revived. The flooding on Saturday cut rail links from the West Country | :02:43. | :02:48. | |
completely. It revealed how fragile our rail network really is. In | :02:49. | :02:56. | |
Dawlish trouble began on Tuesday afternoon with damage to the sea | :02:57. | :03:00. | |
wall. The line was not breached but there were predictions of a major | :03:01. | :03:06. | |
storm to come. Families nearby are used to rough seas but are not | :03:07. | :03:12. | |
prepared for this. I was looking through the glass door at the waves | :03:13. | :03:17. | |
coming over. They just came right over the roof. At 11pm, the police | :03:18. | :03:23. | |
told everybody, you have five minutes to pack a bag and go. It was | :03:24. | :03:30. | |
an eye`opener. Lucky nobody was killed. As sightseers arrived it was | :03:31. | :03:37. | |
clear that the nearest residents could not go home. Incredibly, one | :03:38. | :03:45. | |
couple had not left. Richard and heavy and held out until Wednesday | :03:46. | :03:47. | |
afternoon before taking the only route out. They cannot make you | :03:48. | :03:55. | |
evacuate. We took a reasoned decision that high tide had already | :03:56. | :03:58. | |
passed and there was not another one for 12 hours. There is an early | :03:59. | :04:05. | |
warning system of marine boys that monitor tide heights and storm | :04:06. | :04:16. | |
surge. `` buoys. Everything pointed to catastrophe. The man in charge | :04:17. | :04:21. | |
had never seen anything like it. We had the most severe warning we | :04:22. | :04:25. | |
received. We can clearly now see the implications. The residents were | :04:26. | :04:33. | |
taken to safety just in time. We have taken it for granted in the | :04:34. | :04:37. | |
last 15 years I have been here. But mother nature taught us a lesson. | :04:38. | :04:45. | |

Business leaders say they now need a bigger share. It is inexplicable | :05:25. | :05:33. | |
that there is a 21st`century modern railway system being planned whilst | :05:34. | :05:40. | |
other lines are being left dangling. You do not expect that spectacle in | :05:41. | :05:48. | |
a modern economy. Thursday, and this family have now spent two nights | :05:49. | :05:52. | |
away from home, desperate to know what is going on. We were told we | :05:53. | :05:58. | |
would get a daily update. We have not been given one today, that is | :05:59. | :06:06. | |
our worry. I am not going to cry. I was crying yesterday. Some refugees | :06:07. | :06:16. | |
are told they can go home. We were very nervous about the outcome of | :06:17. | :06:22. | |

payment in some cases. We would jump at the chance to have | :10:40. | :10:45. | |
our own four walls. East Devon council say that a top | :10:46. | :10:50. | |
priority is to provide affordable homes for families like this. But | :10:51. | :10:54. | |
they rely on special agreements with private developers to build. These | :10:55. | :11:02. | |
so`called section 106 agreements are legally binding contracts which mean | :11:03. | :11:06. | |
a certain number of affordable homes must be built on each new site. East | :11:07. | :11:13. | |
Devon has imposed a 40% target. But a change in the law is allowing | :11:14. | :11:17. | |
developers to strike some, or even all of those homes, off the drawing | :11:18. | :11:21. | |
board. That is what has happened here. It has been foisted on us by | :11:22. | :11:27. | |
government. Government changed the rules. Deputy leader Andrew moulding | :11:28. | :11:33. | |
says he is disappointed and angry that the last large site in the | :11:34. | :11:39. | |
town, now owned by Tesco, will have no new homes. We wanted homes for | :11:40. | :11:44. | |
local people, affordable, that they could rent, or part by, part rent, | :11:45. | :11:52. | |
which is a good scheme. But now we have lost the lot. With its enviable | :11:53. | :11:59. | |
position and a world Heritage Jurassic Coast, Seaton has long been | :12:00. | :12:05. | |
on the tourist map. What is now the Tesco site was once a holiday camp. | :12:06. | :12:10. | |
Enjoyed by thousands every year for more than 70 years. Today, Seaton's | :12:11. | :12:15. | |
main street has seen better days, with businesses struggling or shut. | :12:16. | :12:19. | |
So the town has been earmarked for regeneration. On this old factory | :12:20. | :12:25. | |
site a local firm hopes to build 90 homes. And just down the road is the | :12:26. | :12:30. | |
old holiday campsite, now Tesco's land. The store went up in 2011. Now | :12:31. | :12:38. | |
the rest of the land will be filled with a hotel and 222 new homes. | :12:39. | :12:45. | |
These two schemes once included a total of 101 social homes ` 65 here | :12:46. | :12:50. | |
and 36 at Seaton Quay. But now there will be none. Both developers used | :12:51. | :12:56. | |
the change in the law to argue that their schemes wouldn't be worth | :12:57. | :12:59. | |
their while building if they had to include any of those affordable | :13:00. | :13:02. | |
homes. The cost of making the sites ready was just too much. For Tesco, | :13:03. | :13:08. | |
costs escalated from ?9.5 million to more than ?12 million. Tonnes of | :13:09. | :13:14. | |
material had to be pumped here from a barge at sea to make the site | :13:15. | :13:21. | |
stable. But the process is so noisy that they were forced to change from | :13:22. | :13:25. | |
sand and gravel to just sand. So much sand, locals now call this | :13:26. | :13:33. | |
Tesco beach. Tesco told the council that despite this massive effort and | :13:34. | :13:37. | |
expense, the site would not be suitable for terraced or higher than | :13:38. | :13:39. | |
three`storey homes without prohibitively expensive piled | :13:40. | :13:42. | |
foundations and this cut the number of homes that could be built. House | :13:43. | :13:50. | |
prices had also dropped. Local councilor Stephanie Jones says Tesco | :13:51. | :13:54. | |
must have known the site was going to be costly when they acquired it. | :13:55. | :14:01. | |
I'm very disappointed because they knew from the outset they had to | :14:02. | :14:05. | |
raise the land levels and should have taken that into their equations | :14:06. | :14:08. | |
when they worked out their planning density. This would have been an | :14:09. | :14:22. | |
opportunity to provide affordable housing, not just for the town but | :14:23. | :14:27. | |
the district. We put it to Tesco that it should have known the site | :14:28. | :14:31. | |
would be costly to develop. It didn't address the point but told us | :14:32. | :14:34. | |
the homes that would be built would help meet housing needs and boost | :14:35. | :14:38. | |
the local economy. The companies involved in Seaton took their cases | :14:39. | :14:41. | |
to an independent assessor, the district valuer, who looks at | :14:42. | :14:43. | |
surveyors' reports and confidential financial forecasts. The council | :14:44. | :14:49. | |
says it has no alternative but to accept his decision. They concurred | :14:50. | :14:59. | |
with the Felix of the surveyor. `` feelings. They said it was unviable. | :15:00. | :15:07. | |
Affordable housing goes. There was nothing we could do. No appeal | :15:08. | :15:12. | |
procedure. What's happening here in Seaton is being repeated all over | :15:13. | :15:15. | |
the country. Using Freedom of Information requests, Inside Out has | :15:16. | :15:18. | |
calculated that in this region, more than 400 have already been | :15:19. | :15:22. | |
negotiated away. Indeed, the Government's own estimate is that | :15:23. | :15:25. | |
10,000 fewer social homes will be built around the country in the four | :15:26. | :15:28. | |
years the viability appeal window is open. The Government says that | :15:29. | :15:33. | |
renegotiating economically unrealistic agreements will bring | :15:34. | :15:35. | |
forward viable development and help deliver more affordable housing than | :15:36. | :15:42. | |
would otherwise have been the case. And it says that because of this, | :15:43. | :15:46. | |
the number of stalled sites is falling month on month. We are | :15:47. | :15:57. | |
standing looking across this field where this housing is proposed. | :15:58. | :16:03. | |
Richard May is overseeing this ?160 million plan for northern Plymouth. | :16:04. | :16:07. | |
Nearly 900 homes will be built in this valley, but with 69 fewer | :16:08. | :16:10. | |
social homes than the council wanted. The developers had | :16:11. | :16:13. | |
threatened to pull out if it had to build more. The council had to | :16:14. | :16:17. | |
concede. Because affordable homes are usually sold to housing | :16:18. | :16:20. | |
associations at less than market price, they can, he says, be the | :16:21. | :16:23. | |
difference between a builder making a profit or a loss. The sales price | :16:24. | :16:30. | |
is where you start. You take off those costs. The costs to build it | :16:31. | :16:36. | |
and the infrastructure. Developers usually aim for 20% profit before | :16:37. | :16:41. | |
paying those costs. You could say, why don't they take a 10% return? | :16:42. | :16:45. | |
But if they do that, they aren't making anything at all. And they | :16:46. | :16:54. | |
will not do it. It's common business sense, I suppose. In Seaton, Annika | :16:55. | :17:00. | |
and Adam check the website where all of Devon's available social homes | :17:01. | :17:05. | |
are advertised. There's 27. But we're not eligible for most of them. | :17:06. | :17:12. | |
There's none in Seaton. They're not alone. More than 1,500 households in | :17:13. | :17:15. | |
East Devon are chasing an affordable home. The council says it would take | :17:16. | :17:19. | |
at least 15 years to provide that many, even before the change in the | :17:20. | :17:25. | |
law. This week there was none in Seaton. The closest was Exeter and | :17:26. | :17:31. | |
that would mean changing schools and my job. Huge changes. It's something | :17:32. | :17:39. | |
I'm not prepared to do. My families and friends are here. It sounds side | :17:40. | :17:51. | |
but our dream is a council house. Or a housing association. At least then | :17:52. | :17:55. | |
it's a secure tenancy, a home for ten or 20 years, if we wanted it to | :17:56. | :18:03. | |
be. I don't live in a palace... I live in a row. I would love not to | :18:04. | :18:12. | |
have magnolia walls. After six years of privately rented operatives. I | :18:13. | :18:18. | |
want a home. East Devon Council has told Tesco it will claw back some | :18:19. | :18:22. | |
money if and when this site becomes profitable to use for families like | :18:23. | :18:25. | |
Annika's. After all, every little helps. | :18:26. | :18:37. | |
Union Street in Plymouth. Somewhere to dance and generally do ungodly | :18:38. | :18:48. | |
things. An unlikely location, you might think, for a religious | :18:49. | :18:51. | |
enterprise. Except this one, say critics, isn't without sins of its | :18:52. | :19:02. | |
own. Welcome to the pavilions! It might have the trappings of a rock | :19:03. | :19:06. | |
concert but this event is, in fact, a religious service. And it's in | :19:07. | :19:09. | |
downtown Devon. Our purpose is to broadcast the gospel. To share a | :19:10. | :19:17. | |
message of hope and Christian faith. We are very fortunate we have a | :19:18. | :19:21. | |
loyal viewer base around the world and a growing base in the South West | :19:22. | :19:26. | |
of England. It's a version of Christianity that looks and feels as | :19:27. | :19:30. | |
American as apple pie. But it's a message that'll soon be coming from | :19:31. | :19:34. | |
surprisingly close to home. From this old nightclub, in fact. Because | :19:35. | :19:39. | |
this place is now holy ground for the broadcasting phenomenon that is | :19:40. | :19:48. | |
God TV. The Pavilions event is part of the new building's consecration. | :19:49. | :19:52. | |
More than 1,000 people have turned up from all around the world. A | :19:53. | :20:01. | |
wonderful God laissez... `` bless you. God TV was set up by a husband | :20:02. | :20:06. | |
and wife team and broadcasts a range of religious programming 24 hours a | :20:07. | :20:15. | |
day. Such a welcome to our viewers. Much of it originates from the | :20:16. | :20:20. | |
United States. Reportedly, it includes Wayne Rooney among its | :20:21. | :20:29. | |
British viewers. God TV's main studio is in Jerusalem. But it also | :20:30. | :20:39. | |
has offices around here. The suburb of Linton. . And now they are in the | :20:40. | :20:45. | |
heart of the city, converting the former Union Street nightclub into a | :20:46. | :20:55. | |
Revival Prayer Centre. The plan is to beam regular services from here | :20:56. | :21:01. | |
around the world. Today, some of God TV's supporters are being shown | :21:02. | :21:03. | |
around as part of the consecration event. Father, we give you the glory | :21:04. | :21:11. | |
that the seasoning we will have the privilege to consecrate this space | :21:12. | :21:16. | |

To hoteliers, this visitation is the answer to their prayers. Thanks to | :21:21. | :21:25. | |

news for Plymouth. But not everyone is singing from the same hymn sheet. | :22:03. | :22:07. | |
Critics are uneasy about some of God TV's messages and their messengers. | :22:08. | :22:15. | |

lavish lifestyles. Back in 2007, Kenneth Copeland accepted his | :22:24. | :22:26. | |
ministry's new jet as a gift from God. Father, we receive it. We | :22:27. | :22:38. | |
receive it as a gift from on high. Some Christians take exception to | :22:39. | :22:41. | |
Copeland's style of televangelism. You have this whole manipulative | :22:42. | :22:44. | |
system, very slick, lots of media savvy types looking rather cool and | :22:45. | :22:48. | |
trendy but actually what this is all about is getting into your wallet to | :22:49. | :22:51. | |
help church leaders and make the church wealthy. Giles Fraser is a | :22:52. | :23:03. | |
parish priest in a part of London that experiences high levels of | :23:04. | :23:11. | |
deprivation. He objects to God TV giving a platform to those who | :23:12. | :23:14. | |
preach the so`called prosperity gospel that good Christians can | :23:15. | :23:21. | |
expect to become wealthy. I want to talk about a financial breakthrough. | :23:22. | :23:25. | |
The key is to believe that God wants you to be financially successful. | :23:26. | :23:33. | |
Would they say that of Jesus? He didn't drive a Porsche. He wasn't | :23:34. | :23:39. | |
demonstrating his wealth. The holy spirit has said something... He | :23:40. | :23:45. | |
says, he wants to show you how to prosper. Indeed, there was a great | :23:46. | :23:50. | |
renunciation of material prosperity and throughout the scriptures and | :23:51. | :23:54. | |
the early church there is a huge emphasis on the renunciation of | :23:55. | :24:02. | |
material prosperity. Despite such misgivings, back in Plymouth, God TV | :24:03. | :24:05. | |
is attracting a crowd most churches can only dream of. They've paid ?27 | :24:06. | :24:11. | |
each to see another controversial star of God TV, Pastor Benny Hinn. | :24:12. | :24:23. | |
We did not have the money so Brigid, a prophet, said we have to go. So I | :24:24. | :24:30. | |
telephoned Barclays for aim `` and overdraft. I phoned up Barclaycard | :24:31. | :24:35. | |
and they said yes, we will give you some money. What you put that down | :24:36. | :24:42. | |
to? We think God wants us to be here. We would love to have met Mr | :24:43. | :24:50. | |
Benny Hinn. But they said no. They also did not allow us to film | :24:51. | :24:57. | |
whatever Benny Hinn is about to do. They did provide us with edited | :24:58. | :25:03. | |
highlights. I believe that God will always be blessed... But aspects of | :25:04. | :25:07. | |
Benny Hinn's work have caused concern in the past. Independent | :25:08. | :25:11. | |
film`maker Antony Thomas spent a year following Hinn and his work. He | :25:12. | :25:15. | |
filmed him performing at what he calls his Miracle Crusades. Up to | :25:16. | :25:23. | |
the stage when I made that film, I was someone who said my prayers | :25:24. | :25:29. | |
every night. I was not a regular churchgoer but I think I could say I | :25:30. | :25:33. | |
was a committed Christian. It permanently, the experiences | :25:34. | :25:37. | |
apparently threw everything into doubt. She has never walked! Only | :25:38. | :25:45. | |
with these home`made crutches. Antony says that he followed up | :25:46. | :25:48. | |
seven people supposedly healed at Hinn's Miracle Crusades. I did not | :25:49. | :25:56. | |
find one single case of any cure. Not one. Benny Hinn is reported as | :25:57. | :26:01. | |
saying he never heals anyone but that his followers tell him they're | :26:02. | :26:05. | |
healed when they come on stage. We made several attempts to contact Mr | :26:06. | :26:09. | |
Hinn but received no reply. God TV says it offers its viewers a broad | :26:10. | :26:14. | |
range of Christian views. Some of its preachers may attract | :26:15. | :26:17. | |
controversy but what about the founders? Wendy and Rory Alec are | :26:18. | :26:22. | |
also known as Wendy and Rory Stephen. They are not sure who `` | :26:23. | :26:29. | |
not shy. They are often on`air, talking about the channel. But they | :26:30. | :26:33. | |
were shy of our cameras. They didn't want to be interviewed. It would | :26:34. | :26:37. | |
seem the prosperity gospel is working for them. They live in this | :26:38. | :26:43. | |
splendid mansion on the outskirts of Plymouth. But finding out more about | :26:44. | :26:50. | |
their financial affairs is tricky. Their finances are wrapped up in a | :26:51. | :26:53. | |
complex network of charities spread across the world. We can tell you | :26:54. | :26:57. | |
that the British charity's income for 2011`12 was more than ?7 | :26:58. | :27:00. | |
million, boosted by tax reclaimed from the Government on donations | :27:01. | :27:08. | |
made by UK taxpayers. We also know the Stephens were paid a total of | :27:09. | :27:12. | |
more than $300,000 that year by the US arm of God TV and that they've | :27:13. | :27:16. | |
also received a loan from the charity of $250,000 for what are | :27:17. | :27:21. | |
described as relocation expenses. A spokesperson for God TV told us that | :27:22. | :27:25. | |
nearly half that loan towards the Stephens' house has now been paid | :27:26. | :27:31. | |
off with interest. It would seem that God TV's financial house is in | :27:32. | :27:34. | |
order and that its founders live a modest lifestyle compared to some of | :27:35. | :27:43. | |
their star American contributors. Christians will continue to debate | :27:44. | :27:46. | |
the content of its programming. It's actually really important that | :27:47. | :27:49. | |
people can say things that offend me and annoy me and I really don't | :27:50. | :27:53. | |
like. And this offends me and it annoys me. Whether they should be | :27:54. | :27:57. | |
allowed to say it or not is a complicated question. But God TV | :27:58. | :28:00. | |
says it's going to carry on doing the Lord's work in Union Street. | :28:01. | :28:07. | |
This is the first facility that we have had a studio and a conference | :28:08. | :28:14. | |
venue to allow us to broadcast the particular type of live programming | :28:15. | :28:17. | |
our viewers around the world enjoy. The plan is to have the building | :28:18. | :28:21. | |
