The Environment Secretary, Michael Gove, | :00:22. | :00:25.
has suggested the government could support a lifting of the | :00:26. | :00:28.
1% pay cap for public sector workers as calls grow for ministers | :00:29. | :00:31.
He told the BBC's Andrew Marr show the government should "respect | :00:32. | :00:39.
the integrity" of the independent bodies that review pay | :00:40. | :00:41.
for groups including nurses, teachers and the police. | :00:42. | :00:45.
Our political correspondent Emma Vardy reports. | :00:46. | :00:54.
Complaining about seven years of austerity, not one day more was the | :00:55. | :01:02.
slogan for protesters yesterday. The plan to drive down the deficit has | :01:03. | :01:09.
meant year after year of pay freezes and caps for public sector workers. | :01:10. | :01:14.
But could be about to change. The Environment Secretary Michael Gove | :01:15. | :01:18.
has said if independent pay review bodies recommend arise, the | :01:19. | :01:22.
government should accept it. We should listen to the pay review body | :01:23. | :01:27.
to govern each individual area of public sector pay. Public sector | :01:28. | :01:36.
workers have had a 1% cap on pay rises since 2013. And freeze since | :01:37. | :01:41.
before that. There are eight pay review bodies which make | :01:42. | :01:43.
recommendations to the government about the pay of public sector | :01:44. | :01:48.
workers including teachers, police and public sector work stuff. But | :01:49. | :01:52.
the government isn't bound by these recommendations. It is up to the | :01:53. | :01:57.
Prime Minister secretaries of state. There has been scepticism over | :01:58. | :02:01.
whether the pay review bodies are independent. They worked underneath | :02:02. | :02:07.
the overall strategy set by the government? They take account of | :02:08. | :02:10.
that but they take account of other questions as well, including the | :02:11. | :02:14.
number of people entering the profession. Whether we need an | :02:15. | :02:17.
increase to make sure we get the best people in the profession. These | :02:18. | :02:21.
pay review bodies have been set up to ensure we have authoritative | :02:22. | :02:26.
advice on what is required in order to ensure the public services on | :02:27. | :02:29.
which rely, are effectively stuffed on the people within them are | :02:30. | :02:34.
effectively supported. In March, the NHS pay review body worn the cap was | :02:35. | :02:39.
putting stress on the health service. And next month we learn | :02:40. | :02:47.
about the pay review about police and teachers. We say, get rid of the | :02:48. | :02:53.
1% cap and give a pay rise. They should consider giving people a pay | :02:54. | :02:57.
rise in line with earnings. It is not just opposition parties who want | :02:58. | :03:02.
an end to the long-running freeze on public sector pay. No Conservative | :03:03. | :03:06.
backbenchers are lobbying for a change. | :03:07. | :03:07.
The government has announced it's withdrawing from an arrangement that | :03:08. | :03:10.
allows other countries to fish in UK waters. | :03:11. | :03:12.
Currently the convention allows Irish, Dutch, French, | :03:13. | :03:14.
German and Belgian vessels to fish within six and 12 nautical | :03:15. | :03:16.
The government says ending the agreement would help the fishing | :03:17. | :03:21.
industry with access to its fishing rights. | :03:22. | :03:28.
Residents living close to Grenfell Tower, who've been | :03:29. | :03:30.
without hot water since the fire, won't have to pay rent | :03:31. | :03:32.
Kensington and Chelsea Council says its suspending rents | :03:33. | :03:38.
The west London council has been severely criticised | :03:39. | :03:47.
Our correspondent Richard Galpin is here. | :03:48. | :03:57.
What are the council saying on this. It will affect residents in the | :03:58. | :04:05.
three blocks next to the Grenfell five. Those who are badly affected, | :04:06. | :04:11.
who had to evacuate their homes. But some are starting to go back. They | :04:12. | :04:16.
are finding there is no hot water. It was a centralised hot water | :04:17. | :04:19.
system for the neighbourhood and the boiler was destroyed in the fire and | :04:20. | :04:24.
it hasn't been replaced. That is why the Council are saying, they will | :04:25. | :04:29.
not take any payments for rent until at least January 20 18. Not least of | :04:30. | :04:35.
course because a lot of people are in temporary accommodation. As we | :04:36. | :04:40.
heard, one woman found rent had been deducted from her bank account. | :04:41. | :04:42.
Richard, thank you very much indeed. Reports suggest at least 19 people | :04:43. | :04:44.
have been killed and many injured in a suicide bomb attack | :04:45. | :04:47.
in the Syrian capital of Damascas. The attacker struck in Tahrir Square | :04:48. | :04:51.
in the centre of the city. The bomber appears to have been | :04:52. | :04:54.
in one of three cars that had Blown out vehicles in the centre of | :04:55. | :05:12.
the Syrian capital. The suicide bomber detonated their device just | :05:13. | :05:17.
before 8am this morning. The streets near the rear square in Damascus had | :05:18. | :05:21.
been busy as people return for the first full day of work after | :05:22. | :05:26.
celebrating the end of the holy month of Ramadan. The car had been | :05:27. | :05:30.
surrounded by the Syrian authorities when it exploded, killing at least | :05:31. | :05:36.
19 people, injuring several others. The blast shattered windows and | :05:37. | :05:40.
damaged buildings in the area, which has now been cordoned off. Syrian | :05:41. | :05:47.
authorities say they blew up two other would-be bombers before they | :05:48. | :05:51.
entered the city. These state television television pictures | :05:52. | :05:57.
showed the damage caused on the main road into the city centre. Residents | :05:58. | :06:01.
are clearing up the debris from this, the bloodiest attack in the | :06:02. | :06:05.
Syrian capital for months. It is another day when people here can do | :06:06. | :06:10.
little but try to carry on as they try to come to terms with further | :06:11. | :06:15.
loss of life. Syria is still in the throes of a devastating civil war | :06:16. | :06:19.
which has lasted more than six years, killed hundreds of thousands | :06:20. | :06:23.
and forced more than a million people from their homes. Sophie | :06:24. | :06:25.
Long, BBC News, Beirut. At least 28 people have been injured | :06:26. | :06:29.
following a shooting at a nightclub Police say two people | :06:30. | :06:33.
are in a critical condition after the incident took place around | :06:34. | :06:36.

my headphones off. Normally you do that in an aircraft, | :08:08. | :08:15.
and it's so noisy, you can't Let's see what it's like when I talk | :08:16. | :08:18.
into the microphone. It's actually like being | :08:19. | :08:21.
in a car on a motorway. But this isn't just about how we're | :08:22. | :08:29.
going to be going on holiday, it's about how we're going to pop | :08:30. | :08:35.

is at 6.35pm, bye for now. For those of you who live in eastern | :09:20. | :09:44.
Scotland, I am sure you are glad to see the back of June. It was a very | :09:45. | :09:51.
wet month. We had 181 millimetres falling in Edinburgh making it the | :09:52. | :09:56.
wettest. What about the week ahead? We can look forward to sunny spells, | :09:57. | :10:00.
but there is an area of rain moving in midweek and it turns hot and | :10:01. | :10:05.
humid with the risk of thunderstorms later on in the week. Quite a | :10:06. | :10:07. |
