experiences are why we need to

your right, not a privilege, to work

environment. The Prime Minister has

have agreed to meet to discuss a

I have met with representatives of

tell the House I am confident that

together. A cross-party solution is

thank everyone I have met for

solution. I have also had further

am looking to welcoming the youth

free confidential basis and

Mr Speaker, any new process must put

and that is why it is important that

process, just put it on the table

components of the ability to deal

we actually know what the issues are

stand back and not deal with it. I

bravely spoke out this week. You

Mental health was a topic for debate

sure they will be keen for us to

for 16-year-olds as that was also on
the list of debates. I will have to | 0:09:19 | 0:09:26 | |

the considered remarks today and we

commitment who that he will remember

murdered and had their lives cut

terrorism. We also owe a huge debt

sector emergency workers and
volunteers who have missed their own | 0:11:01 | 0:11:05 | |
lives and safety in protecting us

also share her commiserations to the

ex-Labour MPs who have sadly died in
recent days and we do commemorate | 0:11:19 | 0:11:23 | |
them and to thank them again for the

for a common process for us to
resolve the issues of harassment and | 0:11:28 | 0:11:34 | |
bullying and intimidation and I

She mentioned your letter Mr Speaker

householders of the availability of
a confidential helpline through | 0:11:45 | 0:11:50 | |
which they can report concerns that
they have and I do again as she has | 0:11:50 | 0:11:57 | |
urged all those with concerns to
call that helpline. You yourself | 0:11:57 | 0:12:01 | |
have reminded colleagues of the
phone number for it. I have just | 0:12:01 | 0:12:07 | |
written a letter which is now placed
in the library in response to a | 0:12:07 | 0:12:11 | |
question last week about how many
calls had been made to that helpline | 0:12:11 | 0:12:16 | |
and again that reiterates what the
number is so I do urge all | 0:12:16 | 0:12:19 | |
colleagues to either use that ought
indeed to speak to me or to my | 0:12:19 | 0:12:25 | |
opposite numbers that they have
particular concerns they would like | 0:12:25 | 0:12:27 | |
to raise with us. I would also like
to commend the suggestions and she | 0:12:27 | 0:12:34 | |
will be aware that a number of
people have talked about the need | 0:12:34 | 0:12:37 | |
for better training, more induction
and better understanding of the | 0:12:37 | 0:12:40 | |
qualities and the need for the
higher standards of behaviour in | 0:12:40 | 0:12:44 | |
this place and I absolutely agree
with how that that will be a part of | 0:12:44 | 0:12:47 | |
this urgent review and it will be
the case that more training will be | 0:12:47 | 0:12:50 | |
provided in future. She then came on
to ask about the humble address | 0:12:50 | 0:12:58 | |
yesterday and the earlier remarks by
the Secretary of State and she has | 0:12:58 | 0:13:04 | |
assured the House that he is already
in discussion with the chairman of | 0:13:04 | 0:13:09 | |
the select committee for leaving the
EU and it is absolutely accepted | 0:13:09 | 0:13:12 | |
that the motion passed by the House
yesterday as binding and that the | 0:13:12 | 0:13:19 | |
information will be forthcoming but
as I think it has been made very | 0:13:19 | 0:13:21 | |
clear it is the case that it is
difficult to balance the conflicting | 0:13:21 | 0:13:29 | |
obligation to protect the public
interest through not disclosing | 0:13:29 | 0:13:34 | |
information that could harm the
national interest and the public | 0:13:34 | 0:13:38 | |
interest whilst at the same time
ensuring that the resolution of the | 0:13:38 | 0:13:41 | |
House passed yesterday as it used to
and and I will certainly be | 0:13:41 | 0:13:49 | |
contacting later today to understand
the progress on that point. She also | 0:13:49 | 0:13:53 | |
raises the mental health report by
the CQC. I show her concern, it | 0:13:53 | 0:13:59 | |
cannot be right that young people
with mental health problems are over | 0:13:59 | 0:14:03 | |
finding themselves in police custody
and the Government has taken steps | 0:14:03 | 0:14:06 | |
to insure that cannot happen in
future. I commend her for raising | 0:14:06 | 0:14:11 | |
this matter and it is certainly
something that will come under | 0:14:11 | 0:14:15 | |
increasing Government scrutiny. She
mentions votes for 16-year-olds and | 0:14:15 | 0:14:21 | |
I would give a little anecdote of
his school and make constituency | 0:14:21 | 0:14:24 | |
that had a lengthy debate on the
issue of votes for 16-year-olds, | 0:14:24 | 0:14:28 | |
between 16 and 18-year-olds. And at
the end of the debate it was quite | 0:14:28 | 0:14:36 | |
overwhelming that the vote was that
it should not be to lower the age of | 0:14:36 | 0:14:39 | |
14. The overwhelming -- the age of
voting. When you are 16 you tend to | 0:14:39 | 0:14:49 | |
go along with your peers but by the
time you are eating you know the | 0:14:49 | 0:14:52 | |
talk a lot of rubbish so you are a
little more independent in your | 0:14:52 | 0:14:56 | |
thinking. I think this discussion
will continue to run and I am | 0:14:56 | 0:15:01 | |
certainly quite open to the
suggestion either of lowering the | 0:15:01 | 0:15:05 | |
age or keeping it with it is, there
are arguments on both sides. Can I | 0:15:05 | 0:15:13 | |
gently remind colleagues who came
into the chamber after questions | 0:15:13 | 0:15:16 | |
have suffered that it should not be
standing. They should not expect to | 0:15:16 | 0:15:22 | |
be called. Either Getty on time and

have tried to indicate to colleagues

install the charging points for

people who use the car parks could

which is coming on stream. She

are determined on the side of the

have a commitment to getting much

reduce pollution and deal with the

a really useful contribution and a

Can I apologise... I have members

because of concerns that want is

It is 50 years to the day from the
stunning victory any Hamilton | 0:16:47 | 0:16:56 | |
by-election which transformed

Scotland forever. She said stop the

we are closer than ever to achieving

the Leader of the House combining

a clear and under vigorous statement
from the Government that accepts and | 0:18:03 | 0:18:07 | |
fool what was decided last night
without qualification or sense of | 0:18:07 | 0:18:12 | |
redactions, handy papers a lot to
the committee and that is what is | 0:18:12 | 0:18:17 | |
expected. If it does not do this,
the Government will be an content of | 0:18:17 | 0:18:21 | |
this House and if that happens we
will be bringing proceedings to hold | 0:18:21 | 0:18:25 | |
them to account on that very basis.
Yet another pitiful attempt last | 0:18:25 | 0:18:40 | |
week, this was brought forward by
the House of Lords, which is like | 0:18:40 | 0:18:43 | |
the vampire community organising the
local Blood Bank. Apparently the | 0:18:43 | 0:18:46 | |
ambition is to reduce the number two
600, which would only make at the | 0:18:46 | 0:18:51 | |
third-largest unaccountable
unelected chamber in the world. When | 0:18:51 | 0:18:53 | |
will she bring forward their plans
to get rid of this unelected | 0:18:53 | 0:18:58 | |
embarrassment? I am always delighted
that the honourable gentleman never | 0:18:58 | 0:19:10 | |
holds back in speaking his mind.
Regarding the other place, he will | 0:19:10 | 0:19:14 | |
be aware that the reporters
recommended reducing the House of | 0:19:14 | 0:19:19 | |
Lords by a quarter, limiting terms
to 15 years. In this place, some of | 0:19:19 | 0:19:24 | |
us believe that the other place a
vital role for scrutinising this, so | 0:19:24 | 0:19:33 | |
we will consider recommendations
carefully, but I should encourage | 0:19:33 | 0:19:35 | |
him to appreciate a comprehensive
reform of the House of Lords | 0:19:35 | 0:19:40 | |
involving legislation is not a
priority, but we will make sure it | 0:19:40 | 0:19:45 | |
continues its constitutional role
which respects the privacy of the | 0:19:45 | 0:19:49 | |
House of Commons. As to his other
remarks, I would like to absolutely | 0:19:49 | 0:19:55 | |
reassure him that all parts of the
native kingdom enormously love and | 0:19:55 | 0:20:01 | |
respect Scotland as a part of the
United Kingdom for its contribution | 0:20:01 | 0:20:05 | |
and the amazing innovation and
skills, the fabulous scenery, the | 0:20:05 | 0:20:09 | |
wonderful food, it is a wonderful
part of the United Kingdom. I would | 0:20:09 | 0:20:14 | |
also like to add, I am personally
grateful to him for his constructive | 0:20:14 | 0:20:18 | |
contribution to the discussion of
how we take forward this very | 0:20:18 | 0:20:21 | |
concerning issue of harassment in
this place. He has been extremely | 0:20:21 | 0:20:30 | |
proactive in offering support from
the SNP. Finally, he also makes the | 0:20:30 | 0:20:34 | |
point that the vote of the House
yesterday is binding on the | 0:20:34 | 0:20:39 | |
government, and I encourage him to
understand that this will be met, | 0:20:39 | 0:20:44 | |
but it is a case of trying to
balance the public interest with the | 0:20:44 | 0:20:49 | |
binding nature of the vote.

to describe how his 20-year-old son
has inherited an eye disease, a | 0:20:58 | 0:21:05 | |
condition which will cause him to go
blind and for which there is | 0:21:05 | 0:21:08 | |
currently no cure. Can we have a
debate on mental health support | 0:21:08 | 0:21:12 | |
networks available for young adults
who have been diagnosed with such | 0:21:12 | 0:21:17 | |
diseases who require specialist
support to overcome such issues as | 0:21:17 | 0:21:22 | |
suicidal tendencies, which are all
too often along with such a | 0:21:22 | 0:21:26 | |
diagnosis of a terrible condition? I
am so sorry to hear about his | 0:21:26 | 0:21:31 | |
constituent. It really does sound
like a truly awful case, and as | 0:21:31 | 0:21:38 | |
constituency MPs, we all hear of
these sad, tragic cases, and I share | 0:21:38 | 0:21:42 | |
his concerns about the mental health
of young people who have to deal | 0:21:42 | 0:21:45 | |
with these diagnoses. He is right to
raise it. We know that people with | 0:21:45 | 0:21:51 | |
this type of long-term condition are
at higher risk of mental illness | 0:21:51 | 0:21:54 | |

opportunity that we address the

what mandatory training for everyone

State announced transportation

now make a statement about the lost

have come with the closure of

highway widening that would have

that should be separate in my

that things like dangerous level

that comes from the UK Government.

the safety of level crossings, and

take up at transport for questions

government invests a record level in

be spent between 2019 and 2024. In

upgrading infrastructure and ones of

possible to bring forward earlier
solutions, delivering better service | 0:59:19 | 0:59:23 | |
to customers and passengers in a
shorter space of time and with less | 0:59:23 | 0:59:29 | |
disruption. It is a win - win for

important specific point in relation

to take up with the Department for

application submitted for fracking

consternation locally. That has not

group seeking to determine those
applications by way of a local | 1:00:06 | 1:00:10 | |
referendum. That would be deeply
irresponsible. Not only would such a | 1:00:10 | 1:00:15 | |
decision not only be effective, but
effectively -- ineffective, but | 1:00:15 | 1:00:19 | |
leave them open to consultation.

myself agreeing with the honourable

way forward to take into account the
very strong local views about | 1:00:35 | 1:00:39 | |
fracking, while at the same time

economy that absolutely needs to
depend on oil and gas as we | 1:00:43 | 1:00:49 | |
transition to lower CO2 emitting
sources in the future. Since it is | 1:00:49 | 1:01:00 | |
available as a natural resource in
the United Kingdom through fracking, | 1:01:00 | 1:01:04 | |
with very strong regulation, there
is a strong economic and climate | 1:01:04 | 1:01:09 | |
change case for fracking, so the
balance between local views which | 1:01:09 | 1:01:12 | |
can be very negative, versus the
economic imperative for the nation | 1:01:12 | 1:01:18 | |
needs to be assessed. So, I
encourage him to seek perhaps a | 1:01:18 | 1:01:23 | |
backbench debates about others who
have the same dilemma can be heard | 1:01:23 | 1:01:26 | |
as well. I'm going to use the
