There's more throughout the evening

on the BBC News Channel.

0:00:000:00:01

We are back with

the late news at ten.

0:00:010:00:01

Now on BBC One it's time

for the news where you are.

0:00:010:00:02

Good evening from BBC London News.

I'm Chris Rogers.

0:00:140:00:17

Greenwich council claims it's staff

have received death threats

0:00:170:00:20

over the removal of an unofficial

memorial to Lee Rigby.

0:00:200:00:24

Tributes have been left

outside Woolwich Barracks

0:00:240:00:27

since the fusilier's murder

in May 2013.

0:00:270:00:29

But the council say they have

responded to complaints that that

0:00:290:00:31

flags and banners had

become scruffy, and the

0:00:310:00:33

memorial had been adopted

by right wing nationalists.

0:00:330:00:35

Emma North reports.

0:00:350:00:42

There is no official memorial at the

exact spot where Lee Rigby was

0:00:420:00:46

killed. But since his death, it has

become an impromptu shrine to a

0:00:460:00:51

youngish row -- soldier brutally

murdered. When a council worker took

0:00:510:00:54

it down, he was filmed, his face and

name put on the Internet and then he

0:00:540:00:58

got death threats.

It's just

completely beyond the pale. It's

0:00:580:01:03

just appalling. I spoke to that work

on the telephone and of course he

0:01:030:01:08

was very distressed. He felt very

intimidated. And frightened for his

0:01:080:01:13

wife and his children. And of course

that will have had an effect on his

0:01:130:01:19

workmates as well.

The council also

claims colleagues have been visited

0:01:190:01:24

that work and intimidated. But some

argue the council is stopping people

0:01:240:01:28

from paying tribute themselves. This

morning some of the flags were back

0:01:280:01:32

but no sign of anything political.

Both the army and his family have

0:01:320:01:36

said they should be nothing official

that the site of the murder will

0:01:360:01:38

stop there were two designated

places nearby where you can pay

0:01:380:01:43

tribute. But in Woolwich today there

was still a desire to mark the spot

0:01:430:01:47

somehow.

The flowers are fine

because everybody puts flowers when

0:01:470:01:51

someone is dead. But in terms of the

flag, you can't let people express

0:01:510:01:57

the way they want to express.

The

cross of St George 's English, and

0:01:570:02:01

that is what we are. So that is fine

and flowers are fine. I don't think

0:02:010:02:05

it belongs to any political group.

This year marks the fifth

0:02:050:02:09

anniversary of Lee Rigby's death,

bringing back and just -- not just

0:02:090:02:14

painful memories but also the

question of how to remember.

0:02:140:02:16

A 14-year-old girl has been

arrested on suspicion

0:02:160:02:18

of possessing a firearm,

which she pointed

0:02:180:02:20

at an officer's head.

0:02:200:02:21

She was one of three teenagers

who threatened police officers.

0:02:210:02:23

They were arrested near

Lewisham Park last night.

0:02:230:02:28

Mayor Sadiq Khan currently has

a target of building

0:02:280:02:31

65,000 homes a year

to tackle the housing shortage.

0:02:310:02:33

So to speed things up,

prefab homes are being considered

0:02:330:02:36

as a potential solution.

Thomas Magill reports.

0:02:360:02:40

Lorraine has been waiting

for a suitable housing

0:02:400:02:43

for nearly two years.

0:02:430:02:46

In the meantime, she's sharing this

studio flat in Mitcham with her

0:02:460:02:49

17-year-old daughter.

0:02:490:02:51

Cramped.

Very cramped.

0:02:510:02:54

And depressing.

It's pretty hard.

0:02:540:02:56

Like I said, there's

no space for anything.

0:02:560:02:58

As you can see, I've got bags

and boxes everywhere.

0:02:580:03:02

Down the road from

Lorraine, could this

0:03:020:03:03

development provide the solution?

0:03:030:03:05

The 37 flats at the Y Cube

were built in a factory,

0:03:050:03:08

transported to the site by lorry

and lifted into position.

0:03:080:03:13

The process took five months.

0:03:130:03:15

That's about half the time

of traditional methods.

0:03:150:03:18

And it was 25% cheaper,

costing £63,000 per flat.

0:03:180:03:25

In a new departure from the YMCA,

they have built these homes on

0:03:250:03:28

land bought from Merton Council.

0:03:280:03:32

And as part of that

transaction, half of

0:03:320:03:34

the residents come from

the council's housing waiting list.

0:03:340:03:36

And the other half from

the charity's hostels.

0:03:360:03:43

It would be great if we could scale

these up. For just over £2 million

0:03:430:03:48

you could deliver 36 homes very

quickly for people. It is a

0:03:480:03:51

fantastic affordable solution.

0:03:510:03:52

Factory-built flats are already

available to buy across London.

0:03:520:03:54

The developer of these ones have

received £25 million investment

0:03:540:03:57

from the mayor to deliver

1000 affordable homes.

0:03:570:04:01

A third of them will

be factory built.

0:04:010:04:04

A report from the London

Assembly concluded that

0:04:040:04:06

this type of technology

could be the answer

0:04:060:04:08

to London's housing crisis.

0:04:080:04:16

We need the mayor to start working

the market and making sure that

0:04:160:04:19

market develops. There is certainly

a demand. All we need now is for the

0:04:190:04:25

mayor to pull his finger out and

start taking action.

0:04:250:04:29

The mayor as targets for how many

affordable homes he will support the

0:04:290:04:32

building. That is the target for us.

This has a key role to play in

0:04:320:04:38

supporting those targets.

0:04:380:04:39

There are concerns that savings

developers may make on the

0:04:390:04:42

construction costs won't be

passed on to home-buyers.

0:04:420:04:45

But they can be built

on an awkward brownfield

0:04:450:04:47

sites, are faster to put up

and could be cheaper.

0:04:470:04:53

A look at the weather

with Sara Thornton.

0:04:550:04:57

Good evening.

0:04:570:04:58

I hope you managed to enjoy

something of this very mild day

0:04:580:05:01

that we saw across London,

with some good breaks

0:05:010:05:04

in the cloud at times, too,

that allowed us to get up to 14

0:05:040:05:07

Celsius, well above average

for the time of year.

0:05:070:05:11

Keeping the milder air tonight,

into the start of tomorrow, but very

0:05:110:05:14

quickly it is going to start to turn

colder in the wake of some rain.

0:05:140:05:19

But we stay dry tonight and still

breezy with a south-westerly wind

0:05:190:05:23

keeping our temperatures at nine

or 10 Celsius to start your Monday.

0:05:230:05:28

A dry, albeit fairly cloudy start

and then we have got this rain

0:05:280:05:31

to spill in in the middle part

of the day from the north,

0:05:310:05:34

as it clears the way,

it introduces colder air,

0:05:340:05:37

a bitter 12 degrees,

but by the end of the afternoon,

0:05:370:05:40

into the evening, much,

much colder than that.

0:05:400:05:42

A touch of ground frost

into Tuesday, potentially,

0:05:420:05:44

with temperatures back

to where they should be

0:05:440:05:46

for this time of year.

0:05:460:05:50

That's all from the evening team.

I'm back with the latest

0:05:500:05:54

on the ten O'Clock News.

For now have a very good evening.
