2011 has already been a big year for Wales.
In March, the people of Wales expressed huge confidence
in the future of our country
by delivering an overwhelming yes vote in the referendum
and now we're producing Welsh laws -
laws made for the people of Wales by the people of Wales.
In May, you, the people of Wales,
also voted in the National Assembly elections,
and as a result, I now lead a Welsh Labour government.
A government which is determined to be standing up for Wales
in these difficult times.
So I want to thank you for the confidence that you've expressed
in Wales and in Welsh Labour.
However, there remain big challenges facing us all,
challenges made worse by these savage cuts
being imposed on Wales by the Conservatives.
We know the Tory cuts are hurting, but we also know they're not working.
They're not working for families and communities across Wales,
ordinary people who want jobs, to see growth in our economy
and police on our streets to keep them safe.
And that's why I'm determined that the government I lead
will play its part in helping businesses and workers
by creating the right conditions to help companies start and flourish.
That's why the government I lead
will make sure Welsh workers are equipped
with the right skills for the future.
Unlike the Tories,
Welsh Labour will always put fairness at the heart of our actions.
We'll ensure our NHS remains a truly national health service,
delivering the best specialist services in our hospitals
whilst strengthening the NHS in your local community.
Across the border in England, the Tories have forgotten
that quality of care must come first.
In Wales, I make this promise -
the NHS was made in Wales and it will be safe in Wales with Labour.
On education, we will take action to improve performance in our schools
and ensure our children have the best start in life.
The young people of Wales know
that Labour is on their side.
I know how crucial it is that my government delivers
on the promises that we've made -
to strive for the changes in health and education we all wish to see,
to focus on jobs and growth in the Welsh economy,
to equip our youngsters with the skills for the future,
to provide more and better-quality homes in Wales.
So I pledge that in the year ahead,
we'll focus on delivering on those promises
with energy and determination to make Wales a better place.
