0:42:200:42:24

the government tread a fine line between helping and interfering.

0:42:240:42:29

There is a huge increase in routine stop and searches.

0:42:310:42:34

And across the city,

0:42:360:42:37

thousands of houses have been earmarked for demolition.

0:42:370:42:41

Favela activists are starting to make their voices heard.

0:42:430:42:47

As demonstrations about government spending

0:42:470:42:50

sweep the rest of the city,

0:42:500:42:51

Acme and his fellow activists add their voices to the protests.

0:45:000:45:03

is starting to look more like a premonition.

0:45:030:45:05

The police have told him his shop is blocking the road.

0:45:070:45:11

Either he moves it or they'll evict him.

0:45:110:45:14

Felipe's house arrest is finally over which means

0:46:150:46:19

he can come along to help his dad dismantle his junk shop.

0:46:190:46:22

Felipe has worked hard today.

0:46:380:46:40

Perhaps a small sign he's turning over a new leaf.

0:46:420:46:45

Rocky has no choice but to sell the last contents of his shop for scrap.

0:47:140:47:17

It's not often Rocky has a wodge of cash in his hand

0:47:570:48:01

and he knows just how he's going to spend it.

At the very top of the hill, there's been some good news.

0:48:080:48:13

After the protests, the demolitions have been halted indefinitely.

0:48:130:48:17

It's a victory Acme had scarcely dared hope for,

0:48:190:48:23

one he wants to make sure no-one will forget.

0:48:230:48:25

Time to do what he does best.

0:48:270:48:29

Of course, not everyone understands the vision of political street art.

0:49:260:49:31

Perhaps we have more in common with the police than we expect.

0:50:520:50:56

Certainly we are all facing the challenges of pacification.

0:50:560:50:59

For BOPE, it's 231 favelas down, more than 800 to go.

0:51:010:51:06

A few weeks later, Commander Grip would embark on what would turn out

0:52:100:52:13

to be his final mission.

0:52:130:52:15

Pursuing traffickers fleeing from impending pacification,

0:52:200:52:25

Commander Grip and his unit are ambushed.

0:52:250:52:27

Commander Grip is shot and killed.

God decided it was Commander Grip's turn to patrol the skies.

0:53:050:53:09

The jury is out on pacification but living in a city like Rio,

0:53:180:53:24

we know conflict is often necessary to bring about change.

0:53:240:53:28

The protests finally provoke a response from Brazil's President.

0:53:320:53:37

The President promises to reform the government and give

0:53:590:54:02

new funding to education.

0:54:020:54:04

And it's not just the government who've made a change.

0:54:090:54:12

There'll be no more messing about on the hill for Felipe.

0:54:140:54:18

He's got himself a job, working in a stall on the beach.

0:54:180:54:21

And Felipe's dad has got another reason to be happy

0:54:490:54:52

in Copacabana today.

That wodge of cash turned a rusty heap into a glorious Vascomobile.

0:55:150:55:20

Living here, we've already survived our fair share of upheaval

0:55:560:56:00

and uncertainty and while pacification may have increased

0:56:000:56:03

our life expectancy, we don't know if it will last.

0:56:030:56:07

But we'll face the future, with the same optimism and determination

0:56:260:56:30

we've always had, since we first built our shacks on the hill.

0:56:300:56:34

That's the spirit of the favela,

0:56:570:56:59

which no drug trafficker or police officer could ever crush -

0:56:590:57:03

a spirit that Acme wants to celebrate

0:57:030:57:05

with a very special portrait.

0:57:050:57:07

The favela belongs to its people

0:57:270:57:29

and that means it will forever be in safe hands.

0:57:290:57:32

Next time, on Welcome To Rio,

0:57:410:57:43

let us take you where no tour guide has ever been,

0:57:430:57:47

into the heart of gang-controlled favelas.

0:57:470:57:50

And come face to face with the drug traffickers.
