That's all from me, stay

it's time for the news
where you are. | 0:00:04 | 0:00:06
Good evening from BBC London News. | 0:00:14 | 0:00:19
I'm Chris Rogers. | 0:00:19 | 0:00:21
Greenwich council say its staff have
received death threats over | 0:00:21 | 0:00:27
the removal of an unofficial
memorial to Lee Rigby. | 0:00:27 | 0:00:29
Tributes have been left
outside Woolwich Barracks | 0:00:29 | 0:00:30
since the fusilier's murder in 2013. | 0:00:30 | 0:00:33
The council say they've had
to respond to complaints the shrine | 0:00:33 | 0:00:35
is being adopted by some
right wing groups. | 0:00:35 | 0:00:37
Emma North reports. | 0:00:37 | 0:00:38
There is no official
memorial at the exact spot | 0:00:38 | 0:00:40
where Lee Rigby was killed. | 0:00:40 | 0:00:43
But since his death, it has become
an impromptu shrine to a young | 0:00:43 | 0:00:46
soldier brutally murdered. | 0:00:46 | 0:00:49
When a council worker took it down,
he was filmed, his face and name put | 0:00:49 | 0:00:53
on the internet and then
he got death threats. | 0:00:53 | 0:00:55
It's just completely
beyond the pale. | 0:00:55 | 0:00:57
It's just appalling. | 0:00:57 | 0:00:58
I spoke to that worker
on the telephone and of course | 0:00:58 | 0:01:01
he was very distressed. | 0:01:01 | 0:01:05
He felt very intimidated. | 0:01:05 | 0:01:06
And frightened for his
wife and his children. | 0:01:06 | 0:01:11
And of course that will have had
an effect on his workmates as well. | 0:01:11 | 0:01:16
The council also claims
colleagues have been visited | 0:01:16 | 0:01:18
at work and intimidated. | 0:01:18 | 0:01:21
But some argue the council
is stopping people from paying | 0:01:21 | 0:01:24
tribute themselves. | 0:01:24 | 0:01:26
This morning, some of the flags
were back but no sign | 0:01:26 | 0:01:28
of anything political. | 0:01:28 | 0:01:32
Both the Army and his family have
said there should be nothing | 0:01:32 | 0:01:34
official at the site of the murder. | 0:01:34 | 0:01:36
There were two designated places
nearby where you can pay tribute. | 0:01:36 | 0:01:39
But in Woolwich today
there was still a desire | 0:01:39 | 0:01:41
to mark the spot somehow. | 0:01:41 | 0:01:42
The flowers are fine
because everybody puts flowers | 0:01:42 | 0:01:44
when someone is dead. | 0:01:44 | 0:01:46
But in terms of the flag,
you can't let people express the way | 0:01:46 | 0:01:49
they want to express. | 0:01:49 | 0:01:52
The cross of St George is English,
and that is what we are. | 0:01:52 | 0:01:55
So that is fine
and flowers are fine. | 0:01:55 | 0:01:57
I don't think it belongs
to any political group. | 0:01:57 | 0:02:02
This year marks the fifth
anniversary of Lee Rigby's death, | 0:02:02 | 0:02:03
bringing back not just painful
memories but also the question | 0:02:03 | 0:02:05
of how to remember. | 0:02:05 | 0:02:10
In a bid to tackle London's housing
shortage, could pre-fab | 0:02:14 | 0:02:16
units be the answer? | 0:02:16 | 0:02:17
Here's Thomas Magill. | 0:02:17 | 0:02:19
Lorraine has been waiting
for suitable housing | 0:02:22 | 0:02:23
for nearly two years. | 0:02:23 | 0:02:24
In the meantime, sharing this
studio flat in Mitcham | 0:02:24 | 0:02:26
with her 17-year-old daughter. | 0:02:26 | 0:02:30
Cramped. | 0:02:30 | 0:02:31
Very cramped. | 0:02:31 | 0:02:32
And depressing. | 0:02:32 | 0:02:33
It's pretty hard. | 0:02:33 | 0:02:35
Like I said, there's
no space for anything. | 0:02:35 | 0:02:37
As you can see, I've got bags
and boxes everywhere. | 0:02:37 | 0:02:39
Down the road from Lorraine,
could this development | 0:02:39 | 0:02:41
provide the solution? | 0:02:41 | 0:02:45
The 37 flats at the Y Cube
were built in a factory, | 0:02:45 | 0:02:48
transported to the site by lorry
and lifted into position. | 0:02:48 | 0:02:52
The process took five months. | 0:02:52 | 0:02:54
That's about half the time
of traditional methods. | 0:02:54 | 0:02:58
And it was 25% cheaper,
costing £63,000 per flat. | 0:02:58 | 0:03:04
It would be great if we
could scale these up. | 0:03:04 | 0:03:07
For just over £2 million,
you can deliver 36 homes very, | 0:03:07 | 0:03:10
very quickly for people so it's
a fantastic, affordable solution. | 0:03:10 | 0:03:12
Factory-built flats are already
available to buy across London. | 0:03:12 | 0:03:16
The developer of these ones have
received £25 million investment | 0:03:16 | 0:03:19
from the mayor to deliver
1,000 affordable homes. | 0:03:19 | 0:03:24
A third of which will
be factory built. | 0:03:24 | 0:03:30
A report from the London Assembly
concluded that this type | 0:03:30 | 0:03:32
of technology could be the answer
to London's housing crisis. | 0:03:32 | 0:03:38
We need the mayor to start working
the market and making sure | 0:03:38 | 0:03:41
that market develops. | 0:03:41 | 0:03:42
There is certainly a demand. | 0:03:42 | 0:03:43
All we need now is for the mayor
to pull his finger out | 0:03:43 | 0:03:46
and start taking action. | 0:03:46 | 0:03:48
The mayor has targets for how many
affordable homes he's | 0:03:48 | 0:03:50
going to support the building
of and that's the really | 0:03:50 | 0:03:52
crucial target for us. | 0:03:53 | 0:03:54
We want to see those
affordable homes built. | 0:03:54 | 0:03:55
Modular construction,
on-site construction has a key role | 0:03:55 | 0:03:57
to play in supporting those targets. | 0:03:57 | 0:03:59
There are concerns that
savings developers may make | 0:03:59 | 0:04:02
on the construction costs won't be
passed on to home-buyers. | 0:04:02 | 0:04:09
But they can be built
on awkward brownfield sites, | 0:04:09 | 0:04:11
are faster to put up
and could be cheaper. | 0:04:11 | 0:04:16
Time for the weather
with Sara Thornton. | 0:04:17 | 0:04:20
Good evening. | 0:04:20 | 0:04:22
A bit of sunshine, a mild wind
from the south-west. | 0:04:22 | 0:04:29
That all combined to lift
our temperatures to 14 | 0:04:29 | 0:04:31
degrees today in London,
and we keep the mild air tonight | 0:04:31 | 0:04:33
but very quickly we're going to lose
it has we go through Monday. | 0:04:33 | 0:04:37
A fine start to your
new working week. | 0:04:37 | 0:04:38
A breezy one, though,
but it is the middle part of the day | 0:04:38 | 0:04:42
we see some rain spilling
in from the North, and it | 0:04:42 | 0:04:44
will introduce some cold air. | 0:04:44 | 0:04:45
12 degrees before it comes in,
much colder behind. | 0:04:45 | 0:04:48
It gives us a touch of ground frost
overnight into Tuesday | 0:04:48 | 0:04:50
and temperatures back
to where they should be | 0:04:50 | 0:04:52
for the time of year. | 0:04:52 | 0:04:57
And that's it. Thanks for watching.
Have a good night. | 0:04:57 | 0:05:00 |
