These are reflected in the Council for economic renewal that met last | :07:34. | :07:38. | |
week. We had a wide range of discussion on a number of issues on | :07:38. | :07:43. | |
that -- at back Council and concern was not expressed about Welsh | :07:43. | :07:47. | |
Government's attitude. There will be announcements in due course that | :07:47. | :07:51. | |
will show businesses in Wales we want to help them in difficult | :07:51. | :07:57. | |
times. First Minister, you say they were old concerns, but last week | :07:57. | :08:02. | |
your business minister lamented the fact that the capitalist system -- | :08:02. | :08:05. | |
of the capitalist system and extolled the values of Marxism. Do | :08:05. | :08:07. | |
you not think when you have the business and enterprise minister | :08:07. | :08:11. | |
talking on the floor of the Assembly in such terms that the | :08:11. | :08:15. | |
points I have what you are reinforced, and it alienates | :08:15. | :08:19. | |
business interacting with the government. What we hear from the | :08:19. | :08:25. | |
party opposite, redundancies in the public sector, records youth | :08:25. | :08:28. | |
unemployment, yet the party opposite does nothing. I can | :08:28. | :08:31. | |
guarantee the leader of the opposition this government will | :08:31. | :08:37. | |
help young people find work, unlike his party. First Minister as usual | :08:37. | :08:41. | |
you have not given one answer this afternoon, not one answer. Your | :08:41. | :08:44. | |
Business Minister has not made one statement to this plenary on the | :08:44. | :08:48. | |
cause of this government. It has not highlighted what you will be | :08:49. | :08:52. | |
doing to assist business other than playing Inter governmental | :08:52. | :08:59. | |
squabbles. I put two very valid points made by business about the | :08:59. | :09:02. | |
Welsh Government interacting. I have made a point about what the | :09:02. | :09:05. | |
minister for business said in the plenary. There is a perception | :09:05. | :09:10. | |
about them that this government is risk-averse and takes no listening | :09:10. | :09:15. | |
to the business sector in our community. Why were you not respond | :09:15. | :09:20. | |
to the questions I have put you and ensure your government fully | :09:20. | :09:23. | |
interacts with business in Wales when people are losing their jobs | :09:23. | :09:27. | |
up and down this country? He stands there is if his party has no blame | :09:27. | :09:32. | |
it all to be attached to it for this. Nothing to do with us, the | :09:32. | :09:38. | |
fact that carbon taxes will cost jobs in Wales, the feed in tariff | :09:38. | :09:41. | |
will cost jobs in Wales, nothing to do with the party opposite a tall. | :09:41. | :09:46. | |
We have schemes such as the Welsh jobs fund which will put 4000 young | :09:46. | :09:49. | |
people into training or apprenticeships every single year. | :09:49. | :09:52. | |
That will ensure we make up for the neglect we see from the UK | :09:52. | :10:02. | |

government. The leader of Plaid This is what Ed Miliband said last | :10:06. | :10:10. | |
night and I will quote him in the language spoken. The government | :10:10. | :10:15. | |
urgency -- her daily needs to get a plan for growth and jobs which will | :10:15. | :10:19. | |
put young people back to work -- urgently needs. And get the economy | :10:19. | :10:26. | |
moving. Do you agree? Yes. I had suspected you might agree with him, | :10:26. | :10:31. | |
and it would be difficult for you not agree. You have referred to the | :10:31. | :10:36. | |
fact that you are introducing a new scheme which will provide 4000 | :10:36. | :10:41. | |
opportunities for young people. The latest figures show an additional | :10:41. | :10:44. | |
5000 young people are out of work already, even at the current | :10:44. | :10:47. | |
economic climate, and the likelihood is that there will be | :10:47. | :10:51. | |
yet more again joining that you tomorrow, which will mean 50,000 | :10:51. | :10:57. | |
young people between 16-24 I took work. These could be the last | :10:57. | :11:01. | |
generation we saw in the Eighties and Nineties, seeing themselves in | :11:01. | :11:04. | |
the same situation with no hope of finding work, and in addition to | :11:04. | :11:09. | |
that scheme of 4000 apprenticeships, what are you going to do? There | :11:09. | :11:14. | |
will be a statement this week from the minister for enterprise and | :11:14. | :11:18. | |
business regarding the way forward for assisting businesses in Wales. | :11:18. | :11:24. | |
There will be a statement next week as regards a capital fund we have | :11:24. | :11:29. | |
for next year, and, of course, we have ensured that it is easier for | :11:29. | :11:35. | |
young people in Wales to study in keeping the further education | :11:35. | :11:40. | |
allowance, and also the Assembly's learning grant. Help which is not | :11:40. | :11:46. | |
available in England, of course. am very pleased that you appear now | :11:46. | :11:50. | |
to be responding to this crisis, which is a very real crisis in the | :11:50. | :11:56. | |
economy. I am sure you will have seen the price Waterhouse Coopers | :11:56. | :12:01. | |
report published today which makes the point that there are structural | :12:01. | :12:04. | |
problems and the Welsh economy, and that is why, of course, we have | :12:04. | :12:08. | |
published the economic renewal programme, because of the | :12:08. | :12:10. | |
structural problems facing the Welsh economy which are being | :12:10. | :12:13. | |
worsened because of the economic climate, particularly for young | :12:13. | :12:17. | |
people. We are seeing that the private sector is too small in | :12:17. | :12:22. | |
Wales and we must develop and grow that. The problem with that is that | :12:22. | :12:26. | |
it does demonstrate that Wales has a less attractive place to live | :12:26. | :12:30. | |
because of the structural problems in the economy, then, as well as | :12:30. | :12:37. | |
the long-term plans. Do you also acknowledge that we need short-term | :12:37. | :12:40. | |
solutions that will help the economy through the current | :12:40. | :12:46. | |
recession? And if we see that sort of thing, then are you willing to | :12:46. | :12:50. | |
review the one Wales programmes to see if there are lessons to be | :12:50. | :12:53. | |
learnt there? Of course we must ensure we are effective as we can | :12:53. | :13:00. | |
be, and in addition to the statement I have mentioned, �39 | :13:00. | :13:05. | |
million of funding is available after freezing council tax in | :13:05. | :13:10. | |

on closing that gap. In Wales, just one in five children on free school | :14:16. | :14:24. | |
meals, our poorest children, get five good GCSEs grade A *-C. | :14:24. | :14:27. | |
Society pays the price for educational failure. Three-quarters | :14:27. | :14:31. | |
of young offenders describe their academic attainment as Neil and | :14:31. | :14:34. | |
two-thirds of employers say schools do not equipped young people with | :14:34. | :14:38. | |
the skills they need for work, and one-third of those excluded from | :14:38. | :14:42. | |
school are involved in substance misuse. That is the long-term | :14:42. | :14:46. | |

in a particular way, or more money should be spent in a particular | :16:22. | :16:25. | |
area, then consideration should be given to read that comes from. | :16:25. | :16:30. | |
There is no money in reserve, money is moved from other parts of the | :16:30. | :16:33. | |
Budget, that is what is sensible, and that is what the Welsh people | :16:33. | :16:36. | |
expect, and we are more than happy to deal with the discussions we | :16:36. | :16:42. | |

private industry has made an enormous contribution tooth South | :17:20. | :17:26. | |
Wales East? Yes, and that has been the case for many years and we want | :17:26. | :17:33. | |

a plan? We're hoping to do that before Christmas, during this | :18:04. | :18:10. | |
Assembly term. I just got off the phone to a company that has been | :18:10. | :18:14. | |
providing solar panels to the people on fixed income, people on | :18:14. | :18:21. | |
low income, for free, because they are able to sell the energy that is | :18:21. | :18:27. | |
produced by renting the space above the roof of those people. They are | :18:27. | :18:35. | |
telling me that the impact of this tariff, four months before it was | :18:36. | :18:41. | |
meant to happen, is absolutely devastating green industries. I | :18:41. | :18:46. | |
just wonder what impact this is having on the environmental | :18:46. | :18:50. | |
programme? I think there is a serious threat to jobs as a result | :18:50. | :18:56. | |
of what was a Brentry decision and I would urge the UK government took | :18:56. | :19:00. | |
reconsider it. We would do what we can to ensure that this continues | :19:00. | :19:06. | |
as successfully as it has, and last Friday, the First Minister | :19:06. | :19:09. | |
announced �8.8 million to improve the energy efficiency of Welsh | :19:09. | :19:15. | |
homes and to stimulate the wild green economy. That would seek 550 | :19:15. | :19:20. | |
homes benefiting from energy generating technology through this | :19:20. | :19:23. | |
scheme and it would make sure jobs are made available to people that | :19:23. | :19:33. | |

need them. During your trip, Your recent trip to China, you | :19:34. | :19:38. | |
reaffirmed the arrangement that your predecessors signed there in | :19:38. | :19:43. | |
2006, given the relatively small size of Wales compared with this | :19:43. | :19:47. | |
Chinese city that is home to more than 28 million people, and a high | :19:48. | :19:51. | |
level of competition that Wales faces from other international | :19:51. | :19:55. | |

engage with some cities in China rather than overstretch ourselves | :20:25. | :20:31. | |
and spread too thinly. We have established a relationship through | :20:31. | :20:34. | |
a memorandum of understanding, a relationship with Beijing had we | :20:34. | :20:37. | |
would like to ensure that we maximise investment opportunities | :20:38. | :20:46. | |
in Wales. First Minister, a small and medium-sized enterprises are | :20:46. | :20:49. | |
critical to growth in the Welsh economy, but a number of smaller | :20:49. | :20:54. | |
businesses I have met with recently have identified difficulty in | :20:54. | :20:57. | |
accessing financial sources that are currently available as a | :20:57. | :21:04. | |
barrier to growth, and hinder their survival. I visited if the Otley | :21:04. | :21:08. | |
brewery which is a fantastic example of a Welsh brand with a | :21:08. | :21:12. | |
capacity to grow and its bottles are in the shop upstairs, but they | :21:12. | :21:16. | |
had to bottle those products by hand because of the lack of | :21:17. | :21:21. | |
bottling facilities of their own which requires a small investment. | :21:21. | :21:25. | |
Given that small and medium-size enterprises often lacks Special | :21:26. | :21:30. | |
Administrative resources to have bureaucratic have been applying for | :21:31. | :21:36. | |
government support, what we will you help these businesses and to | :21:36. | :21:39. | |
release money efficiently and quickly? I hope that it was | :21:39. | :21:46. | |

that planning helps businesses to flourish in this country and I | :22:48. | :22:52. | |
believe that you as First Minister have that ability to bring together | :22:52. | :22:55. | |
these various departments and I wonder what he would do to halt | :22:55. | :22:59. | |
that? I am not sure what planning consultation you were referring to, | :22:59. | :23:03. | |
but if you mean the one that will lead to the publishing of the new | :23:03. | :23:07. | |
Planning Bill, all ministers will have an interest in ensuring that | :23:07. | :23:12. | |
this bill is robust, as indeed will local authorities and other bodies | :23:12. | :23:20. | |
and the public in Wales. As with the previous question, I would like | :23:20. | :23:25. | |
to ask what proactive steps you as First Minister will be taking to | :23:25. | :23:29. | |
ensure that the wide range of relevant ministers contribute in a | :23:29. | :23:34. | |
full and considered wait to be discussions on reforming of the | :23:35. | :23:39. | |
