Everybody here currently smokes at least 20 cigarettes a day, | 0:08:15 | 0:08:20 | |

you've struggled to just quit smoking on your own. | 0:08:42 | 0:08:44 | |
Our volunteers are all undergoing a range of health tests. | 0:08:48 | 0:08:51 | |
We're measuring the levels of some toxic substances | 0:08:51 | 0:08:54 | |
in their bodies, like carbon monoxide in their lungs. | 0:08:54 | 0:08:57 | |
Most of the people, possibly all the people, | 0:08:59 | 0:09:01 | |
here on the programme are heavy smokers. | 0:09:01 | 0:09:03 | |
You will see the flashing red lights showing you that | 0:09:03 | 0:09:06 | |
that level of carbon monoxide they have is rather alarming. | 0:09:06 | 0:09:10 | |
And we're using cutting-edge technology to probe | 0:09:11 | 0:09:14 | |
-deep inside their airways. -We're measuring airways resistance. | 0:09:14 | 0:09:18 | |
It's a measure of how well the lungs are functioning. | 0:09:18 | 0:09:21 | |
This will give us baseline measurements before our | 0:09:21 | 0:09:24 | |
experiment starts, while our volunteers are still heavy smokers. | 0:09:24 | 0:09:28 | |
The major cause of health problems for people who smoke is, | 0:09:29 | 0:09:33 | |
of course, heart attack and stroke. | 0:09:33 | 0:09:35 | |
So we've got a couple of tests here | 0:09:35 | 0:09:37 | |

And over here, we're looking at the way that the arteries respond | 0:09:40 | 0:09:44 | |

E-cigarettes are one of those bits of technology, like mobile phones, | 0:10:43 | 0:10:47 | |
that have absolutely exploded into our culture. | 0:10:47 | 0:10:50 | |
From nowhere, they have become a multibillion pound industry. | 0:10:50 | 0:10:54 | |
In the UK alone, there are over 2.5 million users. | 0:10:54 | 0:10:57 | |
Their extraordinary rise has polarised opinion around the world. | 0:11:00 | 0:11:04 | |
So when electronic cigarettes came on the market, | 0:11:06 | 0:11:09 | |
many countries prohibited their use. | 0:11:09 | 0:11:13 | |
They include countries like Canada, Brazil, Uruguay, Australia. | 0:11:15 | 0:11:20 | |
When you look at some of those governments that are doing | 0:11:20 | 0:11:22 | |
practically nothing about tobacco control | 0:11:22 | 0:11:25 | |
and yet they're banning e-cigarettes, you think, why? | 0:11:25 | 0:11:28 | |
The UK took a different approach. | 0:11:29 | 0:11:31 | |
So in 2010, we took the view, in the Behavioural Insights Team, | 0:11:34 | 0:11:37 | |
that we should make these widely available | 0:11:37 | 0:11:40 | |
because of their potential to be a very effective route | 0:11:40 | 0:11:43 | |
out of smoking, and so we argued for a deliberately light touch | 0:11:43 | 0:11:47 | |
regulation in order to make them widely available. | 0:11:47 | 0:11:50 | |
On this advice, the UK government took a relatively liberal | 0:11:51 | 0:11:55 | |
stance and allowed the sale and advertising of e-cigarettes. | 0:11:55 | 0:12:00 | |
You know that feeling you get when something's great? | 0:12:00 | 0:12:03 | |
But not everybody agreed with this decision. | 0:12:05 | 0:12:08 | |
There was widespread concern that e-cigarettes would have | 0:12:08 | 0:12:11 | |
a broader appeal than just as a tool to help smokers quit. | 0:12:11 | 0:12:16 | |
Well, now you can taste it. | 0:12:16 | 0:12:19 | |
Now, some people are worried that e-cigarettes will encourage | 0:12:28 | 0:12:31 | |
non-smokers to take up vaping. | 0:12:31 | 0:12:34 | |
Even if that's true, would it be such a bad thing? | 0:12:34 | 0:12:37 | |
Well, surprisingly enough, no-one has really studied | 0:12:37 | 0:12:40 | |
the effects of vaping on healthy volunteers. | 0:12:40 | 0:12:44 | |

has misled populations about the impacts of cigarette smoking | 0:20:09 | 0:20:15 | |

pretty bad behaviour by some tobacco companies. | 0:20:25 | 0:20:28 | |

The big tobacco companies are now major players | 0:20:35 | 0:20:38 | |

Lab analysis shows the chemistry of the vapour is vastly | 0:23:23 | 0:23:27 | |

Now, the big question is, what will happen with vaping? | 0:25:14 | 0:25:18 | |
The team here have repeated the scratch test | 0:25:20 | 0:25:23 | |

You can see now it's repairing normally, even though | 0:25:26 | 0:25:29 | |
it has been exposed to e-cigarette vapour and again, | 0:25:29 | 0:25:32 | |
after 12, 13 hours, it is closing the gap and by 21 hours, | 0:25:32 | 0:25:37 | |
it should have closed the gap completely. | 0:25:37 | 0:25:40 | |
That is good evidence that e-cigarettes, | 0:25:40 | 0:25:43 | |
the vapour of e-cigarettes, | 0:25:43 | 0:25:45 | |
doesn't impair the ability of blood vessels to repair themselves | 0:25:45 | 0:25:48 | |
when they are naturally injured, as they are on a day-to-day basis. | 0:25:48 | 0:25:52 | |

This single test doesn't mean the vapour from e-cigarettes | 0:26:24 | 0:26:27 | |
is harmless. | 0:26:27 | 0:26:28 | |
But it does suggest that vaping doesn't impair our body's | 0:26:28 | 0:26:31 | |
ability to heal in the same way that tobacco smoke does. | 0:26:31 | 0:26:35 | |
So, how do I know you haven't got some other lovely | 0:26:37 | 0:26:40 | |
piece of research which actually shows that it is harmful | 0:26:40 | 0:26:42 | |
and you're just not showing me that? | 0:26:42 | 0:26:44 | |

and immediately the levels went through the roof really. | 0:37:40 | 0:37:44 | |

We usually don't see levels this high | 0:37:47 | 0:37:49 | |
and sustained during electronic cigarette experiments. | 0:37:49 | 0:37:52 | |
Mark is a surprised because in previous experiments, the levels | 0:37:54 | 0:37:58 | |
of particles released by vapers were far lower. | 0:37:58 | 0:38:01 | |
What this tells me is that there is huge potential variability | 0:38:03 | 0:38:08 | |
in exposures when using an electronic smoking device, | 0:38:08 | 0:38:12 | |
depending on the device itself and how the user chooses to use it. | 0:38:12 | 0:38:18 | |
But the key question is, what are these particles? | 0:38:18 | 0:38:21 | |
Mark has been looking for carbon monoxide | 0:38:23 | 0:38:25 | |
and other toxic chemicals that are present in cigarette smoke. | 0:38:25 | 0:38:30 | |
What we found with electronic cigarettes is no exposure to | 0:38:30 | 0:38:32 | |
carbon monoxide, so compared to traditional cigarettes, | 0:38:32 | 0:38:36 | |
electronic cigarettes have at least 99% less toxins in them. | 0:38:36 | 0:38:42 | |
So, dramatically different in terms of exposure profile. | 0:38:42 | 0:38:46 | |
E-cigarettes release far fewer toxins than cigarettes | 0:38:47 | 0:38:51 | |
