Good evening and welcome to BBC Look North.

:00:00.:00:07.

The headlines tonight: Sad and immoral - thieves blasted over

:00:08.:00:09.

Another attack on a war memorial to thousands of

:00:10.:00:13.

The they are lacking in some intelligence, lacking in morals,

:00:14.:00:27.

belief in what people have done for them in the past. I will be wired

:00:28.:00:31.

here were local people say they are disgusted but they will step in to

:00:32.:00:36.

replace what has been lost. -- I will be live.

:00:37.:00:38.

The potholes that councils say they can't afford to fix -

:00:39.:00:41.

millions of pounds is needed to sort out our crumbling roads.

:00:42.:00:43.

Years ago when we went on holiday to Europe the roads were awful and

:00:44.:00:49.

awards were perfect and now it is the opposite. They will not get any

:00:50.:00:51.

better if you just leave them. The arcade owner who says

:00:52.:00:55.

the new pound coin will cost him thousands -

:00:56.:00:57.

and wants the Government Free travel jabs and gluten-free

:00:58.:00:59.

food may stop as the NHS cuts back on prescriptions that cost

:01:00.:01:03.

it millions. The East Yorkshire village that's

:01:04.:01:06.

becoming a safe haven For the detailed five day forecast

:01:07.:01:09.

join me in 15 minutes. It's a tribute to 55,000 dead

:01:10.:01:24.

airmen of Bomber Command - the RAF crews that many credit

:01:25.:01:30.

with shortening So tonight there's a furious

:01:31.:01:32.

reaction to a series of thefts from their memorial

:01:33.:01:39.

at the International Bomber Command Centre in Lincoln,

:01:40.:01:42.

which is still under construction. Among the items stolen -

:01:43.:01:45.

a flag pole and its union flag. Simon Spark is at the memorial,

:01:46.:01:48.

what else has been taken? I think what has angered second day

:01:49.:02:04.

but the most is this has not does -- is not the first time, it is the

:02:05.:02:09.

second time in a fortnight thieves have struck. Or at the weekend a

:02:10.:02:14.

flag and flag and flagpole and two weeks before that donation boxes,

:02:15.:02:21.

generators, over ?2000 worth of equipment was stolen, even a blue

:02:22.:02:25.

wreath left at the bottom of the spire like a family in an act of

:02:26.:02:32.

remembrance was found shredded. The International Bomber Command Centre

:02:33.:02:34.

is being built to honour all those involved with Bomber Command and

:02:35.:02:40.

will commemorate more than 55,000 Bomber Command aircrew who died

:02:41.:02:43.

during the Second World War, the majority of the bombing raid set of

:02:44.:02:47.

Lincolnshire and actions are credited with a dramatically

:02:48.:02:51.

changing the outcome of World War II. Recently the construction of the

:02:52.:02:57.

memorial has been -- become a target for thieves and vandals. At some

:02:58.:03:01.

point over the weekend a five metre white flagpole similar to this one

:03:02.:03:07.

was stolen from here. Along with the union Jack flag flying on it. They

:03:08.:03:15.

are sad people, they are lacking in some intelligence, certainly lacking

:03:16.:03:20.

in morals, concern and commitment and belief in what people have done

:03:21.:03:23.

for them in the past. People like 90 pupil wears who was one of just two

:03:24.:03:29.

survivors were his plane was shot down -- 90-year-old fought back. He

:03:30.:03:40.

then became a prisoner of war. I am horrified and angry people could be

:03:41.:03:43.

faced monuments to people who gave their lives for this country. There

:03:44.:03:49.

are men up there, several that I knew personally there are names are

:03:50.:03:56.

up there. And to think of somebody going there and destroying things, a

:03:57.:04:03.

lot of vandals and goes on up there and it shatters me, I see no reason

:04:04.:04:09.

for it. Police today said... Meanwhile, staff at the

:04:10.:04:29.

International Bomber Command centres say security will now be improved

:04:30.:04:34.

but CCTV systems would simply be too expensive.

:04:35.:04:37.

There's been a big response from the public following

:04:38.:04:39.

Children at the William Alvey Primary School in Sleaford have

:04:40.:04:49.

already offered to replace the flag that was stolen.

:04:50.:04:55.

A security firm has also come forward to offer extra

:04:56.:05:00.

Earlier today, I spoke to Tony Worth, the chairman

:05:01.:05:03.

of the International Bomber Command Centre.

:05:04.:05:04.

I asked him what he made of the response.

:05:05.:05:07.

The public have been most supportive and been fantastic in the way

:05:08.:05:09.

Can you put into words what you think about the people

:05:10.:05:13.

who are doing this, who have done this?

:05:14.:05:17.

I think they are totally disrespectful, they are totally

:05:18.:05:20.

mindless and here we are trying to do good things both

:05:21.:05:23.

for the county and also to memorialise those people

:05:24.:05:26.

who during the war gave their lives and gave their all to

:05:27.:05:31.

It is all charity work and the money has come from veterans,

:05:32.:05:36.

it has come from individuals and from grant bodies,

:05:37.:05:39.

and for that to have happened now when we are most of the way

:05:40.:05:43.

through getting things finished is absolutely appalling.

:05:44.:05:51.

You are doing all this good work and here we are having this

:05:52.:05:58.

conversation and even a security firm has offered to help.

:05:59.:06:00.

What we have to do is to increase the security, but everything we do

:06:01.:06:11.

in increasing security and everything else

:06:12.:06:14.

And it is money which is being given to us by other people,

:06:15.:06:20.

it is not our money, and we have got to look after it

:06:21.:06:23.

and as it is we've got to raise quite a lot of money to get

:06:24.:06:27.

the thing finished, something in the region

:06:28.:06:30.

There is a very good chance the person or persons who have done

:06:31.:06:36.

Just say to them what you think and your message to them.

:06:37.:06:40.

Actually, I would quite like to meet them because I would

:06:41.:06:43.

like to understand what it is that makes them do these things.

:06:44.:06:46.

It is totally mindless, does not make any sense at all,

:06:47.:06:48.

I cannot understand why anybody would take a flag or a flagpole

:06:49.:06:51.

or even break into our shed and take all of the snacks and things

:06:52.:06:54.

which we were going to give to the people who came to our open

:06:55.:06:58.

I do wish you well, we'll follow the story.

:06:59.:07:04.

I know there will be strong feelings on this story and we will keep you

:07:05.:07:22.

up-to-date with any developments on that.

:07:23.:07:26.

Thousands of potholes will continue to blight roads in East Yorkshire

:07:27.:07:28.

and Lincolnshire because councils can't afford to repair them all.

:07:29.:07:31.

That's the finding of a new report which says millions of pounds

:07:32.:07:34.

of extra cash is needed to fix crumbling roads.

:07:35.:07:36.

And there's a warning some routes are so bad

:07:37.:07:38.

Phillip Norton is here, what are our local councils

:07:39.:07:42.

Well, local councils have been given extra Government funds in the past

:07:43.:07:47.

year specifically to help with filling in potholes,

:07:48.:07:50.

on top of their usual highways budgets.

:07:51.:07:53.

The problem is, they cant keep up with the escalating problem.

:07:54.:07:56.

It's called the Pothole Action Fund and the amount

:07:57.:08:01.

Lincolnshire County Council was given ?1.8 million

:08:02.:08:07.

from the kitty last year, enough to fill more than 34,000 potholes.

:08:08.:08:10.

?87,000 - which filled just over 1600 potholes.

:08:11.:08:21.

Today campaigners said much more needs to be spent to bring roads up

:08:22.:08:24.

More potholes than money, that's the problem facing local

:08:25.:08:29.

authorities, with a forecast things will only get worse.

:08:30.:08:31.

These potholes were filmed in just one street in Hull this morning.

:08:32.:08:37.

Years ago, when we went on holiday to Europe,

:08:38.:08:40.

the roads were awful, yet our roads were perfect.

:08:41.:08:44.

Now it's completely the other way around.

:08:45.:08:47.

They are not going to get any better if you're just leaving them.

:08:48.:08:50.

I get where they're coming from but they're not going anywhere,

:08:51.:08:53.

they're still going to have to fix them.

:08:54.:08:55.

It's not good for your tendons when you're bouncing up and down,

:08:56.:08:58.

It's a problem that's already costing cash

:08:59.:09:03.

Lincolnshire County Council says more than ?270 million has been

:09:04.:09:07.

spent on road maintenance in the past five years.

:09:08.:09:11.

Across the area, people have taken to social media and identified

:09:12.:09:14.

Campaigners say there is a terminal decline in road

:09:15.:10:00.

standards, which could lead to drastic measures.

:10:01.:10:06.

We are creeping towards a tipping point in road condition.

:10:07.:10:10.

One in six local roads now only have five years life left in them.

:10:11.:10:16.

If they don't get the funding necessary to bring those up

:10:17.:10:21.

to scratch, then the ultimate sanction for them is to

:10:22.:10:24.

The Government is investing ?1.3 billion in roads this year.

:10:25.:10:31.

Campaigners say that's not enough and it would take 12 years to clear

:10:32.:10:34.

Phillip Norton, BBC Look North, Hull.

:10:35.:10:43.

Should drivers give up on the idea of every pothole being fixed?

:10:44.:10:46.

Are they just something we have to learn to live with?

:10:47.:10:53.

Here is how to get in touch. Would you like to see more money put aside

:10:54.:11:00.

for repairing potholes and would you be happy to pay more road tax to get

:11:01.:11:06.

them repaired? Are we at the tipping point?

:11:07.:11:17.

Your views on the potholes and we will have some on before we finish

:11:18.:11:23.

at 7pm. An East Coast arcade

:11:24.:11:27.

operator is calling for government compensation

:11:28.:11:29.

following the introduction Skegness Pier says adapting its slot

:11:30.:11:30.

machines to take the new coin is costing it ?30,000,

:11:31.:11:35.

but the bank of England insists that the introduction will help

:11:36.:11:37.

prevent people faking them. A new 12 sided ?1 coins in

:11:38.:11:52.

circulation from today but already causing a headache in some of our

:11:53.:11:57.

east Coast seaside arcades. At Skegness peer most of their 400 slot

:11:58.:12:03.

and game machines need to be adapted to take the shape and weight of the

:12:04.:12:11.

new money. We have around 400 machines and 300 of them need

:12:12.:12:16.

changing. Throughout the whole winter mechanics have reprogramming

:12:17.:12:21.

them and we had to sell a lot of. There has been no help or

:12:22.:12:24.

compensation from the Government and I feel we are being penalised, we

:12:25.:12:30.

have two fund the cost by ourselves. It started a couple of years ago

:12:31.:12:37.

with the ?10 and now the ?1 and the ?10 note and then the new ?20 note.

:12:38.:12:46.

Inside every machine is one of these, the mechanism which

:12:47.:12:49.

determines which coin is which and for most of these that now must be

:12:50.:12:54.

changed. The problem is not all of them will work with the all ?1 coin

:12:55.:13:00.

as well as the new one, so for operators the question is when will

:13:01.:13:04.

the new one be enough circulation meaning it will be right for them to

:13:05.:13:09.

switch over? The old opponent is only legal tender until October, at

:13:10.:13:13.

which time shops, lockers and vending machines will have had to

:13:14.:13:19.

adapt, as will some council run parking machines, at cost to the

:13:20.:13:25.

taxpayer. There are 75 machines across the district, 38 have been

:13:26.:13:30.

done so far and the total cost is around ?3500. It is an expense

:13:31.:13:35.

councils can do without? We have huge financial challenges and we

:13:36.:13:38.

could do without it but it is something we and all authorities

:13:39.:13:41.

have to deal with, along with private sector businesses. Why the

:13:42.:13:46.

change? Bank of England says the new coin is ultimately far harder to

:13:47.:13:51.

forge sewed introduction will mean the next generation grew up without

:13:52.:13:59.

ever using the old rodents pound. -- the all round pound coin.

:14:00.:14:07.

Still ahead tonight: Free travel jabs and gluten-free food may stop

:14:08.:14:09.

as the NHS cuts back on prescriptions that cost it millions.

:14:10.:14:12.

And the East Yorkshire villagers who will welcome dozens of hedgehogs

:14:13.:14:16.

tonight's photograph is taken by John Clarke and it is by coincidence

:14:17.:14:45.

of Skegness. I think that is the sunrise, Peter. Jack says, is Paul

:14:46.:14:54.

trying to change his image with the open neck shirt, trying to look

:14:55.:15:00.

younger? If so, it is not working. The Saturday night Fever look, we do

:15:01.:15:06.

not think it is working? Or too tight on, please, oh and put you to

:15:07.:15:13.

shame. Maybe I should try a to and fake tan, do you think that will

:15:14.:15:18.

work? For the next 24 hours it is looking

:15:19.:15:23.

mild, some brightness the Lincolnshire coast on Thursday is

:15:24.:15:27.

looking promising because we drag some warm air from the new

:15:28.:15:36.

continent. -- near continent. The weekend is looking unsettled,

:15:37.:15:40.

especially Saturday. It has brightens up nicely, a very pleasant

:15:41.:15:48.

and Hull England sweep -- Hull and Grimsby. Through this evening it

:15:49.:15:53.

will tend to cloud over and we will see patchy rain developed across

:15:54.:15:58.

Lincolnshire, persistent bursts here, a mild nights. Moderate

:15:59.:16:07.

south-west winds. The sun rises in the morning, here are the times. A

:16:08.:16:16.

cloudy and damp start in places, patchy rain, otherwise it soon

:16:17.:16:22.

becomes a dry. Brightness coming through, rain never far away but the

:16:23.:16:26.

fair amount of fair in Lincolnshire in particular. As I say, there will

:16:27.:16:37.

be good dry periods and certainly mild air from the Atlantic. Not bad

:16:38.:16:43.

at temperatures for the end of March. Well above average, which is

:16:44.:16:49.

10 Celsius. First the start cloudy and damp brightening up later. --

:16:50.:16:57.

Thursday starts cloudy and damp. Sap at the cool with heavy showers. That

:16:58.:17:03.

is the forecast. -- Saturday looks cool.

:17:04.:17:07.

I am looking for a good lawyer, after that remark!

:17:08.:17:13.

As the NHS looks to save millions of pounds

:17:14.:17:15.

some things prescribed by doctors could be stopped.

:17:16.:17:18.

That includes gluten-free bread, paracetamol and sun cream.

:17:19.:17:20.

Already in parts of this area patients are being urged

:17:21.:17:23.

to buy their own paracetamol - which are a few pence

:17:24.:17:25.

in a shop but end up costing the NHS much more.

:17:26.:17:28.

Our health correspondent, Vicky Johnson reports.

:17:29.:17:37.

The NHS has never been under such financial pressure and so health

:17:38.:17:44.

officials looking how to cut costs and prescription charges is one key

:17:45.:17:54.

area. And treatments like these are all currently available on

:17:55.:17:57.

prescription but NHS England is going to consult on whether products

:17:58.:18:01.

that are freely available over-the-counter should still be

:18:02.:18:05.

offered by GPs. What we need is to make sure that is a balance between

:18:06.:18:09.

people being able to buy the product they want from the supermarket and

:18:10.:18:13.

make sure children and people who might not have the ability to pay

:18:14.:18:18.

for those products are given support through the NHS. It is important

:18:19.:18:22.

people are treated as individuals rather than a blanket ban for all

:18:23.:18:26.

these products for everybody. This woman has coeliac disease which is

:18:27.:18:35.

caused by Clinton. Her family's cafe sells some gluten-free products but

:18:36.:18:41.

she thinks it is vital basic foods remain free on prescription. For

:18:42.:18:45.

somebody who may have been poorly for a while and is not sure what to

:18:46.:18:51.

eat what to have it and give them that natural first step with what to

:18:52.:18:56.

start with and then they can move onto other pastors. It is vital for

:18:57.:19:02.

everybody. Paracetamol can be purchased for as

:19:03.:19:08.

little as 19p per packet but it cost the NHS over ?10 per packet. Last

:19:09.:19:16.

year the NHS and Hull spent over ?500,000 on these what national it

:19:17.:19:21.

was over 87 million. Many health groups have restricted prescription

:19:22.:19:24.

for paracetamol and most of the people we spoke to agree this was

:19:25.:19:29.

the right thing to do. I think if you need them then buy them, that is

:19:30.:19:34.

my perception. Paracetamol is so cheap but I do not think there is

:19:35.:19:39.

any need to have that on prescription. You can just buy it

:19:40.:19:45.

yourself since it is so cheap. Doctors and pharmacists are faced

:19:46.:19:49.

with a dilemma of making sure patients get the most appropriate

:19:50.:19:52.

treatment while asking some of them to bear some of the cost.

:19:53.:19:54.

Will local health officials be watching this closely

:19:55.:19:57.

after their comments on paracetamol last year?

:19:58.:20:00.

They certainly will. We were told last year paracetamol bill for the

:20:01.:20:08.

NHS in Lincolnshire was ?1 million and East Riding it was more than 1.5

:20:09.:20:13.

million. Health bosses then said it was not an effective use of

:20:14.:20:18.

resources and they started to restrict the prescription use of

:20:19.:20:23.

paracetamol. Since they started doing so in East Riding they already

:20:24.:20:29.

save 1.3 million and expect those savings to increase for the rest of

:20:30.:20:32.

the year. This is the background to why the NHS has confirmed this

:20:33.:20:37.

preview of what will be available and not available on prescription.

:20:38.:20:42.

We do not know how long this review will take, it starts next month, we

:20:43.:20:48.

do not know when they will come up with a decision. Thank you. This is

:20:49.:20:51.

another story you might want to comment on. We will talk more and I

:20:52.:20:58.

walked up to the pharmaceutical. -- pharmaceutical Society emulate Look

:20:59.:21:08.

North at 10:30pm. -- on the late Look North.

:21:09.:21:10.

A man who couldn't read or write until the age of 32,

:21:11.:21:13.

when he found out he was dyslexic, is speaking out, with the hope

:21:14.:21:17.

of helping other people in the same situation.

:21:18.:21:19.

Howard Duckworth from Goole in East Yorkshire says

:21:20.:21:20.

it was a relief to discover, in his words,

:21:21.:21:23.

Howard Duckworth, who runs a hotel in Goole, struggled to read

:21:24.:21:32.

and write until his dyslexia diagnosis at the age of 32.

:21:33.:21:40.

Often known as a hidden disability, he described the moment he realised

:21:41.:21:44.

When you are suddenly given a title, it's almost...

:21:45.:21:50.

It's a relief that you aren't thick, you aren't lazy, there's just

:21:51.:21:57.

Dyslexia is a genetic learning difficulty that affects around

:21:58.:22:05.

It occurs regardless of gender, race, or level of intelligence

:22:06.:22:17.

and it's recognised under the Equality Act 2010.

:22:18.:22:19.

Despite this, the British Dyslexia Association says its seeing

:22:20.:22:24.

an increasing number of enquiries related to discrimination issues.

:22:25.:22:30.

To give you an example, we had somebody recently

:22:31.:22:36.

who was working in a zoo and was taken off that job

:22:37.:22:39.

with a job change and given a job as a dog warden.

:22:40.:22:42.

And that would involve writing reports.

:22:43.:22:44.

This legal expert says employers could face huge costs

:22:45.:22:46.

Looking at the figures from '15 to '16 for the tribunals,

:22:47.:22:52.

a normal unfair dismissal claim, not involving disability,

:22:53.:22:59.

Looking at a disability related unfair dismissal claim, 21,000.

:23:00.:23:02.

And looking at the biggest award for disability discrimination

:23:03.:23:05.

You can see how that could have a massive financial

:23:06.:23:09.

knock-on for companies who don't recognise this.

:23:10.:23:11.

The Government is now looking to work more closley with businesses

:23:12.:23:15.

and increase the number of disability employment

:23:16.:23:17.

Howard meanwhile is urging others not to let dyslexia hold them back.

:23:18.:23:24.

This is why so many dyslexics end up being self-employed.

:23:25.:23:27.

They come up with the various different ideas and they create it.
