lady raising an issue which is not strictly the case. I know I will be | :00:00. | :00:00.
working with the Home Office to properly address the concerns. | :00:00. | :00:15.
Urgent question, Mr Andy Burnham. To ask the Home Secretary to make a | :00:16. | :00:18.
statement on the incidence of violence in Marseille over the | :00:19. | :00:22.
weekend involving England fans at the Euro 2016 football tournament. | :00:23. | :00:31.
As I told the House yesterday, the trouble that occurred in Marseille | :00:32. | :00:35.
involving England supporters was deeply disturbing. I made it clear | :00:36. | :00:39.
that coordinated groups of Russian supporters were responsible for | :00:40. | :00:43.
instigating a good deal of the worst of islands. You wafer within the | :00:44. | :00:47.
last hour has announced that Russia is subject to a suspended | :00:48. | :00:51.
disqualification from the tournament. This Government's | :00:52. | :00:54.
priority is to work with the French authorities to ensure the events of | :00:55. | :00:58.
the weekend are not repeated. This morning I updated Cabinet colleagues | :00:59. | :01:01.
on the full range of measures that we are taking head of the match | :01:02. | :01:05.
between England and Wales on Thursday. It had already been agreed | :01:06. | :01:09.
with the French that an additional contingent of UK police spotters | :01:10. | :01:14.
would be deployed to help identify troublemakers. The Foreign Office is | :01:15. | :01:17.
advising supporters without tickets that they should avoid travelling. | :01:18. | :01:23.
The FCO has drawn fan's attention to the fact that Russia are playing | :01:24. | :01:28.
Slovakia tomorrow afternoon and said English and Welsh sport should be on | :01:29. | :01:33.
their guard. Stadium security is an area of concern following the | :01:34. | :01:36.
breakdown of segregation in the velodrome stadium. We are conscious | :01:37. | :01:40.
of the dangers when crowd management inside the stadium goes wrong and | :01:41. | :01:44.
discussions are in hand with the French police about reinforcing the | :01:45. | :01:48.
stewarding operation on Thursday night. Else will be aware of a | :01:49. | :01:53.
robust operation in place in this country to prevent troublemakers | :01:54. | :01:57.
subject to football banning orders from travelling to France before the | :01:58. | :02:01.
start of the tournament which has seen 1400 as bulls being | :02:02. | :02:05.
surrendered. Following the violence in Marseille, nine British nationals | :02:06. | :02:10.
were arrested and six have been given custodial sentences. Aaron | :02:11. | :02:14.
expected is that all will be subject to additional court proceedings on | :02:15. | :02:17.
the return to the UK to decide whether banning orders should be | :02:18. | :02:22.
imposed. I am concerned that the serious injuries suffered by some | :02:23. | :02:26.
England supporters in Marseille. The Foreign Office has additional staff | :02:27. | :02:30.
in France and is providing consular assistance to those hurt and their | :02:31. | :02:33.
families. I'm confident all the measures will -- we are taking will | :02:34. | :02:39.
help but I conclude by echoing the England captain and manager who have | :02:40. | :02:43.
urged fans to stay out of trouble as the Uefa decision in relation to the | :02:44. | :02:48.
Russian team shows on the penalty as individuals and for the teams they | :02:49. | :02:51.
support could be severe if there is more violence in the days ahead. As | :02:52. | :02:58.
the dust settles, attention is turning to security around England's | :02:59. | :03:02.
next game. While England fans were not blameless at the weekend, it is | :03:03. | :03:06.
clear they were the subject of extreme violence meted out by | :03:07. | :03:11.
Russian supporters. We cannot afford to see any repeat of that and I am | :03:12. | :03:16.
sure we are all agreed. The office today that there could be. The | :03:17. | :03:20.
chairman of the FA has raised concerns in a letter to Uefa and | :03:21. | :03:23.
identifies a number of major security lapses in the stadium on | :03:24. | :03:27.
Saturday. He says stewarding was poor come segregation insufficient | :03:28. | :03:31.
and fireworks and flares were taken in and let off. This is | :03:32. | :03:36.
extraordinary given me heightened security around this tournament. | :03:37. | :03:39.
Greg Dyke points to a situation where England and Russian fans may | :03:40. | :03:44.
come face-to-face again tomorrow in Lille. For thousands of people out | :03:45. | :03:47.
there, there to enjoy the football, they will be worried about their | :03:48. | :03:51.
safety and that is why we have brought this question today. Home | :03:52. | :03:55.
Secretary didn't provide a full statement yesterday. Can she | :03:56. | :03:58.
confirmed today exactly how many police are being sent to France and | :03:59. | :04:03.
what precisely they will be asked to do? She mentions football banning | :04:04. | :04:09.
orders. In 2010, there were 3174 and now it is 2181. Why has it dropped | :04:10. | :04:15.
so significantly? She says 1400 passports were seized in advance but | :04:16. | :04:21.
there are only 2000 banning orders. What happened to the other 600 | :04:22. | :04:26.
passports who have not been taken? On stadium safety, with the | :04:27. | :04:29.
Government contact Uefa to enforce the concerns at a very senior level? | :04:30. | :04:33.
Will she asked them to investigate claims that Russian ultras have | :04:34. | :04:39.
links to the official Russian delegation? On policing it would | :04:40. | :04:43.
appear that some of the tactics were heavy-handed and the indiscriminate | :04:44. | :04:47.
use of tear gas added to the chaos. While we accept the sensitivity of | :04:48. | :04:50.
policing, will there be discussion with the French authorities about | :04:51. | :04:54.
policing going forward and dart their discussions about managing | :04:55. | :04:57.
flash points in Lille tomorrow and giving support to separate? What is | :04:58. | :05:02.
needed is honesty and cool heads on all sides. In the fans were victims | :05:03. | :05:07.
of violent extremism and poor security but nor is it acceptable to | :05:08. | :05:12.
sing provocative songs about the Second World War and launching | :05:13. | :05:17.
bottles at police. All sides now need to take a look at themselves | :05:18. | :05:22.
and resolve to make this the Festival of football we all want it | :05:23. | :05:29.
to be. The right Wimbledon has raised a number of issues. I can | :05:30. | :05:33.
assure him we are in touch with the of people and I have spoken to ACC | :05:34. | :05:38.
Roberts who is the police lead on these matters this morning. He was | :05:39. | :05:42.
in the middle of a meeting with French police and others so I am not | :05:43. | :05:47.
able to give the right honourable gentleman the full results of that | :05:48. | :05:51.
meeting but I can speak on some of the measures. Also the Secretary of | :05:52. | :05:56.
State that, media and sport has spoken to the Russian sports | :05:57. | :06:00.
Minister after the events that took place. I have spoken with my French | :06:01. | :06:08.
opposite number. The police are meeting as we speak to look at the | :06:09. | :06:14.
extra action that would be taken around Lille. My understanding is | :06:15. | :06:18.
there is an expectation that there will be a greater police presence in | :06:19. | :06:22.
relation to the stadium both the security outside the stadium and | :06:23. | :06:26.
also inside the stadium. The right honourable gentleman asks how many | :06:27. | :06:29.
police we have spent France. We don't talk about numbers for | :06:30. | :06:35.
operational reasons but what we are involved in is a number of things. | :06:36. | :06:38.
We have police spotters who are the police will -- people trained to | :06:39. | :06:43.
spot troublemakers. We have some posting and giving post-incident | :06:44. | :06:52.
analysis with regards to the CCT footage and providing some | :06:53. | :06:57.
investigative support to the French. Whatever the French have asked for, | :06:58. | :07:03.
we are willing to provide to them. That goes both for police and | :07:04. | :07:06.
British Transport Police. In relation to the changing in numbers | :07:07. | :07:10.
between the number of people subject to a football banning order here | :07:11. | :07:17.
around the 2000 and the number who have had passports taken away, | :07:18. | :07:21.
nearly 1400, the ads is that the ones we have taken passports away | :07:22. | :07:24.
from the ones who are passport holders. The others do not hold | :07:25. | :07:33.
passports. Clearly the disgraceful scenes in France we have seen from | :07:34. | :07:42.
Russian folks condemned -- to be condemned all round. What has the | :07:43. | :07:48.
party done for hosting the next Russian World Cup? There was concern | :07:49. | :07:55.
for the safety of the people around the world and we want to see the | :07:56. | :07:58.
beautiful game played properly on the field rather than folks on the | :07:59. | :08:07.
terraces as -- ruining it. Our focus currently must be on the immediacy | :08:08. | :08:13.
of Euro 2016 but he is right that following this, we will need to look | :08:14. | :08:20.
carefully at the next event which is due to be held in Russia. There will | :08:21. | :08:25.
be those with concerns seeing what has happened in relation to the | :08:26. | :08:28.
Russian supporters. As my honourable friend has said, any fans, whoever | :08:29. | :08:35.
they support, who get involved in violence around these games are not | :08:36. | :08:40.
only letting themselves down, they are letting all those law-abiding | :08:41. | :08:45.
fans down who want to go and enjoy a good football tournament. | :08:46. | :08:49.
We must take steps to protect fans from home nations while they are | :08:50. | :08:57.
abroad. Does she agree that we must address the appalling behaviour of | :08:58. | :09:02.
some of the English fans? In the 1970s, we had a serious problem with | :09:03. | :09:05.
football hooliganism in Scotland. We addressed it, and now the Tartan | :09:06. | :09:09.
Army Winter was for the good behaviour. -- wins awards for good | :09:10. | :09:22.
behaviour. Scotland might not have a world-class global team yet but we | :09:23. | :09:24.
do have world-class fans who know how to behave themselves, as to the | :09:25. | :09:30.
Welsh and the Northern Irish. My point is that the problem is that | :09:31. | :09:43.
the problem is not insoluble. If it is allowed to continue unchecked, | :09:44. | :09:46.
English fans will not be welcome abroad. What is being done to | :09:47. | :09:52.
address this undertone of racism? Finally, a senior politician in | :09:53. | :09:55.
Marseille has demanded that the United Kingdom pay towards the cost | :09:56. | :09:59.
of the clean-up operation after the trouble on the city streets. What | :10:00. | :10:04.
steps will she take to ensure that these costs fall on the fans | :10:05. | :10:07.
responsible, and not on the British taxpayer? | :10:08. | :10:12.
I have to say to the honourable and loaded lady that I think the tone of | :10:13. | :10:19.
the remarks that she has made was somewhat unfortunate. Yes, there | :10:20. | :10:26.
were England supporters, as I indicated yesterday, in the | :10:27. | :10:29.
statement I made in Home Office questions, and she was in for that, | :10:30. | :10:33.
that there were England supporters who were involved in this violence. | :10:34. | :10:37.
As I indicated in my response to the urgent question just now, nine | :10:38. | :10:41.
England supporters have been arrested and action is being taken | :10:42. | :10:43.
by the French criminal justice system. Those people will be | :10:44. | :10:48.
considered for banning orders when they return to the UK. Football | :10:49. | :10:54.
hooliganism can erupt anywhere, with any group of fans. We have | :10:55. | :10:58.
experience here in the UK of dealing with the football hooliganism in the | :10:59. | :11:05.
past. We have banning orders, which do work well, but we're ever | :11:06. | :11:11.
vigilant in this matter and we will take the steps necessary to make | :11:12. | :11:13.
sure that we can protect the law-abiding fans who wish to enjoy | :11:14. | :11:24.
football. English football hooligans who take | :11:25. | :11:28.
part in such violence bring shame on our country. It would appear in this | :11:29. | :11:33.
case that the bulk of the responsibility lies with some really | :11:34. | :11:38.
nasty Russian football hooligans. Anyone who takes part in violence | :11:39. | :11:42.
needs to take their own responsibility for that. The French | :11:43. | :11:46.
have got enough to worry about with the terrorist threat to this | :11:47. | :11:49.
football Turner Road. This is the worst time to start to get involved | :11:50. | :11:54.
in other issues. Can my right honourable friend redouble her | :11:55. | :11:58.
efforts to make sure that the French have all of the intelligence they | :11:59. | :12:01.
need to weed out the few troublemakers who are catching the | :12:02. | :12:05.
headlines? My honourable friend makes an | :12:06. | :12:10.
important point. We are working with the French authorities to ensure | :12:11. | :12:14.
that they have as much information as possible about those individuals | :12:15. | :12:17.
who might be potential troublemakers. It is why the | :12:18. | :12:20.
expertise we have with police spotters has been increased, they | :12:21. | :12:26.
will be in France for the match on Thursday. They can provide that | :12:27. | :12:32.
support to the French authorities. The record-setting long serving | :12:33. | :12:39.
chair of the Home Affairs Select Committee, Mr Keith Vaz. It is | :12:40. | :12:48.
ridiculous to suppose that ministers can control what people do at double | :12:49. | :12:52.
matches. It is a worry that there are more matches to be played, and | :12:53. | :12:56.
the fact that flares and other weapons were being taken into | :12:57. | :13:02.
stadiums at a time when France is on such a very high state of alert. | :13:03. | :13:06.
Interpol is 200 miles away from Marseille. What action is being | :13:07. | :13:12.
taken to flag up the names and photographs of those involved with | :13:13. | :13:17.
Interpol so we ensure they cannot travel across borders in future? The | :13:18. | :13:23.
right honourable gentleman raises the point about the issue of the | :13:24. | :13:26.
stadium security and flares being taken in. This is why one of the | :13:27. | :13:30.
issues that is being discussed with the French police is further steps | :13:31. | :13:35.
from them with regard to security at the stadium on Thursday, and indeed | :13:36. | :13:41.
inside the stadium. As I indicated earlier, the UK police are working | :13:42. | :13:45.
with the French and with Russian and Slovakian police, particularly | :13:46. | :13:50.
because the match on Wednesday is Russia versus Slovakia, to ensure | :13:51. | :13:55.
that every action is being taken to identify those who are | :13:56. | :13:58.
troublemakers, and action is taken against those. I have indicate that | :13:59. | :14:03.
action has been taken about English fans. There are some reports about | :14:04. | :14:08.
French authorities taking action against Russian people as well. | :14:09. | :14:14.
With the French authorities, police and armed forces, having to face the | :14:15. | :14:19.
horrors of the Paris attacks in recent months, does the Home | :14:20. | :14:23.
Secretary agree that it is beholden, no matter what the provocation from | :14:24. | :14:30.
English thugs, for English fans to show restraint and respect to French | :14:31. | :14:37.
authorities question this is the message we should be giving to the | :14:38. | :14:41.
England fans. The England captain and manager have both said and urged | :14:42. | :14:45.
and encouraged fans to go and enjoy the football, show respect for the | :14:46. | :14:49.
authorities, and not get involved in violence or hooliganism. | :14:50. | :14:56.
I was at the match on Saturday in Marseille, and the scenes that we | :14:57. | :15:01.
saw in the stadium we thought we had left behind 30 years ago. They were | :15:02. | :15:07.
appalling and coordinated, and the violent assault on England fans by | :15:08. | :15:12.
the Russian fans who were there. It was very worrying indeed. It is | :15:13. | :15:16.
clear that the French police were entirely focused on preventing | :15:17. | :15:19.
terrorism, and had no real strategy in terms of inventing hooliganism. | :15:20. | :15:24.
By taking them responsible at the four running that tournament, the do | :15:25. | :15:32.
have a responsible and see. Can she say what she will do to ensure that | :15:33. | :15:41.
the policing all aspects over there. Both hooliganism and violence and | :15:42. | :15:49.
terrorism, not just the latter? It is worth remembering that the rules | :15:50. | :15:54.
that Uefa has about a presence in the stadium are different from the | :15:55. | :15:57.
roles we operate in the United Kingdom. We do have police residence | :15:58. | :16:01.
inside the stadium, but it is these discussions that are taking place at | :16:02. | :16:05.
an operational level at the moment, that is why have spoken to the | :16:06. | :16:10.
leader of the UK policing involvement in this issue. They are | :16:11. | :16:14.
sitting down at the moment and having these discussions with the | :16:15. | :16:18.
various authorities, in terms of how much can be put into the stadium, | :16:19. | :16:22.
what action can be taken in relation to both the security outside the | :16:23. | :16:28.
stadium and also inside. I'm sure that my right honourable | :16:29. | :16:31.
friend will want to join me in commending the Wales fans, whose | :16:32. | :16:38.
conduct at Bordeaux on Saturday has been widely praised in the French | :16:39. | :16:43.
press. She has mentioned the measures he is putting in place, | :16:44. | :16:48.
together with her French colleagues, in anticipation of the next match. | :16:49. | :16:53.
Given that this will be the first encounter tween two British teams, | :16:54. | :16:58.
the she share my concern that this could be an Arsenal target for an | :16:59. | :17:03.
external terrorist threat, and can she say with the security services | :17:04. | :17:06.
are bearing this matter very much in mind? | :17:07. | :17:10.
I'm sure my right for friend will be the issue to note that my right on | :17:11. | :17:13.
warfarin, the Secretary of State for Wales, spoke to the Football | :17:14. | :17:16.
Association of Wales yesterday on these matters. It is in relation to | :17:17. | :17:27.
all of the home nations in this tournament. My right honourable | :17:28. | :17:31.
friend talks about the security threat. The threat level for France | :17:32. | :17:36.
remained at critical, the threat level has been at critical for some | :17:37. | :17:40.
time now. I can assure my right honourable friend and the House that | :17:41. | :17:44.
the law enforcement and security services in the UK are working | :17:45. | :17:47.
closely with their French counterparts immolation to the | :17:48. | :17:52.
terrorist threat that we all face. Will the Home Secretary... Does she | :17:53. | :17:59.
share with me the conviction that football, the beautiful game, can so | :18:00. | :18:02.
often be a force for good and most football fans, both here and abroad, | :18:03. | :18:06.
are there to enjoy the game. What will she be doing in the coming days | :18:07. | :18:10.
and wants to spread that message, and what conversations will she have | :18:11. | :18:14.
with the FA and others to make sure that those who come in peace are | :18:15. | :18:18.
outnumbering and out voicing those who come to do violence? I share the | :18:19. | :18:25.
Commons that the honourable lady has made about football, as the | :18:26. | :18:30.
president of the War grave girls the boat club, I can see the action it | :18:31. | :18:35.
has, the interested can give, and the benefits it can get for younger | :18:36. | :18:38.
people. On a serious note, my rate on all friend, -- my right | :18:39. | :18:45.
honourable friend, has been in touch with the football authorities here | :18:46. | :18:50.
in the UK, and we need to make that message clear, that it is a sport | :18:51. | :18:53.
that people should be enjoying, it is not a sport that people should | :18:54. | :18:58.
feel fear when I go to a game, they should be able to go, knowing they | :18:59. | :19:03.
should enjoy it and feel better for it. | :19:04. | :19:08.
Banning orders have been very effective in the past. My | :19:09. | :19:13.
understanding is that they have tended to be imposed for domestic | :19:14. | :19:16.
incidents rather than incidents that had taken place abroad. Can the Home | :19:17. | :19:21.
Secretary ensure the House that every effort will be made to | :19:22. | :19:25.
identify troublemakers abroad so whether they had been arrested or | :19:26. | :19:29.
not, it having orders can be placed on them so we do not see these | :19:30. | :19:33.
bronze in future? -- do not see these problems in | :19:34. | :19:42.
future. Consideration will be given to the king that action on them when | :19:43. | :19:46.
they are identified, in relation to Banning orders, so that they can | :19:47. | :19:54.
have those orders based upon them for violence elsewhere as well as at | :19:55. | :19:57.
home. I'm sure the Home Secretary will | :19:58. | :20:01.
agree with me that the fans from England, Wales, Northern Ireland and | :20:02. | :20:07.
the Irish Republic, who have behaved in an exemplary way, ... My thoughts | :20:08. | :20:24.
are with the family of a man who died. Will the Home Secretary press | :20:25. | :20:34.
on the authorities and Uefa are lessons that they need to learn? Can | :20:35. | :20:39.
I echo the comments that the right honourable gentleman has made, and | :20:40. | :20:47.
the condolences that we send to the family of Darren Raj is, for | :20:48. | :20:53.
somebody who was going there to watch the football, it is a huge | :20:54. | :20:57.
tragedy for his family. -- Darren Rogers. We are talking to the French | :20:58. | :21:05.
authorities about how these matches can be policed. He is right, the | :21:06. | :21:10.
vast majority of fans are law-abiding, they go there to enjoy | :21:11. | :21:14.
the game, they go there to have a good time. We should praise them | :21:15. | :21:17.
when they do that. I would encourage all England fans, Wales fans and | :21:18. | :21:22.
Northern Ireland fans to carry on doing that and need shoring that we | :21:23. | :21:30.
have a tournament that we can be proud of. | :21:31. | :21:34.
Will my right honourable friend commissioned a study into what is | :21:35. | :21:39.
causing the distinction in behaviour between those who support | :21:40. | :21:44.
Association will and those who support Rugby football? | :21:45. | :21:50.
I have to say to my right on for friend, there has been a lot of work | :21:51. | :21:55.
done on the issue of football hooliganism over the years was up in | :21:56. | :21:59.
the UK, how police are good at managing football matches so that | :22:00. | :22:04.
people are called to go, of all ages, and enjoy those matches. | :22:05. | :22:11.
On Thursday, we will see the historic fixture between England and | :22:12. | :22:15.
Wales at Euro 2016, featuring the best player in the tournament, | :22:16. | :22:19.
Gareth Bale, will the Home Secretary agree that the best antidote to what | :22:20. | :22:25.
happened last weekend will be a brilliant game on Thursday and a | :22:26. | :22:30.
peaceful crowd throughout the game? I entirely echo the comments. I | :22:31. | :22:35.
won't comment on individual players! I echo the comments that the | :22:36. | :22:39.
honourable lady made about the best antidote to what happened last | :22:40. | :22:43.
Saturday, being a good, peaceful, excellent game that everyone can | :22:44. | :22:47.
enjoy. My understanding is that the | :22:48. | :22:53.
sanctions that we're levelling against the Russians, they spend it | :22:54. | :22:56.
discoloured occasion and the fine, or any apply to incidents within the | :22:57. | :23:01.
is the extent of their jurisdiction. Which she agree with me that there | :23:02. | :23:05.
needs to be an examination of these roles so that nations are | :23:06. | :23:11.
responsible for the fans, regardless of where they are, and that this is | :23:12. | :23:15.
not just limited to the actions within the stadiums? The honourable | :23:16. | :23:23.
lady's understanding of the situation is correct, but it is a | :23:24. | :23:28.
matter for Uefa. We have heard her intervention. | :23:29. | :23:33.
Could I follow one from the question about the next World Cup in Russia? | :23:34. | :23:41.
Would the Home Secretary asked for an investigation into these alleged | :23:42. | :23:48.
links between the Russian football authorities and extreme groups? An | :23:49. | :23:49.
investigation by Fifa about them investigating a safe | :23:50. | :24:12.
environment? He has raised concerns in relation to the situation for the | :24:13. | :24:18.
tournament in Russia. As he will appreciate, I have said that the | :24:19. | :24:24.
Secretary of State for culture media and has been in touch with the | :24:25. | :24:28.
minister in Russia. Our focus must be on the tournament in France but | :24:29. | :24:33.
after the tournament in France has finished, I am sure there will be | :24:34. | :24:37.
many issues people wish to raise looking ahead to the tournament in | :24:38. | :24:40.
Russia and some of those would be for governments and the football | :24:41. | :24:52.
authorities. Can I remind the French and Scotland that there was a riot | :24:53. | :24:58.
at the end of the football final on the 21st of May. There is the issue | :24:59. | :25:03.
about how we prevent racism and do the work on the ground. They have | :25:04. | :25:11.
played a good part in encouraging young people to get involved. Sadly, | :25:12. | :25:23.
the funding for groups like this has been stopped. Can I encourage the | :25:24. | :25:28.
Minister to look at that and look at putting the support back to these | :25:29. | :25:32.
people because it is about getting to our children first witch. This | :25:33. | :25:39.
curse? He makes an important point about the significant work that has | :25:40. | :25:42.
been done to stop racism in football. Sadly, there -- this is | :25:43. | :25:49.
not a job that is complete and it is necessary to carry on with this work | :25:50. | :25:54.
and I am sure that is something the Government takes seriously and it is | :25:55. | :25:57.
something football takes seriously but it is an issue that goes wider | :25:58. | :26:05.
than racism. Prior to the Olympics, I had talks about the issues of | :26:06. | :26:10.
homophobia in sporting events and these are issues we should all take | :26:11. | :26:14.
seriously and work at every label to ensure we cut all of this out. Any | :26:15. | :26:23.
football fan who goes to commit violence or starts violence is | :26:24. | :26:27.
purely criminal and should be dealt with. We witnessed in the stadium | :26:28. | :26:32.
innocent people suffering assault, unprovoked assault and having to | :26:33. | :26:37.
flee for their lives and risking serious injures street -- Indo -- | :26:38. | :26:44.
injury. Just because those fans were wearing football shirts, they should | :26:45. | :26:49.
be given support to seek justice against their perpetrators in a way | :26:50. | :26:52.
that they would in any other walk of life. Any issue of investigating is | :26:53. | :27:01.
done by the French authorities. The support available from the Foreign | :27:02. | :27:04.
and Commonwealth Office office is available to all of those. I was | :27:05. | :27:13.
lucky enough to be one of the 25,000 sea of red in Bordeaux for Wales' | :27:14. | :27:20.
victory over Salah -- over Slovakia which leaves us top of the group | :27:21. | :27:27.
ahead of England. There is genuine concern and the Home Secretary is | :27:28. | :27:34.
the Home Secretary for England and Wales and what Wales face in the | :27:35. | :27:42.
next two games. What assurances can she give in conjunction with the | :27:43. | :27:49.
authorities to make sure those Welsh fans who are impeccably behaved are | :27:50. | :27:56.
protected in those next two games? You will have noticed I am trying to | :27:57. | :28:01.
avoid commenting on any results of matches taken place. What I can say | :28:02. | :28:08.
it is that in looking at these issues, we are looking across the | :28:09. | :28:13.
policing of these matches and are looking at the matches that involve | :28:14. | :28:20.
home nations. There are police from Wales, England and Northern Ireland | :28:21. | :28:24.
over in France and ACC Roberts is working with all of the police and | :28:25. | :28:28.
with the French authorities on behalf of the home nations in | :28:29. | :28:37.
looking at these issues. Came my Aske the Home Secretary, has she | :28:38. | :28:43.
seen the remarks of a member of the Russian parliament also on the | :28:44. | :28:47.
executive of football union of Russia who has said, well done lads, | :28:48. | :28:57.
keep it up, to those folks and hear Liggins -- hooligans. The Liberal | :28:58. | :29:07.
Democratic party is a fascist party and there is a wider political | :29:08. | :29:12.
problem that calls into question whether Russia should be the hosts | :29:13. | :29:19.
of the next World Cup? I have seen a newspaper report of those remarks | :29:20. | :29:21.
and now utterly irresponsible and not the remarks we would expect to | :29:22. | :29:26.
hear from anybody and I wouldn't expect anybody to support the | :29:27. | :29:31.
violence that was taking place from Russian fans against England fans | :29:32. | :29:37.
autoshow any believe that that was in anyway the right way behave. It | :29:38. | :29:42.
was an utterly appalling statement to have been made and I have | :29:43. | :29:46.
indicated there are issues to be addressed in the future in relation | :29:47. | :29:49.
to football in Russia had given everything that has been seen. | :29:50. | :29:57.
Sounds a very bigoted fellow indeed. Some Russian fans high on | :29:58. | :30:04.
body-building medication covered in tattoos, spoiling for a fight and | :30:05. | :30:10.
encouraged by some Russian MPs. What will be done to protect all funds | :30:11. | :30:17.
from these Russian folks? Every effort is being made to work with | :30:18. | :30:21.
the French authorities to ensure that, if any extraction is needed to | :30:22. | :30:30.
protect fans against these folks who have been perpetrating this | :30:31. | :30:37.
violence, that that action is taken. Our Assembly was in Bordeaux at the | :30:38. | :30:43.
weekend. Will she congratulate the Wales fans because she did not do so | :30:44. | :30:52.
in the previous debate. I am worried about what will happen the next 48 | :30:53. | :30:57.
when Welsh fans find themselves in it toxic cocktail of Russian and | :30:58. | :31:04.
English hooligans. The Welsh governorate has advised people not | :31:05. | :31:08.
to stay in Lille. Will she, the English FA to make a similar | :31:09. | :31:12.
statement and to start taking responsibility for the actions of | :31:13. | :31:16.
some of small minority of supporters? And happy to appraise | :31:17. | :31:27.
those Welsh fans who behaved perfectly properly at the opening | :31:28. | :31:31.
match in which Wales was involved. I am also happy to praise the English | :31:32. | :31:37.
and Northern Irish Lish -- Northern Irish fans that behave properly at | :31:38. | :31:41.
their matches. Sadly, what we have seen is a number of Russian | :31:42. | :31:45.
supporters instigating and involved in violence and a small number of | :31:46. | :31:50.
vintage supporters as well. The message that should go clearly from | :31:51. | :31:54.
us as has gone from the England captain and England manager is we | :31:55. | :31:59.
want fans, all fans to behave properly and not to get involved in | :32:00. | :32:06.
any violence whatsoever. Nike -- like and as a thousands of others, | :32:07. | :32:10.
we have renewed our season ticket for our hometown clubs and none of | :32:11. | :32:13.
us will fans at the prospect makes is not sitting next to anybody who | :32:14. | :32:19.
is tried and convicted of violence in France. Clubs themselves should | :32:20. | :32:23.
revoke those season to get is without recompense to any fans tried | :32:24. | :32:29.
and convicted. He is tempting me to go down a route for which I not any | :32:30. | :32:34.
other minister has responsibility. It is up to football clubs. What is | :32:35. | :32:41.
important is where we can take action, that it is taken and it will | :32:42. | :32:51.
continue to be taken. It should not be lost on us that as the police | :32:52. | :33:03.
dealed with a man of task of dealing with the football fans, there was an | :33:04. | :33:10.
ISO attack in Paris. We have to keep our fans safe. Have Russian | :33:11. | :33:17.
authorities been as proactive keeping their fans and a cheque in | :33:18. | :33:28.
the same way we do ours? -- under a cheque -- under check. There has | :33:29. | :33:36.
been the Interior Minister who has described it as such. The full | :33:37. | :33:41.
details are yet to emerge in relation to that attack. It is | :33:42. | :33:49.
important that we allow the French authorities to undertake the work | :33:50. | :33:52.
that they need to do to keep the fans safe and I can assure the | :33:53. | :33:56.
honourable gentleman that from the conversation I have had, it is clear | :33:57. | :34:01.
that the Russian police are working with the French authorities and with | :34:02. | :34:07.
the UK police on this matter. It is not just Russian members of | :34:08. | :34:10.
Parliament that are acting irresponsibly. It is also sections | :34:11. | :34:14.
of the Russian media. If the Home Secretary aware of the remarks in | :34:15. | :34:25.
one tabloid which says Russia is the clear favourite to win the | :34:26. | :34:29.
alternative year rose and they have published a glossary of hooligan | :34:30. | :34:35.
terms for the uninitiated. Isn't that reprehensible? What discussions | :34:36. | :34:37.
is he having with Russian authorities to condemn those actions | :34:38. | :34:42.
and what conversations are Government having with Fifa in | :34:43. | :34:48.
respect of Russia hosting the next World Cup? I made it a rule never to | :34:49. | :35:01.
read that tabloid. I would like to add my condolences to the family of | :35:02. | :35:07.
Darren Rogers who died tragically in France. I would like to pay tribute | :35:08. | :35:13.
to those fans who went from the UK and have behaved well. Has the Home | :35:14. | :35:26.
Secretary or the forces in the authority got manages to put in | :35:27. | :35:28.
place to reduce the violence that will take place in France? Work has | :35:29. | :35:39.
been done to look at the policing of the future matches that have taken | :35:40. | :35:43.
place to do with a focus on the matches in Lille from our point of | :35:44. | :35:49.
view and the England, Wales match on Thursday. The authorities here come | :35:50. | :35:52.
the police will be taking every action necessary. If there are fans | :35:53. | :35:57.
that returned the UK who have been involved in violence and could be | :35:58. | :36:00.
subjected to banning orders, the police will take action against | :36:01. | :36:06.
them. Order, the clerk will proceed to read the orders of the day. Wales | :36:07. | :36:14.
Bill second reading. To move the second reading of the bill. I called | :36:15. | :36:21.
the Secretary of State for Wales, secretary Alun Cairns. I beg to move | :36:22. | :36:27.
that the bilby read a second time. We are here to debate the Wales | :36:28. | :36:33.
Bill. Fundamental importance to the future governance of Wales and its | :36:34. | :36:37.
role within the United Kingdom. It will empower the National Assembly | :36:38. | :36:40.
for Wales and the Welsh Government to deliver on the things that really | :36:41. | :36:45.
matter. The economy the environment and essential public services. I | :36:46. | :36:49.
want to thank stakeholders including the Welsh affairs select committee | :36:50. | :36:53.
and the member for Monmouth and the | :36:54. | :36:54. |
