weekend with the National Security adviser saying America wanted to | :05:04. | :05:09. | |
stop short of some kind of military action, Vice President pens sounding | :05:10. | :05:14. | |
tougher in Korea and this patience was wearing thin. Due to go is a | :05:15. | :05:17. | |
risk this ministry should be painted itself into a corner where | :05:18. | :05:21. | |
effectively military action is the only option achieves itself? Great | :05:22. | :05:27. | |
powers don't laugh. The reason is when great powers get into | :05:28. | :05:34. | |
confrontation they have two prevail. -- great powers don't bluff. That is | :05:35. | :05:40. | |
quite an undertaking if that is the direction we want to go. People need | :05:41. | :05:43. | |

to think carefully as we consider options that I think by all accounts | :06:10. | :06:15. | |
are not very desirable. If you are going to ratchet it up, how do you | :06:16. | :06:20. | |
do that? China signed off last year or two of the toughest security | :06:21. | :06:24. | |
council resolutions we have had, one cutting off cold to the north | :06:25. | :06:27. | |
Koreans which of course they desperately need. It is still not | :06:28. | :06:34. | |
working. First, I think there is a fundamental question of whether | :06:35. | :06:38. | |
sanctions even well imposed and well supervised sanctions are going to be | :06:39. | :06:42. | |
on a fast enough train to catch up to where the North Korean nuclear | :06:43. | :06:47. | |
missile programmes are. I think there is a big question of whether | :06:48. | :06:52. | |
these sanctions can work. That said, I would say China has not done as | :06:53. | :06:57. | |
much as they could. I think they are beginning to comply, they are | :06:58. | :07:00. | |
beginning to look at how to dying I the financial sector, but it is | :07:01. | :07:05. | |
important to understand China have increased their trade with North | :07:06. | :07:09. | |
Korea even in these last few months. And think it is important where | :07:10. | :07:13. | |
China is going with this. I think anyone listening to what Beijing is | :07:14. | :07:19. | |
saying or reading what is going on in their press, suggests a country | :07:20. | :07:23. | |
that is really tired of North Korea. But I think we need to understand | :07:24. | :07:27. | |
that China is not going to be interested in some kind of military | :07:28. | :07:32. | |
venture and they want to make sure everything has been done before even | :07:33. | :07:37. | |
thinking about such an outcome. I think the Trump administration will | :07:38. | :07:40. | |
continue to have its work cut out for it in terms of keeping the | :07:41. | :07:43. | |
Chinese on-board for more robot 's response. Good to get your response. | :07:44. | :07:52. | |

says the observers' findings are "unacceptable". | :09:14. | :09:18. | |
He said the vote ended all debate and questioned the impartiality of | :09:19. | :09:27. | |
the observers. He even proposed a new referendum. None of those talks | :09:28. | :09:36. | |
will make it turkey's relationship the West any easier. | :09:37. | :09:47. | |
We will not listen to the words of George, hands or Helga. We will | :09:48. | :09:53. | |

they want a rerun of the | :10:28. | :10:28. | |
entire referendum and a nullification of it if indeed | :10:29. | :10:31. | |
the results are proven to be invalidated. | :10:32. | :10:34. | |
It is very difficult in a country where the state machinery is | :10:35. | :10:37. | |
so heavily controlled by the President | :10:38. | :10:38. | |
and his inner circle, and | :10:39. | :10:40. | |
where about 80% of the media is pro-government, so they are | :10:41. | :10:42. | |
hammering home this message that this was a decisive victory. | :10:43. | :10:52. | |
So it is difficult to overturn but what | :10:53. | :10:54. | |
I think will happen and what I think the Observer mission's verdict will | :10:55. | :10:57. | |
do is to reinforce this cloud of illegitimacy over the mandate of | :10:58. | :11:00. | |
He doesn't want that, his supporters don't want it, | :11:01. | :11:04. | |
and it's a pretty difficult position for him to be in now. | :11:05. | :11:07. | |
What does that mean the Turkey going forwards? | :11:08. | :11:09. | |
It is already a divided country - presumably this does nothing to | :11:10. | :11:12. | |
No, it does quite the polar opposite. | :11:13. | :11:20. | |
And he's a man who has a kind of siege mentality sometimes of | :11:21. | :11:23. | |
sort of doubling down and turning in on his | :11:24. | :11:26. | |
inner circle and I think that | :11:27. | :11:27. | |
will only be accentuated, there will be a feeling | :11:28. | :11:29. | |
that his once extensive support network has shrunk | :11:30. | :11:32. | |
He does still have a lot of support, still half the | :11:33. | :11:38. | |
country, but they did not get a resounding victory they wanted. | :11:39. | :11:45. | |
And for such a monumental political change, they don't have the mandate | :11:46. | :11:47. | |
They have still claimed victory but while the | :11:48. | :11:52. | |
doubts linger over the next steps and over the weeks and months ahead | :11:53. | :11:56. | |
it is going to really accentuate the split | :11:57. | :11:58. | |
here and make the goal of | :11:59. | :12:00. | |
stability which Turkey yearns for even harder to achieve. | :12:01. | :12:08. | |

the top subject for us. How does this change Turkey's relationship | :13:50. | :13:54. | |
with its Western allies? The truth is the West still needs this | :13:55. | :13:58. | |
critical Nato member and particularly at the moment with | :13:59. | :14:03. | |
Syria, terrorism and the refugees that have been coming out of that | :14:04. | :14:09. | |
Syria conflict. I would say that's a big question mark for us because | :14:10. | :14:13. | |

foreseeable future, because Russia, America and the Kurdish people over | :14:20. | :14:24. | |

equation for the time being. But it is a member of Nato. As that we will | :14:32. | :14:37. | |
still be in Nato but there will be discussion within Turkey and Nato, | :14:38. | :14:46. | |
of course Russia probably will be the major decision-makers here next | :14:47. | :14:51. | |
to the US, but the question for Turkey probably we are not going to | :14:52. | :14:56. | |
be out of Nato but that will be a hard discussion between Turkey and | :14:57. | :15:00. | |

accession talks with the EU, there will be different questions or | :15:06. | :15:09. | |
different policies in Turkey considering the Nato membership plus | :15:10. | :15:13. | |

elections in 2018, certainly the major discussion will be about EU | :15:21. | :15:26. | |
