nursing home. When we caught the owner it cost him ?25,000. But this | :02:28. | :02:33. | |
morning's call is for much smaller fry. Well, the first three we have | :02:34. | :02:39. | |
got are domestic. A routine meter reading on an East London estate has | :02:40. | :02:43. | |
discovered a single mother of three tampering with her gas meter. There | :02:44. | :02:47. | |
was what appears to be a cooker hose at the time that actually replaced | :02:48. | :02:51. | |
the gas meter. Even with gas central heating they only paid ?15 last | :02:52. | :02:59. | |
year. Her mini people live in the property? My mum, my two sisters and | :03:00. | :03:08. | |
myself. The meter's back but hasn't been installed correctly. Because | :03:09. | :03:11. | |
the mother has children she's considered vulnerable and can't be | :03:12. | :03:15. | |
cut off. Potentially this one will go to the police. We try to trace | :03:16. | :03:19. | |
back whos doing this. We find trends where people go round estates and | :03:20. | :03:22. | |
tamper with meters. These people will charge a range ` we've heard | :03:23. | :03:26. | |
from ?10 to ?500 a time. They can do 10`15 a day. They are not putting | :03:27. | :03:35. | |
themselves at risk. If something happened there its all the adjoining | :03:36. | :03:38. | |
properties and everyone in there that's going to be affected by | :03:39. | :03:41. | |
potential explosion. This was the scene that people on Dundas Road | :03:42. | :03:44. | |
woke up to this morning. Whatever the cause, gas explosions can be | :03:45. | :03:47. | |
deadly. A suspected gas explosion inside a terraced house. In | :03:48. | :03:50. | |
Sheffield last year this entire house was blown apart. Miraculously | :03:51. | :03:56. | |
no one died. It's a chilling reminder of the dangers of gas. The | :03:57. | :04:00. | |
damage of that explosion was so great that authorities were never | :04:01. | :04:05. | |
able to pin point the exact cause. Emergency services were worried | :04:06. | :04:07. | |
about other dangers ` so they decided to conduct a test. The | :04:08. | :04:15. | |
police were on site and they asked us whether or not we felt it was | :04:16. | :04:19. | |
right to look at some of the other supplies on the street and, yes, | :04:20. | :04:23. | |
from 20 houses in a single terrace street sure enough we found five gas | :04:24. | :04:33. | |
thefts and two electricity thefts. It's a great example of how and what | :04:34. | :04:38. | |
the scale of the issue is. Little now shocks Mark ` he's had | :04:39. | :04:41. | |
80`year`old pensioners removing gas meters. He has seen all sorts of | :04:42. | :04:51. | |
ways of stealing power. It is a bicycle inner tube. This tube would | :04:52. | :05:00. | |
be across here like that. Hello? We have come here to inspect the | :05:01. | :05:07. | |
electricity meter. This flat's total bill of just ?5 for last year led | :05:08. | :05:15. | |

mysteriously goes off. My suspicion is that all the back of that house | :06:11. | :06:14. | |
and garage is on unmetered supply which they have now turned off. But | :06:15. | :06:18. | |
where to look for the illegal supply? Just looking to see if any | :06:19. | :06:25. | |
of it has been taken up recently. The owners insist the only meters | :06:26. | :06:29. | |
are the ones outside. But an hour and a half into the search, Piers | :06:30. | :06:39. | |
finds another supply. I can see the paper. Another electricity meter. | :06:40. | :06:46. | |
Moments later... There we have another gas meter. All the power is | :06:47. | :06:51. | |
being used to these two metres, it is not being build, it appears. They | :06:52. | :06:58. | |
are getting it for free. For now. But very soon it is a mansion | :06:59. | :07:01. | |
without power, the legal supply is cut off. It will not be restored | :07:02. | :07:06. | |
until an estimated ?6,000 of stolen energy is paid for. These people can | :07:07. | :07:13. | |
quite obviously afford to pay for their energy, and yet, they are not. | :07:14. | :07:19. | |
Theft is being made all the easier by the Internet. We are from British | :07:20. | :07:31. | |
Gas, come to inspect the gas meter. It doesn't seem to be moving. We are | :07:32. | :07:36. | |
going to leave you off supply. Cut off the gas. The crude scum from | :07:37. | :07:49. | |
China `` scam is being uncovered. We are now going to remove the index | :07:50. | :07:55. | |

absolutely no upfront cost. No matter how much politicians talk | :11:24. | :11:26. | |
about reducing our energy bills they seem to keep on climbing. We have | :11:27. | :11:32. | |
got green taxes, green deals. Freezing bells and freezing homes. | :11:33. | :11:46. | |
Is it all just a lot of hot air? For Julie Laird from Nottingham, heating | :11:47. | :11:49. | |
or eating isn't a political catchphrase ` it's a daily choice. | :11:50. | :11:53. | |
Julie is sole carer for grandaughter Millie and every week she spends | :11:54. | :11:56. | |
about a quarter of her income on heating and lighting. We like a cup | :11:57. | :12:10. | |
of tea, don't we? I have to buy the cheapest brands and I have to budget | :12:11. | :12:20. | |
very carefully. I can't afford meat. That is a luxury. Julie used | :12:21. | :12:25. | |
to work in a care home but she's now on incapacity benefit and strong | :12:26. | :12:27. | |
painkillers because of a slipped disc. ?45 a week of her benefits | :12:28. | :12:31. | |
goes into the gas and electricity prepayment meters. We just live in | :12:32. | :12:40. | |
this room with the gas fire. It's too expensive to heat the whole | :12:41. | :12:42. | |

Julie lives on the Clifton estate. Most of the houses here are built of | :13:10. | :13:13. | |
something called no fines concrete and are notoriously poor for holding | :13:14. | :13:20. | |
their heat. So Clifton found a great green deal solution ` solid wall | :13:21. | :13:26. | |
insulation. They tapped into the energy company obligation or ECO. It | :13:27. | :13:30. | |
obliges big energy companies to help us all shrink our carbon footprint. | :13:31. | :13:35. | |
When we started filming, thousands of Clifton homeowners were being | :13:36. | :13:38. | |
offered insulation for a fraction of the price it actually cost. Tenants | :13:39. | :13:40. | |

got it for free ` all funded by British Gas. But last month the | :13:44. | :13:52. | |
Chancellor cut green taxes. This week, we deliver on the promise made | :13:53. | :13:55. | |
by the Prime Minister to roll back those levies. The result is an | :13:56. | :14:02. | |
average of ?50 of family bills. The change to green levies meant, two | :14:03. | :14:05. | |
weeks ago, British Gas served notice they were pulling the plug. Emily | :14:06. | :14:08. | |

housing. She's gutted. We have now got 90 days notice so we will do as | :14:14. | :14:18. | |

Regenerate is offering a drop`in clinic to help people who struggle | :14:50. | :14:55. | |

around, you can find cheaper deals but you have to know where you are | :15:04. | :15:08. | |

your electricity bill but it seems to be aimed at homeowners not | :15:15. | :15:17. | |
