that have been added to six years earlier but after they moved in | :04:00. | :04:04. | |
there got a letter from an organisation saying that our council | :04:05. | :04:08. | |
tax purposes, the extension would now be classed as a separate | :04:09. | :04:12. | |
dwelling. We just couldn't believe it when that letter came. It has its | :04:13. | :04:19. | |
own separate bedroom with ensuite facilities and they classified the | :04:20. | :04:24. | |
utility space as a kitchen and we could plug in a microwave there so | :04:25. | :04:30. | |
we had cooking facilities. The extension was classed as a separate | :04:31. | :04:33. | |
Band-Aid property so that as well as having to pay on average ?150 per | :04:34. | :04:38. | |
month for the last three years, they have had an extra ?2000 in total to | :04:39. | :04:44. | |
pay for their extension. Nobody else lives with them and they use the | :04:45. | :04:49. | |
extension only as a utility room and a guest bedroom. Their argument for | :04:50. | :04:57. | |
that was that there is potential use for the area. Martin and Kieron have | :04:58. | :05:02. | |
had to go to great lengths to convince the authority that their | :05:03. | :05:07. | |
home is only one dwelling. We have taken out the sink, taken out the | :05:08. | :05:17. | |
power points, and now they have classed it as one property but they | :05:18. | :05:27. | |
have raised the band of the Council tax. They will now have to pay an | :05:28. | :05:33. | |
extra ?350 per year after their band increase. The valuation office | :05:34. | :05:39. | |
agency steps in whenever a property is sold, and decides whether its | :05:40. | :05:43. | |
council tax status should be changed. It is estimated by the | :05:44. | :05:49. | |
government that there are over 24,000 annexes and extensions in | :05:50. | :05:54. | |
England alone so this double council taxation could affect a lot of | :05:55. | :05:58. | |
people. Sue and Paul decided to build an extension when Sue's mother | :05:59. | :06:03. | |
moved in with them five years ago but when they put their house on the | :06:04. | :06:08. | |
market the same thing happened. Along came an extra council tax | :06:09. | :06:12. | |
bill. When you are getting permission to | :06:13. | :06:15. | |
add on what you have, did anybody say to you that you are opening | :06:16. | :06:20. | |
yourselves up to have two council tax bills? No, we weren't informed | :06:21. | :06:28. | |
at all. All of the correspondence we had, nothing was ever mentioned with | :06:29. | :06:33. | |
regards to two separate banding is on this property. Did you ever | :06:34. | :06:40. | |
raised the issue yourself? No, we never thought it was relevant | :06:41. | :06:44. | |
because we treat it as one family home. There seems to be a lack of | :06:45. | :06:49. | |
communication between the various departments of the council and | :06:50. | :06:53. | |
homeowners. Planning expert Ian has come to shed some light on it. If | :06:54. | :06:58. | |
you are just building an extension with an extra bedroom, that's | :06:59. | :07:02. | |
unlikely to be classed as a true annex. If you put in extra bathrooms | :07:03. | :07:08. | |
and kitchens, you move towards that being self-contained and the agency | :07:09. | :07:13. | |
will get interested. What most councils provide now is | :07:14. | :07:17. | |
pre-application advice. I'm not sure many councils at the meeting will | :07:18. | :07:22. | |
flag up the issue of council tax. Every local authority have their | :07:23. | :07:26. | |
policies and really it just needs to be a sentence in there for the | :07:27. | :07:32. | |
potential of liability. So many council tax bills, so many | :07:33. | :07:37. | |
questions. I have come to Sue and Paul's local authority to get some | :07:38. | :07:42. | |
answers. This is the leader of Herefordshire county council. The | :07:43. | :07:48. | |
main complaint seems to be that nobody told us, so surely there must | :07:49. | :07:53. | |
be responsibility somewhere in the planning? There is no formal | :07:54. | :07:57. | |
requirement to provide such notification but the point you raise | :07:58. | :08:01. | |
is a good one and whilst it has not been done in the past, we would be | :08:02. | :08:05. | |
happy to make sure that anybody in the future who applies for in annex | :08:06. | :08:11. | |
onto their house, we will draw attention to the fact that the | :08:12. | :08:15. | |
application could bring with it an additional council tax liability. So | :08:16. | :08:20. | |
you are giving us the assurance it could happen in the future. Here in | :08:21. | :08:29. | |

building an extension, you may have seen two doors but they argue the | :09:07. | :09:11. | |
second door was already there. On the other hand they did not know | :09:12. | :09:17. | |
about exemptions for their mother or about the 50% reduction because the | :09:18. | :09:20. | |
government is now of course encouraging people to put on an | :09:21. | :09:28. | |
extension to help young people, not just elderly people, to help young | :09:29. | :09:32. | |
people because they cannot get on the property ladder. If you're | :09:33. | :09:40. | |
elderly parent is over 65, thank goodness you are not, then they are | :09:41. | :09:47. | |
exempt. This is a quirk in the law, providing the grandma or grandad is | :09:48. | :09:51. | |
living in the annex and not the original house. This is a little | :09:52. | :09:56. | |
quirk, but who is going to check that night where grandma is | :09:57. | :10:01. | |

supremacy over women on television. Never before had a woman being | :22:13. | :22:16. | |
portrayed as someone who could hold her own in a fight against a man. My | :22:17. | :22:20. | |
capers caught the eye of the producers of Goldfinger, we then had | :22:21. | :22:23. | |
the script rewritten to include martial arts, and I even wrote a | :22:24. | :22:29. | |
book on self-defence. Luckily, I have never had to defend myself in | :22:30. | :22:34. | |
real life. Although, of course, I know I could if I had to. But for | :22:35. | :22:40. | |
one group of women in history, it became an absolute necessity. In the | :22:41. | :22:45. | |
first head of the 20th century, women were fighting for the right to | :22:46. | :22:49. | |
vote. The suffragettes, as they became known, were growing in | :22:50. | :22:53. | |
number. The movement decided they needed to defend themselves from the | :22:54. | :22:56. | |
police, who they saw as an aggressive enemy. One woman was of | :22:57. | :23:01. | |
stick in importance in this change of tactics. Her name was Edith | :23:02. | :23:06. | |
Garratt, a teacher of the Japanese martial art, jujitsu. In 1909, Edith | :23:07. | :23:12. | |
taught here in Golden Square, London, with her husband. So how did | :23:13. | :23:19. | |
Edith, only for four to 11 in height, become such a key person in | :23:20. | :23:24. | |
the fight for women's rights? Dr and Myleene Godfrey is a historian who | :23:25. | :23:27. | |
has researched the life of Edith Garratt. In 1909, they were invited | :23:28. | :23:33. | |
by Emmeline Pankhurst and the suffragettes to give a | :23:34. | :23:35. | |
presentation. Everybody loved it. They said, and you become more | :23:36. | :23:40. | |
involved with us? I can't think that I would ever have enabled to do | :23:41. | :23:46. | |
battle with a long dress on. Black leather was more to the point. | :23:47. | :23:50. | |
Within three years, Edith was at the heart of the suffragettes' plans to | :23:51. | :23:56. | |
resist police authority on including training an elite group of women to | :23:57. | :24:00. | |
guard Emmeline Pankhurst. Edith and jujitsu became synonymous with the | :24:01. | :24:03. | |
suffragette movement. One magazine even coined the phrase jujitsu | :24:04. | :24:09. | |
suffragettes, calling them a new terror for the London police. And on | :24:10. | :24:17. | |
the 1st of March 19 12, suffragettes met for one of their most audacious | :24:18. | :24:21. | |
protests yet. They were angry that shopkeepers who were supposed to be | :24:22. | :24:24. | |
loyal to them were not supporting the cause. There would be ladies | :24:25. | :24:29. | |
walking across the street by the shops innocently looking at the | :24:30. | :24:32. | |
windows, and then suddenly they would whip out items such as this | :24:33. | :24:37. | |
hammer. This is a toffee hammer, which is small. But it is weighty. | :24:38. | :24:42. | |
They would whip it out, smash a window and ran off. The suffragettes | :24:43. | :24:46. | |
escaped to Edith Garratt 's dodo, where she provided them with a | :24:47. | :24:52. | |
refuge. They would put their items under the floorboards, get changed | :24:53. | :24:56. | |
for a jujitsu lesson, and then the police would come knocking on the | :24:57. | :24:59. | |
door and Edith would say, this is very un-chivalrous of you, to come | :25:00. | :25:04. | |
in and interrupted ladies' jujitsu session. We are having a class, I | :25:05. | :25:09. | |
don't know anything about it. It was unusual for a woman like me in the | :25:10. | :25:14. | |
1960s to learn a martial art. At the beginning of the last century, it | :25:15. | :25:18. | |
was even more so. So Blevins and Jenny Cooper are Edith Garratt's and | :25:19. | :25:22. | |
daughters. She could be quite domineering, but then when you are a | :25:23. | :25:28. | |
suffragette... She could be very bossy. We knew she was a | :25:29. | :25:35. | |
suffragette. We knew these -- she threw a policeman over her shoulder, | :25:36. | :25:38. | |
but other than that, she was just now no. Did she practice anything | :25:39. | :25:42. | |
new? She held my hand really tight and I had to all her thumb back to | :25:43. | :25:51. | |
get her hand of me. So how difficult was it for a woman less than five | :25:52. | :25:54. | |
feet in height, dressed in a full-length skirt and wearing a hat, | :25:55. | :25:58. | |
to defend herself against a burly Edwardian policeman? She was able to | :25:59. | :26:09. | |
use the force of her opponent to throw him and demonstrate how a | :26:10. | :26:11. | |
small person can beat a larger person. Can you imagine your grandma | :26:12. | :26:20. | |
doing that? Edith Garratt was small in stature, but she was a big figure | :26:21. | :26:26. | |
in the suffragette movement. And she proved that women can defend | :26:27. | :26:34. | |
themselves just as well as any man. She is feisty. This is what Mary | :26:35. | :26:39. | |
looks like without the period costume on. I am about to | :26:40. | :26:47. | |
