Welcome to Inside Out North West. This week we are in Liverpool where

:00:08.:00:12.

we find out about a local project helping young former football was

:00:12.:00:19.

finding their feet. More about that later. Tonight, as the number of

:00:19.:00:23.

cannabis farms on Merseyside hit a record height, we followed the

:00:23.:00:27.

efforts of the police to break up supply-chain is. There is a good

:00:27.:00:34.

set-up. Life after football. Whitey said many young players go off the

:00:34.:00:39.

rails when the bubble bursts? one of the lucky ones. Everybody

:00:39.:00:42.

thinks that they are going to make it but statistics show you that

:00:42.:00:49.

does not happen. Motor racing, model and muscleman. Find out what

:00:49.:00:53.

it takes to enter the world of Formula One. You have got to be

:00:53.:01:03.
:01:03.:01:13.

business people and do the results Police here on Merseyside are

:01:13.:01:18.

fighting a drug war, not on the street but in the lofts and spare

:01:18.:01:23.

rooms of houses. Small and big-time criminals are cashing in on Marra

:01:23.:01:28.

one of plants growing on cannabis farms. There is money in it and

:01:28.:01:33.

links to gun crime in the area. We have got access to a dedicated team

:01:33.:01:43.
:01:43.:01:53.

helping police to crack down on the It is the most illegal drug. I am

:01:53.:01:59.

experiencing side-effects. It is a rich cash-cow for organised

:01:59.:02:09.
:02:09.:02:13.

OK, we are going to be doing two... 7.30 am on a cold January morning

:02:13.:02:18.

at Huyton Police Station on Merseyside. Intelligence suggests

:02:18.:02:22.

that cannabis cultivation as will be at both addresses. They are not

:02:22.:02:27.

linked. The risk of both addresses are considered low. We have not got

:02:27.:02:31.

any intelligence links to to normals. Any questions from

:02:31.:02:39.

anybody? That is becoming quite a common occurrence. Officers have

:02:39.:02:44.

just been briefed on the latest spate of cannabis farming in the

:02:44.:02:48.

area. It is a growing problem and in Merseyside the police recovered

:02:48.:02:53.

500 last year. We have come to find out why it is happening and how

:02:53.:03:03.
:03:03.:03:05.

And they've come prepared. So why are Police finding a record number

:03:05.:03:10.

of cannabis farms? Well, one plant alone has a street value of 500.

:03:10.:03:14.

It's easy to get all the gear you need to grow them and there's a

:03:14.:03:18.

high demand for the drug. And those three things make it very

:03:18.:03:27.

attractive to criminals. It is not difference to having a green house.

:03:27.:03:32.

You need heat from dedicated lighting and ventilation. But all

:03:32.:03:41.

these things are openly available. Finally, the door gives in. Police!

:03:41.:03:45.

Upstairs officers suspect the spare room of the rented house is full of

:03:45.:03:49.

cannabis plants. Two people are arrested. Another man was also

:03:49.:03:51.

later arrested and questioned by police in connection with cannabis

:03:51.:04:01.
:04:01.:04:02.

cultivation. While they have become skilled at seeking out and busting

:04:02.:04:05.

properties and leaving them to have harboured cannabis farms but it

:04:06.:04:11.

takes up a lot of manpower and resources and it gives many police

:04:11.:04:15.

forces big problems after budget cuts and they have had to rethink

:04:15.:04:20.

tactics. So now the force is taking on civilians to do the job and save

:04:20.:04:26.

money. This time the address is a police garage, but soon the new

:04:26.:04:29.

members of this team will be getting their hands dirty for real.

:04:29.:04:32.

They'll be dismantling the cannabis farms that are springing up all

:04:32.:04:40.

over Merseyside. But first they've got to pass their final assessment.

:04:40.:04:46.

They will enter the building and identified the initial features.

:04:46.:04:50.

far, so good. The dedicated team is thought to be one of only two in

:04:50.:04:55.

the country and come from a wide background. I support working with

:04:55.:05:02.

two people -- working with people with learning difficulties. This is

:05:02.:05:06.

completely different but I am looking forward to it. It is a

:05:06.:05:11.

tactical exercise. It will prove that they are ready to undertake

:05:11.:05:17.

this role. Back on the streets, the police have had another tip off and

:05:17.:05:20.

this time it's big. This sophisticated cannabis farm has

:05:20.:05:23.

three rooms just for growing the plants. Around 1000 in total are

:05:23.:05:33.
:05:33.:05:33.

seized. Street value, 1.5 million. What you can see is a number of

:05:33.:05:38.

growing rooms. Each of them have got a number of plants. And you can

:05:38.:05:43.

smell it in the air. Yes, you can. Police suspect this farm is run by

:05:43.:05:46.

a Vietnamese gang - and there's evidence someone has been living

:05:46.:05:49.

here. It is linked to serious and organised crime groups. These

:05:49.:05:56.

groups will stick -- steel each other's crops and that will lead to

:05:56.:06:00.

violence on streets and communities and in Merseyside in particular

:06:00.:06:05.

there is a link between cultivation and firearms. So the dismantling

:06:05.:06:10.

team will allow police officers to get back on the beat. Because it

:06:10.:06:15.

will free up front Line staff, we will not be dealing with cannabis

:06:15.:06:19.

cultivation is any more. So on people will say it is harmless and

:06:19.:06:25.

they should focus more attention on bigger scale crime. -- some people.

:06:25.:06:30.

A lot of people think it is a harmless drug. It is actually not.

:06:30.:06:36.

There is a real sinister side. thought it was great when I started

:06:36.:06:44.

making it. It was quite cool. All my mates spent it as well. -- worse

:06:44.:06:53.

making it. -- were having Ed Balls -- were having it. Ben smoked

:06:53.:06:56.

cannabis for 14 years, but what started as a bit of fun, soon

:06:56.:07:02.

escalated. It started to make me paranoid and quite violent and

:07:02.:07:09.

aggressive. I started using L St, trips, ecstasy and cocaine and I

:07:09.:07:13.

started moving through the drugs and when I tried one something

:07:13.:07:18.

happened in my mind and it was all right to try harder drugs. How bad

:07:18.:07:23.

did it get? It took me to the stage of wanting to end my life because I

:07:23.:07:28.

could not see any way out and I could not stop. I felt bad and it

:07:28.:07:33.

was not until I asked for help that I found things turning around.

:07:33.:07:36.

Using his own experience, Ben has now started a recycling company

:07:36.:07:43.

which helps and employs former addicts. T any bodies making it, do

:07:43.:07:47.

not underestimate the power and the impact that it has got on your mind

:07:47.:07:53.

and brain. It is really strong and it does have serious consequences.

:07:53.:07:59.

And drugs workers in the city are seeing worrying trend. We are

:07:59.:08:04.

seeing a younger children having cannabis at an earlier age.

:08:04.:08:10.

that changed in your time of treating people? Yes, I have been

:08:10.:08:14.

hit seven years and that age has got gradually younger. It is more

:08:14.:08:18.

available now. And the Police are not the only ones discovering more

:08:18.:08:21.

cannabis farms. Fire fighters have also seen a rise. They have been

:08:21.:08:25.

called to 30 incidents in the last year. 18 properties were on fire,

:08:25.:08:34.

risking lives. This is effectively a commercial set up, like a small

:08:34.:08:38.

factory in a residential property. That is the risk because the

:08:39.:08:42.

chances are the rest of those people residing in that premises do

:08:42.:08:49.

not know what is going on and do not know the risks. Massive amounts

:08:49.:08:52.

of electricity are required to force the cannabis plants to grow

:08:52.:08:55.

quickly under lights and more often than not that is still than

:08:55.:09:02.

directly from the mains. -- stolen. And research done by this former

:09:02.:09:07.

police officer estimates it's a huge amount. We calculated that the

:09:07.:09:12.

amount is somewhere in the region of 200 million. If we bring in the

:09:12.:09:16.

equation that people steal electricity on a daily basis

:09:16.:09:19.

sometimes, you are talking about a considerable amount. If this

:09:20.:09:22.

warehouse operated for a year growing cannabis the electricity

:09:22.:09:26.

bill would be 130,000! And what a first day on the job for the new

:09:26.:09:36.

dismantling team. Obviously this morning was our first day and when

:09:36.:09:40.

you get something like this it is just unbelievable on the first day

:09:40.:09:46.

when this came in. It was a no- brainer. Seeing this set up you can

:09:46.:09:50.

see it is sophisticated with the lighting and how it is set up. It

:09:50.:09:58.

is a good set up. They will be here for two days. We have been put in

:09:58.:10:01.

the deep end but we have been put together because we were

:10:01.:10:06.

enthusiastic. But at least have got their work cut out when it comes to

:10:06.:10:10.

tackling this crime. But shrinking budgets can present a real

:10:11.:10:15.

challenge. But with this team in place freeing up officers on the

:10:15.:10:22.

street, they are hoping they can stay one step ahead of drug dealers.

:10:22.:10:27.

Coming up, we follow this Cheshire champion on his gruelling quest to

:10:27.:10:31.

enter the world of Formula One. need everything these days because

:10:31.:10:41.
:10:41.:10:53.

so many people are fighting for a Go 129 footballers are in jail. It

:10:53.:10:59.

is a shocking statistic. Most of them were released by clubs who did

:10:59.:11:05.

not think they would make the grade. We asked a football manager what

:11:05.:11:13.

happened to these young lads who did not discover their dreams.

:11:13.:11:17.

Every young lad who ever signs up at a football academy likes to

:11:17.:11:23.

dream. Dream that one day he'll get to run out at the great stadiums -

:11:23.:11:26.

Old Trafford, St James' Park, or this place

:11:26.:11:31.

..and who can blame them? There's no experience quite like playing in

:11:31.:11:36.

front of a full house in a fantastic arena like this. But

:11:36.:11:43.

sadly, the fact is that for 99% of those lads that dream will never

:11:43.:11:52.

come true. And that's when harsh reality kicks in. We all think we

:11:52.:11:59.

are going to make it. I was one of the fortunate ones. But statistics

:11:59.:12:04.

show it does not happen. We are Premiership club, you have to find

:12:04.:12:11.

the best, but there will be a lot of fall-out. Football academies

:12:11.:12:14.

today sign up boys as young as eight and can release them at any

:12:14.:12:19.

point if they feel they're not good enough. Some get very close -

:12:19.:12:22.

possibly a full-time contract with good wages at 18. But the ones who

:12:22.:12:27.

go all the way are exceptionally disappointment can be shattering.

:12:27.:12:31.

When they do get released, they think it is the end of the world

:12:31.:12:36.

and maybe start knocking about with the wrong groups of lads and fall

:12:36.:12:41.

into crime. That is why football should do a lot more for them or

:12:41.:12:45.

when they come out of the game. Michael Kinsella was a promising

:12:45.:12:47.

young goalkeeper. But when his football dream ended he turned to

:12:47.:12:55.

crime. I'd seen what footballers had. I thought I should have that.

:12:55.:13:01.

But the only way I could get it was through crime - selling drugs.

:13:01.:13:09.

all-conquering Liverpool Schoolboys and eventually played for Bury and

:13:09.:13:13.

Tranmere. But when he walked away from the game he walked into

:13:13.:13:17.

trouble. Drug dealing landed him in prison for seven years and that's

:13:18.:13:26.

when he realised the full extent of football's problem. And I know it

:13:26.:13:30.

is bad. I'd go and speak to lads who were playing football at

:13:30.:13:37.

different levels. Some of them are actively involved dealing drugs.

:13:37.:13:41.

The 129 are the ones that have been caught. Now fully reformed, he's

:13:41.:13:49.

whose football dreams have come to a premature end. Based at Liverpool

:13:49.:13:59.
:13:59.:14:00.

Ministry of Justice and Liverpool City Council. My ideal world is for

:14:00.:14:04.

ONSIDE to be the safety net. If a lad signs for Liverpool, finishes,

:14:04.:14:07.

signs for Rochdale and then gets finished there, he comes to ONSIDE

:14:07.:14:17.
:14:17.:14:32.

If they don't get back into the life and what can happen if they go

:14:32.:14:39.

has just announced his retirement to play Sunday League football with

:14:39.:14:43.

Michael. But while Michael was in jail, Jamie was winning England

:14:43.:14:50.

caps and the Champions League. of Liverpool's brightest young

:14:50.:14:58.

stars about the pitfalls that could lie ahead. Do the scene you sit

:14:58.:15:02.

down with young players at Liverpool and give them advice?

:15:02.:15:09.

It's does happen. It is my job and Steve, all the experience players.

:15:09.:15:13.

It's also difficult talking about that type of thing because you

:15:13.:15:16.

don't want them to think that you don't think they're going to make

:15:16.:15:22.

the football side of things but going to make it. If you get one

:15:23.:15:25.

out of every year group, especially at a club like Liverpool, where

:15:25.:15:27.

standards are so high. You've certainly got to be thinking about

:15:27.:15:30.

things like that. It is always in the back of your mind. You're

:15:30.:15:33.

coming to the end of your contract and you don't know what else to do.

:15:33.:15:38.

This will be a great experience for players who are not going to make

:15:39.:15:45.

it and coming out of football. ignored their education while

:15:45.:15:53.

But nowadays clubs are becoming aware of their responsibilities.

:15:53.:15:56.

Here at Sunderland they do two hours in the classroom before they

:15:56.:16:05.

get to kick a ball. We have to put things into context. We think we

:16:06.:16:10.

have a responsibility to develop them. It is not just the football

:16:10.:16:16.

side. We organise a day release programme which is for everybody

:16:16.:16:24.

part of that day, as well as coaching football, they also

:16:24.:16:28.

receive an hour's English and mathematics to replace and support

:16:28.:16:35.

the work they are doing in school. Have you ever thought about a plan

:16:35.:16:45.
:16:45.:16:45.

mind when it comes to that time. You have got to stick in because

:16:45.:16:49.

this does help you in case you don't make it as a football player.

:16:49.:16:59.
:16:59.:17:00.

The academy is rightly proud of the players who have made it through

:17:00.:17:03.

the ranks and into the first team. But there are also 11 who weren't

:17:04.:17:06.

given contracts who have gone on to University, with five more

:17:06.:17:11.

the vast majority won't do either and they need to be prepared for

:17:11.:17:19.

opportunity for them. They need to embrace it and enjoy it. But it

:17:19.:17:29.
:17:29.:17:45.

doing now, but it might not sort of ground is where the

:17:45.:17:50.

majority of professionals go to level is beyond the vast majority

:17:50.:17:54.

if you're released by Fleetwood or Rochdale, Hartlepool or Carlisle,

:17:54.:18:04.
:18:04.:18:04.

Jamie Milligan was released when he was younger but is back in league

:18:04.:18:07.

football with Fleetwood. He's already got a business set up for

:18:07.:18:11.

when he eventually retires. When you get released you blame everyone

:18:11.:18:21.

but yourself. My advice to lads would be sort it out while you're

:18:21.:18:31.
:18:31.:18:34.

It's advice that his manager endorses. There is only so much you

:18:34.:18:39.

can do. Individuals have to take responsibility for their own lives.

:18:39.:18:44.

You have to be offered the helping hand, then it is up to you whether

:18:44.:18:50.

One of Fleetwood's newest players is Gerard Kinsella, Michael's

:18:50.:18:53.

younger brother. He was released by Everton and then got a serious

:18:53.:18:56.

injury as he was about to sign for Plymouth. He was in danger of going

:18:56.:19:00.

down the same path as his brother. I had no where to go, I had no

:19:01.:19:04.

football. A I was knocking round with the lads by ours. They weren't

:19:04.:19:09.

up to much good, so it could have easily happened. I was associating

:19:09.:19:17.

It was Michael who intervened, getting him a part-time job and

:19:17.:19:23.

some qualifications - all through ONSIDE. It's give me an education,

:19:23.:19:28.

put me through a personal training course. If football doesn't work

:19:28.:19:35.

out, I've got something to fall It's inevitable that the majority

:19:35.:19:39.

of young lads won't make it to the very top. But it's a long way down

:19:39.:19:44.

at last there are moves afoot to catch those who fall. It's

:19:44.:19:54.
:19:54.:19:56.

He's hoping to become the next Lewis Hamilton or Jenson Button.

:19:56.:19:59.

Yes, Cheshire racing driver, Oliver Webb, is in pole position to break

:19:59.:20:09.
:20:09.:20:14.

been catching up with the 21-year- old and discovering why he's being

:20:14.:20:24.
:20:24.:20:24.

Apology for the loss of subtitles for 90 seconds

:20:24.:21:54.

tipped for the top. It is hard, there is always a level

:21:54.:22:00.

above and somebody is always doing better. It pushes you from every

:22:00.:22:10.
:22:10.:22:16.

side. A I've come to the headquarters of Fortec Motorsport

:22:16.:22:20.

to find out why they've chosen Oli to drive for the team this season.

:22:20.:22:22.

Incredible determination, very strong mentally and really wants it

:22:22.:22:25.

really badly. Some years you have drivers who say they want it but

:22:25.:22:29.

deep down they don't really want it enough. So Oli's got what it takes

:22:29.:22:33.

to be a winner, but what about the car? OK, so look there's a slight

:22:33.:22:35.

difference shall we say, in our build, our weight distribution is

:22:35.:22:38.

ever so slightly different, you could hop in there very easily.

:22:38.:22:47.

Yeah, fairly easily. You are being very kind. But it wouldn't be so

:22:47.:22:57.

easy for me would it? Well, yes but it all depends. We all get seats

:22:57.:23:05.

that are moulded to our bodies. would be quite difficult for me to

:23:05.:23:11.

jump in the way you do. Just to jump in, yeah. OK. Because once

:23:11.:23:14.

you're in it's not like driving a normal car is it? You're lying

:23:14.:23:18.

virtually flat on your back aren't you? Pretty much flat on your back.

:23:18.:23:21.

Your feet are higher than your bum actually is, and they go all the

:23:21.:23:25.

way to the front of the tub here. The pedals are about here in the

:23:25.:23:29.

car. So you do use the pedals or do you use paddles? You use pedals

:23:29.:23:32.

obviously to stop and go and here on the wheel we have all sorts of

:23:32.:23:36.

different buttons, and paddles that you have on the back as a Formula

:23:36.:23:38.

One car would have. All sorts of launch control buttons, fuel

:23:38.:23:42.

settings, clutch and paddles that go on the back and all these get

:23:42.:23:45.

used by the driver while they are in the car racing. But with speed

:23:45.:23:49.

comes risk and he knows all too well about the dangers. In 2009 his

:23:49.:23:52.

team mate and friend Henry Surtees was killed in an accident at Brands

:23:52.:23:55.

Hatch. And Oli had only been in America for a matter of weeks when

:23:55.:23:58.

another British driver, Dan Wheldon, was involved in a fatal crash.

:23:58.:24:03.

I met Dan a couple of times while I was in the States and he raced for

:24:03.:24:06.

Sam Schmidt, which is the team that I was racing for and he was over

:24:06.:24:10.

there in Vegas in my first-ever Oval race. A couple of hours later

:24:10.:24:12.

obviously, the passing of Dan Wheldon occurred, and that being a

:24:12.:24:16.

UK driver coming over to the States doing what we'd all aspired to do

:24:16.:24:19.

and then passing doing that is very hard for myself and the family.

:24:19.:24:22.

What about from your own personal point of view, Oli? The thrill

:24:22.:24:25.

clearly outweighs the danger but you must always be aware of what

:24:25.:24:28.

can go wrong? Yeah, I think there's a certain amount of respect when

:24:28.:24:31.

you're driving a machine such as this, at the speeds that we're

:24:31.:24:34.

doing in such a close environment such as 200mph, 190 mph side-by-

:24:34.:24:38.

side with another car. The tracks are very safe these days and the

:24:38.:24:41.

circuits do everything they can to improve that and Renault and the

:24:41.:24:44.

Championship do everything they can to improve the cars and I've been

:24:44.:24:47.

in some pretty big crashes at pretty high speeds and got away

:24:47.:24:50.

kind of unscathed. With just weeks before the start of the new season,

:24:50.:24:54.

Oli's putting a lot of time in at the gym. But this is no ordinary

:24:54.:24:57.

workout. So why do you need to be so physical fit? To withstand the G

:24:57.:25:01.

forces is a big issue. As the guys go up the series you know from the

:25:01.:25:05.

junior circuit to possibly F1, you know, the G forces get stronger the

:25:05.:25:09.

speeds get faster. The heat in the cars is a big concern as well, or a

:25:09.:25:12.

big factor. So the fitter the guys are the more they can deal with the

:25:12.:25:15.

constraints in the car. And you look like you're in incredible

:25:15.:25:19.

shape. Is this the peak of your physical fitness? I'd say so at the

:25:19.:25:22.

moment. The winter is always good for training because not only can

:25:22.:25:25.

we afford to have more time for injury because we're not in the car.

:25:25.:25:29.

We've got five months out of the car to really go heavy and we can

:25:29.:25:32.

afford to wake up feeling a little bit sore. Can we see these muscles?

:25:32.:25:42.

No! Come on, let's have a little look. No, that's not happening.

:25:42.:25:46.

when he's not in the gym or behind the wheel of a racing car, Oli's

:25:46.:25:49.

test driving for BAC, a sports car manufacturer in Cheshire. Oli was

:25:49.:25:53.

on our radar from about two or three years ago. As a major motor

:25:53.:25:56.

sports fan he's very liked within the team, he gets on incredibly

:25:56.:26:00.

well with everybody, and it puts a spring in everyone's step the fact

:26:00.:26:03.

that he's involved in motor sport. And for some of the younger guys

:26:03.:26:06.

particularly, they do tend to look up to him in that respect. Oli has

:26:06.:26:10.

his sight sets on breaking into Formula One but if he's going to

:26:10.:26:13.

make it he knows it requires more than just driving ability.

:26:13.:26:16.

modern-day racing driver has got to be a businessman, a marketing tool

:26:16.:26:19.

and doing the results on the track, because without the results you

:26:19.:26:22.

won't get looked at by the team, but without the cash and the

:26:22.:26:26.

sponsorship they'll try and find someone else. Does it mean though

:26:26.:26:31.

that you can buy your way to the top? No, no it doesn't. You've got

:26:31.:26:35.

to be coming first for them to look at you and once they've looked at

:26:35.:26:45.
:26:45.:26:49.

you they'll look at your bank statements. With the first race of

:26:49.:26:59.
:26:59.:27:00.

the season just six weeks away, he has come to the simulator. But why

:27:00.:27:03.

don't they just go out on a circuit? Why don't they just go out

:27:03.:27:06.

and race and practice out on the track? Well it's very expensive to

:27:06.:27:10.

actually go and run a race car at a circuit. You have to hire a circuit

:27:10.:27:14.

and you have to take the whole team out there. But also there's lots of

:27:14.:27:17.

things you can't control. If you turn up at the circuit and it's

:27:17.:27:20.

very cold temperatures, or it's raining, you're not going to get

:27:20.:27:23.

much use from it. Whereas in the simulator OK, good job, Oliyou're

:27:23.:27:27.

your fastest lap was a 135.8, which you did on that final lap. It never

:27:27.:27:30.

rains on the track. Are you anywhere near as focussed in a

:27:30.:27:33.

simulator as you are for real? say it's kind of kudos towards the

:27:33.:27:36.

simulator really, because the better the simulator the more

:27:36.:27:39.

focussed and the easier it is to think you're actually doing it for

:27:39.:27:42.

real. And when you're actually doing it enough and you come here

:27:42.:27:46.

enough and the simulator is as good as it is, you just act like you're

:27:46.:27:49.

actually there. In a few weeks' time, Oli will be racing at Monza

:27:49.:27:54.

for real. But does he have what it takes to make it to Formula One?

:27:54.:28:01.

He's right up there. If he has the right team around him and he

:28:01.:28:05.

approaches it in the right way, then with a bit of luck he can run

:28:05.:28:08.

at the front with all the best. need pretty much everything these

:28:08.:28:11.

days, because there's so many people fighting for 22 seats on

:28:11.:28:14.

that Formula One grid and unless you've got everything, and I mean

:28:14.:28:18.

everything, then you don't really get there. How much do you want it?

:28:18.:28:28.
:28:28.:28:30.

Everyone will say more than anyone, That's all from me in Liverpool. If

:28:30.:28:34.

you missed any of the programme you can get it again on the BBC iPlayer.
