through our new treatment fund.

The choice facing the people and communities in Wales

at the council elections in May is stark.

While Labour's record is one of ambitious delivery,

the Tories' is one of broken promises and failure.

They promised austerity would balance the books,

but they are failing to provide the basic helping hand

to get our economy growing again.

Years of pain without the gain.

But despite the huge budget cuts handed down by the Tories in Westminster,

Welsh Labour-run councils are innovating

and making a real difference for local residents,

from building council homes,

helping to deliver the best GCSE and A-level results ever,

working in partnership with the Welsh Labour government to support small businesses,

and creating more jobs closer to home.

And we have done all that while keeping council tax low.

Council tax is £171 lower in Wales with Welsh Labour

than under the Tory Government in England, and council tax there

continues to rise more quickly than here in Wales.

Welsh Labour's driving principle is fairness.
