And now the news for the East Midlands.

:00:12.:00:16.

First tonight - sentenced to life in prison after sexually assaulting

:00:17.:00:18.

Meehal Podlashtik who was still on parole

:00:19.:00:23.

for manslaughter when he entered the country, was described

:00:24.:00:26.

in court today as dangerous and a high risk to the public.

:00:27.:00:30.

He pleaded guilty to nine different charges, including rape.

:00:31.:00:34.

And it emerged the 33-year-old from Poland had served 12 years

:00:35.:00:39.

The attack happened on the 29th October last year, the victim,

:00:40.:00:41.

a 55-year-old woman, was walking through Bede Park

:00:42.:00:43.

in Leicester on her way to work around 7am.

:00:44.:00:47.

The court heard she was punched in the face by Mihal Podlashtik,

:00:48.:00:52.

He punched her again then took her to a secluded place.

:00:53.:00:57.

Despite her pleas, he carried out a series of sexual assaults.

:00:58.:01:02.

He then robbed her of her phone and wallet.

:01:03.:01:06.

The attack lasted for around 30 minutes.

:01:07.:01:10.

In court a statement was read out on behalf of the victim

:01:11.:01:12.

in which she told the court she is frightened to go out and how

:01:13.:01:16.

seriously affected she's been by this attack.

:01:17.:01:20.

It emerged that Podlashtik had in fact been convicted

:01:21.:01:25.

of manslaughter in 2003 in his home country of Poland.

:01:26.:01:30.

He served 12 years of a 15 year sentence and it was 15 months

:01:31.:01:33.

after he was released that he committed this attack

:01:34.:01:35.

It emerged that he had in fact arrived in the UK whilst

:01:36.:01:45.

We contacted the Home Office to find out how it was possible for him

:01:46.:01:50.

to be allowed into the UK whilst on parole.

:01:51.:01:53.

I was told they don't comment on the specifics

:01:54.:01:55.

In a statement they say, all passengers are checked

:01:56.:02:11.

Judge Philip Head gave him a life sentence,

:02:12.:02:13.

But he would only be released if the parole board considered his

:02:14.:02:20.

Next, the new national 'anti slavery agency'

:02:21.:02:31.

The Gangmasters and Labour Abuse Authority will have tough

:02:32.:02:37.

It'll protect millions of workers, in industries from construction,

:02:38.:02:41.

And to investigate emerging concerns about "modern slavery".

:02:42.:02:51.

The agency's Chief Executive's been speaking to our

:02:52.:02:54.

Social Affairs Correspondent, Jeremy Ball.

:02:55.:02:58.

The worst kind of problems are the most severe form of labour

:02:59.:03:05.

So literally people being kept in cow

:03:06.:03:10.

sheds, not being paid wages for weeks months and years.

:03:11.:03:12.

Having to scavenge for food in supermarket

:03:13.:03:15.

skips, that is what we will be looking for.

:03:16.:03:18.

Nail bars should be a particular concern and it is a deep

:03:19.:03:21.

Some of the girls painting nails during the day

:03:22.:03:28.

at forced into prostitution in the evening and

:03:29.:03:30.

the vast majority of the

:03:31.:03:31.

public are completely unaware of that.

:03:32.:03:33.

There are of course lots of legitimate nail bars but we need to

:03:34.:03:35.

work through intelligence and work out which are the bad ones, close

:03:36.:03:38.

How does that link to organise crime?

:03:39.:03:42.

It is really high yield, and really low risk.

:03:43.:03:47.

As a young cop, if I stopped someone with guns or drugs,

:03:48.:03:50.

I knew for certain they were going to prison because they were guilty

:03:51.:03:53.

Now, if someone is stopped driving a van with some

:03:54.:03:57.

trafficked people in the back, the chances of being arrested

:03:58.:04:00.

are really quite small because the people hold the key

:04:01.:04:03.

And they just don't want to talk because they are so frightened.

:04:04.:04:10.

You are really concerned about hand car washes.

:04:11.:04:12.

How widespread do think problems are there?

:04:13.:04:14.

We know there is around 20,000 hand car washes in the UK.

:04:15.:04:18.

It takes six workers 70 cars a day to get

:04:19.:04:20.

And I don't think that is happening in a large number of cases.

:04:21.:04:27.

What some of these car washes are is a front

:04:28.:04:30.

for organised crime, they launder money because

:04:31.:04:33.

and we are determined to put a stop to all of that.

:04:34.:04:41.

Ambulance bosses in the East Midlands are urging parents

:04:42.:04:43.

to speak to their children, after a hoax call that cost

:04:44.:04:46.

the service almost two and a half thousand pounds.

:04:47.:04:48.

They received the call on Friday from a child in Derbyshire,

:04:49.:04:51.

who told them a young girl had been run over and killed.

:04:52.:04:54.

The air ambulance, a paramedic, and two other ambulances were sent.

:04:55.:04:56.

But when they arrived, nobody was there.

:04:57.:05:03.

The Trust in charge of Grantham Hospital has gone back

:05:04.:05:05.

into special measures, after the latest inspection

:05:06.:05:07.

Its report rated United Lincolnshire Hospitals Trust

:05:08.:05:11.

In a moment, our reporter will be talking to a health campaigner

:05:12.:05:17.

concerned about what this means for health care

:05:18.:05:19.

But first this report by Victoria Hicks.

:05:20.:05:24.

Improvements were made but couldn't be sustained.

:05:25.:05:27.

Two years ago, United Lincolnshire Hospitals Trust came out

:05:28.:05:29.

But since then, the Care Quality Commission has found quality

:05:30.:05:36.

Grantham Hospital's accident and emergency department has been

:05:37.:05:41.

But its safety requires improvements.

:05:42.:05:46.

We found that not all of the time the resuscitation

:05:47.:05:49.

They see more patients than the department has capacity for.

:05:50.:05:57.

We also found not all of the staff have competencies

:05:58.:06:00.

The unit was inspected in October, not long after it had been

:06:01.:06:04.

controversially closed overnight because of a staffing

:06:05.:06:06.

Fortunately, a fantastic staff come and help us.

:06:07.:06:14.

We have managed to keep A services open.

:06:15.:06:17.

That is one of the reasons why we took the very difficult decision

:06:18.:06:20.

to temporarily close on a partial basis the Grantham A E.

:06:21.:06:24.

That is because we wanted to protect and focus on patient safety.

:06:25.:06:28.

We will continue to take the actions we need to make sure

:06:29.:06:31.

The director of nursing at the Trust is keen to reassure patients

:06:32.:06:35.

that they are already working to improve.

:06:36.:06:38.

We believe that what we have done since October is huge.

:06:39.:06:40.

We have done a lot of work since the CQC came in October

:06:41.:06:44.

and improving significantly, particularly around

:06:45.:06:47.

The Care Quality Commission says there is no quick

:06:48.:06:53.

It is likely to be at least one year before the Trust can come out

:06:54.:07:01.

Joining me now is Jodie Clack for the community group. What do you

:07:02.:07:17.

disappointing to find the trust is disappointing to find the trust is

:07:18.:07:21.

back in special measures against us in. Obviously we are concerned that

:07:22.:07:28.

it means that the staff are good to be taken to support the services.

:07:29.:07:42.

Grantham always having great Grantham always having great

:07:43.:07:45.

outcomes, should utilise their assets rather than reduce the

:07:46.:07:50.

services. What does this mean in terms of recruitment? I don't think

:07:51.:07:53.

it will help with the recruitment process. The temporary overnight

:07:54.:07:57.

closure from August, they were struggling to fill the doctors then

:07:58.:08:00.

and now they are back in special measures I don't see that being very

:08:01.:08:05.

attractive. What does this mean in terms of your campaign to get

:08:06.:08:09.

24-hour emergency care are back in Grantham? It is important for the

:08:10.:08:13.

community, we have had to travel all weight overnight to access the A

:08:14.:08:19.

at Grantham in the morning studio going to keep pressure on to give us

:08:20.:08:27.

the 24-hour A that we deserve. Thank you. The CQC says it will

:08:28.:08:32.

continue to monitor the Trust. Police have been carrying out

:08:33.:08:35.

extra security checks on the Leicester City bus on the eve

:08:36.:08:38.

of their Champions League game It follows three explosions

:08:39.:08:41.

which hit the team coach of Borussia Dortmund in the same

:08:42.:08:44.

competition tonight. News of the incident reached

:08:45.:08:47.

Leicester City as their players prepared for a light training

:08:48.:08:49.

session in the Vincente Police, some of them armed,

:08:50.:08:51.

made a sweep of the bus which was waiting to take the squad

:08:52.:08:56.

back to their hotel. A number of Foxes fans

:08:57.:08:58.

witnessed the checks. I don't think it will change

:08:59.:09:02.

the atmosphere but big sporting events have had greater scrutiny

:09:03.:09:05.

over It does affect you in a way

:09:06.:09:06.

that we were really looking forward to the game tomorrow

:09:07.:09:12.

and something like that anywhere around the world does

:09:13.:09:15.

really affect you I guess. Earlier though, Leicester

:09:16.:09:21.

manager Craig Shakespeare His team are underdogs

:09:22.:09:22.

for the game - which will be This season that for us

:09:23.:09:26.

is in the Champions League and But we are there to compete,

:09:27.:09:34.

not just to make the These players have deserved this

:09:35.:09:38.

opportunity and we aim to keep that So, it's goodbye from me -

:09:39.:09:43.

but here's your weather now. Not looking too bad over the next

:09:44.:10:01.

few days. Lovely blue skies and the weather watcher pictures. The high

:10:02.:10:08.

pressure that has been in charge for the lusty days is starting to move

:10:09.:10:13.

out the way, we have this week cold front tomorrow likely to bring some

:10:14.:10:17.

patchy rain with it. Through tonight it is looking rather settled, cloud

:10:18.:10:22.

building in from the north and the odd spot of showers here and there

:10:23.:10:27.

with rows of around eight Celsius. And a light westerly breeze. Towards

:10:28.:10:34.

tomorrow, we will continue on a bright note but through the day we

:10:35.:10:40.

will see a patchy rain sinking southwards, once that front has

:10:41.:10:44.

moved through it will feel clever but brighter towards tomorrow

:10:45.:10:46.

evening with highs of around 12 degrees. Towards Thursday, another

:10:47.:10:52.

fairly settled day, a mixture of sunshine and showers and high

:10:53.:10:56.

pressure just about in charge of the next few days.

:10:57.:10:56.

We'll have a full national forecast in a moment but for now I'll leave

:10:57.:11:00.

On Sunday, on the cool side for East itself.

:11:01.:11:12.

Good evening. Grace of all it -- it is greatest of all in Scotland. A

:11:13.:11:25.

weather front is on the move. The rain edging down into south-western

:11:26.:11:29.

parts of Scotland and northern Ireland. Much of England and Wales

:11:30.:11:36.

will have a dry note but not quite as Chile to start tomorrow. Let's

:11:37.:11:39.

deal with the wet weather first thing tomorrow. It will be a damp

:11:40.:11:43.

start for Scotland and Northern Ireland. Heaviest rain on the hills

:11:44.:11:51.

towards the coast and east of the Pennines, not too much rain

:11:52.:11:52.
