For years as she grew up on Tyneside, Imogen didn't tell anyone

she was caring for her mother. But now she wants people to hear what

happened to her family in the hope it'll help thousands of other young

carers to speak out and find support. So, this is Imogen's story,

I am imaging, I am 16, and I live with my mum and dad. I am like any

:01:36.:01:40.

other teenager, but I've been keeping a huge secret. I couldn't

:01:40.:01:44.

tell my friends, because I didn't understand and I didn't think they

:01:44.:01:49.

would understand. I am her mother and I should be looking after her.

:01:49.:01:54.

It is unfair that she has to carry this burden so early in life.

:01:54.:01:58.

now, I'm ready to talk about it. I know it is the only way I can make

:01:58.:02:04.

a difference. I do want to make a change and get this recognised.

Because I do not want anyone else to go through what I have gone

through. I had a happy childhood. But when I was nine years old, that

:02:14.:02:18.

changed forever. I can remember seeing my mum lying on the floor

:02:18.:02:23.

with nurses and stuff, keeping her down as she was being sedated. I

:02:23.:02:26.

didn't understand what was happening but my mum had been

:02:26.:02:30.

sectioned and spent weeks in a mental hospital. Since then, I have

:02:30.:02:37.

been her care and I've never told anyone about it. It is like having

:02:37.:02:41.

to walk around with an extra back pack every day, and having to hide

:02:41.:02:45.

it. So why did I keep it a secret for so long? In all honesty, I

:02:45.:02:50.

don't think it ever occurred to me to tell someone. I just didn't

:02:50.:02:57.

think it was the thing to do, so I just hit it. I just dressed like

everyone else and put a smile on my face. I have got bipolar disorder.

Romania to one of deep depression - - mania. I think she was worried

about mentioning it in case she did not get taken seriously or if

people laughed at me. She doesn't really do much when she is

depressed because she does not feel up to it. I just do stuff like the

:03:34.:03:39.

washing, the washing up, tidying the kitchen, trying to tidy the

:03:39.:03:48.

house. And the bathroom is my job. My dad splits it in half with me,

:03:48.:03:54.

instead of splitting it in three. Me and my dad have a close

:03:54.:03:58.

relationship, and we work quite well as a team of most of the time.

:03:58.:04:08.
:04:08.:04:11.

This is a bit of a tall order. But The hardest part of being my

:04:11.:04:15.

mother's carer is not doing the dishes or cleaning the bathroom, it

:04:15.:04:20.

is the worry. I cannot sleep with my mum is still awake, because I

:04:20.:04:27.

worry in case she does something. Or in case she feels lonely,

:04:27.:04:31.

something like that. I just worry about her. I don't like her being

:04:31.:04:36.

on her own. She has, before gone and bought things on eBay at about

:04:36.:04:43.

3am. I worry about that happening. That tends to happen just in the

:04:43.:04:48.

mania. That is when I have to worry about it. We never used to worry

:04:48.:04:54.

about money. I had quite a successful career, actually. I had

:04:54.:04:58.

a well-paid job as a chartered accountant. So, financially, it

:04:58.:05:04.

made a drastic difference when I was unable to work. When I was

:05:04.:05:08.

little they both had very well paid jobs and I was at a private school,

:05:08.:05:13.

I was spoilt as a child. I know I was spoilt as a child. And it was

:05:13.:05:17.

hard to go from having a lot of money to not having a lot of money

:05:17.:05:22.

which caused me the most stress, because I wasn't used to it, but

:05:22.:05:27.

now we haven't got that much money I have kind of got used to it and I

:05:27.:05:31.

know we can survive without a ridiculous amount of money. When

:05:31.:05:36.

you are in a manic mood, you tend to have very grandiose ideas and

:05:36.:05:42.

schemes. She comes up with quite a lot of fantastic, zany ideas when

:05:42.:05:47.

she is manic, but they never really seemed to work out that well.

:05:47.:05:52.

bought about �10,000 worth of ball gowns with a business idea I had

:05:52.:05:58.

got. It didn't work out so well, so they are still in storage now.

:05:58.:06:03.

very nearly bought a JCB. Looking back on it it seems ridiculous,

:06:03.:06:07.

which is why I keep laughing. thought it was quite a small JCB,

:06:07.:06:14.

but it turned out to be a full size JCB. Flying pigs. Chameleon USP

:06:14.:06:21.

sticks. Bootees for babies. Robot guinea-pigs. I spent a large amount

:06:21.:06:26.

of money, which has left the fine - - family in financial difficulty

:06:26.:06:32.

and I did have to declare myself bankrupt. I'm just hoping he is

:06:32.:06:36.

going to behave today. I had to change schools because we could not

:06:36.:06:41.

afford the fees, and now my dad was a paper round and helps pay for

:06:41.:06:46.

Morocco, my only escape. I don't know where I would be without him,

:06:46.:06:50.

in all honesty. I see him every single day. I kind of rely on him

:06:50.:06:58.

to keep me calm and get through things. I can talk to Morocco about

:06:58.:07:02.

my secret life as a care when I can't tell anyone else. I talked to

:07:02.:07:06.

him quite a lot. I tell him about my day and how everything is going.

:07:06.:07:11.

He probably doesn't listen. But it is someone to tell it to, to get it

:07:11.:07:18.

off my chest. But talking to Morocco wasn't enough. A year ago I

:07:18.:07:22.

hit rock bottom. I have had times where I literally just wanted to

:07:22.:07:27.

crawl up in bed, fall asleep and never wake up because I didn't know

:07:27.:07:36.

what to do and I didn't think I Then I found out about this young

:07:36.:07:42.

carers group in North Shields. It has changed my life. For me, it is

:07:42.:07:48.

just about coming and relaxing, and it is just being around people that

:07:48.:07:51.

understand and are going through the same situation. You know they

:07:51.:07:56.

are always there if you need them. The main difference it has made is

:07:56.:08:03.

that it has made me feel a bit better about my situation. For the

:08:03.:08:07.

first time I could talk openly about being a young carer. It is a

:08:07.:08:12.

massive relief. I was ecstatic after I got back from the first

:08:12.:08:17.

meeting. I was so relieved to know that there were other people. I was

:08:17.:08:23.

literally bouncing around the house. It was like, I am not the only one.

:08:23.:08:28.

I can be normal, to an extent, anyway! It has made such a big

:08:28.:08:31.

difference to her, and I think if that had been there for her,

:08:31.:08:35.

especially when she was younger it would have given her a lot more

:08:35.:08:41.

confidence. There are around 700,000 young carers in this

:08:41.:08:45.

country like me, many of us falling through the cracks and no one seems

:08:45.:08:52.

to notice us. People are well aware in the mental health services of

:08:52.:08:59.

the fact we have a daughter, but I had no information given to me at

:08:59.:09:05.

all as to what support would be available for her. None of them

:09:05.:09:09.

clocked on that this child had been losing weight through to illness,

:09:09.:09:14.

this Charlies are using -- losing education through illness and this

:09:14.:09:17.

child is losing after her -- looking after her mother. Could

:09:17.:09:23.

these things be related? I struggled for six years without any

:09:23.:09:27.

support. I want to stop this happening to other kids. That is

:09:27.:09:33.

why I am telling you my story. I am off to London to meet Moyra Fraser,

:09:33.:09:37.

who owns a carers charity. My dad was giving information about a

:09:37.:09:40.

support group for him, and my mother was given information about

:09:40.:09:44.

a support group for her, but I wasn't given anything. What

:09:44.:09:48.

happened to you ease, unfortunately, really quite common and I'm sorry

:09:48.:09:53.

to say that, we hear it all the time. And I think that is a key

:09:53.:09:56.

point that we need to get across to the professionals involved, the

:09:56.:10:01.

social workers, the doctors, the psychiatric nurses. Have a look at

:10:01.:10:05.

who else is in that house. Have a look at who is supporting the

:10:05.:10:09.

person with the mental health problem. What are you doing to make

:10:09.:10:15.

a change for young carers? Last week when we went to Number Ten, a

:10:15.:10:18.

young carer came with us and spoke to a number of ministers and gave a

:10:18.:10:21.

letter to the Prime Minister about their experiences, which she

:10:21.:10:26.

responded to. We have also been working with schools. We would like

:10:26.:10:30.

to see every school having a member of staff who was responsible for

:10:30.:10:33.

young carers and make sure that everyone in the school, pupils and

:10:33.:10:39.

teachers, know that they need support. I think the meeting has

:10:39.:10:42.

gone really well and I've learnt a lot more than I knew before. She

:10:42.:10:47.

has invited me to come back to talk to some MPs, which I would find

:10:47.:10:51.

amazing. A year ago I never thought I would do this and I found it hard

:10:51.:11:01.
:11:01.:11:03.

to talk about the past, but I think I can make a change. And if having

:11:03.:11:05.

It should be a straightforward question. Why would a council step

:11:17.:11:20.

in and take over the running of the organisation managing 8,000 of its

:11:20.:11:23.

former council houses in Northumberland? But even though so

:11:23.:11:26.

many families' homes are involved no-one seems to know what's going

:11:26.:11:28.

on. Or what the future holds. Rumours abound. Tonight I'm going

:11:28.:11:38.
:11:38.:11:41.

to try and piece together the real Homes for Northumberland, or HfN,

:11:41.:11:45.

manages 8,500 houses in Alnwick and Blyth Valley. It's been running

:11:45.:11:48.

these former council homes for two and a half years. And the tenants

:11:48.:11:55.

we've spoken to are impressed. very happy with Homes For

:11:55.:12:00.

Northumberland. We felt empowered because they listened to us.

:12:00.:12:04.

the workmen have been Grade A1. imagine their shock when last

:12:04.:12:07.

December a boardroom battle ended in Northumberland County Council

:12:07.:12:09.

suspending the Managing Director, sacking independent board members,

:12:09.:12:15.

and taking control. Well, I think that's appalling. If you've got no

:12:15.:12:20.

independents, it's county councillors against tenants. I feel

:12:20.:12:24.

as if things are being bulldozed through. You get to know nothing

:12:24.:12:27.

until it's cut and dried. So what's been going on? Why has the council

:12:27.:12:32.

stepped in? It's all a bit of a puzzle. With missing pieces. And

:12:32.:12:42.
:12:42.:12:43.

unanswered questions. A lot of people are being left in the dark.

:12:43.:12:45.

Including the sacked independent board members, who are, it's fair

:12:45.:12:48.

to say, stunned at what's happened. Because, up until the middle of

:12:48.:12:51.

last year, they thought the council was as happy as the tenants.

:12:51.:12:54.

Despite being warned by the council about speaking to Inside Out, two

:12:54.:12:58.

independent board members wanted to have their say. There was nothing

:12:58.:13:01.

brought to our attention. From the beginning for about two years we

:13:01.:13:09.

seemed to be running quite smoothly. There was an initial chilling. It

:13:09.:13:13.

developed into much more significant mud-throwing. And an

:13:13.:13:20.

escalation of alleged concerns. council declined to appear on

:13:20.:13:23.

Inside Out and tell us why it had taken control of Homes For

:13:23.:13:27.

Northumberland. But in a statement it said it had become increasingly

:13:27.:13:34.

concerned about the company's performance and management. And

:13:34.:13:36.

despite raising these issues, appropriate action hadn't been

:13:36.:13:43.

Homes for Northumberland is an ALMO. An Arms Length Management

:13:43.:13:47.

Organisation. It's supposed to manage and maintain the houses with

:13:47.:13:53.

the support of the tenants. The council has the right to step in

:13:53.:13:56.

and take control if it thinks things are going wrong. I've been

:13:56.:14:01.

told what it's done is virtually unprecedented in this industry. So

:14:02.:14:07.

whatever was wrong, it had to be big. Big enough to abandon arms

:14:07.:14:10.

length and grip the company in a bear hug. We've managed to see

:14:10.:14:18.

confidential council briefings listing all the alleged problems.

:14:18.:14:21.

One of the most serious was a backlog in performing gas safety

:14:21.:14:25.

inspections and issuing certificates. If they're not done,

:14:26.:14:29.

the owner of the houses, the council, could be fined. Apparently,

:14:29.:14:32.

more than 100 inspections had been mislaid by HfN. And around 200 were

:14:32.:14:42.

overdue. We clearly accept mistakes were made. We had assurances that

:14:42.:14:50.

it was not the case and gas servicing was up to date. It turns

:14:50.:14:53.

out mistakes were made and some properties were missed. Immediate

:14:53.:14:58.

action was taken to put that right. So they openly admit they got that

:14:58.:15:04.

wrong. They say they were addressing the problem. But what

:15:04.:15:09.

about the other serious charges? Do they stack up? We understand there

:15:09.:15:15.

are allegations of bullying within Homes For Northumberland. But when

:15:15.:15:17.

the directors asked the council for more evidence, they said they

:15:17.:15:20.

didn't have any and couldn't provide any. We did what we could

:15:20.:15:24.

at the time. We checked if anyone had made a complaint of bullying

:15:24.:15:34.
:15:34.:15:38.

with HR. We checked our policies. Grievance procedure and so on.

:15:38.:15:41.

Beyond that, there was nothing we could do because there was nothing

:15:41.:15:44.

to investigate. The council said it couldn't discuss detailed

:15:44.:15:49.

management issues like this. But the secret council papers gave us

:15:49.:15:55.

the inside story. They say some of the bullying evidence is anecdotal

:15:55.:15:59.

and subjective. A former grievance had been raised by one middle

:15:59.:16:09.
:16:09.:16:09.

manager. The council had only been told of serious incidents but by so

:16:09.:16:12.

many resources and so frequently, we cannot simply ignore them. And

:16:12.:16:14.

it's a similar situation with allegations of accounting problems.

:16:15.:16:19.

The secret council papers say financial control was lax. I don't

:16:19.:16:29.
:16:29.:16:29.

think that's justified at all. The reality is that we were audited

:16:29.:16:35.

annually by KPMG. A fairly major accountancy firm. There were no

:16:35.:16:38.

significant problems identified. None of the inspection reports or

:16:39.:16:44.

audit reports suggested any major financial issues. A pattern emerges.

:16:44.:16:51.

The council says there's a major problem. The former directors say

:16:51.:16:55.

it's a smaller problem and being addressed or not a problem at all.

:16:55.:16:59.

Normally the sides would work out a strategy to resolve the problems.

:16:59.:17:07.

Instead the whole relationship has broken down. The council has lost

:17:07.:17:09.

confidence in Homes for Northumberland without anyone

:17:09.:17:12.

understanding why. It's all a bit of a mystery really. But some

:17:12.:17:21.

believe there's no mystery at all. They think Northumberland, like

:17:21.:17:24.

many councils, wants to take over the ALMO and generate some cash.

:17:24.:17:31.

I'm very worried about it. Because I really feel as if this is the

:17:31.:17:34.

start of a way for the county council to sell the houses on to

:17:34.:17:42.

housing associations. A report last year said Northumberland could save

:17:42.:17:48.

�400,000 a year by taking HfN in- house. The council announced it was

:17:48.:17:55.

considering this. Then the government said tenants had to be

:17:55.:17:58.

properly consulted before a council could dissolve an ALMO. In December,

:17:58.:18:01.

the council sacked the independent directors, who now think they know

:18:01.:18:09.

what's going on. The council wanted to regain control of the housing. I

:18:09.:18:13.

suspect that was the starting point and what's driven everything since.

:18:13.:18:19.

And the tenants also smell a hidden agenda. They just seem to be doing

:18:19.:18:23.

things their way and telling us afterwards. There's not one

:18:23.:18:26.

councillor come forward to side with the residents. Just suspicious.

:18:26.:18:33.

Why not be open and honest and tell people what's going on? But the

:18:33.:18:40.

council says there's no hidden agenda. It had written to every

:18:40.:18:43.

tenant to explain its concerns and what it was doing. Future changes

:18:43.:18:46.

were set aside, for the time being while it strengthened homes for

:18:46.:18:54.

northumberland, and developed an improvement plan. The council also

:18:54.:18:58.

set up a county-wide panel to give tenants a stronger voice about

:18:58.:19:04.

issues which affect them but what will be the situation in a few

:19:04.:19:07.

years time? Who will own the homes of 8,500 families in

:19:07.:19:10.

Northumberland? Who will be setting the rents? Questions that lie at

:19:10.:19:19.

If I said to you, Lake District, you would probably think of

:19:19.:19:25.

spectacular views and stunning walks. But this spring, visitors

:19:25.:19:29.

may be hoping to catch a glimpse of something straight out of The X-

:19:29.:19:32.

Files. We sent Jacey Normand to investigate our very own mystery of

:19:32.:19:37.

get a bad feeling across that area,. It as a mysterious environment

I felt something swim past me, which caused me to stop within a

split second. I heard something and they turned to my friend Andrew and

asked him, what was that? It felt like a mysterious submarine or

something had gone past me underneath. We didn't know. We

:20:44.:20:49.

didn't know nothing about no monsters, or anything. This wasn't

:20:49.:20:51.

the first strange encounter at Windermere. Linden Adams was on top

Fortunately for us, he's a professional photographer. Yes,

this is pretty much the view. are the pictures you took. What do

you think it is? I don't know. I took eight photographs in total. It

lasted for 10 minutes, the fighting. There is a dark object across the

:21:19.:21:24.

top of the water. On a blow up, this is what you can actually see.

This dark period has been measured, four metres in length. The piece

:21:30.:21:35.

sticking up, that has been estimated at one metre in height.

We owed it and it's something which should not be in the lake. Did you

go home and tell everyone? quite the opposite, really. It is

scary, looking at the images, thinking, am I going to release

this to the general public? It was the last thing on my mind. What did

you think they would think? Crazy, at the end of the day. You see

something like that in the lake and start questioning exactly what it

could possibly be, and start checking off a list in your mind

what it could be forced it's not uncommon for Diez to cross the lake.

Linden and Tom's stories are very convincing. I want to know what

could be in the lake. So I got onboard with to Dr Ian Winfield and

reports. -- the ripples. Judging absolutely is very difficult.

do you think it is? I think it's the size of something being

misjudged. There are lots of otters in the area as well. A couple of

them swimming around on a calm day can look very big. Windermere does

:23:43.:23:47.

can appreciate the tricks with light and shade. So, his Bownessie

lurking down their or is it a case of mistaken identity? The person

lots of large fish in our lakes. The Atlantic Salmon can grow up to

grow up to one metre. Pike, they can grow up to considerable size is

in terms of freshwater fish. Up to one metre. It's quite a reclusive

fish and tends to be bottom dwelling. Further afield, it could

:24:37.:24:44.

be coastal waters, you have the basking shark. That is a total

:24:44.:24:48.

marine species which can grow to considerable sizes, up to 26 ft and

:24:49.:24:55.

In my opinion, it's an animal of some description. It could be a

:24:59.:25:04.

sturgeon. From witness accounts, I have looked bad, and descriptions,

:25:04.:25:10.

this could be one of the more likely fish it could be. These can

:25:10.:25:16.

grow to considerable sizes. In excess of 16 feet in length. And

:25:16.:25:21.

even up to 20 feet. The photographs are quite significant to you,

:25:21.:25:27.

aren't they? They are the best evidence we have at the moment of

:25:27.:25:31.

the sightings. They have been other photographs, but these are quite

:25:31.:25:35.

clear. It's an animal moving through the water against the

:25:35.:25:40.

current of the lake and appears to be quite considerable size. It

:25:40.:25:45.

needs more investigation and a long term investigation. That will give

:25:45.:25:49.

it the best chance of trying to discover what this animal is. I

:25:49.:25:57.

propose to do a much more in-depth study with a team of professionals.

A multi-disciplinary team. We ought to do that over the summer. Ridley

so convinced that London's photographs are genuine, I went to

:26:12.:26:15.

see Daetech. They are specialists in forensic visual computing. Their

analysis of video footage is used by police forces all over the world.

Could any of these pictures be anything lurking in the water?

length. You can see it looks like ahead. Possibly. We have tried
