again. Something to look forward to. That is all from the BBC News

:00:00.:00:12.

Jersey would be ideal to meet up with friends, do some shopping and

:00:13.:00:30.

then go for a meal afterwards. I tried to do everything in the week,

:00:31.:00:34.

Monday to Friday, so I wouldn't come in the evening.

:00:35.:00:37.

A cyber crime wave, as online fraudsters target

:00:38.:00:39.

It is perceived as an island where there is lot of money. `` where

:00:40.:00:49.

there is a lot of money. And we're on the trail of the

:00:50.:00:58.

slippery character on the verge of Shops in St Helier will open later

:00:59.:01:01.

on Thursdays from next week in With internet shopping growing,

:01:02.:01:05.

footfall in town declining and plans for Sunday trading

:01:06.:01:09.

shelved, retailers wanted action. But will opening

:01:10.:01:11.

for longer persuade islanders to A busy Wednesday in St Helier,

:01:12.:01:13.

as islanders and visitors alike And it's busy scenes

:01:14.:01:19.

like the one behind me that shopkeepers in St Helier want to

:01:20.:01:26.

emanate on a Thursday night. Under the plans, shops large and

:01:27.:01:30.

small will be given the opportunity to stay open until 7pm on a Thursday

:01:31.:01:32.

evening for the next 18 months. They say it will encourage football

:01:33.:01:44.

through the door and encourage people to spend. We did a survey of

:01:45.:01:50.

couple of months ago and the response we had from the public was

:01:51.:01:54.

that there was the appetite for late night shopping once a week. 7pm was

:01:55.:01:58.

the time people said they would like to shop until and Thursday was the

:01:59.:02:03.

day traditionally associated with late`night shopping that people

:02:04.:02:08.

favoured. So, what do shoppers think? I'd absolutely use it. If it

:02:09.:02:15.

was open on a Thursday evening you could do all your shopping. It would

:02:16.:02:21.

be ideal. Meet up with friends, go and do some shopping and then go for

:02:22.:02:24.

a meal afterwards. We used to do it years ago and it was great. I tried

:02:25.:02:29.

to do everything during the week Monday to Friday, so I wouldn't come

:02:30.:02:31.

in the evening. David Cullen runs this clothes

:02:32.:02:35.

shop on Queen Street. He's just opened and says he

:02:36.:02:38.

hasn't ruled out the idea. I think it would work if all of the

:02:39.:02:47.

retailers go for it together. If we all grouped together, it would be

:02:48.:02:48.

good for the town. And it's smaller,

:02:49.:02:51.

off the main high street stores, like this one in Liberty Wharf,

:02:52.:02:53.

that are being targeted too. We know that people want extra hours

:02:54.:03:03.

and I am asked for it all the time. The tourist in the summer are always

:03:04.:03:09.

shocked that we shut so early. Town has become a great place to

:03:10.:03:17.

socialise and we need people to rediscover time together in town.

:03:18.:03:23.

Shopping is part of that experience. Back on the shop floor, customers in

:03:24.:03:28.

this shop keep spending. The trial starts next week for 18 months in a

:03:29.:03:32.

bid to get more bust through the doors and get more tills ringing

:03:33.:03:38.

with cash. `` to get more of us through the doors.

:03:39.:03:42.

The amount of crime in Jersey linked to drinking in town at night has

:03:43.:03:46.

continued to fall There's been a 10% drop this year in St Helier,

:03:47.:03:49.

which follows the trend from last year, when the level fell by 30%

:03:50.:03:52.

Police say they are focusing their efforts on St Helier's streets

:03:53.:03:56.

It's been two years since the States of Guernsey was defrauded

:03:57.:04:00.

of millions of pounds over a rogue payment for its airport upgrade.

:04:01.:04:03.

But the government's not the only target.

:04:04.:04:04.

Guernsey Police say they've seen a significant increase

:04:05.:04:06.

in online crime, which is costing islanders millions of pounds.

:04:07.:04:09.

And it could be because the island is seen

:04:10.:04:11.

Spending time and money online can be more convenient in our busy lives

:04:12.:04:18.

but by entering personal information, it exposes us to a new

:04:19.:04:20.

According to the police, millions of pounds are being stolen in Guernsey

:04:21.:04:28.

And even then it could be the tip of the iceberg.

:04:29.:04:37.

I think we get a lot of underreporting. That might be an

:04:38.:04:44.

individual because of personal embarrassment may not report the

:04:45.:04:51.

problem is, right up to companies who because of reputational damage,

:04:52.:04:57.

that may cause them to take the hit and not report the circumstances.

:04:58.:05:02.

That is a worry for us. We would always urge people to report it. It

:05:03.:05:04.

can be done confidentially. The most common cases involve

:05:05.:05:07.

fraudulent emails claiming to be from your bank asking you

:05:08.:05:09.

to share information. In the building behind me is the

:05:10.:05:17.

financial investigation unit and the data in there is so confidential

:05:18.:05:21.

that I have not been allowed to film in there today. They have told me

:05:22.:05:27.

that the scams they are seeing have been traditional, such as letters,

:05:28.:05:36.

to advanced, through online dating and cases of islanders who have paid

:05:37.:05:39.

tens of thousands of pounds to people they have never met. Some

:05:40.:05:44.

financial characters have had accounts hacked and paid thousands

:05:45.:05:47.

of pounds to scammers. And it appears Guernsey is

:05:48.:05:51.

frequently targeted by scammers I would accept that people can

:05:52.:06:00.

perceive those from Guernsey as a soft touch but I would also say that

:06:01.:06:11.

because `` but whatever the truth, it is perceived as an island with

:06:12.:06:15.

lots of money. The same goes for jersey.

:06:16.:06:19.

The advice from the police is to always be wary of

:06:20.:06:22.

any emails you receive from anyone asking you to share your information

:06:23.:06:25.

In Guernsey, the old crime of fraud has found a new low`risk,

:06:26.:06:29.

If you've spotted one of these in Jersey this summer,

:06:30.:06:33.

Jersey's only snake ` the grass snake `

:06:34.:06:36.

A new campaign has been launched to see how we can save

:06:37.:06:41.

It is overgrown, warm, open areas like this one which are perfect. In

:06:42.:07:01.

grass snake `` grass snakes, but it is getting harder and harder as

:07:02.:07:04.

their name `` their numbers declined so I am eating a man who studies

:07:05.:07:10.

them. Why are their numbers declining? We are not entirely sure

:07:11.:07:16.

yet. It is likely to be a combination of factors. A loss of

:07:17.:07:24.

prey, a loss of habitat and non`native predators. How can people

:07:25.:07:30.

help? Come over here and I will show you. Here we have got a compost

:07:31.:07:36.

heap. This is a really important habitat feature for grass snakes and

:07:37.:07:44.

lots of other species as well. Snakes lay their eggs in compost

:07:45.:07:49.

heaps in the summer so we are asking people not to turn the piles are

:07:50.:07:53.

until October, giving the eggs a chance to hatch. And that will

:07:54.:07:59.

really happy numbers? I understand you spotted a grass snake last

:08:00.:08:10.

week. Where was it? Let me show you. There is a youngster there and this

:08:11.:08:14.

is an adult female slow worm. She looks like she is pregnant as well.

:08:15.:08:23.

They are part of the survey as well. We weren't lucky enough to see any

:08:24.:08:27.

grass snakes today but if you do see one, the survey continues for the

:08:28.:08:33.

next few years to help our very unique resident continue its life in

:08:34.:08:37.

jersey. You can register your sightings of

:08:38.:08:39.

grass snakes and slow worms by calling the Spotline on 441628 or on

:08:40.:08:42.

the campaigns website Jersey's

:08:43.:08:45.

Durrell wildlife trust is being credited with helping save

:08:46.:08:50.

five of the world's top ten most critically endangered reptiles and

:08:51.:08:53.

amphibians. They include the Mountain Chicken frog, the Komodo

:08:54.:08:55.

Dragon and the Ploughshare Tortoise. The British and Irish Association of

:08:56.:08:57.

Zoos and Aquariums has put together a list of the top ten reptiles and

:08:58.:09:00.

amphibians benefiting from world equestrian games yesterday

:09:01.:09:03.

Sark's Carl Hester has been back in action today in the individual

:09:04.:09:19.

event. It's the first time he's ridden his new horse Nip Tuck at a

:09:20.:09:21.

major event He was very nervous so I didn't know

:09:22.:09:29.

if he would cope in this atmosphere but he has proved that he can do

:09:30.:09:33.

that. With a horse like this, I would look forward to going to be

:09:34.:09:37.

over because he has got such huge prospect. I didn't think I would be

:09:38.:09:41.

anything like this position when I came here a week ago. Faith in your

:09:42.:09:48.

horse, he has faith in me and the two of us have managed a personal

:09:49.:09:53.

best today. Turning to the weather today and it has been a wash`out for

:09:54.:09:57.

the end of August. Will it get any better?

:09:58.:10:03.

Into the weekend, it is looking to improve a little but not looking all

:10:04.:10:07.

that summary. We will see some sunny periods elsewhere before we start to

:10:08.:10:13.

see that allowed pushing back in, bringing showers into this evening

:10:14.:10:17.

`` into the evening. There is a mass of cloud across the UK and the

:10:18.:10:24.

Channel Islands at the moment. That is due to low pressure. You can see

:10:25.:10:28.

those isobars squeezing together a bit tomorrow, so quite a breezy day.

:10:29.:10:34.

Quite a few showers into the evening. By Friday, high`pressure

:10:35.:10:38.

starting to push in, settling things down a little bit, but breezy into

:10:39.:10:44.

the first part of the weekend. We have seen rain pushing across the

:10:45.:10:48.

Channel Islands and will continue to see that over the next few hours.

:10:49.:10:54.

The bulk of it will cross over night. Temperatures will hold up for

:10:55.:11:02.

most of us. Not falling below fifth 14 `` 14 or 15 degrees. Tomorrow

:11:03.:11:07.

should be dry for most of us, allowing for rakes in the cloud

:11:08.:11:14.

first thing. Eventually some clout bringing showers into the evening.

:11:15.:11:20.

Fairly mild. Maybe creeping into the low 20s.

:11:21.:11:47.

The outlook into Friday, the chance they view showers around and it

:11:48.:11:53.

becomes less breezy through the weekend.

:11:54.:11:59.

Thank you very much. That is it from us. I will be back at eight and

:12:00.:12:02.

10:25pm with updates. spectacular air display and

:12:03.:12:10.

celebrating 20 years of the National Coastwatch Institution.

:12:11.:12:11.

Dorset Wildlife Trust has launched an urgent appeal to halt what it

:12:12.:12:14.

calls a catastrophic fall in the numbers of barn owls in the county.

:12:15.:12:17.

The problem is widespread across the South West, with a number of factors

:12:18.:12:21.

Our environment correspondent Adrian Campbell has been finding out more.

:12:22.:12:32.

Barn owls are a majestic sight flying over our fields. But there

:12:33.:12:39.

has been a steep decline in the numbers. The Dorset wildlife trust

:12:40.:12:45.

says the birds have suffered from erratic weather over the

:12:46.:13:17.

Over recent years farmers have been given financial institution ``

:13:18.:13:22.

incentives to set aside margins of their fields, but that is about to

:13:23.:13:27.

change, making things more difficult for barn owls.

:13:28.:13:32.

The increasing popularity of barn conversions has also reduced the

:13:33.:13:36.

available nesting sites. In Somerset there are plans for a nest rocks in

:13:37.:13:40.

every parish to of the reasons the university was

:13:41.:14:55.

chosen as a south`west base for the Namibian rugby team. The big

:14:56.:15:03.

partners unveiled the pitch, which cost half ?1 million to lay, just

:15:04.:15:07.

one part of a vision held by the University. We have experience of

:15:08.:15:12.

hosting international sports teams, and we had the Canadian Olympic

:15:13.:15:17.

London Olympics. `` am. So it is yet London Olympics. `` am. So it is yet

:15:18.:15:23.

another league team we have training here.

:15:24.:15:30.

Along with Exeter Chiefs' new part synthetic playing surface, this

:15:31.:15:35.

facility has many advantages. It gives you a nice firm pitch all year

:15:36.:15:41.

round. It is great that the University has this to add to the

:15:42.:15:47.

other facilities. Amazing place, and in such a beautiful part of Devon. I

:15:48.:15:53.

think I am really looking forward to it, and so are all the boys.

:15:54.:15:57.

One member of the England women's hockey team which won at the

:15:58.:16:01.

Commonwealth Games started her club hockey here, when `` and she knows

:16:02.:16:06.

how this can help her fellow athletes. It can only help the

:16:07.:16:17.

standard of sport here, so `` and obviously the schools can use the

:16:18.:16:22.

facilities like this. So, by this time next year Namibian

:16:23.:16:28.

will be settling into their temporary headquarters in the

:16:29.:16:32.

knowledge they will have top`class surroundings at their disposal.

:16:33.:16:39.

As Spotlight's Dave Gibbins reports, Devon recovered well after

:16:40.:16:41.

Wamsley cricket ground is the creation of Sir Paul Getty. It was

:16:42.:16:56.

his love of cricket that led to this creation in the heart of the

:16:57.:17:00.

Buckinghamshire countryside. The ideal setting for Devon's

:17:01.:17:04.

confrontation against Oxfordshire in the Minor Counties Knockout final.

:17:05.:17:09.

We have done quite well over the years, but in the one`day day come

:17:10.:17:15.

and we haven't done quite as well. So to get the final of a

:17:16.:17:18.

Championship in the one`day effort is very good for us. Devon batted

:17:19.:17:25.

first and were struggling on 144 for six. They rallied, however.

:17:26.:17:37.

Beautiful location, and it lends itself to days like this. We have

:17:38.:17:43.

camps, so it is quite a special camps, so it is quite a special

:17:44.:17:47.

occasion here. The captain took a vital catch to

:17:48.:17:54.

claim an early Oxfordshire wicket. They seemed to be on their way to

:17:55.:17:59.

success as their opponents were six wickets down for less than 100.

:18:00.:18:05.

Barlow went on to claim another three victims as Oxfordshire needed

:18:06.:18:09.

17 morons from the final over to run, with one wicket in tact.

:18:10.:18:20.

It's the final day of the annual event, and there's

:18:21.:18:23.

a double celebration today, as the National Coastwatch Institution

:18:24.:18:25.

celebrates 20 years by opening a new visitor centre in the Bay.

:18:26.:18:28.

Our South Devon reporter John Ayres is there now.

:18:29.:18:36.

Looking a bit wet tonight, John? Yes, look at this. The glorious

:18:37.:18:48.

British summer. Sadly there is huge disappointment, we were hoping to

:18:49.:18:52.

see the Red Arrows, but as you can see it would not have been safe for

:18:53.:18:59.

them to perform. As `` it has of course been a week of celebration,

:19:00.:19:04.

the Torbay regatta, and there has also been celebration of the

:19:05.:19:10.

National Coastwatch Institution's 20 years here in Torbay. They have

:19:11.:19:15.

opened a new visitor centre just to enjoy this special occasion.

:19:16.:19:25.

Keeping a careful eye on the sea. The National Coastwatch Institution

:19:26.:19:35.

has been around now for 20 years, it is staffed by volunteers who are on

:19:36.:19:39.

the lookout for people in trouble. They monitor the radio channels and

:19:40.:19:43.

offer whether advice to seafarers. The Torbay station is around `` one

:19:44.:19:52.

of around 50 around the country. Each of our stations has to

:19:53.:19:57.

demonstrate it has reached the sort of standards which her Majesty's

:19:58.:20:01.

Coast Guard demands, and has a system in place for maintaining

:20:02.:20:02.

these standards. We act as the Today, the National Coastwatch

:20:03.:20:14.

Institution celebrated its 20 years by opening a new visitor centre here

:20:15.:20:20.

in Torbay. It gives members of the public a chance to see and

:20:21.:20:24.

understand what they do. They have raised money locally to put it

:20:25.:20:28.

together, supported by the lottery fund. We have to raise the money, we

:20:29.:20:37.

get no Government funding, and also we are trying to make it a hub for

:20:38.:20:41.

schools, Duke of Edinburgh awards, so they can come up and learn about

:20:42.:20:46.

Torbay and the geological side of it, what we do, generally help keep

:20:47.:20:52.

them safe if they go down to the seaside.

:20:53.:20:56.

Brixham coastguard says `` station is closing soon.

:20:57.:20:59.

It makes eyes and ears on the ground all the more important. A great day

:21:00.:21:04.

then for National Coastwatch Institution. But disappointment for

:21:05.:21:09.

the Royal regatta with the weather. Unable to see the Red Arrows, but

:21:10.:21:13.

there has been a special display earlier, Wilson the? Absolutely. We

:21:14.:21:21.

were disappointed, but we had a fantastic display by the ex`group of

:21:22.:21:27.

Red Arrows pilots who came in in a bid for display over the harbour at

:21:28.:21:40.

3pm this afternoon. Slightly slower airspeed, but still lots of red

:21:41.:21:43.

arrow manoeuvres that people recognise. The lovely spitfire role,

:21:44.:21:48.

lots of people around the harbour`side, so it was very well

:21:49.:21:53.

received. It lifted the crowd's spirits. Although the challenge of

:21:54.:22:00.

the weather has meant it is a disappointment not have the meadows

:22:01.:22:04.

flying as user. `` Red Arrows.

:22:05.:22:11.

The guys came in from Bournemouth today, they landed at 4:30pm, we

:22:12.:22:19.

brought them down to the harbour and did a few weather checks and then

:22:20.:22:24.

brought them up to the command post at the Imperial hotel, and obviously

:22:25.:22:30.

they were talking back to HQ, they kept feeding back weather reports,

:22:31.:22:35.

and at 5:30pm, because the weather situation did not look like it was

:22:36.:22:39.

going to improve, then made a reluctant decision to cancel the

:22:40.:22:44.

display. So we had to go downstairs and tell a massive number of guests

:22:45.:22:50.

here in the hotel that it wasn't on. Great shame, disappointment, upset.

:22:51.:22:57.

Does it cost the regatta ever `` anything? No, because we have a very

:22:58.:23:03.

strong management scheme `` team, and rebut the requisite report ``

:23:04.:23:07.

precautions in place with cancellation insurance. But it is

:23:08.:23:13.

the infrastructure cost, the sponsors, the banners, flags, the

:23:14.:23:17.

stewards we employ, the people who suffered today were our pocket

:23:18.:23:21.

shakers. We are all expecting the Red Arrows, but really important to

:23:22.:23:27.

bring in tourists to the area. Yes, it is the last week of the August

:23:28.:23:32.

holiday. Lots of families around here, this is our last week before

:23:33.:23:38.

the return of school. And the Torbay Royal regatta is the icing on the

:23:39.:23:44.

cake for the tourism industry. That is why we worked very closely with

:23:45.:23:49.

our colleagues at Torbay Council, who are very supportive and

:23:50.:23:53.

recognise the contribution this makes to tourism in the Bay.

:23:54.:23:57.

The hard work starts again now to get ready for next year.

:23:58.:24:03.

Still a very impressive display. A quick update on the cricket. Devon

:24:04.:24:16.

have one the cup I7 runs. `` may have one.

:24:17.:24:24.

Not much like summer today, but towards the weekend a glimmer of

:24:25.:24:30.

hope. Early indications next week shows some warmer and drier weather,

:24:31.:24:34.

so fingers crossed. For this evening though it is rather

:24:35.:24:37.

damp, but the rain should clear generally by tomorrow, leaving us

:24:38.:24:41.

with a mixture of sunshine and some more showers. You can see that mass

:24:42.:24:48.

of cloud across much of the UK and the Channel Islands, courtesy of

:24:49.:24:52.

this area of low pressure which we are seeing out to the West, drawing

:24:53.:24:56.

in a couple of weather fronts as well. Notice the isobars, so another

:24:57.:25:02.

fairly breezy day tomorrow, into Friday we hold onto that breeze as

:25:03.:25:07.

well. Bit of hope, a little bit of high`pressure pushing in, and on

:25:08.:25:14.

Saturday there was isobars begin to become more widely spaced and the

:25:15.:25:20.

breeze easing back. Today, you can see an awful lot of cloud around,

:25:21.:25:24.

and those showers coming in through the past couple of hours for

:25:25.:25:29.

southern areas. Earlier today, it was a fairly cloudy picture at

:25:30.:25:37.

Teignmouth. That breeze churning up some waves. But our cameraman took

:25:38.:25:49.

these pictures, he says he is an ace cameraman. Into tonight, those

:25:50.:25:56.

showers affecting the south coast. But as we get into the second part

of the night the bulk of those will have cleared I think. It will be a

:26:03.:26:08.

fairly mild night, but you can start to see the next showers pushing in.

:26:09.:26:15.

So overnight at a bridge is not to bring much below 14 or 15. To start

:26:16.:26:19.

tomorrow, the further east you are, the better chance you are of seeing

:26:20.:26:23.

brightness first thing. `` overnight temperatures.

:26:24.:26:29.

Showers making their way eastwards as we go through the morning. One or

:26:30.:26:34.

two could be on the heavy side as well, but once they clear think we

:26:35.:26:37.

will see brighter conditions with some sunshine for the North Devon

:26:38.:26:43.

coast. With the sunshine tomorrow it will feel that little bit more warm.

:26:44.:26:49.

A rather damp and Cherie start for the Isles of Scilly tomorrow. But it

:26:50.:26:56.

will become brighter. `` shower is. `` Cherie.

:26:57.:27:16.

So our outlook tomorrow, after the early band of rain it should be a

:27:17.:27:24.

bright afternoon with some sunshine, Friday sees another day of sunshine

:27:25.:27:28.

and showers, but fairly breezy I think again. Breezy at first on

:27:29.:27:36.

Saturday, easing back though, and it should be dry with less breeze

:27:37.:27:42.

around on Sunday. Have a good evening.

:27:43.:27:45.

That is all from us tonight. We will be back at 8pm, and then at 10:25pm.

:27:46.:27:55.

You asked for it. You got it. SHRILL WHISTLE
