Hello, I'm Ros Atkins, this is Outside Source. | :00:08. | :00:09.
The world is trying to agree how to respond to North Korea | :00:10. | :00:12.
There's condemnation from all sides - but compare and contrast | :00:13. | :00:17.
When a rogue regime has a nuclear weapons and an ICBM pointed at you, | :00:18. | :00:35.
you do not take steps to lower your guard. TRANSLATION: The peninsular | :00:36. | :00:39.
issue must be resolved peacefully. China will never allow chaos and war | :00:40. | :00:41.
on the peninsula. And the transgender model dropped | :00:42. | :00:44.
by L'Oreal for saying "all white people benefit from racism" | :00:45. | :00:48.
has spoken to the BBC. I did write two bookends to the | :00:49. | :00:57.
quote, talking about what people can do if they want to help, if they | :00:58. | :01:00.
want to help end racism. Obviously it was taken out of context. All | :01:01. | :01:03.
people saw was the angry middle bit. Plus BBC Arabic on the Islamic State | :01:04. | :01:05.
Group under pressure in Syria - and a BBC investigation | :01:06. | :01:08.
into IS recruitment in the UK. The American ambassador | :01:09. | :01:27.
to the United Nations, has urged fellow members | :01:28. | :01:29.
of the security council to take the strongest possible measures | :01:30. | :01:32.
against North Korea. China took a different view, | :01:33. | :01:34.
saying that it would "never allow A day after North Korea's most | :01:35. | :01:57.
powerful nuclear tests, the South displayed it might. Missiles were | :01:58. | :02:04.
launched from the ground and the air. It was a test run. South Korea | :02:05. | :02:08.
showing off how it could attack Pyongyang's nuclear site. This is a | :02:09. | :02:15.
strong reaction from a country that for months now has been desperately | :02:16. | :02:18.
trying to avoid conflict in the Korean peninsula. Across the sea in | :02:19. | :02:24.
Japan, the government gave worrying details about North Korea's latest | :02:25. | :02:25.
test. TRANSLATION: The evidence suggests | :02:26. | :02:35.
that the North conducted a hydrogen bomb test. The government had to | :02:36. | :02:39.
conclude the test was a success, considering the huge power is | :02:40. | :02:42.
generated. Pyongyang has successfully tested a weapon that | :02:43. | :02:46.
poses a grave threat to Japan's security. A hydrogen bomb is vastly | :02:47. | :02:53.
more powerful than the bomb that destroyed Hiroshima, and North Korea | :02:54. | :02:57.
says that is what its leader is looking at here. The country has | :02:58. | :03:04.
conducted six nuclear tests so far. But the pace has really accelerated | :03:05. | :03:10.
since Kim Jong-un came to power. In New York, at an emergency UN | :03:11. | :03:13.
Security Council meeting, the US lashed out at the North Korean | :03:14. | :03:20.
leader. Nuclear powers understand the responsibilities. Kim Jong-un | :03:21. | :03:24.
shows no such understanding. His abusive use of missiles and his | :03:25. | :03:31.
nuclear threats show he is begging for war. The people in South Korea | :03:32. | :03:34.
have dealt with the threat from the North for a long time now. But | :03:35. | :03:40.
perhaps never before has a nuclear test and multiple missile tests come | :03:41. | :03:44.
in such quick succession. Really ratcheting up the pressure on the | :03:45. | :03:49.
government here in Seoul and it's allies. This is America's latest | :03:50. | :03:54.
anti-missile system, designed to shoot down enemy rockets. It has now | :03:55. | :04:00.
been deployed in South Korea. The Allies might be able to defend | :04:01. | :04:04.
themselves against an attack. But no matter how much North Korea provokes | :04:05. | :04:08.
them, striking the country's nuclear base is not an easy option. This is | :04:09. | :04:16.
very important. North Korea will certainly retaliate and South Korea | :04:17. | :04:21.
will be the main victim of being sandwiched between the hardline | :04:22. | :04:30.
United States and North Korea. And so, for now, South Korea continues | :04:31. | :04:33.
to build up its arsenal, while hoping never to use it. | :04:34. | :04:39.
In the last couple of weeks we have talked a great deal about the Iraqi | :04:40. | :04:44.
government's efforts to reclaim the town of Tal Afar in the north-west | :04:45. | :04:50.
of the country, reclaim it from the Islamic State group. Last week they | :04:51. | :04:58.
said they had done that, and now we must turn attention to Syria. | :04:59. | :05:00.
This week in Syria, government forces there say they're closing | :05:01. | :05:02.
Half of it and much of the surrounding province | :05:03. | :05:06.
It's particular important to the group because its de facto | :05:07. | :05:10.
For more on this I've been speaking to Rasha Qandeel from BBC Arabic. | :05:11. | :05:19.
The Deir al-Zour battle is most probably more important than Raqqa, | :05:20. | :05:26.
because basically the SDF is closing the ammunition line on the way | :05:27. | :05:29.
The SDF being the Syrian Defence Force? | :05:30. | :05:32.
And it's closing the ammunition line in front of so-called Islamic State. | :05:33. | :05:41.
So if the battle is basically for the American forces | :05:42. | :05:43.
and the Syrian regime forces, and most probably the Syrian | :05:44. | :05:49.
opposition forces, that means that Islamic State, | :05:50. | :05:53.
so-called Islamic State, is defeated in Raqqa as well. | :05:54. | :05:59.
As we know, it is the capital for the caliphate of this organisation. | :06:00. | :06:04.
So the Deir al-Zour battle is essential for the organisation, | :06:05. | :06:08.
So we are in a strange situation where different countries | :06:09. | :06:14.
and different groups, who don't agree on lots of things, | :06:15. | :06:16.
And Deir al-Zour specifically is very important for all priorities. | :06:17. | :06:26.
From the West, for example, it's very important for the Syrian | :06:27. | :06:33.
regime, from the east it is important for the backed | :06:34. | :06:35.
opposition, by the umbrella of the American air force. | :06:36. | :06:47.
So they say, other people that are watching over this battle, | :06:48. | :06:51.
they say it is part of the bigger arrangements between | :06:52. | :06:55.
So, for example, if the Syrian regime is coming over the parts | :06:56. | :07:03.
the United States doesn't want the Syrian regime to come, | :07:04. | :07:06.
And if the opposition is going a little bit towards the west, | :07:07. | :07:13.
where it becomes the south of Syria, where it becomes Daraa, | :07:14. | :07:19.
it belongs a little bit to the territories where Jordan | :07:20. | :07:22.
and the South is affected, they might actually | :07:23. | :07:24.
Do you remember when we were talking about parts of the Madaya siege? | :07:25. | :07:37.
The humanitarian situation was catastrophic. | :07:38. | :07:41.
A few months ago we were saying that if the arrangement | :07:42. | :07:44.
between the United States and Russia is becoming complicated | :07:45. | :07:47.
in the south, this is actually the south-east. | :07:48. | :07:51.
So this is when you and I were talking a few months ago and saying | :07:52. | :07:55.
there might be a situation where it is going to become very | :07:56. | :07:58.
crowded on the ground, as it was crowded in the air, | :07:59. | :08:00.
and it is happening now in Deir al-Zour. | :08:01. | :08:08.
That have been a number of deadly terror attacks in the UK this year. | :08:09. | :08:14.
All of them have been claimed by the Islamic State group. This was the | :08:15. | :08:17.
Westminster attack when a car was driven into pedestrians. These are | :08:18. | :08:21.
pictures that came in on the evening of the London Bridge attack, when a | :08:22. | :08:24.
number of people were stabbed and a van was used as a weapon. A BBC | :08:25. | :08:30.
investigation has found that IS was trying to recruit people for attacks | :08:31. | :08:34.
in the same locations, and they were doing this back in 2016. This is | :08:35. | :08:41.
part of a report by the BBC London team, Inside Out. Reporters, posing | :08:42. | :08:49.
as teenagers, contacted recruiters and passed the information to | :08:50. | :08:52.
security forces as it was received. Here is a clip about a reporter | :08:53. | :08:57.
talking to a recruiter trying to convince into to attack London | :08:58. | :08:58.
Bridge in 2016. He was trying to persuade me to | :08:59. | :09:28.
carry out some attacks. He also gave me the option of doing it alone or | :09:29. | :09:36.
along with 18. -- along with a team. In December of last year, the same | :09:37. | :09:41.
recruiter directed our journalist to view explicit terrorist tutorials on | :09:42. | :09:45.
the Dark Web. One showed how to use a vehicle how to kill people. The | :09:46. | :09:50.
other showed how to use knives and home-made bombs for maximum impact | :09:51. | :09:55.
on people. Finally, there was a description of how to create a fake | :09:56. | :10:00.
suicide vest, and how it can be used to stop the police from attacking | :10:01. | :10:03.
you if you are standing next to civilians. | :10:04. | :10:06.
That clip was from BBC London Inside Out's investigation - | :10:07. | :10:10.
you can see bits of it online or the whole piece | :10:11. | :10:13.
Zack Adesina is from the team, earlier I asked him how hard | :10:14. | :10:21.
It was actually very easy at the time. | :10:22. | :10:30.
What they were doing was advertising themselves on Twitter and Facebook. | :10:31. | :10:35.
Once they had made contact with someone, or someone had | :10:36. | :10:37.
made contact with them, they then introduce | :10:38. | :10:39.
How quickly does the conversation escalate from general discussions | :10:40. | :10:53.
around Islamic State and its beliefs to the specifics of | :10:54. | :10:55.
Well, the longest time was four weeks. | :10:56. | :11:04.
What you have to realise is that they are texting insistently. | :11:05. | :11:06.
One of our reporters was receiving up to 24 messages a day. | :11:07. | :11:11.
Do you have any indication as to where these recruiters were? | :11:12. | :11:18.
We are aware that they were in Syria. | :11:19. | :11:20.
Some of them, in their attempts to groom our undercover reporters, | :11:21. | :11:25.
So they would film themselves in Syria. | :11:26. | :11:31.
We also know from other sources that they were in Syria. | :11:32. | :11:38.
Presumably, what we are learning here is that multiple attempts | :11:39. | :11:40.
were made to find people who would carry out the kind | :11:41. | :11:43.
Think you have hit it on the nail, that is exactly what the plans are. | :11:44. | :11:49.
What we have discovered is that they attempt to groom | :11:50. | :11:51.
several people at any time online, on social media sites. | :11:52. | :11:57.
We've also discovered from a psychologist that they use | :11:58. | :11:59.
So they have a certain trope, a way of pulling people in, | :12:00. | :12:12.
and it is a method they use almost like they shoot several places | :12:13. | :12:15.
and they only need one hits to get someone to carry out their acts. | :12:16. | :12:18.
I must ask, because people will be wondering. | :12:19. | :12:20.
Once you start engaging with people that are planning terrorism? | :12:21. | :12:24.
The law is that you should not engage, and anyone that does | :12:25. | :12:27.
is breaking the law and is breaking terrorism laws specifically. | :12:28. | :12:29.
We were in contact with the security services right from the beginning | :12:30. | :12:33.
and every single exchange we had with them was passed | :12:34. | :12:35.
Of course, the problem for them is how to identify one item as a red | :12:36. | :12:42.
alert as opposed to one that is a dud. | :12:43. | :12:46.
That is the difficulty that they have. | :12:47. | :12:56.
In a few minutes, I will play you how one transgender model who was | :12:57. | :13:02.
dropped by L'Oreal for saying all white people benefit from racism has | :13:03. | :13:03.
had to say about that decision. The policing Minister has told | :13:04. | :13:13.
the Police Superintendents conference that the Government | :13:14. | :13:15.
'is not deaf' to their concerns over Nick Hurd said in the light | :13:16. | :13:18.
of recent budget cuts he realised there was a limit to how much more | :13:19. | :13:23.
officers could do. A survey of superintendents found | :13:24. | :13:28.
half were suffering from work related anxiety and a quarter had | :13:29. | :13:31.
signs of depression. The Duke and Duchess of Cambridge | :13:32. | :13:36.
have announced they're The Duchess is again | :13:37. | :13:38.
suffering from a severe form of morning sickness - | :13:39. | :13:41.
as she has done with her previous pregnancies - | :13:42. | :13:44.
which meant she had to cancel Our royal correspondent | :13:45. | :13:46.
Nicholas Witchell reports. The Duchess of Cambridge last week, | :13:47. | :13:51.
with her husband and Prince Harry. No hint then of the announcement | :13:52. | :13:55.
of a third baby for Kensington Palace was forced | :13:56. | :13:58.
to disclose the pregnancy this morning because the Duchess had had | :13:59. | :14:02.
to pull out of a public engagement because of acute morning sickness, | :14:03. | :14:06.
the condition she experienced She's now resting | :14:07. | :14:08.
at Kensington Palace. According to the statement, | :14:09. | :14:14.
the Queen - opening the Queensferry Crossing | :14:15. | :14:16.
near Edinburgh this morning - and other members of | :14:17. | :14:18.
the Royal Family are The baby will be the Queen's sixth | :14:19. | :14:20.
great-grandchild and will be fifth It's more than four years | :14:21. | :14:25.
now since the birth This is an important week for him - | :14:26. | :14:33.
he is due to start at his new school in London, something his mother | :14:34. | :14:40.
certainly won't want to miss. The couple's second child, | :14:41. | :14:42.
Princess Charlotte, She's fourth in the line | :14:43. | :14:44.
of succession and she will retain that position even if the new baby | :14:45. | :14:51.
is a boy. On a visit by the Cambridges | :14:52. | :14:54.
to Poland a few weeks ago, Catherine joked about having another | :14:55. | :14:57.
baby when she was presented It didn't seem | :14:58. | :15:00.
significant at the time. Today, Prince Harry said | :15:01. | :15:06.
he was delighted at the prospect I haven't seen her for a while, | :15:07. | :15:08.
but I think she's OK. The news that there's to be a third | :15:09. | :15:21.
child for the Cambridges comes just as William is beginning full-time | :15:22. | :15:24.
Royal duties. Soon, the team of four | :15:25. | :15:26.
will become five. Kensington Palace hasn't said | :15:27. | :15:30.
when the new baby is due, but it must be assumed that it | :15:31. | :15:34.
will be around March of next year. The lead story is that the world is | :15:35. | :15:59.
continuing to try to fashion a response to North Korea's latest | :16:00. | :16:03.
nuclear test, but China and the US have very different ideas of how to | :16:04. | :16:04.
go about that. Colombia now - | :16:05. | :16:08.
and another significant step A rebel group called | :16:09. | :16:09.
the National Liberation Army or ELN We thank all of those | :16:10. | :16:13.
who backed our efforts to reach this This is the first time ELN | :16:14. | :16:24.
and the government have agreed It starts on October | :16:25. | :16:29.
1st and was announced TRANSLATION: It will come into | :16:30. | :16:38.
effect on October the 1st, initially That is to say until January | :16:39. | :16:43.
the 12th of next year. And it will be renewed, | :16:44. | :16:49.
depending on how the negotiations over the other | :16:50. | :16:52.
points continue and are fulfilled. That's why, during this period, | :16:53. | :16:55.
kidnappings, oil pipeline attacks and other hostilities | :16:56. | :17:02.
against the civilian There will be some people watching | :17:03. | :17:28.
that will know all about the FARC rebels, but not this group. Can you | :17:29. | :17:34.
tell us about them? Yes, ELN was formed at about the same time as the | :17:35. | :17:40.
FARC, strongly inspired by the Cuban revolution and they are strongly | :17:41. | :17:43.
Marxist. Another element that differentiates them from FARC is | :17:44. | :17:48.
that ELN has very close sympathies to the Catholic Church, because | :17:49. | :17:51.
Catholic priests were members of the group some time ago. That is the | :17:52. | :17:56.
difference between the two groups. What was it hoping to achieve, and | :17:57. | :18:00.
can we say it has achieved any of its goals? Well, the ELN has | :18:01. | :18:06.
achieved territorial control in some parts of the country. I have a map | :18:07. | :18:11.
behind me of the country. This area on the Pacific post has been in | :18:12. | :18:18.
control of ELN for quite some time. The area behind my head, the border | :18:19. | :18:22.
with Venezuela, has also been in their control. It is not full | :18:23. | :18:25.
control, they are constantly fighting with state forces, but they | :18:26. | :18:30.
are very strong in the area and they profit, or used to profit, until | :18:31. | :18:35.
this truce, from kidnapping, extortion and other means. So means | :18:36. | :18:41.
they say they don't use, but the government accuses them of using, | :18:42. | :18:45.
also profiting from drug trafficking and other illegal businesses such as | :18:46. | :18:53.
illegal gold mining. It is no confidence we have this announcement | :18:54. | :18:57.
just before the Pope arrives? That is exactly right. The visit has been | :18:58. | :19:01.
crucial. The ELN and the government have been pushing very hard to try | :19:02. | :19:06.
to figure out a way of reaching disagreement, this ceasefire, so | :19:07. | :19:10.
that they could announce it in the context of the Pope's visit. As I | :19:11. | :19:17.
said earlier, one key element is the close relationship and sympathy | :19:18. | :19:21.
between the ELN and the Catholic Church. Thank you very much for | :19:22. | :19:25.
taking us through that. We will be keeping a close eye on the Pope's | :19:26. | :19:30.
visit to Colombia. We have had live reports from Colombia, Texas and | :19:31. | :19:34.
also from Bangladesh. Next we are going to the BBC sports centre, to | :19:35. | :19:40.
speak to Nick. Lots of World Cup qualifiers going on ahead of Russia | :19:41. | :19:47.
next year. Over to you. Their goals flying in quick and fast. Germany | :19:48. | :19:58.
have thrashed Norway 6-0, although certainly guaranteeing top spot. | :19:59. | :20:06.
Azerbaijan out of it, the -- they showed real class to beat San | :20:07. | :20:19.
Marino. Top played bottom as Poland beat Khalistan 3-0. Lewandowski got | :20:20. | :20:26.
their third. They lost 4-0 to Denmark just days ago. There is a | :20:27. | :20:29.
real battle for second. England top their group by five | :20:30. | :20:45.
points after a 2-1 win over Slovakia at Wembley. Eric Dier and Marcus | :20:46. | :20:53.
Rashford with the goals. It leaves them within touching distance of | :20:54. | :20:57.
next year's World Cup. Slovakia stay in second spot. Scotland and | :20:58. | :21:02.
Slovenia also won and are locked on 14 points, each in third and fourth | :21:03. | :21:03.
respectively. Rafael Nadal made it through to the | :21:04. | :21:09.
US open quarterfinals for the seventh time in his career by | :21:10. | :21:15.
defeating his Ukrainian opponent. It was fast, just one hour and 41 | :21:16. | :21:19.
minutes from first serve to match point. The Spaniard won 6-2, 6-4, | :21:20. | :21:28.
6-1. He hasn't made the US open last eight since capturing the 2013 | :21:29. | :21:36.
title. Christina Pliskova and last year's runner-up, she needed just 60 | :21:37. | :21:42.
minutes to sweep past Jennifer Brodie. It is her third slam | :21:43. | :21:52.
quarterfinal. Star India has won the digital rights for the Indian | :21:53. | :21:56.
Premier League, paying $2.5 billion for a five-year deal. Sony was the | :21:57. | :22:03.
only other bidder. Facebook tried to pay $600 million for a five-year | :22:04. | :22:08.
deal to stream the matches online to India and other surrounding | :22:09. | :22:12.
countries, but missed out to Star. 14 companies made bids for different | :22:13. | :22:20.
elements, but the consolidated offer won all. The Mumbai Indians won the | :22:21. | :22:27.
2017 competition. Dave -- big-money flying around. | :22:28. | :22:31.
There is much more on the BBC sport app if you want it. | :22:32. | :22:36.
You may well have read about Munroe Bergdorf | :22:37. | :22:38.
She was was the first transgender model to appear in a cosmetics | :22:39. | :22:47.
But then she wrote a Facebook post where she argued that "all white | :22:48. | :22:51.
Once I posted it, it was drenched with alt-right | :22:52. | :23:03.
supporters, just people going at each other. | :23:04. | :23:05.
In the post I was extremely angry and frustrated. | :23:06. | :23:08.
I think we all were, about the Charlottesville attacks. | :23:09. | :23:11.
About Heather dying, and just the fact | :23:12. | :23:13.
that racism exists and we are not really doing anything to counter it. | :23:14. | :23:20.
I don't think people really understand what | :23:21. | :23:22.
I'm talking about all white people benefit from white privilege. | :23:23. | :23:27.
It stems from a society that was put in place | :23:28. | :23:35.
and built to benefit white people above any other race. | :23:36. | :23:41.
Race doesn't actually exist, it's a made up thing. | :23:42. | :23:43.
But the lighter your skin tone, the more privileges you will | :23:44. | :23:46.
For instance, if I'm a light skinned woman, I will have a | :23:47. | :23:50.
lot more social privilege and a dark skinned, black woman. | :23:51. | :23:53.
I did write two bookends to that original quote, | :23:54. | :24:00.
which actually talked about what people can do | :24:01. | :24:02.
if they want to help, if they want to help end racism. | :24:03. | :24:05.
But obviously it was taken out of context. | :24:06. | :24:07.
All people saw was the angry middle bit. | :24:08. | :24:09.
I think they have the opportunity to actually talk about | :24:10. | :24:15.
why we need diversity and talk about why | :24:16. | :24:20.
racism actually exists in the first place. | :24:21. | :24:22.
They can't hire somebody and expect them to keep their mouth shut | :24:23. | :24:28.
when it comes to inconvenient truths. | :24:29. | :24:34.
One bit of copy to show you before we end the programme, the National | :24:35. | :24:57.
hurricane Centre in the US says that Hurricane Irma has been upgraded to | :24:58. | :25:03.
a category four storm and is heading towards the Caribbean. | :25:04. | :25:06. |
