familiar with the key facts surrounding the tragedy of Gleision | :02:46. | :02:55. | |
last week. We now know that a four Miners were trapped by water. Three | :02:55. | :03:02. | |
Miners escaped. We also know that effort to rescue the remaining four | :03:02. | :03:07. | |
trapped were unsuccessful. The four Miners were Charles Breslin, David | :03:07. | :03:15. | |
Powell, Garry Jenkins and Phillip Hill. All were local. I know that | :03:15. | :03:20. | |
all members will join me in offering condolences to the | :03:20. | :03:24. | |
bereaved families. Our thoughts are with them and the wider community | :03:24. | :03:34. | |
:03:34. | :03:36. | ||
shares their loss. There was a time in our history where mining and | :03:36. | :03:43. | |
tragedies were sadly,. We have hoped that, of course, those events | :03:43. | :03:49. | |
were in the past. The incident is a tragic reminder of the dangers | :03:49. | :03:54. | |
associated with the mining industry. The police are leading the | :03:54. | :03:58. | |
investigation it in accordance with the work related deaths protocol | :03:58. | :04:04. | |
agreed with the police, the local authorities, and the Crown | :04:04. | :04:08. | |
Prosecution Service. The Health and Safety Executive is providing | :04:08. | :04:17. | |
technical support. It may be appropriate for them to take the | :04:17. | :04:22. | |
lead in the investigation. I expect a fault report into the causes of | :04:22. | :04:32. | |
:04:32. | :04:33. | ||
the tragedy to be published in due course. -- a full report. I would | :04:33. | :04:39. | |
like to pay tribute to the emergency services who worked at | :04:39. | :04:45. | |
personal risk are to search for the Miners. These include police, fire | :04:45. | :04:52. | |
and ambulance services and rescue services. Mining communities are | :04:52. | :05:02. | |
:05:02. | :05:05. | ||
traditionally close-knit and supportive to those in need. No one | :05:05. | :05:10. | |
can fail to have been impressed by the kindness shown by neighbours at | :05:10. | :05:18. | |
a time of need. I referred to the shared history of coal-mining which | :05:18. | :05:23. | |
still forms a powerful bond among communities in many parts of our | :05:23. | :05:30. | |
country. The tragedy at Gleision is a tragedy for Wales. Thank you | :05:30. | :05:34. | |
First Minister. There has been a great outpouring of grief from | :05:34. | :05:40. | |
around the world, and you will all have received a letter from the | :05:40. | :05:48. | |
Secretary of State for Wales. thank the First Minister for his | :05:48. | :05:54. | |
statement this afternoon? It is entirely appropriate than on our | :05:54. | :06:00. | |
first meeting, we, as a collective, come together to show and was | :06:01. | :06:07. | |
support and our strength as a country in dealing with such issues. | :06:07. | :06:11. | |
-- our support. In a world that is often it numbed with news about | :06:11. | :06:16. | |
deaths, it is something that is taken for granted that it is some | :06:16. | :06:23. | |
thing that happens somewhere else. But the events on Friday emphasised | :06:23. | :06:33. | |
:06:33. | :06:35. | ||
the consequences of a tragedy. I know the area very well. To | :06:36. | :06:40. | |
actually see the location of this Mine really was striking, because | :06:41. | :06:47. | |
it never occurred to me there was a Mine in that area. I'd paid tribute | :06:47. | :06:51. | |
to the excellent work that the emergency services under took on | :06:51. | :06:56. | |
behalf of all concerned in trying to bring a favourable outcome to | :06:56. | :07:06. | |
:07:06. | :07:07. | ||
this tragedy that happened last Thursday and Friday, and indeed, it | :07:07. | :07:13. | |
was enormous pride to see them working hand-in-glove with everyone | :07:13. | :07:18. | |
else to try and bring a satisfactory conclusion to this sad | :07:18. | :07:22. | |
events. The response we saw was a very Welsh response from the | :07:22. | :07:26. | |
community. One thing that Wales is exceptionally good that his | :07:26. | :07:29. | |
rallying around together and supporting people when they need | :07:29. | :07:34. | |
that support. I believe that only in Wales you would find that level | :07:34. | :07:40. | |
of community support and help. If I may pose two questions to you, | :07:40. | :07:47. | |
First Minister. Is there, in your mind, so fish and local support | :07:47. | :07:53. | |
from the local health board and local authorities to make sure the | :07:53. | :07:57. | |
families of the bereaved and survivors have the support they | :07:57. | :08:04. | |
require? -- sufficient local support. With time, adjustment can | :08:04. | :08:14. | |
:08:14. | :08:20. | ||
be made. Secondly, and you alluded to this, when the investigation's | :08:20. | :08:26. | |
conclusions are brought forward, the matters that relate to interest | :08:26. | :08:32. | |
in this Assembly, mainly around planning, you will bring a fault | :08:32. | :08:40. | |
statement to the splendour ring so members may have the opportunity to | :08:40. | :08:48. | |
obviously analyse and ask questions. -- to the plenary. I leave the | :08:48. | :08:58. | |

thoughts and prayers with the family -- families of the bereaved. | :09:07. | :09:15. | |
May I firstly thank the Minister for making the statement today? It | :09:15. | :09:19. | |
is entirely appropriate they should be a statement bearing in mind the | :09:19. | :09:29. | |
:09:29. | :09:31. | ||
huge tragedy that happened last Thursday and Friday. We had not | :09:31. | :09:38. | |
expected to see such a tragedy unfold. Miners losing their lives | :09:38. | :09:43. | |
underground. We were reminded just how dangerous working underground | :09:43. | :09:48. | |
continues to be, despite all the work that has been done over the | :09:48. | :09:56. | |
years and decades in making things as safe as possible. We, of course, | :09:56. | :10:00. | |
cannot imagine the pain felt by these families in losing a loved | :10:01. | :10:08. | |
one's been such an accident in the Gleision Colliery. But we sent our | :10:08. | :10:13. | |
regards to the family's. The whole community pulled together to | :10:13. | :10:18. | |
support the families, and that is testament to the spirited -- to the | :10:19. | :10:24. | |
spirit but exists in the local community. I was brought up in a | :10:24. | :10:33. | |
nearby valley, and a therefore the information I have of the spirit | :10:33. | :10:37. | |
that exists within the community became apparent in the hours | :10:37. | :10:42. | |
following the accident. I would like to pay tribute to those who | :10:42. | :10:47. | |
risked their lives in the search and rescue operation. While hope | :10:47. | :10:50. | |
existed that the men could have been found alive, they did | :10:50. | :10:55. | |
everything possible to reach them. And Wales is very proud of the work | :10:55. | :11:00. | |
they did. As the First Minister has said, the investigation into the | :11:00. | :11:10. | |
accident must go on. This will give the families and communities | :11:10. | :11:15. | |
answers to many of the questions they surely will have up. I am sure | :11:15. | :11:19. | |
the First Minister will agree we must not reach a hasty conclusions, | :11:19. | :11:24. | |
but we should all remain determined to learn that the lessons of this | :11:24. | :11:31. | |
devastating and tragic accident. One expert has reminded us already | :11:31. | :11:36. | |
that it is impossible to limit risks in working underground, or | :11:36. | :11:42. | |
working within the mining industry. Many of us in this Chamber may have | :11:42. | :11:52. | |
:11:52. | :11:56. | ||
relatives who have lost their lives and mining accidents. While mining | :11:56. | :12:03. | |
camp, and has been made safer, it cannot be made entirely safe. Will | :12:03. | :12:06. | |
the First Minister agree it is the job of government at all levels to | :12:06. | :12:11. | |
make sure that those risks are minimised and eliminated as far as | :12:11. | :12:17. | |
is humanly possible? As we have heard today, members of this | :12:17. | :12:23. | |
Assembly stand together as we mourn the loss of four Miners. We send | :12:23. | :12:28. | |
our condolences to their families. We cannot know their pain, but we | :12:28. | :12:33. | |
can do our utmost to stand by their sides. As the First Minister agreed | :12:33. | :12:37. | |
that the best tribute we can pay to their memory is to make sure that | :12:37. | :12:41. | |
when the investigation is complete, we stand determined to do our best | :12:41. | :12:46. | |
to make sure that for the next generation who venture into the | :12:46. | :12:56. | |
:12:56. | :12:58. | ||
bowels of the Earth to extract gold, mining is an even safer industry? | :12:58. | :13:03. | |
There will come a time for questions. There will come a time | :13:03. | :13:08. | |
for answers to be sought. It is natural that when we seek a tragedy | :13:08. | :13:13. | |
like this, people want to know how it happened. I don't believe that | :13:13. | :13:19. | |
time is upon us yet. I have listened carefully to the views of | :13:19. | :13:24. | |
the families, and they have asked to be left to grieve in peace. And | :13:24. | :13:29. | |
they must be allowed to do that. There will come at a time, of | :13:29. | :13:33. | |
course, when they need to be a full inquiry, and of course, should | :13:33. | :13:39. | |
there be any lessons from that inquiry that can be learnt by | :13:39. | :13:42. | |
organisations that are within the responsibility of the Welsh | :13:42. | :13:47. | |
government, then I will bring a statement before the Assembly in | :13:47. | :13:52. | |
order for questions to be asked. I joined with the Leader of the | :13:52. | :14:02. | |
:14:02. | :14:05. | ||
Opposition, off-course in expressing condolences. -- of cause. | :14:05. | :14:13. | |
We emphasise those words as possible. These were experienced | :14:13. | :14:20. | |
Miners. It is right to say they are risks with any job, but I don't | :14:20. | :14:25. | |
think anybody expected this tragedy to happen. There were many things I | :14:25. | :14:30. | |
thought I would have to deal with in the course of my role as First | :14:30. | :14:35. | |
Minister, but a mining accident was not one of them. We all believed | :14:35. | :14:38. | |
that mining accidents were a thing of the past, and not something we | :14:38. | :14:42. | |
would all have to face in the future, least of all the families | :14:43. | :14:52. | |
:14:53. | :14:56. | ||
Leader of the Welsh Liberal Democrats. Can I thank the First | :14:56. | :14:58. | |
Minister for his statement here this afternoon. | :14:58. | :15:02. | |
I thank the First Minister for the support that he's personally given | :15:02. | :15:06. | |
to the families during this very difficult time and the role that | :15:06. | :15:10. | |
you have played in recent days in providing that support. | :15:10. | :15:15. | |
May I, on behalf of the Welsh Liberal Democrats, join with you, | :15:15. | :15:19. | |
First Minister, in sending our sincere condolences to the families | :15:19. | :15:26. | |
of the men that have so tragically lost their lives. Also the best | :15:26. | :15:31. | |
wishes to the survivors of this horrific accident. I don't think | :15:31. | :15:40. | |
anybody here can begin to imagine the horror and pain suffered by | :15:40. | :15:47. | |
these families in the agonising hours following the knock at the | :15:47. | :15:52. | |
door. It's an horrific experience to lose anybody unexpected and in | :15:52. | :15:59. | |
accidental circumstances, but to have that dragged out over such an | :15:59. | :16:04. | |
extended period in the full glare of the spotlight of media attention | :16:04. | :16:09. | |
must only add to the difficulties of those families. Like you, I | :16:09. | :16:14. | |
would like to thank and pay tribute to all of those that did their | :16:14. | :16:19. | |
utmost in the most difficult of circumstances to bring a more | :16:19. | :16:25. | |
positive end to this horrific incident. The mine's Rescue Service, | :16:25. | :16:29. | |
the police, Fire Service and paramedics who worked tirelessly | :16:29. | :16:33. | |
and with great personal risk and strain to themselves to try and | :16:33. | :16:37. | |
bring those men home alive and their determination even when all | :16:37. | :16:43. | |
hope is lost, to bring those men home for their families. | :16:43. | :16:48. | |
I also think that everybody has been extremely touched by the | :16:48. | :16:53. | |
common humanity of the people of Pontardawe and the area in their | :16:54. | :16:58. | |
response to this. We often hear that in some ways our society and | :16:58. | :17:02. | |
communities have changed. This incident has demonstrated to us | :17:02. | :17:07. | |
that that common humanity and that feeling of belonging has not | :17:07. | :17:12. | |
changed in Welsh communities. It's as alive and well as as it has ever | :17:12. | :17:16. | |
been, and in the most difficult of circumstances, we often see the | :17:16. | :17:21. | |
best of human kind and we saw that in the response. I'm sure, the | :17:21. | :17:25. | |
ongoing support that that community will continue to offer to the | :17:25. | :17:29. | |
families, we will continue to see that. Now is not the time to be | :17:29. | :17:33. | |
able to give definitive answers as to what happened and why it | :17:33. | :17:38. | |
happened. You may be able to let the Assembly know when you expect | :17:38. | :17:42. | |
the reports and investigations to come to a conclusion and when you | :17:42. | :17:50. | |
may be able to come to this chamber to give us an update. In closing | :17:50. | :17:53. | |
today, Presiding Officers, I think maybe perhaps some people have | :17:53. | :17:57. | |
wondered why there has been this response to this specific incident, | :17:57. | :18:02. | |
indeed in recent moths we have seen other work place tragedies where | :18:02. | :18:05. | |
men and women have lost their lives while simply doing their job. This | :18:05. | :18:10. | |
is a reminder of our shared and collective history of our close | :18:10. | :18:14. | |
connections, all of us, to the mining industry, which has not so | :18:14. | :18:18. | |
very -- is not so very, very far away. My father was the first | :18:18. | :18:22. | |
person in his family not to have to go down the pit. It connects us all. | :18:22. | :18:26. | |
That's why we see the response that we have because it's a shared | :18:26. | :18:32. | |
reminder of our shared history and the fact that no man should have to | :18:32. | :18:36. | |
go to work, no matter what industry they're involved in, and not return | :18:36. | :18:45. | |
home safe to their families. There is no time scale yet on any | :18:45. | :18:50. | |
investigation. But of course, it's a matter for those authorities | :18:50. | :18:53. | |
who're responsible for conducting the investigation to do so. When | :18:53. | :18:57. | |
such a report is available, I'm sure that members, of course, will | :18:57. | :19:02. | |
take a deep interest in it. I think, if I may say, that the leader of | :19:02. | :19:06. | |
the Liberal Democrats, has outlined an important issue. There are so | :19:06. | :19:11. | |
many of us in this chamber who come from a mining background. I | :19:11. | :19:14. | |
represent the first generation of my family not to have any miners in | :19:14. | :19:19. | |
it for four generations. There were always men working underground in | :19:19. | :19:26. | |
my family for over a century. My position is no different from many | :19:26. | :19:32. | |
orthis is -- others. We know that mining still has the capacity to | :19:32. | :19:37. | |
touch the heart and strike a cord, not just within Wales, but around | :19:37. | :19:42. | |
the world. We saw the coverage of the tragedy from around the world, | :19:42. | :19:48. | |
messages came from around the world, of support for the families and the | :19:48. | :19:52. | |
community, and it's also true to say that the response of the local | :19:52. | :19:57. | |
community was astonishing in terms of the support they gave to those | :19:57. | :20:01. | |
families at a time of great trouble for them. It was something | :20:01. | :20:04. | |
mepblgsed to me when I visited the families at a very difficult time | :20:05. | :20:08. | |
on the Friday morning when they knew that one of the miners had | :20:08. | :20:12. | |
been killed. They didn't know which of the miners had been killed and | :20:12. | :20:19. | |
the other three families had yet to know. Of course, the news got more | :20:19. | :20:23. | |
difficult and tragic for them as the day went on. The one thing they | :20:23. | :20:27. | |
can be sure of, is that even at this difficult time, when they're | :20:27. | :20:31. | |
still at the very beginning of their grieving as families, that | :20:31. | :20:36. | |
they have so many people from within Wales and from around the | :20:36. | :20:40. | |
world who are standing shoulder-to- shoulder with them, who are | :20:40. | :20:50. | |
:20:50. | :20:53. | ||
thinking of them and certainly Thank you, Presiding Officer and | :20:53. | :20:58. | |
may I thank you First Minister for your statement and your presence in | :20:58. | :21:08. | |
the communities. The accident in the Gleision mine has been a | :21:08. | :21:11. | |
terrible blow for the community, for the families, for my | :21:11. | :21:14. | |
constituency and of course, wider than that. It's right that there | :21:14. | :21:20. | |
should be an investigation, but I agree with you that we must wait | :21:20. | :21:25. | |
for the results of that. This morning, I went to a comprehensive | :21:25. | :21:29. | |
school where two of the pupils, Alex and Scott, have lost their | :21:29. | :21:34. | |
father. To be amongstst the children and young people, it was | :21:34. | :21:39. | |
and did actually cheer me up because I believe, as far as the | :21:39. | :21:45. | |
school is concerned, the children and young people know how to | :21:45. | :21:49. | |
respond. I would like to reflect on the resilience of the families. It | :21:49. | :21:58. | |
was a very, very long wait in the community hall. The atmosphere | :21:58. | :22:05. | |
changed from hope to deeper and keeper anxiety and then to dread, | :22:05. | :22:08. | |
absolute dread. But still, you know, there was a little girl playing | :22:08. | :22:15. | |
with her toys on the floor of that hall. I think in latter years, we | :22:15. | :22:22. | |
have become more relaxed about the impact of pit tragedies. We are no | :22:22. | :22:27. | |
longer living daily with the fear of a mining tragedy. They had to a | :22:27. | :22:35. | |
degree become a thing of the past. This tragedy has, however, brought | :22:35. | :22:41. | |
back very painful memories to many of us. But those memories have also | :22:42. | :22:47. | |
brought a closeness to our communities. That was the way we | :22:47. | :22:55. | |
were. Carwyn, you've mentioned the cave rescue, the diverse mines | :22:55. | :23:00. | |
rescue, the mines rescue are familiar sights not very long ago | :23:00. | :23:04. | |
within our communities, but I think it did bring a real toy the | :23:04. | :23:08. | |
situation to see them there once again. The Fire and Rescue Service, | :23:08. | :23:14. | |
the police and the ambulance, all of them had families of their own | :23:14. | :23:20. | |
thinking about them. The WRVS, the Red Cross, social services, | :23:20. | :23:26. | |
individuals and businesses, a community spirit of support has | :23:27. | :23:33. | |
been very real and abiding in this part of the Neath constituency. | :23:33. | :23:39. | |
We think of the tragic death of the little boy and we also remember the | :23:39. | :23:46. | |
dreadful murder of Catherine and Ben Mullaney. Support for the | :23:46. | :23:50. | |
families of the Gleision Miners, the miners who lost their lives, | :23:50. | :23:55. | |
the three who are able to escape, one of which, of course, is being | :23:55. | :24:02. | |
treated for his injuries in hospital, is local and widespread. | :24:02. | :24:08. | |
I'm sure, First Minister, that you agree with me that we must now | :24:08. | :24:15. | |
offer our support and our condolences, our sympathies, and we | :24:15. | :24:25. | |
:24:25. | :24:27. | ||
must also now respect the need of I listened carefully, of course, to | :24:27. | :24:31. | |
what Gwenda Thomas said, and she was one of those who spent much | :24:31. | :24:35. | |
time with the families over the very difficult experience that they | :24:35. | :24:42. | |
were going through on Thursday and Friday. She mentioned the mine and | :24:42. | :24:47. | |
cave rescue teams. There is one comment that I remember vividly | :24:47. | :24:52. | |
from the Friday. I went to thank the mines rescue team that was made | :24:52. | :24:58. | |
up in the main of men who worked in the drift mine in the Neath Valley. | :24:58. | :25:02. | |
I thanked them for the work they were putting in. One of them said | :25:02. | :25:06. | |
to me "it's not a question of being thanked, there's a man down there | :25:06. | :25:10. | |
who's 6 years old, if he's prepared to two down there and work at 62, | :25:10. | :25:16. | |
then I'm prepared to find him and I'll carry on until I do find him." | :25:16. | :25:21. | |
for me, that summed up, in a few very short sentences, the | :25:21. | :25:27. | |
determination of the mines rescue teams and all the other people | :25:27. | :25:33. | |
there who put so much effort into finding the men. | :25:33. | :25:37. | |
Could I also take this opportunity to thank the First Minister and | :25:37. | :25:40. | |
everyone else who's made contributions today. The tragic | :25:40. | :25:42. | |
events of last week I think are something we all find quite | :25:43. | :25:48. | |
difficult to talk about. Everyone was stunned and saddened by the | :25:48. | :25:51. | |
unexpected turns at the Gleision mine on Thursday and Friday. The | :25:51. | :25:56. | |
villages of the Swansea and Neath Valleys have responded with warmth, | :25:56. | :26:00. | |
generosity and unity. That may come as no surprise because these are | :26:00. | :26:05. | |
places where the word "community" still means something and where | :26:05. | :26:08. | |
friendships with neighbours and friends is a part of every day life. | :26:08. | :26:15. | |
The wider world has been inspired by that to express its own regret | :26:15. | :26:19. | |
and sympathies. However we've all been affected by this terrible news, | :26:19. | :26:23. | |
there are four families who're experiencing this as an intensely | :26:23. | :26:26. | |
painful and completely personal tragedy, four family who is're to | :26:26. | :26:30. | |
endure the inerm nabl wait for information, knowing that events | :26:30. | :26:33. | |
were unfolding before cameras and microphones and who finally faced | :26:33. | :26:37. | |
the worst of truths. So I pay tribute to those families. They | :26:37. | :26:42. | |
were kind enough to speak, not only to all of their friends, but to | :26:43. | :26:45. | |
strangers who came with little to offer but words. How many times | :26:45. | :26:50. | |
must they have had to suspend their anxiety to put others at ease | :26:50. | :26:55. | |
during the 36 hours or so? dignity has been humbling and a | :26:55. | :26:58. | |
privilege to witness. It's the very least we can do for the families | :26:58. | :27:03. | |
and for the survivors and their families to allow them to privacy | :27:03. | :27:06. | |
they've asked for. The work of the miners and the | :27:06. | :27:09. | |
emergency and rescue services remind us that people risk their | :27:09. | :27:13. | |
lives for us and for others and we take it for granted. I joined in | :27:13. | :27:17. | |
the tributes to the courageous team who is put themselves in danger | :27:17. | :27:22. | |
last week. No more could have been asked for them. Our contribution to | :27:22. | :27:26. | |
healing of these wounds and I hope the First Minister agrees, is to | :27:26. | :27:30. | |
insist on improvements to safety procedures. If we can make life | :27:30. | :27:35. | |
safer for rescue services, we must do so. With increased interest in | :27:35. | :27:38. | |
the south-east coalfield, we must make life easier for those who | :27:38. | :27:41. | |
extract fuel. It will not help to dwell in the past, this a failing | :27:41. | :27:44. | |
of today, a clear and present danger and one which must not | :27:44. | :27:49. | |
become part of our future. I hope that the health and safety | :27:49. | :27:51. | |
investigation will give the families the answers they need and | :27:51. | :27:56. | |
I hope that they direct us on the best way to improve safety in this | :27:57. | :27:59. | |
inherently dangerous industry. Thank you. | :27:59. | :28:06. | |
There must be answers, of course, but it's important not to speculate | :28:06. | :28:10. | |
on what happened, ve even though it's perfectly natural to seek | :28:10. | :28:14. | |
answers and to seek answers quickly. There must be a full investigation, | :28:14. | :28:18. | |
all the appropriate authorities are involved in that investigation and | :28:18. | :28:23. | |
it's important that we wait to find out what that investigation | :28:23. | :28:28. | |
revealles in order to ensure that if there are lessons to be learned, | :28:28. | :28:35. | |
that that happens -- reveals in order to ensure. Thank you for | :28:35. | :28:39. | |
