Neighbourhood policing has come a long way

0:00:020:00:04

since the days of Dixon of Dock Green.

0:00:040:00:06

Good evening, all.

0:00:060:00:07

The new generation of community police officers

0:00:070:00:10

have the power to strike hard...

0:00:100:00:12

CRASHING Police! You're under arrest!

0:00:120:00:15

-..and tackle crime, head-on.

-MAN SHOUTS

0:00:150:00:17

Calm down!

0:00:170:00:19

By engaging with people on the street...

0:00:190:00:21

-You and me always get on.

-Yeah.

0:00:210:00:22

..the teams can identify and crack down on the crimes

0:00:220:00:25

that are crippling our communities.

0:00:250:00:27

They are clearly violent individuals.

0:00:270:00:29

In this series of Neighbourhood Blues...

0:00:290:00:31

-Happy birthday!

-..we're given unprecedented access

0:00:310:00:33

to Somerset's neighbourhood teams....

0:00:330:00:35

I'm asking you not to street-drink, go somewhere else.

0:00:350:00:38

SMASHING GLASS

0:00:380:00:39

..as they battle to clear up crime...

0:00:390:00:42

-Stand still!

-Right, you're under arrest for assault.

0:00:420:00:45

..and sweep the criminals clean from our streets.

0:00:450:00:48

SIRENS WAIL

0:00:480:00:50

-Coming up...

-Who's that?

0:01:080:01:11

-..the neighbourhood team chase an intruder.

-Calm down!

0:01:110:01:14

An officer lays down the law, using sign language.

0:01:170:01:20

Knock on your door,

0:01:200:01:23

and arrest you.

0:01:230:01:24

And the team deal with over 12,500 visitors

0:01:250:01:29

when super group McBusted come to town.

0:01:290:01:32

Been to the McBusted event today

0:01:320:01:34

and run off for a bit of a joke into the mud

0:01:340:01:36

but has clearly got a bit disorientated

0:01:360:01:38

and stuck in the mud.

0:01:380:01:39

The skilled operators here at the Avon and Somerset Control Room

0:01:440:01:47

are trained to effectively deal with your emergency

0:01:470:01:50

in the shortest time possible.

0:01:500:01:52

Using state-of-the-art technology,

0:01:520:01:54

they can instantly pinpoint the nearest available

0:01:540:01:57

Neighbourhood Response Officer

0:01:570:01:59

and dispatch them to your address with the click of the button.

0:01:590:02:03

It's night-time in Weston-super-Mare

0:02:030:02:06

and PCs Jack Roth and Alison Codd are on a blue-light run.

0:02:060:02:10

A resident's phoned up to say that somebody's walked into their house.

0:02:100:02:14

This person's left,

0:02:140:02:16

but they can hear banging and crashing at the back of their house.

0:02:160:02:19

We're not quite sure,

0:02:190:02:21

it could be a burglar.

0:02:210:02:23

It sounds a bit odd, so we're going to get there just to make sure

0:02:230:02:26

the occupants of the house are safe and to find out who this person is.

0:02:260:02:29

It seems that a complete stranger has been getting

0:02:310:02:33

into people's homes, which is enough to terrify anyone.

0:02:330:02:38

As Jack and Alison get closer to the address,

0:02:380:02:40

more information comes to light.

0:02:400:02:42

Just listened to the radio

0:02:420:02:43

and they're saying the guy's running down the street.

0:02:430:02:46

Apparently, this guy smashed a lot of glass in one of the properties

0:02:460:02:50

and is bleeding quite heavily.

0:02:500:02:52

I'm putting my rubber gloves on just in case we do come across him.

0:02:520:02:56

Another update reveals there's a possibility

0:02:560:02:58

the suspect may not be in the best state of health.

0:02:580:03:02

He's got a hospital band on his arm.

0:03:020:03:04

Just up here on the right-hand side is Weston General Hospital

0:03:040:03:07

so it's possible he's come from there.

0:03:070:03:09

Right what's this one here?

0:03:090:03:11

Brockley Crescent, down here.

0:03:110:03:14

Apparently, he's walking out.

0:03:170:03:18

As Jack and Alison arrive...

0:03:180:03:20

-Who's that?

-..a man matching the description runs past the van...

0:03:200:03:24

-That's him, there.

-..in the opposite direction.

0:03:240:03:26

Stay there, stay there!

0:03:260:03:27

Out of the van in a flash, Jack quickly catches up with the suspect.

0:03:270:03:32

-What are you doing, mate, eh?

-Is this the Isle Of Man?

0:03:320:03:34

Just give me your arm.

0:03:340:03:37

Mate, just stay still, all right,

0:03:380:03:40

just stay still my friend, all right?

0:03:400:03:42

-He isn't coming quietly.

-MAN SHOUTS OUT

0:03:420:03:44

-Calm down.

-Baby!

0:03:440:03:46

Clearly agitated,

0:03:460:03:48

it's taking both Jack...

0:03:480:03:50

Calm down!

0:03:500:03:52

..and fellow PC Owen Bailey just to get the cuffs on him.

0:03:520:03:56

-What's your name?

-Alec.

0:03:560:03:57

What's going on? Right, you're under arrest at the moment,

0:03:570:04:01

on suspicion of criminal damage.

0:04:010:04:03

In situations like this, the neighbourhood teams

0:04:030:04:06

have absolutely no idea what's coming next,

0:04:060:04:09

so it's imperative that they proceed with caution.

0:04:090:04:12

We're going to have to stick some leg restraints on you.

0:04:120:04:14

I don't know what this is about, mate.

0:04:140:04:16

HE SHOUTS OUT

0:04:190:04:21

Calm down, buddy.

0:04:210:04:23

BLEEP.

0:04:230:04:25

-Alec, listen...

-Have you got anything on you, fella?

0:04:250:04:27

Have you got anything on you that's going to hurt me or my colleagues?

0:04:270:04:32

Oi, Alec, we'll see you in the back of the van here, mate, all right?

0:04:320:04:35

Mind your head.

0:04:360:04:37

Alec, I've got your phone, your wallet and your lighter

0:04:370:04:40

and your SIM card, all right?

0:04:400:04:42

I've got that here. I've got it here.

0:04:420:04:44

It wasn't easy, but after calming him down and getting his details,

0:04:440:04:48

the suspect is put into the van to be taken back to the station.

0:04:480:04:52

Let me out!

0:04:520:04:53

The prisoner is wearing a hospital wristband,

0:04:550:04:57

so before they take him to custody,

0:04:570:04:59

Jack and the team need to confirm whether or not

0:04:590:05:02

he was actually released by the hospital.

0:05:020:05:04

We're just getting some more information,

0:05:050:05:07

we may have to take him to the hospital

0:05:070:05:09

but it is going to require four of us due to his behaviour.

0:05:090:05:13

It's going to be somewhat challenging, shall we say.

0:05:130:05:16

-Alec?

-What?

-Have you been treated at the hospital?

0:05:160:05:19

Is this the Isle of Man?

0:05:210:05:23

I've got no idea what he's talking about.

0:05:230:05:26

With the suspect making absolutely no sense whatsoever,

0:05:260:05:29

the neighbourhood team pay the hospital a visit

0:05:290:05:31

to see if he received all the treatment he needed.

0:05:310:05:34

Let's see if we can get a bit of paper from them which says

0:05:340:05:36

if he's been treated and if he's fit to be detained.

0:05:360:05:39

-Can you hear me now?

-Yeah, I can hear you now.

0:05:410:05:43

-We're just at the hospital.

-All right, buddy.

0:05:430:05:45

We're finding out if you've been treated or not.

0:05:450:05:47

If you have, we'll take you to the police station.

0:05:470:05:51

If you haven't, you'll be going to the hospital.

0:05:510:05:53

The man is being checked over.

0:05:530:05:55

They're saying he's cut himself on the glass.

0:05:550:05:57

Kneel down so I can have a look.

0:05:570:05:59

He may have injured himself during his rampage.

0:05:590:06:02

Yeah, relax, mate, relax.

0:06:020:06:05

It's my hand, man.

0:06:050:06:06

You've just got dried blood. Can you put your hand on your head?

0:06:060:06:09

My colleagues have just come out of the hospital,

0:06:090:06:12

we've got some paperwork from the staff to say

0:06:120:06:14

they're happy to release him to us to custody,

0:06:140:06:16

so we'll be on our way to Weston Police Station.

0:06:160:06:18

The prisoner's injuries don't need any treatment.

0:06:200:06:23

And with the hospital happy for him to leave,

0:06:230:06:26

next stop will be the cells back at the station,

0:06:260:06:28

although news has just come through which suggests

0:06:280:06:31

that he could be in custody for some time.

0:06:310:06:34

This chap is apparently wanted on warrant,

0:06:340:06:37

which basically means a court has issued a warrant for his arrest,

0:06:370:06:42

so there's two warrants that are outstanding for his arrest

0:06:420:06:46

at the moment, so whatever happens,

0:06:460:06:48

he's going to remain in police custody until he can go to court

0:06:480:06:51

to have those warrants dealt with.

0:06:510:06:53

We're hoping, obviously, he gets better through the night,

0:06:530:06:57

or comes down off whatever medication he's taken

0:06:570:07:01

in order for that to happen.

0:07:010:07:03

But, yeah, he's a wanted man at the moment.

0:07:030:07:06

Yep, that's it. Jump down, buddy.

0:07:080:07:10

Back at the station, the suspect is a lot calmer as he's booked in.

0:07:100:07:14

-Do you want a drink of water now?

-I'd love one, please, mate.

0:07:160:07:18

My hand, I smashed it...

0:07:180:07:21

Still confused, he's struggling to remember

0:07:210:07:23

what's he's done to get himself here.

0:07:230:07:26

-Alec, come on, mate.

-Come and have a drink, mate.

-What did I do?

0:07:260:07:29

He might be dazed, but the people whose homes

0:07:290:07:32

he invaded won't forget the night in a hurry.

0:07:320:07:34

He's gone into four people's houses,

0:07:360:07:38

just let himself in.

0:07:380:07:40

He's sat down, his eyes are glaring.

0:07:400:07:43

He's got blood on his head, blood on his hands.

0:07:430:07:46

These are all just people who are sat watching TV

0:07:460:07:49

on a normal Friday evening.

0:07:490:07:51

An overnight in the cells will give him plenty of time

0:07:510:07:54

to cast his mind back over the evening's events.

0:07:540:07:57

You are for the minute, until you've come down from whatever you've had.

0:07:570:08:00

'He's now going to be in a cell for three days

0:08:000:08:03

'because it's a bank holiday weekend.

0:08:030:08:05

'Knowing that he's locked up'

0:08:050:08:06

is quite a comfort

0:08:060:08:07

to those people he's frightened.

0:08:070:08:09

'He can't cause himself any injury

0:08:090:08:11

'and he can't cause anybody else any injury.'

0:08:110:08:14

No further action was taken

0:08:140:08:15

with regards to the criminal damage offence.

0:08:150:08:18

However, it turned out this man already had

0:08:180:08:20

a suspended prison sentence for breaching a community order,

0:08:200:08:23

which resulted in a four-month spell behind bars.

0:08:230:08:28

One of the many challenges facing a neighbourhood officer

0:08:340:08:37

is dealing with the people in their community

0:08:370:08:40

who suffer from disabilities, both physical and mental.

0:08:400:08:43

The police know that these vulnerable people

0:08:430:08:46

can often become the targets of criminals who see them as easy prey,

0:08:460:08:50

or bullies who torment them because of their disability.

0:08:500:08:54

But a bigger test for the police

0:08:540:08:56

comes when it's the disabled people themselves

0:08:560:08:58

who are committing the crimes.

0:08:580:09:00

PC Adge Secker's beat has a large population of deaf people

0:09:020:09:06

and he's taken the time to learn sign language,

0:09:060:09:09

although he's the first to admit

0:09:090:09:12

that he's not as good at it as he'd like to be.

0:09:120:09:15

I'm not that eloquent at signing, not at all,

0:09:150:09:17

but at least I can have a conversation

0:09:170:09:20

and that's what the neighbourhood policing is all about,

0:09:200:09:22

being able to talk to people.

0:09:220:09:25

Today, Adge is on his way to see a deaf couple that have complained

0:09:250:09:28

about two young men who've been pestering them

0:09:280:09:31

for things like money, food and drink.

0:09:310:09:33

Adge is determined to help the couple

0:09:340:09:36

and put an end to their misery.

0:09:360:09:39

He's been having two people asking for cigarettes,

0:09:390:09:43

alcohol, and sometimes...

0:09:430:09:44

Yeah, food, some biscuits, some food, everything else, yeah?

0:09:440:09:48

And it's making you and your wife Julie stressed. Yeah?

0:09:480:09:53

OK, so the way we're going to deal with that...

0:09:530:09:55

..yeah, tell them to stay away from here, not come back.

0:09:580:10:01

For this deaf couple,

0:10:010:10:03

being able to easily communicate with Adge makes a huge difference.

0:10:030:10:08

Other people from the deaf community tend to pay visits.

0:10:080:10:11

Now, there's nothing wrong with that

0:10:110:10:14

but these two guys are starting to take advantage.

0:10:140:10:17

Although the two lads have been harassing them,

0:10:170:10:20

the couple don't want to take legal action,

0:10:200:10:22

but now that he knows about the problem,

0:10:220:10:24

Adge will be keeping a close eye out for the lads.

0:10:240:10:27

But right now, he's on his way to one of the local schools

0:10:280:10:31

to provide cover for someone else who has been victimised.

0:10:310:10:34

An issue happened yesterday where the lollipop lady

0:10:350:10:39

was verbally abused by somebody. Well, we can't be having that.

0:10:390:10:42

It's resulted in her not being at work for a couple of days.

0:10:420:10:46

A parent in a passing car abused the lollipop lady.

0:10:460:10:50

The school's head teacher is hoping that having Adge here

0:10:500:10:53

will make motorists and parents think twice about the way

0:10:530:10:56

they treat the lollipop lady in the future.

0:10:560:10:58

She's not here today which is why I'm here.

0:10:580:11:00

She has had abuse, people swearing at her,

0:11:000:11:02

people threatening her,

0:11:020:11:03

people just doing drive-throughs,

0:11:030:11:05

especially on motorbikes, nearly hitting children.

0:11:050:11:07

It's only a matter of time before someone gets seriously injured.

0:11:070:11:10

We've had a few close shaves. That's where PC Secker comes in

0:11:100:11:14

so hopefully it will stop that happening.

0:11:140:11:17

Thanks very much!

0:11:170:11:18

After just a short time at the school...

0:11:180:11:20

Ah, perfect. Wait there!

0:11:200:11:23

I need to speak to him, this is one of our guys.

0:11:230:11:25

Adge has just spotted one of the deaf lads

0:11:250:11:27

accused of harassing the couple he visited earlier.

0:11:270:11:30

-Listen, you and

-BLEEP

0:11:300:11:33

-have been going to

-BLEEP

-buildings.

0:11:330:11:38

Adge has given this lad a stern warning

0:11:390:11:42

to stay away from the couple.

0:11:420:11:44

Find out later what happens

0:11:440:11:45

when the other lad who's been accused comes into the station.

0:11:450:11:49

Stay away. You understand?

0:11:490:11:51

The beach here at Weston-super-Mare is massive,

0:11:580:12:00

and every year, it plays host to large music festivals.

0:12:000:12:04

This is great news for the town's economy,

0:12:040:12:06

but when the population suddenly swells with thousands of music fans,

0:12:060:12:11

it becomes a major operation for the police.

0:12:110:12:14

Today, Weston is hosting a McBusted concert -

0:12:170:12:20

a combination of two of the most popular bands from the noughties.

0:12:200:12:24

The revived boy bands' fanbase

0:12:240:12:26

stretches from teens to 40-somethings.

0:12:260:12:29

Preparing for a busy night

0:12:290:12:31

is Neighbourhood Inspector Sharon Bennett.

0:12:310:12:34

This the first time an event like this for Weston

0:12:340:12:36

has finished at ten o'clock at night.

0:12:360:12:38

This is our main night-time economy area of all our pubs and clubs.

0:12:380:12:41

We're anticipating a certain number of people who will want to come in

0:12:410:12:45

and enjoy the town after the event, which is really good for Weston.

0:12:450:12:48

But it's also a slight risk for us, as well.

0:12:480:12:50

Obviously, we've got a large number of people coming into town

0:12:500:12:53

and we've just got to manage that.

0:12:530:12:55

The operation will be run

0:12:550:12:56

from a centrally located mobile command centre.

0:12:560:12:59

But things are getting busy sooner than expected

0:13:000:13:03

as Sharon comes across a stag party who have played an unfortunate prank

0:13:030:13:07

on the soon-to-be-married stag.

0:13:070:13:09

HE LAUGHS

0:13:090:13:11

-They think it's very amusing.

-They do indeed.

0:13:110:13:13

-How long have you been there for?

-The best part of two hours?

0:13:130:13:16

Two hours. Oh, here he comes, and he's got a straw in it!

0:13:160:13:20

See, you'll see the way it pops up.

0:13:200:13:23

It works.

0:13:230:13:24

Look at that!

0:13:240:13:25

Are you going to give him his dinner? Brilliant.

0:13:250:13:28

Someone came across and fed me crisps.

0:13:280:13:31

We come back every half an hour to just to make sure that he's...

0:13:310:13:33

-You're not going to see McBusted then, on the beach?

-No.

-No?

0:13:330:13:36

I don't really have an option.

0:13:360:13:37

You don't, do you? You're going to do as you're told.

0:13:370:13:39

-Have a good night!

-Thank you very much!

0:13:390:13:42

Weston is a popular destination for stag and hen parties,

0:13:420:13:45

so sights like this are welcome so long as they behave themselves.

0:13:450:13:49

Back at the station, Sharon briefs the team who will be working

0:13:530:13:57

the night shift with her.

0:13:570:13:58

So, I think town is going to be...

0:13:580:14:00

It's potentially going to be the busiest night

0:14:000:14:02

Weston has seen for a number of years.

0:14:020:14:04

In addition to the regular Saturday night locals,

0:14:040:14:07

the team are going to have to deal with

0:14:070:14:09

thousands of extra visitors from the concert.

0:14:090:14:12

They're aiming to do this by getting people away

0:14:120:14:14

from the venue as soon as it finishes and then policing

0:14:140:14:17

the large number of party-goers

0:14:170:14:19

in the town's pubs and clubs afterwards.

0:14:190:14:21

If people ask you, "Where's town? Where can I go for a drink?"

0:14:210:14:24

Direct them into town. We want people to go in and have a drink.

0:14:240:14:27

We just want to separate the ones that want to leave quickly,

0:14:270:14:29

get them out quickly.

0:14:290:14:30

And then, once they're in town,

0:14:300:14:32

then making sure they behave in town. All right? Happy hunting.

0:14:320:14:36

With the briefing barely over, the first call comes in.

0:14:370:14:41

But it's not at the concert, it's in the town centre.

0:14:420:14:45

We've got a report of our first fight in Regent Street.

0:14:450:14:49

Two males fighting.

0:14:490:14:51

Our first bit of disorder reported for the evening

0:14:510:14:54

so we're going to see what's going on.

0:14:540:14:56

Details are unclear, so the team

0:15:030:15:05

head straight to the branch of McDonald's

0:15:050:15:07

where the fight took place.

0:15:070:15:09

They say he's gone around the back,

0:15:110:15:13

the lane behind DB's and McDonald's, it comes out there.

0:15:130:15:16

Apparently, he's gone down that way.

0:15:160:15:18

Have they separated now?

0:15:180:15:19

The two groups have split up.

0:15:190:15:21

According to the security guard, the lads have only just scarpered,

0:15:220:15:26

so Sharon splits her team in two in order to track them down.

0:15:260:15:30

Whilst the foot patrol check the side-streets,

0:15:300:15:33

the Inspector's team head up the road...

0:15:330:15:35

There he goes! Down the end. Round the end on the left.

0:15:350:15:39

There he is!

0:15:410:15:43

Bingo!

0:15:430:15:45

Stand still, fella. Stand still!

0:15:470:15:50

They've got a suspect,

0:15:510:15:54

but now the team need to find out exactly what has happened.

0:15:540:15:57

He's run away from us so we've got hold of him now.

0:15:570:16:00

The minimum that is going to happen to this gentleman is he's drunk,

0:16:000:16:03

he's going to be leaving town, we're giving him an order to leave town.

0:16:030:16:06

The police have the power to order troublemakers to leave the area

0:16:060:16:10

for up to 48 hours and it's a power

0:16:100:16:12

that Sharon intends to make full use of tonight

0:16:120:16:15

as they police the town after the concert.

0:16:150:16:18

We're just going to go round to McDonald's

0:16:180:16:20

to see if anyone's been assaulted and have a chat.

0:16:200:16:23

Back at the scene of the fight,

0:16:230:16:24

Sharon's team are interviewing witnesses

0:16:240:16:27

and trying to get to the bottom of what happened.

0:16:270:16:30

Basically, there's been a bit of a kick-off in here.

0:16:300:16:32

-This guy's been bitten by somebody else in a white T-shirt.

-Right.

0:16:320:16:36

It's OK, it wasn't really much of a bite.

0:16:360:16:38

Witness accounts have put the lad in the blue T-shirt in the clear.

0:16:380:16:42

Just to be sure, he's ordered to leave the area

0:16:420:16:44

to prevent any further trouble from flaring up.

0:16:440:16:48

Job done, at the McBusted concert, Sharon and the rest of the team

0:16:480:16:52

are dealing with thousands.

0:16:520:16:55

So as the volume starts to pick up,

0:16:550:16:57

I'm just worried they're going to start spilling out into the road.

0:16:570:17:01

Watch the traffic! CAR HORNS HONK

0:17:010:17:03

The cars here on the Beach Lawn, they're just starting to queue

0:17:030:17:06

to get out of the exit there where my officer is stood,

0:17:060:17:09

so we'll see if any of them decide to take short cuts.

0:17:090:17:11

While many of the concert-goers are racing to leave...

0:17:140:17:18

Sergeant Lee Kerslake is one of Sharon's team

0:17:180:17:20

making his way back to the exit,

0:17:200:17:22

but has been sidetracked with a little problem further up the beach.

0:17:220:17:27

It's just someone swimming and it didn't look like they had much on.

0:17:280:17:33

It doesn't take Lee long to catch up with the skinny dipper.

0:17:330:17:36

It's not quite what you want to see.

0:17:370:17:39

No, it's not indeed.

0:17:390:17:41

Unsurprisingly, he also appears to have had a few drinks.

0:17:410:17:45

Happy birthday to you!

0:17:450:17:47

As entertaining as it is for you and your mates,

0:17:500:17:53

no-one else wants to see you, do they?

0:17:530:17:55

-No-one else wants to see your...

-I know, I'm sorry.

0:17:550:17:57

With a few stern words of advice,

0:17:570:18:00

the streaking swimmer is sent on his way.

0:18:000:18:02

I think we've seen enough of him today.

0:18:020:18:05

Hotfooting it back to the concert,

0:18:090:18:11

Lee gets stuck in with some traffic direction.

0:18:110:18:14

And in less than half an hour,

0:18:140:18:17

the neighbourhood team have got everyone safely on their way.

0:18:170:18:20

It's about 9.50 now,

0:18:220:18:24

and everything's pretty much cleared up, there are a few cars left,

0:18:240:18:28

a couple of people walking around but it's all quietened down now.

0:18:280:18:31

We need to make our way back into town to see how many of these people

0:18:310:18:34

have made their way into pubs and clubs.

0:18:340:18:36

The planning that's gone into policing this huge event

0:18:380:18:41

is paying off...

0:18:410:18:43

..but the biggest test for the neighbourhood team is yet to come.

0:18:440:18:48

Her friends are reporting her missing out on the beach.

0:18:480:18:50

They can hear her voice but can't see her.

0:18:500:18:52

Find out later how they cope

0:18:520:18:53

when one concert-goer gets stuck in Weston's treacherous mudflats.

0:18:530:18:58

Earlier on, we met Neighbourhood Officer Adge Secker

0:19:040:19:07

who has been trained in sign language.

0:19:070:19:10

Adge is helping a deaf couple who are being harassed by two deaf lads.

0:19:100:19:14

He's already spoken to one of the lads responsible, but today,

0:19:140:19:18

the other one has voluntarily come to the station for a chat.

0:19:180:19:21

Thank you for coming.

0:19:260:19:27

He tells me

0:19:270:19:29

that you ask for food,

0:19:290:19:32

cigarettes, you arrive and you're drunk...

0:19:320:19:37

The couple don't want to take the matter any further,

0:19:370:19:40

but Adge wants to make sure that this doesn't happen again.

0:19:400:19:44

You stay away from Steve and Julie.

0:19:440:19:47

You stay away. You understand?

0:19:480:19:51

It's really important. You understand?

0:19:510:19:55

After the lad has agreed to keep away from the couple,

0:19:570:20:00

Adge issues him with a Community Resolution Order

0:20:000:20:03

which means that instead of this being dealt with

0:20:030:20:06

by the justice system, Adge will be the one who decides

0:20:060:20:09

an appropriate course of action.

0:20:090:20:11

And he thinks a letter of apology

0:20:110:20:13

and a promise to stay away from the couple in the future will be enough.

0:20:130:20:17

If you go again ever...

0:20:190:20:23

..I knock on your door and arrest you.

0:20:250:20:30

-I promise.

-Promise what?

-Stay away.

-Stay away.

0:20:300:20:34

With one case closed, Adge turns his attention

0:20:360:20:39

to the lollipop lady who's been verbally abused,

0:20:390:20:43

although, just like the deaf couple, she also doesn't want to prosecute.

0:20:430:20:47

She wants me to go and speak to this individual

0:20:470:20:50

that's shouted and sworn at her

0:20:500:20:51

and that's exactly what I intend to do and we'll see if we can

0:20:510:20:54

get hold of him and advise him accordingly.

0:20:540:20:57

Adge only has details for the girlfriend

0:20:580:21:00

of the man accused of making the attack.

0:21:000:21:03

I've got a feeling that's her car outside.

0:21:040:21:07

Yep, perfect.

0:21:070:21:08

So, she's probably in.

0:21:080:21:10

He's paying her a visit in the hope that the suspect

0:21:110:21:14

will also be at the address.

0:21:140:21:15

As hoped, the man is here,

0:21:170:21:20

which gives Adge the opportunity to have a word.

0:21:200:21:23

The other day outside the school,

0:21:230:21:25

-with the lollipop lady.

-I wasn't there!

0:21:250:21:28

She's told me you've stuck your head outside the window

0:21:280:21:30

-"Go put your

-BLEEP BLEEP,"

-OK?

0:21:300:21:33

If you did, it was stupid.

0:21:330:21:36

She doesn't want to take it any further

0:21:360:21:38

so nobody's getting arrested and all this kind of stuff.

0:21:380:21:41

I want to make sure that it doesn't happen again.

0:21:410:21:44

Well, he completely denied it.

0:21:480:21:51

We've got one person saying one thing

0:21:510:21:54

but another person saying the opposite.

0:21:540:21:57

But I've achieved what I wanted to achieve,

0:21:570:22:00

giving him that message. Stay away, and if you see her, shut up.

0:22:000:22:04

Several weeks later, Adge pays another visit to the school

0:22:150:22:18

to find out whether Mandy, the lollipop lady,

0:22:180:22:21

has had any more trouble.

0:22:210:22:22

Have you seen that individual since I've spoken to him?

0:22:220:22:26

-I have in passing.

-Right, OK.

0:22:260:22:27

-Nothing's happened.

-OK.

0:22:270:22:30

He's come past once, that's it.

0:22:300:22:32

-Anything?

-Nothing.

0:22:320:22:34

Since the incident took place,

0:22:340:22:36

Mandy has been wearing a body camera

0:22:360:22:38

which has been given to her by the local council.

0:22:380:22:41

How does that make you feel, having that on there?

0:22:420:22:45

Oh, so easy. I feel so relaxed now.

0:22:450:22:46

OK, it's only a bit of equipment but it's there. It's my reassurance.

0:22:460:22:50

That's exactly what it's all about. That's really, really good.

0:22:500:22:53

Excellent. I can see myself in there.

0:22:530:22:54

I didn't realise I was so good-looking, to be honest with you!

0:22:540:22:57

BOTH LAUGH

0:22:570:22:59

In Weston-super-Mare,

0:23:050:23:07

the neighbourhood team have been policing a McBusted concert,

0:23:070:23:10

which has taken place on the seafront.

0:23:100:23:12

Inspector Sharon Bennett and her team have already successfully

0:23:120:23:16

shepherded over 12,000 visitors out of the venue.

0:23:160:23:19

But now, in addition to the usual Saturday night crowds,

0:23:190:23:23

they're faced with hundreds of extra visitors

0:23:230:23:26

to the pubs and clubs of Weston.

0:23:260:23:28

To help them deal with the increased workload,

0:23:280:23:30

Sharon is briefing staff drafted in from other agencies

0:23:300:23:34

including St John's Ambulance and the local hospital.

0:23:340:23:37

The idea is we reduce the demand on A&E

0:23:370:23:40

on what we anticipate could be the busiest night

0:23:400:23:43

Weston's had all year.

0:23:430:23:46

As Sharon and the team make their way out onto the streets,

0:23:460:23:49

it looks as though spirits are high and a good time is being had by all.

0:23:490:23:54

Oh, no! That is not a pleasant sight... Oh, dear...

0:23:550:23:59

You're having a fun night!

0:24:010:24:03

But, as the pubs begin to empty,

0:24:040:24:06

the neighbourhood team find themselves increasingly busy.

0:24:060:24:10

Calm down! Stay there, all right? Just calm down.

0:24:100:24:14

There's drunken people around. A lot of hen parties, stag dos.

0:24:140:24:17

She's getting married and it's all my fault.

0:24:170:24:20

ALL SCREECH

0:24:200:24:21

A lot of swearing, a lot of shouting, a lot of drunken people.

0:24:210:24:24

The mood's shifted a little bit and we're a bit more on edge

0:24:240:24:26

and just trying to deal with things nice and early.

0:24:260:24:29

-SHOUTING Hey, ladies, ladies.

-He hit her, he slapped

-BLEEP.

0:24:290:24:32

Things really are getting busy now

0:24:320:24:34

as Sharon has bumped into the hen party again.

0:24:340:24:37

And they're claiming to have come to blows with a stag party.

0:24:370:24:41

Gobbing off?

0:24:410:24:43

No, he smacked my face and then spat in hers.

0:24:430:24:46

While Sharon deals with the hens,

0:24:460:24:48

Sergeant Lee Kerslake has a word with the stags.

0:24:480:24:52

Calm down for a second, and we'll just...

0:24:520:24:55

He's told you it's for assault, mate.

0:24:550:24:58

DRUNKEN MUMBLING

0:24:580:25:00

-And is he her stag, is he?

-Yeah.

0:25:000:25:03

The hens are claiming that the chap dressed as a caveman

0:25:040:25:08

has slapped one of them in the face.

0:25:080:25:10

He had his bum out, like flashing, so we just tapped his bum,

0:25:100:25:14

playing with him and he smacked my face.

0:25:140:25:16

I haven't done anything.

0:25:160:25:18

-A girl just punched me in the face, being nasty.

-Right.

0:25:180:25:22

This fella's denying it,

0:25:220:25:23

but an accusation has been made

0:25:230:25:25

and he'll have to be taken back to the station and interviewed.

0:25:250:25:29

It looks like a stag party has met a hen party

0:25:290:25:32

and the result has been some form of altercation.

0:25:320:25:35

We think there's been an assault.

0:25:350:25:37

We'll take him back and get to the bottom of everything.

0:25:370:25:39

He was later released without charge.

0:25:390:25:42

It isn't just the fallout from the pubs and clubs

0:25:420:25:45

that the team have to deal with.

0:25:450:25:47

One of the challenges of policing a coastal town like Weston

0:25:470:25:50

is that the sea can also pose a threat.

0:25:500:25:53

And Sharon's been called to help the Coastguard

0:25:530:25:56

deal with a very serious incident.

0:25:560:25:58

Her friends are reporting her missing out on the beach.

0:25:580:26:00

They can hear her voice but can't see her.

0:26:000:26:02

A distressed woman has been heard from the end of the pier

0:26:020:26:05

and is believed to be trapped up to her waist in the mudflats.

0:26:050:26:09

-Is that the coastguard?

-Yeah.

0:26:090:26:12

Coastguard, can you see them?

0:26:120:26:14

Just out there, mate.

0:26:140:26:16

But first, they need to find her.

0:26:160:26:18

With the help of a night-vision camera,

0:26:190:26:21

they think they know where she is.

0:26:210:26:24

There.

0:26:240:26:25

Where? There she is, yeah.

0:26:250:26:27

-BLEEP,

-can you see the light?

0:26:270:26:29

SHE SOBS

0:26:340:26:36

You're all right, I've got you.

0:26:360:26:38

They've found her, and not a moment too soon -

0:26:380:26:41

the sticky mud and an incoming tide are a lethal combination.

0:26:410:26:46

We don't know what's gone on.

0:26:470:26:49

We just literally saw the Coastguard turning up.

0:26:490:26:52

They've had a report of a female in the mud

0:26:520:26:53

who's been at the McBusted event today.

0:26:530:26:55

She's had a bit too much to drink and run off for a bit of a joke

0:26:550:26:58

into the mud but has clearly got a bit disorientated

0:26:580:27:01

and stuck in the mud.

0:27:010:27:02

She's clearly had too much to drink,

0:27:050:27:07

don't know if there's anything else involved, and she's got a bit upset.

0:27:070:27:10

For this concert-goer, the day hasn't had a happy ending,

0:27:100:27:13

but thankfully, they've managed to get her out.

We've got St John's Ambulance here

0:27:170:27:19

as a bonus tonight so we're using them.

0:27:190:27:21

They've volunteered to take this lady to Accident and Emergency.

0:27:210:27:23

She probably didn't know the dangers of the mud.

0:27:230:27:26

It's now the early hours of the morning

0:27:260:27:28

and with the woman in safe hands,

0:27:280:27:30

Sharon heads back into town.

0:27:300:27:32

So far, the team's approach of moving troublemakers out of the area

0:27:350:27:39

has worked well and the entire operation has turned out to be

0:27:390:27:42

a great success for the neighbourhood team,

0:27:420:27:45

but Sharon and her officers aren't finished yet.

0:27:450:27:47

Just heading back to the station now, it's gone 3am.

0:27:480:27:51

I'm keeping on some of my units for another half an hour

0:27:510:27:53

to give the night-time inspectors some flexibility in case there's a bit of disorder.

0:27:530:27:57

I'm really pleased. We've nipped problems in the bud,

0:27:570:28:00

there's been no big-level disorder which is really good news,

0:28:000:28:02

no serious injuries, no officers have been hurt.

0:28:020:28:05

So that's a successful night for me, really.

0:28:050:28:07

Today, we've seen that when it comes to effectively policing our communities,

0:28:120:28:16

there's no substitute for experience.

0:28:160:28:19

Whether it's being able to communicate through signing,

0:28:190:28:22

or policing a rock concert.

0:28:220:28:24

A neighbourhood officer never stops learning.
