bizarre circumstances. Nearly every day, his parents Les and Jackie | 0:01:47 | 0:01:52 | |
come to tend the grave and remember their son. It has been nine years. | 0:01:52 | 0:02:01 | |

after an alleged mechanical failure. At 9:30pm, it looks like they have | 0:04:06 | 0:04:12 | |
finished the work. At 11:37pm, Lee goes for a Chinese takeaway. He | 0:04:12 | 0:04:17 | |
rings home to say he will be back late. But why did he return after | 0:04:17 | 0:04:22 | |
midnight? It is the last time he was seen alive on CCTV. Something | 0:04:22 | 0:04:28 | |
went wrong. The Bromleys say he was still cleaning the vehicle. The | 0:04:28 | 0:04:30 | |
tachograph suggests the lorry engine was turned off for three | 0:04:30 | 0:04:36 | |
hours until 12:57am. Six minutes later, the ambulances called. It | 0:04:36 | 0:04:44 | |
was too late. Lee was dead. His head was crushed, but the details | 0:04:44 | 0:04:49 | |
are still disputed. A paramedic questions foul play in his notebook. | 0:04:49 | 0:04:55 | |
Fire crews are also suspicious. The Bromley's insist it was an accident. | 0:04:55 | 0:05:02 | |

testing had been not carried out. He received a CCTV tape from the | 0:05:59 | 0:06:04 | |
police, but a vital hour is missing. Phone records were unchecked. | 0:06:04 | 0:06:09 | |
Witnesses were not interviewed. This concrete mixer is the same | 0:06:09 | 0:06:15 | |
model. But it is from a different, unconnected company. Lee's body was | 0:06:15 | 0:06:19 | |
found trapped here between the drum and the chassis. How he ended up | 0:06:19 | 0:06:23 | |
here is crucial to the whole investigation. Did he emerge feet- | 0:06:23 | 0:06:26 | |

work. The Bromleys gave evidence at Lee's inquest. The jury found Lee | 0:06:40 | 0:06:45 | |

officer. His father, David Bromley, was jailed for three years for | 0:06:58 | 0:07:08 | |

What you see here is all the files that have built up over 9.5 years | 0:07:13 | 0:07:17 | |
and 10 years now. What people ought to realise is I am just a lorry | 0:07:17 | 0:07:23 | |
driver. But it has took over my life. There have been five reviews | 0:07:23 | 0:07:30 | |
into Lee's death. One of those was by West Midlands Police in 2009. It | 0:07:30 | 0:07:37 | |
made 91 recommendations to Essex Police. As the weight of evidence | 0:07:37 | 0:07:41 | |
builds up, Les Balkwell made 130 separate complaints. Today, the | 0:07:41 | 0:07:43 | |
Independent Police Complaints Commission published its report, | 0:07:43 | 0:07:47 | |
upholding 25 serious complaints. In these 147 pages, eight police | 0:07:47 | 0:07:51 | |
officers have been criticised. Four of which have since retired. It | 0:07:51 | 0:07:54 | |
also says in here the failure of the investigation at those early | 0:07:54 | 0:08:02 | |
stages has left evidential gaps. In total, 25 serious complaints | 0:08:02 | 0:08:08 | |
were upheld by the IPCC. It found evidence of poor police work. But | 0:08:08 | 0:08:11 | |
not of corruption alleged by Les Balkwell. Even so, he feels | 0:08:11 | 0:08:16 | |
vindicated. Essex Police have now sent a letter of apology to Les | 0:08:16 | 0:08:21 | |
Balkwell. Former Chief Superintendent Graham | 0:08:21 | 0:08:25 | |
Bull had 13 IPCC complaints upheld against him. He did not consider | 0:08:25 | 0:08:32 | |
foul play and failed to order forensic tests. He retired in 2009. | 0:08:32 | 0:08:35 | |
Chief Superintendent Gareth Wilson failed to identify witnesses to be | 0:08:35 | 0:08:41 | |
interviewed. And Chief Superintendent Simon | 0:08:41 | 0:08:43 | |
Coxall had five complaints upheld, including failing to supply the | 0:08:43 | 0:08:52 | |

No one from Essex Police agreed to be interviewed. But they said the | 0:08:57 | 0:09:02 | |

investigating unnatural deaths has changed. And that their serious | 0:09:12 | 0:09:19 | |

But those who live here have already taken matters into their | 0:15:25 | 0:15:28 | |
own hands. They've raised some of the money themselves for new sea | 0:15:28 | 0:15:38 | |

The amount of money for sea defence seems to have diminished. On the | 0:15:46 | 0:15:50 | |
coast, you can lose your home, business, everything you have | 0:15:50 | 0:15:55 | |

specialises in coastal erosion. Norfolk, the cliffs are composed of | 0:16:42 | 0:16:46 | |

we can look at long-term rates of retreat. Where clubs are protected, | 0:16:56 | 0:17:05 | |

What I like is about plans for maintaining the defenders of our | 0:17:54 | 0:17:57 | |
village. Lorraine has got a wonderful cafe here. All of this | 0:17:57 | 0:18:03 | |
could go if we don't look after it. On a lovely day like today, 90% of | 0:18:03 | 0:18:08 | |
my business is coming up the coastal path. It only needs a small | 0:18:08 | 0:18:14 | |
