and on BBC One we now join the BBC's news teams where you are. | :00:00. | :00:00.
Good evening and welcome to BBC Look North. | :00:07. | :00:08.
The magazine reported to police over claims of a racist article | :00:09. | :00:11.
about the Hull City owner Assem Allam. | :00:12. | :00:21.
These three remarks are very clearly anti-Arabic. Obscene about his | :00:22. | :00:26.
racial origins. Tonight, the magazine has denied | :00:27. | :00:29.
racism and said the article classrooms will get hundreds | :00:30. | :00:31.
of pounds a year less spent on their education, | :00:32. | :00:37.
according to teachers. It is deeply worrying. Schools will | :00:38. | :00:48.
have to make decisions, for example to cut subjects. | :00:49. | :00:55.
They got naked, they painted themselves blue, and now they are in | :00:56. | :00:58.
a gallery for all to see. Hoping to make one last headline - | :00:59. | :01:00.
Lincoln City could be promoted back to the league tomorrow after | :01:01. | :01:03.
six years in the wilderness. And not a bad story for the weekend. | :01:04. | :01:11.
High pressure in charge but a big change next week. Full forecast | :01:12. | :01:13.
shortly. A magazine that looks to celebrate | :01:14. | :01:18.
the culture of Hull has been reported to the police accused | :01:19. | :01:22.
of racism against Hull City Tenfoot City is a free magazine | :01:23. | :01:25.
stocked at hundreds of venues across the city and claims | :01:26. | :01:32.
to have a readership Humberside Police are investigating | :01:33. | :01:35.
a complaint by a reader who says comments made in an article | :01:36. | :01:41.
about the team's foreign players and owners are not just | :01:42. | :01:46.
derogatory but racist as well. Hull City has tonight told | :01:47. | :01:50.
Look North the comments It is in this free magazine that the | :01:51. | :02:09.
offending comments were made. An author known as ten foot tiger talks | :02:10. | :02:20.
about the season. In it, and number of derogatory terms about the | :02:21. | :02:25.
Egyptian heritage of the owner. This man is so angry he has reported it | :02:26. | :02:35.
to the police. Specifically relating to his ethnic origin. That is | :02:36. | :02:40.
technically racist. Not whether he is a big man, that a man, green | :02:41. | :02:46.
hair, but he is of Egyptian back then. This race is Arabic. These | :02:47. | :02:50.
remarks are very clearly anti-Arabic. They are being of | :02:51. | :02:59.
certain, obscene about his origins. It is being treated as a hate | :03:00. | :03:04.
incident and police are investigating. The magazine has | :03:05. | :03:04.
depended itself. But one lawyer who has read the | :03:05. | :03:32.
article disagrees. And says it can only take one person a vendor for | :03:33. | :03:37.
police to take action. It does not have to be the person it is | :03:38. | :03:41.
referring to, it can be the person who has read it and feels that way. | :03:42. | :03:45.
Harassment, alarm, distress, the three keywords. The step up from | :03:46. | :03:52.
that, effectively the fact it is aggravated by the abusive term about | :03:53. | :03:58.
race. Tonight, Hull City said the comments are unacceptable and | :03:59. | :04:03.
concern, confirmed it has raised the matter with Humberside Police. For | :04:04. | :04:07.
further investigation. A statement says, we are duty bound to report | :04:08. | :04:16.
incidents of racism and we are participating in the Premier League | :04:17. | :04:21.
quality standards and Kick it Out campaign. This is not indicative of | :04:22. | :04:26.
the wider community of football. James Kingett is from | :04:27. | :04:34.
the Show Racism the Red Card, an anti-racism charity working | :04:35. | :04:36.
to remove racism from football. I asked him for his reaction | :04:37. | :04:38.
to the article in the magazine. To be completely honest, I was very | :04:39. | :04:42.
shocked when I read the comments. And shocked by the content, | :04:43. | :04:48.
the language that was used, but also just how unnecessary | :04:49. | :04:54.
and unprovoked a response The use of those phrases in no way | :04:55. | :04:58.
added anything to the article other than the intention or otherwise, | :04:59. | :05:07.
as I think has been used as a defence, to push boundaries | :05:08. | :05:10.
and to cause a reaction. The magazine said earlier today, | :05:11. | :05:13.
you know, that this In other words, not racist, | :05:14. | :05:15.
but distastefully funny. Is a defence that is used a lots | :05:16. | :05:21.
to try and justify language and actions that can be | :05:22. | :05:27.
viewed as offensive. I think unfortunately | :05:28. | :05:29.
it is a big sticking point The presence of this kind | :05:30. | :05:31.
of language, the weight of history behind it, | :05:32. | :05:34.
the fact it has been used to make people feel different, | :05:35. | :05:43.
to make people feel othered, alienateed, it has to be taken | :05:44. | :05:48.
into consideration by somebody The magazine have also said people | :05:49. | :05:50.
should stop being so sensitive. I think I would encourage people | :05:51. | :05:54.
to go back to what the definition of racism is in terms of the legal | :05:55. | :05:59.
definition, which is a racist incident is any incident | :06:00. | :06:02.
which is perceived to be racist Now, people get very | :06:03. | :06:04.
frustrated with that. But actually, it is meant | :06:05. | :06:08.
to protect people. The defence that some people should | :06:09. | :06:11.
not be offended by this If anyone is offended, | :06:12. | :06:13.
we need to regard it This is not a specialist magazine, | :06:14. | :06:16.
this is given out to people across the city of culture | :06:17. | :06:20.
as they arrive even, For Show Racism The Red Card, | :06:21. | :06:23.
we know that magazine will be going into the hands of young people | :06:24. | :06:33.
who don't necessarily understand any attempt to be funny, to have banter | :06:34. | :06:35.
or anything otherwise. If they see language | :06:36. | :06:38.
like that used, they could We accept it is OK to use, and | :06:39. | :06:40.
obviously that is not the message. Finally, I have a statement | :06:41. | :06:49.
from Hull City. They see the comments | :06:50. | :06:51.
as totally unacceptable. We have raised the matter | :06:52. | :06:53.
with Humberside Police. What would be your message to | :06:54. | :06:54.
Humberside Police tonight, briefly? Just that they investigate | :06:55. | :06:58.
the incident, take it seriously. For Show Racism the Red Card, | :06:59. | :07:00.
we are not so concerned with whether someone is a racist | :07:01. | :07:03.
or not a racist. We believe that often very | :07:04. | :07:05.
good-natured people can say It is about learning | :07:06. | :07:07.
from the offence you have caused and adjusting | :07:08. | :07:11.
your language accordingly. We'd like to hear your | :07:12. | :07:16.
thoughts on this one. Canned derogatory comments about | :07:17. | :07:27.
background or heritage ever be funny? | :07:28. | :07:40.
At you heard such comments as a football match? | :07:41. | :07:51.
A teaching union is warning that schools in Lincolnshire could be | :07:52. | :07:59.
if proposed changes to the funding formula go ahead. | :08:00. | :08:03.
The Government says that figure is misleading, | :08:04. | :08:05.
But the NUT is calling for a rethink, claiming | :08:06. | :08:12.
the education of thousands of youngsters is being put at risk. | :08:13. | :08:15.
In rural Lincolnshire, schools have long complained that | :08:16. | :08:23.
when it comes to funding, they lose out to the inner cities. | :08:24. | :08:26.
The Government is planning to reform the system, and make it fairer. | :08:27. | :08:33.
But the Uk's largest teaching union says it's got its sums badly wrong. | :08:34. | :08:40.
We will suffer a ?30,000 shortfall. We will have to lose one class | :08:41. | :08:47.
probably. Other than seven new groups, it would have to be six. | :08:48. | :08:51.
Then you have mixed age groups across the school. | :08:52. | :08:58.
According to the National Union of Teachers, by 2019 Lincolnshire | :08:59. | :09:00.
will face a real terms cut to its education budget of nearly | :09:01. | :09:03.
That would mean around ?500 less to be spent on each pupil | :09:04. | :09:10.
And would equate to loss of just over 1200 | :09:11. | :09:12.
It is deeply worrying. Schools will have to make decisions to cut | :09:13. | :09:25.
subjects. Six from precision, six form provision. That will affect a | :09:26. | :09:31.
broad and balanced curriculum. It is fully funded in relation to the | :09:32. | :09:38.
schools. We have lobbied hard to be county council that funding should | :09:39. | :09:41.
be increased. It is not fair. We don't consider that any school in | :09:42. | :09:46.
Lincolnshire should be losing under the proposals. | :09:47. | :10:03.
But the Government has dismissed the NUT's figures as misleading. | :10:04. | :10:14.
Despite assurances from the Government that the funding level is | :10:15. | :10:19.
higher than ever, schools like this one is adamant that the new formula | :10:20. | :10:25.
will lead to redundancies and affect the quality of education they are | :10:26. | :10:26.
able to provide. Thank you for those people who got | :10:27. | :10:37.
in touch last night. The story The about children younger than five | :10:38. | :10:49.

Seachill, has been put up for sale. The announcement was | :11:11. | :11:21.
made this afternoon Seachill employs around | :11:22. | :11:23.
750 people in the town and is one of leading suppliers | :11:24. | :11:37.

hanging in a gallery and having to make one last headline, Lincoln City | :12:42. | :12:47.
could be promoted back to the meat after a six-year absence. | :12:48. | :12:58.
We love your pictures, keep them coming. | :12:59. | :13:15.
The CEO of Hull, did I see you in there? Will I need to take my | :13:16. | :13:25.
glasses if I go and see it? It could have been worse. I am looking | :13:26. | :13:39.
forward to seeing it. High pressure in charge. Some patchy rain. The | :13:40. | :13:46.
weather from sinking to the south overnight. Just a bit patchy light | :13:47. | :13:53.
rain and drizzle. Things tend to brighten up or become a bit clearer | :13:54. | :13:59.
first thing in the morning. Tomorrow high waters. Back to the forecast | :14:00. | :14:11.
for the weekend. A mostly settled story. Plenty of bright stars | :14:12. | :14:16.
around. The cloud will become thick enough to produce light rain and | :14:17. | :14:24.
drizzle. But most of us with a dry, pleasant day. In those sunny spells, | :14:25. | :14:31.
a bit cooler along the coast, but 11-13 Celsius. That'll feel right, | :14:32. | :14:37.
because we will not have as much of a breeze tomorrow. The pressure | :14:38. | :14:45.
chart. High pressure very much in charge, OK? Then in this weather | :14:46. | :14:52.
front swings our way. On Monday, affecting the temperature. Here is a | :14:53. | :15:00.
bar chart. Down the temperatures go, then, by the time we get to the | :15:01. | :15:03.
middle of next week. It is going to feel pretty chilly out there. 7-8dC | :15:04. | :15:09.
potentially with the risk of wintry showers as well. Peter, we could see | :15:10. | :15:16.
snow. At the moment, dusting or some such. The high water, you need to | :15:17. | :15:26.
right it bigger. I had Good Friday on the bottom. I had to let that go. | :15:27. | :15:33.
I promise to be better next time. Have a nice weekend. | :15:34. | :15:41.
They came in their thousands, stripped off and painted | :15:42. | :15:43.
Now those taking part in Sea of Hull are about to see the artwork | :15:44. | :15:48.
they helped to create - as the photographs are put | :15:49. | :15:50.
Our Culture Correspondent Anne-Marie Tasker is at | :15:51. | :15:53.
You can, Peter. Here they are. The finished images. You might remember | :15:54. | :16:05.
them being taken last July if you look to the Princess key shopping | :16:06. | :16:09.
centre, the thousands of participants. Queueing up, waiting | :16:10. | :16:14.
for their turn to come through to the gallery. To see if they can spot | :16:15. | :16:19.
themselves among the thousands of blue and green bodies. | :16:20. | :16:21.
It was an event that put Hull on the artistic map - | :16:22. | :16:24.
3200 naked bodies, painted blue and green, flooding | :16:25. | :16:26.
If I were to frame a work in my studio, this | :16:27. | :16:33.
And today, the artist Spencer Tunick came back to the city to show off | :16:34. | :16:37.
the finished works to the people who helped make them. | :16:38. | :16:40.
Maybe they will see a purpose to my madness. | :16:41. | :16:42.
It has moved that a lot of people. It is wonderful. | :16:43. | :16:45.
I leave a city like Hull and I don't really know until afterwards | :16:46. | :16:48.
I think they have had a great experience. | :16:49. | :16:53.
Last July - at dawn - people from 20 countries stripped | :16:54. | :17:02.
off, to take part in the largest nude art installation | :17:03. | :17:04.
You can see, I am actually just here. | :17:05. | :17:10.
But how does it feel to think you could be | :17:11. | :17:13.
on show to the public - naked - forever? | :17:14. | :17:17.
I will one day bring my little boy to come and see it. | :17:18. | :17:20.
It gives you goose bumps and you feel like a celebrity. | :17:21. | :17:23.
You never once felt self-conscious. When you are doing it. | :17:24. | :17:26.
I felt it was one of the most brilliant things I have | :17:27. | :17:29.
Never done anything like it before, probably never will again. | :17:30. | :17:33.
Sea of Hull is on show alongside work by great | :17:34. | :17:35.
artists like Edouard Manet, Lucian Freud and Ron Mueck. | :17:36. | :17:38.
The gallery's curator stood alongside Spencer Tunick as he took | :17:39. | :17:42.
the photos for this exhibition - seeing them displayed has | :17:43. | :17:44.
When all the people had to lie down on the street, it was amazing. | :17:45. | :17:51.
You could just hear the gulls crying overhead. | :17:52. | :17:55.
It made the hair stand up on the back of my neck. | :17:56. | :17:57.
Seeing these finished works brings that all back. | :17:58. | :18:01.
It is a very proud moment for us here. | :18:02. | :18:04.
The show gets its big reveal tomorrow. | :18:05. | :18:07.
There's even a chance to pick your favourite sea | :18:08. | :18:11.
of blue naked people - and if the gallery | :18:12. | :18:13.
raise enough money through crowdfunding - | :18:14. | :18:15.
These are the extra pictures you can choose from. There are peepholes | :18:16. | :18:32.
here. You pick your favourite image from the Sea of Hull, right it down | :18:33. | :18:37.
on a card, and pop it in the box. If you are lucky enough to be among the | :18:38. | :18:40.
favourites, you may see your favourite image from Sea of Hull | :18:41. | :18:42.
displays on the walls here for ever. Well done to everyone who took part | :18:43. | :18:52.
last July. Lincoln City can create club history | :18:53. | :18:55.
tomorrow by securing their return to the Football League | :18:56. | :18:58.
after a six-year absence. They're expecting their biggest | :18:59. | :19:00.
attendance in years when they take Our Sports Reporter Matt Dean | :19:01. | :19:05.
is at Sincil Bank. What do they have to do | :19:06. | :19:08.
to achieve promotion? Peter, a wind tomorrow here would do | :19:09. | :19:22.
it. The players need just two points from their remaining three fixtures | :19:23. | :19:28.
this season to confirm legendary status in this city and cap one of | :19:29. | :19:31.
the most memorable seasons in the club pass history. | :19:32. | :19:33.
The National League table shows Lincoln City are firmly in control. | :19:34. | :19:35.
They had the table with a five point lead over their closest challengers, | :19:36. | :19:40.
Tranmere, and have a game in hand on them. | :19:41. | :19:43.
As a demanding season reaches its climax. | :19:44. | :19:44.
Tomorrow's game is the Imps' 59th game of a remarkable season. | :19:45. | :19:48.
Which has already provided lasting memories from the FA Cup. | :19:49. | :19:50.
But many feel promotion this week would be even more meaningful. | :19:51. | :19:53.
We know it is a life changing opportunity. | :19:54. | :19:57.
We know that the most successful people in this | :19:58. | :19:59.
world are people that, when they have a life | :20:00. | :20:03.
changing opportunity, they take it with both hands. | :20:04. | :20:05.
We will be looking to take the opportunity | :20:06. | :20:12.
Sincil Bank has already staged some big | :20:13. | :20:19.
But the club is preparing for its largest crowd | :20:20. | :20:25.
We are expecting just short of 10,000, which is the capacity. | :20:26. | :20:29.
Obviously, we can concentrate on getting everything ready | :20:30. | :20:32.
for the big game and hopefully everyone will be here | :20:33. | :20:35.
Wherever you go in this great city, you are left in little doubt | :20:36. | :20:39.
that the supporters everywhere have been given an almighty buzz. | :20:40. | :20:45.
But this tattoo parlour had supporters wanting to make | :20:46. | :20:47.
the memories of the season last a lifetime. | :20:48. | :20:49.
We are mainly seeing a lot of the badges themselves. | :20:50. | :20:59.
The designs we did, they are still going. | :21:00. | :21:01.
There is also some script that we have written about the Imps | :21:02. | :21:07.
Now, it is down to the Lincoln City players to make their biggest mark | :21:08. | :21:14.
Promotion tomorrow would be the club's first since 1998. | :21:15. | :21:20.
The trophy will be here tomorrow, ready to be presented should | :21:21. | :21:27.
promotion the clenched. If it does not happen this weekend, they have | :21:28. | :21:31.
two further opportunities, away at Maidstone United and away at | :21:32. | :21:36.
Southport on the final day of the season. We hope it does not come to | :21:37. | :21:40.
that because there is a feeling in link in that they have to do it in | :21:41. | :21:43.
front of the home supporters tomorrow. | :21:44. | :21:46.
And of course, you'll be able to listen to commentary from that | :21:47. | :21:49.
game and others by going to your BBC local radio stations. | :21:50. | :21:51.
And the Lincoln City game gets the weekend underway at 12.15. | :21:52. | :22:00.
A road safety sign that was misspelt outside a school in Winterton | :22:01. | :22:03.
Photos of the spelling mistake had been shared widely on social area. | :22:04. | :22:10.
North Lincolnshire Council says it was quickly corrected | :22:11. | :22:13.
and the contract with the company that carried out the work | :22:14. | :22:16.
They're two colours that can only mean one thing - | :22:17. | :22:29.
that the Tour De Yorkshire is on it's way! | :22:30. | :22:33.
And with just a week to go until the start of this years | :22:34. | :22:37.
race in Bridlington - decorations are already up in some | :22:38. | :22:40.
Pocklington is a murky town ready for its first taste | :22:41. | :22:50.
of the Tour de Yorkshire - the owners of this ice cream parlour | :22:51. | :22:53.
have welcomed the challenge of finding a recipe that stays true | :22:54. | :22:56.
First of all, we thought, blueberries. But blueberries go | :22:57. | :23:05.
purple. We have what we call a Cinderella toffee. That is blue. | :23:06. | :23:11.
Everyone is coming, they are saying, two of Yorkshire. It is unique and | :23:12. | :23:13.
everyone wants to try it. Last year's race passed | :23:14. | :23:18.
through nearby murky Weighton - but many business owners | :23:19. | :23:21.
here are preparing to welcome When you see the facts and advice, | :23:22. | :23:34.
it makes you proud to be here. It is a beautiful place and we don't get | :23:35. | :23:38.
enough visitors at the moment. And the yellow and blue | :23:39. | :23:39.
displays are growing - this local crotchet club is knitting | :23:40. | :23:42.
woollen bunting and figures We are hoping to cover three major | :23:43. | :23:54.
streets. I have estimated around 50 or 55 lamp posts. We hope people | :23:55. | :24:01.
will come to Pocklington, watch the bags, and stay in the town to see | :24:02. | :24:05.
what we have to offer. And although the professionals will be on | :24:06. | :24:09.
high-tech light, it could be this one that attracts the most | :24:10. | :24:17.
attention. , hi Tec bicycles. This has been built in television of the | :24:18. | :24:23.
tour coming to Pocklington for the first time. | :24:24. | :24:24.
Riders start stage one in Birdlington next Friday and even | :24:25. | :24:26.
with a week left to decorate Pocklington - is one | :24:27. | :24:29.
The race starts Friday lunchtime next week. | :24:30. | :24:43.
Let's get a recap of the national and regional headlines | :24:44. | :24:45.
During election campaigning the Prime Minister says | :24:46. | :24:47.
the current spending on foreign aid - despite pressure from within her | :24:48. | :24:50.
A magazine is reported to police over claims of a racist article | :24:51. | :24:54.
about the Hull City owner Assem Allam. | :24:55. | :24:56.
It'll be a fairly chilly start to the day, but dry for most | :24:57. | :24:59.
Feeling a little cooler, highs of 11C. | :25:00. | :25:12.
The magazine, the response, ignorance disguised as humour. | :25:13. | :25:25.
Symptomatic of modern society. I am sure Humberside Police have better | :25:26. | :25:29.
things to do. Whatever happened to free speech? Martin says, one man | :25:30. | :25:35.
has made a complaint, it is now headline news? If that one person | :25:36. | :25:41.
had not reported it, no one would have noticed and we would be getting | :25:42. | :25:44.
on with something else. I get tired of professional moaners. Thank you | :25:45. | :25:51.
for the messages all week. We read and listen to every single one. Have | :25:52. | :25:56.
a good, peaceful weekend. I will see you on Monday. Take care, good | :25:57. | :25:57.
night. | :25:58. | :26:03. |
