And it's doing it with the help of Welsh government cash. | :01:33. | :01:37. | |
It was set up a decade ago in Wembley, | :01:38. | :01:45. | |
The principal, who is also a lecturer here, | :01:46. | :01:50. | |
Build your career at the West London Vocational Training College. | :01:51. | :01:57. | |
Dr Manoj Kumar is proud of what's on offer. | :01:58. | :02:07. | |
Today there are students studying for Higher National Diplomas, | :02:08. | :02:09. | |
Algeria, Somalia, some from Bengali, Indian. | :02:10. | :02:27. | |
He says they carefully select students - if they don't have | :02:28. | :02:36. | |
We have to take only quality students. | :02:37. | :02:41. | |
Here, we had only 300 applications 300 applications, we accepted 50. | :02:42. | :02:44. | |
Now another 250 applications received and 47 admissions. | :02:45. | :02:49. | |
One of those who went to sign up told us he'd had | :02:50. | :02:52. | |
He's asked us not to identify him We've called him Sondip. | :02:53. | :02:59. | |
A lot of leaflets was going round in Cardiff. | :03:00. | :03:02. | |
One of my friends called me and he said come and join the college. | :03:03. | :03:08. | |
There's a bit of money and education. | :03:09. | :03:12. | |
He says a recruiter was offering students lessons in how to cheat | :03:13. | :03:15. | |
and lie their way to student loans, grants and a qualification. | :03:16. | :03:21. | |
He was offering ?10,000 student finance, plus the grant. | :03:22. | :03:24. | |
So it seemed very easy money at the beginning. | :03:25. | :03:27. | |
And did you ask him about how demanding that course | :03:28. | :03:30. | |
would be and whether you were really capable of doing it? | :03:31. | :03:37. | |
At the beginning, he said I don't have to do anything | :03:38. | :03:40. | |
because all the assignments, all the work is going to be by... | :03:41. | :03:45. | |
He says this is the agent who made that offer - he's Kazi Shajahan. | :03:46. | :03:58. | |
He's been promoting the college's courses online. | :03:59. | :04:01. | |
He said you don't have to worry about it because | :04:02. | :04:05. | |
unless you earn ?21,000, you don't have to pay it back. | :04:06. | :04:09. | |
Was there any chance you would earn more than ?21,000? | :04:10. | :04:12. | |
Until they earn more than ?21,000 a year, students don't have to | :04:13. | :04:18. | |
But the presumption is that they will at least have completed their | :04:19. | :04:23. | |
Back on the tour, I wanted to know more | :04:24. | :04:28. | |
So you want to make sure they are properly qualified and you wouldn't | :04:29. | :04:34. | |

Earlier this year the private college sector in England was hit | :05:03. | :05:06. | |
by scandal when a National Audit Office report revealed ?50m might | :05:07. | :05:09. | |
have been wasted in loan and grants and tuition fees by students who | :05:10. | :05:12. | |
Many didn't bother turning up for lesson or even registering | :05:13. | :05:31. | |
for exams, and others dropped out after receiving their cash. | :05:32. | :05:34. | |
Some were from Wales, attending colleges in London which didn't | :05:35. | :05:36. | |
We decided to go undercover at the college to investigate Kazi's | :05:37. | :05:44. | |
dodgy deals promoting its business courses. | :05:45. | :05:49. | |
Enter Jaspal - he's actually a member of our team. | :05:50. | :05:54. | |
I'm posing as businessman with extensive contacts | :05:55. | :05:57. | |
and someone who can potentially supply him with students. | :05:58. | :06:04. | |
The more students Kazi finds, the more he earns | :06:05. | :06:06. | |
and the college earns in Welsh government funded tuition fees. | :06:07. | :06:10. | |
I've never met him before, so I'm not sure how guarded he's | :06:11. | :06:13. | |
He meets Kazi in an office he was using at the college. | :06:14. | :06:23. | |

Kazi, a local taxi driver, is busy recruiting. | :06:29. | :06:35. | |

When new colleges are set up they undergo inspections by exam boards. | :14:54. | :14:56. | |
But we've discovered that a week before we went undercover, | :14:57. | :15:01. | |
Pearson's went into the college and gave it a clean bill of health. | :15:02. | :15:05. | |
We have also discovered that the Welsh government allowed | :15:06. | :15:08. | |
the college access to public money before Pearson's checked | :15:09. | :15:13. | |
In England, regulators the Quality Assurance | :15:14. | :15:19. | |
Agency, or QAA, review colleges before courses are designated | :15:20. | :15:22. | |
I'm meeting its Director of Quality Assurance. | :15:23. | :15:31. | |
Our role is about making sure students interests | :15:32. | :15:33. | |
are protected, they are receiving high quality teaching and learning | :15:34. | :15:35. | |
That's part of a bigger decision about whether | :15:36. | :15:42. | |
Different arrangements operate in Wales In England as you said, | :15:43. | :16:01. | |
know they are different, but are they right? | :16:02. | :16:04. | |
I just said in an ideal world all private colleges in this country, | :16:05. | :16:12. | |
throughout the UK, would be subject to QAA review in order to protect | :16:13. | :16:15. | |
interests of students, but that's not the current situation. | :16:16. | :16:17. | |
But Kazi says he can get around rules and regulations. | :16:18. | :16:20. | |
So, as instructed, we fake a GCSE certificate to see if it can get | :16:21. | :16:23. | |
a student on to the course and secure a government funded loan. | :16:24. | :16:26. | |
Meet Pritpal, our other undercover student. | :16:27. | :16:28. | |
whether the documents we take are faked. | :16:29. | :16:31. | |
According to this, I've got GCSEs in half a dozen subjects. | :16:32. | :16:34. | |
Our undercover agent is taking Pritpal to meet Kazi | :16:35. | :16:36. | |

It is clear no-one within this system checked | :21:35. | :21:37. | |
So we've exposed a system which allowed us to fake qualifications | :21:38. | :21:42. | |
and buy coursework, and what's our reward? | :21:43. | :21:46. | |
Pritpal was only one of up to 300 students | :21:47. | :21:53. | |
who Kazi wanted us to supply to the college | :21:54. | :21:56. | |
and they'd all have been chasing student loans and grants. | :21:57. | :22:00. | |
of the Welsh Assembly's Public Accounts Committee. | :22:01. | :22:05. | |

No-one tried to stop me and no questions were askede whatsoever. | :23:24. | :23:27. | |
We have tested the scam as far as we can. | :23:28. | :23:32. | |
Obviously, we have no intention of taking any money | :23:33. | :23:35. | |
from Student Finance Wales or, ultimately, the Welsh government, | :23:36. | :23:38. | |
but what we've done is show the system is open to abuse. | :23:39. | :23:42. | |
So why isn't more being done to prevent it? | :23:43. | :23:48. | |
We need swift response from the Welsh Government. | :23:49. | :23:51. | |
We need the Auditor General for Wales to consider | :23:52. | :23:54. | |
the implications for the wider further education sector | :23:55. | :23:56. | |

We'd secretly filmed recruiter Kazi running the scam | :24:40. | :24:42. | |
Khazi accepted a fake certificate from one student, Pritpal, | :24:43. | :24:54. | |
and actually watched as your other colleague enrolled him. | :24:55. | :24:58. | |
There is no student like that here, with us. | :24:59. | :25:03. | |
That's because he pulled out before the money was paid. | :25:04. | :25:11. | |
The college says students are not registered for loans with | :25:12. | :25:19. | |
Student Finance Wales until they'd completed a four week trial period. | :25:20. | :25:24. | |
That Pritpal was actually offered the loan within a day. | :25:25. | :25:33. | |
He enrolled on the 4th of November | :25:34. | :25:35. | |
and, according to Student Finance Wales, | :25:36. | :25:38. | |

And Cambridge University told us he does not have a PhD from them | :29:25. | :29:28. | |
