There is an "extremely challenging" financial | :01:50. | :01:53. | |
position for health boards, and the report warns many | :01:54. | :01:56. | |
are at risk of being unable to balance their books. | :01:57. | :02:03. | |
There is a growing population in Scotland and a population which is | :02:04. | :02:08. | |
getting older. We know that older people tend to need more health | :02:09. | :02:12. | |
care, particularly in the last years of their lives. We're also seeing | :02:13. | :02:16. | |
increasing cost pressures from the cost of the NHS workforce and we | :02:17. | :02:20. | |
have noticed particularly busy of prescribed drugs, new drugs being | :02:21. | :02:24. | |
available, more drugs being prescribed and the cost is really | :02:25. | :02:25. | |

than when we took office. The number of people working in the health | :06:28. | :06:30. | |
service is higher than when we took office in waiting times are lower. | :06:31. | :06:35. | |
Our NHS faces challenges but these challenges are not unique to | :06:36. | :06:38. | |
Scotland, they are challenges faced by health systems across the world. | :06:39. | :06:42. | |
But as the auditor general herself said this morning, when it comes to | :06:43. | :06:46. | |
facing up to these challenges, Scotland is performing well compared | :06:47. | :06:51. | |
to other parts of the UK. Willie Rennie of the Liberal Democrats | :06:52. | :06:59. | |

is not more work to be done but I am pointing to the progress that has | :07:21. | :07:24. | |
been made, progress we are now determined to build on. The First | :07:25. | :07:28. | |
Minister closed by saying that tough decisions were pending and Scotland | :07:29. | :07:33. | |
moved to transfer more resources from hospitals to community and | :07:34. | :07:39. | |
social care. And that might take more than a group hug to resolve. | :07:40. | :07:46. | |

boards are doing is trying to save money, ?500 million in this | :08:29. | :08:31. | |
financial year. That money gets ploughed back into the NHS in their | :08:32. | :08:35. | |
local areas. If they can use that money to redevelop immunity | :08:36. | :08:39. | |
services, then we can start to get onto this road of the 2020 vision | :08:40. | :08:46. | |
programme, the SNP government put out in 2011, and revamped earlier | :08:47. | :08:50. | |
this year. It is absolutely vital, the auditor general says, that we do | :08:51. | :08:53. | |
this because otherwise, the NHS is going to carry on continuing to cost | :08:54. | :08:59. | |

service and it is totally unacceptable that these workers from | :09:54. | :09:57. | |
Estonia are being paid way below the UK national minimum wage. The union | :09:58. | :10:04. | |
has launched an online petition highlighting their plight and | :10:05. | :10:06. | |
calling on the Scottish Government to stop the practice with publicly | :10:07. | :10:14. | |
funded contracts. SercoNorthlink was awarded the ?243 million Scottish | :10:15. | :10:19. | |
Government contract for six years in 2012. It operates three ferries and | :10:20. | :10:23. | |
tee cargo boats on the lifeline routes to the Northern Isles. But | :10:24. | :10:27. | |
the running of the tee cargo boats is outsourced to another company | :10:28. | :10:32. | |
which is based in Heysham. It pays the cruise on-board. But the | :10:33. | :10:38. | |
companies say under current legislation, the national minimum | :10:39. | :10:40. | |
wage is not applicable to the crews of these vessels will stop they say | :10:41. | :10:44. | |
the crew are deemed not to be ordinarily working in the UK. They | :10:45. | :10:49. | |
add that if the national minimum wage applied, it would place the | :10:50. | :10:54. | |
company at a serious disadvantage with its competitors. If they are | :10:55. | :10:57. | |
not receiving the minimum wage, that cannot be right, they are members of | :10:58. | :11:01. | |
staff, European citizens working in Scotland and they should be | :11:02. | :11:01. | |
staff, European citizens working in receiving the wages due to them. | :11:02. | :11:06. | |
That is an unacceptable situation. Transport Scotland will be in touch | :11:07. | :11:16. | |

Grampian say the mortuary is no longer used for family visits and | :16:29. | :16:33. | |
alternative arrangements are in place in Moray. But the White family | :16:34. | :16:38. | |
believe mortuaries should undergo more stringent inspections. | :16:39. | :16:42. | |
