It's a debate that can stir strong emotions -

to come off the national register which tracks their address

What do the victim, a young footballer, the criminologist

Tucked away out of view, a box of trophies gathering dust,

:01:31.:01:34.

memories too painful for the sideboard downstairs.

:01:35.:01:41.

Darcy Wells used to be proud of her trophies.

:01:42.:01:45.

They represented a young girl's love of football, her achievements

:01:46.:01:49.

from childhood to a teenager on the pitch, playing for some

:01:50.:01:52.

Now the contents of this box conjures up just bad memories.

:01:53.:01:59.

He was assistant manager for the under 12s.

:02:00.:02:02.

He was the person I looked up to before all of this started.

:02:03.:02:06.

As you do you look up to your coach, you want to do well

:02:07.:02:16.

Darcy who is from Westerham in Kent has

:02:17.:02:19.

just turned 18 and wants to talk openly about the sexual

:02:20.:02:23.

harassment she suffered as a young football player.

:02:24.:02:26.

I feel now that I'm 18 and old enough that I can speak up

:02:27.:02:31.

now and tell everyone about my story and if I can help anyone

:02:32.:02:34.

Last Monday in the House of Commons there

:02:35.:02:38.

Should sex offenders be allowed to come off a national register

:02:39.:02:44.

after a set period of time, or should they be put on it for life?

:02:45.:02:48.

And for harsher sentences for those caught with indecent

:02:49.:02:51.

The debate in the House of Commons is very important to me and others

:02:52.:03:01.

that have been in same situation as I have.

:03:02.:03:03.

This Commons debate was triggered by an e-petition of more

:03:04.:03:05.

And Gareth Johnson the MP for Dartford in Kent spoke at last

:03:06.:03:13.

He believes sex offenders should be on the register for longer.

:03:14.:03:20.

It's time now to extend the scope of the unduly lenient sentence

:03:21.:03:23.

scheme to include the distribution and

:03:24.:03:25.

creation of indecent pictures of children.

:03:26.:03:28.

Society quite rightly says this is completely wrong

:03:29.:03:33.

to ensure the law reflects the nastiness of the offence

:03:34.:03:42.

and needs to reflect how society turns its back on these

:03:43.:03:44.

But would longer terms on the Sex Offender

:03:45.:03:48.

Register, even life terms, be counter-productive?

:03:49.:03:51.

One of things we want offenders to do is come back and be

:03:52.:03:55.

productive members of society and if you are carrying around

:03:56.:03:57.

the burdens of the registry and the identification

:03:58.:03:59.

for the rest of your life that's really going to hamper

:04:00.:04:12.

So what exactly is the Sex Offenders Register?

:04:13.:04:20.

Well, set up in 1997 and run by the police,

:04:21.:04:23.

are on the register, and it contains anyone cautioned,

:04:24.:04:26.

Durations on the register vary from life to ten years, or even down

:04:27.:04:30.

to two years if a sex offender receives just a police caution.

:04:31.:04:38.

In Darcy's case, her would-be abuser received a police caution and two

:04:39.:04:41.

It's very important sex offenders be on the register for life.

:04:42.:04:52.

Aged eight she was a promising young footballer, so much so that she got

:04:53.:05:04.

a place at the Arsenal Centre for Excellence.

:05:05.:05:08.

Literally in football the best days of my life were at Arsenal.

:05:09.:05:14.

Because it didn't happen to me there.

:05:15.:05:27.

Darcy had left Arsenal and joined Chelsea's youth squad based

:05:28.:05:31.

here in Cobham in Surrey because it was far nearer

:05:32.:05:33.

When we left Arsenal and went to Chelsea we had a season

:05:34.:05:41.

there which was fine and then it went downhill.

:05:42.:05:48.

Downhill because, unknown to her family, Darcy had become

:05:49.:05:54.

the object of unwanted sexual advances from her Chelsea Foundation

:05:55.:05:56.

He used to tell me he loved my legs in my shorts when I was wearing my

:05:57.:06:05.

And before long, Darcy says her coach

:06:06.:06:13.

was sending her texts and photos to her mobile phone, suggestive

:06:14.:06:16.

I was in my bedroom at home and I first got one of him.

:06:17.:06:24.

underpants on with his hand down his trousers.

:06:25.:06:27.

I was just shocked, really shocked, I didn't really know

:06:28.:06:31.

And what did he say when he saw you next?

:06:32.:06:38.

One thing that can't be underestimated is the devastating

:06:39.:06:50.

effect inappropriate sexual behaviour has on its victims.

:06:51.:06:54.

After she was sent the suggestive photos, Darcy started

:06:55.:06:56.

We had evenings where it was training.

:06:57.:07:10.

She'd be under the bed and she'd say she didn't want to go.

:07:11.:07:14.

Donna and her husband Andy didn't know why their daughter had

:07:15.:07:17.

suddenly started hating football at Chelsea.

:07:18.:07:20.

teacher accidentally saw the indecent photo of Hughes

:07:21.:07:27.

on Darcy's mobile that the truth came tumbling out.

:07:28.:07:35.

After Darcy's school teacher found the indecent images of her football

:07:36.:07:38.

coach Shane Hughes on her mobile phone the police were immediately

:07:39.:07:41.

and traumatic journey for the entire family.

:07:42.:07:46.

It wasn't really an accident that the photos

:07:47.:07:52.

were found on my phone, I just wanted to let someone know

:07:53.:07:55.

and tipped Darcy over the edge into self-harming.

:07:56.:08:05.

Back from school and when the police had left,

:08:06.:08:08.

After her suicide attempt Darcy was admitted to hospital.

:08:09.:08:34.

To this day Darcy's dad still feels the guilt of not

:08:35.:08:41.

knowing his daughter was being groomed.

:08:42.:08:43.

As a dad you want to protect your daughter and you can't, you

:08:44.:08:48.

think your daughter's in a safe place but she wasn't.

:08:49.:09:01.

In 2013, Darcy's youth coach, Shane Hughes, was placed

:09:02.:09:04.

by the Metropolitan Police on the Sex Offender Register

:09:05.:09:06.

The offence was listed as incitement to engage in sexual

:09:07.:09:13.

Mr Hughes resigned from his position as a youth coach

:09:14.:09:19.

Two years later, in 2015 Shane Hughes came off

:09:20.:09:23.

We've discovered that Shane Hughes took the unusual step

:09:24.:09:32.

of changing his name by deed poll last March.

:09:33.:09:36.

By shedding his name he's most probably hoping

:09:37.:09:37.

I think what the case shows is actually quite worrying

:09:38.:09:48.

because there we have someone who was working in a football club

:09:49.:09:53.

having some kind of influence over a child abusing that situation

:09:54.:09:56.

encouraging that child to take part in sexual activity and yet the only

:09:57.:10:03.

and being placed on the Sex Offender Register for just two years I think

:10:04.:10:17.

most people say that doesn't adequately reflect

:10:18.:10:23.

the seriousness of what that person did and right that Darcy come out

:10:24.:10:26.

Because we think of the stero-type we have in our mind

:10:27.:10:30.

that they are going to re-offend but reoffending is as low as 12%,

:10:31.:10:33.

one of the lowest re-offending rate of any crime.

:10:34.:10:36.

I think all of us have the right to have the opportunity for redemption.

:10:37.:10:40.

In response to the debate in the Commons, the Home Office

:10:41.:10:43.

said the UK has some of the toughest powers

:10:44.:10:45.

in the world to deal with sex

:10:46.:10:50.

offenders and those who continue to pose a

:10:51.:10:52.

risk will remain subject to notification for life.

:10:53.:10:56.

Darcy's motivation to speak out is her desire that no other

:10:57.:10:59.

young player should go through what she suffered.

:11:00.:11:08.

Darcy needs to be commended, she is very brave to have the courage

:11:09.:11:12.

and come out publicly and say this is what happened

:11:13.:11:29.

to me and I'm going to let people know and she should

:11:30.:11:32.

from you or tries to talk to you in a way that

you know is wrong speak to someone don't bottle it all up.

You should speak up because I didn't.

I eventually did but I didn't soon enough.

I stepped out of the shower one day and Theresa said,

There was no doubt in my mind that he'd got cancer.

Now, your average smartphone is an amazing gadget and you might say

they've changed our lives for the better in so many ways.

But there are some taxi drivers down there in

:12:21.:12:22.

We've got nearly 2000 cabs in the city as it is.

:12:23.:12:35.

What more do you want, we don't need anymore cabs do we?

:12:36.:12:40.

The taxi drivers in this city, including many in the rank over

:12:41.:12:43.

there, are not happy, they're not happy about Uber.

:12:44.:12:47.

Uber is the name of a private hire company which originated

:12:48.:12:49.

You can order a car at the touch of a button, and using their app

:12:50.:12:56.

you can see where their cars are, and using your GPS,

:12:57.:12:58.

After the journey, the fare is deducted

:12:59.:13:04.

The taxi companies say Uber offers nothing more

:13:05.:13:07.

than unfair competition, but supporters say the company

:13:08.:13:10.

offers an updated alternative to the traditional taxi cab.

:13:11.:13:15.

When Uber first arrived in London, the cabbies blocked

:13:16.:13:17.

Now Uber is expanding into the south-east.

:13:18.:13:25.

First Brighton, but it's likely they will come to other

:13:26.:13:28.

So, are taxi drivers here in Brighton right to protest

:13:29.:13:32.

Or does the company represent the future of travel in the city?

:13:33.:13:37.

So, with this phone, I'm going to order a cab

:13:38.:13:40.

from Streamline, one of the main taxi providers in the city

:13:41.:13:42.

which is celebrating 80 years operating in Brighton Hove.

:13:43.:13:49.

With this phone, I'm going to order a cab from Uber,

:13:50.:13:51.

a company which is celebrating eight years since it was

:13:52.:13:54.

Hello, could I have a taxi please from Brighton Pier

to Brighton Station, and I'd like to go via

The traditional taxi firm sent me a driver called Steve.

:14:03.:14:06.

So, Steve how long have you been a taxi driver in the city?

:14:07.:14:10.

I've been a taxi driver in the city for 30 years.

:14:11.:14:13.

I enjoy it, you don't get two days the same,

:14:14.:14:16.

the changes I've seen, obviously we've become a city.

:14:17.:14:18.

Apart from that, recently we've been inundated with Uber cabs.

:14:19.:14:24.

Uber were unable to source a driver to talk to us.

:14:25.:14:26.

However, when we booked an Uber using the app,

:14:27.:14:31.

the driver who lives in Crawley, was happy to speak on condition

:14:32.:14:34.

What's it like being an Uber driver in Brighton Hove,

:14:35.:14:38.

because a lot of taxis here are very unhappy?

:14:39.:14:40.

Yes, I have absolutely no idea why they are unhappy as long

:14:41.:14:43.

Uber were granted a one-year licence to operate in Brighton

:14:44.:14:55.

Hove at a council meeting held in October 2015.

:14:56.:14:57.

However they only started operating at the end of last year

:14:58.:15:00.

It was originally granted on condition they only used

:15:01.:15:06.

Brighton-licensed drivers, as opposed to drivers licensed

:15:07.:15:09.

by other authorities such as Transport for London.

:15:10.:15:13.

Councillor Jackie O'Quinn is chair of the committee that

:15:14.:15:15.

Brighton Hove taxi drivers have a very high standard.

:15:16.:15:25.

They have paid for courses they have done.

:15:26.:15:28.

Transport for London don't have that, they don't have the CCTV,

:15:29.:15:30.

and they also don't have the local knowledge test.

:15:31.:15:32.

The launch in Brighton Hove has been overseen by their expansion

:15:33.:15:41.

We've been launched about four months, and we've seen

:15:42.:15:45.

Tell us about your relationship with Brighton

:15:46.:15:48.

Hove City Council, is it a good one?

:15:49.:15:50.

Absolutely, so we're compliant with our Brighton Hove licence

:15:51.:15:52.

and the conditions that are imposed on us.

:15:53.:15:55.

Yeah they've got some Brighton Hove

:15:56.:15:56.

The city has been flooded with Transport for London taxi

:15:57.:16:01.

drivers, that is what is causing the problems.

:16:02.:16:10.

Brighton Hove City Council wanted all Uber drivers

:16:11.:16:13.

But it has now emerged that Uber drivers licensed in other

:16:14.:16:17.

parts of the country, like London, can operate perfectly

:16:18.:16:20.

legally in Brighton as long as they use the app and are not

:16:21.:16:23.

This means Uber don't need Brighton Council's permission

:16:24.:16:29.

If we revoke their licence, what would happen is we would still

:16:30.:16:34.

have all these taxis coming in because the

:16:35.:16:36.

The legislation from 1976 and the legislation from 2015.

:16:37.:16:39.

We need government legislation, we need joint enforcement

:16:40.:16:45.

of the taxis, because I think we thought at least,

:16:46.:16:49.

if we had this agreement, we would have some way of being able

:16:50.:16:52.

to work with Uber or talk to them and so on.

:16:53.:16:55.

If we have no agreement, we can't do anything,

:16:56.:16:58.

so we are in an impossible situation.

:16:59.:17:03.

John Streeter is the boss of Streamline Taxis,

:17:04.:17:05.

a firm serving Brighton for 80 years.

:17:06.:17:09.

He has serious concerns that drivers without the Brighton Hove licence

:17:10.:17:17.

like TfL-licensed drivers will bring down

:17:18.:17:18.

Brighton's Blue Book contains regulations that TfL

:17:19.:17:21.

I'm very passionate about the licensed trade

:17:22.:17:24.

And all the time we want to raise standards, and since Uber have come

:17:25.:17:34.

in using TfL-licensed vehicles the standards have dropped.

:17:35.:17:37.

As an example, John points out that the rules in the Blue Book say

:17:38.:17:41.

that every Brighton Taxi must have CCTV.

:17:42.:17:46.

Transport for London confirms their licensed cars

:17:47.:17:50.

But they deny this makes them any less safe than

:17:51.:18:03.

You can't stop progress so of they was going to come in,

:18:04.:18:07.

yeah, ask them welcome with open arms, but as they don't

:18:08.:18:09.

adhere to the rules, they're not welcome.

Well changes were made as early as 2015 to facilitate

That is to bring competition and choice to the market. Consumers can

benefit from reliable service and better transport. That's difficult

for some people, some people have not responded positively and there

have been a few troubles with some individuals and damage and threats

:18:46.:18:50.

in relation to our drivers. Have you had any encounters with taxi

:18:51.:18:59.

drivers? No? It was absolutely OK. I've heard of no instances

:19:00.:19:03.

whatsoever. If any drivers were caught doing something like that it

:19:04.:19:07.

is something I would not stand by. Some companies who have been here

:19:08.:19:10.

for nearly 100 years are really worried about their future. I'm very

:19:11.:19:18.

sorry but I will have to be hushed now. They have to be worried because

:19:19.:19:21.

they don't offer what the clients want in the days of today. What

:19:22.:19:26.

would you say to traditional taxi companies in Brighton Hove who are

:19:27.:19:29.

worried about the future of their business because of Uber? The Uber

:19:30.:19:34.

platform is open to all licensed drivers. You're saying Joanne Liu

:19:35.:19:38.

but will bust? Not at all, taxi and private hire are part of the

:19:39.:19:43.

transport ecosystem -- join Uber. There is a valuable role for each to

:19:44.:19:45.

play in the city. Uber has certainly come as a shock

:19:46.:19:53.

A few years ago this man from Bexhill didn't

My name is Roy Collins and I am a breast cancer survivor.

are diagnosed with breast cancer every year.

:20:40.:20:44.

He had a mastectomy and his lymph nodes removed.

:20:45.:20:58.

Roy, I didn't even know that men could get breast cancer.

:20:59.:21:05.

No, you're not alone mate, there's an awful lot that don't,

:21:06.:21:10.

and in fact ever since I've had it I've met more people that

:21:11.:21:13.

Men account for less than 1% of breast cancer patients.

:21:14.:21:26.

We're going to find out how they cope and if they get

:21:27.:21:29.

Roy's wife Theresa is a registered nurse.

:21:30.:21:31.

Five years ago she noticed that something was wrong with him.

:21:32.:21:34.

I stepped out of the shower and Theresa said what was wrong

:21:35.:21:40.

Well, I don't know if I'm typical of most blokes

:21:41.:21:45.

but I get in the shower, I wash, I get out, I dry myself,

:21:46.:21:51.

I don't stand in front of the mirror for very long

:21:52.:21:54.

because basically I don't like what looks back at me.

:21:55.:21:56.

So Theresa spotted it and said I'm not happy about that and she came

:21:57.:22:02.

and had a little bit of a grope and she said, yeah, no,

:22:03.:22:05.

I think we should make an appointment with the doctor.

:22:06.:22:08.

There was no doubt in my mind that he'd got cancer

:22:09.:22:10.

Roy patrols the streets of Hastings as a Police

:22:11.:22:13.

Breast Cancer can kill if it's not detected early

:22:14.:22:21.

enough so Roy wants to spread the word that men can get it too.

:22:22.:22:25.

It was a malignant growth that had been going on for,

:22:26.:22:28.

probably best part of six months and I was blissfully unaware of it

:22:29.:22:34.

As a man you just take it for granted that it's

:22:35.:22:37.

not going to be you, and as you say you

:22:38.:22:39.

Mine was six centimetres which was a fair old lump

:22:40.:22:54.

but because most of us guys have got boobs, little boobs,

:22:55.:22:57.

but we've got boobs, it's hidden away in the tissue

:22:58.:22:59.

It was obviously a shock when you found out.

:23:00.:23:03.

Following his operation Roy had to endure 18 weeks of chemotherapy

:23:04.:23:11.

and three weeks of radiotherapy, and sometimes that was tough.

:23:12.:23:15.

When I was in the hospital, they'd just given me my chemotherapy

:23:16.:23:18.

and all of a sudden this overwhelming desire to cry came

:23:19.:23:23.

over me and I blubbed like a baby, I am not prone to tears.

:23:24.:23:29.

With the intense treatment and side effects Roy tried

:23:30.:23:31.

So he went along to a local Macmillan breast cancer meeting.

:23:32.:23:39.

And when we walked in the room the heads turned and looked at me

:23:40.:23:42.

in the room that had had breast cancer and I felt extremely

:23:43.:23:54.

After that uncomfortable experience he tried to find some

:23:55.:23:58.

information and support groups, specifically for men,

:23:59.:24:00.

It's all, you know pink, pink, pink it's about time we had a little

:24:01.:24:09.

bit of blue and we need a little bit more information out

:24:10.:24:12.

We've arranged for him to meet Giles Cooper from Gloucestershire

:24:13.:24:24.

I've never met another man with breast cancer,

:24:25.:24:28.

obviously it wold be nice to know how he's dealt with it,

:24:29.:24:33.

how he's dealt with it mentally, how he's dealt with the physical

:24:34.:24:40.

nice to do that, yeah, have that conversation.

:24:41.:24:46.

Giles was diagnosed two years ago, and decided

:24:47.:24:49.

to have a double mastectomy as a preventative measure.

:24:50.:24:56.

Looking back on it was the right decision,

:24:57.:24:59.

because subsequently I've found out that in the case of my uncle

:25:00.:25:02.

he had cancer on the one side and then it reappeared on the other

:25:03.:25:06.

side and obviously my father as well, so I think

:25:07.:25:10.

I didn't want to take any

:25:11.:25:12.

risks - hopefully I've got a few years left in me.

:25:13.:25:14.

Like Roy this will be the first time that Giles has met someone

:25:15.:25:18.

How are you? Hello Giles.

:25:19.:25:25.

Men aren't known for opening up to each other but the conversation

:25:26.:25:30.

I mean I found with me particularly I mean the lump

:25:31.:25:35.

was hidden away round the back, I only found it by poking

:25:36.:25:38.

and prodding because of the fact that I had a family history.

:25:39.:25:41.

Unlike Roy, Giles found a support group,

:25:42.:25:43.

and has been to many meetings, but he was still the only man there.

:25:44.:25:46.

Obviously they know me very well now but you are the oddball

:25:47.:25:49.

and sitting in a pub discussing reconstruction with 11 women

:25:50.:25:55.

is clearly for other people in the pub is something

:25:56.:25:57.

Are you happy to take your shirt off in public?

:25:58.:26:05.

I haven't taken my shirt off yet in majorly public places.

:26:06.:26:09.

Roy can empathise with Giles, because he also felt uncomfortable

:26:10.:26:13.

taking his shirt off in public and revealing his mastectomy scar.

:26:14.:26:16.

That is until he went on holiday to Tenerife.

:26:17.:26:18.

We went out on a boat trip and this chap across the way

:26:19.:26:26.

who was quite a young fit in his 20s sort of guy got up

:26:27.:26:30.

and he's only got one leg, he's just straight off the back

:26:31.:26:36.

of the boat into the water and I'm sitting here thinking 'wow'

:26:37.:26:40.

and all I've got is a scar, what's there to worry about?

:26:41.:26:43.

So off came the shirt ? boom, boom, boom, boom ? straight

:26:44.:26:46.

into the water, it was like a light bulb moment.

:26:47.:26:48.

And I don't see any difference in you,

:26:49.:26:53.

Hasn't detracted from my good looks love has it?

:26:54.:27:00.

Both men share concerns about how publicity focuses so much

:27:01.:27:06.

on women, so we're going to ask the charity Breast Cancer Now

:27:07.:27:09.

about their current study and if they're doing enough to tell

:27:10.:27:12.

What we find is that to resonate with the people

:27:13.:27:16.

who are affected by the disease in the thousands talking about women

:27:17.:27:19.

is more effective and helps us to get as much support for the cause

:27:20.:27:23.

as possible to raise as much money for research as possible

:27:24.:27:25.

and our research ultimately aims to stop men and women

:27:26.:27:28.

While the charity carries on its research and Roy will carry on

:27:29.:27:39.

spreading the word. I would like to see first

:27:40.:27:45.

and foremost more men actually taking it on board that they can

:27:46.:27:48.

get this disease. He's now got his brother

:27:49.:27:50.

checking himself as well. I don't know whether my son does

:27:51.:27:53.

or not but I know your brother does. I don't know, your cameraman,

:27:54.:27:56.

does he check himself? Now that's the bit where you see

:27:57.:27:59.
