post-traumatic stress disorder? have reaffirmed the programme to | :01:38. | :01:44. | |
veteran health care last week. Our specialist health and well-being | :01:44. | :01:51. | |
service is unique in the UK and we are continuing to work to make sure | :01:51. | :01:56. | |
that the health needs of veterans are being met. Last year, the local | :01:56. | :02:01. | |
health boards got half �1 million to make sure they were employing an | :02:01. | :02:05. | |
experienced clinician to help in treating Armed Forces that runs in | :02:05. | :02:09. | |
Wales suffering from mental health problems, can you provide an update | :02:09. | :02:15. | |
on if this funding has been and is being used to provide expert care to | :02:15. | :02:20. | |
veterans and importantly their families also. That was part of the | :02:20. | :02:29. | |
ring fence allocation. I can show that reports have improved with the | :02:29. | :02:37. | |
waiting time falling. The average referral to treatment time is now 71 | :02:37. | :02:42. | |
days, so the money is part of the health and well-being ring fence and | :02:43. | :02:52. | |
we are seeing the times are dropping. I know that you will agree | :02:52. | :02:56. | |
in assessing the delivery of any health service, you have to assess | :02:56. | :03:01. | |
the needs and assess the effectiveness of that delivery. What | :03:01. | :03:04. | |
is the Welsh government is doing where previous answers we have | :03:04. | :03:08. | |
received from the ministers have said that the Welsh governance does | :03:08. | :03:12. | |
not hold information on ex-forces personnel that might fall into this | :03:12. | :03:17. | |
category in Wales, and where I have been able to tell him under freedom | :03:17. | :03:23. | |
of information that I believe 24 service user feedback forms were | :03:23. | :03:27. | |
received by the service, but analysis is the Welsh government | :03:27. | :03:32. | |
undertaking to make sure the effective targeting is being met per | :03:32. | :03:42. | |

a charity in Bridgend that have come up with a scheme with various | :04:09. | :04:13. | |
different agencies in health, social care and education in order to put | :04:13. | :04:20. | |
before the government ideas and to facilitate and help people in this | :04:20. | :04:24. | |
situation. Would you be willing to meet with this charity to discuss | :04:24. | :04:27. | |
how they can involve themselves in how the government is doing in this | :04:27. | :04:35. | |
important sector? It's depends who they are. As a charity, there are a | :04:35. | :04:38. | |
number of charities in this area and there are approximately 400 | :04:38. | :04:47. | |
charities at present dealing with ex-military people. Of course, it is | :04:47. | :04:52. | |
very important that we know who these people are to give you a firm | :04:52. | :04:59. | |
answer on whether I can meet them. What discussions have you had with | :04:59. | :05:07. | |
the UK government on devolution of the energy consensus in Wales. | :05:07. | :05:15. | |
a meeting in February. I had a meeting with developers of a marine | :05:15. | :05:21. | |
energy scheme. They have a figure of over one megawatt, it is an offshore | :05:21. | :05:25. | |
project and they would be considered in Westminster. It creates | :05:25. | :05:29. | |
uncertainty within the developers and could lead to people not | :05:29. | :05:35. | |
investing in Wales. Can we provide an equal footing between onshore and | :05:35. | :05:37. | |
offshore footings and transfer applications from Welsh water to | :05:37. | :05:45. | |
Welsh government? We made this points to the UK government and this | :05:45. | :05:52. | |
is a matter for the silk commission and we have provided energy and | :05:52. | :06:00. | |
evidence and we hope that there will be a sensible outcome. If you are | :06:00. | :06:04. | |
looking to centralise energy power with the Welsh government, I am | :06:04. | :06:09. | |
interested in the issue of capacity. The new permanent secretary is very | :06:09. | :06:13. | |
conscious about the need to develop skills within his department, | :06:13. | :06:18. | |
particularly commercial skills with law, energy, economics and contract | :06:18. | :06:25. | |
negotiation. He is also piloting outsourcing policy-making work, what | :06:25. | :06:28. | |
aspect of this capacity have you examined in developing your business | :06:28. | :06:36. | |
case and how much will developing this capacity cost? We already have | :06:36. | :06:40. | |
officials in place. I do not know what he means about centralising | :06:40. | :06:46. | |
powers that are already centralised in London. We have to have a level | :06:46. | :06:50. | |
playing field with Scotland. Scotland has a proper executive | :06:50. | :06:56. | |
control with energy consenting and it has renewable obligation | :06:56. | :07:01. | |
certificates which gives a planning advantage. Winces at a disadvantage | :07:01. | :07:07. | |
compared to Scotland and Northern Ireland. -- Wales is at a | :07:07. | :07:13. | |
disadvantage. Plaid Cymru has been calling for these powers and is | :07:13. | :07:17. | |
committed to having these powers devolved. You have said that you | :07:17. | :07:22. | |
made AIDS and applications ad nauseam to this government. Can you | :07:23. | :07:25. | |
explain if you made these bids to the last Labour government and why | :07:25. | :07:34. | |
were these powers not devolved at that point? Yes, this kid has been | :07:34. | :07:41. | |
made to applications of all colours and now we have a process and part | :07:41. | :07:45. | |
two of the commission and we hope that the commission will consider | :07:45. | :07:50. | |
this commission in making sure that Wales is on the same footing as | :07:50. | :07:55. | |
Scotland and Northern Ireland and England. Now, questions for the | :07:55. | :08:01. | |
party leaders and first the leader applied Comrie, Leanne Wood. Last | :08:01. | :08:05. | |
week is built to a recently retired experienced former Chief ambulance | :08:05. | :08:11. | |
worker who joined the service in 1979 and he said that staff are | :08:11. | :08:15. | |
overstretched and do not have time to train and that was confirmed by | :08:15. | :08:19. | |
the report reduced this morning. This has been highlighted as an | :08:19. | :08:25. | |
issue on the ambulance services own risk register for quite some time. | :08:25. | :08:31. | |
Will you agree with applied Comrie that better workforce planning would | :08:31. | :08:34. | |
improve the experience and save lives? -- would you agree with | :08:34. | :08:42. | |
applied Comrie. We will take in to account this issue when assessing | :08:42. | :08:50. | |
the way forward. Another reason is a lack of accountability and | :08:50. | :08:54. | |
communication between different parts of the health service and much | :08:54. | :08:59. | |
could be approved by separating patient transport from emergency | :08:59. | :09:03. | |
services and by improving integration. Real integration would | :09:03. | :09:08. | |
involve a national emergency service, which is locally or | :09:08. | :09:11. | |
regionally delivered, including the police and the fire services. Is | :09:11. | :09:18. | |
that a model you would be prepared to consider? The ambulance service | :09:18. | :09:24. | |
already follows this model, there would need to be a national file | :09:24. | :09:28. | |
service and a national police service of Wales rather than for | :09:28. | :09:32. | |
different police services, that would certainly take some planning. | :09:32. | :09:37. | |
But in principle, it would make sense to make a nationally provided | :09:37. | :09:42. | |
service that is integrated. We see the control centre in Saint Asser | :09:42. | :09:51. | |
for either is this integration of services. Thank you for that | :09:51. | :09:57. | |
answer. It might not be a perfect measure, but the eight minute | :09:57. | :10:03. | |
arrival target has been missed and not a single local area reached 65% | :10:03. | :10:09. | |
target. I am living, just 42.1% of ambulances arrived in the target | :10:09. | :10:14. | |
time. These figures are worse not in rural areas but across the valleys. | :10:14. | :10:21. | |
Merthyr Tydfil has 43%, Caerphilly has 43%, or gent has 45%. Targets | :10:21. | :10:30. | |
are one thing, but outcomes are more important. Can you say that response | :10:30. | :10:33. | |
times will be improved by removing casualties services serving the | :10:33. | :10:41. | |
valleys? If somebody has a problem with a head injury, they are taken | :10:41. | :10:45. | |
to one hospital, if somebody has a problem with burns, they are taken | :10:45. | :10:49. | |
to another hospital, not their nearest casualty unit, they go to | :10:49. | :10:55. | |
read the best treatment is available. In relation to response | :10:55. | :10:58. | |
times, there is a need for improvement. I know the Minister is | :10:58. | :11:03. | |
examining a number of issues in how this can be done. Now, the leader of | :11:03. | :11:11. | |
the opposition. I am sure you would like to join me in congratulating | :11:11. | :11:14. | |
the excellent Welsh representation in the British and Irish Lions | :11:14. | :11:19. | |
announced this morning. From a small country to have 15 players and the | :11:19. | :11:22. | |
captaincy and the Welsh coach provided, that would be a really | :11:22. | :11:28. | |
exciting summer of sport for everyone on the shoulders and I'm | :11:28. | :11:32. | |
sure we send out our congratulations. -- everyone on | :11:32. | :11:38. | |
these shores. Can you indicate what importance you attach to setting | :11:38. | :11:41. | |
government targets and in particular organisations that provide these | :11:41. | :11:47. | |
services meeting these targets? would also like to wish the best of | :11:47. | :11:53. | |
luck to the Lions rugby team, they travel to Australia. They usually do | :11:53. | :11:58. | |
better when there is a larger Welsh contingent. In targets, we have an | :11:58. | :12:05. | |
indicator that is made available in report shortly. One of the issues is | :12:05. | :12:09. | |
that all of the government targets, all of the key targets that were | :12:09. | :12:13. | |
released last week in cancer treatment, accident and emergency | :12:13. | :12:18. | |
and ambulance, they were missed, and missed by a country mile. If you | :12:18. | :12:23. | |
take a cancer access, that has not been hit once since 2008, and access | :12:23. | :12:29. | |
to accident and emergency, that has not been hit since 2009. This is the | :12:29. | :12:32. | |
second anniversary of you being in government, and in fairness to your | :12:32. | :12:42. | |
:12:42. | :12:42. | ||
good self, you outlines that in your fourth assembly term, it would be | :12:42. | :12:46. | |
about delivery, but in these key indicators, you're not meeting | :12:46. | :12:51. | |
targets, does that mean that the first two years had been a failure | :12:51. | :12:56. | |
in delivery on behalf of the government? There had been financial | :12:56. | :12:58. | |
pressures imposed by the UK government, so the have been | :12:58. | :13:04. | |
difficulties in delivering the way we would want. But the help Minister | :13:04. | :13:09. | |
is examining the current budgets and he will want to improve the figures. | :13:09. | :13:16. | |
-- the health minister. You have constantly referred to the UK | :13:16. | :13:20. | |
government when I asked you on health issues, that cannot be an | :13:20. | :13:27. | |
acceptable way to respond for issues that you have direct control over. | :13:27. | :13:31. | |
These are your own government targets, set by yourself, and in | :13:32. | :13:35. | |
fairness, I paid credit. At the start of the fourth assembly, you | :13:35. | :13:39. | |
said this government would be about delivery and you set up a delivery | :13:39. | :13:45. | |
unit that you were responsible for. I gave you three targets that your | :13:46. | :13:49. | |
government has set, and onto targets, you have not hit them for | :13:49. | :13:55. | |
up to five years. If you cannot hit those targets, how can you say that | :13:55. | :13:59. | |
your government has been a success, and if you are not hitting those | :13:59. | :14:04. | |
targets, it it's time to re-evaluate your delivery so that in the next 12 | :14:04. | :14:07. | |
months, the people of Wales could have the services delivered that | :14:08. | :14:17. | |
they so rightly depend on demand? spoke at the party conference and | :14:17. | :14:21. | |
they spoke about nothing but Wales even though they came from elsewhere | :14:21. | :14:26. | |
in the UK. Everybody spoke about Wales, the Secretary of State spoke | :14:26. | :14:29. | |
about Wales, they spent a lot of time criticising the Welsh | :14:29. | :14:33. | |
government, but that is fair, equally they will get criticism back | :14:33. | :14:39. | |
on what the UK government has done. We ask people to judge us on our | :14:39. | :14:42. | |
programme for government, that would be published in the next few weeks | :14:42. | :14:48. | |
and then we will see the progress across-the-board. Finally, the | :14:48. | :14:58. | |

leader of the Welsh Liberal law. Your government is issuing | :15:06. | :15:09. | |
guidance to improve schooling at local level because it does not | :15:09. | :15:14. | |
think councils do that well enough. How can you justify removing three | :15:14. | :15:17. | |
of your party members from committee just because they merely disagreed | :15:17. | :15:27. | |

with your government? This is not a matter for me as a first Minister. | :15:27. | :15:33. | |
The BBC are reporting that these three members... That these three | :15:33. | :15:39. | |
members were removed by that committee by these mysterious | :15:39. | :15:44. | |
sources, presiding officer. They were removed because of their views | :15:44. | :15:48. | |
on smacking. It is difficult to think of another explanation of why | :15:48. | :15:53. | |
there would be a whole scale change of personnel at such short notice. | :15:53. | :15:57. | |
Can you give an indication as to who did remove them from that committee | :15:57. | :16:03. | |
and why? Now the leader of the Liberal Democrats is saying that | :16:03. | :16:09. | |
because the BBC has said it, it must be right. Has she no original ideas | :16:09. | :16:15. | |
of her own? If I am wrong and the BBC is wrong, maybe you would tell | :16:15. | :16:19. | |
this chamber who removed those members from that committee, and why | :16:19. | :16:27. | |
were they removed? What they were doing, first Minister, on that | :16:27. | :16:31. | |
committee, they were scrutinising the biggest piece of legislation | :16:31. | :16:40. | |
this assembly term. It is making fundamental changes to children's | :16:40. | :16:44. | |
rights and children's services. The children's Commissioner has said | :16:44. | :16:49. | |
that what he expected to see on the bill was how children's and Young | :16:49. | :16:53. | |
people's best interests were being protected. You cannot remove the | :16:53. | :17:01. | |
children's Commissioner. How are you going to deal with those concerns? | :17:01. | :17:08. | |
Has she no original idea of her own? What a waste of three questions. | :17:08. | :17:13. | |
Three questions that have no relevance to the role of the first | :17:13. | :17:18. | |
Minister. I thought she would have learned that by now. We now move | :17:18. | :17:27. | |

are the Welsh government taken to help SMEs in South Wales Central? | :17:35. | :17:38. | |
offer a wide range of support, including access to the new business | :17:38. | :17:44. | |
Wales helpline. Thank you. One of the things the Welsh government has | :17:44. | :17:48. | |
done in fairness is to bring forward to enterprise zones for South Wales | :17:48. | :17:52. | |
Central. When you look at what the outcomes of those enterprise zones | :17:52. | :17:57. | |
have achieved to date, it is impossible to find out how many jobs | :17:57. | :18:02. | |
have been created, how much money has gone into those zones and how | :18:02. | :18:08. | |
many businesses have relocated? --. Will you commit to marking at those | :18:08. | :18:12. | |
clear indicators so that business can have confidence that when these | :18:12. | :18:16. | |
enterprise zones do actually get up and running to their full capacity, | :18:16. | :18:20. | |
they are achieving the outcomes that we support on this side of the | :18:20. | :18:23. | |
chamber, which is about having vibrant enterprise zones rather than | :18:23. | :18:33. | |
:18:33. | :18:33. | ||
just window dressing? The enterprise zones are a Soviet style body, | :18:33. | :18:42. | |
according to some reports at the weekend. We have no problem with | :18:42. | :18:46. | |
examination of the enterprise zones and their success. We are working | :18:46. | :18:52. | |
hard, as is the minister, to make sure they are a success in Wales. | :18:52. | :18:55. | |
And of course the outcomes of those enterprise zones will be there for | :18:55. | :19:04. | |
all to see. I wonder if you are encouraged by the recent growth | :19:04. | :19:11. | |
statistics which show that Wales is outperforming the UK in production? | :19:11. | :19:18. | |
The last quarter was almost 1% fall in the UK but a rise of 2.7% in | :19:18. | :19:22. | |
Wales. Contrary to what the Secretary of State -- Secretary of | :19:22. | :19:26. | |
State for Wales was indicating the weekend, in construction, Wales | :19:26. | :19:32. | |
actually grew by 8.9%. Does he think it might be appropriate to remind | :19:32. | :19:37. | |
the Secretary of State for Wales of the true situation in Wales? I think | :19:37. | :19:46. | |
the member has just done that. Is absolutely right to say that the | :19:46. | :19:50. | |
construction sector in Wales is doing far better than the UK. That | :19:50. | :19:54. | |
does, of course, show that the common spread over the weekend about | :19:54. | :20:01. | |
extra regulatory burden were way off the mark. Figures released by | :20:01. | :20:04. | |
Finance Wales have shown that investment has fallen compared to | :20:04. | :20:10. | |
three years ago. In meetings with the Federation of small businesses | :20:10. | :20:15. | |
and with individual conversations with small business owners, the | :20:15. | :20:18. | |
difficulty of accessing small loans is something that crops up time and | :20:18. | :20:25. | |
time again in conversation. Do you agree with Plaid Cymru and the owner | :20:25. | :20:29. | |
of the Welch soup company, who is quoted in the Western mail this | :20:29. | :20:35. | |
morning, that publicly owned bank of Wales is much needed to provide | :20:35. | :20:41. | |
loans at competitive rates to small businesses? The idea of a bank of | :20:41. | :20:48. | |
Wales type model is not sufficiently attractive. It is something the | :20:48. | :20:51. | |
previous government looked at. There are obstacles that need to be | :20:51. | :20:57. | |
overcome. The fact that any bank would need �100 million in reserve | :20:57. | :21:01. | |
before it would even set up. These are difficult things to keep -- take | :21:02. | :21:09. | |
forward. In terms of Finance Wales, one of the difficulties is | :21:09. | :21:13. | |
businesses are looking to consolidate at the moment. �15 | :21:13. | :21:16. | |
billion worth of funding is being kept in reserve by SMEs across | :21:16. | :21:22. | |
Britain. I do not see how a bank along the lines of the model | :21:22. | :21:27. | |
outlined by the leader of Plaid Cymru would help at this time, | :21:27. | :21:30. | |
particularly given the large number of obstacles that would have to be | :21:30. | :21:37. | |
overcome to set up such a bank. plans does the first Minister have | :21:37. | :21:41. | |
to enhance the environment in Cardiff North? The environment is a | :21:41. | :21:47. | |
key element of our programme for government. We have to make the best | :21:47. | :21:50. | |
possible use of and the best possible protection for our valuable | :21:50. | :21:57. | |
resources. The first Minister will be aware of the announcement by the | :21:57. | :22:01. | |
Minister of Housing and regeneration that reservoir in my constituency | :22:01. | :22:06. | |
has been saved from development. The banks have been protected. Traffic | :22:06. | :22:13. | |
access has been refused. This follows a long community and | :22:14. | :22:17. | |
cross-party campaign. Does the Minister agree that the next step | :22:17. | :22:21. | |
forward is for interested parties to get together, to start talking, to | :22:21. | :22:25. | |
ensure this part of Cardiff is restored and preserved for the | :22:25. | :22:29. | |
future? The member will forgive me because legally I cannot comment on | :22:30. | :22:35. | |
the application, but as a member she has been more involved than anybody | :22:35. | :22:39. | |
else in terms of representing the views of her constituents over this | :22:39. | :22:43. | |
reservoir. Somebody who has represented her constituency for | :22:43. | :22:50. | |
many years. What is important now is to ensure the council do develop a | :22:50. | :22:56. | |
local plan so that future plans for the site can be sent down as quickly | :22:56. | :23:03. | |
as possible. -- set down. Would you agree with me that given the | :23:03. | :23:07. | |
proximity of Cardiff North to the M4 and the limited amount of green | :23:07. | :23:14. | |
space between the two, it is vitally important that the green space is | :23:14. | :23:18. | |
protected and that urban sprawl does not damage some of the valuable for | :23:18. | :23:23. | |
a limited amount of green space we have in that part of Cardiff, and | :23:23. | :23:31. | |
that any plans for development need to be sensitive? These are all | :23:31. | :23:34. | |
factors which would need to be taken into account by the planning | :23:34. | :23:37. | |
authority. That is why it is important to ensure that a local | :23:37. | :23:41. | |
development plan is adopted as quickly as possible, so they can be | :23:42. | :23:49. | |
certainty over the next decade. sure we would all welcome the | :23:49. | :23:54. | |
announcement that the reservoir will be safe. Would you agree that it is | :23:54. | :23:58. | |
an anomaly that while we can protect the build part of a reservoir, we | :23:58. | :24:02. | |
cannot protect the water in it? Will you agree that your government will | :24:02. | :24:07. | |
look at that in the White Paper? That is a factor that can be looked | :24:07. | :24:13. | |
at, of course, but I cannot comment on the actual planning issue because | :24:13. | :24:18. | |
it is still within the period of time when the matter may be referred | :24:18. | :24:22. | |
to the Court of judicial review. I am aware of what happened there in | :24:22. | :24:27. | |
terms of the water levels. It is certainly something which we can | :24:27. | :24:37. | |
:24:37. | :24:38. | ||
give consideration to as we proceed. TRANSLATION: what is the first | :24:38. | :24:44. | |
Minister's position on the right of children to -- parents to receive | :24:44. | :24:49. | |
information about the management of asbestos in schools? TRANSLATION: it | :24:49. | :24:55. | |
is important they should be aware of the location and condition of | :24:55. | :24:58. | |
asbestos and local authorities are required to have asbestos surveys | :24:58. | :25:07. | |
undertaken on their premises to enable them to handle this issue. | :25:07. | :25:14. | |

undertaken for more than a decade. I know the Minister of education has | :25:18. | :25:22. | |
tackled this problem. It is there a risk in thinking that the Department | :25:22. | :25:25. | |
of education in England published new guidelines back in October of | :25:25. | :25:34. | |
2012, saying that they are not appropriate for Wales? That the | :25:34. | :25:37. | |
change between the education Department and the health and safety | :25:37. | :25:45. | |
Department would create problems for us here in Wales? TRANSLATION: it is | :25:46. | :25:49. | |
extremely important the local authorities do carry out surveys. If | :25:49. | :25:52. | |
they have not done that for a decade or more it would be worthwhile doing | :25:52. | :25:57. | |
so now. The Minister has reminded authorities in Wales to ensure that | :25:57. | :26:07. | |
they do undertake these surveys as as soon as possible. First Minister, | :26:07. | :26:12. | |
it has not been communicated to parents. I wonder if you would agree | :26:12. | :26:17. | |
with the comments of an international expert who appeared | :26:17. | :26:21. | |
before Westminster's education select committee. He said all that | :26:21. | :26:26. | |
matters is whether or not kids are breathing asbestos. Until you find | :26:26. | :26:30. | |
that out, everything else is hot air. I happen to agree with him. | :26:30. | :26:38. | |
Would you please ensure this comes under an overview from you, and we | :26:38. | :26:45. | |
make sure that parents understand about the asbestos in schools? | :26:45. | :26:49. | |
have been reminded of that. There is no suggestion there is any danger to | :26:49. | :26:59. | |

children at schools in Wales. If asbestos is there, it is safe. It is | :27:02. | :27:06. | |
important, of course, if parents asked local authorities about the | :27:06. | :27:09. | |
