whose company is to establish a new centre of excellence in Broxburn | :01:57. | :02:02. | |
creating 250 new jobs and safeguarding 1,000 others. | :02:02. | :02:08. | |
Among the new jobs will be up to 100 modern apprenticeships, which | :02:08. | :02:12. | |
will use public support as a lever for job creation and training | :02:12. | :02:17. | |

in a long line of welcome additions. The Labour has been a big supporter | :02:28. | :02:33. | |

earth did the First Minister cut further education in his Budget | :02:47. | :02:54. | |
yesterday. -- in his Budget yesterday? I am glad that Iain Gray | :02:54. | :02:58. | |
welcomes modern apprenticeships. Can we just have remembered Modern | :02:58. | :03:06. | |
apprenticeship snow in Scotland, at 25,000 per year for the next five | :03:06. | :03:10. | |
years, are 60 % higher than the level inherited from the Labour | :03:10. | :03:19. | |
Party. As Iain Gray notes, in terms of the Budget, the remarkable | :03:19. | :03:29. | |
things that funding for further and higher education has produced is | :03:29. | :03:33. | |
against cuts in Westminster that are the worst in a generation. | :03:33. | :03:37. | |
Many of those modern apprenticeships are delivered by | :03:37. | :03:41. | |
Scotland's colleges. He cut a further education last year, and | :03:41. | :03:49. | |
has cut it again in real terms by 20 %. I spoke to Scotland's | :03:49. | :03:53. | |
colleges today. They do not believe they can sustain their contribution | :03:53. | :03:59. | |
to the apprenticeships with this scale of cuts. 1,000 jobs have | :03:59. | :04:03. | |
already gone from our colleges and it is clear student places are next. | :04:03. | :04:10. | |

when we had youth unemployment like this, even the Tories created new | :06:14. | :06:19. | |

will close them down. It is not just colleges - he is going to get | :06:26. | :06:33. | |
rid of universities, too. Everyone knows Mike Russell has a hit list, | :06:33. | :06:39. | |

new jobs by reducing corporation tax would take 20 years. I am all | :11:50. | :11:54. | |
in favour of cutting tax for business, but the First Minister | :11:54. | :11:59. | |
has attacks power he can use now, and it is called business rates, | :11:59. | :12:05. | |
paid by the vast majority of all businesses in Scotland, not just 3%. | :12:05. | :12:10. | |
In a press release from the Deputy First Minister, no less, we are | :12:10. | :12:20. | |

told that the small business bonus - delivered by the Conservatives... | :12:25. | :12:35. | |

business bonus. That deliverance created 40,000 new jobs in just 40 | :12:41. | :12:45. | |
years at a fraction of the cost of the First Minister's proposal for | :12:45. | :12:53. | |
corporation tax, so why on earth was yesterday's budget silent on | :12:53. | :12:57. | |
extending more help to more businesses, large and small, to cut | :12:57. | :13:03. | |
their businesses -- to cut their business rates and create more jobs | :13:03. | :13:07. | |
are now? I don't know if Annabel Goldie | :13:07. | :13:11. | |
bothered to look at the reaction of the Small Business Federation to | :13:11. | :13:15. | |
yesterday's budget, but it was incredibly enthusiastic, both about | :13:15. | :13:19. | |
closing the disparity between small retailers and larger retailers in | :13:19. | :13:24. | |
terms of the measures taken, but in particular the continuation of the | :13:24. | :13:30. | |
small business bonus. The most extraordinary, fantastic incentive | :13:30. | :13:34. | |
helping 80,000 businesses across Scotland and giving small business | :13:34. | :13:42. | |
at �3,000 advantage over businesses elsewhere in these islands. One of | :13:42. | :13:46. | |
the great things about being a majority Government is that Annabel | :13:46. | :13:50. | |
Goldie will no longer be able to claim the credit for SNP policies. | :13:50. | :13:58. | |
I put it to Annabel Goldie, let me put it as simply as possible as a | :13:58. | :14:03. | |
matter of arithmetic, given we know longer depend on the faults of the | :14:03. | :14:07. | |
Conservative Party in this Budget, does it not follow that the | :14:08. | :14:12. | |
decision to continue with the small business bonus, this fantastic | :14:12. | :14:16. | |
scheme benefiting 80,000 small businesses across Scotland, must | :14:16. | :14:21. | |
now, by definition, be entirely the responsibility of this SNP | :14:21. | :14:28. | |

As I tried to point out a number of times, Iain Gray twice said that | :14:56. | :15:01. | |
the Cabinet Secretary had proposed the closure of further and higher | :15:01. | :15:05. | |
education institutions. The Cabinet Secretary never did any such thing, | :15:05. | :15:08. | |
he opened up the possibility of mergers as we have seen that | :15:08. | :15:16. | |
mergers in the sector before. I am sure that she knows the College of | :15:16. | :15:20. | |
Art in Edinburgh or merged recently with the University of Edinburgh. | :15:20. | :15:26. | |
In terms of accuracy, I know she asked her? Much more carefully than | :15:26. | :15:35. | |
her current party leader. Perhaps a candidacy may be in the offing. | :15:35. | :15:38. | |
Mergers of higher education institutions have happened many | :15:38. | :15:43. | |
times in Scottish education history, and it is entirely different from | :15:43. | :15:52. | |
The First Minister will be aware of the fast resignation of the | :15:52. | :15:56. | |
monitoring group set up by the Health Secretary and they did so | :15:56. | :15:59. | |
because they felt their pews were substantially ignored by the Health | :15:59. | :16:02. | |
Board and that is demonstrated by their proposal to close the ward | :16:02. | :16:06. | |
which provides in-patient mental health services. On the basis on | :16:06. | :16:13. | |
the increase of cases, that means an inability to cope and patience | :16:13. | :16:16. | |

supported by other voices across this chamber have long argued that | :21:24. | :21:26. | |
rapidly-changing the energy sector and the current charging regime | :21:26. | :21:31. | |
makes no sense and must be changed. Scotland has some of the greatest | :21:31. | :21:36. | |
low carbon energy areas in Europe yet depressing approach sees | :21:36. | :21:40. | |
Scotland generally in the areas of the highest renewable resource and | :21:40. | :21:44. | |
paying the highest charges. We have substantial hopes that we will be | :21:44. | :21:47. | |

remind people across the chamber that the last time this was voted | :22:56. | :23:01. | |
for in this Parliament, it was carried with no votes against and | :23:01. | :23:04. | |
there should be a more equitable approach to transmission charging | :23:04. | :23:09. | |
across the UK. One that did not discriminate against Scotland and | :23:10. | :23:16. | |
parts of Scotland in particular. The result of that division was 457 | :23:16. | :23:21. | |
against, carrying the support of the main parties. 52 abstentions | :23:21. | :23:23. | |
and I do not understand why the Conservatives and Labour parties | :23:23. | :23:26. | |
could not find it in their hard to argue that Scottish generators | :23:27. | :23:30. | |
should get an equal deal to mobilise the great resources of | :23:30. | :23:40. | |
:23:40. | :23:40. | ||
Scotland? The First Minister has welcomed the project transmit | :23:40. | :23:43. | |
undertaken by the current government and I'm sure he will | :23:43. | :23:47. | |
welcome the extension to the time frame for the project to allow all | :23:47. | :23:51. | |
of these issues to be fleshed out but he will have noticed from | :23:51. | :23:56. | |

belief was that he would have a resolution this autumn and why it | :24:49. | :24:52. | |
is so important is that the decisions and the investment | :24:52. | :24:56. | |
decisions cannot wait for OFGEM to have another six months of talking | :24:56. | :25:01. | |
when we need action and we believe we had at principled agreement that | :25:01. | :25:06. | |
action would be taken so I know that Liam will add his for us to | :25:06. | :25:12. | |
the many voices across Scotland who say this disparity must be closed | :25:12. | :25:20. | |

deliver these opportunities for young Scots. The Government has | :25:48. | :25:51. | |
reiterated the causes and principles and the importance of | :25:51. | :25:54. | |
