Now on BBC News, Scotland Decides: Referendum Today, with Sarah Smith. | :00:00. | :00:22.
Tonight, the yes campaign pours scorn on a Westminster pledge | :00:23. | :00:28.
of more devolution. Cameron, Clegg and Miliband promise | :00:29. | :00:30.
extensive new powers for Holyrood if there's a no vote. | :00:31. | :00:33.
With a little help from a former Prime Minister. | :00:34. | :00:40.
Safer change, faster change, Sarah change, friendly change, better | :00:41. | :00:48.
change, is what we are proposing. The only guarantee of the powers we | :00:49. | :00:52.
need to create jobs, make sure we don't get Government we do not vote | :00:53. | :00:57.
for, is to vote yes. The NHS has been a key campaign | :00:58. | :01:03.
issue. Now a leaked document shows Scotland faces a funding gap. | :01:04. | :01:08.
We are at a fish market, hearing some sceptical views about both | :01:09. | :01:11.
sides of the campaign. Good evening from Glasgow. | :01:12. | :01:24.
With just two days left in the campaign, both sides have | :01:25. | :01:27.
been presenting alternative plans to give Scotland more power. | :01:28. | :01:29.
The leaders of the three main parties at Westminster signed | :01:30. | :01:31.
a pledge in this morning's Daily Record to give more powers to | :01:32. | :01:34.
Holyrood, if voters say no. The yes campaign called it | :01:35. | :01:36.
Project Panic, and insisted only independence can | :01:37. | :01:38.
guarantee Scots more power. In a moment, we'll be discussing the | :01:39. | :01:40.
day's stories with representatives from both campaigns. | :01:41. | :01:43.
But first, Gordon Brown has been taking centre stage once again | :01:44. | :01:46.
for the no campaign. This was his plea to voters when he | :01:47. | :01:47.
spoke in Clydebank this morning. You agree with us that solidarity is | :01:48. | :01:59.
more important than separation. If you agree with ask that cooperation | :02:00. | :02:02.
is better than conflict between nations. If you agreed with us that | :02:03. | :02:07.
sharing is the way forward for the future. Then, please, persuade all | :02:08. | :02:13.
your friends in these last vital 48 hours that the only way forward for | :02:14. | :02:19.
Scotland that is safe for change, fast change, Sarah change, | :02:20. | :02:24.
friendlier change, better change, is what we are proposing. A strong | :02:25. | :02:29.
Scottish Parliament but Scotland still part of the United Kingdom. | :02:30. | :02:30.
Thank you very much. Well, Ed Miliband visited Edinburgh | :02:31. | :02:34.
this afternoon to underline his commitment to more devolution. | :02:35. | :02:37.
But there were chaotic scenes at a shopping centre as the Labour | :02:38. | :02:42.
leader tried to meet voters. He was surrounded by crowds | :02:43. | :02:44.
of pro and anti`independence supporters and had to be ushered out | :02:45. | :02:48.
via a back door. Well, the yes campaign dismissed | :02:49. | :02:50.
the pledge from Westminster as a "last`minute desperate offer | :02:51. | :02:54.
of nothing". Our correspondent James Cook grabbed | :02:55. | :02:57.
a word with the Deputy First Minister Nicola Sturgeon | :02:58. | :02:57.
as she visited an engineering firm. The key of the campaign, and we are | :02:58. | :03:09.
now only two days away, then common sense and mutual economic interest | :03:10. | :03:13.
will replace the rhetoric from the no campaign. | :03:14. | :03:20.
We flee, more powers are on offer. A substantial and serious offer. | :03:21. | :03:24.
Scotland can have more powers. They do not tell us what powers they | :03:25. | :03:29.
are talking about. We have no guarantee these leaders who fought | :03:30. | :03:35.
to keep that option off the ballot paper, will deliver anything. The | :03:36. | :03:38.
only guarantee of the powers we need to protect our health service, | :03:39. | :03:43.
create jobs, make sure we do not get Government we have not voted for, is | :03:44. | :03:48.
to vote yes. And to keep control in our hands and not pass it to | :03:49. | :03:50.
Westminster. One of the pledges made today | :03:51. | :03:57.
by the three party leaders was to continue the Barnett Formula. | :03:58. | :04:04.
It gives Scottish voters more per head of public spending. In an | :04:05. | :04:10.
interview, the architect of the plan has said the formula should be | :04:11. | :04:13.
scrapped. I would want the formula scrapped. | :04:14. | :04:20.
It is grossly unfair, I never dreamt it would continue this length of | :04:21. | :04:24.
time. If the Government feel the Scots should have extra money for | :04:25. | :04:30.
any reason, then do it honestly, not by this subterfuge of a formula. | :04:31. | :04:33.
Some of the other stories on the campaign trail tonight: | :04:34. | :04:37.
The NHS in Scotland is facing a funding gap of more than ?400 | :04:38. | :04:40.
million, according to confidential papers passed to the BBC. | :04:41. | :04:42.
The Scottish Government says the paper is part | :04:43. | :04:44.
of regular discussions among NHS leaders to plan for the future | :04:45. | :04:47.
and that it will go on protecting and increasing the NHS budget. | :04:48. | :04:53.
The boss of the energy company which operates Scotland's two | :04:54. | :04:56.
nuclear power stations has told staff there's continuing uncertainty | :04:57. | :04:58.
about what independence would mean for the power sector. | :04:59. | :05:02.
The chief executive of EDF Energy says the company is not "policy | :05:03. | :05:05.
neutral" and it's his responsibility to defend its interests. | :05:06. | :05:08.
The Scottish Government says it has already set out its position | :05:09. | :05:10.
on the issues raised by EDF. Joining me from Aberdeen is | :05:11. | :05:20.
the former government adviser Christine Jardine who's now a | :05:21. | :05:22.
Lib Dem parliamentary candidate. And in Edinburgh is Andrew Wilson | :05:23. | :05:24.
who used to be a SNP MSP. Thank you both for joining us. | :05:25. | :05:34.
Christine, I have two ask about this intervention from Lord Barnett. The | :05:35. | :05:38.
sooner had the three parties could promised to continue the formula | :05:39. | :05:41.
than he has said it should be scrapped. | :05:42. | :05:48.
The Barnett Formula, the importance of that the three party leaders have | :05:49. | :05:52.
made clear that the formula will not be scrapped. The yes campaign said | :05:53. | :05:57.
it would be scrapped. What we have seen underlines what we have been | :05:58. | :06:03.
saying, the most positive way forward for Scotland is to | :06:04. | :06:06.
strengthen the Scottish Parliament, give us tax raising powers, welfare | :06:07. | :06:16.
powers, and everything that the yes campaign we need independent for, we | :06:17. | :06:21.
can have. Do you believe the Barnett Formula | :06:22. | :06:26.
will be retained with a no vote? All we know is there is enormous | :06:27. | :06:29.
pressure on budgets coming from London. We don't agree with the | :06:30. | :06:35.
approach that George Osborne is leading. Gordon Brown is supporting | :06:36. | :06:41.
this it would appear. We had a huge protest in Trafalgar Square on | :06:42. | :06:49.
privatisation of the NHS which would have a knock`on effect in Scotland. | :06:50. | :06:54.
What matters much more than outdated formulas is the powers we have to | :06:55. | :07:00.
take decisions for ourselves. People have 48 hours to the | :07:01. | :07:06.
referendum, and the Tories and Labour are promising not very much. | :07:07. | :07:12.
We had this in the last big referendum in 1979. | :07:13. | :07:15.
People are very cynical about it. The choice we face in 35 hours when | :07:16. | :07:22.
the polls open is, do we trust ourselves with the NHS and our own | :07:23. | :07:26.
budget and taxation, or do we had power to George Osborne? | :07:27. | :07:33.
Christine, is it too late to come up with this file to pledge more powers | :07:34. | :07:39.
for the Scottish Parliament? The NHS is completely devolved, the | :07:40. | :07:44.
Scottish Government does have power over the Scottish health service at | :07:45. | :07:48.
the moment. Those of us who have had direct contact with the health | :07:49. | :07:52.
service has spoken to people, here in Aberdeen, the difficulty of | :07:53. | :07:56.
attracting consultants to Aberdeen. There are problems with the NHS in | :07:57. | :08:00.
Scotland which the Scottish Government are responsible for and | :08:01. | :08:03.
not dealing with. As for these last`minute proposals, | :08:04. | :08:08.
it is not true. In October 2012, just after the Edinburgh agreement, | :08:09. | :08:15.
the Lib Dems produced a commission report. | :08:16. | :08:18.
It is only recently that the three main parties... Only today, on the | :08:19. | :08:25.
front page of the daily record. They have all signed this pledge | :08:26. | :08:29.
today. But the First Minister himself said last week that it was | :08:30. | :08:35.
not new, these proposals have been on the table since spring. The First | :08:36. | :08:40.
Minister Cotes say it is not new and Nicola Sturgeon came today it is | :08:41. | :08:44.
last`minute. It has been clear for several months the way we would move | :08:45. | :08:48.
forward is with new proposals, you powers, starting on September the | :08:49. | :08:53.
19th. We believe the things the UK has given us, positive things like | :08:54. | :08:57.
the NHS, like the BBC, need to continue. If you look at the White | :08:58. | :09:03.
Paper, Mr Salmond lists what he would like to keep. | :09:04. | :09:10.
So, why leave? On the NHS, a central plank of this campaign, Gordon Brown | :09:11. | :09:13.
said the SNP are simply lying about the consequences. Hollywood has all | :09:14. | :09:20.
the power it needs to protect the NHS. | :09:21. | :09:24.
I would like to hear from Christine how many of the proposals by Menzies | :09:25. | :09:28.
Campbell are included, I cannot see any. | :09:29. | :09:37.
It is a shame he feels he is able to say these things. Sir Harry Burns, | :09:38. | :09:42.
the Chief Medical Officer for Scotland, agrees with us for a yes | :09:43. | :09:48.
vote. The threat to the NHS in Scotland is grave as a result of the | :09:49. | :09:55.
budget consequences. What we have right now in the NHS in England are | :09:56. | :09:57.
people protesting in Trafalgar Square. Christine is right, we do | :09:58. | :10:05.
administer the NHS. We have increased the budget seven years in | :10:06. | :10:10.
a row, record spending this year, more nurses than ever before. | :10:11. | :10:14.
The pressure under us because of the consequential through the Barnett | :10:15. | :10:18.
Formula which they think is our salvation, that is very grave. I | :10:19. | :10:24.
have to respectfully suggest that he is completely wrong. Calling other | :10:25. | :10:28.
people liars is not what we would expect from a former panellist. | :10:29. | :10:35.
Templates `` tempers are running high. | :10:36. | :10:43.
It is true that if less money comes to Scotland, there is less money | :10:44. | :10:53.
available to spend on the NHS. I have been at meetings over the last | :10:54. | :10:59.
few months with the Yes Campaign, and they have said the Barnett | :11:00. | :11:03.
Formula was going to be scrapped and that would be a bad thing. And. | :11:04. | :11:07.
Today we have the party leaders saying it is not going to be | :11:08. | :11:11.
scrapped and suddenly, the Barnett Formula is a bad thing. This is | :11:12. | :11:17.
typical of what we are seeing, the shifting sands of what the Yes | :11:18. | :11:21.
Campaign are telling us. Not answering the questions. The three | :11:22. | :11:23.
party leaders have answered questions about the barn at formula. | :11:24. | :11:32.
`` the Barnett Formula. If the Yes Campaign would stop trying to divert | :11:33. | :11:37.
as from the actual issues and answered the actual questions the | :11:38. | :11:41.
Scottish people want and said, that would be a step forward. Tempers are | :11:42. | :11:46.
getting frayed and we need to see some reasonable discussion again. We | :11:47. | :11:51.
need to get away from government ministers being mobbed industry by | :11:52. | :11:55.
people. We need to get away from the angry scenes we have seen outside | :11:56. | :11:59.
the BBC. That is not good for any of us and it is bad for Scotland. We | :12:00. | :12:04.
need to get back to talking about where we want to go after the 18th | :12:05. | :12:09.
of September. Less than 36 hours to go until the polls opened. Scottish | :12:10. | :12:15.
waters are vital to the UK fishing industry. More than 80% of | :12:16. | :12:22.
Britain's total cat is landed in Scotland. What are the fishermen | :12:23. | :12:24.
making of all of this? What would you say the fishing | :12:25. | :12:40.
industry is like? We had the best of it. Do you believe the promises of | :12:41. | :12:53.
the politicians? No. Have they been knocking on your door? And I tell | :12:54. | :12:58.
them to get lost! What do you think of independence? There are some | :12:59. | :13:05.
positives? There are some positives. And negatives as well. A lot of | :13:06. | :13:27.
negatives. The positives... The SNP say they will make the fishing | :13:28. | :13:32.
industry a priority. They will promise anything. What about the | :13:33. | :13:43.
risks? The next generation, they will not be a fishing industry like | :13:44. | :13:47.
there was when I was younger. Most people are selling their boats. | :13:48. | :13:52.
