Our warm welcome to the Scottish Parliament at Holyrood. The big

:00:20.:00:26.

topic of conversation among MSPs is the fall-out from John Swinney's

:00:26.:00:31.

Budget statement yesterday, the spending implications and plans and

:00:31.:00:35.

attempts to reshape the public sector. That imposition on

:00:35.:00:41.

retailers to sell alcohol and tobacco, loads to talk about. The

:00:41.:00:45.

these and other matters will come up in questions to the First

:00:45.:00:51.

Minister. We now go to the chamber and my colleague, Glenn Campbell.

:00:51.:00:56.

Questions at the moment on Freedom of Information and would be

:00:56.:01:01.

Government make plans to extend the cover to other areas. We have also

:01:01.:01:06.

had questions on transport, shared equity schemes, whistle blowing in

:01:06.:01:12.

the National Health Service, such is the variety of question time

:01:13.:01:19.

here in Holyrood. We are now heading towards the main event,

:01:19.:01:24.

questions to the First Minister, and as Brian was saying I think

:01:24.:01:28.

that the budget and plans the Scottish Government has for

:01:28.:01:32.

spending over the next three years will probably dominate. Iain Gray

:01:32.:01:36.

for Labour goes first, and it is the Conservatives' turn.

:01:36.:01:40.

Question number one, Iain Gray. To ask the First Minister what

:01:40.:01:45.

engagements he has planned for the rest of the day. The I am delighted

:01:45.:01:51.

to say later today and will be meeting with a chief executive

:01:51.:01:57.

whose company is to establish a new centre of excellence in Broxburn

:01:57.:02:02.

creating 250 new jobs and safeguarding 1,000 others.

:02:02.:02:08.

Among the new jobs will be up to 100 modern apprenticeships, which

:02:08.:02:12.

will use public support as a lever for job creation and training

:02:12.:02:17.

opportunities. I know the whole chamber will will come this latest

:02:17.:02:27.
:02:27.:02:28.

in a long line of welcome additions. The Labour has been a big supporter

:02:28.:02:33.

of moderate apprenticeships. 100 modern apprenticeships are

:02:33.:02:39.

always welcome but there are 172,000 young Scots unemployed.

:02:39.:02:44.

Those are levels last seen under the Tory Government in 1992. Why on

:02:44.:02:47.

earth did the First Minister cut further education in his Budget

:02:47.:02:54.

yesterday. -- in his Budget yesterday? I am glad that Iain Gray

:02:54.:02:58.

welcomes modern apprenticeships. Can we just have remembered Modern

:02:58.:03:06.

apprenticeship snow in Scotland, at 25,000 per year for the next five

:03:06.:03:10.

years, are 60 % higher than the level inherited from the Labour

:03:10.:03:19.

Party. As Iain Gray notes, in terms of the Budget, the remarkable

:03:19.:03:29.

things that funding for further and higher education has produced is

:03:29.:03:33.

against cuts in Westminster that are the worst in a generation.

:03:33.:03:37.

Many of those modern apprenticeships are delivered by

:03:37.:03:41.

Scotland's colleges. He cut a further education last year, and

:03:41.:03:49.

has cut it again in real terms by 20 %. I spoke to Scotland's

:03:49.:03:53.

colleges today. They do not believe they can sustain their contribution

:03:53.:03:59.

to the apprenticeships with this scale of cuts. 1,000 jobs have

:03:59.:04:03.

already gone from our colleges and it is clear student places are next.

:04:03.:04:10.

Last week, Microsoft will does he will shut colleges. -- Mike Russell

:04:10.:04:18.

told as he will shot colleges. Let us have the truth about the

:04:18.:04:25.

education cuts. How many colleges will they get rid of? 10, 20 or 30?

:04:26.:04:29.

A if we are dealing with truth, let's be accurate about what was

:04:29.:04:34.

said. Mike Russell talked about mergers with colleges being

:04:34.:04:41.

productive. As indeed we have had recently in the City of Glasgow,

:04:41.:04:48.

which was even supported by the Labour Party in that great city.

:04:48.:04:50.

The 25,000 modern apprenticeships per year it will be achieved in

:04:50.:05:00.
:05:00.:05:01.

Scotland, as well the 100,000 training places, and our Investment

:05:01.:05:08.

in post 16 education will rise from 1.9 2 billion to 1.99 bn, an

:05:08.:05:18.
:05:18.:05:20.

increase of 3.5 %. -- 1.9 2 billion to 1.99 bn. I would have thought

:05:20.:05:25.

just a passing mention from Iain Gray in welcoming opportunities for

:05:26.:05:30.

all, and training opportunity for every young stuff between the ages

:05:30.:05:36.

of 16 to 19 in Scotland, would have come. He that not something this

:05:36.:05:39.

entire Parliament should unite behind?

:05:39.:05:48.

Yes, indeed, I agree absolutely with the SNP's George Kevin, who

:05:48.:05:55.

referred to this policy as being from straight out of the Labour's

:05:55.:06:00.

manifesto, but that is the trouble with that. The trouble is, those

:06:00.:06:04.

who has to deliver these training places do not believe they will be

:06:04.:06:09.

able to do it when they'd have to deliver a 20 % cut. Back in the 90s,

:06:09.:06:14.

when we had youth unemployment like this, even the Tories created new

:06:14.:06:19.

colleges and universities to expand opportunity. But this Government

:06:19.:06:26.

will close them down. It is not just colleges - he is going to get

:06:26.:06:33.

rid of universities, too. Everyone knows Mike Russell has a hit list,

:06:33.:06:39.

so let us have the truth. Which universities has he decided to

:06:40.:06:45.

close? I Noel Iain Gray, throughout his

:06:46.:06:50.

time as Labour Leader, has led with his chin at First Minister's

:06:50.:06:57.

Questions, but this takes the biscuit. Has he seen any of the

:06:57.:07:00.

statements from university principals over the last 24 hours?

:07:00.:07:05.

The convenor of universities - this is a significant investment in

:07:05.:07:09.

Scotland's universities, one which will put the sector won a

:07:09.:07:12.

competitive footing for the future. The Scottish Government has closed

:07:12.:07:18.

the funding gap facing Scottish universities. Convenor of

:07:18.:07:25.

universities Scotland - the Scottish Government continues to

:07:25.:07:34.

give over 1 billion per year to the Scottish economy. Best of all,

:07:34.:07:38.

Professor Anton muscatel lake, someone who has not always been the

:07:38.:07:42.

most enthusiastic person for the Scottish Government, he should have

:07:42.:07:52.

his day today. I strongly welcomed the announcement of the Scottish

:07:52.:07:55.

Government's Spending Review. This is a fantastic commitment by the

:07:55.:08:00.

Scottish Government which the Leeds the funding of the -- which fully

:08:00.:08:06.

meets the needs of higher education in Scotland. Given that endorsement,

:08:06.:08:10.

will Iain Gray find it in his heart to realise the Scottish Government

:08:11.:08:17.

are investing in the future of Scotland?

:08:17.:08:23.

The fact is, the First Minister is going to close that Professor's --

:08:23.:08:27.

is not going to close that Professor's University, he is going

:08:27.:08:37.
:08:37.:08:42.

to close above take university. 500 staff at 5,000 students. -- Abertay

:08:42.:08:52.

University. They are top of Mike Russell's hit list. Will the First

:08:52.:08:58.

Minister tell us, is he going to close that a university?

:08:58.:09:03.

I read out the vice convener of universities Scotland's statement,

:09:03.:09:08.

and I have already pointed out that Iain Gray twice in this session has

:09:08.:09:13.

totally misrepresented the Education Secretary. Given that

:09:13.:09:16.

nobody in this country believes the Labour Party, if they had been in

:09:16.:09:20.

Government, would have funded our universities to anything like this

:09:20.:09:27.

extent, can Iain Gray find it in himself to agree with university

:09:27.:09:36.

Scotland, -- universities Scotland, that this is a fantastic settlement

:09:36.:09:43.

for Scotland. Annabel Goldie.

:09:43.:09:49.

To ask the First Minister at - I read in the Scottish newspapers he

:09:49.:09:56.

likes to be styled excellence lay - when he plans to meet the Secretary

:09:56.:10:00.

of State for Scotland. I have no plans to meet the

:10:00.:10:04.

Secretary of State for Scotland in the near future.

:10:05.:10:08.

The First Minister likes to wax lyrical about the powers he does

:10:08.:10:15.

not have, like corporation tax. Can I ask the First Minister how many

:10:15.:10:19.

businesses in Scotland would benefit for his recent proposals

:10:19.:10:24.

for a corporation tax cut? It would create tens of thousands

:10:24.:10:34.
:10:34.:10:34.

of new jobs in Scotland. I heard from the CBI that they were

:10:34.:10:40.

thoroughly in favour of such a move. It was the CBI of Northern Ireland,

:10:40.:10:48.

of course, who saw the advantages of such a move! I wonder why the

:10:48.:10:56.

CBI in Scotland cannot follow their example. I notice that only two

:10:56.:11:01.

places along the bench from Annabel Goldie is David McLetchie. If I

:11:01.:11:05.

remember correctly, he signed up to the declaration of Wendy Alexander

:11:05.:11:09.

that if any other country had Palmer's over corporation tax, this

:11:09.:11:14.

Parliament and this Government should have them as well.

:11:14.:11:18.

It is not the CBI or David McLetchie who is sitting over there

:11:18.:11:23.

to answer questions, it is the First Minister. That is not the

:11:23.:11:28.

question I asked. Let me give them an answer, because he does not want

:11:28.:11:31.

to admit it. According to the Scottish Parliament's own research,

:11:31.:11:38.

fewer than 3% of all businesses in Scotland would benefit. By the

:11:38.:11:43.

Government's own admission, the creation of their estimated 27,000

:11:43.:11:50.

new jobs by reducing corporation tax would take 20 years. I am all

:11:50.:11:54.

in favour of cutting tax for business, but the First Minister

:11:54.:11:59.

has attacks power he can use now, and it is called business rates,

:11:59.:12:05.

paid by the vast majority of all businesses in Scotland, not just 3%.

:12:05.:12:10.

In a press release from the Deputy First Minister, no less, we are

:12:10.:12:20.
:12:20.:12:25.

told that the small business bonus - delivered by the Conservatives...

:12:25.:12:35.
:12:35.:12:36.

Without the votes from these benches there would be no small

:12:36.:12:41.

business bonus. That deliverance created 40,000 new jobs in just 40

:12:41.:12:45.

years at a fraction of the cost of the First Minister's proposal for

:12:45.:12:53.

corporation tax, so why on earth was yesterday's budget silent on

:12:53.:12:57.

extending more help to more businesses, large and small, to cut

:12:57.:13:03.

their businesses -- to cut their business rates and create more jobs

:13:03.:13:07.

are now? I don't know if Annabel Goldie

:13:07.:13:11.

bothered to look at the reaction of the Small Business Federation to

:13:11.:13:15.

yesterday's budget, but it was incredibly enthusiastic, both about

:13:15.:13:19.

closing the disparity between small retailers and larger retailers in

:13:19.:13:24.

terms of the measures taken, but in particular the continuation of the

:13:24.:13:30.

small business bonus. The most extraordinary, fantastic incentive

:13:30.:13:34.

helping 80,000 businesses across Scotland and giving small business

:13:34.:13:42.

at 3,000 advantage over businesses elsewhere in these islands. One of

:13:42.:13:46.

the great things about being a majority Government is that Annabel

:13:46.:13:50.

Goldie will no longer be able to claim the credit for SNP policies.

:13:50.:13:58.

I put it to Annabel Goldie, let me put it as simply as possible as a

:13:58.:14:03.

matter of arithmetic, given we know longer depend on the faults of the

:14:03.:14:07.

Conservative Party in this Budget, does it not follow that the

:14:08.:14:12.

decision to continue with the small business bonus, this fantastic

:14:12.:14:16.

scheme benefiting 80,000 small businesses across Scotland, must

:14:16.:14:21.

now, by definition, be entirely the responsibility of this SNP

:14:21.:14:28.

Government? Constituency question.

:14:28.:14:32.

Thank you, Presiding Officer. Since Iain Gray did not get an answer to

:14:32.:14:37.

his final question, can the First Minister confirmed what was

:14:37.:14:41.

reported in the Herald on Monday that the Cabinet Secretary for

:14:41.:14:44.

Education is in favour of above tape and Dundee University's

:14:44.:14:50.

merging? That is not what Iain Gray asked.

:14:50.:14:56.

As I tried to point out a number of times, Iain Gray twice said that

:14:56.:15:01.

the Cabinet Secretary had proposed the closure of further and higher

:15:01.:15:05.

education institutions. The Cabinet Secretary never did any such thing,

:15:05.:15:08.

he opened up the possibility of mergers as we have seen that

:15:08.:15:16.

mergers in the sector before. I am sure that she knows the College of

:15:16.:15:20.

Art in Edinburgh or merged recently with the University of Edinburgh.

:15:20.:15:26.

In terms of accuracy, I know she asked her? Much more carefully than

:15:26.:15:35.

her current party leader. Perhaps a candidacy may be in the offing.

:15:35.:15:38.

Mergers of higher education institutions have happened many

:15:38.:15:43.

times in Scottish education history, and it is entirely different from

:15:43.:15:52.

The First Minister will be aware of the fast resignation of the

:15:52.:15:56.

monitoring group set up by the Health Secretary and they did so

:15:56.:15:59.

because they felt their pews were substantially ignored by the Health

:15:59.:16:02.

Board and that is demonstrated by their proposal to close the ward

:16:02.:16:06.

which provides in-patient mental health services. On the basis on

:16:06.:16:13.

the increase of cases, that means an inability to cope and patience

:16:13.:16:16.

to my committee being sent to Lanarkshire and Ayrshire. Well he'd

:16:16.:16:19.

meet with me and the lay members concerned to discuss their

:16:19.:16:25.

concerns? I'm sure the Health Secretary will be glad to agree to

:16:25.:16:29.

that and we are disappointed by the decision of lay members and we were

:16:29.:16:33.

grateful to the monitoring group for their input into the

:16:33.:16:37.

supplementation. We are fully aware of the strength of feeling in

:16:37.:16:43.

support of the ward and that is by Abe Kaplan secretary published this

:16:43.:16:47.

in 2009 and therefore the Health Secretary will be delighted to meet

:16:47.:16:51.

with the members to pursue these talks and I would as gently as I

:16:51.:16:55.

can point out to Jackie Baillie that if it had been up to Jackie

:16:55.:17:00.

Pele and the Labour Party, there would not being at the lovely Downe

:17:00.:17:08.

hospital to have these talks. -- Dave Vale of leaves. Does the

:17:08.:17:11.

Scottish Government plan to impose a cap on the gusts of the railway

:17:11.:17:15.

project in the borders? A community to delivering the Borders railway

:17:15.:17:21.

project within budget is in place. Does the First Minister understand

:17:21.:17:25.

the concerns arising from reports this week of mounting costs and

:17:25.:17:30.

mounting delays in this NPD financed project? Given his

:17:30.:17:34.

Government's choice of this funding net that, can he explain what else

:17:34.:17:39.

he will do if he isn't pursuing a cap if the sole remaining better

:17:39.:17:43.

seeks to further increase the price of completing the project?

:17:43.:17:48.

timescales referred to in the meeting are consistent with our

:17:48.:17:52.

programme on budget and by 20th December 14. We have publicly put

:17:52.:17:59.

the construction figure between 235 and 225 million. The Minister for

:18:00.:18:02.

Transport will make an announcement on the future delivery of this

:18:02.:18:05.

project in the near future and it would like to add to things. The

:18:05.:18:12.

track record of delivering huge budgets under budget, the end 74

:18:12.:18:17.

and the end 84, is impeccable compared to the last administration

:18:17.:18:22.

and when he was transport minister, not only did he not 0.1 penny into

:18:22.:18:27.

the borders will a project, which she claimed to be supporting, but

:18:27.:18:31.

he was a major sponsor of the Private Finance Initiative which

:18:31.:18:38.

only this week yet again we have seen details other cost to future

:18:38.:18:45.

generations of Scots from that misguided policy. Can I further

:18:45.:18:51.

reminder First Minister that on the Labour lead them watch, the

:18:51.:18:57.

sterling allowed to Cartland line went to 85 million and was two

:18:57.:19:04.

years late. Notwithstanding, there was a question. Mr Tavish Scott

:19:04.:19:10.

said it would be up and running by 2007. Does he therefore agree that

:19:10.:19:14.

he needs no lessons on delivering transport projects on budget or on

:19:14.:19:24.
:19:24.:19:24.

time from the opposition? Yes, I do. But the cost of railway projects is

:19:24.:19:29.

an important aspect of this chamber should acknowledge and therefore,

:19:29.:19:33.

the example of the cost of 375 millions, the largest commuter line

:19:34.:19:39.

opened in the last century, in Scotland, the official opening this

:19:39.:19:43.

year within budget is testimony to the track record of this Government

:19:43.:19:51.

compared to our predecessors. has been five years since the

:19:51.:19:55.

Railway Bill was passed. Does the First Minister really expect people

:19:55.:20:00.

around the borders to believe that trains will road into the

:20:00.:20:05.

communities in 2014 when the timetable keeps going back and back

:20:05.:20:08.

and the Minister for Transport in 2009 stated that the contract...

:20:08.:20:17.

Your question? Can he give us some specific date as to win we can all

:20:17.:20:22.

go online and book tickets to Galashiels? Can I repeat what I

:20:22.:20:28.

said. The timescales referred to in the media are consistent with the

:20:28.:20:32.

programme for delivering the Borders railway on budget and by

:20:32.:20:37.

20th December 14. And the confidence that he can have in that

:20:37.:20:42.

statement is based on the confidence and the strong delivery

:20:42.:20:46.

record of Transport Scotland in terms of this Government's term of

:20:46.:20:49.

office, which in project after project has been delivered on time

:20:49.:20:55.

and on budget. We should not allow the mistakes of the past committed

:20:55.:20:58.

by other parties to do his confidence in the ability of this

:20:58.:21:08.

Government to find a way to deliver this project on time and on budget.

:21:08.:21:11.

What recent discussions has the Government had with the UK

:21:11.:21:14.

government regarding transmission charges for companies wishing to

:21:14.:21:19.

connect to the UK grid? Scottish Government and Indeed

:21:19.:21:24.

supported by other voices across this chamber have long argued that

:21:24.:21:26.

rapidly-changing the energy sector and the current charging regime

:21:26.:21:31.

makes no sense and must be changed. Scotland has some of the greatest

:21:31.:21:36.

low carbon energy areas in Europe yet depressing approach sees

:21:36.:21:40.

Scotland generally in the areas of the highest renewable resource and

:21:40.:21:44.

paying the highest charges. We have substantial hopes that we will be

:21:44.:21:47.

on the brink of a breakthrough of this matter and we are still

:21:47.:21:51.

confident of a better outcome but I would like to see the decoration

:21:51.:22:00.

from OFGEM sooner rather than later. Thank you. Earlier this week,

:22:00.:22:06.

Scottish renewables Chief Executive proposed 1600 megawatts of wave and

:22:06.:22:13.

tidal projects planned for Orkney waters and they face an annual

:22:13.:22:17.

charge of 56 million compared to an 11 million subsidy if they were

:22:17.:22:24.

on the south-west coast of England. Is there any case for this unfair

:22:24.:22:30.

discrepancy in charges? And when the First Minister again urge the

:22:30.:22:35.

UK government to look again at this issue? I have pressed this issue

:22:35.:22:40.

and many times with the previous and current government. I have my

:22:40.:22:44.

most recent letter for the Secretary of State for Energy and

:22:44.:22:49.

climate change when I argued for a level playing field. Mr Sheehan's

:22:49.:22:53.

most recent response indicated broad agreement with that. Can I

:22:53.:22:56.

remind people across the chamber that the last time this was voted

:22:56.:23:01.

for in this Parliament, it was carried with no votes against and

:23:01.:23:04.

there should be a more equitable approach to transmission charging

:23:04.:23:09.

across the UK. One that did not discriminate against Scotland and

:23:10.:23:16.

parts of Scotland in particular. The result of that division was 457

:23:16.:23:21.

against, carrying the support of the main parties. 52 abstentions

:23:21.:23:23.

and I do not understand why the Conservatives and Labour parties

:23:23.:23:26.

could not find it in their hard to argue that Scottish generators

:23:27.:23:30.

should get an equal deal to mobilise the great resources of

:23:30.:23:40.
:23:40.:23:40.

Scotland? The First Minister has welcomed the project transmit

:23:40.:23:43.

undertaken by the current government and I'm sure he will

:23:43.:23:47.

welcome the extension to the time frame for the project to allow all

of these issues to be fleshed out but he will have noticed from

:23:51.:23:56.

Scottish renewables and their report about the large

:23:56.:23:58.

discrepancies, particularly in Ireland areas and does he think

:23:58.:24:02.

there is a case for separating the issues relating to Ireland areas

:24:02.:24:09.

compared to the rest of the UK? They should not be any log jam. We

:24:09.:24:13.

have every reason to believe that the announcements from OFGEM which

:24:13.:24:19.

were expected this autumn would bring about the closing of this

:24:19.:24:26.

massive disparity and we believe we have the support of the United

:24:26.:24:28.

Kingdom Secretary for energy and cannot change and we are still

:24:28.:24:31.

confident that we will get a resolution of this long-standing

:24:31.:24:37.

and quite disgraceful piece of discrimination. I am surprised to

:24:37.:24:43.

hear the member welcomed the delay in coming to that conclusion. Our

:24:43.:24:49.

belief was that he would have a resolution this autumn and why it

:24:49.:24:52.

is so important is that the decisions and the investment

:24:52.:24:56.

decisions cannot wait for OFGEM to have another six months of talking

:24:56.:25:01.

when we need action and we believe we had at principled agreement that

:25:01.:25:06.

action would be taken so I know that Liam will add his for us to

:25:06.:25:12.

the many voices across Scotland who say this disparity must be closed

:25:12.:25:20.

and closed now. What action is the Scottish Government taking

:25:20.:25:24.

following the loss of 1000 jobs in the further education sector over

:25:24.:25:31.

the last year? It is important for every member that he will protect

:25:31.:25:34.

college places for young Scots and we are providing a record number of

:25:34.:25:40.

training opportunities, including a commitment to their awarding of a

:25:40.:25:44.

training place to all 16 - 19 year- olds and reform that means we can

:25:44.:25:48.

deliver these opportunities for young Scots. The Government has

:25:48.:25:51.

reiterated the causes and principles and the importance of

:25:51.:25:54.

avoiding compulsory redundancies and that is something being

:25:54.:26:01.

achieved in almost every college. would be intrigued to know how

:26:01.:26:05.

yesterday's announcement of 20% cuts in colleges budgets is going

:26:05.:26:10.

to help prevent future job losses. I am glad he mentioned college

:26:10.:26:15.

places because it would like to ask him a further question. Can the

:26:15.:26:18.

First Minister guarantee that despite these cuts, he will meet

:26:19.:26:24.

his own election manifesto promise to maintain the number of college

:26:24.:26:29.

places for Scotland's students over the lifetime of this Parliament?

:26:29.:26:33.

will make not just that manifesto commitment but the other manifesto

:26:33.:26:39.

commitments which were so strongly supported by the Scottish people.

:26:39.:26:43.

As far as a compulsory redundancies are concerned, I would welcome

:26:43.:26:48.

again at the Labour Party's support for the urging of the education

:26:48.:26:50.

ministers and urging the colleges to go down the road of other

:26:50.:26:55.

aspects of public sectors in the control of this government and

:26:55.:26:59.

avoiding compulsory redundancies. I should say that many colleges have

:26:59.:27:07.

already given that commitment. the First Minister agree that there

:27:07.:27:13.

is nothing more inspirational for fans and players alike than the

:27:13.:27:17.

sound of the pipes. Does he share the disappointment of hundreds of

:27:17.:27:20.

Scottish fans who have travelled halfway across the world to support

:27:21.:27:29.

the national team... Excuse me... I'm sorry. That has nothing to do

:27:29.:27:36.

with the question posed. Question number six... To as the first but

:27:36.:27:39.

as to whether the Scottish Government has received a response

:27:39.:27:42.

from the Advocate-General to the final report of the review of the

:27:42.:27:46.

relationship between a High Court and the Supreme Court in criminal

:27:46.:27:52.

cases? I understand the Advocate General wrote yesterday indicating

:27:52.:27:56.

that he would reflect further on their conclusions of the review and

:27:56.:27:59.

the group has recommended a resolution to the clear anomaly

:27:59.:28:04.

where an appeal to the UK Supreme Court is refused by the highest

:28:04.:28:06.

court in Scotland but there is still potential for leave to be

:28:06.:28:11.

granted. That isn't possible for cases coming from English courts

:28:11.:28:16.

and the review group agrees that there is no comprehensible reason

:28:16.:28:24.

for this inconsistency. There we have it. The end of the programme.

:28:24.:28:27.

The biggest controversy is over the implications of John Swinney's

:28:28.:28:32.

budget statement. Iain Gray going on the question of colleges,

:28:32.:28:35.

suggesting there was a hit list and that was denied. Although he was

:28:35.:28:40.
