that China holds the cards in this

putting on a charm offensive,

unparalleled red carpet treatment,

Forbidden City. While President
Trump and the Chinese President have | 0:05:30 | 0:05:35 | |
announced sales of American products
and services to China, many of these | 0:05:35 | 0:05:37 | |
were in the works for quite some
time, already agreed to by various | 0:05:37 | 0:05:42 | |
US companies and their Chinese
counterparts. It's standard practice | 0:05:42 | 0:05:46 | |
on these trade missions for the
Presidents to I a nouns these to | 0:05:46 | 0:05:50 | |
great fanfare, but the real question
is whether or not China is opening | 0:05:50 | 0:05:53 | |
up its markets to foreign businesses
to foreign investment? So many parts | 0:05:53 | 0:05:59 | |
of the Chinese sector the economy
are off limits to foreign | 0:05:59 | 0:06:01 | |
investment. Unlike America and parts
of Europe where there are almost no | 0:06:01 | 0:06:07 | |
restrictions to foreign investment.
There is not a level playing field | 0:06:07 | 0:06:10 | |
between foreign companies and
American companies doing business in | 0:06:10 | 0:06:14 | |
China versus the Chinese doing
business in all parts of the world. | 0:06:14 | 0:06:17 | |
That is true of other foreign
companies too, not just American | 0:06:17 | 0:06:20 | |
companies who find they have that
problem. If the Chinese were nervous | 0:06:20 | 0:06:24 | |
about President Trump coming along
and making good on any of his | 0:06:24 | 0:06:29 | |
campaign promises, tariffs, currency
manipulation that kind of thing, the | 0:06:29 | 0:06:33 | |
Chinese got off lightly, didn't
they? President Trump has not fold | 0:06:33 | 0:06:36 | |
through on his campaign promises
since shortly after he took office. | 0:06:36 | 0:06:43 | |
China is not a currency manipulator.
That is the view of virtually all | 0:06:43 | 0:06:48 | |
world economists. I'm glad he did
not impose 50% tariffs on Chinese | 0:06:48 | 0:06:54 | |
goods entering the United States.
The Chinese would have retall rated | 0:06:54 | 0:06:57 | |
on US goods going into China. That
would have raised the price of | 0:06:57 | 0:07:03 | |
American goods and cost American
companies jobs as well as sales. | 0:07:03 | 0:07:07 | |
That would have benefitted the
competitors of US companies, whether | 0:07:07 | 0:07:13 | |
it's Airbus or European other
companies. It would have cost jobs | 0:07:13 | 0:07:17 | |
in earthquake America. In a trade
war that is what would have | 0:07:17 | 0:07:20 | |
happened, all sides lose. The
workers lose and the consumers lose. | 0:07:20 | 0:07:24 | |
Instead, the President needs to
focus on very specific sectors, very | 0:07:24 | 0:07:28 | |
specific parts of the Chinese
economy that are off limits to | 0:07:28 | 0:07:32 | |
foreign investment, including
investment from America. That's what | 0:07:32 | 0:07:35 | |
we really need to focus on. We need
to focus on protecting intellectual | 0:07:35 | 0:07:40 | |
property, making sure there is a
rule of law. Making sure the Chinese | 0:07:40 | 0:07:45 | |
treat foreign applications for
business opportunities fairly | 0:07:45 | 0:07:49 | |
instead of sometimes delaying those
application, not taking any action | 0:07:49 | 0:07:53 | |
for years while Chinese companies
get their applications approved | 0:07:53 | 0:07:56 | |
within months. What the Chinese are
trying to do is to help Northern | 0:07:56 | 0:08:01 | |
Irelandure their own companies to
the point where they can effectively | 0:08:01 | 0:08:05 | |
compete against foreign companies.
Ambassador, when he arrived in | 0:08:05 | 0:08:10 | |
Beijing the press pool reported he
didn't come with any specific | 0:08:10 | 0:08:14 | |
proposals on trade. Does that
suggest to you, is it a reflection | 0:08:14 | 0:08:17 | |
of the way the State Department is
run these days, or does it reflect | 0:08:17 | 0:08:21 | |
he made his mind up on trade long
before he went? I don't know exactly | 0:08:21 | 0:08:27 | |
what is being discussed and what is
the topic of discussion by the | 0:08:27 | 0:08:31 | |
Secretary of State or the Secretary
of State of Commercial or even with | 0:08:31 | 0:08:35 | |
key economic people within the White
House. They often times don't want | 0:08:35 | 0:08:39 | |
to announce things until they
actually have it agreed to. So to | 0:08:39 | 0:08:43 | |
say that the President will be able
to do this or that before he goes on | 0:08:43 | 0:08:47 | |
the trip, if it hasn't been agreed
to, then it causes I think | 0:08:47 | 0:08:53 | |
disappointment and people will view
the President as being inle | 0:08:53 | 0:08:56 | |
effective. I think on a lot of these
things they will wait until they | 0:08:56 | 0:09:00 | |
have something to announce before
they even hint at such an | 0:09:00 | 0:09:03 | |
announcement. Ambassador Locke could

hard to come to the conclusion

yebgsity. That will be important to

balance. When Michael Fallon's

former Chief Whip, the speculation

was a Royal Navy Reservist and she

That was the suspicion at the time

Cabinet it felt she was ready for a

experience of working in Eastern

orphanages in Romania, she has a

development as well. She was

she moved in this week partly

experience, partly also because it's

the Cabinet who will feel that

one. This particular crisis is over,

draw a line under it. It's been a

Minister plain sailing now? I think

Westminster. It's difficult to

the horizon for Theresa May. There

comments made regarding Iran. Some

aside had things not been so chaotic

Criticism will follow. Secondly, two

inquiries, one of the most senior

her deputy, Damian Green, the First
Secretary of State. He is being | 0:13:39 | 0:13:44 | |
investigated and another minister,
Mark Garnier as well. In addition we | 0:13:44 | 0:13:48 | |
have the controversy over some of
the sexual harassment stories which | 0:13:48 | 0:13:53 | |
are again - I will not predict where

what has already happened it's
perfectly possible she might lose | 0:13:57 | 0:14:01 | |
some of her own MPs with a majority
which is only really there by dint | 0:14:01 | 0:14:06 | |
of an arrangement with the
democratic unionists they doesn't | 0:14:06 | 0:14:14 | |
want a by-election. This is the

great office of state where people

think the big question for him going

the real world who works in both

leader of the free world, Angela
