Hello, welcome to Monday's Look North.

:00:00.:00:00.

Tonight, could it be Newcastle's night?

:00:00.:00:07.

If they win this evening, they'll return to the Premier League,

:00:08.:00:10.

bouncing back at the first time of asking.

:00:11.:00:12.

Also tonight, cut red tape and speed up planning -

:00:13.:00:18.

one community's answer to the shortage of affordable homes.

:00:19.:00:23.

The teenage musician performing with some of the biggest

:00:24.:00:25.

MIMA is a gallery in Middlesbrough but what does it stand for?

:00:26.:00:38.

We've been quizzing the candidates for Tees Valley mayor on how much

:00:39.:00:42.

they know about the area they want to serve.

:00:43.:00:54.

It's a crucial 72 hours for north-east football.

:00:55.:00:56.

In just over three hours, Newcastle United could be promoted

:00:57.:00:59.

If they beat Preston tonight, they'll automatically go up -

:01:00.:01:06.

just a year after their relegation to the Championship.

:01:07.:01:09.

And then on Wednesday, both Middlesbrough and Sunderland

:01:10.:01:15.

will fight for their survival in the top flight

:01:16.:01:18.

Well, Jeff's outside St James' Park now.

:01:19.:01:20.

It certainly is. We expect things to be a bit more clear by late on

:01:21.:01:34.

Wednesday night and I expect one issue to be sorted later this

:01:35.:01:39.

evening here at Saint James's Park, just short of a year since Newcastle

:01:40.:01:44.

were relegated, 340 days since they knew they were slipping out of the

:01:45.:01:47.

Premier League into the championship, but now is the brink

:01:48.:01:50.

of a return, and what would that mean by the city itself?

:01:51.:01:52.

Could, just could Newcastle United's heartbreak of 12 months ago

:01:53.:01:54.

turn into celebrations in the next few hours?

:01:55.:01:56.

Promotion to the Premier League tonight would lead to plenty of very

:01:57.:01:59.

happy football fans, but more's riding on it than that,

:02:00.:02:01.

because if the club goes straight back up, there could be

:02:02.:02:04.

a substantial boost to the local economy.

:02:05.:02:08.

Swansea City, when they first went up in 2013, there was a study done

:02:09.:02:15.

and they found that the economic benefits for that city

:02:16.:02:17.

What the Premier League does is get a platform for global exposure.

:02:18.:02:23.

Newcastle United in the Premier League, it's going to be seen...

:02:24.:02:26.

People are going to see games at St James' Park

:02:27.:02:29.

and the Newcastle area in China, America, which are everywhere

:02:30.:02:31.

For other business leaders, it's not so much about football but footfall,

:02:32.:02:36.

because if Newcastle United make it into the top flight,

:02:37.:02:39.

visitors will spend longer in the city and spend more.

:02:40.:02:43.

The most tangible impact will be on Newcastle's hotels.

:02:44.:02:48.

We'll tend to get more overnight visits...

:02:49.:02:50.

And, of course, beneficiaries of that are Newcastle's

:02:51.:02:52.

But beyond that, I think what is perhaps immeasurable

:02:53.:02:57.

is actually the profile it will give this city in these

:02:58.:03:00.

But, for Sunderland and Middlesbrough, it seems

:03:01.:03:07.

an awful long way since those scenes of relief and triumph 12 months ago.

:03:08.:03:10.

Survival's still a possibility, of course, but it's looking

:03:11.:03:12.

increasingly unlikely for both teams.

:03:13.:03:14.

Relegation would have an economic impact too.

:03:15.:03:18.

The Premier League offers a massive opportunity for the local economy,

:03:19.:03:22.

and the small businesses but also the wider regions of those clubs.

:03:23.:03:28.

I think not having Premier League football is going to have a little

:03:29.:03:31.

Light at the end of the tunnel or cloud's on the horizon -

:03:32.:03:36.

we'll find out what it's to be for all our teams very soon.

:03:37.:03:39.

He joins me now. Good times ahead for Newcastle? Sunderland and

:03:40.:03:53.

Middlesbrough facing relegation and Hartlepool and York City and Berwick

:03:54.:03:58.

Rangers, Carlisle trying to get out of League 2. What impact and the

:03:59.:04:03.

football club's fortunes have? A lot, because it is a time of year

:04:04.:04:08.

where not only that bands get nervous but also businesses, because

:04:09.:04:11.

this matters in terms of the fate of the local economy. Carlisle United,

:04:12.:04:16.

personable, still not out of the picture for the league to... If they

:04:17.:04:21.

go up to League 1, they could face big teams who have come down from

:04:22.:04:24.

the championship, the likes of Birmingham City, Blackburn Rovers

:04:25.:04:29.

and Wigan, all possible big-game receipts for Carlisle United. Also

:04:30.:04:36.

the wage bill, Deloitte, but came out last year saw the wage bill for

:04:37.:04:40.

a League 1 team on average is 50% higher than that in League 2, so

:04:41.:04:44.

that is more money swanning around. Very different story for some teams,

:04:45.:04:51.

Hartlepool, and dicing with relegation and out of the Football

:04:52.:04:54.

League into the National League... It is true they said that most teams

:04:55.:04:58.

in that league are full-time but playing smaller teams and smaller

:04:59.:05:02.

games with less money, spare a thought for York and Berwick as

:05:03.:05:05.

well, you're in the League 2 at the moment, National League, relegation

:05:06.:05:10.

would mean it would definitely be a team of part-timers.

:05:11.:05:14.

Thank you for that. Join me later on for Team Talk.

:05:15.:05:16.

Thank you, Jeff. For thousands of people living

:05:17.:05:19.

in rural parts of the region, buying their own house has become

:05:20.:05:22.

an unobtainable dream. Today, though, a pilot scheme's been

:05:23.:05:24.

launched in North Yorkshire Hambleton District Council wants

:05:25.:05:26.

to see more affordable houses built and has promised to help by cutting

:05:27.:05:30.

red tape and speeding up Rural north Yorkshire has long been

:05:31.:05:33.

a desirable place to live, but buying a house here

:05:34.:05:40.

is not that simple. There's not many for sale,

:05:41.:05:44.

and those that are are often Dan Scatchard and his partner,

:05:45.:05:47.

Caroline Nelson, are a first-time buyers who are keen to live in rural

:05:48.:05:54.

North Yorkshire. Affordable options, though,

:05:55.:05:56.

are few and far between. The only option would be to go

:05:57.:06:01.

into a count or city. Yeah, week after move further away

:06:02.:06:08.

to get the cheaper houses, but we don't want to move away

:06:09.:06:12.

from our area, because all In Hambleton, though, a large rural

:06:13.:06:15.

to build more housing The scheme is being

led by the council. In the market towns like Easingwold,

it aims to speed up the planning process by matching potential buyers

:06:25.:06:27.

with landowners, small builders The council has also promised a more

:06:28.:06:29.

flexible approach to planning. That's good news for the Jacksons,

:06:30.:06:38.

whose plan to build their own home There's been lots of ideas

:06:39.:06:42.

and lots of words have been put into my head that we can possibly

:06:43.:06:49.

use to help the planning forwards. We feel that this is a way,

:06:50.:06:54.

by developing small sites, and it is something

:06:55.:06:57.

that is appropriate for village development,

:06:58.:07:01.

rather than large scale. By this time next year,

:07:02.:07:04.

it is hoped the pilot scheme will have made a difference,

:07:05.:07:09.

allowing people like Dan and Caroline to stay

was scheduled for Friday and Saturday, the same weekend as the

Tour de Yorkshire. The company says many journeys were

:08:28.:08:39.

made during the 12 months to the end of March.

:08:40.:08:40.

Now, he's played at music festivals, including Glastonbury

:08:41.:08:42.

and T in the Park, and he's said no thanks to Simon Cowell

Tom Smith is a musician from East Rainton in County Durham

:08:46.:08:49.

who has performed with James Bay, Catfish And The Bottlemen

:08:50.:08:51.

It's an impressive musical CV, yet Tom is just 13.

:08:52.:08:55.

A songwriter at home in the studio, this is what makes

:08:56.:09:13.

Tom's just become a teenager, and already he's played on big

:09:14.:09:23.

Before I get on to the stage, I'm obviously nervous,

:09:24.:09:33.

but the second I get onto the stage all of the nerves go

:09:34.:09:37.

This year Tom will play at Kendal Calling,

:09:38.:09:40.

Deep South Festival, Liverpool Sound City and a few

:09:41.:09:42.

others he's not allowed to mention yet.

:09:43.:09:45.

It's really amazing because you can see all of the crowd singing along

:09:46.:09:48.

with you when you can see how happy they are, and it makes

:09:49.:09:52.

Born with a heart condition, Tom's early hopes of becoming

:09:53.:09:56.

a footballer couldn't happen - instead, he swapped

:09:57.:09:58.

the pitch for the stage and found a new passion.

:09:59.:10:02.

In early life, walking up to school became

:10:03.:10:04.

quite difficult, but once I found music I have completely forgotten

:10:05.:10:07.

I obviously can't go and play football

:10:08.:10:11.

with my friends at the park because I get tired easily,

:10:12.:10:14.

but it doesn't really matter any more.

:10:15.:10:16.

HE SINGS Don't Look Back In Anger by Oasis

:10:17.:10:21.

He was invited to appear on Britain's Got Talent,

:10:22.:10:24.

Instead, Tom's been making an impression on the music circuit

:10:25.:10:28.

He's just got such a natural talent for

:10:29.:10:34.

I think that's the main thing about him,

:10:35.:10:40.

that he is, kind of, got the

:10:41.:10:41.

There is nobody saying, you need to be doing this,

:10:42.:10:47.

He just really wants to do it himself.

:10:48.:10:50.

And it's that determination that's got Tom almost fully booked

:10:51.:10:53.

with gigs this summer - not a bad way to spend

:10:54.:10:55.

Plenty more coming up in Monday's Look North.

:10:56.:11:08.

We'll be heading back to St James' Park shortly for tonight's TeamTalk

half points, with six passes. Thank you.

:14:53.:14:53.

With the heat off time for post-match analysis.

:14:54.:14:59.

That was awful. What a low score. I thoroughly enjoyed it but I am

:15:00.:15:04.

ashamed of the fact that I don't know some of the local words, and

:15:05.:15:09.

perhaps I should do. But I don't think it is necessary, in any case,

:15:10.:15:14.

but if necessary I can always have a translator.

:15:15.:15:19.

I'm not sure we have a winning score yet but remember this is just for

:15:20.:15:22.

fun and it might not be essential for a Tees Valley man to have

:15:23.:15:28.

encyclopaedic knowledge of 2013's X factor, but it won't stop splitting

:15:29.:15:32.

the other candidate, another candidate, the conservative, through

:15:33.:15:34.

the mayoral mastermind tomorrow. Time to go back to St James' Park

:15:35.:15:37.

now to rejoin Jeff - this time with Steve Harper

:15:38.:15:40.

for "TeamTalk" with a difference! We've been allowed out

:15:41.:15:44.

for the night, Carol, because it is a big occasion -

:15:45.:15:45.

the night when Newcastle United should confirm their place back

:15:46.:15:48.

in the Premier League. All they have to do is beat Preston

:15:49.:15:51.

North End, here at St James'. It's the one ray of light in what,

:15:52.:15:54.

otherwise, has been a pretty desperate season for the region,

:15:55.:15:57.

Steve? It has been. Middlesbrough and

:15:58.:16:05.

Sunderland struggling and Hartlepool and York, and even Berwick Rangers,

:16:06.:16:10.

so not good. And Carlisle as well, struggling for

:16:11.:16:13.

the play-offs. All doom and gloom with a bit of sunshine on May 15, at

:16:14.:16:17.

your minds back. Newcastle finishing off the season with a 5-1 win over

:16:18.:16:22.

Spurs, already relegated, but that hope that if they could keep hold of

:16:23.:16:27.

that it would get back up. 12 months on, every Newcastle ban

:16:28.:16:30.

would have taken that position at the title would have been the icing

:16:31.:16:34.

on the cake, promotion tonight... They need to get the job done.

:16:35.:16:38.

What happens next FA Cup? Do they get money to spend?

:16:39.:16:42.

Hopefully he backs him... Top manager, they have a top manager and

:16:43.:16:46.

he needs the money to be able to go back into the Premier League and

:16:47.:16:49.

compete, no one knows that more than him. Element will they finish the

:16:50.:16:52.

job tonight? I hope so. We can't take any more,

:16:53.:16:57.

can we? Looks like Brighton and former

:16:58.:17:01.

Magpies boss Chris Houston will pip Newcastle to the title.

:17:02.:17:04.

The first thing that I said was congratulations to them,

:17:05.:17:06.

to Chris and the team, because they did really well.

:17:07.:17:09.

And my target always was trying to go up,

:17:10.:17:11.

and trying to go up, and it doesn't matter

:17:12.:17:13.

for me the position, but the main thing is just to be

:17:14.:17:16.

Let's hope they can finish that job tonight.

:17:17.:17:30.

Chances are they won't be playing Middlesbrough next season!

:17:31.:17:33.

Boro winger Stewart Downing apologised to fans who made

:17:34.:17:35.

the 700-mile round trip to see them hammered 4-0 at Bournemouth.

:17:36.:17:38.

Boro now nine points from safety with five games left.

:17:39.:17:41.

They could be relegated as early as next Sunday.

:17:42.:17:43.

And it didn't help that they had to play most of the game

:17:44.:17:46.

Not good. 2-0 down after 16 minutes, Ramirez... It was dire, at 20

:17:47.:17:59.

minutes leaving the team-mates high and dry.

:18:00.:18:02.

16 games without a win and only one for all season, can you see a way

:18:03.:18:05.

out? If they beat Sunderland on Wednesday

:18:06.:18:09.

it gives them a better hope. Steve Agnew tried three centre halves,

:18:10.:18:13.

left them vulnerable in wide areas and it did not happen. They may

:18:14.:18:16.

change but it did not work on them sadly.

:18:17.:18:20.

Six games, two points from a possible 18... I just a shame it

:18:21.:18:25.

took Boro so long to get out of the place and they look like they're

:18:26.:18:28.

going back into the championship. Knocking on the door for many years

:18:29.:18:33.

and heading back down, but hopefully Sunderland can bounce back if they

:18:34.:18:37.

are to go in. Disappointment for Middlesbrough and

:18:38.:18:39.

again on Wednesday against Sunderland. Not an awful lot that

:18:40.:18:45.

might four or six weeks ago, one of the game is going to be, looked like

:18:46.:18:48.

a huge game, burning now looks like a dead runner.

:18:49.:18:50.

As we said, away from Tyneside, there hasn't been too much to smile

:18:51.:18:53.

about for any of our full-time clubs, especially Hartlepool United.

:18:54.:18:55.

Today they sacked manager Dave Jones, with Pools

:18:56.:18:57.

in danger of dropping out of the Football League for the first

:18:58.:19:00.

His surprise appointment was enough to capture the attention

:19:01.:19:04.

of national football writers, but could ex-Premier League boss

:19:05.:19:07.

Dave Jones prevent Hartlepool United dropping out of the Football League

Saturday's home defeat by Barnet, which saw Pools drop

:19:11.:19:14.

into the bottom two, after winning just four games out

:19:15.:19:16.

David Jones, for God's sake, for the good of the club, walk now.

:19:17.:19:23.

If it means me retiring and resigning as president,

:19:24.:19:30.

After Jones "parted company with Pools by mutual consent",

:19:31.:19:37.

the club announced that ex-Boro defender Matthew Bates

:19:45.:19:46.

Carlisle United came from 2-0 down to lead 3-2 at Crawley.

:19:47.:19:52.

Victory would have hugely boosted the Cumbrians' play-off hopes,

:19:53.:19:54.

but a stoppage-time equaliser puts them back in the balance.

:19:55.:20:00.

In the National League relegation zone, York's draw at Woking leaves

:20:01.:20:02.

the Minstermen probably needing to win their final game and hope

:20:03.:20:05.

At the other end, Gateshead's 4-0 win at Boreham Wood

:20:06.:20:09.

So Carlisle look like they're missing out on the play-offs -

:20:10.:20:17.

and can a change of manager this late in the season

:20:18.:20:20.

You hope for a balance to happen quickly. Charlton away at the

:20:21.:20:32.

weekend, needing a point... It will be tough for them.

:20:33.:20:35.

Could be a defining moment in their history.

:20:36.:20:36.

They always say the football season is a marathon, not a sprint.

:20:37.:20:39.

But let's talk real marathons now, and two of the region's great

:20:40.:20:42.

athletes were centre stage in London yesterday, as Dawn Thewlis reports.

:20:43.:20:44.

In a race where Kenya's Mary Keitany set a new world record

:20:45.:20:47.

in the women's marathon, it was also a day to remember for

:20:48.:20:50.

Not only was the 38-year-old the first British woman to cross

:20:51.:20:54.

the line but, she smashed her personal best and sealed her

:20:55.:20:57.

place in Great Britain's squad for this summer's

:20:58.:20:59.

And a memorable day too for Tyneside's athletics legend

:21:00.:21:04.

The 69-year-old Olympic European and Commonwealth medallist

:21:05.:21:09.

was presented with the John Disley Lifetime Achievement Award

:21:10.:21:12.

by Prince Harry after announcing his retirement

:21:13.:21:15.

The Great North Run founder has been the voice of the London Marathon

:21:16.:21:21.

One more award winner, Lucy Bronze from Northumberland who won the

:21:22.:21:38.

Footballer of the Year award. Well done to her.

:21:39.:21:39.

Good luck to Workington Reds, in their Evo-Stick Premier Division

:21:40.:21:42.

I'll be back in our late bulletin, hopefully with good news

:21:43.:21:50.

Let's hope so. I think we can expect a flurry of snow, can't we?

:21:51.:22:01.

Something cold, that's for sure. Springtime but the weather taking a
